For the reasons given by the Ministers, we can well acquiesce in the authority which you, under our approval, have given to them to continue to enjoy 5 percent as a gratuity on the sold merchandise. We are fortunate to be able to report to Your Right Honourable Lords that the installed grooved piling completely fulfills expectations. Now that we have continuously provided the entire palisade or bulwark since then with a similar piling, we can flatter ourselves that a heavily brick-laid revetment can be left behind. However, we must not conceal that the palisades or bulwarks on this side of the wharf require annual maintenance, caused by the all-destroying shipworm, which, however, will be far less than the interest on the sum that the placement of a wall would cost. Your Honours had not complied with the request of the Ministers to send an engineer to survey and make a plan for the construction of a heavy wall for a revetment. It was pleasing to us to learn that the Ministers believed that the measures they had taken had provided for this matter for some time. We hope that the work carried out will be found satisfactory, and we expect that no such costs, which the making of a heavy brick revetment would cause, will be incurred, which might otherwise recall the enormous sum previously spent on the well-known stone staircase. Regarding the petition made to us by Director Sluysken, the outgoing Director has the honour to offer to Your Right Honourable Lords his most cordial and respectful thanks for this disposition. He receives that favour with all the gratitude that it requires of him. Although weakened by years and illness, he is now departing from here and will have no opportunity to demonstrate by further zealous and faithful conduct in these regions how sensible he is thereof, he nevertheless takes the liberty to assure Your Right Honourable Lords that he considers himself no less bound to the interests of the Company, and will never cease to give proof thereof whenever it may please Your Right Honourable Lords to demand the same from him in his fatherland. Concerning his petition to be permitted to enjoy the salary attached to his post from the day he entered into the actual exercise thereof, as had been granted to his predecessors, we have decided to grant him this request, and hereby qualify Your Honours to grant him the actual enjoyment thereof accordingly. Finally, our attention has fallen on the request made by the Ministers to Your Honours to be allowed to continue the payment of a premium or small gift to the person who first discovers the appearance of the Company's ships at Suratta. We have indeed seen that Your Honours, by your missive of 14 May 1789, had abolished the payment of ƒ 12: —. — for that item. Nevertheless, we cannot disguise that the reasons which the Ministers present for it have appeared to us rather important. Therefore, in consideration of the utility that may lie for the Company in the prompt notification of the arrival of the ships and the resulting speedy unloading of the same, we could well allow that the offering of such a premium, reduced to ƒ 6: —. — as is now proposed to Your Honours by the Ministers, be continued, unless Your Honours should have weighty reasons why the same ought not to be permitted. It goes without saying, however, that this disbursement would have to fulfill the intended purpose, and that one would have to be certain that the premium was always enjoyed by the person who had actually first discovered the appearance of the ships. Your Honours having had the goodness to let the disbursement of this premium continue, the same is also paid to the one who brings the first news to the Director that the ships are in sight, or within Cape Saint John. 20 May 1790: was Thenius. nutmegs and Mace many commissioners for their faithful handling was performed. the permitted write-offs granted. the lots brought with Voorschooten and Vredenburg in anno 1790 were found to be short 67 7/10 lb or 3 percent on the nutmegs, which were received here with the Geregtigheid and Voorschooten in anno 1791. 33½ lb or 57/16 percent on the invoiced weight of the mace brought here with the aforementioned vessels. and that after the Judicial Commissioners, who assisted at the receipt, sorting, and weighing out of the aforementioned spices, should have taken and tendered the oath of faithful handling before the Council of Justice, as has directly happened since, according to the minute of that Council registered with our Resolution of the 28th of this same month of October. With regard to the other trade goods, such as sugar, tin, camphor, etc., we have granted to the Storekeeper and Dispenser the write-offs permitted to them by the regulations. And as we experience with regret that, notwithstanding so much care and attention is devoted to the important article of spices as can possibly happen anywhere, even to such an extent that for eight years there have been many instances of cloves yielding overweight, this time the shortweights on the cloves are so exceptionally large, we can attribute this to nothing else than the manner in which we received them, namely in bags. For besides that the usual looseness of the gunny from which the bags are made, which we have already described in our respectful letter of 31 January of this year folio 160, makes it very easy to steal from them during unloading, bringing ashore, discharging, and carrying up, which no vigilance or supervision in a country like this can prevent, the air here is so penetrating, and the intolerable heat during the period of nine months that we have not a drop of rain is so great, that neither bags nor rattans are capable of preventing the severe drying out, something that we can solemnly assure your High Nobilities from our own experience, for that has shown us for many years that the cloves, even after they have remained preserved in chests for three years, were still damp and moist at the weighing out, whereas these cloves received in bags, and likewise the nutmegs, were at the weighing out as dry as if they contained no oil. We therefore have much reason to thank your High Nobilities that the cloves now received have again been sent to us in chests, whereby we solicit your High Nobilities that this may be continued, while henceforth, in order to prevent the drying out of the nutmegs, we shall directly upon receipt cover them with the cloves and let them remain so until weighed out to the merchant, although it would be infinitely better if in that regard also the old custom of sending them in chests covered with cloves were reintroduced. We likewise take the liberty humbly to thank your High Nobilities for the favorable discharge mentioned in article 1 of the often-named missive, from the compensation imposed upon us by your Highest respected letter of 22 July of last year paragraph 50 for such pieces of linens as were found short in some of the packages dispatched per the ship Berkhout in 1788 and brought to Galle in February 1789. And in obedient compliance with your High Nobilities' order, we have compensated the company for the six pieces of chintz of the same. Thus less: ƒ4806645: [illegible] The reasons that again cause the profits of this year to differ so considerably from those set down in the memorandum of management are the very same as those set down by me in the previous account statements for some years, and are still due to a smaller sale of cloves, by as much as 54262½ lb, as the import from elsewhere has hitherto prevented selling them at the established prices; a smaller sale of nutmegs by as much as 27918 5/8 lb and of mace up to 2434 lb, which cannot be obtained; furthermore, the lack of any sale of Japanese copper, of which, because of its low price, not a single pound could be sold this entire financial year; and finally, the interest on the negotiated capital, which has reduced the profits by fully ƒ65365: 11: 8. While the increase of these profits compared to the previous financial year owes its origin mainly to a greater sale of cloves and powdered sugar. The charges are, by Memorandum of Management and General Regulation 248 consumption in remaining stock, consumption in demand, the past of the last day of April, the next 5.
