32 9 In the daily register of 1792 under 12 July, Your Right Honorable Worships can, if you please, find another sample set down at length of improved tree-wax candles, regarding which we take the liberty to conduct ourselves. Under this account, we encountered in the Japan Trade Journal of 1789 the item of the wax candles, of which 1600 lb were consumed at ƒ 1230:18:-, and we must remark regarding this that, however much in the year 1786 the use of candles made from Japanese tree wax was abandoned, we nevertheless can find no reason why this office itself should not make use of them, since according to the reports of the servants of 1785, those candles cost circa half less than those that are made at Batavia. And we have all the more reason for this, as we find cited in the marginal reply to paragraph 280 of our letter of 20 December 1787 that probably the ignorance of the Japanese in manufacturing those candles in the Dutch manner gave rise to their being rejected at Batavia, whereas the trials undertaken by the Chief van Rheeden had nonetheless satisfied quite well, and he is further of the opinion that much improvement can still take place in this. We understand therefore that the use of those candles will be introduced among the servants themselves, as the aforementioned Chief has indicated, from which one can subsequently see to what extent this may or can further be made of use. We furthermore see, not without displeasure, upon comparing the expenses against the Memorandum of Retrenchment, how greatly the account of gifts, with the incidental charges falling thereon, must have increased from time to time; for notwithstanding the recent notable abolition of the gifts to the Nagasaki regents and the reduction in the number of the Ordinary Imperial Councillors, whereby the amount of the gifts in 1789, as has already been said hereinbefore, was ƒ 15088:19:8 below that of 1788, we believe we cannot recommend strongly enough to observe frugality in all parts, and that also especially regarding the ordinary incidental charges, which have risen by no less than ƒ 2903:3:8 above the allocation in the Memorandum of Retrenchment. § 201. been § 201. § 202. been made nonetheless no more than ƒ 657:5:8 below the allocation, and that all the other items have then risen considerably above it, such that the expenses have now still amounted to ƒ 6769:18:8 more than the aforementioned memorandum dictated. It appears nonetheless that among these, the increase of ƒ 4324:—:— in purchase price on the Nagasaki recognitie above that of last year, being caused solely by the high charge for the powdered sugar, could not have been prevented by the servants, as not depending on them. Nevertheless, we understand that the expenses in general can still be considerably reduced, and even that the same, now that one is exempt from the gifts to the Nagasaki regents, can very easily be brought below the allocation, to which we therefore hope and expect that all attention will be directed both by you and by the servants. The servants stating in their repeatedly mentioned letter of 23 November that if the powdered sugar and various other goods had been charged in that year at the same prices as the rest, the office would have gained circa ƒ 9250:—:– more, we would have wished at the same time to learn the reasons for this, the more so as the very same case already occurred in the year 1786, regarding which we requested elucidation in our missive of 4 December 1788. We have indeed seen from your missive of 15 October 1789 that the senior merchants of the Castle were ordered to state the reason for this, the outcome of which would be reported further; nothing further of those reasons has come under our eyes. We have meanwhile found in the marginal reply of the servants a statement of how large that previous higher charge was, and how much this amounted to on the sold parcels of that time, and truly we cannot conceal our astonishment at it, for although we well know that a price increase on the powdered sugar had to be granted, we do not understand how this could have amounted to 25½ per cent, and even less what caused the higher charge on the cotton yarns up to 61½ per cent, on the cloves up to 48 5/8, and on the § 203 lead

Since Your Honours will undoubtedly have had this verified, we shall look forward to your reports as soon as possible on this matter as well as concerning the difference of 1789. 1204. Lastly, regarding the general balances of 1788/9 specified in the servants' letter of 23 November 1789, we must remark that we have seen with regret the considerable capital that had to remain there, primarily caused by the unwillingness of the Japanese to supply more copper. It nevertheless appears to us that the calculation of the fund for trade in that year must have been taken rather generously at the main settlement, since in our view a good sum would still have been left over, even if the Japanese had been willing to supply the full 12300 chests of copper, and one could therefore have excluded various articles that generally produce a loss there, and of those which were projected by Your Honours for the supplementation of the fund. We understand, however, that after the repeatedly proven disinclination of the Japanese to grant credit, one must not rely on that either, and that sufficient funds must therefore be provided. But as it is now sufficiently evident that the refusal of credit was only a pretext to cover their unwillingness to deliver more copper, it is necessary that a middle course be kept in view in this matter in order not to risk capital unnecessarily and let it lie interest-free; regarding which we therefore recommend all attention to Your Honours. The findings and marginal notes regarding the provisions expenses, we shall take the liberty to answer one after the other below. other remaining 8. 17. that which, as well as the other burdens, have been reduced That we, with respect to the provisions expenses, always being conscious of the sad times in which we find ourselves, proceeded as moderately as possible, we hope Your Right Honours will please trust; and that when Your Right Honours please take into consideration the number of servants for the Honourable Company who daily, according to ancient custom and high necessity, must be fed, alongside the Japanese whom one must also frequently accommodate with cooked food upon their requests or invite to the table, Your Right Honours will acknowledge that this quantity of people, without the cultivation of vegetables in the garden, the breeding of cattle and pigs (which last two are brought along by the Chief Merchants for their own account from Batavia, and here, since the grass is brought to the island by coolies and their food is paid for by them, nothing but the rice for the livestock is charged to the Honourable Company), would encounter only a meager meal. Although we perceive the disadvantage both in the custom of serving the Japanese daily in such a manner, and that the ship's crews, according to a similar ancient custom, come ashore daily at their pleasure and are fed, alongside the commanders on the champans, who frequently must even stay on land overnight because it becomes too late, and at the time of the copper weighing most of the ship's crew are ashore and take their meal; regarding which it should further be noted that nowadays that work takes much longer than in former times, and we have no power to force the officers of the ships to a speedier weighing, as they always pretend that the Japanese (which is also frequently true) weighs too sparingly, a matter that naturally also increases the coolie expenses not a little; which, being averaged out, amounts to a multitude of heads per day. To which must be added the sick who are brought ashore to regain their health, and for whom nothing else is charged or provided here, as well as a fixed number of sailors to watch against stealing in the warehouses. Then the first signatory, taking advantage of the decreased trade and subsequently the non-arrival of a ship, applied himself with all his might after the departure of the ship Zuyderburg during the course of the years 1791 and 1792 to reduce these as well as the other expenses, and also gradually tried to disaccustom the Japanese from the daily demanding or requesting of now a bundle of candles, then a piece of meat, some butter or bacon, as well as medicines, and whatever else they know is on hand; because this was an old chapter (as they call it), and refusing it or not delivering it fully according to their demand was considered and reported as impolite and worse, to the extent that they occasionally let it be known that the Honourable Company's table the for J

The outcome of these efforts, although the general expenses have not yet noticeably decreased, will, we hope, appear quite acceptable to Your High Right Honourables, and would have made a favourable showing had one not been obliged to purchase rice, which has truly been a very large and burdensome expense, the more so as Your High Right Honourables will continue to observe the continuation of these economizations during this trading season, and we assure Your High Honourables that in the future, as much as will be at all possible, we shall curtail these as well as the other expenses. While with regard to the ship's crews, unnecessary coming ashore will be avoided, and thereby expenses will also be sought to be spared. Concerning the accountability demanded from us by Your High Honourables as to why the provisions expenses in the year 1783/4 rose beyond the regulation by as much as f 4512:5:— above the determination set by the memorandum of retrenchment: We take the liberty to submit that this financial year lasted 12 months and 20 days, or a month longer than the previous one, and as the former chief Romberg had the honour to bring to the knowledge of Your High Honourables in his report upon his return to the headquarters, the earlier arrival of the ships together with their late departure, and the higher price charged for the goods written off to that account, were the cause thereof. We shall also have the honour to submit in the most respectful manner why those fed above the 11 or 13 persons have not been made known by name: after first stating that this is done regarding the recipients in the off-season, with the naming of each person's office, in the first month. Due to the lack of specification, we bring this to Your Honours' attention and request to be favored with Your High Honours' order regarding this matter. Regarding the ordinary expenses, we shall comply with the order. Concerning the purchase of furniture, the matting of the residences was not entered in the household memorandum, and the payment thereof was entered and booked into our interests in this regard. And since, due to the lack of the specification books of 1760, we find ourselves unable to bring the authorization for this proceeding to Your High Honours' knowledge, we hope that Your High Honours, seeing our arrangements in this and in the previous year, will graciously be pleased to rest assured and trust that no means have been left unexamined to meet the reasonable expectation to reduce all burdens as much as possible; and that you will please pass this manner of merely making known the number of persons averaged together, and favor us with orders as to whether we must entirely refuse the Japanese these small courtesies, or how to charge the same to the account of the Honourable Company, and whether to bar the ship's crew from the table so generously granted to the servants by Your High Honours. We shall also attempt to make every possible reduction in the ordinary expenses; however, reducing the items that are provided to the Japanese cannot be done with kindness or by gentle means, but must be done by force. Therefore, we beseech Your High Honours, if one must reduce their income, for an express order to that effect, as we dare not take upon our account the consequences to be feared from this, since their self-interest is generally as well known as it is great, and one experiences daily that when proposals are not accompanied by satisfaction of their own interest, little progress is made. Regarding the expense of the annual purchase of copper candlesticks, snuffers, lamps, washbasin and jug, flat candlesticks, tea trays, lanterns, and such, amounting to f18:4:-, we acknowledge this can be omitted and purchased for the account of the opperhoofden, the more so because according to an old custom the Japanese servants enjoy the benefit of these goods upon the departure of the opperhoofd, and those people can neither benefit nor prejudice the Honourable Company; although one must at the same time acknowledge that, the copperware excepted if it remains intact, the rest, after having been used for 15 months, also deserves little notice. We shall nevertheless not fail to comply with the order. and for what purposes the said mats are used. made an exception to the rule; it was already at the time that the trading post was kept on Firando that the Honorable Company had a separate dwelling and hall both to receive the dignitaries and to conduct business on behalf of the Company, and one discovers from the books kept at that time that even the slightest household goods, from which probably the aforementioned listing of movable goods originally derived, such as paintings, tablecloths, etc., were sent hither from the headquarters and were carried forward among the remaining goods. But after our relocation from there in 1641, the Honorable Company had to mat, remodel, and build up at its own expense not only an interpreters' house and an auction house, which were carried in the books under the unvalued goods until the years 1744, and the former until 1757/8. The Company was subsequently relieved of this construction and maintenance alone, and was permitted, under the condition of only purchasing some mats for the interpreters' house annually, to let the sales and all transactions on behalf of the Honorable Company take place at the outgoing Chief's residence, as still occurs to this day in a room specifically designated for that purpose, matted with 67 mats, and laying the walkway leading to it with 36 mats, thus together 103 mats. When no Japanese are there, the Honorable Company's table is kept on or in the said walkway of 36 mats. To which reasons we believe we may with some right attribute that Your Right Noblenesses have so long kindly pleased to pass this charged expense item, both through the awareness that these expenses are not only truly incurred by the Opperhoofden, but because no example is found of charging more, while the deficits, as well as the adjoining necessities, are also not charged to account by them, the Opperhoofden having always supplemented the deficit from their own purses. As around 80 books of paper and what further belongs to the papering are required for the said places, for which expenses, according to custom, p 6: -: - or ƒ 9:18:- is charged to the Honorable Company, and each book of paper is to be obtained for not less than one thail, which amounts to ƒ 30: -:- or ƒ 132:—:—. This added to the fact that it is not only not the custom for the Honorable Company to provide preserves, liqueurs, sweet wines, etc. for the Japanese, just as red wine and beer for the servants or table, and therefore the glassware required for the presentation and serving are also not charged to account, any more than the slaves for the table, just as the Japanese servants for the service of the Japanese, for which two latter one receives nothing other than the rice, must be paid for by the Opperhoofden; although the Honorable Company has granted and currently provides some silverware that is also required for said services, from which we also believe we may conclude that the table utensils at least in Japan are permitted by the Honorable Company, just as noted herefore regarding the household furniture, following the old manner cannot, in our humble opinion, be held to be harmful in all respects. Yet, as we acknowledge the authority of Your Right Noblenesses only too well and always strive to follow its orders without the least deviation, we hope that our objections will not disturb Your Right Noblenesses, but appear, if not in everything, at least not entirely unfounded, and that you will please make a generous provision therein, the more so as we will have shown and continue to give proof that the reduction of expenses and increase of profits, setting aside all self-interest, are taken to heart by us, and entering these aforementioned items is as of now omitted. With respect to the charcoal, we must confess that the daily consumption of that fuel is much, although those bales are small and fully 1/3 consists of dust, which causes a great burden to the Honorable Company; but herein we shall also make provision, and accustom the Japanese in the galley, to whom most is provided, to a moderate allocation; also whenever Your Right Noblenesses shall find good to withdraw the old custom of allocating a portion thereof by way of ration to the senior and junior office clerks, which they save for the cold months. We beg to be excused from sending over the books since the year 1780, promising to send them in the future. Of the twelve pieces in this last year, none were written off. The writing-off of medicines in comparison with the previous year, and thus the limit set by the repeatedly mentioned memorandum was exceeded by f 2847:19:-. Which higher amount of f 852:5:8, as has already been cited regarding the provisions, is due to the longer financial year, the early arrival and late departure of the ships, as well as the fact that the goods written off on this account were charged at a higher rate, which the former Chief Romberg had the honor to demonstrate in his report to Your Right Noblenesses upon his arrival at the Main Factory in 1788. However, with regard to the excess amount above the f 600:-:- brought forward for pipes, tobacco, and tea, we find ourselves unable to answer properly for the adjacent reasons, because those goods are purchased by or by order of the Chiefs, and at present no Chief from that period is present at this office. With respect to the writing off of the bunting, we take the liberty of referring to what was set down by the former opperhoofd Romberg in his above-mentioned report, merely adding thereto that a writing off of 3 pieces would not have been necessary now, had not the circumstance in which we found ourselves, as appears from the resolution taken on 7 September, compelled us thereto; because by also keeping a thrifty eye on things, having the flags lowered or not hoisted in very bad weather, those made in 174½, like the old ones of the previous year, have remained in a good state. The wax candles share the same fate as the coconut oil and all other provisions in being demanded by the Japanese; and when one refuses them, one incurs many displeasures. As we have already spoken somewhat more broadly about this expenditure herebefore, we will respectfully adhere thereto and request Your High Nobles to look favorably upon the outcome, on which everything principally depends, where Your High Nobles, we hope, will find, as in our opinion has appeared from the requisition for the year 1791, that we, with regard to requisitioning the needs of this Office, have not followed the old standard, but have resolved to reduce the expenses with all attention and emphasis. These gifts are sometimes found casually recorded in the daily registers, just as what was requested that could not be delivered. Concerning the assessment for the excessive amount written off under ordinary charges, we beg that you will be pleased to leave it, we also beseech Your Right Honours, if the reasons adduced herebefore are not sufficient, to have it reimbursed by the Chiefs of that time: because the council members, subject to correction, have no authority over the distribution of supplies, the storekeeper and a junior merchant previously returned towards Batavia and thus were present in Japan for only 2½ or 3 months, where also beyond doubt a council member would encounter very great difficulty in hindering, disturbing, or demanding an account from a Chief in that which was entrusted to him by Your Right Honours, and as the writing off is performed by them, they bring nothing but the total sum into the council, where also the annual general orders to reduce the burdens, as well as the humble passing of the previous years' accounts by Your Right Honours, have been received each time: all the more do we take the liberty to present this most humbly to Your Right Honours, because the same rests upon many precedents, and thus according to our humble understanding there was all the less right for the other council members to set limits and bounds to the Chiefs. — The provisions supplied to the departing Chief for the outward and return journey, we shall, according to the honoured order, cause to be written off under ordinary charges, and regulate those of the return journey according to those of the voyage hither. With regard to the water gutters, we hope to give Your Right Honours sufficient for the overseers of the water gutters. — reason why that costly payment for the six months in which there is no ship amounts to ƒ 100:—:– less than when one has a ship or ships here, and whether the same is ultimately grounded more upon necessity than upon custom and usage. It appears in the first place clearly from the specification booklet of 178½ and 179/1 that only the trading season or the arrival of the ship is the cause thereof, because at that time no more was paid for the first than for the last six months. hope that the reduction of the donation by half, etc., will give Your Honors satisfaction, as well as that being paid in cash to the Ottona, etc. Carrying up the water from about a quarter of an hour's walk from here, which cannot be required of the Japanese without wages, and which he also would not do, no more than bringing the same on board with vessels, first daily and at departure for the filling of the leagers for the voyage even up to beneath the Papenberg. When one now entirely excludes the bringing of water on board and the cleaning of the gutters, and calculates that water is delivered daily to everyone, including the sailors, for f 1:4:- per day, namely taken on average and calculated over 12 months, we hope this expenditure will not appear excessive to Your Right Excellencies, although it has been paid for many years. It is unnecessary to say that water cannot be dispensed with by any living soul, but outside of this manner we cannot obtain it, and we believe we may fear that if the Japanese are excessively curtailed in their usual income, the Honorable Company might run the risk that the towing of the ships, for which nothing is paid now, as of old, would be forced again upon the Honorable Company in order to indemnify them. For these disbursements are paid with the prior knowledge of the Governor, and one has seen too many examples to doubt that the Governors, although improperly, take the side of their nation with all their might. As for the so equitable recommendation concerning the donation made by Your Right Excellencies, we hope that by the reduction thereof to half, the traveling along of the Opperhoofd to the Court every four years, the establishment of the reduction in the fassak as appears from what has been set down here above, and anew of the cash money provided thereunder, as well as the salaries to the Ottonas, etc., being further discussed in this humble letter, will in some way give satisfaction to Your Right Excellencies, while we shall endeavor to curtail the same at every opportunity. The above-mentioned cash gift has attracted much attention from Your Right Excellencies, and that this payment corresponds neither with the interests of the Honorable Company nor with the nature of a gift, as noted by the very same. To all Honorable Company interpreters, from which amount in previous years retail value in sugar and sappanwood was always entered, yet truly paid out in cash as it still stands today, and as mentioned was reduced by half last year by the Governor, we beseech Your High Right Noble Lordships, for various reasons adduced, to allow that donation or payment to continue on the previous footing, while we now need these self-interested persons more than ever, lest they be aggrieved contrary to our intentions, to help bring about a blessed change in trade, and it is moreover still doubtful whether the Governor will permit the bestowing in any other manner, since the advantage of the remaining beneficiaries of gifts and presents according to Imperial order consists in the goods being paid out to them at retail or town price by the treasury, wherefore we shall moreover have the honor to supply further reasons in our respectful secret missive why we do not deem it advisable to appear with too much change this year. We also hope to give Your High Right Noble Lordships satisfaction with the funded renovations in the last two years, since they have remained within the limit, yet we most humbly beseech the same to believe that, unless accidental causes hinder us, we shall always ensure that they remain below the limit. We shall now have the honor, as we believe, to reply sufficiently as to why renovations were made again to the Warehouses the Thorn and Lily after the three-year Contract. In our humble outgoing letter of 1784, §26, we had the honor to record, obliging the carpenter moreover to repair at his expense the defects that might arise in the renovated places within a period of three years, which we hope will serve for our exculpation and the justification of this Council. The more so because such an obligation would, in our opinion, not a little conflict with sound reason, for the renovation in some places could not be extended to and made applicable to the entire warehouses; but as this follows and is stated very obscurely near or behind the specification book of provisions, we know of no other reason to give as the cause thereof than the manner of writing. It would be no slight oversight for the then Chief Romberg, since this contract was concluded in such an extraordinary manner on December 4, 1783, and on February 19, 1785, the same Chief would make a considerable contract primarily, as he then said, to repair the defects on the Warehouse the Lily. With regard to the higher amount, we have the honor to submit the following. Likewise, with regard to recording the number of empty copper boxes under the current year's expenses, we shall make use of this on occurring occasions. But at present we dare not venture this, because Chief Chasse did not undertake the court journey, although all expenses for clothing and further necessities were disbursed by him, both because he thought that no change for the better would soon come regarding this expense item, and because he received the news of exemption on 20 March 1791, whereas the customary departure date was to fall on 17 February; to which is added that on 21 February the Governor had him notified to prepare himself for the march in such a manner that when the usual license notice arrived, he would immediately be able to go on the journey; but whether to pay these expenses or not, we prefer hereby to submit to Your Right Excellencies' generous disposition. Further, Your Right Excellencies are pleased to demand sufficient reason from us regarding trade expenses, as to why, in the memorandum of household expenses, trade expenses—exclusive of the amount for copper boxes and provision money of ƒ3306:-:--are set down, while the same presently amount to as much as ƒ 13224:19:-. Whereupon we shall have the honor to submit with all due respect that the island rent and that of the powder magazine, which latter is presently reduced by half to ƒ 40:—: —, was debited to this account at ƒ9201:—:-, which proves that in 1790, when ƒ12272:17:8 was paid for those expenses, fully ƒ 240: 2: 3 less was disbursed than the above-mentioned memorandum sets down for it. With regard to the last part, we take the liberty to answer Your Right Excellencies that up to the year 1754 the island and powder magazine rent was reckoned under general charges, and since 1755, subject to Your Right Excellencies' approval, written off to the debit of trade expenses, because, as the officials wrote at that time, this item relates principally to the said account, in order subsequently to be balanced against profit and loss, which writing off in the sequel, as no disapproval thereof was received from Your Right Excellencies, always took place subject to approval. Which was also presumably practiced in this manner because in the memorandum of household expenses, under the determination of the charges, this island and powder magazine rent is not mentioned and is consequently not reckoned there under the office charges. With regard to the large number of empty copper boxes being paid out in excess of what the transport amounts to, we take the liberty to answer with proper respect that, although in the first parts we might still concur with the report submitted to Your Right Excellencies on 13 May 1791 by the former Chief Romberg and Warehouse Master Ulps, it is impossible for us to conceal that the conclusion of that reasoning, as Your Right Excellencies inform us was noted by the Honorable Ordinary Councilor J:s Siberg, is weak and unacceptable. Wherefore, in the hope of succeeding better, we shall humbly bring to Your Right Excellencies' knowledge that the supplier of these boxes—which are very weakly made of light and poor wood—the Boss of the Coolies, is always present on the island; so that the more boxes are broken, the better these workmen suit his wishes, from which it in turn follows that this Boss, whose duty it is to watch over the conduct of the Coolies, not only permits them to steal, but if possible procures them the opportunity to do so, and if they are caught in thefts, knows how to plead for them or gives them the opportunity to escape. From this we hope it can be deduced that completely preventing it at the time when the copper is weighed, wound and bound with straw ropes, carried to the champans, and delivered on board, in such a way that none break, is impossible. Considering that from the weighing place to the champans, sailors stand close to one another to prevent this crime as well as the theft of copper, and in addition the watchful eye of the Captains and Warehouse Master is steadily fixed upon it, and all possible countermeasures are employed in this. May we be permitted to show, by an example of Warehouse Master Schartouw and Purveyor Domburg, how far their malice goes when one hinders them too much in their misdeeds at that time: to the former, a Coolie dropped a box of copper on or along his feet as if by accident, on account of which injury he had to keep to his bed for several days; and the latter, for excessively opposing the stealing of sugar and the aforementioned dropping of boxes, was banned from the land when, catching a Coolie stealing sugar, he gave him a small slap or push. Furthermore, the copper is weighed about 50 rods from the water gate, nailed shut near the scales, and then brought outside; having been wound with straw ropes, the first Coolie takes it on his shoulder, walks about 20 rods with it, and then throws it onto the shoulder of the second, who conveys it in like manner to the third at the Gate, where it is first stacked up to 100 boxes, after which others carry it into the champans. This is the procedure. But the manner in which they drop them appears very innocent, since the Coolies at times feign stumbling, and when transferring it to the shoulder, as stated above, drop it by pretending to have lost their balance. If one did not frequently have the small chests repaired quickly, namely those that were not entirely broken to pieces, one could hardly manage with the surplus paid. Also, although the interpreters contradict this, it might well be in our opinion that before the year 1760 they built the small chests from better or thicker planks, and, as stated in the aforementioned report, sometimes one still has to transfer the copper in the champans or upon arrival on board, which also contributes to this nuisance. And the more one indulges this people, though slightly, in misdemeanors and practices to their advantage, the more they desire, and it is difficult to dissuade them from it, which was indeed specifically the reason first for the surplus purchase, and afterwards that the same was maintained as if by an agreement in order to remain free from further or greater increasing quantities. Since the Chief Chassé, through many years of experience, was aware that another method needed to be undertaken to satisfy the so justified desire of Your High Nobilities, he first warned the interpreters and the above-mentioned chief coolie master that in the future not a single small chest would be paid for beyond those required for transport. Subsequently, on the 28th of August in the presence of the Council, after submitting the invoices and having requested a general improvement in trade, he made this malpractice, which had crept in for many years, known to the Mayors and Commissioners, and requested them to provide a remedy for this as well as for the stealing by the coolies, since according to orders received from Their High Nobilities we may purchase no more small chests than one for each picol of copper, and the stealing exceeds the very bounds of shamelessness. We are also obliged to remark herewith that almost all the broken cases were likewise sent on board for stowage and consumed there. From all of which we hope and beseech that Your Right Excellencies will be pleased to overlook this increased provision, while we shall conduct ourselves according to the regulation received this year, and comply without deviation with the order established by Your Right Excellencies to enter and debit the return goods under their main headings, in order thereafter, when the shipment has taken place, to transfer the higher charge upon dispatch and writing off to the debit of the copper and in favor of the profit account. Indeed, we do not doubt that without the importation, the gifts as stated excepted, of manufactured goods they would be content, as the Money Chamber is bitterly embarrassed by them, because according to an imperial decree no one whomsoever may make use of foreign fabrics. For this reason, the merchants in 1741, when the first signatory sold the remainders out of fear that if no ship came one might press him to offer gifts out of gratitude for the good arrangements recently made in that donation, for which there would then be material, refused to buy them back from the Money Chamber, of which it finally, after much debate and with the intervention of the governor, was relieved again. We beseech Your High Excellencies to view the recently conducted trade with a more favorable eye than that conducted in 1790, as the detrimental orders of the Jappandar in that regard have rightly come to light. In paragraph 12 of Your High Excellencies' general missive, we find that it appeared strange to Your High Excellencies that the small agreed-upon price increase on the powder sugar must be regarded as a favor. To this, we take the liberty with respect to reply that the quality of the same served the treasury as its usual pretext, although it was not all equally brown in color and damp, to disadvantage the Honorable Company, were it possible, and to make threats of price reductions. We express our humble gratitude to Your High Excellencies for having deigned to direct attention to sending a better sort of sugar and to take measures accordingly; while we have the honor to report concerning that sent this year that it was not only accepted without difficulty, but after many requests and urgent representations, was sold for the price stipulated in 1788 for three years of f 7: or f 11:11:— per 100 Catt: or 120 7/8 lb; and that this sum has once again been fixed for that sweet for three years, or up to and including 1794. Expression of thanks regarding the ray skins, as well as the velvet, sending the coral beads back to the main settlement, and leaving the astronomical instruments in remainder. from the resulting fear of falling short of money to purchase the Persian goods, not having been forced, as appears in our Resolution of 17 October. We beseech Your High Nobilities to overlook our actions in this regard, and pursuant to our threat and promise made to the Japanese not to send that linen for some years, except upon the demand of the Emperor, as we otherwise despair of ever succeeding satisfactorily, and then to endeavor to set the price reasonably for further supply, as Your High Nobilities desire. That Your High Nobilities have been pleased to pass over the lesser profit obtained on the ray skins in 1790 also spurs us to gratitude, while the arbitrary sorting by the Japanese was so justly regarded by Your High Nobilities as almost unbearable.
