At Gale the debris of the former Point has been cleared away the exterior revetment newly bricked up to the parapet and our said point put into a proper state. Also there a beginning has been made with the delivering of rock both for the laying of a berm against the surge of the sea to which the Triton bastion is heavily exposed and also to have rocks in stock for the bricking up of the said Point. At Trinconomaale bricklaying has commenced on the Portuguese Point according to the new plan and continued therewith until ultimo August. The left face on the east side 8 rods 7 feet long and the right face on the south side over a length of three rods as well as the left flank along the mountain over a length of two rods and 8 feet have been bricked up 11 feet high with its seven counterforts, namely in each corner a double and 4 single ones on the left face, as well as a single one on the right face, these counterforts being six feet long, 4½ wide at the wall, and 3 feet at the back. The new part of the Point has successively behind the wall been filled 7 feet high with earth and rammed firmly. Furthermore at the old Portuguese Point there a strong wall over a length of 6 feet was demolished from a section 2 rods in length, the old foundations have been excavated and a cofferdam has begun to be built in order to keep the water out of there during the bricklaying. For the corner of the new Point according to the batter the corner freestones have been hewn, some of 1 foot 5 inches and others of one foot 4 inches, all 8 inches thick and as wide as the stones could be obtained with which the corners have been raised. The named Francois Laurens Poilleveij, native of Polignij in Franche-Comté, enlisted as a soldier in the service of the Noble Company, embarked aboard the ship Rozenburg, arrived at the Cape of Good Hope in September 1786, and bound for Batavia, obtained through the intervention of Monsieur Percheron, French agent, to be disembarked there and to serve the 5 years of his enlistment there. By arrangement between the Governor and Monsieur Percheron, he was placed for this purpose in the Regiment de Meuron. Monsieur Percheron provided a man for Batavia and the Regiment reimbursed the Noble Company for the transport of the said Poilleveij the amount of ƒ 136: 10. Consequently, upon the consent of the Governor and this reimbursement, he was entered on the report, on the muster rolls and the pay sheets as a soldier in the regiment, placed in the Third Company, received his loan and his settlement of accounts, and passed the reviews. Upon the departure of the regiment for the island of Ceilon, he was left at the depot as a clerk; he was exempt from service and received the pay of a first sergeant. On May 1, 1788, he deserted; the report was made, and he was deducted from the strength of the depot on the 9th day following customary practice. 159 No. 65 2351. 7 255087- 26323. 98 sent to the Hospital where he remained until 25 August, when he was discharged by the Surgeon and brought back to the depot, where they were obliged to keep him strictly in irons in order to prevent violence against himself. Upon a search, a writing was found on him in which he expressed the most defamatory and dishonorable expressions against his commanders, and particularly against Mr. Meuron d'Motier, at that time Captain-Commandant of the depot, against whom he brought cowardly complaints to Mr. de Gordon, Chief of the militia. He was subsequently subjected to the Justice of the Regiment and transferred to the fortress on 2 September, where he remained until the month of June 1789, when the Lord Governor, after an investigation conducted by a Commission appointed by His Honour for that purpose, deemed it advisable to have him transported to Ceylon, along with all papers relating to this matter, for a decision. The said person having arrived at Colombo on 10 September 1789, was, by order of the Lord Governor there, returned to the Regiment together with the papers concerning his case. The Colonel-Commandant ordered the Grand Council to interrogate him, which the said Grand Council sought to execute together with the Commissaries in assistance; but being unable to obtain anything from him other than the most senseless expressions, and his frenzy having even gone so far, the Lord Colonel saw himself compelled to place him in the stocks. The Colonel, seeing that no answer could be obtained from him, and at the same time considering that the matter had been brought before the eyes of the Lord Masters, respectfully judged that he had to await their verdict in this case; Yet out of pity for him, the Colonel obtained permission from the Lord Governor to send him to Negombo, where he could have enjoyed a healthier climate and greater freedom, but it was not possible to convey him thither; to do so, one would have had to employ the precautions used with wild animals. No. 65 to declare upon two weighty points that the Government, among others, was pleased to charge me with, namely: 1st, regarding the dilapidated state of the fortification works here; 2nd, as if under my administration all of a sudden 163 various cannons were found to be unserviceable. And although it has pleased Your Right Honourable Sirs, by the aforementioned ministerial missive, to exonerate me therefrom in a very satisfactory manner, stating: the said Head of Artillery Paravicini has submitted to us an address directed to Your High Excellencies, which is forwarded among the annexes, showing that he was posted to Colombo never as an Engineer, and that he can bear no blame for any decay of the fortification works, and that is indeed so; further, he points out thereby that he reported the defective cannons out of duty, and that he believes he acted in this matter with even more sense of duty than his predecessors, who ought already to have done this in their time, as can also not be denied, thus far. I nevertheless most respectfully take the liberty to submit to Your Right Honourable Sirs the following consideration for favorable reflection, namely: that the Gentlemen of the Government, besides these two settled matters, were still pleased to speak: 1st, of my changeability; and 2nd, of a feigned indisposition whenever it comes to the matter of business. Regarding the first, I consider it unnecessary to make any remark, because being changeable shows nothing more than that one, being human, may like others be subject to this fault. But the other, although probably not used in a sense that could prejudice the dignity of the character of an officer, nevertheless seems to indicate something obscure which might remain subject to disadvantageous suspicion and irreparable harm. And the Gentlemen of the Military Commission themselves noted this in a certain letter written to Their High Excellencies at Batavia during their stay there, wherein they were pleased among other things to cite as follows: we must, however, make it known here that never before have such charges, dishonourable to him, been brought against the said Major Paravicini as feigning indisposition whenever it comes to the matter of business; we would then certainly have hesitated to deem him worthy of this promotion, thus far.
