The secretarial papers along with the trade and pay books of this government are now sent over. Statement of the general charges incurred here during the most recent period, how much each item of charge amounts to, with the reasons thereof. 11943:2:—: The ordinary secretarial papers, together with the trade and pay books of this government for the past year, along with the report of the commissioners by whom the same books were examined, are now supplied from here to Your Right Nobly Grand Worships. Your Right Nobly Grand Worships will, if you please, be able to observe from them that the general charges incurred here during the aforesaid book year 1784, according to the items to be named hereafter for the past book year, have amounted to a sum of ƒ 1691507:8:8: as follows: Ship expenses amount this year to more than in the past year, arising from a surplus of 22 ships that have passed through here, and through the provisioning of the hooker ship Catwyk aan Rhyn for the transport of a part of the Regiment Luxemburg, as well as through the indispensably required equipment goods, timberwork, and for the rigging of the ship 'T Huys te Spyk used in order to make that vessel serve for the conveyance of the French auxiliary troops of the Regiment Pondicherry from here to Mauritius: ƒ 78155: 6: — The New Hospital, the construction of which currently stands at ƒ 372291:10:8:, was not burdened during this book year, because that which is charged to the amount of ƒ 23666:11:8:, pursuant to the Political Council's resolution dated 28 January 1785, has been transferred to train and war expenses, in consideration that the laborers and slaves employed on this institution, during this year, although not employed on the fortifications themselves, were nevertheless employed on various other necessary works, and that this house therefore cannot bear that charge. Train and war expenses are higher than in the preceding book year, both because of the increased transfer from the New Hospital and because of the increase in the service allowance, and finally the gratuity granted to the clerks on account of the severe dearness of provisions. could be sent off, and those which had been received here in Ao 1780 also not having been able to go far, one was consequently forced to purchase from private individuals teak wood to the amount of approximately 10000. That during the aforesaid war, this wood having been needed mostly for putting this place into a state of defense, it had to be employed for that purpose, so that the labor on the Company's buildings consequently had to come to a standstill, to such an extent that during that entire time up until now, no work could be done on the new hospital currently in hand, which otherwise would already have been completed by now, in the event that the timber requested from here could have been supplied in due time, so that this large and costly building, being about one third finished, if one were not properly supplied with timber and the same remaining in that state exposed to all the elements of the air, to the substantial detriment of the Honorable Company, would already be perishing before its complete completion. That this lack of teak wood had furthermore caused several works exposed to the air and belonging to the ordinary establishment of the Honorable Company to have to be manufactured from pine wood, which works would shortly perish again, since pine wood here is unable to resist the influence of the air, and one would thus be obliged to have the same works renewed again. That one having already been forced to request gun carriage timber from the fatherland in order to bring the mechanical part of the artillery here into proper order, the same had indeed, through the repairing and renewing of the old ones and the fitting of 40 pieces of new and half-worn gun carriages, been brought to such a state that two hundred and fifty serviceable gun carriages and naval carriages could be counted on the different batteries; yet that the same would within a short time require substantial repairs, for which, due to a lack of teak gun carriage cheeks, one would be unable to provide, over and above that there were no gun carriages in stock, which nevertheless in a place that must properly defend itself happened to be absolutely necessary. And finally, that in the past year 1784 a consignment of teak wood had indeed been brought here from Batavia by the ordinary vessels, but that the same, having consisted only of a small quantity, could consequently not go far. To which longstanding, great lack is now especially added that, through the non-arrival of the ship Zeeduyn, sent hither by Your Right Honorable Worships with goods and provisions for this government, one has not only until now again been deprived of the timber expected therewith, but also, however much the contrary is hoped, it is greatly to be feared whether that vessel might not have perished in the open sea, and on that account no reliance can be placed on the timber and other goods sent therewith; we therefore take the liberty most humbly to request Your Right Honorable Worships that you may be pleased to come to our aid in the present urgent embarrassment regarding the Indian timber in an efficacious manner, and that, considering the other Indian goods alongside the provisions which one is accustomed to requisition yearly from their Headquarters can likewise by no possibility be dispensed with, and it will thus not be feasible to have the same delivered to us by a single ship, it may please Your Right Honorable Worships to employ for this purpose at least two ships of the largest charter, in order that through a prompt relief of the repeatedly mentioned, so supremely necessary Indian timber, one may be enabled to finally complete the new hospital in hand, and thereby prevent the substantial detriment that the Honorable Company will otherwise inevitably suffer if this costly building should have to remain longer in that imperfect state in which it currently finds itself. This vessel, having departed from off Rammekens on the 12th of December of last year, lost its foremast and bowsprit in a heavy storm on the 3rd of January following at the latitude of Madeira. It was consequently forced, as we have already had the honor to advise, to remain at the island of St. Jago to repair these damages from the 30th of the said month of January until the 3rd of March following. tending to turn over to the commander Stuur, appointed by us by Council Resolution to command the ship Zeepaard, the said vessel with its appurtenances, and to have Swart transfer to the ship Paarl in order to sail on it out of service to Batavia, having been taken into consideration by us, we have found that the said conduct of Captain Swart falls into the terms of obstinacy and disobedience against our orders concerning the vessel Zeepaard, given so expressly and for the greatest service as well as for the interest of the company: in addition, the conduct of the aforementioned Swart in having a threatening statement signed by a part of the ship's crew is found to savor of the forging of a faction among the same, and thus to be of such an outlook, that we have had to consider means to prevent further consequences by appropriate measures. And it is accordingly that we have resolved to order you, as we order you hereby, to summon the aforementioned Captain Swart ashore to you; and on our behalf to keep him in close arrest by the officer on shore until the moment that the ship Paarl makes ready to depart; and then to have him transferred to that vessel under escort of the officer; but in case he, Swart, should also neglect to come ashore upon your summons, in such case we order you to inform us thereof as soon as possible. Furthermore, the Lieutenant of the same ship Zeepaard, Paulus van den Bogaard, as his conduct against our Commission in this case comes to require such, will have to pass into provisional close arrest on the vessel Huys te Spyk and be replaced on the Zeepaard by the Lieutenant of that keel: which exchange of Lieutenants shall also remain in effect in that manner from here to Batavia: but if any unwillingness should also be shown by the said Lieutenant van den Bogaard to obey this our order, you shall observe with respect to him the exact same measures as have been prescribed concerning Captain Hendrik Swart; furthermore, after this order has been executed, both with relation to Captain Swart and Lieutenant van den Bogaard, you, together with the Master of the Equippage van Gennep, will have to proceed on board the said ship Zeepaard, and have the signers of the said threatening statement, of which a copy accompanies this, come on deck, and ask the same whether they have indeed understood the contents of the statement signed by them, which runs so greatly contrary to their Oath and Duty; so that, if any among them should be found who stubbornly persist in refusing to sail on that ship without the command of Captain Swart, the military shall, until further orders, transfer such persons from that ship on board Huys te Spyk; but upon the showing of repentance, severely reprimand them about that behavior, and admonish them in the presence of the commander Stuur to their duty and obedience: nevertheless, the Boatswain Gerrit van Os and the Boatswain's Mate Hendrik Goggel will have to pass in irons to the Huys te Spyk, in order to be exchanged for those of the same ship. After all these proceedings, the written Commission of the Governor to deliver the said ship Zeepaard to the commander Stuur will have to be further executed by the Master of the Equippage and you. Complaints and accusations that occurred against the Captain on the ship 'T Zeepaard Hendrik Swart, the said Captain Swart being for those and the aside-mentioned reasons transferred to the ship de Paarl. principally consist. delivered; whereof consequently by our outgoing letter with the aforementioned ship the Vr: Wynand a Laberta to the Noble Lords Directors at the Chamber Enkhuysen, for whose service that vessel has returned, dutiful notice has been given. Now also being in a state of advancement for the journey, the bearers hereof, those outbound ships mentioned in the heading, de Paarl and het Zeepaard, which first-mentioned vessel, de Paarl, had to be provided here with a new foremast and bowsprit, and the ship 't Zeepaard having been mostly loaded with goods for this government, the unloading of which in False Bay, owing to the lack of the necessary vessels there, has come to require a very long time, as well as to provide the ship again, in place of the discharged cargo, with the necessary ballast stones, which in the cited False Bay are also very scarce and difficult to obtain; the aforementioned two ships de Paarl and 'T Zeepaard thus, notwithstanding all possible haste applied thereto, could not be dispatched sooner than on the date hereof. And we furthermore take the liberty to recommend to your Right Honorable Worships in favor of the hereinbefore mentioned master Christiaan Stuur that, since in the present case one has been compelled to remove the said master Stuur from his own vessel, 'T huys te spyk, and place him in command of the Zeepaard, in the certain expectation and confidence that through his conduct and ability he will be capable of restoring good order and tranquility on the ship; which change, however, could not have taken place without him having to suffer a very considerable disruption in his private affairs and domestic arrangements on board; that it may therefore please your Right Honorable Worships, in consideration thereof, to favorably regard the person of the said master Christiaan Stuur when an opportunity presents itself. In our respectful letter of 7 May last, having among other things dutifully given your Right Honorable Worships preliminary notice of our decision to employ the frigate de Meermin, belonging to this government, alongside the outward-bound ship 't Meeuwtje to search for the Company's overdue return ships, Overduyn and de Harmonie, as well as the victualing ship Zeeduyn; we shall now have the honor to bring further to the knowledge of your Right Honorable Worships concerning this matter that the said ships de Meermin and 't Meeuwtje, having since then been made ready for that expedition, departed from this roadstead on the 9th of the past month of June: the commanding captains Francois Duminy and Huybert den Breem having been ordered, by a written instruction handed to them, to sail from here directly to Rio de la Goa to search there first for the said missing hulls. That in case all three of the aforementioned missing ships should be found there, they shall immediately endeavor to rescue them from their distress and put them in a condition to come here; for which purpose, all the equipment goods that were loaded in the small ship 't Meeuwtje for Batavia have been left in it; while the crew of that small vessel has been increased to 95 hands, from which 50 to 60 hands can then conveniently be assigned to the ship or ships in need, and to that also a number of 15 to 20 hands from the crew of de Meermin can be added without weakening it too much, whereby one will then be fully capable of properly supplying the aforementioned ships with crew members, in which it is presumed their deficiency will principally consist. That in case it should unexpectedly happen that the missing ship or ships are not found in the Bay of St. Augustyn, the Meeuwtje in such case shall then as speedily as possible head toward the Cape, in order to bring report of what shall have been discovered at Rio de la Goa, and the Meermin shall have to depart from Fort Dauphin for the east coast of Madagascar in order, having provided itself there with the necessary rice for the slaves to be traded, to proceed onward to Mosambicque. That since it could also well be that one or two of the missing ships might be encountered at Rio de la Goa, but might happen to find themselves in such poor condition that, regardless of the assistance to be brought to them, they would be unable to put to sea, the same in such case will have to be placed in a condition to await with peace of mind the further required relief from here, and the Meermin and the Meeuwtje must proceed from Rio de la Goa to Fort Dauphin, to search for the missing ones there. That when one of the missing ships, having been found somewhere on the east coast of Madagascar by the Meermin, can be placed in a condition to cross over hither, the said frigate may then continue the voyage to Mosambicque, but in the contrary case, to wit, that the found ship could not put to sea again, the Meermin, after having furnished that vessel with everything necessary to await further relief from here, will then have to return hither, to inform us of its discovery. That considering the dispatch of the aforementioned ships the Meermin and the Meeuwtje is of such a nature that at the same time three ships, and that in different places, must be sought, it is moreover uncertain in what condition they happen to find themselves, and thus matters could arise which one has not been able to foresee here and therefore could also not be prescribed to the officers of the aforesaid two ships how to conduct themselves in such cases, the said officers are therefore recommended, upon encountering circumstances of which no special mention could be made in their aforesaid instruction, to act according to the circumstances of the case, in such manner as they shall judge to be most to the service of the Honorable Company and the preservation of the missing ships, which, as well as all other matters of importance, must then be dealt with in a broad council, for which the persons who will have to compose that council from both ships have been expressly appointed by us in the instruction. That furthermore it must always be kept in view that the principal object of this dispatch is the seeking out and bringing of assistance to the frequently mentioned missing ships, and the slave trade to be conducted with the Meermin may take place only in so far as the same, as has been said here before, can occur without bringing any hindrance or detriment to the principal aim. And whereas through the remaining behind of the aforesaid victualing ship Zeeduyn one has fallen here among other things also into great embarrassment regarding the so highly needed rice, and thus none of it could be given along to the frigate the Meermin for the service of the slaves to be traded, the captain of the same frigate Francois du Minij is authorized, upon meeting the said ship Zeeduyn, to take in as much of the rice laden therein for this government as he shall need for the aforesaid slaves to be bartered, as well as in case the aforesaid Captain du Miny should also come to require any pepper for the slave trade, to then take a quantity of 12 to 1500 pounds thereof from the ships d' Harmonie and Overduyn, for the delivery of both of which the order for the officers of the aforementioned three ships has been incorporated in the instruction. Reasons why it was deemed of the utmost importance to station military detachments in the aforementioned adjacent bays, and to that end to increase the garrison here by another 200 soldiers. ...maps of the Indian Seas and Coasts have generally become very renowned, but likely, through other enterprises in India, will also not be unknown there. Although already for many years stones marked with the Company's crest have been erected in the extent of the nearby Mosselbaai, as well as in the bay of Algoa situated another 40 miles further eastward, as a sign of our possession there; and although one did not neglect to observe the same during the recently conducted survey of the intermediate Plettenbergsbaai, known on the old maps by the name of Bay Conten; we have nevertheless deemed it of the very utmost importance, especially in the present juncture of times, to station sufficient military detachments in the aforementioned Mosselbaai, Plettenbergsbaai, and Algoa Bay, and to that end have had to take the resolution to increase the garrison here by another one hundred soldiers, and therewith to make a beginning with the retention of the military personnel who have been among the convalescents here, by which resolution taken by us we hope and trust to receive the honored approval of the High Governing Lords Masters and of Your Right Honorable Nobles. After our respectful letter of the 19th of this month had been signed and concluded, in which we dutifully reported what arrangements we had to proceed to regarding Captain Hendrik Swart, who commanded the ship 'T Zeepaard, for the reasons appended thereto; it having been reported to us by the Captain and Master Attendant Justinus van Gennep and the Junior Merchant and Postholder in False Bay Christoffel Brand, who were commissioned according to the order of the Honorable Company to transfer that vessel with its appurtenances and dependencies to the commander Christiaan Stuur, and to have the aforementioned Swart transfer to the ship De Paarl: That they, the commissioners, in pursuance of what was demanded of them, having summoned the aforementioned Captain of 'T Zeepaard, Hendrik Swart, to come ashore on the 16th of this month, had laid open to him the contents of the aforementioned commission and gave him a reading thereof, with the notification that according to the order contained therein, it was to be executed the following day, and pursuant thereto the command of 'T Zeepaard was to be conferred upon the commander Christiaan Stuur, and that he, Captain Swart, could therefore consider himself retired from that time; which was, however, answered by him saying that he would nevertheless be present at the execution of the aforementioned commission. That they, the commissioners, having proceeded the following day aboard the ship 'T Zeepaard, had read the commission to both the officers and the entire crew of that vessel, and at the same time communicated that they, the commissioners, had come aboard expressly in order, pursuant to the contents of the commission, to hand over the command to the commander Christiaan Stuur, who was already present there as well, and to introduce him as such, with earnest recommendation in the name and on behalf of the undersigned Governor to acknowledge, respect, and obey the aforementioned commander Stuur in the command conferred upon him. That Captain Hendrik Swart, who had kept himself retired until then, nevertheless appeared contrary to the so clear announcement made to him, and had substantially called out to the crew: "Men, have I ever mistreated you? Have I not given you everything that is due to you? And do you know anything further to say against me?" To which questions the crew had answered with a confused shouting, "No!"; on top of which the other petty officers, among whom principally the Boatswain and the Boatswain's Mate, and the common crew had called out: "We will not sail without our Captain!" That they, the commissioners, in order to get away from this confused shouting and yelling, proceeded into the Captain's cabin, and having summoned there to them the Captain-Lieutenant, the First Lieutenant, together with the two Second Lieutenants of the ship 'T Zeepaard, had put to those officers and firmly asked whether they were inclined and prepared to acknowledge the commander Christiaan Stuur, who was now placed in command of the ship, and to show him the respect due; to which it was answered by the aforementioned officers that they would and must comply with the orders of the Honorable Governor and Council, though with regret.

that the commissioners had thereupon also summoned before them the principal petty officers, among whom especially the boatswain, the gunner, and the boatswain's mate, and had put the same questions to them as to whether they were inclined and prepared to obey the orders of the commander and mate placed in command, which had been answered in the negative by the said petty officers, who requested to be allowed to leave the ship along with their captain; that subsequently the boatswain had handed to the commissioners a paper signed first by himself and afterwards by all the other petty officers and some of the common crew, adding that the intention of the ship's company could be seen from that paper; that after all this had concluded, the lieutenant of the ship 'T Zeepaard, Paulus van den Bogaard, had approached the commissioners with an outspoken and brusque manner, which nevertheless seemed to stem from a slight drunkenness, asking whether the captain-lieutenant of the ship was not deemed competent enough to hold the command of the ship instead of the commander and mate placed thereon, who was lower in rank; further adding that he, Lieutenant van den Bogaard, could not remain an officer since no regard was paid to the declarations that he, as well as the other officers of the ship, had given upon requisition and to the benefit of the captain, and that they must surely be regarded as perjurers, in addition to several other expressions, the literal contents of which had already escaped the memory of the commissioners. Which report was accompanied by the declaration mentioned therein, having been signed by the boatswain, the boatswain's mate, most of the other petty officers, and some common sailors, totaling 49 persons (though for the greatest part with a cross-mark). We have considered that report and the declaration, together with the letter written to us therewith by the aforementioned Swart, in a meeting on the 17th of this month, and found the conduct of the said Swart to be entirely contrary to the obedience that he owed to our established order. And furthermore, that calling out to the ship's company in order to have his conduct, as it were, justified by them according to the tenor of the report, as well as causing a declaration to be signed by a portion of the crew, were matters that not only showed the excesses to which he was inclined to carry the ship's company, but that thereby a principle of mutiny had in fact been instilled in them. This was done not only, very presumably with the preceding preparation of their minds to that end, by calling out during the execution of the commission upon that inquiry whether they had anything to bring against him, the captain, but also subsequently by causing the declaration itself to be signed, as if putting into the mouth of the ship's company that they would not sail with the ship without the command of him, Swart; and by which deliberate means he, Swart, had thus sought to forge an opposing faction among the crew. Just as the above-mentioned letter addressed to this government must also be regarded as a further consequence of the passion to which he had surrendered himself, containing a brusque reproach as if he had already been condemned without being heard; whereas the measures taken and still being taken by the undersigned demonstrate precisely the contrary. For on the one hand, in order to avoid a premature trial of the said Swart owing to the lack of much necessary information concerning the accusations brought against him, the gathering of which would inevitably require the Honorable Company's vessel to be detained here for a considerable time; and on the other hand, in view of the consequences to be feared from the conduct of him, Swart, on a vessel where, so far as the collected information indicates, he had committed the most improper excesses in punishing, we have merely, with the least detriment to justice and in order to restore good order, transferred him from service onto the ship De Paarl. By all of which we have found ourselves compelled to take, with the greatest speed, such suitable measures as might serve to prevent the further dreaded consequences that could arise from such deliberate conduct to the detriment of the Company. And in accordance therewith, the post-holder in Bay F was immediately written to and ordered to summon the aforesaid Captain Swart before him, and on our behalf to hold him under the officer of the detachment of military personnel there in close arrest until the moment that the ship De Paarl prepares to depart; and then to have him transferred under the escort of the officer onto that vessel in order to sail with it, out of service, in accordance with our resolution of the 13th of this month. to cause the signatories of the declaration drawn up in threatening terms to appear on deck, as well as to interrogate them as to whether they had properly understood the contents of the said declaration signed by them; in order that, if any among them should be found who stubbornly persisted in refusing to sail with that ship without the command of Captain Swart, to cause such persons to be likewise transported, by the militia present in False Bay, on board the Huys te Spyk until further orders; but that, upon showing repentance, all of them should be very seriously reprimanded over that conduct and, in the presence of Commander Stuur, admonished to their duty and obedience. Which having all been executed in such manner with fortunate success by the aforesaid commissioners in False Bay, the transfer of Captain Hendrik Swart to the ship De Paarl was accordingly effected, as well as that of Lieutenant Paulus van den Bogaard, the boatswain Gerrit van Os, and the boatswain's mate Hendrik Goggel to the Huys te Spyk; and, on the other hand, Commander Christiaan Stuur, together with the lieutenant of the ship 't Huys te Spyk, Jan Hendrik Dekkerik, along with another boatswain and boatswain's mate, were placed upon the aforementioned ship 't Zeepaard. On that occasion, it was also affirmed to the commissioners by the other petty officers and the common ship's company who, apart from the said Boatswain Van Os and Boatswain's Mate Goggel, had signed the aforementioned declaration, pursuant to their verbal report, that when the said declaration was presented to them for signature, nothing else was read out to them from it than the testimony concerning the conduct of Captain Swart, and that they, therefore, so far as this matter was concerned, could not have refused their signature, but that they had been kept unaware regarding the further addition of not wishing to sail with the ship except under the command of Captain Swart, which they affirmed they had never intended, much less to have signed for that purpose; so that an offense had been unwittingly committed by them. Whereupon the said signatories, after having been sharply reprimanded for this offense committed by them by the aforementioned commissioners pursuant to our order, under the promise of all further due obedience in the future and peaceful conduct, were retained in their respective posts on the oft-mentioned ship 't Zeepaard; so that it is now trusted that peace and good order on that ship will once again be fully restored; and we therefore hope that all our planned arrangements cited hereinbefore may receive Your Right Honorable Great Respectable Esteemed Approbation; whilst for Your Most Esteemed's further elucidation we offer the written report of the aforementioned commissioners, together with Christoffel Brand the signed declaration of the deck officers and common crew, as well as the letter from the oft-mentioned Captain Swart, which papers, serving as a supplement to the documents already sent with our aforementioned respectful letter of the 19th, are now forwarded in original with the ship De Paarl, as well as copies thereof with the Zeepaard alongside this; and to which we therefore likewise respectfully refer.
