30 August 1792: we have ordered the respective servants to provide by way of amplification in a further report such incomes as are enjoyed by everyone, not only those determined by the regulations but also all those that are less known, which further notes will be transmitted with the autumn letter. Section 151: Furthermore, we take note of the order appearing in the extract minute of the resolution in the Council of the Indies regarding the horses dated 30 August 1792, not to maintain any wagons or horses on the Company's account or to incur expenses for them; yet we must most respectfully state that there are six horses and three carts on hand here, which were purchased in the year 1792 for the Honorable Company out of necessity for 160 rixdollars, which are very necessary and indispensable during the unloading of rice from the ships, the transport back and forth of lime and stones, etc., but which impose no other burdens on the Honorable Company than that the carts, should anything be damaged, are repaired at little expense. Section 152: In compliance with Your High Nobilities' order appearing in the extract minute dated 6 July 1792, we shall, according to the proposal of the gentlemen of the Military Commission, have some tables, tubs, and coat racks made for the accommodation of the soldiers whenever the opportunity arises. Section 153: The citizens hired as mercenaries in the month of August of the previous year due to a lack of manpower in the shipyard have been discharged again as of the last day of January upon the arrival of the penjaling De Oppas and the chaloup Lonthoir. Bangeman, being indebted to the Board of Orphan Masters in a sum of 1600 rixdollars, which, during the time he was President of that Board under the previous administration, he had negotiated under the suretyship of the burghers George Godlieb Smithamer and Adrianus Johannes van Steenbergen, without any immovable properties being bound under it, we, and especially the first subscriber, therefore ordered that Board to collect that money and to compel both the debtor and the sureties in court to make payment. However, when an extract from their resolution was delivered to us by that Board, we, in consideration of the fact that the debtor Bangeman, both due to the fire and otherwise, was still indebted to the Honorable Company for a good 1500 rixdollars, and while the sureties could not raise so much cash at present, decided in the session of 15 February last, upon the request of that Board, besides the general obligation of person and property of both the sureties and the debtor, to accept specially for this the four unencumbered immovable mortgages of the surety Van Steenbergen presented in the aforementioned extract, in order thus to secure that principal sum until such time as the debtor Bangeman will be in a position to satisfy that principal in cash, everything nevertheless subject to the further approval of Your High Nobles and a recommendation to that Board to adhere strictly in the future to the orders contained in the Resolution of 18 March 1778. Paragraph 160. The retired President of that Board, Christiaan Karouw, having made a request to us by petition to order the representatives of the former Governor Haga to pay the overdue interest on the loaned principal sums on the unsold houses, which under the last day of February last totaled 353 rixdollars and 4 stuivers, we therefore beseech Your High Nobles for a favorable clarification whether one may satisfy that interest from His Honor's estate, or whether it may be written off by that Board, especially as the Honorable Company still has a considerable claim here upon the estate. Paragraph 161. As President of Matrimonial and Petty Court Affairs we have appointed the Junior Merchant and Secretary of Policy Elias Mazel, instead of the Pay Bookkeeper Christiaan Karouw, who has been discharged from that Board. Paragraph 162. In the Church Council, the aforementioned Honorable Second Person Albertus Henricus Veuge has been appointed as Political Commissioner and Churchwarden. Paragraph 163. And we thank Your High Nobles for the favorable sending of the Reverend Philippus de Graaff, who arrived here on the ship De Batavier in the month of March; to whom we have granted his board allowance and further emoluments as is ordinarily customary according to the orders. Paragraph 164. In view of the frail bodily condition of the first subscriber in the month of December, we decided to place the Chief Administration, which was an all too heavy burden under the administration, into the hands of the Pay Bookkeeper Christiaan Karouw and the Resident of Waijer Pieter de Haan as of 1 January next, to administer the same as commissioners until the arrival of the Honorable Second Person Veuge, whom we installed therein upon his arrival. § 166: And as receiver general of the Collateral, the fiscal Willem Wardenaar, who will provide security for this up to a sum of rd_s 1000:-. § 167: Your High Nobilities having informed us that the citizen Adrianus Johannes van Steenbergen is indeed permitted to return hither, but solely to settle his outstanding affairs and thereafter to depart for Java in order to reside there provisionally, we have informed the said citizen by extract of Your High Nobilities' esteemed order and commanded him to prepare for that departure. However, the same has made a request by the petition that goes along among the enclosures, which request we have denied with reference to our previous letter, and we persist in awaiting the aforesaid esteemed orders of Your High Nobilities. § 168. Concerning the citizens and town affairs, we respectfully inform Your High Nobilities that in place of the late citizen Lieutenant at Lonthoir, Rijnicus Versteegh, there has been appointed as such the citizen and park keeper there Adrianus Gilberts, and that on the occasion of the appointment of that lieutenant and the handover of what was kept under him, it was discovered that 18 complete weapons were in use among the Lonthoir citizenry that were not known in the Company's books, for which reason those complete weapons were seized for the Company and only issued on loan to that lieutenant with a written receipt. § 169: For the favorable authorization granted by Your High Nobilities, namely to be allowed to disburse rd_s 40:- annually for the maintenance of the citizen guard at Pulo Ai, which we are now putting into effect, we humbly give thanks. § 170: Concerning the desired information of Their High Nobilities regarding some Butonese who were stranded on the island of Rosingain, we have seen with regret that the Macassar ministers in their letter to Your High Nobilities dated 19 October of the previous year, § 169, were compelled to complain about the treatment of some Butonese stranded on the island of Rosingain. Upon which complaint Your High Nobilities have ordered a report on how that case actually stands, and furthermore, if it is found that the same took place as stated in that letter, to then have the amount of f 584:10 reimbursed to the Hon. Company by the person who was the cause of this treatment, which was charged to this government for that purpose, with the recommendation to act more discreetly in such matters in the future. Thus we must respectfully inform Your High Nobilities that the charging of f 584:10 consists of actual costs incurred thereon, and that the said treatment took place under the previous administration by the former Governor Haga, according to what was recorded in the Resolution of 25 January and 26 March last, to which we refer. And for the reasons mentioned in those resolutions, we have charged that reclaimed amount to the account of the former Governor Haga, as we have informed the Macassar ministers of all this by letter, and have also forwarded one more Butonese subsequently discovered here in the quarter, without charge, as he worked there for his food. § 171: Among the native affairs, Your High Nobilities approving that the Gorammers are not admitted to Banda, Your High Nobilities otherwise conforming to the arrangement of the previous year.

Cerammers is friendly. scarce. 2ndly is being guarded against. The adjusted arrangement of last year is observed. informed of this. The posts at Aroe and Timor are manned by sergeants. arrangement, in the expectation that through a friendly treatment and strict care against all extortions, one will encourage the Cerammers to bring their native produce for the support of the inhabitants of Banda in their needy circumstances, provided one is at the same time on guard against all secret intrigues and especially watchful against the trade in gunpowder and ammunition goods; thus we respectfully assure Your High Noble Lordships that the present treatment concerning the Cerammers is friendly, but that the supply of sago by the same is and remains scarce on account of the excessive heat and drought which, as they attest, has also occurred in their lands, whereby most sago trees have withered. Furthermore, vigilance will be kept with all strictness against the harmful and wicked trade in gunpowder and ammunition goods, to which end the Fiscal has been ordered to make every effort in his power to discover those who might be guilty thereof, the adjusted arrangement of last year being observed, and we have allowed the Secretary to enjoy Your High Noble Lordships' qualification to obtain an additional six stivers for the registering and issuing of the Ceram passes, while the Interpreter has been ordered to inform the native chiefs upon their arrival of the arrangements made, as has also been done by the First Signatory to many of the prominent chiefs. Section 172: Your High Noble Lordships fully conforming to the sentiment of Commissioner Schilling, namely that the post of Resident of the South-Western Islands can very well be held by a sergeant who can read and write, with orders to observe that arrangement here at all posts; thus we inform Your said Lordships that this arrangement is now observed, and that one shall strictly adhere to it in the future, as well as that in the South-Western Residency has been placed Sergeant Johan Christiaan Hartog, and in the South-Eastern Residency Sergeant Hijmen Scheerder, both under the title of Postholders. Section 173: Your High Noble Lordships having passed the appointment of Military Lieutenant Nicolaas Engelbertus Constants as Commander at Aroe instead of Junior Merchant Cornelis Adriaan van Eijk, who had been recalled from there, and that the said Constants was mandated with the relocation of the post there, with Your Lordships' remark that, according to the outcome of this, the matter does not seem to have been handled with the required deliberation and necessary skill; thus we respectfully inform Your said Lordships that Constants arrived here in the month of December last via Amboina, where he had fallen off course due to contrary winds, having handed over his post to a common soldier named Petrus Josephus Augustus, according to a report signed by both for the handover and takeover in the presence of commissioners, which he himself, upon his arrival, dared to present to the First Signatory; from which, and from a letter received in the month of November from Junior Merchant van Eijk, we have learned with no less annoyance than regret that the garrison themselves have risen up against the said Commander Constants, accusing him of having falsified the weights and shortchanged the military personnel in their rations, while Constants in turn alleges that this act was willfully caused by Junior Merchant van Eijk, who remained on Arouw contrary to orders, and the Assistant Surgeon stationed there, Fredrik Christoffel Bekker, together with some garrison members instigated by these two, in order to restore the aforementioned van Eijk to the Residency; and while we, because

As, owing to the absence of van Eijk and the aforementioned garrison members, we have remained deprived of the true cause, we have had to conclude, both from the letter received and the further actions executed, that on the one hand the obstinacy of the junior merchant van Eijk in not obeying our orders, and his meddlesomeness regarding the Post and the conduct of Constants, and on the other hand the cowardly and entirely disreputable management of Commandant Constants who, when van Eijk refused to come hither according to the orders received, ought to have sent him on willy-nilly, or at least should have ensured that van Eijk did not encroach upon his authority and that the garrison members were kept to their duty, gave cause to this dangerous uprising of the garrison against their Commandant. For this reason, and in order not to err in such a critical matter, we have decided to place both Commandant Constants and the junior merchant van Eijk, as well as the rebellious garrison members, in the hands of Justice to conduct a thorough investigation into those guilty of dereliction of duty and obstinacy, in order to punish them most severely, as an example to others, and to prevent such disorders, which could have had the worst consequences both for the Honorable Company and for the Province. To which end the aforementioned Constants was arrested upon his arrival at Belgica, while we immediately had his goods inventoried so that, after the findings on the surrender had been reported, it might be seen how the surplus and deficit turned out, of which mention was made under § 114; and these matters may be seen described more broadly in our Resolutions dated 22 November, 1 and 22 December of the previous year, and 13 and 26 March of the current year.
