thus the demand for cloves increases daily more and more, and we hope to be provided again with the necessary nutmegs and mace etc. The Company will one day understand how detrimentally it acts against itself by bringing such enormous quantities of this mineral into the Indies and selling it for such low prices, solely in the hope that along this way it alone will become the master and will exhaust all others, especially those trading under neutral flags, a system which is surprising that it could be adopted by knowledgeable merchants. And as we see to our particular pleasure that the popularity of cloves increases daily, and it is to be hoped that we may also once again be provided with the necessary nutmegs, mace, and other popular articles, we flatter ourselves not without reason that these bad times will soon turn into favorable ones, while we shall not fail to pursue everything that may serve to obtain better advantages. After the departing Director, who has provided a proper surety, his pay account was issued with the crediting of the surplus of his salary. Pay books have also been examined by a committee from our assembly and, according to their report, which was registered by Resolution of the 8th of October last, found to be in proper order, being transmitted herewith under the annexes of this letter. While under this heading we have nothing further to report than that, as appears from our Resolution of the 17th of this month, we have caused his pay account to be issued to the departing Director, after he provided a proper surety for the sum of ten thousand rix-dollars or sixteen thousand rupees for the period of six years after he shall have been discharged from his office, and this after first having credited to the same the surplus of his salary as Director, which the Right Honorable and Highly Esteemed Lords Masters and Your Honors were pleased to grant him by Your Most Esteemed letters of the 7th and 22nd of December 1791 from the day he entered upon his duties. Calculated our remark it may be permitted us to very respectfully remark that we have formed the same thus because we believe we may flatter ourselves that the consumption of cloves will before long return to that which Suratta had for many years up to 1781, being 47000 lb. annually, and that sugar will maintain its present price. While we, as far as Japan copper is concerned, have requested one hundred to 150 thousand pounds of it, not so much because we would be able to give hope for any notable price increase, as previously remarked, as long as the supply of all kinds of copper from England is so large, but because we think that the interest of the Company requires that care be taken that the native does not, through necessity, become entirely unaccustomed to using the same, which will happen if we remain entirely unsupplied with it; moreover, an unexpected change in the present English system could occasion a rise in the market. §. 66. Finally, we very respectfully request Your High Nobilities that the petitioned tin may also be granted to us, not only because it is at a very good price, but because we ought above all to take care that we keep our merchants attached to us by supplying them with those merchandise items which are in demand, even if it is only in a small quantity. §. 67. We pray Your High Excellencies, yea we beseech the Lords and Masters, to represent to yourselves for a moment the sufferings of these our fellow human beings: a sailor who departed from the Netherlands, and who upon his arrival at Batavia, due to a shortage of men, must immediately transfer to a Surat ship, without being able—after such a long voyage during which the few clothes given to him by the crimp, or which he was able to procure for himself, have worn out—to set foot on land and provide himself with others; he arrives here, if his constitution is strong enough to escape death, sick and exhausted, and thus must go to the hospital; without his being able, as his entire wages during the time he lies there must go to the Company for the benefit of the hospital, to provide himself with even the slightest clothing, without which he however cannot be here, since from November to March, the time that we have the ships, it is already very cold, so much so that we sometimes see the thermometer drop to 54 degrees; and not only that, but having recovered, he does not have a copper penny to procure anything whatsoever that might restore or raise his weakened and exhausted strength and spirits, and he thus continues to languish until Death, which to him must be a welcome friend, makes an end to his unhappy sufferings and misery, without it being in our power to provide for this, other than by letting him enjoy good months, even if his account runs into debt, in which case the Company always suffers in the advance of wages, which the hospital expense accounts show; through the aforementioned order. The proceeds of the entire estate of the said Mello that came into my possession is two thousand two hundred rupees; but as the same remained in debt in Goa, Mozambique, and Lisbon for above twenty-four thousand rupees, his creditors, being for the most part residents of Goa, have petitioned in that capital to the competent judge and tribunal so that the proceeds of the said estate may be proportionally apportioned among all the creditors. Thus I cannot give any answer without having a decisive one from Goa, the report which I sent to that capital; which if it were not so, the said sum would have been paid long ago, as I have often made known to the said Crumph and his mother. Since Your Honors think to prove that the said widow bought the Caffre boy in good faith, I do not doubt that, nor do I wish to question this point further, yet this justification cannot take away the return of the boy to his lawful owner, while it is true that Justice reasons in all hands that regarding something that has been stolen, and such is proven, the one who possesses it is obliged to restore the same to the owner, without the latter being obliged to give anything whatsoever to the buyer, even though he proves his innocence therein; therefore, this justification only clears one of the punishment that one would otherwise deserve if it had been proven that the purchase was improperly made. Caffre boy who had run away from Diu was allegedly sold to the widow of our baker, with the answer of his Honour to the first-mentioned letter. We have consequently investigated this matter with all accuracy in order to discover whether any proofs or probabilities present themselves from which one could and should conclude that the aforementioned widow Cooter could have known or presumed that the slave in question was stolen or had run away from his master, for only in such a case, namely when the buyer of stolen property can be proven or even with reason held suspected of collusion, or that he had knowledge that the goods offered for sale were stolen, could he be obliged to restitution, as your Honour in his last aforementioned missive of the current month very rightly remarks. Yet we must sincerely testify that nothing has come before us from which the widow Cooter, when she bought the aforementioned slave boy, could possibly conclude that he was stolen or had run away.
