servant Maria de Waal, widow of the late former Junior Merchant and former Landdrost of Swellendam Joachem Fredrik Mentz, how she, petitioner, having counted in the Honorable Company's treasury here in the year 1781 a sum of 827:9 Dutch guilders, to be received again in the Netherlands by her attorney, the merchant Pieter Lude, she, petitioner, for that purpose sent thither the First and Second Bills of Exchange obtained from that here in that same year, with the ships the Behemoth and Concordia returning for the Chamber of Amsterdam. However, since the Company's return ships which departed from here in the mentioned year 1781 had to run into the harbor of Cadiz due to the war that arose between the Crown of England and our republic, and remain there for a considerable time, during which many parcels of papers, among which also the aforesaid Bills of Exchange, with the accompanying letters sent from here by the petitioner, went missing, and these moneys could therefore not be received up to the date of this present; so the petitioner takes the liberty to turn to Your Right Honorable and Honorable Worships, with a humble request that you may be so good as to grant her the necessary proofs in duplicate, namely a copy of the aforesaid Bills of Exchange, and an extract from the Cash Book of the aforementioned year 1781, whereby she may thus be enabled to demonstrate that the aforesaid sum of 827:9 guilders was in fact counted into the Honorable Company's treasury here by her at the time, as stated. Which doing etcetera was signed Maria de Waal, widow Mentz. Thus, after reading of the same, it was approved and understood, not only to cause to be issued to the petitioner the requested copies of the Bills of Exchange and an extract from the Cash Book of the year 1781 in duplicate, in proof that the sum of 827:9 Dutch guilders stated in the aforesaid petition was paid by her into the Honorable Company's treasury at that time, but also to cause to be handed to her an extract of this Resolution, in order to make use of both wherever it shall be needed, while moreover the payment of the aforementioned amount will be respectfully requested and proposed to our Lords Masters in outgoing dispatches. Likewise, upon the request made by petition by a certain free native Rombiam of Java, who arrived here in the year 1751 with the Javanese Prince Radeen Mascaretta who had been exiled hither, permission was granted to him to depart for Batavia with the ship Voorschooten, together with his wife, the free black woman Candaza of Java, and two children. While a petition having also been presented by the farmer Petrus Stephanus du Toit, whereby he requests to have in ownership a certain piece of land situated in the district of Drakensteyn, in the Dal Josaphat; before deciding thereon, it was understood to place the aforesaid petition into the hands of the Landdrost and Heemraden of Stellenbosch and Drakenstyn, to the end of serving as a report on whether the granting of the aforesaid piece of land can take place without any of the neighbors living thereabouts being prejudiced thereby. Lastly, the well-mentioned noble Lord outgoing Governor van Plettenberg having submitted the usual list of persons who had successively made a request to be allowed to have their retained credit monthly wages received in the Fatherland by means of a power of attorney; so it was deemed good, after the aforesaid powers of attorney with the attached pay accounts shall have been examined by the Lord Independent Fiscal according to custom, to grant to the petitioners permission to send the same to their attorneys in the manner and for the purpose as aforesaid. Thus resolved and decreed in the Castle of Good Hope, on the day and year aforesaid. was signed J. V. Plettenberg, C. J. van de Graaff, P. Hacker, S. J. Serrurier, R. J. Gordon, O. M. Lesueur. the well-mentioned noble Lord Master Joachem van Plettenberg gave to know that, since he had obtained his discharge from the service of the Honorable Company from the High Commanding Lords Masters upon his request made in that regard, His Honor had therefore convened this Extraordinary Meeting, in order, pursuant to the honored directive from the High Mentioned Lords Majors, to effect the proper transfer of Monday the 14th of February 1785, in the forenoon, present the Right Honorable Master Joachem van Plettenberg, Extraordinary Councilor of the Dutch Indies, Admiral and Commander of the Return Fleet of this year, as well as outgoing, and the Right Honorable Cornelis Jacob van de Graaff, incoming Governor and Director of this place, together with all the members.

to transfer the Government, with everything pertaining thereto, to his Honour's successor, the above-mentioned Governor van de Graaff, and to that end, as of the ultimate of the just-ended month of January, had caused all the cash and further effects of the Honourable Company residing with this Government to be precisely taken stock of by express commissioners, whose reports submitted on this matter, alongside the general inventory, were now presented by his Honour and compared against each other with the incoming Governor, and subsequently signed by Governor van Plettenberg for the handover, as well as by Mr. Van de Graaff and the Secunde Mr. Pieter Hacker for the receipt; and having been delivered into the hands of the latter Honour, the keys of this Fortress and those of the Company's storehouses were at the same time handed over by the outgoing to the newly arrived Governor, with this address: That whereas he, Mr. van Plettenberg, now had the pleasure of being able to place these tokens of the post that had been entrusted to him into such good hands as those of his well-mentioned successor, he therefore did so with serious and cordial wishes for God's most precious blessings upon his Honour's administration, to the end that the same may in every way redound to the welfare of the Company and this Colony, and that in particular this Government, so important for its establishments in general and shipping in particular, may remain preserved for it. Whereupon the incoming Governor, after having congratulated Mr. van Plettenberg on his obtained discharge, with sincere wishes that, through a safe arrival in the beloved Fatherland, he may spend his remaining years there in the most complete contentment, further declared: that however much his care would always be directed toward fulfilling, through a zeal as faithful as it was untiring, the trust which the high commanding Lords Masters were pleased to place in his person by conferring upon him this weighty government, he nevertheless could not conceal his concern that he would fall far short in this, unless he were powerfully supported therein by the merciful assistance of the Almighty and the favorable assistance of the gentlemen Members of this Council, upon whom he fully relied, in order thus, in a perfect and enduring harmony, always to promote the interests of the Company and of this Colony. After which the repeatedly mentioned outgoing Governor van Plettenberg, turning to the gentlemen Members of the Council, thanked them in the kindest manner for all the help and assistance enjoyed from them during his administration, wishing Heaven's blessing upon all their decisions, which were now to be taken together with his Honour's successor for the welfare of the Honourable Company and this Colony. Whereupon these gentlemen Council Members, having thanked the Honourable Mr. van Plettenberg in the most sincere manner for all the honor, courtesies, and friendships enjoyed from his Honour during his administration, further assured Governor Van de Graaff in the most respectful manner of their unwavering resolve to lend his Honour in this commenced administration, without interruption and especially in this precarious state of times and affairs, both from without and within the country, all help and assistance that could indeed be expected of honor- and oath-loving Council Members, and as such most favorably commended themselves to his Honour's goodwill and friendship. After the performance of all which formalities, it being declared by the repeatedly mentioned Honourable Mr. van Plettenberg that, having now resigned the government to the gentleman his successor, he, in his character as Extraordinary Councillor of the Indies and Admiral and Commander-in-Chief of this year's return fleet, maintaining his presence in this Council, would continue to attend the deliberations therein until his departure; his Honour further declared that, in satisfaction of the ordered security which, pursuant to the resolution in the Council of the Indies under 10 July 1750, he was required to post here, in addition to such sum of seven thousand Rixdollars as was already outstanding with the Honourable Company on his Honour's behalf, he would count out the further amount of three thousand Rixdollars into the Honourable Company's treasury, which would then together amount to the security of 10000 Rixdollars ordered for the respective Governors. Petition of the skipper of the hooker ship Catwyk aan Rhijn, Clement Beyndorp. Van de Graaff, and all the sea officers; the Honorable Extraordinary Councillor of India and Admiral of the return fleet, Mr. Joachem van Plettenberg, not present. Initially, the following petition, presented by the skipper of the hooker ship Catwyk aan Rhyn, Clement Byndorp, was read: To the Right Honorable Cornelis Jacob van de Graaff, Governor of Cabo de Goede hoop and its dependencies, etc., etc., etc., as well as the Honorable Council of Policy. Right Honorable Sir and Honorable Sirs! With due respect, your Right Honorable and Honorable sirs' humble servant, the skipper of the hooker ship Catwyk aan Rhyn lying here in the roads, Clement Byendorp, respectfully makes known that he, the petitioner, having now suffered for a considerable time past from a continual defect in both of his eyes, finds that this affliction generally worsens considerably at sea, to such an extent that he frequently has little use of his sight; Wherefore he, the petitioner, no longer daring to undertake with peace of mind the command on the aforesaid vessel entrusted to him, takes the liberty very respectfully to request your Right Honorable and Honorable sirs, for the reason aforesaid, to discharge him, the petitioner, from his service, and to allow him to repatriate on discontinued pay with one of this year's return ships. Below stood: Which doing, etc. Was signed: C: Byndorp. Whereupon, considering that the petitioner's condition by no means permits the command over the aforesaid vessel to be longer entrusted to him with peace of mind, it was therefore necessary to resolve to grant the discharge requested by him, with permission to depart for the Fatherland on discontinued pay with one of this year's return ships. Thereafter, the aforementioned Governor presented a certain memorial, delivered to His Honor by the Titular Citizen Ensign Jeremias Auret, reading as follows: Memorial respectfully submitted to the Right Honorable Cornelis Jacob van de Graaff, Extraordinary Councillor of Netherlands India, as well as Governor and Director of Cabo de Goede hoop, and its dependencies, etc., etc., etc. Right Honorable Sir. With due respect and reverence, your Right Honorable's very humble servant, the undersigned Jeremias Hieret, Titular Citizen Ensign, makes known that he resides at the Simons baay, situated in the baay Falso; and since the undersigned's dwelling there has been excavated in a very dangerous place near or under a sloping mountain, and towards the front, facing the sea beach, the ground has been reclaimed and built up, and is also too small and inconvenient for what is required for his livelihood, his domestic family increasing daily; and because the said dwelling is built under one story and also under a thatched roof above the attic, the aforesaid undersigned was advised to apply in the month of July of the past year 1784 to the former Right Honorable Governor, Mr. Joachem van Plettenberg, in order, with his approval, to request, adjacent to the undersigned's house plot in the aforesaid Baay Falso, two additional pieces of land on either side adjoining his aforesaid dwelling, just as this was graciously granted by the former aforementioned Governor, with the intention not of letting it lie unused, but of building upon it for his common use, or as the undersigned might be advised, as is otherwise done with all plots; subsequently, the said plot was surveyed for him by the Land Surveyor, whereupon the undersigned purchased the necessary timber and other materials for a new dwelling, warehouse, stable, and whatever else he judged most necessary for his benefit and for the general convenience of the passing public, as well as arriving and departing ship crews. That after some time had passed, to the best of the undersigned's recollection, on the 21st September following, the request concerning the aforesaid plots was approved by the Right Honorable Governor and Honorable Council of Policy, wherefore, in accordance with his bounden duty, he presented himself to the aforementioned Honorable Governor and the joint Council of Policy, in order to express thanks for the graciously granted plots, yet discovered to his regret from the aforementioned Honorable Governor, who

After reading of which memorial of Leijste regarding this matter it was deemed best, before taking a final decision on this, to have an exact survey made by the Postholder Brand and the Surveyor Lyste, as well as to have a demonstrative diagram drawn by the last-named, showing which buildings have been erected by the said Auret on the plots ceded to him, in order thus to be able properly to know whether and to what extent he has acted contrary to the condition made and the intention with which the aforesaid plots were issued to him, and then to take such further decision thereon as shall be found proper. Next was read the following petition presented by the general leaseholder of the Cape cool wines, Jacobus Johannes van den Berg. Right Honourable Sir, To the Right Honourable Sir C. I. van de Graaff, Extraordinary Councillor of Netherlands India, and Governor and Director of the Cape of Good Hope and its dependencies, etc., etc., etc. With the deepest respect, the burgher and contractor of the general lease of the Cape cool wines, Jacobus Johannes van den Berg, makes known: that from the moment he, the petitioner, accepted the lease, he finds to his regret to have been very greatly injured by the regiment of Meuron, because they kept a public tavern in their barracks where wine, brandy, and punch were sold, which wine Colonel van Meuron had bought up from the wine farmers in the country, a quantity of 24 leaguers of wine from the wine farmer Herold, which was driven in leaguers into the barracks and was sold at two schellingen per bottle by three quartermasters of the regiment of Meuron appointed for that purpose; the petitioner, finding himself aggrieved by this, complained to the Honourable Independent Fiscal, Mr. Jan Jacob Serrurier, with the result that His Honour referred me to the Honourable Governor, resulting in the petitioner being compelled on the 10th of September 1784 to make a contract with Colonel van Meuron, as appears from the attached annexure under letter A, accompanied by many threats. The petitioner discovered from time to time various public taverns at the Cape, of which the hosts were quartermasters or sergeants of the said regiment, who finally, after having caused much injury to the petitioner, showed him the attached writings under letters B, C, D, and E, and then came to retail wines from the petitioner, but he had to tolerate that they carried on all kinds of smuggling by retailing forbidden drinks such as brandy, punch, and Cape malt beer, all contrary to the placards and laws of this country, and especially to the petitioner’s lease conditions, which caused a considerable injury to the sale of his wines; the petitioner, having complained of this in the strongest terms and especially to the Chief and Major of the said regiment, with the result that the petitioner was requested by the said Major to supply the wines one ducatoon cheaper per each half-aam, upon which he would then ensure that such smuggling would no longer occur, as appears from document letter F, to which the petitioner agreed, but, to the regret of the petitioner and causing great loss to his lease, he had to witness daily that the smuggling increased from day to day, by smuggling three, four, and five half-aams of wine per day, which wines they managed to obtain from private wine merchants, even in half-aams branded with the petitioner's own branding iron; that finally on the 28th of October 1784, at the risk of his life, the petitioner seized five half-aams of wine, all brought from the private wine merchant Cornelis van der Poel into the barracks of Meuron; as proof that the said wines were smuggled, the petitioner delivered on the same day to the Honourable Independent Fiscal a satisfactory declaration signed by nine soldiers of the regiment of Meuron; it even happened, Right Honourable Governor, that when the petitioner wanted to pass through the barracks, the common soldiers of the said regiment came with clubs and sticks intending to beat the petitioner's head in, and drove me to take flight into the dwelling house of the Company's master carpenter Bademan, because they were busy smuggling at that very moment; the numerous fruitless complaints made about this to the Honourable Independent Fiscal forced the petitioner, on the 11th of January 1785, to present a petition to the Honourable Council of Policy under letter G, upon which it was declared by the Honourable Governor that the necessary orders would be issued so that the smuggling mentioned in the said petition and practiced to the detriment of the said leaseholder should henceforth no longer occur. everything would go better, but finds his hopes dashed, because the common soldiers of the aforementioned regiment manage to obtain 2, 4, 6, and 8 half-aams of wine daily from private wine merchants, pour it out behind the Place of Execution and elsewhere into cellar-flasks, pots, etc., and sell it among themselves for 2 schellingen a flask; that some soldiers of the regiment come to my general warehouse and want the wine for 2 schellingen a cellar-flask, and since I cannot do this, I must have their flasks emptied and let them go; other soldiers of the regiment bring the half-aams of wine into the houses of their Free Blacks or Javanese, tap it off into cellar-flasks, and run about two or three at a time from morning till night to carry off the flasks of wine, hiding them in handkerchiefs, and that in such great numbers that the neighbors and other decent folk have warned me about it. On Sunday evening, being the 12th of this month, the petitioner, with the assistance of an officer of justice, seized such a half-aam of wine from a house of an emancipated slave, which half-aam of wine was taken directly to the Jail; the said slave testified that every two days a half-aam of wine was tapped dry in his house, and that this was brought to the barracks of the French; on Sunday the 13th of this month in the afternoon at about three o'clock, 14 to 16 soldiers of the regiment Meuron came into my open general warehouse and searched it by force to see if the seized half-aam of wine was inside, but not finding it, they wanted to carry away by force a full half-aam of wine, but through the prudent conduct of my servant, who made them all believe that these were Company goods, they went away to my dwelling house located on the beach; and they committed many brutalities against me, the petitioner, but upon the approach of the provost marshal they departed; some went into the house of the wine merchant Maasdorp and had two half-aams of wine carried off together behind the Place of Execution, and went to drinking heavily, as the provost marshal can testify. The petitioner complained about this on Monday the 14th of this month to the Honorable Governor, but to his regret received as an answer that I must close my warehouse. Because of this, I wanted to go out to the Honorable Independent Fiscal, upon the advice of Mr. Könnenkamp who was acting in the Fiscal's office, but heard from the provost marshal that the Honorable Fiscal had been at the Cape and had ordered that the half-aam of wine be returned to the Meuron soldiers, without granting any hearing to the petitioner. Right Honorable Governor, most causes of this smuggling arise because all those quartermasters and sergeants who have kept and still keep taprooms or taverns, as well as those of the barracks, have stated publicly in my warehouses, in the presence of several people, that for the privilege of being allowed to tap and to live in the Cape, they had to pay 10 Rds per month above their wages, and those of the barracks 20 Rds per month. Request of the former Landdrost of Stellenbosch Marthinus Adrianus Bergh, who is permitted to depart for the Netherlands taking his baggage as mentioned on the side. Short Statement of the Charges for the year 1783 3/4. And with respect to which proposal, taking into account that the same is in accordance with the Instruction granted by the High Commanding Lords Masters to the said Director, and that therefore the requested advancement can safely be proceeded with, it has consequently been resolved to promote the aforementioned Extra Ordinary Engineer H. D. Wyting Schull, subject to the further approval of the highly esteemed Lords Masters, to Lieutenant Engineer, with an increase in pay to ƒ 50.- per month, and a new three-year contract, all taking effect from the 5th of April of the past year 1784, when his five-year contract expired. The well-respected Governor having announced that he was also about to table a request addressed to his Honour and to this Council by the former Junior Merchant and former Landdrost of Stellenbosch and Drakenstein, Marthinus Adrianus Bergh, so, after the petitioner's father, the Honourable Merchant and Secretary Oloff Marthini Bergh, had stood up and retired to the adjoining room of the Council Chamber, the said request was read, being of the following content: To the Right Honourable Cornelis Jacob van de Graaff, Governor and Director of Cabo de Goede Hoop, and its jurisdiction etc. etc. etc., together with the Honourable Council of Policy. Therefore, he takes the liberty of turning to Your Right Honourable and Honourable Sirs, with a respectful request to grant him, both for himself and for two of his children, the one over fourteen and the other seven years old, whom he would like to place in a certain course of study and profession in the Netherlands, the necessary passage on one of the return ships of the Honourable East India Company or any other private ship scheduled to depart from here in the middle or end of the upcoming month of April. And this in consideration that the undersigned, as Landdrost of the colonies of Stellenbosch and Drakenstein, presided above the respective Burgher Captains in the Council of War, and was discharged while retaining rank, with the taking along of the permitted chests and baggage of a Burgher Captain, according to the established Batavia regulation. Furthermore, the petitioner is prepared not only to pay into the treasury of the Honourable East India Company the transport and board fees customary for the one and the other, in order to be lodged and served in the cabin, but also to leave his possessions and effects with his wife and further authorized representatives, and to take with him only so much as he will require for that return journey and for his and his aforementioned children's stay in the Netherlands, commensurate with his rank. The petitioner, both in order to properly prepare himself for that journey, and to set the management of his affairs in proper order, and to be able to leave his present possessions, which have come to him solely and exclusively from his wife's side, under the safe administration of his wife in a manner compatible with an honest man, implores, for these same reasons, a gracious and speedy apostille on this respectful and urgent request. Gentlemen, You are not unaware that in the year 1780, the Directors of the Noble Dutch Company granted me permission to travel to this colony on one of their vessels, named 't Hoff der Linden, on the condition that after my arrival here, I was to proceed to the place where my business called me. A short time after my arrival, unfortunately for me, war broke out between the Republic and England, which accident caused you, gentlemen, to take the wise and necessary resolution to send all Englishmen to the countryside as prisoners of war; and I, having served the aforementioned Crown, was regarded as such and had to suffer the same fate, receiving orders to go there as well, where I have remained ever since for the entire duration of the war. Upon my return from the countryside, you saw fit, gentlemen, to forbid me from continuing my voyage, so that I was obliged to depart again for Europe. The harm that all these setbacks have caused to the progress of my business will perhaps oblige me to go in person to Madras to settle them; but so that no grounds may be found to form cabals against my claims, I earnestly beseech you, gentlemen, to kindly have a certificate issued to me, in order to convince those who might or would wish to cause difficulties for me, that my long absence was not my doing, but that it was your orders, which I was obliged to obey, that prevented me from coming there sooner. shall be forwarded, to the end that one may guide oneself in time accordingly, for the preparing and getting ready of the said ship de Vreede, according to its further destination. And the undersigned takes at the same time the liberty to submit most respectfully to your Right Honorable on this occasion: that, in case the resolution might be taken to enter into negotiation with the master of the aforesaid flute-ship de Vreede, to sail further onward with his aforesaid vessel from here to the Indies, in order to be laden there in return for the Honorable Company (just as also occurred in the past year 1784 with the Dutch private ship Vreede en Vryheyd), that then, in the charter party to be newly entered into here with the master of the same ship de Vreede, the lay days for that ship at Batavia may be set at a longer time than forty days (as was stipulated here in the charter party of the aforesaid ship Vreede en Vryheyd), for the reason that it may happen that, upon the arrival of the frequently mentioned flute-ship at Batavia, one does not immediately have on hand a sufficient cargo for the same, and one is therefore necessitated to have the same first fetched from other Indian offices, for which a longer though uncertain time is then necessarily required. The undersigned being, under submission, of the opinion that one, in determining the lay days for the same ship de Vreede, could with very much justice and propriety guide oneself according to the charter parties of most all the private ships which were chartered by the Honorable Company and have departed from here further to Batavia, drawn up and concluded in Europe, whereby the lay days are set at 171 days, calculated after the departure from the Dutch ports, to unload and load there at the Cape and at Batavia. Whereupon, having deliberated, it was taken into consideration: that already for a long time before the arrival of the same, no goods have been on hand at this government to be able to let that vessel return with a cargo from here to the Fatherland; that it is true that afterwards there arrived here from Ceylon the hooker ship Catwyk aan Rhyn, laden with 503884 pounds of pepper, in order to be divided over the respective return ships according to the letter of the Ceylon government; but that of the aforesaid pepper already the quantity of 19713 lb having been loaded into the return ship 't Loo lying in the roadstead, to fill up the space that had fallen in the same through the settling of the cargo; furthermore not only a part of that pepper would have to be retained here to serve for that same purpose for the other return ships still expected, but also 46336 lb were shipped into the Dutch and French private ships Vreede en Vryheyd, de Jonge Franc, and les six Freres chartered by the Honorable Company, in order thereby to remedy the considerable listing which the same had also acquired through the settling of their cargoes; that thus of the aforesaid pepper brought with the hooker ship Catwyk aan Rhyn only 342250 pounds having remained, this, added to the 4650 lb of cardamom also brought by the just-mentioned vessel, came to make not even half a cargo for the aforementioned flute-ship de Vreede, being 426 lasts in size, wherefore it had been decided to give the aforesaid remainder of that pepper with the cardamom to the frigate yacht Rust, which is to depart to the Fatherland for rebuilding; that, whereas furthermore, due to the repeatedly cited poor outcome of the grain crop, until now only that which is required solely for the provisions of the government for this year has been brought into the Company's warehouses, and there was thus no prospect of being able to let the said flute-ship de Vreede return with a cargo of wheat, that vessel would consequently have to be sent back in ballast; whereas on the other hand, by letting the same sail on to Batavia, in this would reside not only this advantage for the Honorable Company, that the gentlemen of the High Indian Government would obtain a fine ship on hand to be put on the berth again at Batavia in return for the Fatherland, but in particular the crew for a return ship would be saved, and these hands could be employed during the present extreme lack of people in the Indies. Johannes Augustus Bresler, Free Burgher and resident here, respectfully makes known: That he would very gladly make a short voyage to the Netherlands for the settlement and conclusion of certain family and other matters, with which his interests are greatly entwined and which come to require his personal presence. Wherefore he takes the liberty to turn in all humility to your Right Honour and Honours, urgently requesting to graciously grant him passage for this purpose on one of the return ships of the Honourable East India Company, or on any other private ship scheduled to depart from here in the middle or end of the upcoming month of April; and this with the permitted chests and baggage allowed to a free burgher according to the regulations of Batavia. Furthermore, Captain Pierre Mesnard, commanding the transport ship Le Jeune Stanislas, loaded at Batavia on account of the Honorable Company, submitted the following petition: To the Gentlemen members of the Council of the Dutch Company, at the Cape of Good Hope The Sieur Pierre Mesnard, Captain of the ship Le Jeune Stanislas, coming from Batavia loaded on account of the Dutch Company, has the honor to present to you that, having arrived at Batavia on the 8th of July 1784, coming from Isle de France, and having lost a portion of its sheathing during the passage, and after an inspection was made on behalf of the Council of Batavia, it was judged necessary to replace the said sheathing and to careen the said ship, which was done at Isle d'Onrust by the workmen of the said Company; after the repairs made to the said ship, and having departed Batavia to proceed to Rotterdam, a leak appeared at sea which obliged him to call at Isle de France, where he had the ship repaired and its rudder changed, which had been strained by a heavy sea; the ship being thus in good condition and no longer making water, it departed from Isle de France to proceed to its destination; at sea another leak appeared, which increased more and more up to the rate of fifteen to sixteen inches per hour, which obliged pumping every half hour, and upon our arrival here required turning to the Governor to obtain the necessary assistance and put it in a condition to continue its voyage, where work was immediately done by unloading the cases from its between-decks, and having had about three hundred and eighty feet of sheathing below the waterline stripped on starboard and port in order to discover the leak, and after having worked on all the seams of the topsides and replaced it with new sheathing, it is found that the ship still makes twelve inches of water per hour; this is why I turn to your authority, as well as to your opinions and advice, to take Appointed Commissioners for the inspection of that ship. the appropriate course of action. A request having been made by petition by the captains of the Dutch private ships present here, Oudenaarde and the Vlugge Trekvogel, Hans Claassen and Barend Jansz: Ussen, the first-mentioned to be assisted with two sailors in place of an equal number of deserters, and the last-mentioned with three, in place of as many who must remain behind here as disabled; it has been resolved to grant the request of the aforementioned captains, and to grant permission to take into the service of the owners of the aforementioned two private ships such persons from the crews here who have obtained their discharge and release from the service of the Honorable Company, and who shall be inclined to do so. Your Right Honorable and Valiant and Honorable Sirs having been pleased to charge the undersigned, the Senior Merchant and Independent Fiscal Mr. Jan Jacob Serrurier and the Merchant and Cellar Master Mr. Jacobus Johannes Le Sueur, fellow members of this Assembly, with the commission to examine a certain petition presented to the Honorable Governor by the General Farmer of the Cape cool wines, Jacobus Johannes van den Berg, together with the further pieces and papers submitted therewith, above all to investigate whether, with regard to the objection and complaints contained therein of the said Farmer concerning the numerous smugglings that had already been committed since the beginning of the undertaking of his lease, and were still being committed, in the quarters of the Swiss Regiment de Meuron still garrisoned here, an expedient could not be found whereby not only all complaints would be cleared away and managed so that this city would not be inconvenienced, but above all prevented that by any underhand practices any detriment would be brought to a lease that currently comes to constitute one of the principal branches of the country's revenues: they have thought best to satisfy the honored intention of Your Right Honorable and Valiant and Honorable Sirs by first conferring with the Chief of that Regiment, Mr. Meuron, as well as the aforementioned contractor of the General Lease, and subsequently, in the presence of both, to devise such provisional measures whereby that beneficial purpose could be answered, and all disputes cleared away for the future; in consequence whereof the undersigned now have the honor to bring to the knowledge of Your Right Honorable and Valiant and Honorable Sirs, as the result of this their commission, that the aforementioned General Farmer of the Cape cool wines, Jacobus Johannes van den Berg, on the one side having obligated himself, firstly, to deliver to the non-commissioned officers of that regiment, for exactly the same price for which he is accustomed to sell the wines to the private inhabitants here, their daily consumption of that liquid, which has been calculated at one anker per month for each person; secondly, undertakes to deliver the wines that shall be tapped in the so-called canteens of the quarters by the persons permitted thereto to the soldiers of that corps, always at one rixdollar less per half-aam than he used to sell to his ordinary secondary tapsters, and which sum for the present is fixed at 12 rixdollars per half-aam; and the same shall, thirdly, in order to prevent all confusions and pretexts of ignorance, have all the half-aams used for transporting the wines, both for the use of the non-commissioned officers and of the canteens, branded on the bottoms.
