To the Honorable Worshipful Sir In compliance with the orders contained in the extract from the Political Council dated 3 April last, to inspect the defects of the Honorable Company ship De Batavier lying here in the roads, we the undersigned take the liberty to inform Your Honorable Worship that the defects are such as were set down in the report submitted by the captain of that vessel, only that further missing items consist of a new anchor stock for a heavy kedge anchor, there being no woodwork or nails in stock on board the ship to remedy these defects. To the Honorable Worshipful Sir Johannes Hageman Senior Merchant and Governor of this Province Honorable Worshipful Sir Pursuant to the order contained in the extract from the Political Council dated 3 April last to inspect all the storerooms of the ship De Batavier to see whether there were any goods on board that could be used for the required repairs to this vessel; A similar extract of that same content and date concerning the hooker ship Spaarne; Thus this serves respectfully to report that this order was carried out exactly, and on the ship De Batavier there is nothing other than pitch and resin that can be used for supplying the defects on the hooker ship Spaarne, pitch and resin for the restoration of that vessel; Consequently, the remaining materials, such as woodwork and nails, must be used from the shipyard. To the Honorable Worshipful Sir Johannes Hageman Senior Merchant and Governor of this Province Honorable Worshipful Sir In compliance with the order contained in the extract from the Political Council dated 3 April last to inspect the cable tier and other storage spaces of the small vessel De Klijne Pallas, to see whether it still had anything in reserve or in stock that could be used for the repair of the ship, and how far one could proceed with the repair of the ship according to the circumstances of the time; A further extract concerning the aforesaid dated the same day, whereby it is ordered to inspect the standing rigging upon the incoming reports of its poor condition, together with the inspection of the cable tier and other storage spaces on that vessel; Thus this serves respectfully to report that all the listed and found defects can be repaired as much as possible, except for the required spars, as there are no spares at hand here or to be obtained, and therefore the old ones must be repaired as far as possible, in order to be able to complete the voyage to Batavia with them; Subsequently inspected the standing rigging, and found the fore shrouds unfit, the main and mizzen shrouds still usable; this unfit rigging can be replaced from the ship's stores, as there is still a new piece of shroud on board; further inspected all the storage spaces, and found that they can be used for the aforementioned repair to the ship. Yet however gladly the said signatories are fully prepared to comply with the aim of Their High Noble Excellencies, they consider themselves obliged to bring to the notice of Your Honorable that, since one daily sees and hears that the sea rovers, with the arriving monsoon, are no less bold than before to attack everything again that they can only get within reach, not only small vessels, but even ships, since that rabble is well aware how one must presently deal with natives who are haughty, we therefore did not find it advisable to hand over ship's powder, for if we did so, we would expose ourselves to all dangers that might be inflicted upon us on the sea. to inspect the quantity of 472 barrels of coarse powder specified in the past year, among which, according to the report of the pyrotechnician Carel Fredrik Drezel, there was much bad powder; so it is that the respectful undersigned, dutifully obeying this, proceeded together with three committee members to the powder magazines both Nassau and Belgica, where through a diligent examination he discovered a quantity of 90 barrels, among which are 23 barrels that ranged from 20, 25, 30 to 35 feet, which is entirely unfit; furthermore, there are 24 barrels which ranged from 40, 50, 55 to 60 feet, and still 43 barrels which ranged from 65, 70, up to at most 80 feet; it being necessary to ship out that powder together with the 96 barrels already present there which, according to the order of Their High Noble Lordships, had to be exchanged for ship's powder, since the powder houses are all full due to the large stock that is difficult to preserve, and 60000 lb of good powder is more than enough in the powder houses, with which they are properly filled; and because the test taken from each barrel cannot be less than 2½ to 3 lood, and further the rattan hoops needed to re-cooper the barrels, the number of which cannot be determined because the powder barrels are generally poorly coopered, and upon opening the barrels the rattans shatter completely to pieces, which is also caused by their long stay in the magazines; therefore, the undersigned most humbly requests Your Right Honorable to be permitted to write off the wasted powder and the rattan hoops, not only from the aforementioned quantity of 472 barrels, but from all the other barrels opened for testing, with all the remaining powder now being good, except for another 32 barrels which range no higher than 80, 85 to 90 feet, which can be employed and kept for saluting powder. Thus it appears by this demonstration that the pantjalling de jonge Jan has made nine voyages for the service of the Honorable Company, but is presently worn out and in poor condition; therefore I request that Your Honorable Worship may be pleased to appoint commissioners to inspect the said vessel. The sloop Lonthoir. 1789 5 February departed on expedition to Aarouw. 1789 8 May returned from there. 1789 30 July departed for Timor. 1789 5 December returned from there. 1790 in March, on expedition to Arouw. 1790 May returned from there with the invalids. 1791 the 8 April departed on expedition to Arouw. 1791 29 May returned from there. 1792 in the month of August departed for Timor. 1792 10 December returned from there. 1793 the 14 February departed for Arouw. This sloop can sail for another year, but must then be laid up as soon as the outer hull requires repairs again. The obscurity inherent herein cannot well be removed without some greater light, so we shall await further clarification from you in this regard. Section 131: You have rightly caused Lieutenant Dermanche of this Government to return, as he could be of no use there in that for which he was properly present at that place; yet, since that officer the year before, upon the recommendation of the Chief on account of his skill in Engineering and Artillery, had been promoted to Lieutenant Extraordinary, we would have wished that you had expressed your displeasure to the aforementioned Chief somewhat more strongly than we see was done by you, and that you had commanded the said Chief to proceed with more circumspection in the future. to bear the burden. yield few fruits, and since the unrest have been planted daily, which have not yet brought about such an important increase in expenditures, we cannot, however, as these latter have risen more than a capital in the past financial year, pass over this point in silence, and all the less so since the principal, if not the only reason why one is established at Banjer, namely the cultivation of pepper, not only in the last year, although better than the year before, has still been quite meager, but even the next crop is predicted to be very slight, while concerning the other products, such as gold, diamonds, etc., such reports are given that at least from them, no more than from the domains, an equivalent against the expenditures can be expected, at least certainly not in the immediate coming years. We have therefore been extremely dismayed to see that, whereas this Residency in 1786/7 had already fallen behind by an amount of more than f 8700:—, in contrast to the previous financial year the expenditures have suddenly risen to the enormous sum of f 52,000: 5:—, or, with the addition of the losses, to more than f 53,000:—:—, and thus in comparison with the financial year 1785/6 has cost the Company more than f 38,000:— more. We do not doubt that Your Excellencies realize, along with us, the impossibility of maintaining this Residency of Banjermassing on such a footing, and will therefore have already considered reducing the expenditures so that one may at least in time nurture some hope to see the expenditures compensated by profits. Being likewise reduced, the undersigned will leave nothing unattempted to bring everything onto the most economical footing, to be and thus to make himself worthy of the granted quality of Chief of this Residency. We shall then also look forward to the decisions which we assume have been taken by Your Excellencies in this regard; but since the situation of the Company absolutely requires checking any increase in expenditures and limiting oneself as much as possible to acquiring the products in the least costly manner, we meanwhile desire and trust that this will especially take place at this Residency, and that Banjermassing will be brought onto the most economical footing. The revision of the Memorandum of Retrenchment having been considered by us in the year 1787 as a very useful matter, and Your Excellencies having, pursuant to their Resolution of 22 August 1788, assigned that branch to the respective ministers and servants, each as far as their office is concerned, we would have considered it unnecessary to comment specifically here on the request of the servants of this Residency for a further definition beyond the Memorandum of Retrenchment. But since this request itself demonstrates in the clearest manner that they are unfit for it, we cannot pass by bringing this to Your Excellencies' notice on this occasion, and for that reason we would have wished that Your Excellencies had also made some special provision in that regard, which not having been done, we judge ought still to take place. The expenditures having already been noticeably reduced, and the costs already incurred and still to be incurred for that purpose having been particularly lessened, Although, as has just been indicated, we wish to await Your Excellencies' sentiment concerning the proposed reduction and further arrangements made by the Chief before declaring ourselves definitively thereon, we nevertheless regard the same, as far as they can be superficially judged, as very suitable for preventing useless expenditures. The Chief Hofman having passed away, they shall, in reducing the costs and increasing the revenues, endeavor to show how much they owe to the service of the Masters. We are therefore extremely pleased with the zeal displayed in this matter by the said Chief, and we trust that he will be continually active in making the costs so bearable, and increasing the revenues in such a manner, that one will never have to complain of having proceeded upon his proposal to the assumption of this Residency. It is rightly observed by Your Excellencies that it is most disagreeable to have to incur such useless costs as took place on the occasion of the false rumor that this Residency was about to be attacked by a number of vessels, concerning which, however, upon the arrival of the dispatched assistance all fear had already vanished; but as it seems that the cause leading thereto must not be sought so much in the conduct of the Chief and in that of the Residents, as in particular in that incorrect information, the humble signatories through their diligence to be and thus to make himself worthy of the granted quality of Chief of this Residency.

of the three junior servants, in which testimony we must acquiesce on the grounds that neither the secret letter of 2 November 1788 nor the extracts of which mention is made on this occasion were found among the Banjarmasin papers, we are indeed forced to pass them over, but nevertheless trust that Your Excellencies will cause the conduct of those officers to be investigated with all seriousness, and treat them according to their merits, in order thereby to deter others from misleading their masters through false information—whether arising from inattention or from other motives—and, as has now happened, thereby driving the Company into exorbitant and useless expenses. We therefore remain, just as before, in uncertainty regarding the advantage or disadvantage that lies in the acceptance of that possession, and we must therefore still suspend our judgment in that regard until we shall have been enabled by further elucidation to pass a correct judgment on that matter. No. 139: It is in the meantime certain that if one wishes to obtain proper information regarding the condition of this kingdom and the products produced there, one must also take care that those who are employed to inspect the same are endowed with such knowledge as is required to be able to judge the nature of the products produced there. The matter being viewed from that standpoint, we have seen with regret that none of the servants present there has any knowledge of the gold trade, nor of the working of the mines, nor of assaying. Paragraph 132: Regarding the purchase and fulfillment of the requirement of two to three thousand carats of diamonds demanded for the Netherlands, which has been assigned to the humble signatories by your High Nobilities, may it be permitted to them to bring to the notice of the same in all respect, that since their presence here not a single carat has been brought into the lodge or offered to them for sale, whereas on the contrary the Chinese arriving here for trade are reasonably well provided therewith, just as the Chinese Tan Tjamko, who departed from here for Samarang on the 6th of August last, was provided with more than five hundred carats; and the humble signatories cannot fathom the reasons why the Banjarese prefer to sell these stones to the Chinese rather than to the Honorable Company, while it cannot be said that that nation acquires them through exorbitant prices, as they give less for them than would be done on behalf of the Company if they were offered for sale; and the humble signatories will leave nothing unattempted to satisfy that demand as far as possible. Paragraph 133: The trade books, as well as the pay books of the financial year 1787/1788, having been sent towards Batavia with the pantchiallang De Riouw, we shall let the notes received with thanks regarding the findings on the Banjarmasin trade books of 1789/1790 serve for our information. Paragraph 134: Regarding the pay and that which was demonstrated by a report from the head of the general pay office, Sinkelaar, that the Honorable Company has suffered a loss at this office since February 1788 until the end of August 1790 through successive improper disbursements of earned pay, to an amount of ƒ16,443:18:-, and also an amount of ƒ478:13:14 due to erroneous debits, may it be permitted to us to serve in all respect with an answer thereto; that concerning the debits, the same occurred completely improperly, and thus the loss caused thereby to the Honorable Company should be reimbursed by the keeper or keepers of those books, since it is impossible to make any redress here, because the bombardier Wigmana, the second lieutenant Blandouw, and the bombardier Grietz have already departed from here with closed accounts and are therefore no longer known in the pay books here.
