90. The 28th of September Anno 1791. It was resolved to reply to the English Ministry with the adjacent text, in case they should renew the request regarding the sending hither of Burmandjen Mandchergie Cheff, or if the ministry of that nation should make any renewed instances to this assembly in order to bring about the sending hither of Bouwmandje Mandchergie by the Lords Ministers of Ceylon; namely, to make known to them the answer set down in the aforementioned missive of this Bouwmandje Mandchergie, stating that he has given his brother, who is present here, full power and authority to attend to and settle his affairs, and that it is therefore not necessary for him to come over hither in person. Subsequently, it having been taken into consideration that the deceased brokers of the Noble Company, Mandchergie Gorseijen and Gouwenaam Reederam, as appears from the Resolution of the 13th of December 1776, showed that in the years 1771 and 1772 they had paid a sum of Ropias 40240 7/8 more to the Company than had been brought to their credit in their account, caused by the fact that the then Director Bosman had received that sum from the money changer, where it had been paid by them, without taking it into the cash box for the Company, but instead, without their knowledge, had taken it for his own use; they consequently maintained that they were not bound to make a second payment of that sum, as this assembly represented to Their High Nobilities in its respectful letter of the 25th of December 1776; so that, after deducting this aforementioned sum paid once, the debt of their brokers remained Ropias 64157: 13. That in reduction of this, there was subsequently received by the Director, after the restoration of this Directorate, and counted into the Company's cash box, Ropias 26497: as this assembly had the honor to bring to the knowledge of Their High Nobilities by missive of the 9th of January 1776; and thus the present debt would consist of the sum of Ropias 37660: 13 set down in the said Ceylon missive, under the assumption that Their High Nobilities will be pleased to admit the aforementioned contention of the brokers, of which one seems not to have to doubt after Their High Nobilities were pleased to declare themselves thus favorably in their honored separate letter to the then Director van de Graaff of the 15th of August 1777: "And concerning the two items mentioned in the Resolution of the 13th of December, amounting together to Ropias 40240 7/8, which the brokers claim should be validated in their account, we may well allow that they be given some hope that the Company in due time, and when they promptly discharge their remaining debts, will take their grievances regarding these two items into favorable consideration; yet we recommend to Your Honor to demand all that can be gotten from them, whereafter, or when their account shall be balanced except for those two items, and they remain unwilling to pay the same, their grievances regarding them can be presented to us." That if there is now credited against the same Ropias 37660: 13 such sums as Ropias 326: 1: 24, as was received into the cash box here from the Banyan merchant Kissoer das Kissendat, as appears from the Resolution of the 15th of February of the past year 1790, and of Ropias 13312: 32, which the Director binds himself to count immediately into the Company's cash box for the account of the said brokers, in satisfaction of the remainder of a promissory note of 1000 Ropijen, executed by His Honor on the 3rd of February 1781 for the benefit of Kissaerdas Kassendat, and taken along by Bouwmandjen upon his departure from Suratte (which would have been paid by His Honor long ago, had Bouwmandjen been willing to produce the said promissory note sooner and deliver it over for the benefit of the Company, as is now the case, after this was requested by letter of this assembly of the 21st).

The 28th of September Anno 1791. While one shall persuade the third broker here also to pay the remainder of the flour. 21st of February 1790 was expressly requested, has been done by him according to the frequently mentioned letter of the Gentlemen Ministers of Ceylon, amounting together to Rupees 16577:8, there will still remain for settlement the sum deposited under the aforementioned missive of Rupees 2883:5, of which slightly more than half, or Rupees 1542:3, has been accepted and received in the cash office by the frequently mentioned Ceylon ministry from the named Bowmandje. And finally, that it does not appear unreasonable that the heir of the likewise deceased broker Gouwenram Roederam should pay his father's share of that sum, it is approved and agreed to persuade the same heir, being the present third broker Pramsinker Gouwenram, by all possible means to pay the same share, being Rupees 1654:2, without, however, thereby prejudicing or relinquishing the right that the Company may retain against Bowmandjen in case of the inability of the said Praemsinker, insofar as it could be maintained that the brokers, in case of default of payment of one, are jointly and severally liable for one another; and to lift the further attachment and seizure placed, as appears by the Resolution of the 11th of March last, on such monies as the Turkish merchant, Saheer Tjellebie, owes to the estate of the frequently mentioned deceased broker Mandchergie Gorsedijen, and to give notice thereof to Tjellebie; this assembly having arrived at this latter decision. On the grounds that: 1. The aforementioned heirs of the deceased brokers may hope, from the equity of Their High Nobilities, that they will now remain exempt from the payment of the frequently mentioned once-settled Rupees 40240:5. 2. That furthermore nothing more is to be obtained from them anyway, as the immovable properties of Mancherge are all mortgaged and pledged to such an extent that no one can touch them; and that Gouwenram Roederam has left nothing behind except destitute children, of whom the eldest was appointed as third broker purely out of pity. And 3. That, moreover, in a country such as this where they themselves have no jurisdiction, one would never be able to collect these seized funds for the benefit of the Company, since numerous other creditors, both under the protection of the English and of the Nawab, have already placed an attachment thereon, and that the matter of preference could not be decided in favor of the Company, not even before the Court of Bombay, which would likely admit the previously mentioned payment once made. Finally, it was agreed to record that the invoice of account from the Galle Commandment received along with the frequently mentioned letter of the Ceylon Ministry for such guilders 2700 as were erroneously overcharged on 600 pieces Brouwlet Lambij with silk of 11 wiessa on the Surat invoice of the ship Voorschoten of the 15th of December 1790, has already been dealt with and rectified in the books of 1791/1792. Thus done, resolved, and decreed in the Netherlands Office of Surat, on the day, month, and year aforesaid. Was signed: A. J. Huijsken, M. Mon, G. Meijer, G. Piper, C. Lijnes, and G. E. Roeff. It was recorded that on the 11th of this month, the person of Joze Marie of Goa was engaged in the service of the Honorable Dutch Company as a soldier, at the wages of 12 guilders per month and a contract of 5 years. 98: The 14th October Anno 1791 a letter, an invoice of account, and the requisition for that administration, Calcutta, with the advices, additionally two separate letters, being accompanied by a Colombo packet with a letter from the administration of Bengal, and the advices, hereto since attached original annexes and an original separate letter to the Lord Director of the 29th October following, all agreeing with the register dated the 2nd November of the same year, and which packet was received per the ship Leijden on the 21st January of this year, together with a packet containing, a Ceylon packet containing a letter of the 7th April 1791 with an invoice of account for letter postage amounting to ƒ 4: 17: —, the requisition of that administration for the year 1792, and a letter packet from the administration for Calcutta containing their letters of the 13th November 1790 and 25th March of this year, and the advices of that government, and first, a letter of the Lords Ceylon ministers of the 18th of the aforesaid month of April, regarding the disturbances arisen on that island with the Emperor of Candy, and secondly, one dated the 27th May last accompanied by a Colombo packet, containing a letter of the Lords Ministers of the 10th of the same month, with a letter from the Bengal administration of the 27th August 1790, and 99: The 14th October Anno 1791. Upon the request of the linen suppliers, to let the vessels depart immediately to the north. The Lord Director proposed to the assembly the necessity that exists to raise a loan of Rps 25000. and the copies of their advices. Whereupon it was approved and agreed, upon the request made thereto by the linen suppliers, to let the vessels depart immediately to the north, to collect the linens and cotton yarns that have been prepared there. First, the last preceding resolution was reviewed and approved. After which the Lord Director informed the assembly how, having until today hoped in vain that 100: The 26th October Anno 1791. A loan for the above reasons. that the prices of cloves and of Japan copper would decrease; that the same could have been sold to obtain the necessary funds for the purchase, as the current market price of these articles is still no higher than 525 rupees per bag of 138¼ lb. cloves, making 2 rupees 9/18 per lb., and 1 copper the 140 lb. copper, being 5¾ rupees per maund, which, caused by the continuing great dearness of provisions—which, through the renewed lack of rain, in most articles necessary for human sustenance, has rather increased than decreased, notwithstanding it is also estimated that one-half of the inhabitants of this city, and a full two-thirds of those of the surrounding lands, have perished from hunger and the contagious disease that followed thereon—as well as by the large importation especially of copper from England, which at present, as well as other European articles, is sold by the companies of that nation for transfers or credit papers at their expense, 101: The 26th October Anno 1791. expense, while private individuals have been granted freedom to transport that and all other English trade goods freight-free to this place; he finally finds himself compelled, as he is daily importuned by the linen suppliers for further advance payments, under the declaration that otherwise they will become unable to make the delivery, to propose to the assembly the negotiation of a further 25000 rupees, at the usual interest, and under payment of the rate of batta. Whereupon having deliberated, and having taken into consideration, First, that it would be unjustifiable to part with and sell the cloves and the copper for the present market prices, as long as one can manage otherwise with any possibility; secondly, that it is necessary to assist the suppliers with some further funds in advance payments, and one moreover will soon, upon the arrival of the ships, require funds for the daily expenses 102: The 26th October Anno 1791. Report concerning the collation made of the reports of the inventory under the ultimate of August last submitted. expenses for the Warehouse Master and for the purchase of other returns; and thirdly, that in view of the extraordinary calm that has prevailed along this coast for over a month, it appears too little probable that the expected ships will appear here within such a short time that one could now await the sale of their cargoes before making the said necessary advances. It was approved and agreed to negotiate a further 25000 rupees in the manner aforesaid, for the account of the Company, if opportunity thereto shall arise. There was submitted a report from the Honorable Chief Administrator Monte regarding the collation made by him of the reports of the inventory under the ultimate of August last against the trade books of the expired financial year 1791. With regard to the surprise shown by Their High Mightinesses in § 25, that we have not been able in 3 years to procure here the gum opopanax requested for the Netherlands; it was resolved to have an extract of the aforesaid paragraph delivered to the Chief Surgeon Sissinghi, with orders to provide a written report thereabout. Furthermore, it was resolved, upon Their High Mightinesses' desire shown to Your Honors to be elucidated on how the American merchants were able to pay the fixed price for the cloves that were delivered to them here from the Company's warehouses in 1790, whereas they could have obtained those cloves more easily and swiftly from the Netherlands for 54 to 56 stuijvers per pound, to answer Their High Mightinesses most respectfully that it is impossible to say to what this must be attributed, but that it appeared that they, who did not buy or receive these cloves The 5th of December Anno 1791. to send 48 copper pice, being the number that one obtains for half a rupee on the market. until after they had inspected them in the warehouse, took them chiefly to serve as a sample, since the quantity was too much for shipboard use, a conclusion that is based on their statement that they had never seen such dry and good cloves in America, and that it had been very well possible for them formerly, as it still is now, to buy the cloves in the state for 575 to 520 rupees per bag, being 2 3/10 rupees per pound, whereas they paid 3 1/2 rupees to the Company. And since Their High Mightinesses expressed their well-founded surprise at the extraordinarily low price of Japan copper in § 34, it was resolved, as convincing proof thereof, to send to Their High Mightinesses with each ship 48 pice, being the number that one receives in the market upon exchange for half a rupee, which, weighing one pound, demonstrates that the copper struck into pice is currently worth no more than 50 rupees per 100 pounds, the price for which it was sold the last time and which can now no longer be obtained. Being then forced to drop the heavy anchor at 55 fathoms, and the cable also having run out, the heavy messenger broke about 15 to 20 fathoms outside the hawsehole as the ship swung; thus losing here a kedge and a heavy anchor with their cables. Subsequently, on 26 November last, having reached the latitude of 20 degrees and 54 minutes North, and being driven east of the banks by severe calms and swift currents, they were forced, in order to avoid all accidents, to anchor. The undersigned petitioner addressed a letter directly to the Honourable and Respected Director Sluijsken, requesting assistance of men and some refreshments in order to do everything possible to reach the Surat roadstead with his vessel as soon as possible, which soon occurred upon the arrival on board of the Equipment Overseer Masser, bringing with him the requested articles. They immediately set sail, but due to the continued calm, were forced to drop anchor again shortly thereafter. They remained lying thus until the morning of 30 November, and then found upon heaving the anchor that both arms were broken up to the shank. Making little or no progress that day, they had to anchor again in 20 fathoms of water, veering out half a cable, which also broke about 10 fathoms outside the hawsehole; thus losing 45 fathoms of cable with the anchor. Meanwhile, after inspecting the day cable and finding that several yarns and strands had parted here and there, they finally cut it away and used it for other ship's necessities. Thus, having lost together two anchors and two cables, there are needed two of each, along with a kedge anchor and its cables. [illegible] Having herewith demonstrated the differences, I take the honor to call myself, underneath stood: Right Honorable Sir and Gentlemen, lower: Your Right Honorable and Honors' very Obedient Servant, was signed: M: Monte, in the margin: Surat, the 9th of December Anno 1791. It was approved to consult the Suppliers as to whether and to what extent they are capable of fulfilling this; whereupon the Suppliers subsequently declared that it was absolutely impossible for them to deliver the goods additionally demanded, as well on account of the shortness of time, as most notably because the Linens, due to the continuous high price of cotton, the great mortality among the weavers and other laborers, as well as the arrival of a Portuguese and a French ship, had risen so much in price that the price agreed upon with them was by far not sufficient at present to procure them; whereas they found themselves compelled to insist on the acceptance of those goods which they had already manufactured, according to the reservation made by them in the Contract of contracting of the 11th of March last, entered in the resolution of that day, Article 6; and this in view of the fact that those goods The 12th of December Anno 1791. [illegible] goods, mostly all consist of black broad half baftas, ditto broad whole, cotton blankets, Cherongse chintzes and karikams, which are neither bought nor used by private individuals nor by other nations, while the silk patolas are also exclusively Company assortments; it was furthermore understood to rest content therewith, as not being able to do otherwise, and to add the goods now demanded in excess to those requisitioned for the Year 1793. Was read the following Request of the chief surgeon of this Directorate, Henricus Sissingh, containing the request that to him, since he has no sufficient medicines in stock and none have been sent from the Main Place, authorization might be granted for the purchase of the required medicines for the treatment of the fourteen sick persons sent ashore into the Hospital from the ship Zuijderburg.
