and no less to always give Your Right Honourable Grandees the required satisfaction. We furthermore have the honour to inform Your Right Honourable Grandees that with the bearer of this, the aforementioned ship 't Lam, has arrived here the Knight d'Hugnet, appointed as Colonel Commandant over the Legion of Luxemburg garrisoned on Ceylon, alongside a number of 125 recruits, both officers and soldiers of the same Legion, by which Colonel request was made by letter: 1st that, under the reasons alleged for it, he the Colonel, with the aforementioned recruits with him, might be transported further from here to Ceylon with the aforementioned vessel 't Lam; 2nd that to said recruits, both officers and soldiers, their accrued pay might be paid out; and 3rd to take back with him again to Ceylon, likewise for the reasons brought forward for it, two of the dismissed officers of the aforementioned Luxemburg Legion, who alongside several others have arrived here from Ceylon to depart further for Europe, named Champenoy and de Rosiere, alongside the volunteer La Blousse. Having deliberated on this, we decided on the second point of the requests made by said Colonel to have paid to the same out of the Company's treasury here the sum of one thousand eight hundred rix-dollars, to be distributed to the aforementioned recruits, both officers and soldiers, pro rata of everyone's rank, on account of their earned and accrued pay. And on the third, in consideration that it has appeared to us from an autograph letter from the Governor Falck that the return of the aforementioned officers would indeed be approved by his Honour, we have thought fit to grant said Knight d'Hugnet permission to take the aforementioned Lieutenants Champenoy and de Rozieres, alongside the volunteer La Broussen, back with him again to Ceylon. However, concerning the first point of the aforementioned requests made by said Knight d'Hugonet, since from a report submitted concerning this by the Master of Equipage Justinus van Gennep and other nautical experts commissioned alongside him, it appeared to us that considerable delay would be caused in the aforementioned voyage of the ship 't Lam in case one should wish to employ that vessel to convey the aforementioned Knight d'Hugnet and the recruits with him to Ceylon, we therefore did not deem it advisable to accede thereto, but on the contrary decided to await the arrival here of the ships daily expected and directly destined for said government, in order to let said Colonel continue his voyage to Ceylon with one of those ships, and to divide the aforementioned recruits among those same ships destined thither in such manner as the circumstances of affairs and the greatest service of the Honourable Company shall come to require. Which decisions taken by us we hope will carry the respected approval of Your Right Honourable Grandees, to whom we have the honour to present herewith the authentic copies of the aforementioned letter of the frequently mentioned Knight d'Hugonet and the written answer given to him thereupon, as well as the cited report made to us by the Master of Equipage and commissioned shipmasters, and to all of which documents we refer most respectfully. Furthermore, on the undermentioned dates the following Dutch private ships chartered by the Honourable Company set sail from these roads, as follows: For the Homeland the 12th of February, the Vreede en Vryheyd the 13th of February, the Dapperheyd the 14th of February, the Jonge Franc For Batavia the 13th of February, the Johanna Jacoba. Meanwhile then, in the aforementioned Company ship Voorschooten, presently also about to depart for Your Right Honourable Grandees' just mentioned headquarters, have been loaded here: 60 leagers of ordinary white wine 11,144 lb Cape butter further specified in the separate outgoing bill of lading and invoice made hereof. And since the junior merchant Jacob Hacker, left behind here from the hoeker ship Eyk en Woude, is now to continue his voyage per said vessel Voorschooten, we have therefore duly caused his pay, which had been suspended, to run again. Just as on the just mentioned ship Voorschooten there is also a certain free native Rombian of Java, who came here in the year 1751 with the Javanese Prince Raden Mascaretta who was banished hither, and to whom, upon his request, it has been permitted to return to Batavia alongside his wife, the free black woman Candase of Java, and two children. We furthermore have the honour to present to Your Right Honourable Grandees herewith two packets in which are enclosed the original secret signal flags which in the coming year 1786 will be flown here from Lion's Head and Bell, as well as in False Bay, alongside two similar packets for the island of Ceylon, which we most respectfully request Your Right Honourable Grandees

Your Right Honorable, furthermore, if pleased to do so, may observe from the following specification the number of crew members with whom the bearers of this letter sailed from the Netherlands, as well as the dead and sick they brought, item how many of them must remain in the Hospital, and finally the strength of the heads with which they are now to depart from here, as follows: Voorschooten: Sailed from the Netherlands with 305 heads; arrived at the Cape with 9 dead and 30 sick; remained at the Cape due to illness and otherwise 97; departs with 192 heads. In the roadstead has appeared the outbound ship of the Honourable Company Pollux, which departed on 30 October of last year from off Vlissingen and, being destined for Batavia, had 4 deceased and 24 invalids during the voyage, without our having received by that vessel, either on the Company's behalf or privately, the least further news regarding the state of affairs between the German Emperor and our Republic here. And concerning the return ships still being expected, mentioned in our aforementioned latest letter of 22 February, we must inform Your Right Honourable worships to our regret that up to now none of them have appeared at this government; but the south-east wind having now blown very strongly for two days and nights, we are therefore in the hope and expectation that those vessels will thereby have the opportunity to come up hither quickly and safely. L'Insulaire, French private ship, being under the command of Captain Wel, departed on 14 February last from Mauritius, and with the intention of heading on from here to Lisbon. However, since the captain of the abovementioned American ship has informed us that he sailed on the 26th of the cited month of January in company with the Company's ships Hoorn and the Governor-General De Klerck from the North Island, we therefore hope soon to see the two just-mentioned vessels, along with the aforementioned remaining ones, arrive safely here. of this current month of March of which the duplicates are accompanying this, having departed from here on the 13th of the same to Batavia, the Dutch private ship Willem en Jan hired by the Honorable Company having since also become ready to sail and travel, the bearer of this being the ship Oudenaarde also chartered by the Honorable Company, of which opportunity we avail ourselves dutifully to advise Your Honorable and Most Respectable Highnesses by this present that on the aforesaid 12th of the present month there arrived here the ship Den Onzekeren departed from Your Honorable and Most Respectable Highnesses' aforesaid main seat, without having encountered on its journey hither the Company's vessels Overduyn, De Harmonie, Zeeduyn, and Breedenhof, so that we are in no small concern whether the same, through misfortune of weather and wind or through weakness of the crew, may not have found themselves in necessity to shelter in the first port they could reach, and this whether at Rio de la Goa or in the bay of Saint Augustin on Madagascar, of which we nevertheless wish to hope for the best and that the aforesaid hulls may yet appear safely at this corner of the earth. As also on the last-mentioned date there arrived here in the roads the national frigate De Waakzaamheyd, which departed on 21 January last from Ceylon, with which vessel no news concerning the state of affairs there or on the Coromandel Coast was imparted to us by the Government of Ceylon, Captain Willink having only reported to us that the return ships Doggersbank and the Triton were due to sail hitherward about a month after him. There subsequently also appeared here on the 13th of this month the English King's sloop Cygnet, which departed from England on 21 January of this year and spoke the national frigate De Phoenix off the island of Madeira, intending to sail to this place. While by the second undersigned from Captain Ruvel, commanding the said frigate, a letter was received wherein mention is merely made of its presence there, as Your Honorable and Most Respectable Highnesses may be pleased further to inspect from the attached copy of the said letter, and however much we have tried to discover the reasons for the dispatch of this small ship, the statement of the English as if they were destined for Madras solely to convey the definitive articles of peace concluded between their Court with that of Versailles and the State has appeared to us entirely unacceptable, just as their reports regarding the disputes between the Court of Vienna and our Republic are likewise so varying and unfounded that we, to our regret, can report nothing to Your Honorable and Most Respectable Highnesses regarding this important point upon which any reliance can be placed. And since the successive requests for cordage made from the fatherland for this government were mostly fulfilled at the same time, and thus an ample stock thereof comes to be on hand, and on the other hand it is trusted that some of that cordage will be of good service for the use of the capital city there, there have consequently been loaded into the aforementioned ship de vlugge Trekvogel: 2 pieces main topsail sheets 2 fore topsail sheets 2 main sheets 2 foresail sheets 2 main ties 2 foresail ties 1 piece main topmast wind-rope 1 fore topmast wind-rope 4 cable-ropes of 12 inches all more fully specified in the accompanying bill of lading and invoice thereof, to which is also attached an invoice calculating the ballast that was shipped in the aforementioned ship de vlugge Trekvogel, as well as an invoice for a crate with 14 pieces of Russian leather hides, which was loaded in the fatherland in the aforementioned ship Pollux for this government and remained therein. Furthermore, on the 23rd of this month the Honorable Company's return ships de gouverneur generaal de klerk and de draak arrived safely here in the roads. With the help of a fresh sea breeze, by which the bearers of this letter were delayed in continuing their voyages, the ship Huysduynen, equipped by the Amsterdam Chamber, arrived safely at this roadstead this evening, in very good condition and with only 2 dead and 10 sick. This vessel, bound for Ceylon, sailed from Texel on 12 December last under convoy of the national frigate the Thenix, together with the ships Java, Barbestein, and Sparenryk, but was already separated from them in the Channel by heavy storms. Of these last-mentioned three Company vessels—Honorable, Stern, Right Worshipful, Valiant, Right Wise, Prudent, Most Generous Lord and Honorable Lords—the ship Java is likewise bound for Your Right Honorable Worships' headquarters, Barbestein via the same to China, as is Sparenryk likewise bound for Ceylon. Meanwhile, the aforesaid ship Huysduynen brought us the grievous news that the ship Breslau, returning from China under the Prussian flag, was wrecked on the coast of Brittany near the islands of Guernsey, and that of its crew only the master Johannes Roos, together with 20 to 30 men, was saved; the rest, as well as the former Chief of the China Trade, the Honorable Heyligendorp, who was on board the said ship Breslau, along with his family, have perished. On the other hand, the Company return ships Ganges, Holland, Voorberg, Rotterdams Welvaaren, and the Morgenster, which departed from P. Bay on 11 July last, as well as the flute ship Prins Hendrik, likewise returned under Prussian colors from Your Right Honorable Worships' headquarters, arrived safely in their destined ports a few days before the departure of the frequently mentioned ship Huysduynen. Today there also put into port here the English Company ship the Brittannie, commanded by Captain Commin, which sailed from Portsmouth on the 30th of the aforesaid month of December with 26 cannon and 288 men. On board this vessel is His Excellency General Dalling, formerly Governor in Jamaica, to reside as Governor and Commander-in-Chief on the Coromandel Coast at Madras. we shall take the liberty of conducting ourselves with respect, noting however dutifully with regard to the Dutch private ship Oudenaarde mentioned therein, that after assistance of a few crew members was requested from us by the skipper of that vessel, Hans Claassen, in place of those who had deserted from the ship, two Company sailors were consequently placed on the said ship Oudenaarde to depart with it to Batavia, whom the aforesaid skipper Claassen undertook to hand over again to the Honorable Company immediately upon his arrival in Batavia, at the order and disposition of the Right Honorable the Gentlemen of the High Indian Government there, of which due notice was given by us to their High Mightinesses; whereupon the said ship Oudenaarde set sail on the 20th of the month just passed for the aforesaid Indian capital. Having informed Your Right Honors by our previous humble letter of 18 January of this year, dispatched with the French private ship La Comtesse du Nord, of the arrival here in the roads of your Chamber ship 't Lam, with the Colonel Commandant of the Legion of Luxembourg garrisoned in Ceylon, the Knight d'Hugonet, being aboard, together with the recruits for the said regiment, we shall now have the honor to inform Your Right Honors that the said ship 't Lam, having been provided with everything necessary for the further voyage, continued its voyage to Batavia on 23 February last; and since, by our humble letter of this date dispatched to the Right Honorable the Gentlemen Seventeen, due notice has been given of our decision regarding the requests of the aforesaid Colonel d'Hugonet to be transported further from here to Ceylon with the recruits he has with him by the aforesaid ship 't Lam, as well as to receive payment of the accrued wages for his officers and common soldiers, and further that he might be permitted to take back with him some discharged officers of the aforesaid Legion who arrived here from Ceylon; we shall, craving Your Right Honors' favorable interpretation, take the liberty to refer respectfully to the just-mentioned advice in order to avoid repetition. Furthermore, on the 3rd of the month of March just passed, the ship Pollux, fitted out by Your Right Honors, arrived safely here with 4 deceased and 24 sick, but otherwise very well conditioned as far as the ship itself is concerned, wherefore that vessel, having been provided with everything necessary for the further voyage and having already been dispatched again on the 26th of that month, subsequently continued the voyage to Batavia on the 30th of the same, where we hope and wish that this vessel may arrive prosperously and happily. Your Right Honors' esteemed letter of 25 October of last year having been honorably delivered to us by the just-mentioned ship Pollux, having served solely for the escort of that vessel and thus, favorably construed, requiring no reply, we take the liberty in this instance also to forward to Your Right Honors copies of the declarations issued by the officers of the oft-mentioned ship Pollux and those of the hereinbefore-mentioned ship 't Lam regarding the cleaning and keeping clean of those keels. Our respectful letter mentioned hereinbefore, dispatched under this date to the Right Honorable the Gentlemen Seventeen, having detailed at length, among other things, the reasons why the decision had to be taken by us to send the frigate Jagt Rust, belonging to this government, to the fatherland for repairs, we shall dutifully bring to the notice of Your Right Honors with respect to the just-mentioned frigate: that in order not to let it make that voyage empty, from the pepper which was sent hither from Ceylon by the Ceylon government with the hooker Catwyk aan Rhyn to be divided among the respective return ships, the quantity of 42,250 6 pounds, as well as another 4,650 pounds of cardamom, brought here in like manner, were loaded into the aforesaid frigate Jagt Rust; while on that vessel there were also shipped some unserviceable and superfluous goods which were found in the Honorable Company's armory here. Of which laden pepper, cardamom and other goods, the invoice and the bill of lading have been sent to the Honorable Directors of the Chamber of Amsterdam, for which the cargo is destined. And since the first undersigned, Extraordinary Councilor of India and Admiral of the return fleet, Mr. Joachim van Plettenberg, owing to the remaining behind of the Batavian return ship Overduyn, which had been destined by their High Mightinesses the Gentlemen of the High Indian Government as his transport vessel, and in order not to delay any longer the departure of the other return ships present, has taken the decision to make the voyage on the aforesaid frigate Jagt Rust, and that this vessel, in order to carry the flag for the Presidial Chamber, will consequently have to put into Zeeland; we therefore take the liberty respectfully to Your Right Honors

Referring ourselves in all respect to our latest humble letter of the 12th of February last, which we had the honour to send, to request that the aforementioned frigate ship Jagt Rust be sent to Amsterdam for refitting, and that its cargo, destined for the aforementioned Chamber, may be transported thither in that vessel. We furthermore have the honour to send to Your Noble High Mightinesses alongside this such muster rolls as are noted on the accompanying register of the pay bookkeeper, to which are also added the lists of persons who are to depart from this government with the aforementioned frigate ship Jagt Rust, as well as per the China return ship De Gouverneur Generaal De Klerk consigned to Your Noble High Mightinesses' Chamber; among whom on Jagt Rust are the third mate Abraham van der Mark and the head surgeon Christiaan Luderhof, both of whom were assigned in their said capacities to the Ceylon return ship 'T Huis te Spyk currently still present here; as well as on the ship De Gouverneur Generaal De Klerk, the third mate of the flute ship De Hoof Hermanus Voogd, which was wrecked here. A request having been made to us by the skipper of the aforementioned frigate ship Jagt Rust, Cornelis Andriesz, to take with him to the Netherlands his wife Anna Frowyn and their little daughter Catharina, we have, subject to Your Noble High Mightinesses' esteemed approval, granted this to him; and furthermore permitted the bookkeeper Petrus Johannes Prieter to send his little son, also named Petrus Johannes, to the Netherlands with the aforementioned frigate Jagt Rust for the purpose of receiving a further good education, upon payment of the requisite transport and boarding fees. With which vessel there also travels a domestic of the aforementioned Extraordinary Councillor of the Indies and Admiral of the return fleet, Mr. Joachim van Plettenberg, named Augustinus Abrahamse of the Cape, for whom the transport and boarding fees have not been paid here, we take the liberty to leave this to Your Noble High Mightinesses' discretion. There being found in the aforementioned China return ship De Gouverneur Generaal De Klerk 7 barrels of meat and 7 barrels of bacon which were left over from the provisions on the outward voyage of that vessel and which should have been delivered at Batavia, we have caused the said meat and bacon to be unloaded here from the aforementioned ship De Gouverneur Generaal De Klerk for this government, the receipt for which is also enclosed herewith. On the 12th of the past month of March there arrived here in the roadstead the Dutch private ship Den Onzekeren, which, having been laden at Batavia on account of the Honourable Company, is to return for Your Noble High Mightinesses' Chamber, and which vessel is now ready to set sail to continue the voyage from here to the Netherlands; subject to Your Noble High Mightinesses' favourable approval, we shall take the liberty, regarding the departure of that vessel in the company of the currently dispatched Company return ships under the convoy of the National frigate De Waakzaamheid, to refer most respectfully to what we have the honour to report regarding this in our aforementioned humble letter of this date to the High Noble Lords Seventeen. While with the aforementioned ship Den Onzekeren there depart from this government such persons as are made known on the list sent over, among whom is also Lieutenant De Meuron de Rochat of the regiment of the Lord Colonel Count De Meuron stationed here in garrison; to which Lieutenant, at his request and upon the recommendation of the aforementioned Colonel, permission was granted on account of his indisposition to travel to Europe with the aforementioned ship Den Onzekeren. And since your Right Honorable Worships, if it pleases you, will among other things also be able to observe from it the arrival here in the roadstead of your Right Honorable Worships' Chamber ships Voorschooten and Huysduynen, together with the private ship Willem en Jan, as well as the dispatch of the private ships de Jonge Jacob and de vlugge Trekvogel to Batavia, along with the departure of the same and that of Willem en Jan to the aforementioned Indian capital, we shall therefore, to avoid repetition, take the liberty of likewise conforming to its contents. However, with relation to the aforementioned private ship de vlugge Trekvogel, merely noting further that upon the urgent requests made by the skipper on that vessel, Barend Jansse Uffen, for the assistance of a few crew members in place of those who had to be left behind at this place due to indisposition, two Company seafarers have been placed on the aforementioned ship de Vlugge Trekvogel; and regarding this, it has been dealt with further in the exact same manner as with the crew members who had to be placed on the private ship Eyk en woude that recently departed from here, of which dutiful notice was given to your Right Honorable Worships by our aforementioned respectful letter of 12 February. Enclosed herewith is the account of the cost of the supplies provided here to the aforementioned ship de vlugge Trekvogel, as well as those of the Dutch private ships de Jonge Jacob and Willem en Jan, along with the duplicates of the expense accounts of Eyk en Woude and de vrouwe Johanna Jacoba. Having made known on an enclosed note from the pay bookkeeper which muster rolls are currently being sent over to your Right Honorable Worships, there is furthermore added to it a list of the persons who are to repatriate from here with the ship 'T Loo returning for your Right Honorable Worships' Chamber, among whom is found the former chief surgeon of this government, Coenraad Nelson, who, upon his request made, was permitted to cross over to the Netherlands with the same ship 'T Loo upon payment of the customary passage and board money for lodging and board in the cabin. As also departing thither with the bearer of this, the China return ship de Draak: A son of the Burgher Councilor here Johannes Karnspek, named Olof Christoph, aged 17 years. A son of the burgher Gorge Willem Hoppe, named Jan Hendrik, and twelve years old, for both of whom the appropriate passage and board money has been paid into the Honorable Company's treasury. And since the second mate of the aforementioned ship 'T Loo, Simon Plocker, passed away here at this place, we have once again appointed as second mate on that vessel the third mate George Philip Gas of Woldou; in place of the same, also placed as second mate on the same ship 'T Loo is the third mate Abraham van Schakerloo of ter-Goes, who had been assigned to the fluyt ship de Hoop that was wrecked here; furthermore, the sailor Hermanus Sombold of Amsterdam was appointed as second mate, and moreover the sailor Thomas Ruys as cook's mate. From our aforementioned dispatch currently going out to the High Honorable Gentlemen Seventeen, with the accompanying copy of the report of the master of equipment and commissioned master shipwrights here, the reasons appear why it had to be decided by us to send to the Netherlands, for rebuilding, the frigate ship Jagt Rust belonging to this government; we shall, with respect to the said small ship, furthermore dutifully inform your Right Honorable Worships: that in order not to let the same make that voyage empty, of the pepper that was sent hither from the Ceylon Government with the hooker ship Catwyk aan Rhyn to be distributed among the respective return ships, the quantity of 342,250 pounds, along with 4,650 pounds of cardamom brought here in like manner, have been unladen into the aforementioned frigate Jagt Rust; as the same is more fully specified in the invoice and bill of lading made thereof and annexed hereto. Meanwhile, the aforementioned suppliers Hendrik Cloete and Johannes Nicolaas Colyn have informed us: how they had already noticed for several consecutive years from the price currents of the sales held by the Honorable Company, among other things and not without their greatest astonishment, the widely differing prices for which their wines sent from here had been sold, without them being able to determine directly to what that great difference in the prices of those wines ought to be attributed, although they were assured in their own minds, and also most solemnly asserted, that they always delivered their best wines and, as much as possible, those of the same quality for shipment to the Honorable Company. That they had, however, learned from experience that upon arrival in the Netherlands, the wines sent from here were stored in the Honorable Company's wine cellars, where the casks in which those wines were tapped here locally were opened and, the ullage being filled up, those wines then remained lying until the day of the sale, at which time the casks were opened again to allow the wines to be tasted from them. That they therefore believed they had found herein a well-founded cause by which it may have happened that one cask differed so much in quality and aroma from the other, since experience both here and elsewhere had taught that most similar fine wines must especially be preserved from the air, because otherwise, if not completely spoiled, they nevertheless lose much of their aroma and bouquet. That they therefore, both to preserve the good reputation of the Constantia wines that are so sought after everywhere, and primarily to look after the interest of the Honorable Company and that of themselves, who particularly suffered not a little thereby, most respectfully requested that all this might be brought to the attention of the Lords Majors, and simultaneously requested that henceforth all the Constantia wines that shall be delivered to the respective Chambers might remain lying without the casks being opened and topped up until the day of the sale, when they could be opened, the wines tasted, and thus offered for sale. To which the supplier Cloete added for himself this further request: that in order to prevent, as far as possible, any leakage being caused to the casks during the transport of the Constantia wines from here by some harmful insects or by other accident, it might be proposed that all the aams of Constantia wines sent from here to the Netherlands be packed into well-nailed cases manufactured for that purpose, to remain therein until the day of the sale of those wines. Meanwhile, the aforementioned suppliers H: Cloete and Johannes Nicolaas Colijn have made known to us: How they, for several consecutive years, from the price currents of the sales held at the Honorable Company, had noticed among other things, not without their greatest astonishment, the widely differing prices for which their wines sent from here had been sold, without their being able to directly determine to what that great difference in the prices of those wines had to be attributed, although they were assured in their own minds, and also most solemnly asserted, that they always delivered their best wines and, as much as possible, those of the same vintage for shipment to the Honorable Company. That they, however, had come to learn that the wines sent from here, upon receipt in the Netherlands, were stored there in the Honorable Company's wine cellars, where the casks in which those wines were tapped and bunged here locally, and the ullaged ones having been filled up, those wines thus remained lying until the day of the sale, at which time the casks were opened again to have the wines tasted from them. That they therefore believed to have found from this a grounded cause through which it may have happened that one cask differed so much in quality and aroma from the other, since experience, both here and elsewhere, had taught that most similar fine wines must especially be preserved from the air, because they otherwise, if not completely spoiled, still lose much of their bouquet and musk aroma. That they, therefore, both to preserve the good reputation of the everywhere so sought-after Constantia wines, and principally to care for the interest of the Honorable Company and that of themselves, which particularly suffered not a little thereby, most respectfully requested that this matter might be brought to the attention of the Gentlemen Majors, and at the same time requested that, henceforth, all the Constantia wines that shall be delivered to the respective Chambers may remain lying without the casks being opened and filled up until the day of the sale, when they, being opened and the wines tasted, could thus be put up for sale. To which the supplier Cloete added for himself this request: that in order to prevent as much as possible that during the transit of the Constantia wines from here any leakage should be caused to the cooperage by any harmful insects or by other accident, it might be proposed that all the aams of Constantia wines which are sent from here to the Netherlands might be packed into cases manufactured for that purpose and well nailed shut, to remain therein until the day of the sale of those wines. That both petitioners also had to take the liberty on this occasion to say that, whereas by a favorable disposition of the Most Noble Lords Seventeen of the year 1764 there had been allocated to the suppliers of the Constantia wines 10 per cent of whatever their wines should yield at sale over and above a capital advance, and they nevertheless had now already been deprived of this for a considerable consecutive time, since they had only received the customary proceeds of that sale for a portion of the wines that had been sent from here since the year 1780, they therefore had to take the liberty to insist that the Gentlemen Majors might be requested to make such arrangements according to which the proceeds of the successive sales of the Constantia wines at each of the respective Chambers might come to them, the petitioners, and they, the petitioners, might thus enjoy the aforementioned so gracious disposition in their favor. All of which requests therefore having been most respectfully submitted to the Most Noble Lords Seventeen in our humble dispatch of today's date in that manner, we could not fail to give your Right Honorable and Most Respected worships dutiful notice thereof likewise by this. On the 22 February last, having arrived here in the roadstead the French private ship le Jeune Stanislaus, which, loaded at Batavia for the account of the Honorable Company, is designated for your Right Honorable and Most Respected Chamber; we shall take the liberty to note in this regard concerning that ship that, upon the captain of the same, Pierre Menard, having made known upon his arrival here that his aforesaid vessel under his command was afflicted with some leakage, a proper inspection was thereafter made by the Master of Equipage together with two commissioned captains and the Master of the shipwrights, who, however, as appears from their report accompanying this in copy, found the same of no importance; the aforementioned Captain Menard therefore also made no difficulty in continuing his voyage from here, while upon his request made in that regard four sailors were assigned to him, and for the purchase of the necessary provisions the sum of six hundred rixdollars was advanced from the Honorable Company's treasury. By the aforementioned ship Middelwyk having been received by us your Right Honorable Most Respected Worships' esteemed letters of the 25th September of the past year, we shall, in humble reply to the same, now have the honor, upon the required information concerning the consignment of the small ship L'Harmonie with its cargo to the Chambers of the Meuse, to duly report to your Right Honorable Worships: That since the charter party drawn up on behalf of the Honorable Company with the owners of the private ships Les Deux Soeurs, L'Esperance de la Paix and the aforementioned small ship L'Harmonie among other things also happened to dictate that the government here would have the choice either to send those ships further to the Indies or back in return to the Netherlands; we therefore, after unloading the ships here, and after the same were loaded again with the Indian goods on hand, have taken the resolution to address, of the aforementioned three private ships, the ship L'Esperance de la Paix as the largest for the Chamber Amsterdam, Les Deux Soeurs for the Chamber Middelburg, as well as the small ship L'Harmonie as the smallest to the Chambers of the Meuse. Meanwhile, it has been made known to us by the aforementioned suppliers Hendrik Cloete and Johannes Nicolaas Colyn: that for several consecutive years, from the price currents of the sales held at the Honorable Company, they had noticed, among other things and not without their greatest astonishment, the widely differing prices for which their wines sent from here had been sold, without their being able directly to ascertain what that great difference in the prices of those wines ought to be attributed to, whereas they were nevertheless assured in their own minds, and also most solemnly assured, that they always delivered their best wines and, as much as possible, those of the same quality for shipment to the Honorable Company; that they had nevertheless learned from experience that the wines sent from here, upon arrival in the Netherlands, were stored there in the Honorable Company's wine cellars, where the casks in which those wines were drawn off locally were broached, and, having been topped up when found deficient, the wines thus remained lying until the day of the sale, at which time the casks were broached again in order to taste the wines from them; that they therefore believed to have found from this a well-founded reason whereby it may have happened that one cask differed so much in virtues and scent from the other, since experience both here and elsewhere had taught that most such fine wines must above all be preserved from the air, because they otherwise, if not entirely spoiled, nevertheless lose much of their scent and musk; that they therefore, both to preserve the good reputation of the Constantia wines that are so sought after everywhere, and principally to care for the interest of the Honorable Company and of themselves, which especially suffered not a little thereby, respectfully requested that all this might be brought to the attention of the Lords Majors, and therewith at the same time requested that henceforth all the Constantia wines delivered to the respective Chambers might remain lying without the casks being opened and topped up until the day of the sale, when they would be opened, the wines tasted, and thus offered for sale. To which the supplier Cloete added on his own behalf this request: that, in order to prevent as much as possible that during the transport of the Constantia wines from here any leakage be caused to the casks by any harmful insects or by other accident, it might be proposed that all the aams of Constantia wines sent from here to the Netherlands might be cased in boxes manufactured for that purpose and well nailed shut, to remain therein until the day of the sale of those wines. That both the petitioners at the same time also take the liberty on this occasion to make known that, whereas by a favorable resolution of the Most Honorable Lords Seventeen of the year 1764, there was granted to the suppliers of the Constantia wines 10 percent of whatever their wines should yield at sale above a capital advance, they had nevertheless now been deprived of this for a considerable consecutive time, since they had received the usual returns of the sale for only a portion of the wines sent from here since the year 1780; they therefore had to take the liberty to urge that the Lords Majors might be requested to make such arrangements according to which the returns of the successive sale of the Constantia wines at each of the respective Chambers in the Fatherland might be sent to the petitioners, and they, the petitioners, might thus enjoy the aforementioned very gracious resolution in their favor. The Dapperheyd, which departed from here for the Netherlands on 13 February last, having consigned to Your Right Honorable Excellencies our last respectful letter of the 12th of that month, we shall, in the hope that it has already been delivered to Your Right Honorable Excellencies prior to the receipt of this, take the liberty of referring to it, after having noted beforehand that the ship Resolutie mentioned therein set sail on the aforesaid 13 February for Batavia, where we hope and wish that this vessel may arrive safely and prosperously. Thus, the muster roll is transmitted herewith, together with that of the bearer of this, the return ship Meerenberg projected for Your Right Honorable Excellencies' Chamber; accompanied by a list of the persons who are departing from here with it, among whom is also the Second Naval Lieutenant Matthys van der Balk, who remained at this place in the past year from the return ship De Geregtigheid due to indisposition. After we had the honour of dispatching to your Right Honourable Lordships our humble letters of the 26 and 27 of said month by the ships de vlugge Trekvogel and Pollux, of which the former departed from here on the 28 and the latter on the 30 of March last, we subsequently had the opportunity on the said 30 of March per the aforementioned ship Pollux to send the accompanying copy of the letter of advice regarding the appearance, both at this Cape roadstead and near Robben Eyland, of the Company's outbound ships Barbesteyn and Sparenryk, to which we take the liberty of referring ourselves; having noted with respect to the said ship Sparenryk that the same arrived here in the roadstead from the said Robben Eyland on the 4 of this current month of April, bringing in 40 sick; while having sustained only 8 dead during the voyage, the aforementioned disabled consisted almost entirely of mild scorbutic cases, who consequently, through the daily enjoyment of good refreshments, are now already so far recovered that they may still proceed on their journey with the aforementioned vessel Sparenryk. Furthermore, on the dates cited in the margin, the following outbound ships of the Honourable Company have also arrived here safely, to wit: 17 April 1785: 't Meeuwtje, with [illegible] dead and [illegible] sick, which sailed from Texel on the 22 of December of last year; 17 April 1785: 'T Slot ter Hoge, with 5 dead and 25 sick, having departed from Vlissingen on the 28 of the said month of December. And since the ship de Paarl sailed some days before this vessel, and we have been informed by the officers of 'T Meeuwtje that they had spoken with the State's frigate of war the Phenix on the 26 of January, and the ship Abenhorn (which had sailed from Texel in company with the ship Enchuijsen on the 24 of December prior) on the 18 of February in good condition, those vessels are therefore also awaited with great longing. On the other hand, the unpleasant report has been brought to us by the aforementioned ship's officers of 't Meeuwtje that the Dutch private ship Nederlands vryheyd, chartered by the Honourable Company, has been wrecked on the English coast near North Foreland, and that little or nothing of the cargo of that vessel was saved, though all the crew were rescued. Meanwhile, on the dates noted alongside, the following return vessels of the Honourable Company have also appeared at this roadstead, to wit: 4 April: Hoorn, with 10 dead and 7 sick; 13 April: Straalen, with 3 dead and 5 sick, which, having steered this way from the Ganges on the 23 of January past, is found to be in all respects in good condition; though Hoorn has arrived here with a leak in the bow, which defect, however, being only above the waterline, has again been repaired. Per the ship Barbesteijn consigned to the Seventeen, whereby dutiful notice was also given, among other things, of the reasons for which it was decided to send the Dutch private ship de vreede back to the Netherlands, and with what goods that vessel was to be laden from here on its return, to which preliminary advice we took the liberty to refer respectfully in our aforementioned humble letter to your Right Honourable Lordships under your kind interpretation; we shall now have the honour, regarding the aforementioned ship de Vreede, dutifully to inform your Right Honourable Lordships further that this vessel, having since been made ready to undertake the return journey to the fatherland as of this date, has accordingly, following the preliminary advice, been laden from this place with: 57003 Pounds of Pepper from the remaining cargo of the hooker ship Catwyk aan Rhyn; 20 Leaguers of Cape wine; 6 Leaguers of White wine; 5 Leaguers of Cape Madeira wine; all more fully specified in the bill of lading and invoice drawn up for it and sent herewith. However much, pursuant to what was set down in our respectful letters of the 22 Febr: and 7 March ultimo, we had flattered ourselves that the return ships dispatched by Your Right Honorable Worships, the Harmonie and Overduyn, together with the ship Zeeduyn laden with goods and provisions for this government, would also have arrived safely here, we must, with respect to the said keels, inform Your Right Honorable Worships with sorrow that, notwithstanding the stiff south-easterly winds which were experienced in the month of February ultimo and even in the beginning of March last past, the aforementioned keels have nevertheless not appeared here with the same, nor been sighted anywhere along these coasts. Wherefore we should be exceedingly anxious for the said ships, were we not still left with the hope that, whether through misfortune of weather and wind or else the weak condition of their crew, they may have been compelled to put into the first harbor that lay within their reach, and thus have taken refuge, whether at Rio de la Goa or in the Bay of S:t Augustyn on Madagascar; wherefore we shall not fail to devise and put into operation the suitable means to track down the repeatedly mentioned ships and to render them all assistance. And since the Gentleman Extraordinary Councilor of the Indies and former Governor of this place, Mr. Joachim van Plettenberg, who was appointed by Your Right Honorable Worships as Admiral of this year's Return Fleet, could not make the voyage with the mentioned vessel Overduyn due to its remaining behind, His Honor was thus obliged to embark on the frigate yacht Rust belonging to this government, which, pursuant to the resolution adopted regarding it in the political council of the 25 Jan: ultimo, we were obliged to resolve to send to the Fatherland for rebuilding: as Your Right Honorable Worships may be pleased to inspect more fully from our humble letter addressed under the 9th of this month to the Lords Majors, a copy of which accompanies this, to which we therefore most respectfully refer ourselves. The said frigate yacht Rust subsequently departed from here for the Fatherland on the 10th of this month, together with the Batavian and Chinese return ships 't Loo, Rosenburg, Meerenberg, the Gouverneur Generaal, De Kerck, and De Draak, as well as the private ship Den Onzekeren chartered by the Honorable Company, under convoy of the State's frigate De Waakzaamheid returned from Ceylon, where we hope and wish that all those keels may arrive safely and prosperously. Since in the aforementioned letter sent to the highly esteemed Lords Masters and the appendices belonging thereto there are also detailed at length the reasons why it had to be resolved by us to send the ship 't Huys te Spyk—which arrived here from Ceylon in the year 1701 and in the meantime had also been employed for the transport of the French Regiment of Pondicherry to Mauritius—to Your Right Honorable Worships' Capital, we therefore take the liberty of requesting that we may also refer to the aforementioned letter in that regard.
