would be required, and whether this Council, on that account, ought to hesitate in granting the said van Reede his requested departure. The Governor finally also made known that His Honour had found the Political Secretariat here completely devoid of such maps regarding this part of Africa occupied by the Honourable Company; while even regarding the other prepared maps, in so far as some regions and bays had already become known to His Honour and had been compared with them, largely lacked very important parts. His Honour, consequently, having immediately caused to be produced an exact military map containing False Bay and the point extending from there, together with the further adjacent bays, Table Bay included therein, which His Honour was pleased to produce at the meeting, and declared would serve the use of the Secretariat. Because for the aforesaid reasons he also judged it to be of the utmost necessity that the map of the remaining part of this country, and especially of the sea coasts, be further surveyed, filled in with what is lacking, and brought into complete order, for which purpose it would be necessary that from time to time experts be dispatched thither, which however could not be effected without expense. That His Honour, having paid such costs up to now out of his own private purse, proposed to this Council whether it could not be approved to authorize His Honour to expend the same on behalf of the Company, for whom the matter was of great importance, declaring that he would spend such only with the greatest frugality, and where the same shall be necessary. And whereas the Council recognized the already prepared map of the aforesaid point and surrounding bays, shown at the meeting, as a very interesting and accurate piece, and was fully persuaded of all that the well-mentioned Governor has further been pleased to testify, judging it no less to be utterly unreasonable to desire to require of His Honour to bear the costs regarding this himself any longer; it is therefore resolved to authorize the frequently mentioned Governor to have such costs as shall further be necessary for the completing of the maps of this country paid out of the Company's treasury. It stood below: Thus resolved and decreed in the Castle of Good Hope, Tuesday the 20th December 1785, in the forenoon, all present except Colonel Robbert Jacob Gordon, on the day and year aforesaid. Read the report submitted by the pro interim Fiscal Gabriel Oxter, in compliance with the resolution taken on the 13th of this month, concerning the inquiry demanded of him, whether on account of the accusation brought by Captain Sergeant, attached to the Swiss regiment de Meuron garrisoned here, against the Junior Merchant and former Shopkeeper Barend Hendrik van Reede van Oudshoorn, any action could be instituted by the Fiscal's Office; which report read as follows: To the Right Honourable and Honourable Sir, Cornelis Jacob Van de Graaff, Governor and Director of the Cape of Good Hope and the dependencies thereof, etc. etc. etc., and the Honourable Council of Policy of this Government. It has pleased Your Honour and Honourable Sirs to place into the hands of the undersigned pro interim Fiscal an extract of the resolution taken in the Council of Policy in the Castle of Good Hope on Tuesday the 13th December 1785, with copy communication of a petition of the Junior Merchant Barend Hendrik van Reede van Oudshoorn with its annexures, in consequence of which very venerable resolution the undersigned is enjoined, on account of a criminal accusation found in the mentioned documents and laid upon the neck of the aforesaid van Oudshoorn by the military Captain Sergeant, belonging to the regiment Meuron garrisoned here, to investigate in the speediest possible manner whether, from these documents, any ground appears from which any action could be instituted by the Fiscal's Office against the aforesaid van Reede van Oudshoorn. and to satisfy Your Honourable Worships in the aforementioned manner, he examined the communicated documents with the most careful attention, and indeed found contained therein such an accusation by the aforesaid Meuron Officer which surely, given any probable foundation, ought to give rise to a further and detailed inquest and criminal action, but on the contrary is so defective that it is impossible to take any foundation from it. For there being no corpus delicti, which is the principal matter in all criminal investigations, no other indications remain than the accusation of the aforementioned Officer himself, which is so indefinite and uncertain that the attempt and the consummation of the crime cannot be proven from it, and the intent or will thereto can be gathered even less, all circumstances arguing to the contrary; and the claim of the accuser that it was confessed to him by the young girl herself (NB. which, all things considered, is absolutely highly improbable) cannot come into consideration here, because, even if it were so and the young girl still affirmed it, the question would still remain whether, and to what extent, an action might be instituted for lack of other evidence. Added to this is that the accuser seems to have been inspired by very unreasonable motives, which makes the accusation suspect and unfounded in itself, and the legal authorities recommend all caution regarding distinguished families, their honour, and reputation. Therefore, the undersigned considers (subject to correction by higher authority) ratione officii that he in no way has, nor can institute, any action against the aforementioned Junior Merchant van Reede van Oudshoorn. Wherewith the undersigned, trusting to have complied with the highly esteemed resolution of Your Right Honourable and Honourable Worships, has the honour to let this serve as a respectful report. Exter And from which it has become apparent that the accusation of the said Captain Sergeant having been found very defective, Oudshoorn for reasons having reserved action, yields no probable ground on which a further investigation ought to be undertaken, so that, on that account and for the further reasons adduced, the said Pro Interim Fiscal comes to declare, ratione officii, that he in no way has, nor can institute, any action against the aforesaid Junior Merchant van Reede van Oudshoorn. Whereupon the Governor was further pleased to make known that, since it does not fall within the authority of a chief ruler to cause the aforesaid Junior Merchant van Reede van Oudshoorn to obtain the striking satisfaction implored in his petition, His Honour also submitted that part of his request, although directed to His Honour alone, to the disposition of this Council for consideration. Which having been deliberated and observed that, as the said Captain Sergeant falls under the aforesaid Swiss regiment, and by the capitulation its own sovereign justice was left to the same regiment, to whose judgment this matter ought for the present to be brought, provided that, either before the same or any other court of justice, the Junior Merchant and the said Landdrost shall be assisted in all things by the respective Field Commandants under the Stellenbosch as well as those of the Swellendam districts. to instruct and qualify the Landdrost together with Heemraden and Military Officers of Stellenbosch and Drakensteyn to assist him from the Colony treasury with the purchase of two wagons, with the necessary draught oxen, and further appurtenances, in order to obtain restitution thereof again from the aforesaid Colony Graaffe rijnet. And that the same shall also, in good time, issue orders that the Field Commandants and Field Wardens of that Colony hold themselves ready in anticipation of the arrival of the aforesaid Landdrost Woeke, informing them thereby of what, with the consultation and communication of the said Landdrost Woeke, shall be deemed necessary to be contributed by the aforesaid Field Commandants and Field Wardens for the furthering of his journey. Proposal of the citizen and privileged master bread bakers, who have mutually agreed, upon penalty of 1000 rixdollars, not to pay more than 40 rixdollars per load of grain; with a request that the export of flour, etc., might newly be forbidden. It was made known in writing by the acting and incoming Burger Councils, at the request of the privileged bread bakers, how the privileged bread bakers had insisted to them that they, the Burger Councils, should propose on their behalf to this government, requesting that, on account of the extraordinary dearness to which wheat has presently risen, they, the privileged bread bakers, might be permitted to bake and sell the ordinary two-penny coarse loaf at a weight of two pounds and the two-stiver white loaf at one pound in weight, as well as that their bolted flour might be sold by them at three stivers per pound; as well as that, in order not to make the price of grain rise any higher, both their bakers and other inhabitants might be forbidden to purchase grain behind the Castle or to ride around the country for that purpose; While they, the bread bakers, believing they would thereby be enabled to purchase wheat at forty rixdollars per ten muids, offered to bind themselves to one another in the presence of the Burger Councils under a penalty of one thousand rixdollars for the benefit of the Colony or the Burger Treasury, to be forfeited by whichever of them should happen to pay more than the aforesaid price of forty rixdollars for a load of wheat. And in which interest, the aforementioned Burger Councils, maintaining that due to the scarcity of grain and the resulting present dearness thereof, it could happen that some of the said bread bakers might fail to fulfill the conditions of their privilege, also requested that, in order to prevent this, the export of flour, etc., might be forbidden anew, and the bakers' request might be acceded to, with this distinction, however, that only the two-stiver coarse bread should be fixed at two and a half pounds in weight each. Deliberation thereupon. Whereupon, having deliberated, it was on the one hand considered that the excessive dearness to which grain has for some time risen must indeed primarily be attributed to the conduct of some of the aforesaid privileged bread bakers, as it is not unknown how little such individuals have hesitated, whenever it suited their private interest to have a quantity of wheat quickly at hand, to repeatedly offer more and more to the country folk than had already been offered, or for what they would have sold that grain to others; Yet, on the other hand, it was simultaneously taken into consideration that, in fact, the grain crop recently standing in the fields has generally turned out so poorly that, if proper precautions were not taken in time and suitable measures adopted to watch over the public interest as much as possible, it was to be feared that some distress might easily arise therefrom. And since it was judged that, in order not to deprive the grain-growing inhabitants of a fair reward and compensation for their labor and heavy expenses, as well as to accommodate them regarding the great loss they would have to suffer if they were compelled to surrender the wheat at the ordinary price regardless of the difference between a very poor versus an ordinary or plentiful grain harvest, the aforementioned stated price of forty rixdollars for the load of wheat is in every respect consistent with fairness; On account of which price the privileged bread bakers would then also be unable to bake and sell bread and flour at the ordinary rate; although it was not deemed advisable to yield to the bakers' request and set the two-stiver coarse bread, as serving to nourish the common people, at two pounds in weight, but it was found more appropriate, per the request of the Burger Councils, that the weight of that bread might be fixed at 2½ lb, while, to accommodate the said bread bakers in that regard, it was judged that the white bread could be granted at one quarter pound less in weight. In what manner the one and the other have been agreed to, and what regarding this will be published by notices. It was therefore resolved, with these modifications, to consent to the request of the several-times-mentioned privileged bread bakers presented by the Burger Councils. It shall therefore be prohibited that anyone, whether privileged bakers or others, shall dare to sell, barter, or ship, directly or indirectly, to the crews passing through here, whether of the Company's or foreign nations' vessels, any, even the smallest quantity of wheat, rye, or barley, bolted or unbolted flour, nor biscuit, on pain that whoever acts contrary to this, over and above the confiscation of the traded grain, flour, or biscuit, while for

for the benefit of the Honorable Company, shall in each case be forfeited, under a penalty of one thousand guilders, to be divided according to custom. That furthermore, the flour and biscuit which the ship's crews absolutely require for consumption on the voyage, as well as such moderate quantity of barley as shall be required on the ships as fodder for the cattle, sheep, or poultry being transported from here, shall, under the same penalty, not be permitted to be shipped off otherwise than after special consent has been obtained in advance from the Noble Governor, and a license permit has been granted by His Honor in that regard. Whereby likewise everyone, whether privileged bread bakers or others, shall be very strictly prohibited from engaging, either by themselves or through anyone on their behalf, in any trading or buying up of grain behind the Castle or across the Salt River, or riding around the country for that purpose, nor to pay a higher price in whatever manner that might be, or to stipulate anything more for the wheat than forty rixdollars per load or ten mudden, and all of this likewise under a fine of f 1000:-, to be forfeited each time by the offenders, for division as above. Just as the public shall also be given the required notice of the aforementioned tax permitted on bread and flour to the aforementioned privileged bread bakers until further notice; namely, of 2½ lb weight for the double-penny coarse bread, ¾ lb weight for the two-stiver white bread, and of three stivers for a lb of flour. It being furthermore resolved to authorize the repeatedly mentioned Burgher Councillors, under delivery of an extract hereof, to have the aforementioned commitment, offered by the bakers regarding the price to be paid of forty rixdollars for the load of wheat, executed before them by the said bread bakers, under the proposed forfeiture of one thousand rixdollars for the benefit of the colony's or the burgher treasury, provided that the same bread bakers also undertake and promise not to pay in any indirect manner, whether by themselves or through others on commission, more than the said sum for the load of wheat, and to be ready at all times, and from whichever of them it shall be deemed necessary or fit to demand it, whereby the grain-growing inhabitants shall also be warned to declare from whom and for what price any wheat has been bought or traded, directly or indirectly, by themselves or through others on their behalf, since the aforementioned commitment. Likewise on the aforesaid 13th of this month, there returned here the frigate de Meermin, which had been sent out by us to trade for slaves, which traded for a number of 316 head of serfs in kind at Mozambique, but had the misfortune that during the voyage 103 of both sexes died. To the Honorable, Valiant, Right Honorable, Wise, Prudent, Very Generous Lord and Honorable Lords, Mr Willem Arnold Alting, Governor-General, and the Honorable Lords Councillors of the Dutch East Indies at Batavia. Per the Dutch private hooker ship. Honorable, Steadfast, Right Honorable, Valiant, Wise, Prudent, Very Generous Lord and Honorable Lords, Since the ships de Hoop, Constantia, and d'Eenparigheyd, and in their company also the Dutch private ship d'Eensgesindheyd, left this roadstead on the 16th of this current month of January and continued the voyage to Batavia, we take the liberty of referring most respectfully to our last dutiful letter of the 13th ditto, previously addressed to Your Right Honorable Excellencies by the said vessels, after having first noted hereby with respect to the hooker ship Catwyk aan Rhyn mentioned therein, that the same, on its voyage hither from Ceylon, called en passant at the island of Mauritius, and there discharged the cannon and further munitions of war supplied to the Company's armed ships the Ganges, Voorberg, Holland, and the Zeeuw at that place; while, by postscript beneath our aforesaid latest respectful writing, the ship de Resolutie purchased by the Zeeland Chamber was reported as a private vessel, which was caused by the incorrect report given thereof by the quartermaster of the country's vessel who was sent out to inspect the said vessel. Just as we also, with respect to the advice given regarding the frigate de Meermin, which has returned here and had been sent out for the slave trade, must record that the loss which this frigate suffered among the purchased slaves due to various illnesses arising among them, occurred for the greatest part still on land and thus prior to their embarkation, and that the number of 211 slaves brought here consists almost entirely of young and robust male slaves. Of the Swedish and French private ships laden at Your Right Honorable Excellencies' capital, the Swarte Arend and La Comtesse du Nord, the first having continued the voyage from here to the Netherlands on the 6th and the last-mentioned on the 20th of this month, the Honorable Company's vessels Middelwyk and Castor, along with the hooker ship Sparen chartered by the Honorable Company, are also to be dispatched from here on the 26th of this month. Whereas, on the other hand, the ships Le Fabre and Les Six Freres, likewise chartered by the Honorable Company and laden at Your Right Honorable Excellencies' aforesaid capital, both arrived here in very good condition on the 20th of this month. Besides which, also on the dates noted in the margin, the following of the Honorable Company's and private ships chartered by her have arrived here in the roadstead, likewise in good condition, namely: On 16 January 1785, the Lam, with no dead and no sick, having departed from Zeeland on 5 September last with 279 heads, among whom are 124 recruits under Colonel d'Hugonet for the Regiment of Luxembourg stationed at Ceylon. On 17 January 1785, the Vreede, which sailed from Texel with a crew of 59 heads as early as 7 July prior, which vessel was in no small danger when heading into this bay, since, owing to a suddenly arisen calm, it was driven against or upon the rocks of the protruding point of the Lion's Rump to such an extent that the rudder was knocked off the ship, without however having suffered any other damage so far as can be observed until now. On 18 January 1785, the Eyk en Wouden, having arrived here in the roadstead with [illegible] sick, being Your Right Honorable Chamber's ship de Resolutie, which vessel, after a short stay, is to be dispatched from here to Batavia. The Company's above-mentioned ships Castor, Sparen, and Middelrijk, now likewise lying ready to sail to proceed on their voyage to Batavia, we take the liberty to let this serve to accompany those vessels, as well as to enclose herewith the duplicate of our recent respectful letter dated the 21st of this month addressed to your Right Honorable via the hooker ship Eyk en Woude, to which we most respectfully refer. Furthermore, on the 22nd of this month, there arrived here with 6 dead, 16 sick, and otherwise in good condition the return ship Roosenburg; and likewise in a desirable condition, with only 9 dead and 30 sick, first in the outer roads and subsequently at the customary anchorage, the outbound ship Voorschooten, which sailed from Texel on the 29th of September last, with which vessel the newly elected Governor and Director of this place, Cornelis Jacob van de Graaf, having arrived here in perfect health alongside his family, the outgoing Governor, Mr. Joachim van Plettenberg, will therefore not fail, prior to his departure, to make due transfer of the government to his said replacement in conformity with the orders of the High Governing Lords Masters. And since it has pleased your Right Honorable to confer upon the said outgoing Governor van Plettenberg the command as Admiral and Commander-in-Chief over the return fleet, he has therefore deemed himself obliged to conform to this honored disposition of your Right Honorable, and has consequently resolved to accept the aforesaid charge entrusted to him, and in that regard to do whatever will be most required in the service of the Honorable Company and the aforesaid precious vessels. Meanwhile, he cannot fail to thank your Right Honorable most respectfully, both for your gracious consideration in this matter and for kindly leaving the appointment of a secretary to the fleet, with the rank of Junior Merchant, to him at his choice. Respectfully adhering to the contents of our last humble letter of the 18th of this month of January, consigned to your Right Honorable Respected Sirs with the French private ship la Comtesse du Nord that departed from here for the Netherlands on the 18th thereafter, we shall take the liberty to let this serve again for dutiful notification that since then, on the 23rd of this month, your Right Honorable Respected Sirs' Chamber ship Voorschooten safely arrived here, with 9 deceased and 30 sick; and on which vessel, alongside his family, the elected Governor of this place, the second signatory hereof, Cornelis Jacob van de Graaff, arrived here in good health. The ship les six Freres mentioned in the header of this letter, which was loaded at Batavia for the account of the Honorable Company and is returning for your Right Honorable Respected Chamber, being currently about to depart from here under cover of this letter, we must dutifully inform your Right Honorable Respected Sirs regarding that vessel that, because of the shifting of the pepper loaded therein, it took on a considerable list. of this month, with 9 dead, 13 sick, but otherwise well-conditioned, the return ship Meerenberg arrived safely: While the ship Mentor, mentioned above in the heading, has meanwhile also been made ready for the voyage and consequently is to turn her bow towards Batavia as well with the first favorable wind: and with regard to the pitch sent successively from the fatherland for the use of this government, so much has presently been on hand here that a portion thereof could conveniently be spared, we have therefore, in the confidence that it would not come amiss to your Right Honorable Most Respected headquarters, taken the liberty to have shipped in this vessel, now about to depart, 108 barrels of the aforesaid pitch, weighing net 22562 lb, of which a proper invoice has been drawn up, which we have the honor to present to your Right Honorable along with this. However, no matter how much, according to what was stated in our humble letter of 31 December past, we had flattered ourselves that we would still have been able to dispatch some domestic produce with this vessel, we have to our regret not yet been able to succeed therein, since the threshing of the wheat yielded nowhere near what had been expected beforehand, as a result of which the quantity of corn already received in the Company's warehouses, together with what the farmers have additionally reported for delivery to the Honorable Company, is hitherto insufficient for what is required thereof for the government's budget in this year; but despite this, continuing to hope for a larger supply, we shall not fail, insofar as this can be done with any possibility, to send your Right Honorable the grain that can then be spared, to which end the strictest orders against the export of both corn and biscuit and flour have also been established anew. While with regard to the wines to be sent, it was judged best to dispatch them with the Company's own ships and thereby fill the space that will have become available in them by the unloading of the goods they brought here. Per the ship Vreesten en Vryheyd. Noble, Honorable, Most Esteemed, Very Wise, Prudent, and Very Generous Gentlemen, Commanding Lords. The last time we had the honor of writing to your Noble and Most Esteemed Excellencies was under the date of the 18th of the past month of January by the French private ship La Comtesse du Nord, which departed from this roadstead for the Netherlands on the 20th of the same month. Respectfully referring to its contents, we will now let this serve again to provide the dutiful notice that on the 26th of that month, the Dutch private ship Oudenaarde, chartered by the Honorable Company and having sailed out for your Noble and Most Esteemed Excellencies' Chamber, safely arrived here at the roadstead. We shall not fail to dispatch this vessel as quickly as possible to Batavia as soon as it is unloaded of the goods brought for this government. The Company's vessel Castor on the 29th of the aforementioned month of January, and the private ship Mentor on the 5th of this month, have already set sail for that destination, to be followed in a few days by Het Lam. However, much as we had flattered ourselves, according to what was set down in our humble letter of the 16th of December of the past year, that we would still have been able to send some local produce to Batavia with the aforementioned ship Mentor, we have to our regret been unable to succeed therein, since the threshing of the grain has yielded nowhere near what was previously expected of it. Because of this, the quantity of grain that has already been received into the Company's warehouses, together with what the farmers have additionally reported for delivery to the Honorable Company, is thus far not sufficient for what alone is required for the consumption of the government in this year. For which reason, the strictest orders have again been issued against the export of grain as well as biscuit and flour. Meanwhile, with regard to the wines to be sent to Batavia, it was judged best to ship them on the Honorable Company's own ships, and thereby to fill the space that will have become available in them through the unloading of the goods brought here. Since there has successively arrived so much rosin here, sent from the fatherland for the use of this government, that a portion of it could conveniently be spared, we have therefore, in the confidence that it would not come amiss at the aforementioned main settlement in the Indies, taken the liberty of having 48 barrels weighing net 22562 lb of the aforesaid rosin shipped aboard the aforementioned ship Mentor. Furthermore, in accordance with your Noble and Most Esteemed Excellencies' honored instructions, a copy of the charter party of the aforementioned ship Mentor obtained here was sent over to Batavia with that vessel. further having noted that the first-mentioned vessel, having continued the voyage to Batavia on the above-mentioned 29 Jann:, whither the ship Eyk en woude however could not set sail earlier than on the 7th of this month, because after the receipt of its dispatch, seven men of its crew came to desert, in place of whom, upon the repeated urgings of the skipper of the said ship Eyk en wouden, Claas Ent, seven other sailors of the Honourable Company were placed on that vessel, which said skipper Ent has agreed to return to the Honourable Company immediately upon his arrival at Batavia, at the order and further disposition of Their High Excellencies the Lords of the High Indian Government there, and of which due notice has been given by us to the said Their High Excellencies: While we have the honour to present herewith to Your Right Honourable Worships an account of that which was provided here to the frequently mentioned ship Eyk en wouden during its stay here, as well as a receipt for such a sum of Ryxd: 150: as was paid from the Company's treasury to the aforesaid skipper Claas Ent for the account of his shipowners, for the purchase of various necessities for the vessel under his command. The undersigned Councilor Extraordinary of the Indies and Commander of the return fleet of this year, Joachim van Plettenberg, having on the 14th of this month, after all the Company's effects were previously taken up exactly by special commissioners, properly effected the transfer and surrender of the government, with all that belongs thereto, to his successor, the undersigned newly appointed Governor Cornelis Jacob van de Graaf: Right Honorable, Steadfast, High Mighty, Valiant, Right Wise, Prudent, Most Generous Lord and Noble Lords, he now has the honor to thank Your Right Honorable High Mightinesses most humbly for that tender care which Your Right Honorable High Mightinesses, as always, have been pleased to take for this colony also during the time that the chief direction of the government was held by him, and the assistance which he had the honor to enjoy from Your Right Honorable High Mightinesses in that same direction of his; and he shall, in his capacity as a member of the High Board and Admiral of the Return Fleet, retain precedence in the Council of Policy and continue to attend its deliberations. While the newly arrived Governor van de Graaf takes the liberty of most humbly soliciting Your Right Honorable High Mightinesses for the continuation of their paternal care for this land and its inhabitants, under the respectful assurance that his efforts will always extend to attending in every way to the interest and concern of the Honorable Company through an equally faithful and zealous performance of the post entrusted to him, and in that way to the high-commanding Lords Masters.
