Right Honourable Sir Having yesterday received your Right Honourable letter containing the reasons for the dispatch of your Right Honourable with your warship under command, and in order to obtain from us the necessary reports concerning the National Squadron in the Indies under the Right Honourable Commander van Braam, to the end of being enabled thereby to join the same; we shall, in order to comply therewith as far as possible, have the honour to say: that although no writings in this regard have been delivered to us from the Most Honourable the Gentlemen of the High Indian Government, nor have any ministerial letters from elsewhere been received here, the undersigned Governor has nevertheless been informed by Isaac Thierens, skipper of the Company return ship Hoorn lying in the roads, that when he was obliged to anchor at the Noorder Eyland due to damage sustained to his rudder, the Company ship de Zeeuw, destined with a cargo of rice from Batavia for Ceylon, had also appeared there; and on that occasion he had learned from skipper Levien: that the aforementioned National Squadron, having safely returned to Batavia (which said skipper Thierens conjectured must have been in the latter part of the month of December of the past year), it was generally said there that the Squadron was due to sail for Ceylon in the middle of the month of February. When one adds to this: that Captain Verheul, who was dispatched with dispatches from the said Commander van Braam for the Noble Mighty Board of Admiralty in Amsterdam, left behind at his departure from here a letter addressed to the said Commander van Braam, expressly requesting that it might be sent thither with the first ship departing from here for Ceylon, and that one of the principal reasons for the dispatch of the aforementioned National Squadron has been to cause the establishments torn from the Honourable Company's possession to return quietly and peacefully into its power, since it is known what disputes arose between the French and English concerning the surrender of the so important Trincomalee, and finally that also according to the latest reports received here from Ceylon, a rupture with the Emperor of Kandy was already to take place, or at least was very much feared; We therefore deem that we must assume with the utmost certainty that the frequently mentioned Squadron will now be found at Ceylon. While with respect to the declaration sent hither by your Honour as well as given by the officers of the aforementioned hooker, we must note that the loss of two anchors in these roads cited therein did indeed take place, the vessel having otherwise been provided before this mishap with five good anchors and ropes. And the officers of the aforementioned hooker, pursuant to what was ordered them by your Honour, called in passing at the Island of Mauritius, and there duly delivered all the artillery and ammunition goods that had been furnished at that island to the Company armed ships the Ganges, Holland, and Voorberg, whereof the receipt granted to them on that account by the government there is transmitted herewith in authentic copy. While upon investigation made it has appeared to us no otherwise than that the ministers of the said French establishment dispatched the hooker expeditiously enough in conformity with your Honour's request, since it sailed again from there hither on the 4 December, just as we have also not been able to find upon examining the expense account that any needless expenditures were made there by the skipper Byndorp.

Furthermore, of the pepper that was unloaded from the frequently mentioned hooker, the following parcels were unloaded into the undermentioned ships, namely: Into the French private ship Les Six Freres, chartered by the Honorable Company: 26829 pounds. Into the Dutch private ships De Jonge Franc and De Vreede en Vryheyd, likewise laden at Batavia on its account, together: 35352. Into the Company return ship 'T Loo: 19713. Since the aforementioned four hulls, owing to the settling of the pepper likewise laden in them, had taken on considerable lists, which was duly remedied again by the aforesaid quantity dumped into them. While into the frigate yacht Rust, belonging to this government and destined for the fatherland for repairs, besides the 4650 lb cardamom sent hither per Catwyk aan Rhyn, the quantity of 342250 pounds of the aforesaid pepper was laden, the remaining 57003 pounds of the said cargo were sent to the fatherland with the Dutch private ship De Vreede. Whereas it was pleasing to us that the goods dispatched from here for Your Honor's government were generally delivered in good condition, we were displeased to see the poor condition of the sheepskins and drumheads found among them, and however much the strongest assurances have been given to us in this regard by the overseer of the Company's storehouses that they were all of the required qualities and packed into the crates as such, we shall not fail to issue strict orders that the dispatch of the aforesaid skins shall always take place in such a manner that one can be fully assured that no negligence whatsoever has occurred here in their preparation and packing; the discrepancy found, namely that of the goods that were loaded into the ship De Twee Gesusters for Your Honor's government, one crate with paper more as well as one ditto with merchandise less was delivered, is solely to be attributed to the fact that the aforesaid goods were actually transshipped from one vessel into the other, and this error was caused thereby. Meanwhile, it was utterly displeasing to us to learn of the bad conduct of the mates of the repeatedly mentioned hooker, whereby Your Honor was forced to make a complete reorganization among those officers; and we shall not fail to comply with Your Honor's recommendation made in favor of the chief mate Manus Smit. Having seen from Your Honor's aforementioned esteemed missive of 4 January, brought to us per the State's frigate De Waakzaamheyd, the safe arrival of the ship Stavenisse at the Colombo roadstead, as well as Your Honor's disposition concerning the mate Ditmar Smit who remained behind at Mauritius through no fault of his own, we further state in due reply to what was further cited therein that the packet addressed by Your Honor to the Lords Masters and handed over to the captain of the mentioned frigate had to be left in his charge due to the lack of an opportunity for its earlier dispatch; while we remain very grateful to Your Honor for the good delivery of the missive addressed to us by the governor and Council at Cochin. We further have the honor to communicate to Your Honor that on date the 16th of the repeatedly mentioned month of January, with the ship 'S Lam equipped by the Chamber of Zeeland, there arrived here the Knight d'Hugonet, appointed Colonel Commandant over the Legion de Luxembourg garrisoned at Your Honor's government, along with 1 lieutenant, 5 cadets, 3 sergeants, 1 surgeon, and 114 fusiliers, all recruits for the said Legion, which colonel came to make the following requests to us in his missive accompanying this in copy, namely: 1. That for the reasons alleged therein, he, the Colonel, with the aforesaid recruits he has with him, might be transported further from here to Ceylon on the mentioned ship 'T Lam. 2. That to the said recruits, officers as well as soldiers, their credited pay might be paid out. And thirdly, 3. To take back with him to Ceylon the dismissed officers of the aforesaid Legion, de Champenoy and de Rozieres, along with the volunteer La Brousse, likewise for the reasons adduced therein. Whereupon, after deliberation held hereon, on the second point of the requests made by the mentioned Colonel we decided to have paid to him from the Company's treasury here (as subsequently also occurred) the sum of one thousand eight hundred rix-dollars, to be distributed to the aforesaid recruits, officers as well as soldiers, pro rata of everyone's rank on account of their earned and credited pay. To the Honorable, Valiant Willem Jacob van de Graaf, Extraordinary Councillor of the Netherlands Indies, together with the Council there. Per the ship Huys-duijnen. Noble, Honorable, Valiant, Wise, Prudent, and very Discreet Sir and Friends, By the hooker ship Catwyk aan Rhijn, which arrived here in the roads from Ceylon on 13 January last, we duly received Your Honor's kind letter of 10 October of the past year, in reply to which we shall state: That the officers of the said hooker Catwyk aan Rhyn, having called at the Island of Mauritius in passing according to orders, duly delivered all the artillery and ammunition goods that were provided at the said island to the Honorable Company's armed ships the Ganges, Holland, and Voorberg, whereof the receipt granted to them on that account by the government there has been forwarded to the Government of Ceylon along with our letter of this date; while from the investigation made by us, it appeared that the officials of the said French establishment dispatched the hooker expeditiously enough in accordance with the request, since the vessel set sail from there heading here again on 4 December; likewise, upon examining the account of expenses, we could not find that any needless repairs were carried out there by skipper Byndorp. Furthermore, of the pepper unloaded from the frequently mentioned hooker, the following parcels were transferred into the ships to be named below, namely: Into the private French ship Les Six Freres, chartered by the Honorable Company: 26829 pounds. Into the Dutch private ships de Jonge Franc and Vreede en vryheijd, also loaded at Batavia for its account, together: 35352 pounds. Into the Honorable Company's return ship 'T Loo: 19713 pounds. Since the said four ships, due to the settling of the pepper loaded into them, had developed a considerable list, which was properly remedied by the aforementioned quantities poured into them. While into the frigate yacht Rust, belonging to this government and sent to the fatherland for repairs, in addition to the 4650 pounds of cardamom also sent here per Catwyk, the quantity of 342250 pounds of the aforementioned pepper was loaded, the remaining portion of that pepper amounting to 57003 pounds was sent to the Netherlands with the Dutch private ship de Vreede. Regarding the cargo delivered, which was brought over with the aforementioned hooker ship Catwyk aan Rhyn in the past year 1788, the Government of Ceylon having conferred with us, and which having been answered by us in the aforementioned missive directed to them today, we shall refer thereto, further informing Your Honors by this that on 16 January of this year, with the ship 'T Lam equipped by the Chamber of Zeeland, there arrived here Knight d'Hugonet, appointed Colonel Commandant over the Legion de Luxemburg stationed in garrison at Ceylon, together with 1 Lieutenant, 5 Cadets, 3 Sergeants, 1 Surgeon, and 114 fusiliers, all recruits for the said Legion, who are now transported thither with the bearer of this, the ship Huysduynen destined for Ceylon. And since a request was made by the aforementioned Colonel d'Hugonet to be allowed to take back with him to Ceylon the discharged officers of the said Legion, de Champenoy and de Rosieres, together with the volunteer La Brousse; and that subsequently not only similar requests to return were made by the discharged Captain de la Motte Bertin, who also served in the aforementioned Legion, as well as the Lieutenants Sissot and Jufflot; but that one of the Captains of the Corps de Waldener sent out for Batavia, named de Ballon, who had obtained his discharge on account of his indisposition, most urgently requested to be placed in the aforementioned Legion de Luxemburg, which requests were also strongly supported by Colonel d'Hugonet: We have therefore granted permission to the aforementioned six officers and the volunteer La Brousse to depart for Ceylon with the said Colonel d'Hugonet; of which disposition of ours, with the reasons thereof, ample report having been given to the Honorable Governor and Council at Colombo in our frequently mentioned missive of today's date, we shall likewise refer thereto. Honorable Sir and Friends, On the 13th of this month of April, the return ship Stralen dispatched by your Honor having safely arrived here at the Cape Roadstead, we thereby duly received your Honor's friendly letter of January 12th of this year. In reply, it serves to state that in accordance with your Honor's request, the Moorish sailors stationed on the aforesaid ship Stralen will be left on that vessel to sail across to Europe with it. Furthermore, we shall issue orders that those men be provided with the usual woolen ship's clothing for the voyage against the cold. Meanwhile, we have also received the forwarded invoice of account, by which this Cape government has been debited a sum of ƒ 3390:18:8 on account of the cost of the 640 pieces of salempores sent hither in the year 1781 aboard the ship De Dankbaarheid, which shall likewise be handled in accordance with the request. The bearer of this, the ship Huysduynen destined for the Ceylon government, presently lying ready to sail for that destination, we have availed ourselves of that opportunity to forward to your Honor via Ceylon, in fulfillment of your requisition made with the said ship Huysduynen: 33 lb fine garden seeds 43 lb coarse garden seeds 6 lb cauliflower seeds 16 lb sugar peas 8 lb curved variety as further appears from the enclosed bill of lading and invoice, which is accompanied by our requisition of needs for the forthcoming year 1786, the fulfillment of which we most kindly request. It serves further as friendly communication that the Extraordinary Councilor of the Indies and former Governor of this place, Mr. Joachim van Plettenberg—upon whom the post of Admiral and Commander of this year's return fleet was conferred by their High Excellencies, the Gentlemen of the High Indian Government—owing to the delay of the return ship Overduyn, which was designated by the said High Government as his Honor's transport vessel, was unable to make the voyage aboard it. Consequently, his Honor embarked on the frigate yacht Reest belonging to this government, which has been sent to the fatherland for rebuilding, and departed therewith on the 10th of this past month of April from here for the Netherlands. The last time we had the honor of writing to your Right Honorable Excellencies was on the 9 of the past month of April with the ship the Gouverneur Generaal de Klerk, which departed from here the following day. Referring with all respect to that letter, we shall take the liberty of informing your Right Honorable Excellencies herewith once again that on the 17 of the said month of April, the ship 't Slot ter Hoge, equipped by your Right Honorable Excellencies, arrived here safely and in good condition, with 5 deceased and 23 sick persons. Which vessel, after having received refreshments and all other necessities, having already been dispatched on the 7 of this month, set sail from here for Batavia on the [illegible] following. And as the captain of the aforementioned ship 't Slot ter Hoge, Jan Siereveld, requested of us by petition, accompanying this in copy, to be allowed to remain for some time at this place in order to recover his health, on account of his indisposition which had stayed with him almost the entire voyage since his arrival on board, and through which he had often found himself unable to carry out his duties; we, having noted his aforementioned debilitated state, verified both by the respective chief surgeons of the ship and of the Company's Hospital here, as well as by the chief officers of the aforementioned vessel in the attestations also accompanying this, were obliged to resolve to grant the request made by the said Captain Siereveld, and therefore reassigned the command of the mentioned ship 't Slot ter Hoge to the captain-lieutenant of that vessel, Lodewyk Elgenhuysen, he being a sober and experienced seaman, to whom the same could thus with peace of mind be entrusted. Your Right Honorable Excellencies' esteemed letters of 16 December of last year having been delivered to us with the aforementioned ship 't Slot ter Hoge, which served solely as the dispatch of that vessel and thus, with favorable interpretation, required no reply; we shall now let this serve to accompany the muster rolls as they are recorded on the annexed register of the pay bookkeeper, to which is also attached a list of the persons who are repatriating from here to the Fatherland with the bearer of this, the Ceylon return ship the Triton, mentioned in the heading. Aums of Red and _ of white Constantia wines from the supplier Hendrik Cloete _ Red and _ White Constantia wines delivered by Johannes Nicolaas Colyn While through the aforementioned suppliers Hendrik Cloete and Johannes Nicolaas Colijn it has been made known to us: how they, for several consecutive years, from the price lists of the sales held by the Honorable Company, among other things had noted, not without their greatest astonishment, the widely varying prices for which their goods sent from here were sold, without them being able directly to ascertain to what that great difference in the prices of those wines had to be attributed, though they were assured within themselves, and also most solemnly assured, that they always delivered their best wines, and as much as possible those of the same pressing, for shipment to the Honorable Company; that they, however, had learned from experience that the wines sent from here, upon receipt in the Netherlands, were stored there in the Honorable Company's wine cellars, where the casks in which those wines were drawn off locally were opened, and those found short being topped up, the wines subsequently remained lying until the day of sale, at which time the casks were opened again to have the wines tasted from them. That they therefore believed to have found from this a grounded cause through which it could have happened that one cask came to differ so much in quality and bouquet from the other, since experience both here and elsewhere had taught that most similar wines must especially be preserved from the air, because they otherwise, if not completely spoiled, nevertheless lose much of their bouquet and muscat flavor. That they, therefore, both to preserve the good reputation of the everywhere so sought-after Constantia wines, and principally to care for the interest of the Honorable Company and that of themselves, who especially suffered not a little thereby, most respectfully requested that this might be brought to the attention of the Lords Majors, and therewith also requested that henceforth all the Constantia wines that shall be brought to the respective Chambers may remain lying without the casks being opened and topped up until the day of the sale, at which time they would be opened, and the wines tasted, could thus be offered for sale: Whereunto the supplier Cloete added for himself this request: that, in order to prevent as much as possible that during the transport of the Constantia wines from here any harmful insects, or by any other mishap, leakage might be caused to the cooperage, it might be proposed that all the aums of Constantia wines which are sent from here to the Netherlands might be packed into crates made for that purpose and well nailed shut, to remain therein until the day of the sale of those wines. That they, the petitioners, both had to take the liberty on this occasion to make known that, whereas by a favorable resolution of the Right Honorable Lords Seventeen of the year 1764, there was granted to the suppliers of the Constantia wines 10 percent of whatever their wines should yield at sale above a principal advance; and they, however, had now remained deprived thereof for a considerable time consecutively, since they had received the usual proceeds of the sale for only a part of the wines that had been sent from here since the year 1780, they therefore had to take the liberty to insist that the Lords Majors might be requested to make such arrangements according to which the proceeds of the successive sale of the Constantia wines at each of the respective Chambers might be remitted to them, the petitioners, and they, the petitioners, might thus enjoy the aforesaid so gracious resolution in their favor. All of which requests, having accordingly been most respectfully submitted to the Right Honorable Lords Seventeen in our humble missive of 9 April last, we could not omit likewise dutifully to inform your Noble Grand Revere thereof by these presents. That they, having found at midnight that the water in the ship continually kept rising, consequently had to resolve to abandon the ship in the morning around 5 o'clock, and having thereupon launched the small boat and longboat, 87 people were saved thereby, without having been able to rescue the remaining 12, after the small boat and longboat were driven high and dry as well as smashed to pieces upon the beach.
