Clerk En Siemel No 23 755 The commanding officer shall have to take care that the men under his command are constantly kept in good and strict discipline, and that they perform their watches well, to that end frequently having their arms, powder, and lead inspected so that the same may always be found in good condition; and with regard to discipline, he shall further have to conduct himself according to such orders as shall from time to time be delivered to him. Order and Regulation for the officer of the military garrison in Messelbaaij, according to which he shall have to regulate himself on all occurring occasions. At least twice a week, or if possible daily, reconnaissance and observation must be made on the heights where such can best be observed, as to what is occurring in the nearby inlets or along the coasts, in order to send report hither, according to what the importance of the matter requires, by the speediest means or via the ordinary way concerning whatever might happen there. Copies 2 756 A sharp lookout must also be kept for ships passing along or within sight of the coast, so that whenever an opportunity arises, it can be stated in the report on what date such ship or ships passed there, and what was recognized and distinguished concerning them. If one of the Honorable Company's ships should come to anchor in the bay, it must be permitted that the commander of that ship, for the service of the same and the crew, provides himself with such conveniences as may indeed be enjoyed according to the circumstances, with the rendering of all possible assistance by the garrison. And the commanding officer shall immediately have to inquire very carefully into the reasons there were for putting in there with that ship; further also into the condition of the ship and the crew, from where and when it sailed, where destined, what encounters it had on the voyage, and whether it has also heard of other ships, and can impart any news; of all of which, and also how long the ship is to remain there, together with the message that the commander of the ship himself will have to transmit hither by an express messenger with all haste, report shall have to be made by him to the undersigned Governor. The commanding officer is very earnestly recommended and ordered not to permit foreign nations of any kind whatsoever to take refreshments there, except in great distress, and in any case then to watch with redoubled attention and to ensure that none of them proceeds further from the beach than where permitted. Just which information must also be taken and report thereof made with the same speed whenever any ship of foreign nations comes to enter the bay there, with notification, if it is a ship or frigate of war, of the number of cannon and the crew. 3 6

To all the better prevent those strangers from venturing inland, in the event that such a ship finds itself in circumstances where it cannot put to sea again except after receiving some refreshments, the commanding officer shall inspect in person that which they will require in order to stand over further to False Bay or Table Bay, the quantity of which must also be proportioned solely thereto, and of which the commanding officer of the post shall subsequently cause communication to be given to the nearest inhabitants by a dragoon, to the end that, being willing to supply the same, they may come down to negotiate thereon in his presence, as well as to make delivery at the seashore. 760 his widow, now remarried to the petitioner, had yielded a rich income, and indeed especially for him, the petitioner, could have served in every respect as a sufficient livelihood. That he, the petitioner, subsequently, shortly after the consummation of his aforementioned marriage, having had to depart for Europe on family affairs, both on account of the war between the Republic and the Crown of England that followed shortly thereafter, and for various other reasons, was forced to remain there for a long time, and was not able to return hither earlier than in the year just passed, thus his aforesaid possession during all that time remained without male supervision. That in the meantime, on the occasion of the aforesaid war, the road from the said place behind the Lion's Head, being judged a dangerous access for the enemy to the Cape, was completely ruined, and has remained in that state until now, without anyone since having been able to make any use of it again, and the petitioner has thereby been cut off from the opportunity to have the produce of his place transported to the Cape and turned into money, by which the same place has become entirely unproductive for him, on top of which, during the aforesaid war, Commandos were stationed for a considerable time on the petitioner's aforementioned place, both of countrymen who had come hither for the defense of the country, and of Hottentots, also commanded hither for that purpose, to keep watch on the seaside for ships coming into sight there, who in the meantime caused no small disorders and neglects on the petitioner's property. That both his, the petitioner's place and the road leading from there to the Cape having continuously remained in a desolate state (which, in lack of proper supervision and failure of petitioning for means of redress, grew worse and worse) until he, the petitioner, as said before, returned here in the past year, he then had to behold this with much astonishment and sorrow, and see himself deprived of the only means of subsistence which he, returning hither again from Europe, 761 had still promised and imagined to himself to find in this remote corner. That he, the petitioner, has thereupon already several times taken the liberty to bring forward his complaints and petitions on this subject to the present Noble Lord Governor, both verbally and in writing, but that, for reasons judged by His Honor, no reflections to the petitioner's satisfaction having yet been made thereupon, he, the petitioner, has now decided to sell his repeatedly mentioned place, which is already for the most part ruined, and in any case, even if one were to employ all possible means for its repair and the restoration of its income, can yield no usufruct as long as its produce cannot be transported by axle to the Cape, and with the proceeds thereof, after obtaining permission from Your Right Honorable and Honorable Worships, to depart again for Europe. Then, before offering this, his possession, publicly for sale, the petitioner has dared to submit to the consideration of Your Right Honorable and Honorable Worships whether the mentioned place might possibly be of some use to the Honorable Company itself, and therefore to present the same herewith for a sum of Thirty thousand guilders Dutch valuation, at which he presently still appraises the same to be worth. He, the petitioner, also taking the liberty with this offer to very humbly supplicate Your Right Honorable and Honorable Worships that it may be of your benevolent pleasure to take such favorable regard of all that is cited hereinbefore as may serve for his, the petitioner's, indemnification for the heavy loss suffered by him, as well as for the restoration of his finances, and that Your Right Honorable and Honorable Worships may otherwise please to regard this as a very humble petition. Patria To the Right Honorable Gentlemen Commissioners and Plenipotentiaries from the Meeting of the Seventeen for Secret Affairs. Per the warships of the Country, Utrecht and Wassenaar. Commanding Gentlemen, Whereas by our humble letter of this date we have done ourselves the honor dutifully to inform the Most Noble Gentlemen Seventeen which of the matters concerning this Colony and this Government, which it pleased them to treat and prescribe to us in a Dispatch of the Presidial Chamber Zeeland dated 28 July 1785, have been finalized, together with our respectful Considerations concerning others and an account of the measures taken regarding the rest; And also at the end of the same have, as far as possible, answered that which was the pleasure of Your Right Honorable Worships to demand of us concerning the Petitions presented to Their High Mightinesses the Lords States General of the United Netherlands by M: A: Bergh and associates; We find ourselves compelled to confer with Your Right Honorable Worships particularly by this present letter concerning the person of the said M: A: Bergh, who has placed himself at the head of those Petitioners and has dared to assume the title of President of the so-called Representatives of the Burgher State. We shall refrain from making any remarks about the illegality of those Representatives and the capacity which the said Bergh arrogates to himself, as the former has already been done at large in the Considerations of the repatriated Governor van Plettenberg, and the latter, as well as the impropriety and culpability of establishing a Body which thereby arrogates to itself such privileges as appear all too clearly in the said petitions, without giving the local authority any notice thereof, much less seeking to obtain any permission for the same, leaving this most respectfully to the judgment of Your Right Honorable Worships. However, since it is of the highest importance both to the beloved Fatherland in general and to the Company in particular that peace be restored in this Colony, whose prosperity Your Right Honorable Worships have so often shown lies close to your heart; and as we, following the Plan formed and the foundations laid for that purpose by Your High Mightinesses, continually laboring thereon with the expenditure of all zeal and untiring care, indeed with manifold sacrifices, may now already taste the pleasure of seeing cease not only the troubles and divisions which formerly took place between the Servants and the Burghers, but also the restless commotions which were otherwise daily observed; And by which happy beginning we believe we may quietly assure Your Right Honorable Worships as well as ourselves that, if the gradually recovering confidence of the Inhabitants in the Government is not undermined and overthrown by the spirit of unrest which the said Bergh continually breathes into his malicious instigations among the Burgher Inhabitants against their lawful authority, tranquility will be fully restored within a short time. With a secure confidence in the best intentions of Your Right Honorable Worships for the preservation of such of your Servants as, through obedience both to their High Sovereign and to the Lords Masters and a sincere devotion to the interests of the Company, have had to bear—and also willingly endure—the vexation and difficulties experienced during the divisions in this Colony and this Government and through their consequences, and heartily wishing not to be disturbed anew in the further efforts to make the hands of the Servants and Burghers join in mutual love and harmony, so as to labor toward the salutary objective of Your Right Honorable Worships, which tends as much toward the continuous flourishing and prosperity of this Colony as the interest of the Company can possibly allow, we cannot refrain from representing to Your Honors, under a sincere declaration that in this we have no other aim than the true welfare and prosperity of this Colony, with the greatest respect: That just as the said Bergh, already during the time that the office of Landdrost of Stellenbosch and Drakenstein was held by him, served as a cause of annoyance and offense to the Burghers, which is sufficiently evident from what is cited to his charge in the Memorials of J: van Renen and associates, wherefore we shall not tarry by adducing other examples of that nature; and on the other hand he did not shrink from applying himself, through false reports and suggestions manufactured therefrom, to strip the former Chief Commander of this place, to whom he was meanwhile much indebted, of his credit and esteem, to the deadly grief of his father; but also to hold conversations among the outside Members tending to the disparagement and indignation of the late Governor Tulbagh of blessed memory; and subsequently, when at the persistent request of the said

780 against his father the plan for his banishment from here remained suspended, nevertheless to continue encroaching upon the respect and authority of this Government through all kinds of covert channels and for that purpose to make use of the divisions that had arisen among the Burgher community, continually fanning that fire more and more to attain his odious designs, and finally having been wicked enough to have himself elected as their head through cabals among the Malcontents, whereas he, if a calm and peaceful mind had resided in him, descended from parents to parents of Company Servants, and also because being only on discontinued pay he still had to be considered a Servant of the Company, without having any relation to the burghers, would not have needed to interfere in those divisions. 781 it will sufficiently appear from this conduct of the said Bergh that, because his character entailed living like a salamander in the fire, he also left nothing unattempted on all occasions that seemed favorable to him to employ the most wicked instigations to incite the Burghers further to trample upon all respect and awe for magistrates and judges, raising all kinds of commotions in order to perpetuate the divisions. Passing over other proofs hereof, we shall take the liberty only to say that when the Burgher Daniel Verweij simply followed the path of law and, according to the ruling of the Council of Justice, presented himself to bear witness to the truth, or, having any exceptions, had proposed the same, in his case as little as in that of 782 the fellow burgher Johannes Smit Juriaans, who was summoned alongside him in the same matter and at the same time, anything could be feared of that which one wishes to present as a reason why, upon all amicable attempts to convince him of the most equitable proceedings of Justice, he deliberately withdrew from giving testimony, insulting the Council of Justice and the Fiscal's office, and this was fully known to him, Verweij, as well as to the aforementioned Bergh. But because, by doing so, no pretext could have been found to submit any new complaints, since that which was continually undertaken and set to work in order to compel the government, as it were, to some violent step, was rendered fruitless through all manner of leniency, it is here 783 well enough known that the frequently mentioned Bergh, who also knew the perverse inclinations of the aforesaid Verweij, managed to direct him to follow such advice as he was able to devise, exposing the said Verweij to the risks thereof and, as it were, entirely sacrificing him, to the mockery and shame of the Council of Justice. In which manner the said Bergh also served as a dangerous counselor in the case of Bartholomeus Goedhard and Jan Berends, and concerning which, although through the decease of the Lord Independent Fiscal Serrurier, the blame that was laid upon him in this regard can no longer be cleared on his behalf, we, being on the one hand unable to reconcile those accusations with the character of the aforementioned Lord Serrurier; and on the other hand knowing the aforementioned persons to belong 784 among the lowest class of the inhabitants here, may well presume that the aforementioned Bergh was able to induce them to provide testimonies that are entirely false and contrary to the truth, with the reassurance that because those statements were sent over to the fatherland, they would not need to confirm the same further under oath. And we therefore take the liberty most humbly to request your Honorable and Most Worshipful Sirs that the aforementioned Bergh, whom we recognize as a very dangerous subject for this Colony, may remain excluded from it, the more so since he, having already gained such a detrimental influence over the Burgher community, has seduced them to take part in his nefarious undertakings, which resemble a wicked treason of his Fatherland, as his petitions not 785 obscurely contain the threats thereto. To which we not only know the further signatories of the petition to be incapable, but even trust that his petitions were framed so difficult to understand, so that, the matter not even being understood by them, they might also in no way hesitate to sign the same according to the interpretations he could give to it among those members. In a full confidence of the blamelessness of the other signatories, who, even if they had lived in some awareness of the matter, nevertheless cannot be understood otherwise than to have proceeded thereto through the seduction of the aforementioned Bergh, the undersigned Governor also made no difficulty in choosing, out of the eight persons who were nominated according to our abovementioned respectful submission of members for Burgher Councillors, 786 two co-signatories of the aforesaid Petitions, namely C: P: Maasdorp and P: H: Meyer, and this all the more, on the one hand, to remove all notions and ideas that might arise among members of that party, as if one intended to exclude the participants in the previous divisions from all civic offices, and on the other hand to instill in them a better confidence in the Council of Justice; while moreover it was otherwise greatly to be feared that when the taxes were drafted by Commissioners from the Council of Justice, for which they were qualified according to your Honorable and Most Worshipful Sirs' highly respected instruction, the introduction thereof would meet with many oppositions. 798 and from Ceylon the 23 April Stavenisse And as the time of year has already so far advanced that one cannot, without danger to the above-mentioned ships, await the arrival of the return vessels 't Slot ter Hoge from Ceylon and the Afrikaan from China, as it is moreover very uncertain whether the said hulls, through a late appearance before this corner of the land, will not be obliged to enter False Bay, in which case it would be very difficult to have them sail in combination with the above-mentioned six ships, we have therefore judged it best to let the said three ships Barbestein, the Pollux, and Stavenisse, together with the three first-mentioned, Voorschoten, Constantia, and Hinlopen, depart from this roadstead as soon as possible: the more so because with the arrival of the aforesaid hulls 't Slot ter Hoge and the Afrikaan, the said national warships returning home, 799 or one of them, may also well easily appear, in order under their convoy to be able to undertake the further voyage from here. The said six ships having accordingly been prepared to be able to be dispatched this day, and for that purpose provided with everything necessary. And whereas on the ship Barbestein, on the voyage hither, they were obliged in a heavy storm to throw seven pieces of ordnance overboard, this was made good here by placing thereon again as many pieces of cannon from the vessel 't Huis te Spijk, whilst also the further cannon and small arms of all six ships were strictly inspected, and what was lacking therein was duly remedied and completed, as appears from the comparative report rendered concerning this and annexed hereto. The captain of the ship Voorschoten, Cornelis Cornelissen, having been appointed broad pennant commander over the aforesaid ships, there was handed to him 800 under flying seal, and sealed to the captains of the five other ships, a copy of the secret orders and signals further formulated by Your Right Honourables for the return ships of this year 1786, provided with the necessary superscriptions as to how to act therewith, both on the voyage and upon arrival in the Fatherland. And the said ship's commanders were thereby most earnestly commanded to remain always combined and on their guard against all enemy attacks, pursuant to what was laid down in Your Right Honourables' honoured missive of 1 October 1785, of which proper extracts were delivered to them; as also to those of the ships Voorschoten, Hinlopen, Stavenisse, and Pollux, to each was delivered a memorandum, likewise superscribed according to orders, to sail into the Landsdiep of Texel in default of a pilot; and 801 to that of Barbestein a copy of the instruction formulated by Your Right Honourables for the commanders of the ships returning for the Chamber of Zeeland. of 6 April 1780, we took the liberty of respectfully requesting that Your Right Honorable Worships would be pleased to send us your orders regarding how we should dispose of such useless firearms as appeared from an annexed report by the then Captain and Chief of the Militia, Robbert Iacob Gordon, to be still remaining here in the armory, and that favorable consideration might be given to the requisition made in the said report for 1,200 pieces of flintlocks, such as are in use among the troops of the State. Since receiving orders by a secret missive from the Most Honorable Lords Seventeen, dated 10 November of the same year 1780, to send the aforesaid useless and surplus goods to the Fatherland; wherein their High Honors were pleased to note that 1,200 pieces of musketeers' flintlocks, such as are in use among the infantry of the State, would be sent to this Government by the Chambers of Amsterdam and Zeeland; and which said order we also dutifully fulfilled in the past year 1785 by the frigate ship Iagt rust, we take the liberty most humbly to inform Your Right Honorable Worships that as yet none of the said 1,200 pieces of flintlocks have been received here. And as we consider it of the utmost necessity that this Government be provided with the aforesaid number of flintlocks, and indeed with as many more as ought to be proportionate to the number of soldiers with which it shall please the Most Honorable Lords Seventeen further to increase the garrison here, may we be permitted once again most humbly to request that favorable regard be given to the said requisition, even with an increase of that number in proportion to the augmentation of the military troops here, so that for every man, in addition to the firearm in his hands, there may always be another ready in stock in the magazine, in order to be supplied immediately in the event of any defect in the firearm that is being used, at times when this is required. And this is of so much greater necessity since in such cases one would also have to supply the burghers in the same manner, as they, apart from the firearm with which each man among them is armed at his own expense, have no supply whatever at hand to be of service in such an event. Furthermore, the undersigned Governor believes he may take the liberty particularly to bring very respectfully to the knowledge of Your Right Honorable Worships that, assuring their High Honors most solemnly that he has spared neither diligence nor effort to examine with all possible attentiveness the management of affairs in various departments, he also dares to flatter himself with having introduced more emulation and activity therein. That he in particular has allowed himself no rest, but has employed all the time he could spare to become precisely informed of the true state of defense of this important post. That he has directed everything toward making the best possible use in time of need of the arms that are at hand. That he has caused the state of the ammunition of war, not only in quantity but also principally in quality, to be examined by some of the most capable artillery officers, precisely according to instructions issued by him, using the instruments that were given to him upon his request by Your Right Honorable Worships on his departure hither, and has had all this contained in an accurate rubric. That he has furthermore examined from point to point which arms might be of the most use on each separate work or battery, according to his view, in order to be able to deduce therefrom precisely what ammunition of war will be required for a proper defense of this important establishment; from which a reasoned general requisition can then be drawn up for those goods and submitted to Your Right Honorable Worships alongside the present state of the ammunition of war at hand, so that one may see at a glance in what condition the state of defense here finds itself, with the request to have the magazines replenished accordingly, the sooner the better and without further loss of time. However, since it has been utterly impossible for him, the Governor, to fulfill this sooner and to prepare that extensive detail and bring it before the eyes of Your Right Honorable Worships with this dispatch, he nevertheless believes, lest he hold himself accountable, that he cannot nor may no longer refrain from provisionally submitting humbly to Your Right Honorable Worships, with all respect, yet at the same time with that firmness and earnestness which such an important matter requires, that the local position of the Cape, both on account of the surrounding mountains and the various points of attack that can be undertaken by the enemy, is such that the first and most necessary requirement, without which one can never flatter oneself with a solid defense, is a reasonable garrison. 810 has had the opportunity, on their return to Europe, intentionally and circumstantially to speak with, and to take their thoughts concerning the state of defense, such as the famous General de Pensier; the Colonel Engineer Belie, who also left this Government a very instructive Memorial; the Lieutenant Colonel Engineer de Roij, who resided here for some time during the war and surveyed and examined the local position of this establishment with great accuracy; all of these, as well as the Head of the Militia Colonel Gordon and the Chief of Engineers Colonel Gilquin, unanimously agree that at the very least there is required here a garrison 4 to 5000 Infantry strong, all combatants, that is 4 to 5 Regiments each of 1000 Men. And that at least one Battalion of Artillery of 500 Men, which could be divided into five Companies each of 100 Men, is unavoidably necessary. 811 That in order to further determine in what circumstances one would now find oneself in the event of a formal attack, which God forbid but which sooner or later is to be feared, it is only necessary to recall that when the English Commodore Johnstone was sent in the year 1781, a time when the English Nation had its hands full on all sides, to attack the Cape, he brought hither on his fleet six thousand Men, consisting partly of regimented Soldiers and the remainder of seafaring men or Sailors, of which the latter were each armed with a brace of Pistols and a good sabre. opportunity to advise your Right Honorable Worships of the departure from False Bay of the Company's return ships 'T Slot ter Hoge and d'Africaen, which occurred on the 8th of this month of July, and with which two ships our latest humble letters of the 1st preceding were dispatched to your Right Honorable Worships. Three days after the departure of those two return ships, or on the 11th of this month, the ships dispatched from here, the Meermin and Catwyk aan Rhyn, happily appeared in False Bay, both of which hulls, due to continuous storms and contrary winds, had to be driven from sight of the bay out to sea up to four and five times, and thus could not reach the said bay any sooner. Whereas, on the other hand, the outbound ship Holland, having already obtained its dispatches on the aforementioned 8th of this month, could nevertheless, due to contrary wind, not leave that bay any earlier than on the 18th thereafter and undertake the voyage to Batavia. And as for the ship the Draak, of which mention was also made in our aforementioned humble letters, not yet having appeared at this corner, we presume, nay we wish to hope for the best of that vessel, that it likewise, having been prevented by the north-westerly storms which, besides the aforementioned frigate the Meermin and the hooker Catwyk aan Rhyn, several other incoming foreign ships also encountered along these coasts and here off the shore, from heading into False Bay, may have continued the voyage further to Ceylon. The undersigned Governor, having communicated in our meeting of the 14th of the past month of June that it had been made known to his Honor by letter from False Bay by Mr. Silvester as Commander of the State's Squadron in the Indies, how the Gentlemen Captains of the repatriating State's ships Goes and Juno, pursuant to an order which their Honors supposed had been given everywhere by their High Nobilities the Gentlemen of the High Indian Government, came to claim the table monies for their further homeward journey, and that since the 20th of April last, up to which time their Honors had been paid in that regard by the Ceylon government; which the said Mr. Governor therefore submitted for consideration, in order to resolve thereon as should be deemed proper. Whereupon, it having been taken into consideration by us that regarding this matter no notification had been made to this government on behalf of their Right Honorable Worships the Gentlemen of the High Indian Government, nor any information from the Ceylon government, whilst from a list or memorandum which the repatriated gentleman Commander van Braam left behind here, it could only be deduced that to the aforementioned Gentlemen Captains, calculated for three more months up to the 20th of July of this year, a sum of 600 Rds. each was due to be paid; we informed the well-mentioned Commander Silvester hereof by letter, adding that lack of the necessary authorization placed us unable to go further, but that we were found prepared to comply with the desire of the aforementioned two Gentlemen Captains insofar as we could be furnished with an order of the High Indian Government tending thereto, or otherwise that the said Gentlemen Captains would be pleased to present such reasons as might necessarily demand that one should proceed beyond the stipulation in the aforementioned list of Commander van Braam. The answer of the aforementioned Commander Silvester hereupon conveyed that the Gentlemen Captains Stavorinus and de Wit did not find themselves provided with a resolution of the High Indian Government regarding the table monies which their Honors wished might be provided for as much longer as their voyage to the fatherland might last, in contrast to that of the two ships Utrecht and Wassenaar which had already passed; and that the well-mentioned Commander Silvester nevertheless was of the opinion that, since Commander van Braam had been under the certain impression that the three remaining State's ships returning from the Indies, Goes, Princes Louisa, and Juno, would have appeared here during his Honor's presence, his Honor reasonably could not have asked for any more table money, as he would have done had he been able to foresee the contrary; and that from this nothing resulted by way of difficulty why the aforementioned Captains Stavorinus and de Wit should not be allowed to apply to obtain that which, as the well-mentioned Mr. Silvester was pleased to express himself, the High Indian Government had granted to their Honors during their presence in the Indies as well as on their return, and had been provided at all offices as well as at Batavia since the resolution of the 20th of March 1784. From the comparison of that answer with the list or memorandum left behind by the aforementioned Commander van Braam, one still remained in uncertainty without being able to deduce anything other than that the aforementioned table monies ought only to be paid up to the 20th of the aforementioned past month of July; although on the other hand it could not or might not be doubted whether a Resolution of their High Nobilities existed in the world upon which the often-mentioned Commander van Braam founded his memorandum of claim, notwithstanding that the same memorandum clearly states that those table monies should end with the 20th of the said month of July, whereas the said Commander van Braam otherwise, with a few words more, could have declared that the same table monies ran for the time that one would calculate

834 Rope, which was further furnished to the aforementioned Company's ship Soes after the closing of its previous account here on the Company's behalf. To Tibsingh Postscript. While signing this, a dispatch was received from the Resident in False Bay reporting that it had been reported to him that around the western point of that Bay, not far from the place where the national ship Holland was stranded, a two-masted French ship was said to be lying upside down. Upon which received news, the aforementioned resident, having proceeded thither himself, notifies by a letter following this one that it is a two-masted brig of about 70 to 75 feet long, lying on its port side between the western point and the so-called Blue Mountain, about one hundred paces from the beach, with the lower sails clewed up, hanging in the buntlines, and the spanker tied fast. That about a quarter of an hour's walk from that vessel, undamaged between the rocks, had washed ashore: a small dinghy of four oars, from which, as well as from some washed-up casks of wine and a white flag also found there, nothing else could be discerned except that the stranded vessel must be a French craft, without, however, any sign or trace of any living creature having been observed, nor until now have any bodies from the same washed ashore. That the said vessel was indeed sagged or broken in the middle, yet the upper deck was still entire and undamaged, and at low and calm water one being able to reach the same on foot, it is thus hoped that most of the goods are still in the wreck, and thus could be salvaged. Upon these received reports, a person having been sent thither immediately by the French Commissary here, Mr. Percheron, to attach the aforementioned wreck and goods, we have furthermore taken care to place a guard there, in order to keep proper supervision over the said goods. After the signing of this, on 20 August, there appeared here in the roadstead the Dutch flute ship Jan en Cornelis, mentioned among others in our respectful letters of the 4th of this month, which sailed on 17 May last from Batavia and on the 26th of the same month sailed from the Sunda Strait, and that in company with the private ship the Geertruijda, also mentioned in the aforementioned dispatch, from which, however, it became separated on 14 June at South latitude 31 degrees 2 minutes and longitude 56 degrees 22 minutes. 838 of the 17th and 27th of the past month August, with that vessel and addressed to Your Right Honorable, for the present still being held up here in the roadstead, yesterday towards evening there safely arrived here the Dutch private ship Oudenaarde, also laden at Batavia for the account of the Honorable Company, which vessel, according to letters received from the Right Honorable the Gentlemen of the High Indian Government, having already departed from Batavia on the 27th of November of the past year, was nevertheless compelled, on account of having encountered heavy sea damages, to return thither again, and since having had to be completely unloaded and newly repaired, subsequently departed finally from the said Indian capital on the 21st of June past, and on the 3rd of July following came out to sea from the Sunda Strait, bringing along the so very wished-for news that the ship De Resolutie, with a cargo of two hundred lasts of rice for the relief of this place, had been dispatched by the said Gentlemen of the High Indian Government, and that vessel thus besides the chartered hooker ship De Vrouwe Jacoba Maria and Lucia Theresia, laden for the Netherlands, was to follow fourteen days after the departure of the aforesaid vessel Oudenaarde from there; and that furthermore the ships De Zeenimph, which departed from here on the 23rd of March, and the Gouverneur Generaal de Klerk, which departed on the 6th of May, had appeared in the Sunda Strait on the 2nd of the aforesaid month of July. Your Right Honorable having graciously pleased, by your very revered Resolution dated 3 May 1784, not only to grant permission to the Governor of the Cape of Good Hope, but even to order him, after he should have resided there for one year, to state in good conscience and truth to the Assembly of 17 what income a Governor would need in order to keep a household conforming to his rank and character, as well as how much precisely the income amounted to which he had actually enjoyed up to now; in order that, by the said High Assembly, in fulfillment of the proposition made in that regard by the sworn Chief Shareholders, 844 Duplicate turn over.

In order to comply with these very generous and favorable orders of Your Right Honorable Worships, I immediately took the necessary precautions upon my arrival here, so that a precise record has been kept of both the income and the daily expenditure. Furthermore, in order to comply respectfully with the intention of Your Right Honorable Worships, I immediately established a standard as I considered that the Governor's household should remain instituted in accordance with his rank and character, so as not to bring any dishonor upon the nation in general, and upon the High Commanding Lords, our Masters, in particular—bearing in mind that everything should be attended to with so much order that as little as possible would be wasted, to which such an extensive household was in any way susceptible through good management. And I dare to flatter myself, when one bears in mind the many distinguished persons and squadrons having had on board a multitude of officers and other persons of high rank, especially of the French nation, who, through a constant rotation, were continuously present during the whole time that I have had the honor to hold authority here, that if no proper order had taken place regarding the oversight of such an onerous household, it would have been impossible to carry it out for the sum that it has cost the undersigned. On that projected footing it shall then also continuously have to remain, for reasons that I have previously had the honor to explain with respect, not only with regard to foreign nations, but even, be it said with veneration, highly necessary for the government to be able to see daily on such a footing, in a distinguished manner, the administration, the military, the Company's servants of a certain rank, as well as the most notable from the burgher class. Then, further to comply with Your Right Honorable Worships' highly conceived resolution, I have the honor respectfully to submit herewith to Your Right Honorable Worships two memoranda marked with the letters A and B; one containing the true and in all sincerity drawn-up statement of expenditure which the undersigned has been obliged to make here, and thus consecutively in the future will always have to disburse in ready money, under which, however, are also included the interest on money of the capital sums with which I am continuously burdened, negotiated in Amsterdam as well as here, for the benefit of the retired Governor van Plettenberg, who has been kind enough to transfer to me on a bond some movable goods that could by no possibility be dispensed with, whereby I would otherwise, upon my arrival, have found myself in great embarrassment. And the other memorandum contains the statement of the income of the Governor of this establishment, likewise in all sincerity and according to truth given therein. I can add thereto as a man of honor that I do not know that a Governor, in an honest manner, ever has one stuiver more to expect. Only excepted therefrom the breeding of cattle or horses, if at the time a Governor has an inclination thereto and can find time to apply himself thereto, whereas I am told that, after the course of the last 10 past years, at an uncommonly advantageous public sale of the cattle and horses of Mr. van Plettenberg, evaluated each year, this would have amounted to well over two thousand guilders. But I do not think that either the circumstance of this colony or the changes that have since taken place in the public system of the world will ever again permit a Governor, if he wishes to observe and attend to his Masters' service here with all his power, ever again to concern himself with such private household profits. From both the aforementioned documents it is therefore evident, Noble, Right Honorable Lords, in what state I find myself with respect to the finances in this government, since the expenditures which I have had to make monthly have amounted to well over ƒ 700— more than my income. This distresses me greatly, especially when I cast my eye upon man's frail life, and into what a sorrowful condition I—then worn out by a restless life—would leave my then poor widow and orphans, not only without any means of subsistence, but moreover overburdened with debts, and thus in a most deplorable condition. My prayer is therefore all the more fervent, but also my hope is therefore all the greater, that especially this condition of mine will touch Your Right Honorable Worships, and that you will be pleased to grant me assistance in this regard. I hope that by a virtuous and honest conduct I may make myself somewhat worthy of this, and that in time Your Right Honorable Worships will be somewhat satisfied with my actions, which under God's blessing I hope will not be entirely unworthy, and thus that I shall see myself honored once again with Your highest approval, so precious to me.
