thereupon, for which reason the first signatory, as keeper of the trade books, requested his discharge in the year 1791. The recommendation of Your High Mightinesses to bring in Haga is being observed. withheld by the former Governor Haga of the specifications serving to compile the books, alongside the overdue work on the resolutions, which peremptory proofs of an indifferent, negligent, and despotic conduct on the part of the said Governor, Your High Mightinesses are no less astonished than lamenting that none of the members concerned themselves therewith, much less seem to have addressed the Governor concerning this with modesty, in order to keep themselves clear of responsibility regarding the confusion that was bound to arise therefrom, answer most respectfully that not only was the former Lord Governor Haga addressed by the members in meeting concerning these and many other confused matters, whereupon His Honour then also made the fairest promises to note their reasonable objections in the resolutions and the further remarks, which however was always forgotten and thus omitted, although the secretary was quasi tasked with the recording; added to this that the resolutions were months overdue, and not being able to see the same, one could also not know what they contained, which is largely the reason that we did not sign them, but that in particular the Honourable Commander, as the compiler of the trade books, frequently objected in his advices and reports over the withholding and not getting ready of the trade papers, to such an extent that he was even forced in the year 1791 to petition Your High Nobilities to be relieved of compiling the trade papers for no other reason than that one had to wait too long for the trade papers, which consequently could and had to cause errors. Payment of rd:s 5000. – agreed in five installments. The first signatory shall not use Company slaves for private work. Notice of Your High Noble regarding rice. Having made known to the guarantors of 's Gravezande that the guarantee on the suretyship of 's Gravezande was left to the former Governor Haga; that they could not dispose of the request sent by them in which they ask to be relieved; and that they remained liable for that suretyship; they have promised in a written document to pay the sum amounting to rd:s 5000. —., with the request to be permitted to make that payment in installments, which we, for the reasons given in that request and because they would otherwise have been forced to sell their property for it, have granted them, namely to pay the first installment of rd:s 1000. –. –. on the primo of the coming month of August, and in the coming year primo February again rd:s 1000. —: -, and thus in five installments to discharge the entire sum, subject however to the valid approval of Your High Noble. §5. The respectful first signatory will take the remark of Your High Noble—namely that it is an impermissible act that the former Governor Haga used the Company slaves for private services and the clearing of the Parks, and the recommendation to be carefully on guard against this—as an instruction and not make himself guilty thereof. §6. Their High Nobles embracing the first part of the proposal made by Commissioner Schilling to reduce the provision of rice for cash payment by half /: which remains at rd:s 30: — per last :/ and that pursuant to that embraced proposition Their High Nobles fix the provision of rice for the Park slaves at 20. lb per head per month, to be paid likewise at rd:s 30. —, and that the remaining 10. lb of rice must be supplemented with sago, provided that no domestic slaves are counted among them, and that the provision of rice on the Company's part must cease entirely upon a sufficient supply brought by private individuals as long as the price does not run above rd:s 50: to: 55: per last; because from the list sent to Their High Nobles of the number of Park-keepers and their domestic slaves it was established that in the year 1778 these consisted of 1100 heads, and that this number had since increased to the astonishing multitude of 2455 heads, or indeed 1350 heads above the number of that time, or, with an increase of another 109 heads that were furthermore found upon a closer survey, fully 1464 heads; and moreover that it was evident to Their High Nobles from this not only how needlessly and burdensomely the Honorable Company has provided rice at rd:s 20. –. per last to so many useless boarders since that time, but also to what height the pomp and luxury in maintaining and keeping so many household members had grown, notwithstanding that the Park slaves in the year 1778 numbered fully 1783, and presently have consisted of only 1456 heads; for which reasons Your High Noble conform to the considerations of Commissioner Schilling regarding the necessity of relieving the Honorable Company of the heavy burdens which it has to bear in this province; thus, in order to comply with this respected order, we have timely issued extracts to inform the Park-keepers thereof, so as not to be held liable if they, under the pretext of having been informed too late, claimed to be unable to obtain any more rice from private individuals; whereupon they addressed themselves to us with a petition, in which they first represent: that their Park slaves have certainly decreased considerably through death since the year 1778, but that on the contrary the purchases made by them have for the most part replaced the deceased, and they were thus under the impression that they could not have decreased; that [illegible]

with the requests founded upon that demonstration, declaring themselves, in case of disapproval of their requests, free from the consequences that were cited. That their house slaves cannot have increased so excessively, for the reason that it is hard for them to replace the dying park slaves. That the so-called house slaves were only counted as such because no more heads can be added to the parks than those that belonged to them from of old at the time of purchase, and that they perform one and the same service with the park slaves, especially during long-lasting droughts, when the nutmeg trees must be saved as much as possible by carrying and watering them with water. Requesting, for the reasons mentioned above, and because it was impossible for them to do otherwise, that the distribution of rice may, as formerly, be done gratis, leaving it to Your Right Honourables' favourable disposition to determine that gratis distribution for some time yet, undertaking each to bear the risk for his own part, in case Your Right Honourables might disapprove their request. That the distribution, instead of 20 lb, might remain at 30 lb per head, for the reason that they are not able to add anything to it; while the supply of sago by the Ceram people is too uncertain to rely upon, not to mention that sago would rise excessively in price, yea possibly above the price of rice, if a Ceram man knew that they had to live on it; and that the rice for the house slaves might likewise be distributed at 30 lb per head, in so far as they will absolutely need it, offering to pay for this at 30 rd:s per last. Declaring further that, if their request should take no effect, they disclaim and consider themselves free from all damages that might arise from the general shortage, being moreover forced to lay out gardens in their spice lands to plant jagongs and catjangs, whereby the slaves would be drawn away from the spice labour, the pawning and selling of the slaves, the desertion of the same, and the selling of the park tools, and adducing other consequences that are not only most detrimental but dangerous; wherefore they would rather resolve to surrender their parks with loss to themselves to the Company. Highly Noble, Strict, Great Honorable, Far-Ruling Lord, Honorable Great Honorable Lords! Your Excellencies, by the honored missive of 20 November 1792, transmitting an extract from the considerations of the gentlemen of the Military Commission concerning a General Plan of Defense in the Indies, were pleased to order me to serve with my considerations as to the means by which the difficulties occurring therein might be removed and in what manner that Plan could be executed if necessary; wherefore I have the honor to submit my considerations, according to the knowledge I possess of the condition of this Province and particularly the Head Office of Neira, to Your Excellencies in the following manner. First, the establishment according to the Memorandum of Retrenchment in peacetime for the entire Province: heads: 612. of which Artillerymen: heads: 28. Military: 584. These, augmented by a further two hundred Artillerymen, would, humanly speaking, be able to defend Neira and the posts absolutely related thereto against an unexpected attack by a European power; however, to complete the same, awaiting troops from the Government of Amboina would be wholly disadvantageous and fruitless, even supposing that one did not need to make use of that scheme except in the event that one was informed that this place was about to be attacked! For the following reasons: if such news arrived in the east monsoon, one could notify Amboina quickly enough, but one dares not harbor any hope for a timely arrival of the people expected from there, and if it is in the west monsoon, it is impossible to give notice there, and thus on that footing the Province would run more danger than if one had been able and obliged from the beginning to keep a moderate number present ready for its own defense, while, even if one were relieved in time, troops who have not the least knowledge of the place, and are sometimes untrained as experience has often shown, would be of little more use than to cause confusion. If one might hope for the fulfillment of as many troops for the Head Office as the establishment permits, with the addition of another two hundred Artillerymen, I flatter myself that these, maintained in proper exercise, could provide a sufficient defense to this Office without it being necessary to employ Troops from another Government; but if the force of Europeans should not permit such, one-third Sepoys could be accommodated, provided that the other two-thirds force were absolutely Europeans, for the following reasons: With the surrounding Natives one can make no contracts, as they break them again whenever it suits their fickle nature, it being of too great importance to rely on purchasing their aid and assistance in time of need; the Cerammers are by experience a vile, faithless people who in peacetime do everything in their power to diminish the name of the Company; Arouw is too far out of the way, and its inhabitants also too faithless to promise oneself any help from there; the Southwestern peoples, through extreme distance, ignorance, and helplessness, are not in a position to offer aid; the Cerammers being the closest, yet what reliance can one place upon that nation when they secretly conspire with the Gorammer and live in perpetual discord within their own lands and nation; and what assurance can one have that, if the force of Sepoys surpasses that of the Europeans, the same will remain faithful to the last in time of need; it therefore wholly amounts to this: that one's own force and defense will have to achieve the effect here. Now I shall proceed to show what strongholds ought to be kept and brought into a condition capable of defense: on Neira, the Mountain Castle Belgica commands the passages into the Lonthoir channel, capable of the greatest defense and of repelling the entrance of enemy ships, though to great inconvenience there are no magazines within the same for the storage of rice and provisions to serve as a last retreat; while the Lonthoir mountain and lower fortress [illegible]

along with the Post Kijk in de Pot on that side, makes the approach to the roadstead beforehand difficult and dangerous due to the narrow passage through a crossfire, with the artillery from both sides firing upon the vessels. On the east side, they are greeted by the Celamsche Post, which however is of little importance; the posts situated on that side on Neira, Voorsigtigheid and Wantrouw, Nassauw or the so-called Hornwork, commands the entire roadstead and is in a position to prevent landing from all around, unless the enemy should turn toward the Zonnegat, which would be too dangerous for him, and where he can again be greeted by Fort Belgica together with the pieces stationed at the civic guard post in the negorij. Also, if necessity should demand it in case of an assault by a European power, the two residencies Timor and Arouw could be evacuated, and with the men arriving from there, the back coast, or Waijer and Ourien, could be reinforced, on which side it is no less dangerous to land due to the protruding reefs and shallows without anchor ground, except solely in a small space behind the so-called Tanjong Boerang, though not without peril of loss of the vessels. Yet the maintenance of a garrison on Timor and Arouw is, beyond the aforesaid necessity, necessary to prevent foreign nations from establishing themselves there to the disadvantage of the Honorable Company, as well as for the encouragement of the merchants here, since without that trade, especially from Arouw, matters here would be exceedingly poor and poverty would shortly reach the utmost extreme. Yet setting this aside, the islands or residencies of Arouw and Timor are of no interest or advantage to the Honorable Company, both generally remaining an annual expense of fully f 12000. Letter 83. Expression of thanks for the rice provided; good use will be made of it, and requesting 60 koyangs for the coming year. Respectful answer regarding the provision of rice, treated in the secret letter, begging for a favorable approval thereof. Respectful answer to the disapproved proposal for determining the quotas of rice, which have now been reduced as much as possible, requesting this also to be favorably approved. Regarding the fortification expenses, the management will be observed, and certain roofing works that could no longer be postponed have been carried out. The 96 barrels of gunpowder reported are being sent for remilling, with another 90 from the other 412 barrels, while 32 barrels have been taken for salute powder, and the remaining powder is good. Paragraph 2. I remain humbly grateful to Your Right Noblenesses for the favorable allocation of 1000 koyangs of rice, which were safely brought here this year and received in good order as cited in the general advices; and I assure Your Right Noblenesses that a useful, economical, and prudent use will be made of it, while we beg to be accommodated in the coming year with the ship and smaller vessels capable of transport with the 600 koyangs of rice petitioned in our respectful requisition, alongside some other necessary articles. Paragraph 3. In our held consultation dated 26 March last, on Your Right Noblenesses' respected rescript in response to the commissarial report of Commissioner Schilling, we described the reasons for our arrangements made in the distribution of the rice and gave a full account thereof in the secret letter number 6 departing today, to which I take the liberty to refer; solely begging Your Right Noblenesses most humbly, for the reasons cited therein, to be pleased to approve it favorably, as in this manner the Company's interest can gradually be observed and introduced. Paragraph 4. Meanwhile, I cannot refrain from expressing to Your Right Noblenesses my regret over the displeasure Your Right Noblenesses expressed regarding the determination of the quotas for the servants and perkeniers, being able to answer respectfully by way of elucidation that it was not my intention to let the set quotas serve as a fixed determination for everyone who stood in the rank specified therein, as ground could then certainly be found to trade with the Company's rice, but that this determination would only pertain to such households in those ranks as are burdened with wife and children, who urgently need that rice; while, as proof that I lead by example in this, and that the quotas have been reduced as far as was in any way possible, I as Governor enjoy the same quantity of rice that I enjoyed as Head of Pulau Ai, a Second in Command now 10 instead of 80, a Minister and Military Captain now 25 instead of 50 to 40, the remaining servants pro rata according to the heavy household each has, as dictated by the accompanying reduced list; begging Your Right Noblenesses to interpret this boldness of mine for the best and likewise favorably to approve the arrangements made regarding the servants, because the servants are no less needy than the perkeniers and inhabitants. Paragraph 5. In fulfillment of the expectation of Your Right Noblenesses that, in order to prevent the exceeding of the expenses for the fortifications and buildings and the resulting burden on the Honorable Company, all frugality will generally be observed, I assure you that I will proceed with prudence in this matter, it having been impossible to postpone any longer the roofing of the slave quarters and the defects repaired there, the hospital, and the Company's garden, for fear of ruining the entire buildings with that postponement, the defects on Wayer and subordinate posts having been repaired, and the timber works at Pulau Ai properly managed, as and for the reasons cited in our respectful general advices, to which I refer. The 4 barrels of salute powder on hand, which are not completely spoiled but have lost their strength through keeping, are being sent today to the capital on the small vessel De Kleine Pallas, along with another 90 barrels that were selected out of the other 412 barrels, while another 32 barrels have been taken for salute powder as having pitched no higher than 80 to 85 feet, the remaining powder on hand being good, according to a report submitted to us by the Artillery Lieutenant Delmaar and committee members, of which the full description has been made.

To serve as the following in Reply Firstly, there was presented the expression of Their High Excellencies that, among other things, it had appeared to Their High Excellencies from the Report of the Commissioner Schilling, to their great dismay, that the former Governor Haga had withheld the Specifications serving for the drafting of the Books, alongside the overdue work of the Resolutions; by which peremptory proofs of an indifferent, negligent, and despotic conduct of the said Governor, Their High Excellencies must not less wonder than lament that none of the Members concerned himself therewith, much less seemed to have spoken to the Governor thereabout with modesty, so as to keep themselves free of responsibility for the confusion that had to result therefrom. It was resolved to serve the aforementioned High Government in all reverence with the reply that not only was the former Lord Governor Haga addressed by the Members in meeting regarding various matters that were going awry, and whereupon His Honor then also made the fairest promises to note their equitable objections in the Resolution, which however was always forgotten and neglected, although the Secretary was seemingly ordered to make the note; that to this was added that the Resolutions were months in arrears, and not receiving them to see, one could also not know what they contained, which is also largely the reason that they were not signed. But that in particular the Honorable Administrator, 31 the 26th of March 1793 the measures taken by the Lord Commissioner Schilling in the aforementioned and other respects regarding the said Honorable Haga approved by Their High Excellencies. Concerning the estate of the Honorable Haga, it is well done to report which goods have been sold and taken into deduction, and which are still unsold. Administrator, as the compiler of the Trade Books, had frequently objected in his Reports and Accounts; and that he was even forced in Anno 1791 by Petition to beseech Their High Excellencies to be relieved from the Trade duties, for the reason that he had to wait too long for the Papers belonging thereto. Their High Excellencies reporting in Section 3 that Their High Excellencies have therefore not only fully approved the seriousness employed by the aforementioned Commissioner to oblige the aforementioned former Governor to the satisfaction of the requisitions demanded of him, but also ordered the same to account still for the aforementioned withholding of the Specifications and overdue writing work, as well as on all points that have been presented to him here and of which the documents have also been handed to him here, but upon which he refused to present his interests here under the pretext of doing so to Their High Excellencies in Batavia; thus it was understood to take the same as communicated and to keep a record thereof. 45 the 26th of March 1793: yet without splitting of debt. the private use of the Company's slaves by the Governor Haga imper- missible to reply that the Master Administrator shall guard himself against this. deliberation on the order of Their High Nobles regarding the rice distribution:— it was likewise understood to inform the aforesaid guarantors that this Council cannot nor may accept any splitting of share and therefore expects that the complete payment of each term, up to the settlement, promptly follows upon the demand, as it is all the same by whom the same is made. Because by Their High Nobles in § 29 the use of the Company's slaves for private services and the cleaning of the parks by the former Governor Haga was noted as an impermissible act, with the recommendation to the Administrator Hageman to guard himself carefully against this, it was understood to serve in reply that His Honour shall guard himself against this. Subsequently, being taken into deliberation the order of Their High Nobles contained in § 37: that namely Their High Mightinesses embrace the first member of the proposal made by the Commissioner Schilling to reduce the distribution of rice for cash payment to half, which consequently remains at 30 rixdollars the last, and that pursuant to that embraced proposition Their High Mightinesses in § 39 determine the distribution of rice for the park slaves at 20 lb per head monthly to be paid likewise at 30 rixdollars, and that the remaining 10 lb of rice must be filled with sago, provided that under the same no domestic slaves be counted; that in § 40 the distribution of rice on the Company's behalf must cease entirely upon a sufficient supply by private individuals, as long as the price does not run above 50 to 55 rixdollars the last; while in § 43, from the list sent to Their High Mightinesses of the number of park keepers and their domestic slaves, it has been established that the same in the year 1778 consisted of 1100 heads [illegible] notification by the Master Administrator that the park keepers were informed of that order in time, yet that the same had submitted the accompanying request. — 1100 heads, to whom the distribution of rice at 20 rixdollars the last was provisionally granted, whereas this number had since increased to the misleading multitude of 2455 heads, or indeed 1355 heads above the number of that time, which upon a closer survey were found to be even 1464 heads above it, or rather an increase of another 109 heads, together with that to Their High Mightinesses it had appeared therefrom, not only how needlessly and burdensomely the Honourable Company since that time has distributed rice at 20 rixdollars the last to so many useless boarders, but also to what height the pomp and luxury of the park keepers has grown in the acquisition and maintenance of so many household members, notwithstanding that the park slaves in the year 1778, in 1783, and presently have only consisted of 1456 heads; for which reasons Their High Nobles conform to the considerations of the Commissioner Schilling regarding the necessity to relieve the Honourable Company in the heavy burdens which it has to bear in the Banda Province. 4 the 26th of March 1793. Right Honourable Sir, and Honourable Sirs. The very submissive undersigned, joint Park Keepers, having seen from an extract delivered to their hands from the secret decisions of Their High Noble Honours upon the Committee Report of Their High Noble Honours' Commissioner who was here in anno passato, the Right Honourable Sir Ambon's Governor Iohan Adam Schilling, dated 31 December 1792, that Most Their High Noble Honours have decided not only to cease the gratuity of rice to the Park Keepers, but in addition to reduce the provision to the Park slaves to 20 lb of rice per head, instead of the old customary provision of 30 lb that used to take place, and then to pay for it at the rate of 30 rixdollars the last, under which furthermore no domestic servants may be included. That Their High Noble Honours believe that this arrangement could be introduced all the more easily on the grounds that the Park Keepers maintain and support such an excessive number of slaves in comparison with former years, which is said to demonstrate the splendour and extravagance that must prevail among us. For that reason, we are compelled first to demonstrate to Your Right Honours and Honourable Sirs the condition of, and the labour that must be performed by, our diverse slaves. At the time of the fatal hurricane in the year 1778, the number of Park slaves amounted to 1783 heads, which from former times on the whole constituted the assessment for the Parks; in anno passato these amounted to 1456 heads, as was stated, so that the Park slaves would have decreased by 327 heads, which must have been reported to Your High Noble Honours erroneously, for after the continuous purchases we have made, they ought all to have increased considerably. Yet, with the venting of sorrowful sighs, we must confess that since the aforesaid hurricane surely three times as many Park slaves have died. Some of us who were well-off before the hurricane have steadily paid out of their possessions in order to replace the deceased through purchases; but how many have there been who were able to do this, and those who went so far have either died or are already completely impoverished. The domestic slaves in the aforementioned time consisted of 1100 heads; in anno passato it is said they were 2564, thus 1464 heads more than at that time. We constantly, even to this day, groan under the continuous purchasing of Park slaves for those dying daily, and how would it be possible to feed so many domestic slaves when one almost has nothing oneself! We presume with good reason that Their High Noble Honours were either misinformed, or that the reports must be mistaken. In superfluity, we shall further demonstrate what constitutes the labour of our few domestic slaves, for whom one purchases the rice from the Honourable Company. Before the hurricane, one had nothing other than mostly mature nutmeg trees, which, so to speak, required no other care than the maintenance of the nutmeg smokehouses and slave quarters, as well as attending to and keeping the groves clean, harvesting, peeling, smoking, husking, and sorting the nuts. But it is known to Your Right Honours and Honourable Sirs as well as to us what care, attention, and continuous labour is now required; we pass over planting and transplanting, which is certainly already a heavy task, and will only say that the young sprouting trees of 4, 5 to 6 years require constant guarding, especially in the intolerable heat and persistent droughts, when one not only needed to take care to keep away weeds and debris that impede their growth, but when one must constantly prevent the complete clearing of withering by carrying and pouring water. And certainly, had we not been able to do this in the largest Parks through our domestic as well as Park slaves, there is no doubt that the greatest part, if not the whole, would have perished. We are already accustomed to groaning under calamities and dare not hope to be free from them in the future; and should it please God to grant drought this year again like the last two past, then we do not doubt that what remained from the previous drought will also succumb. Far from splendour and extravagance prevailing among us, we declare that our wealth consists in this number of slaves, and that we apply ourselves to increasing them, if possible, in the prospect that through their continuous labour, alongside a prosperous growth, the delivery of spices may increase, from whose increase we must also await our better subsistence. It would be easy for us to sell the domestic slaves, and with the proceeds increase our holdings, but to what else would this be conducive than to an absolute ruin? One would have to let the young plants grow up against thistles and thorns; the drought would destroy everything; in poverty, without prospect of a better time, we would consume the little that
