Enclosed herewith are sent to you the notices specified below, namely: Two copies by which every one of the inhabitants with whom any person left behind from foreign ships comes to reside is ordered to report such within a specified time; while all foreigners without distinction are henceforth prohibited from traveling from the Cape inland without the special consent of the Honorable Lord Governor. And Two copies of the amplified and newly promulgated edict against the counterfeiting and forging of the paper money and other coin circulating here, and Six copies being a renewal of the publication last issued under date of 10 June 178[illegible] by which the farmers are summoned to pay their arrears in recognition money on their loan places; concerning which you in particular are instructed to ensure that this order is complied with. In the political council meeting of the 19th of this month, a resolution having been taken to place Daniel Haas as commanding officer on the hooker ship Katwyk aan Rhyn lying over there, in order to bring that vessel over to this place; the said commanding officer Haas must therefore be introduced by you in my name to the crew in command on that vessel. Patria. Middelburg To the Noble Directors of the General Netherlands Chartered East India Company at the Zeeland Chamber By the Prussian private ship Les Quatre Frères Noble, Honorable, highly Esteemed, very Wise, Prudent, and most Generous Lords, Commanding Lords. Having had the honor, by the return ship Triton, which departed from here for the Netherlands on the 16th of May of this year, to address to your Nobles and high Mightinesses our recent respectful letter of the 12th of the same month preceding, we shall, in the hope of its safe delivery prior to the presentation of this letter, take the liberty to refer to its contents, and now dutifully inform your Nobles and high Mightinesses once again that since then, on the 27th of the aforesaid month of May, the ship De Paarl, equipped by your Nobles and high Mightinesses, arrived safely with [illegible] deceased and 7 disabled persons; which vessel, having lost its foremast and bowsprit in a heavy storm after its departure from the Netherlands, was for those reasons compelled on the 30th of January to call at the island of São Tiago, where it obtained the necessary assistance of two other spars from the State frigate Phoenix, which was also lying at the said island, and after having been repaired from the damage sustained, set sail from there toward this place on the 3rd of March; and the aforesaid ship De Paarl having had to be provided here with a new foremast and bowsprit, which consumed a considerable amount of time, that vessel, notwithstanding all possible speed employed thereto, could therefore not be brought into a condition for departure any earlier than on the 19th of the past month of July, and subsequently resumed its voyage to Batavia on the 25th of the same month. Furthermore, there was delivered to us by the aforesaid ship De Paarl your Nobles and high Mightinesses' honored missive of the 6th of December of last year; in reply to which we express our most humble thanks to your Nobles and high Mightinesses for the information provided concerning the wreck of the ship Breslau, and the packet received along with it for the government of Ceylon has been forwarded thither with the outbound ship Sparenrijk, which was lying ready to sail at that time. And we further take the liberty to enclose herewith to your Nobles and high Mightinesses the duplicate muster roll of the aforementioned ship Sparenrijk, together with the copies of the declarations granted by the officers of the aforementioned ship De Paarl regarding the cleaning and maintenance of that keel; referring ourselves to all of which, after having commended your Nobles and high Mightinesses' esteemed persons Patria. Whereas by our recent humble letter of the 26th of May of this year, which was dispatched with the Dutch private ship De Vrouwe Wynanda Luberta that departed from False Bay on the 7th of June following, we dutifully brought to the knowledge of your Nobles and high Mightinesses the safe arrival in False Bay of your Chamber's ship 't Zeepaard, we shall now, with regard to that keel, have the honor to further inform your Nobles and high Mightinesses that since the said ship 't Zeepaard was laden mostly for this government, the unloading of which in False Bay, due to the lack of the necessary craft there, required a very considerable amount of time, as well as to provide the ship again with the necessary ballast stones in place of the discharged cargo, which in the cited False Bay are likewise very scarce and difficult to obtain; the aforesaid ship 't Zeepaard, notwithstanding all possible speed employed thereto, could therefore not be brought back into a condition for departure any earlier than on the 19th of the past month of July, and thereupon resumed its voyage to Batavia on the 28th of the same month; whither the outbound ship Java, which had arrived previously, had already departed on the 31st of the aforesaid month of May, while the ship Sparenrijk had sailed on to Ceylon on the 29th preceding. against the commander on that vessel, Cap:n Hendrik Swart, concerning his conducted behavior and mistreatment of the common ship's crew, whereon the necessary inquiries were immediately made in that regard, and to that end the required statements were gathered from some of the crew members stationed on the aforementioned ship 't Zeepaard, from which investigations it then appeared that the accusations against Captain Swart principally consisted in this: that he had not only in general practiced a very far-reaching severity in the punishing of the crew, but especially and that which principally fell to his charge, that he, the Captain, on his own private account, had subjected a certain sailor stationed on the ship named Marten Axel to such a manner of severe and exorbitant punishment that this sailor came to pass away a few days thereafter; so we observed that it was not feasible to conclude these matters charged against the said Capt. Swart through formal procedures of the Council of Justice of this place without having to detain the aforementioned ship 't Zeepaard here for a considerable time to that end, and therefore deemed it most advisable and consequently in the best service of the Honorable Company had to decide, for the preservation of good order and peace on the aforementioned ship 't Zeepaard, to transfer the aforesaid Cap:n H: Swart from the same to the ship de Paarl, in order to cross over to Batavia therewith out of service, and to entrust the command on the frequently mentioned ship 't Zeepaard again to the Captn. Lieut: and commander of the ship 't huys te spyk, Christiaan Stuur, as being known for a capable and experienced seaman, to whom the frequently mentioned ship 't Zeepaard with its appurtenances and dependencies was then also handed over by special commissioners according to the orders of the Honorable Company; which arrangements we hope that your Honors will be pleased to approve for the reasons thereof. Of which case, with all that further happened concerning it, ample and detailed report was given in our humble letter of this date to the High Honorable Gentlemen Seventeen with the transmission of the relevant documents and further papers thereto, we shall, in order to avoid repetitions in this matter, with your Honors' favorable construction, take the liberty to refer thereto. — The bearer of this, the Prussian private ship les quatre Freres mentioned at the top, laden at Batavia for the account of the Honorable Company and destined for your Honors' Chamber, now being about to depart for the Netherlands, there are crossing over with that vessel from this government to that destination: The saved skipper, chief mate, and second mate of the wrecked China return ship Brederode, Godlieb Mulder, Ary Simonse Koek, and Hendrik Anthony Stoete; to whom, upon the declaration of the Fiscal pro interim that no action could be instituted against them for any misconduct or dereliction of duty regarding the wreck of the aforesaid ship Brederode, we have therefore permitted to depart for Europe on the aforementioned ship les quatre Freres, with stoppage of wages. — There being given from the Company's treasury here to the said three officers, upon their request and in consideration of the indigent condition in which they find themselves, to defray the expenses for the journey, a sum of Ryxd:s 40 each. The naval lieutenant of the hooker ship Catwyk aan Rhyn, Watse Sibius van Andringa, also with stoppage of wages, together with his wife married here, Geertruyda Margaretha Westpalm; as well as a little son of the burgher of this place Engelbertus Felix, named Abraham Jacobus Felix; by which persons the passage and board money has been paid to the skipper of this vessel, Samuel Nuske. The Noble Lord Governor having pleased to propose today in our meeting how, on the occasion that His Honour was recently at Stellenbosch to attend the customary Burgher Exercise, in which he testified to have taken special pleasure, it was made known by the Captain of the Infantry Daniel Jacobus de Kock and the other officers of that corps that most of the privates of the same as well as they, the officers, have a greater inclination to perform the exercise on horseback than on foot, since, moreover, each of them found himself obliged to keep a riding horse ready in order to be able to proceed towards the Cape with the utmost speed upon a general summons; they, the Captain and further officers, therefore requested that the Company of Infantry might be converted into a Company of Cavalry; and that His Honour, having taken the opinion hereon of the officers and members of the Council of War who were present there, they had testified that this could take place in a very convenient manner, the more so because, since the cavalry mostly comes to do the exercise on foot, those of the infantry who might be entirely unable to provide themselves with the necessary riding horses could nevertheless appear present to perform the exercise on foot at the customary time; which change, being judged to serve to the better utility and service of the said Company in case of defense of this place, we have thought fit to grant the aforesaid request, and therefore to convert the said Company of Infantry into a fifth Company of Cavalry of Stellenbosch and Drakensteyn, as which the same shall then also henceforth have to be regarded and perform the service. wherein a detailed report was made of the course of action taken here concerning and the other gentlemen besides the mentioned persons, who were on the ship the, being the Lieutenant van den Bogaard, together with the Boatswain and the Boatswain's Mate, subsequently placed upon the Huys te Spijk, which, however, by reason of the heavy defects found upon her at sea, had to return to this roadstead. After the same vessel the Huys te Spik, in accordance with what was advised in our humble letter of 7 May last, had transported the goods and provisions from here to False Bay for the use of the Company's ships arriving there, she put out to sea from there on the 12th of the recently past month of August, bound for the Indian capital, being laden with: 100 leaguers of Cape wines of various sorts 4 half-aums of tarragon vinegar 397½ pounds of elephant tusks, 1st sort 196½ pounds of elephant tusks, 2nd sort 135½ pounds of elephant tusks, 3rd sort Then, after a few days of progress, the ship's officers, perceiving the condition of that ship to be so dangerous due to the defects that revealed themselves at that time, that it was feared the ship must break in two in an oncoming storm, found themselves compelled, in order not to get out of the position of being able to reach one of the Company's harbors, to decide on the 20th of the same month of August to turn back hither, just as that vessel also safely entered this roadstead on the 6th of the last-passed month of September. From all of which it appeared most clearly that in the report or the shipboard Resolution of the officers of the aforementioned ship 'T huys te spyk, the condition and the defects of that ship were not exaggerated therein, since the principal of these were not even known to them at that time. That regarding the second point, the aforementioned defects were of such a nature that, had the vessel—as frequently happens when passing the south—been overtaken by a heavy storm accompanied by high seas, it would probably have run into great peril, and it was much to be feared that the ship would have had to burst apart, and consequently sink, whereby the officers were forced, for the preservation of ship and souls, to seek out the first and best harbor, in order to escape the aforementioned threatened disaster. That regarding the third point, similar defects usually reveal themselves very suddenly and all at once on old, worn-out, and weak ships, like Thuys te spyk, especially when falling into heavy or high seas; to which was added that the upper part of that ship had been remarkably stiffened by the rebuilding done to it at Mauritius, and the lower part, since nothing was detected on it, having remained in its former state, it seemed that these two parts, during the heavy motion that the ship made, tended to separate from each other, because the bolts driven through the knees, shedding rust due to water leakage, had thus gained play; which defect, not having revealed itself before the ship fell into heavy motion, would thus notoriously, in proportion to those more violent movements, also have increased and worsened daily. All of which could not well have been traced and detected during previous inspections of the aforementioned ship Thuys te spik, yet upon encountering bad weather and high seas, it was always to be feared that the reported defects on the frequently mentioned ship 'T huys te spyk could not only by no means be repaired at this government in such a manner that the ship could resume its voyage with peace of mind, but that the commissioners dared to add hereto with all certainty that the same, both in the Indies and in Europe, could no longer be rebuilt. Consequently, from the irreparable condition of the aforementioned vessel, it was decided to lay it up and break it up, and its cargo was transshipped into the ship de geregtigheyd, while the reports relating to this matter accompany this in copy. As it appears from the judicial documents sent by the authorities to the fatherland concerning Lieutenant Caroes, we were necessarily forced to decide to lay the same up and have it broken up, and also deemed it best to subsequently employ the still serviceable timber for some necessities, both on the batteries and otherwise, for the benefit of the Honorable Company, and the unserviceable timber for firewood for the Country's boats and the naval shipyard. Therefore, the aforementioned goods loaded in that vessel for Batavia have been unloaded again and subsequently, according to the contents of the invoice and bill of lading sent separately herewith, transferred into the ship de geregtigheyd mentioned in the heading; while we take the liberty, with respect to the mentioned keel Thuys te spyk, to refer respectfully further to the reports of the skipper Christiaan van veerden and other officers, as well as of the Master of Equipage and delegated seamen dated 8 January of the current year, already sent along with our previous copies of the latest date; and likewise to the above-mentioned report of the commander Andries Christiaan Stuur, the Resolution of the ship's council of the frequently mentioned ship 'T huys te spyk, and the further report of the frequently mentioned Master of Equipage and other commissioners, accompanying in copy these humble letters of 20 April last concerning this matter. However, since this separation could not take place without causing great hindrance to the treatment of the sick from the ships, if the same surgeons should also be required to attend the segregated patients of the garrison, besides that at least two surgeons were most necessarily required for the respective military garrisons in the widely remote eastern bays, we have thought fit to appoint and take into service, for that purpose, as surgeon-major of the garrison the doctor of medicine Hendrik Le Sueur, at a wage of ƒ60 a month, and moreover to add to the said garrison, and thus to the department of the said surgeon-major to assist at the aforementioned military garrisons, two under-surgeons. On the 10th of the recently past month, the chartered Dutch private ship Dordrecht arrived here in the roads, and on the 17th following, the likewise chartered private Dutch return ship De Eensgesindheid, by both of which we have had the honor to receive your Noble Great Reverences' esteemed letters dated 24 July of this year. Being informed thereby of your Noble Great Reverences' disposition to dispatch hither the likewise chartered private ship Eyk en Woude, laden with necessities for this Government, so that it may also serve for the transport of Cape return cargo to the Netherlands, we find ourselves, however much prepared to answer to your Noble Great Reverences' intended favorable objective for the Honorable Company, placed in considerable embarrassment hereby, because wheat, which should have constituted the principal part of the cargo, now however, although at the beginning of the favorable early season one thought one might flatter oneself with an ample grain harvest, due to continuous drought and the destruction by the caterpillars following thereupon, the hope regarding that grain crop has disappeared to such an extent that in some places scarcely the necessary bread and seed seem to be expected for the farmer himself. In which respect we shall find ourselves in the unpleasant situation of being unable to satisfy the demands for India's capital and Ceylon, having learned with heartfelt regret to what high price bread has risen in Batavia. We dare assure your Noble Great Reverences that all possible precautions will be taken to dispatch at the next opportunity, however little it may be, for the service of the main office, such wheat or flour as can with any possibility be spared, and that measures will also be taken upon its appearance here to promote its further voyage to Europe to the least disadvantage of the Honorable Company, and to load the same for that purpose with all that can be brought together from here for return cargo, in order to procure a return lading for the aforementioned ship Eyk en Woude. The Swedish private ship La Bonne Resolution appeared in these roads on 22 October last, having suffered a heavy leak on the voyage hither from Batavia, and according to the statement of the skipper Andries Lundgren, having suffered damage to the laden saltpeter, sapanwood, and coffee, the said skipper is about to discharge that vessel here to make the necessary repairs.

On the 16th of the aforementioned last elapsed month of October, the Company's ship Alblasserdam also appeared here, which departed from Vlissingen on the 13th of June of this year. Colombo: By the chartered private ship the Factor To the Noble Lord Willem Jacob van de Graaf Extraordinary Councilor of Netherlands India as well as Governor and Director of the Island of Ceylon, with its dependencies, together with the Council there. Noble, honorable, valiant, wise, prudent, very discreet Lord and friends. Our last addressed to Your Honor was dated 26 May of this year and departed with the ship Sparenryk which left here on the 29th of that month, the duplicate of which is attached hereto, to which we refer. Having since learned of the death of the Noble Lord Governor Iman Willem Falk (may he rest in peace), whereby the Noble Lord van de Graaf has been placed at the head of the Government there, we cannot refrain from congratulating His Honor wholeheartedly on this, and praying to Heaven for all salvation and prosperity in the performance of that eminent and important post for the interests of the Honorable Company in those quarters: Among the private ships chartered on behalf of the Company and currently destined for the Indies that have already appeared here, there happen to be three named Josephus de tweede, Rhynoord, and the Factor, whose charter-parties stipulate that, in case of a lack of return cargoes at this place, they are to be sent onward to Batavia or Ceylon, according to which we are ordered to act; while the lay days for the same have also been expressly stipulated for that purpose. It has been impossible for us to employ any of them from here for a return cargo, because besides the fact that all the goods discharged from the Company's return ships and present here on hand have already been sent to the Fatherland, and the Company's stock of wheat, which article must constitute the principal part of a cargo from here to thither, will hardly last until the forthcoming grain harvest, moreover the outlook regarding that harvest causes us to fear a distressing scarcity at this place itself. Furthermore, Their High Nobilities the High Indian Government have been pleased to write to us that, because of the multitude of chartered ships lying at Batavia and the lack of sufficient return cargoes for loading them, they will dispatch the ship Eyk en woud from there hither with necessities for this government, in order to be sent on immediately after discharging here with a cargo for the Fatherland, which arrangement already places us in great perplexity to fulfill the intended purpose thereof. So that on that account we are apprehensive that letting all three of the said ships depart thither, along with the other chartered private vessels destined for the Indian capital, both those already passed through and those still present, would cause some inconvenience to Their High Nobilities regarding the interests of the Honorable Company. But on the other hand also being in uncertainty whether sufficient return cargo would be found on hand for the same three vessels in Ceylon upon this unforeseen and late appearance. We have deemed it best to cause only the ship the Factor to proceed to Your Honor's government for that purpose, as it carries the fewest lasts of the three, and is thereby most capable of making head for that island in time, and also of returning from there with a cargo before the end of the monsoon: The cash along with the further goods laden in the same for Batavia having therefore been transferred here into the ship Josephus de tweede. And on the other hand, laden into that vessel against Your Honor's forthcoming expected requisition: 8486 lb Cape butter 10 leggers ordinary Cape wine 3 half aams cauliflower 3 half aams sauerkraut 3 half aams cabbage 3 half aams red cabbage as appears in more detail from the accompanying invoice. We hope to succeed happily with this arrangement; and we attach hereto the charter-parties of that vessel, having been instructed by the Most Noble and Highly Honorable Gentlemen Directors of the Chamber of Zeeland by letter dated 12 May of this year that Your Honor will require an exact statement of the wages and emoluments enjoyed by the former Major van Stettenhoffen from the day of his appointment until the time of his departure, together with and in addition to what was advanced for his voyage to Ceylon; and concerning which we find ourselves instructed to inform Your Honor, we have, in answer to that request, caused a memorandum concerning this to be drawn up and annexed hereto. The Company ship De Geregtigheijd having departed from here on the 14th of this month, with which we consigned to Your Right Honorable and Highly Esteemed Sirs our humble letters of the 12th of the same month preceding, we hope that through the prosperous and speedy sailing of that vessel, the same may have safely come to the hands of Your Excellencies. In order to comply with that which we stated in our aforementioned respectful letters concerning the dispatch of as much wheat or flour for the capital as could be spared, having applied our utmost diligence, yet the stock in the Company grain storehouse being scarcely sufficient to last until the upcoming grain harvest and thus unable to provide anything, we were obliged to purchase for that purpose from private individuals 20000 lb of fine sifted flour at 2 s: per lb, which quantity goes out in 100 sacks with the aforementioned ship Ystroom according to the bill of lading and invoice accompanying this. The outbound vessels mentioned in the heading of this letter, the ships Alblasserdam and Ystroom, are also currently lying ready to sail. With respect to these, Your Right Honorable and Highly Esteemed Sirs will be pleased to observe from the specification below regarding the crew of the aforementioned vessels the number of persons with which the same sailed from Europe, and the changes that took place regarding them, namely: Alblasserdam: Sailed with 265 heads, 10 dead, arrived at the Cape with 50 sick, relieved and remained at the Cape due to illness or otherwise 43, departed with 250 heads. Ystroom: Sailed with 319 heads, 9 dead, arrived at the Cape with 76 sick, relieved and remained at the Cape due to illness or otherwise 90, departed with 312 heads. Likewise to be allowed to proceed to Ceylon on that same vessel with furlough for six months from the Regiment and suspension of pay. Upon the request submitted by petition of the merchants Mr. Jacobus Johannes Le Sueur, co-signatory hereof, and Johannes van Echten, as general attorneys of the former Head Surgeon of the Castle of Batavia, Fredrik Schouman, there was released to them under proper security a chest of permitted goods discharged and salvaged here from the ship 't Meeuwtje, marked C. B., belonging to the Head Cooper Cornelis Bredie stationed on that small vessel, and filled in the homeland for the account of the said Schouman; which chest, passing with the said vessel Alblasserdam to the aforementioned Schouman, proper security for restitution and indemnification was furnished by the aforesaid attorneys on behalf of those who might be found to have any further legal claim to the same chest and the goods packed therein. We have also, at the request of the attorneys of Captain Lambertus Arnault Halfman, who repatriated last year on the vessel 't Slot ter Hoge, permitted them to emancipate from slavery his male slave named Fortuyn of Bengal, in consideration of the fidelity displayed by that slave in discovering the horrible murder conspired on that ship by the Orientals, whereby that execrable plan was fortunately prevented and thwarted; the said Halfman being excused from the payment of the sum of money otherwise stipulated for the diaconate poor upon the manumission of slaves; having in the same regard granted permission to the said manumitted slave, without payment of transport or board money, to cross over on the aforementioned ship Alblasserdam to Batavia.
