369 26 March 1793 Your High Mightinesses having indicated in § 18 that, given the circumstances in which the dismissed Captain and Head of the Banda Militia Steinhert finds himself, no change can presently be made in view of the objections brought against him by the Gentlemen of the Military Commission, it was resolved to acquiesce therein, and to inform the said Captain thereof by Extract. It was furthermore resolved to respectfully thank Your High Mightinesses for the promise made in § 19: namely, to have collected according to the proposal, and to credit to Banda, the amount of the short-accounted goods by the Captain at Sea Heijenberg upon his return from the Arouwe Expedition, in the amount of 730: 12:— rds, or as much as, upon the decision of this matter after deducting what he shall be able to prove, shall remain charged to him exceeding what was validated here. Your High Mightinesses, in § 24, passing over the settlement made regarding the missing slaves, yet remarking that proper investigation should have been made as to where the district slaves found short and charged to the account of the former Governor Haga had ended up, and according to the value of the recovered slaves, it was resolved to inform Your High Mightinesses that the former Governor Haga et cetera pro was charged for 5 Company slaves found short, but that upon a closer inspection, six Company slaves were found to be surplus, and Mr Haga was therefore relieved thereof as having been wrongly charged, and the one remaining surplus slave was taken in favor of the Honorable Company, vide Resolution of 5 January last. Regarding the charges for errors, and particularly the entry included therein of 962: 26: 8 rds, which were charged to the debit of the late Governor Seidelman, it appearing to Your High Mightinesses, according to § 27, completely absurd that the reason adduced by his heir, the Citizen and park owner Johannes Adrianus van Steenbergen, for his request for relief—namely, that the fixed term of the suretyship for the said Seidelman had already expired long ago—since, regardless of the expiration of the suretyship, the estates, in so far as payment can be made therefrom, or the heirs, are and remain responsible for the compensation, therefore denying that petition and ordering the compensation, it was resolved to report to Your High Mightinesses that the citizen Van Steenbergen has been charged to make restitution for the said 962: 26: 8 rds. Your High Mightinesses further ordering in § 28, because no servant may hold a park according to the ancient orders, and the park which the former Governor Haga took over at Ourien continues in the name of the heirs of Jambroes, to investigate whether that takeover took place with explicit authorization from those heirs, and in that case to sell that park publicly, provided that the proceeds are brought to the benefit of the mortgagee with 300 rds above that, provided that the excess proceeds go to the benefit of the widow, or whether someone is found who has a superior right to it, whether by prior offer, transfer, or otherwise, and then to offer that amount for the said park to the same, and in case of unwillingness likewise to have it sold publicly as aforesaid, it was resolved to answer Your High Mightinesses in respect that this park was properly purchased by the former Governor Haga from the widow Jambroes; that subsequently that widow passed away without leaving any heirs; that this park has since been provided by His Honour with a dwelling house, et cetera; furthermore, to order his attorneys to sell that land at the first opportunity in accordance with the aforementioned highly esteemed order. 371 26 March 1793. Remark regarding the cultivation. The arbitrary increase in reported trees by the former Governor Haga is viewed with indignation by Their High Nobles as a deliberate deception. To request further observations from His Honor regarding the efforts to prevent the worm-infestation, provided his great physical infirmity does not prevent him from inspecting the parks, and that, despite all good intentions and efforts made, one can accomplish nothing and only makes great displays if the goodwill of the park-keeper does not cooperate in this. Their High Nobles having stated in § 31 that they perceived with indignation that the former Governor Haga in a rather arbitrary manner altered the successively submitted reports of the survey of the nutmeg plantations, and thereby reported more fruit-bearing trees than the park-keepers had stated during the park inspections and were found to exist in reality, thus deliberately misleading Their High Nobles: it is understood to respectfully assure Their High Nobles that one shall guard against such and similar deceptions. Regarding this article of products from Commissioner Schilling: in § 33 Their High Nobles expressed their satisfaction with the efforts made by the Commissioner in investigating and discovering, if possible, the present poor condition of the nuts and their severe worm-infestation, as well as the holding of a conference with the park-keepers for that purpose, with approval of the arrangements made with the said park-keepers in order to improve and reduce this as much as possible, in the hope that one will notice the good result thereof upon the delivery of the harvest in 1793; with a recommendation to the Commander to ensure that these are observed and that this important point is handled with all attention and accuracy. It is understood to serve in respectful reply that one, no less than the park-keepers, can discover no other means than that proposed in the past year, namely that good lime be employed for the liming, and that two of the most experienced park-keepers in this work be present during the liming, which being still the best means was observed again this year and with which one shall continue in the future; further, that for the rest, concerning the packing or baling into soekels, all care shall be taken to handle them gently and properly. Their High Nobles having been pleased in § 34 to order the compliance with the useful and serviceable arrangement proposed by Commissioner Schilling regarding the treatment of the trees and nuts, and upon their arrival to order the servants sent from Batavia, from junior merchant to merchant, to apply themselves to the knowledge of the treatment of the trees and nuts: it is understood to comply with that order, and as a consequence thereof to order the junior merchants Wardenaar, Mazel, and Crommelin to apply themselves thereto; furthermore, that this shall also be recommended to the expected merchant and second-in-command Veuge. The granted premium of 1000 Ducatons to the park-keepers is approved, for whoever points out the cause of the worm-infestation of the nuts and demonstrates the proven remedy against it. Their High Nobles will await the outcome of a certain quantity prepared by the park-keepers themselves. To answer here regarding what is written opposite, and to remind the defaulting park-keepers once more by extract of their made promise. Their High Nobles having noted in § 35 as well done that, pursuant to the authority granted by Their High Nobles, a premium of 1000 Ducatons was promised to the park-keepers for whoever shall be able to state, in the first place, the true cause of the worm-infestation of the nuts, and in the second place, to point out the means that, according to a three-year experience, ought to be applied, or should be applied to a better degree, for the prevention of the decay; giving notice that Their High Nobles shall await the outcome both of this and of the undertaking by some park-keepers to prepare a certain quantity of nuts of the three sorts themselves, although this will cost those people more trouble and effort: concerning which it was approved to respectfully inform Their High Nobles that, as appears from the conference held on 11 May of the past year by Commissioner Schilling, some have undertaken to make and dispatch such samples, and that others have excused themselves therefrom under various pretexts; that of all of them, only the head surgeon Schreuder, from his wife's park, has fulfilled this requirement and dispatched such a sample in the past year. While at the same time it was understood to remind the defaulting parties once more by extract of their made promise, with a recommendation still to fulfill it and not fail to keep their given word, in order to avoid Their High Nobles' justifiable displeasure in the contrary case.

And Their High Mightinesses also passing the discharge granted to the ordinary Lieutenant Wilke to the Capital, it was approved, on the favorable qualification granted by Their High Mightinesses, to let the said Lieutenant Wilke depart for the Capital at the first opportunity, and to notify him of this by extract. In a further secret missive from Their High Mightinesses of the 31st of December of the past year, section 5, Their High Mightinesses having been pleased to favorably communicate that, regarding the arrangements of the gentlemen of the Military Committee concerning the garrison, the Mess, etc., one must best regulate oneself according to the circumstances of the times and the present condition of the Government, the more so since Their High Mightinesses have perceived from the report of the Commander of the Militia that matters are rather meager regarding the Mess administration, and therefore grant authorization to provide 2 instead of 1½ pounds of coffee per month, and if this can provide any relief, to add one more meat day of salt meat or pork, wishing in the meantime to be informed how matters stand with the wild cattle which were captured in former times on the island of Rosingain and served for provisions. It was approved to humbly thank Their High Mightinesses for this favor, and to have 2 pounds instead of 1½ pounds of coffee provided per month to the common soldiers, but to keep the provision of another meat day in abeyance until further orders, since otherwise the provision of 5 pounds of pork and meat to the common soldiers would have to be increased. Furthermore, to order the postholder on Rosingain to report how matters stand with the wild cattle on Rosingain, in order to then be able to inform Their High Mightinesses thereof. Upon receipt of an invoice dated Batavia in the Castle the 24 January 1793, charging hither some entries to the amount of ƒ 8729: 13:— to be debited here according to orders, it is resolved to treat and charge these amounts according to orders, with the exception of ƒ 40: 9:— for 4 pieces Guinees ordinary unbleached Coast, which were found missing in a pack sent in the previous year and which, for reasons circumstantially described in the Resolution of the 2nd instant, ought to be backcharged to Batavia; furthermore, to cause the charged deed and certificate fees to be paid by those whom it incumbates. A duplicate and therein a list of duplicate and original enclosures dictates among them also an original letter dated 18 January 1793, as well as an extract from the report of the Director General concerning the allowances, annexed by two sequentially written lists of the purchase prices of some homeland and Indian goods, as well as such deeds and vouchers as are charged hither on the invoice already received; thus it has been agreed to take note of this. However, since Their High Excellencies, following the letters of the rescripts dated 31 September 1792, are pleased to note that Their Excellencies send this Ministry an extract from the Regulation regarding the prices of homeland and Indian necessities, which previously were provided in kind, but for which an equivalent in money has now been granted as has been done for beer, wine, butter, etcetera, with authority to calculate the Batavia prices determined therein for the provision in money, and to augment the same by another 15 percent, it has been agreed to observe that arrangement of Their High Excellencies; and to inform the Trade employees thereof for their instruction, both by extract hereof and by delivery of a copy of the extract from the Regulation and list of prices. Furthermore, having also received two packets from Amboina by the aforementioned second conveyance, there was found therein: A duplicate letter dated 19 March last, containing the notification that the second conveyance by the bark destined for that Government, the Expectation, had arrived there, and transport would be granted to this Government with the pancalang Lingen, which was daily expected; and An original letter from Amboina received to accompany the second conveyance, regarding the four apprehended private slaves accounted for. Request of the Amboina ministers to return the Lingen as soon as possible and to answer concerning the recovery of the 4 matrosses who served to assist the Splinter. To release the aforementioned slaves to the owners. An original letter both to accompany the honorable conveyance by the pancalang Lingen, and to impart that under the district of that Province were apprehended and sent hither four slaves of the late Assistant Resident Bangeman, who as well as another one who claims to belong to a certain Leonard had deserted, and for whom on two also received invoices of charges for compensation have been assessed 17 florins 4 stivers and 38 florins 7 stivers respectively. Right Honorable Sir Pursuant to Your Right Honorable's honored order contained in the ordinance of 15 March to examine whether the defects of the hooker ship Spaarne are as stated in the submitted report from the ship's officers, and likewise to determine what materials are on hand from the ship's stores so that the same may then be used to avoid incurring unnecessary costs, we respectfully take the liberty of reporting that the defects are indeed as reported in the submitted report of the sea captain and commander of that vessel; the stores from the ship which can be used for the repair consist of tar, pitch, rosmée, canvas, and sail yarn. Upon the necessity made known by the master of equipage Willem van der Sluijs in a written report, it was agreed to authorize him to purchase two barrels of pitch and one barrel of rosmée, which are obtainable from the captain of the ship Spaarne, de Rijke, at 25 rixdollars per barrel. Upon the request and well-founded necessity of Police Secretary Elias Mazel, who submitted an address requesting that, both to economize on writing paper and to prevent the loss of extracts when they are written and issued loose, the respective administrators as well as the boards may be ordered to provide themselves with a book, in proportion to whether each receives many or few extracts annually, in order that the same may be written therein, it was agreed for the aforesaid reason to order the respective administrators as well as the boards by extract hereof to comply with that request so that the extracts from the secretariat may each time be written therein. The master of equipage Willem van der Sluijs, having made known in a report that the officers of the ships the little Pallas, the Batavier, and the Spaarne, as well as of the pantjalling the Splinter, arriving from the main station, did not observe any longitudes at sea because they had no instruments for that purpose, it was agreed to make a record of this and to note the same in their accompanying letters. It was likewise agreed to record that, according to two incoming reports from the master of equipage van der Sluijs, the stowage of the ships the Batavier and Spaarne were found to be in the seaman's style and that upon arrival they drew: the Batavier 23 feet aft and 24½ feet forward, and the Spaarne 14½ aft and 13 forward. 3 April 1793. The Lieutenant at Sea and Commander of the pantjalling De Splinter, Schmidt, requesting by a report that the goods lost and consumed on the voyage might be written off, to which report were also attached a powder account and two depositions, it was taken into consideration that the investigation regarding the loss of the reported two grapnels and ropes having been assigned to the Fiscal, Warden, and Master of Equipage van der Sluijs, they have testified that upon examination of the logbook and interrogation they found that the same were genuinely lost through sea disasters and without the slightest neglect of duty; and that the Master of Equipage has also testified that the 1 piece of iron hawser, 1 piece of wheel hawser, and several other small items have already been employed at the Batavia roadstead for the rigging of that small keel, and that the entered powder is reasonable in proportion to the distress shots fired during the loss of the rigging, it was consequently understood to approve the reported items for write-off, but to have the submitted depositions sworn under oath in order to insert the same alongside the report and powder account.
