as the same were mutually framed in the aforesaid meeting. 1. Since it is indubitably certain that the only foundation upon which one must base his expectation and the hope of a good success of his applied efforts, diligence, and zeal, in order to make the small supply of grain foodstuffs still stretch to the need of the inhabitants of this place, is this alone: that none of those products are exported from the country, as without which all the other means of foresight would not be able to have the slightest effect; therefore, the Commissioners have, on that account, thought it necessary to submit the weight of that point, as the first and principal one, to Your Right Honorable, Valiant, and Honorable Worships for serious consideration, for which it would be necessary that the placard concerning the prohibition of the export and shipment of wheat, barley, rye, flour, and biscuit of 30 December 1785 be renewed, and thereby at the same time the shipment and export of peas and beans be most strictly forbidden under all such heavy penalties, yea, because of the gravity of the matter, even unto corporal punishment. 2. Because the Commissioners in this have solely the welfare of all the inhabitants in view, to which end, in accordance with what has been recommended to them, they will also constantly apply their modest abilities and labor with an untiring zeal, they believe they must not conceal from Your Right Honorable, Valiant, and Honorable Worships the fear that creeps upon them that again, as examples enough have taught, various inhabitants, through private motives of greed and self-interest, will know how to devise means to frustrate and render ineffective all such measures as should be framed against the export; and the Commissioners therefore deem it their duty, concerning this point as of the first and principal weight, very respectfully to solicit Your Right Honorable, Valiant, and Honorable Worships that they may be ordered by Your Right Honorable, Valiant, and Honorable Worships to take care and pay attention from their side as much as possible that none of the aforesaid products are transported out of the country, should Your Right Honorable, Valiant, and Honorable Worships come to approve thereof, and at the same time be authorized to employ the appropriate means thereto; and if anything of that nature should be intercepted by them, just as if such had been done by the Officer of Justice, to confiscate the seized goods, with the prior knowledge and approval of the Noble Lord Governor, for the benefit of the needy community, without prejudice to the penalties established against it. 3. It would be untimely and superfluous if the Commissioners wished to meddle in disclosing to the Right Honorable and Valiant Lord Governor the abuse that can be made by greedy and gain-seeking people with the consent that His Right Honorable and Valiant Lordship has been pleased to reserve unto himself for the granting of permission regarding the shipment and export of such quantity of flour and biscuit as the ships' crews strictly come to require for consumption on the voyage, and a moderate quantity of barley for cattle, sheep, or poultry on the ships, as it is generally known how greatly people have known how to abuse that permission to slip through larger quantities than the permission served for; but as the case may exist that Your Right Honorable, Valiant, and Honorable Worships may be brought into the unavoidable necessity of having to permit, whether to the Company's own ships or to others with which the Company has any connection, the export of some small quantity of the above-named products, if there should be any, the Commissioners take the liberty to propose whether Your Right Honorable, Valiant, and Honorable Worships might not see fit in similar cases, so that no abuse could be made thereof, to have the license note, which is usually granted by the Noble Lord Governor for shipment, first and beforehand presented to two of the Commissioners; Your Right Honorable, Valiant, and Honorable Worships being able then to rest most firmly assured that the closest attentiveness will be exercised and care will be taken by those Commissioners themselves that indeed no more shall be shipped than will have been permitted. 169. 4. that since the Company's contracted butchers possess the right, whenever any casks are shipped from the jetty and the said butchers have any suspicion that those casks might perhaps not be filled with salted meat, to detain them and have them opened, without those butchers however, on the other hand, regarding the shipment of their casks with meat, having hitherto been subjected to any inspections or other restrictions; and which might thus also be brought under those means and opportunities to carry on smuggling with any of the aforementioned products by that route; the Commissioners have deemed it necessary to bring this point also before the discerning eye of Your Right Honourable and Worshipful, with the humble request that the Commissioners may be authorized, if they deem it necessary, to examine also the meat casks of the butchers, in order thereby to prevent all smuggling, for which the Commissioners then undertake to be vigilant to the best of their ability. 5. that it may please Your Right Honourable and Worshipful to establish in good time such orders whereby the transport may be prevented, both from here at the Cape and from Rondebosch and further into the country, of corn, rye, barley, bread, flour, peas, beans, etc., by means of wagons, horses, slaves, or otherwise to False Bay, for which purpose, subject to better judgment, it would be best that a guard be posted at Muizenberg, with strict orders to let nothing of that nature pass; and that Your Right Honourable and Worshipful may be pleased to order the Postholder in the Bay likewise to watch that no products are shipped and exported there, regarding which the Commissioners leave to the wiser judgment of Your Right Honourable and Worshipful whether or not the said Postholder could be authorized to take an inventory of the supply of corn, barley, flour, etc., among private individuals there in False Bay, in order thereby to prevent all pretexts of a shortage of those products so as to obtain by that route any transport of the same products to the aforesaid False Bay. 178. The Commissioners, having thus shown what means could be employed to prevent the export of such products as must serve as indispensable food for the community here, will now proceed to those means that have appeared to them as the most suitable to provide the inhabitants, if it were possible, with daily bread; to which end they take the liberty most respectfully to propose: 6. that it may be the pleasure of Your Right Honourable and Worshipful to suppress the notice of the 30th December of the aforesaid year 1785, whereby the price of corn was fixed at 40 rixdollars, and that, on the other hand, the bakers be left the freedom to purchase the corn required by them at such prices as it may be obtained. Yet that the bakers may indeed be strictly bound to deliver coarse and white bread without distinction at not less than ¾ lb for 2 stuivers, upon a heavy fine against violators, because otherwise (as experience has already shown) that the same bakers have dared to sell white bread of one dubbeltje for a schelling, actions would always be taken arbitrarily by them in that regard, all the more so since it has been discovered from a calculation made that a baker, from a mud of corn calculated at the ordinary 180 lb just as it comes whole from the mill, can produce 200 lb of bread, amounting, calculated at ¾ lb for 2 stuivers, to 11¼ rixdollars from each mud of corn that is baked by him in that manner: and the Commissioners, subject to correction, are also of the opinion that the aforementioned bakers could in this matter be held to the obligation to deliver the bread to the inhabitants at the set weight, if Your Right Honourable and Worshipful could see fit to assign the supervision thereof to them, the Commissioners, and at the same time authorize them, as often as they deem it necessary, to conduct an investigation in that regard, and to punish the guilty.

171. to correct according to findings. 8. that furthermore, in the event that the bakers should declare themselves unable to continue baking, it shall then be permitted to anyone who might perhaps have grain in stock to bake and deliver bread for the convenience of the local inhabitants; 9. that in the event that a quantity of wheat or rice should be brought in by any ships, Commissioners may be qualified for the purchase thereof for the Cape Colony; but in the event that the Honorable Company (as Commissioners assume for certain) should come to make the purchase thereof, Your Honorable, Valiant and Worshipful Authorities will then be pleased favorably to concede to Commissioners either half or a third part of the purchased quantity of those products in proportion to the whole mass, in order to make the same serve to be distributed to the needy and destitute congregation. While Commissioners consider themselves obliged to bring hereby further to the knowledge of Your Honorable, Valiant and Worshipful Authorities; how, with the prior knowledge and obtained consent of the Honorable, Valiant Governor, a purchase of 6 to 1000 lb. of rice has already been made by them to be employed for the aforementioned purpose, which purchase, having thus occurred solely to support the destitute congregation, and the delivery thereof to the same of that product to take place not otherwise than at the same purchase prices, Commissioners therefore most respectfully request that Your Honorable, Valiant and Worshipful Authorities, in consideration of this and out of the Colony's Treasury, will kindly assist without payment of any interest, and for which, with the promise of restitution at the first demand, the required bonds will then be passed and signed by Commissioners under their signatures; Finally, Commissioners take the liberty to propose to Your Honorable, Valiant and Worshipful Authorities: that whereas, pursuant to the highly respected order of the High Commanding Lords Masters, among other things, there is to be assigned to Commissioners: 172 the inspecting and having repaired of the ordinary roads, streets, houses, and canals at set times of the year, the forming of the assessment lists concerning that which must be furnished to the burgher treasury, the direct appointing of rattle watches and the granting of other small offices at the expense of the burghery, and finally the leasing and regulating of everything belonging to the burgher mills; thus altogether matters that previously belonged to the office of Burgher Councillors, Commissioners are therefore, subject to correction, of the opinion that as soon as the one and the other shall have been assigned to them, the remaining three Burgher Councillors should then be considered as out of office and excluded from the administration of all burgher affairs, thus solely regarded as simple members of the Council of Justice. Commissioners leave the further judgment thereof to Your Honorable, Valiant and Worshipful Authorities, but request at the same time most respectfully that it may please the same to make that change regarding the appointment of Commissioners, that instead of those who have already been appointed, the other Burgher Councillors, as well as the two remaining members of Justice on behalf of the Company (who otherwise, as has already taken place now, would have to assist in matters of importance), may also be named and appointed as Commissioners, whereby consequently all matters relating to that Board, of which some members are moreover daily occupied with duties in the service of the Honorable Company, could be expedited in a much more certain and easier manner, and daily occurring small matters among the burghery could then, by taking turns among one another, be attended to each time by four Commissioners. Charter Party of the French vessel Le Fabius, of the burthen of two hundred and fifty to three hundred tons, made between the Governor of the Cape of Good Hope and the Gentlemen of the High Council, as is stipulated by the following articles: Article 1. We, Governor and Councillor of the High Council of the Cape of Good Hope, freight the vessel Le Fabius, commanded by the Sieur Bidard, for a voyage to Isle de France, to load there wheat, rice, or maize which will be delivered to him by order of the Administrators of Isle de France. It has been agreed that for each ton of two thousand pounds weight of the above grains delivered to the Cape, there shall be paid to the Sieur Bidard from the Company's treasury seventy-five guilders current of Holland in letters of exchange on Europe; all risks, perils, and fortunes of the sea shall be for the account of the Sieur Bidard, well understood for what regards the vessel and not for the cargo. Article 2. Upon the arrival of the vessel Le Fabius, either at False Bay or at that of Table Bay, boats shall be sent aboard the said vessel to carry out the discharging thereof. No. 17

filled with shell lime, and upon that a layer of domestic baked bricks laid in mortar must come; which must be covered with a surface layer of shell lime without sand thickened to ½ or ¾ inch, and in due time stroked smooth and plastered, observing to manage the necessary slope for drainage, all as required. The necessary sheet lead for the diversion of the water into the wooden drainpipes shall be furnished to the contractor from the Company's warehouse. The contractor being obliged for this work to employ skilled masons, everything must be made well in bond, plumb, perpendicular, or as required by the work, regarding which as well as regarding the molding the contractor will be able to regulate himself according to that which is already made and adjacent, or needing further instruction, apply to the Engineers or Company Foremen. The sewer which must come under this part of the New Hospital to the northwest of the central section, the contractor shall have to lay in bastard trass in the same manner as that already made to the southeast of the said central section. The composition of the bastard trass must consist of 2 parts shell lime, 1 part cement, and 1 part sand; the contractor being able to obtain the cement needed for this purpose from the Timber Warehouse on account of the Honorable Company, yet if the same should not be on hand at that time, then the mortar to be used for this must consist of 3 parts shell lime and two parts sand. Furthermore, the contractor shall have to provide himself with all tools, such as scaffolding, planks, spars, ropes, lime tubs, buckets, baskets, and the like; in a word, everything that he, over and above the specified main materials that will be supplied to him by the Company, will need for the entire construction or completion of his contracted work. General conditions. If any dispute should arise concerning the interpretation of these conditions or concerning the workmanship of the materials, then such shall be interpreted and decided for the best of the work by the Director of Fortifications; and if anything should have been omitted which was nonetheless required for the perfection of this work, the contractor shall be obliged to deliver or have such made at his own expense, provided it does not surpass the sum of One Hundred Rixdollars, the remainder being reimbursed to him pro rata on behalf of the Company. The time of the complete delivery of the work is fixed for the first of the month of May of the coming year 1787. General article for both contractors. The payment shall be made by warrant of the Right Honorable Valiant Lord Governor, upon attestation of the Director of Fortifications, in 3 installments: the first installment when one-third part of the entire work shall be finished, when the contractor will be able to receive one-fourth part of his agreed wage; the second installment when two-third parts of the work shall be ready, when he likewise will be able to draw one-fourth part of his agreed contract money; and the third installment after the completion and upon the delivery of the entire work, at which time he will receive from the Company's treasury the remaining half of his agreed wage. The contractor shall, by permission and by warrant of the Right Honorable Valiant Lord Governor, be able to obtain from the Company's timber warehouse, at cost price, as many spars for the necessary scaffolding poles as can be spared without inconvenience to the Honorable Company; while, if the contractor or contractors should find themselves in difficulty regarding the necessary money, either for the purchase of materials or otherwise, and in that regard should desire any advance of ready money in deduction of the contracted sums, they shall be able to address themselves in this matter to the Commissioners in order to make the necessary arrangements regarding that. Thus, dutifully, immediately after the receipt of the aforementioned missive, I fulfilled with all seriousness the venerated orders given by Your Right Honorable Worships, and contributed all that was within my power to prevent all further estrangements, so detrimental to the country's service, especially in an establishment such as this, and in particular also during a time when so many heated tempers, which were only just beginning to calm down, were still to be found in this Colony. It was not the first time that I placed before the eyes of Director Gilquin his misstep committed in this matter against the Head of the Militia, and whereof I had also repeatedly foretold to him the consequences, exactly as they have come to pass. I therefore further take the liberty, in this regard, to assure Your Right Honorable Worships that this matter has not only been settled with complete effect, but that I may have the pleasure of telling Your Right Honorable Worships that the wound which had been made between these two officers is already considerably healed, and that even everything which Your Right Honorable Worships, in Your most honored letter addressed at the same time to the Governor and Council, regarding the service orders and other points relating thereto, which henceforth would have to be strictly observed and punctually complied with between the Head of the Militia and the Director of Fortifications, I have managed to direct in such a manner that it was likewise immediately complied with in the same way, without hesitation, or even the slightest reluctance. The orders given to me concerning the aforesaid point in regard to Secretary Bergh, I have not been able to carry out, as he had already passed into eternity. Regarding the second point contained in Your Right Honorable Worships' aforementioned missive, concerning the request made by Colonel Gordon to Your Right Honorable Worships by missive, to the end that, for reasons cited therein, with the abolition of all emoluments, there might be granted to him a good and reasonable salary, suited to the rank and dignity of his post; so I have, pursuant to Your Right Honorable Worships' most revered orders, the honor humbly to report to Your Right Honorable Worships regarding this, that due to the absence of Colonel Gordon, it was only very recently that I was able to enter into conference with him regarding the aforementioned request made, in order to obtain from His Honor some further elucidation in this regard. May I be favorably permitted in the first place to state candidly to Your Right Honorable Worships that the aforesaid salary and emoluments presently enjoyed in that distinguished post, in a country where provisions have risen to such an exorbitant price, are not half sufficient, and it is thus utterly impossible for the Head of the Militia, according to his station, with any distinction, not only to sustain himself any longer on that footing, but he must even live very frugally with a household, in order not to see himself overwhelmed with debts within a few years. 188. having spoken amply, it has appeared to me, under respectful correction, that it might in the course of time be best for the service to leave the salary and emoluments granted to the Head of the Militia of this establishment on the footing as it currently is; but, seeing the exceptional military skills, the commendable zeal in this his important entrusted post, and the long service of the present Head of the Militia of the Honourable East India Company in this Government toward a remuneration, as well as considering the present sad, expensive times in this country, there ought to be granted to the same, by way of a bonus above what he presently enjoys, a sum of 6000 Dutch guilders, whereby I hold myself assured that the zeal of this distinguished officer, whom, speaking without flattery, I safely dare to recommend to Your Right Honourable Honours as a man of many merits, will not only, if possible, be stirred up even more by this favour, but that he will likewise keep himself fully content therewith. Our last humble letters to Your Right Honours are those of 17 and 27 August last, Right Honourable, Gallant, Highly Respected, Most Wise, Provident and Most Generous Gentlemen! and 193. and 8 of this month of September, with the Dutch private ship Josephus de Tweede, wherefore we take the liberty of presenting to Your Right Honours the duplicates of our said writings herewith, as well as the original short invoice of what was laden at Batavia onto the bearer of this, the private ship Jan en Cornelis, together with the copies of the invoices of the ladings of the abovementioned ship Josephus de Tweede, and those of the Geertruijda and Oudenaarden. The said vessel Josephus de Tweede having set sail on the 9 of this month from this roadstead for the Netherlands, and the outbound ship the Nepthunis having previously set sail on the 7 from False Bay for Batavia, whilst the ship Zeeland was likewise dispatched on the 5 of this month, but is nevertheless still detained here by contrary winds. Having had the honour, by the postscript of our humble letter of the first of August last by the warships of the State Goes and Juno, to give Your Right Honours preliminary notice of the public auction of the land of the old hospital, and also of 194. of the two new blocks of land, all divided into house lots, as was cited in our previous advices, and that from all those sold lots the following amount was realized, namely: from the land of the old Hospital, Cape ƒ 118475 or rd:s 39491. 32. from the block No 28, Cape ƒ 27425 or rd:s 9141. 32 from the block No 21, Cape ƒ 14850 or rd:s 4950. - thus together Cape ƒ 160750 or r:s 53583. 16. we take the liberty to adhere with all respect to that advice, and now still dutifully to bring to Your Right Honours' notice with regard to the aforesaid sold lots, that the aforementioned land of the old Hospital having been divided into ten house lots, with the leaving open of a street, one of those lots nevertheless remained unsold, in order, according to the proposal of the undersigned Governor, to serve for the construction of a building for the use of the military academy, so that only the nine remaining lots of that land have yielded the aforesaid amount of Cape ƒ 113475. That furthermore, it being taken into consideration that in selling the aforesaid lots, the generally prevailing scarcity of ready cash among the capitalists would necessarily have to cause very great detriment to it, unless it was provided for in a suitable manner so as to place the interested parties outside of difficulty; we therefore, after having deliberated upon this in our meeting of 19 July last, took the decision to allow the buyers of the said lots, who should be inclined thereto, to keep the amount of the first instalments of their purchase money on behalf of the Company at interest against the ordinary rent of six per cent per year, 195. provided that, by deed before the aldermen, in addition to the special mortgage of the purchased lots, for the greater security of the capital and the interest, they also provide sufficient and well-landed guarantors here to our satisfaction; of which then also before the sale notice was given to everyone by placards, this was attended by the desired effect, and was certainly the means to which it must also be attributed that the aforesaid sale succeeded so advantageously. And we therefore hope that our conduct maintained in this may receive the esteemed approval of Your Right Honours. 196. Our humble letters of the first of July last, with the return ships the Africaan and 't Slot ter Hoge, having among other things brought to Your Right Honours' notice the purchase of the warehouses and lots for the Honourable Company from the burgher Jacobus Johannes van den Berg and the Lieutenant Engineer Pieter Cloete; we find ourselves obliged to report again to Your Right Honours as in duty bound: That since then there also came up for sale two warehouses of the burgher councillor here Coenraad Gie, the one 100 feet and the other 67 feet deep, and both 16 feet wide, on the inside, with a suitable dwelling house annexed thereto, all situated diagonally opposite the warehouse and lot purchased here earlier on behalf of the Company from the burgher Jacobus Johannes van den Berg. Next to which last-mentioned lot there also lay a piece of land, containing 100 feet square, which the said Gie hitherto possessed by permission, 197. and having had provisionally enclosed with walls, was prepared to surrender along with it; since all of this could be of very great use and service to the Honourable Company, principally on account of the lack of suitable warehouses, and the aforementioned profitable sale of the house lots provided us with a suitable means for this; we considered that we also ought to make use of that opportunity. 198. previously mentioned humble servant of the 17th of the last-passed month of August also dutifully brought to the knowledge of Your Right Honorable Worships how around the West Corner of False Bay a small French ship or brig was found wrecked, and about a quarter of an hour's walk from there between the rocks, a small launch of four oars, without it having yet been possible to discover whether any living soul had come off the ship, or whether a dead body was to be found upon it. Since then, however, three persons having engaged themselves upon the aforementioned ship Josephus de Tweede, while three others came to offer themselves to the government to enter into the service of the Honorable Company; and whereas the behavior of those persons and the goods found with them caused much suspicion regarding them, on which grounds the first-mentioned three were also taken off the said ship Josephus de Tweede again, and the three others were apprehended, it was found upon examination of the same that the said six persons belonged to the crew of the aforementioned French brig, 199. that the said brig, named la Rolette, having been manned in total with 12 souls and commanded by the master la Bordes, departed from Bordeaux on or around the middle of May last, destined for Isle de France. That having approached therewith on Sunday the 13th of Aug:s aforesaid in sight of this corner of land, two sailors of the crew, being brothers and named Tailjaico, native to S:t Remo, together with the carpenter, the cook, and another sailor of that vessel, in the night of the said Sunday, out of a pretended ill-treatment by the master, took the horrible decision to do away with him, the master, as well as the other officers. That they also immediately carried the same decision into execution, and thus the master was killed in his cabin by the aforementioned two Taljaicos, each being armed with an axe. That also the boatswain, who had the watch, at the moment when he, because of the arising noise, looked below, was killed in one blow by one of the aforesaid persons, 200. and furthermore the chief mate lying asleep, as well as the boatswain's mate, were likewise murdered by them. That another sailor, named William Thoma, native to Boston, as he says, having been awakened by this violence, went above and became aware of this dreadful business, whereupon by praying, pleading, and giving assurance of agreeing with them, as well as under promise of not revealing the deed to anyone, he saved his life. That a mate, by name of Boi, seeing that it would also come to his life, was forced to call the cabin boy, named Paris, above and do away with him. That the bodies of the said five persons put to death were joined together by the seven remaining in a sail, tied fast to an anchor, and thus thrown overboard. 207. the Staff; seeing an official report found in the wreckage of the vessel, drawn up on 1 June 1786 against an Italian sailor who had insulted and threatened to strike the second captain of the said brig, has considerably increased the suspicions; but what has just occurred regarding the three men escaped from this brig without our knowledge seems to turn my suspicions into proof. For how can we interpret otherwise the hasty and concealed flight of the four men who emerged from this shipwreck, the silence they maintained regarding the event during the journey, their arrival at the Cape, the stay they made there with suspicious persons, and above all, Sir, their eagerness to embark secretly on one of your vessels? If I am not mistaken, all this reveals guilty people; for had they not been so, was it not natural that they would present themselves to the King's representative or to the heads of the Colony to receive the aid they had the right to claim? Choosing this course was reasonable and seemed to be the work of pure instinct; instead of following this conduct, they remained hidden from the vigilant eye of your government. Of the four men escaped from this brig, only three have been arrested by your order aboard the Dutch vessel the Joseph Second, because the fourth is still wandering. the same again in the Bay of False had to be provided with such necessities as have been made known on the account further drawn up thereof, we take the further liberty of sending to Your Right Honourable Excellencies the same account, together with an annexed receipt, enclosed herewith, accompanied by another memorandum of redress, on account of an error committed in the expense account of the country's ship Wassenaar, which also called here this year. In our humble letter of 1 July last, addressed to Your Right Honourable Excellencies by the return ships 't Slot ter Hoge and d'Africaan, notice having among other things also been given that, on account of the scarcity and lack of grain, an agreement had been made, upon the offer of the French agent residing here, Mr. Percheron, with the captain of the French ship le Fabius, present at that time, for the transport of a cargo of wheat, rice, etc., we can now inform you to our particular satisfaction that the said ship le Fabius returned here from Mauritius on the 29th of the just-past month of September with a cargo of wheat and rice, and that the day before, or the 28th of that month, there also appeared here in the roadstead another French vessel, named le Consolateur, belonging to private owners, likewise laden with wheat and rice, which vessel, with the approval of the Messrs. Governor and Intendant of the French Islands, upon the information regarding the shortage at this government, was likewise sent hither by its owners for relief. If, in the meantime, from the present appearance of the grain standing here in the fields, a conclusion may be drawn for its harvest, we may flatter ourselves that it will be very abundant; but experience having taught that the crop, between the state in which it currently is and its full ripeness, is subject to many kinds of decay, by which the best expectations can still be disappointed, the final outcome remains uncertain. We have, meanwhile, all the more reason to hope and fervently wish that it may please Providence to bless the coming harvest into an abundant plenty, as, alas, the distressing circumstances from the extreme of which we have been saved just in time by the arrival of the above-mentioned two ships from Isle de France, have made us observe of what importance it is that at this government at least a year's supply be kept ready in the Company's warehouses; just as we shall also not fail, if the available harvest through Heaven's further blessing should enable us to do so, to take all possible measures in hand to that end, so that the Honourable Company may thereby also for the future be freed from such enormous costs as had to be incurred on account of the aforesaid shortage. With the aforementioned French ship le Consolateur, we have also received a letter from the captain of the ship de Zeenimph, Johannes Noordhoek, dated Port Louis, 18 May last, together with a copy of the official report concerning the coffee beans that remained behind from the cargo of the return ship de Morgenster at Mauritius, and for the transport of which to Batavia the aforementioned ship de Zeenimph was dispatched from here to Mauritius, pursuant to what was advised in our humble letter of 22 March of this year, sent via the Dutch private ships Willem en Jan and the Vrouwe Johanna Jacoba; which papers, as well as those of the French ministers relating to the cargo of the ship le Fabius, we shall not fail to provide to Your Right Honourable Excellencies by the next shipping opportunity. The government at Batavia, laden with rice, dispatched hither the ship the Resolutie, which departed from the aforementioned Capital on 15 July prior. Having had the honor to receive with the aforementioned arrived ships 'T Loo and Doggersbank your Right Honorable and Most Respected esteemed instructions of 6 April of this year, we shall not fail, as soon as we shall be in a position fully to satisfy the requisites there requested and demanded, to forward to your Right Honorable and Most Respected our humble answer thereto by the first opportunity. The Danish private ship Constantia, which, returning from Bengal, sailed hither from Punto Gale on 1 June last and on 15 August thereafter from the Island of Mauritius, and arrived here in the Roads on 8 October last, having brought three packets from the Honorable Company's Ministers at Colombo, Galle, and Cochin, consigned to your Right Honorable and Most Respected, we take the liberty to transmit those packets herewith, and additionally to present to the same an authentic copy of a letter written to us by the Galle Ministers 223. and dated 30 May last, containing among other matters the report that the Dutch private ship the Factor (of whose dispatch from here to Ceylon dutiful notice was given in our humble letter of 9 December 1785) arrived there on 8 March thereafter, and having already departed from there on the 24th of that month with a return cargo for the fatherland, the skipper or commander of that vessel had declared his intention not to call at this corner unless in case of the utmost necessity; and that consequently, in response to the aforementioned, the said skipper was notified in writing that, although letters for this place were given to him, he would nevertheless be at liberty to sail past the same if he should deem it necessary and expedient. And since the aforementioned vessel the Factor has in the meantime not yet appeared at this Government, one must firmly conclude that it will have already passed this corner and continued its voyage directly to the Netherlands. 224. Revolt on the ship the Jonge Franc begun by some Luxembourg recruits on board, but fortunately quelled. How many of those mutineers were killed in that uprising, executed on board the ship, and brought here in custody. There being on the private ship the Jonge Franc a detachment of recruits for the Luxembourg Regiment in Ceylon, a part of those recruits formed a plot among themselves with the intention of murdering the entire crew and thus making themselves masters of the ship, to which end the revolt was indeed begun by them between 16 and 17 July; yet in this atrocious undertaking, through the courage and vigilance of the skipper and officers, assisted by the remaining crew members who refused to take part in the revolt, they were timely and fortunately quelled, with the result that from the said plot, 7 mutineers were killed in the uprising, 11 thereafter executed on board the said ship the Jonge Franc, and 7 taken into custody. These last-mentioned prisoners having been handed over by the authorities of that vessel to the Captain Commandant of the aforementioned national ships when they subsequently joined them, under whose convoy they then completed the further voyage hither, 225. Copy of the skipper's report regarding this case forwarded herewith. these prisoners, upon the arrival here of the said national squadron, were delivered by the aforementioned Commander, the Right Honorable and Valiant Mr. Wiers, upon formal request, pursuant to the regulations concerning the jurisdiction of the officers of the national ships, to this Government; wherefore the said prisoners have been placed in the hands of the provisional Fiscal in order that, after proper further inquiries and examinations following the documents obtained against them by the ship's council of the often-mentioned ship the Jonge Franc, they may be brought to trial before the Council of Justice here. Which sentence over the same has been pronounced here by the Council of Justice, as well as to offer herewith in authentic copy the pieces and documents belonging to the criminal proceedings, held here against the six persons who captured the French small vessel La Rozette; and of which case by our humble letter of 11th September past advice was given to your Right Honourable: which six persons named Etienne and Antoine Taijaeco, two brothers, Jean Missieux surnamed Leonnois, Francois Ros surnamed Bielke, Augustinus Scheir and William Thoma, the first-mentioned three as sailors, the fourth as carpenter, the fifth as cook, and the last-mentioned also as sailor, having been stationed together on the aforesaid French brig; after they, pursuant to the request of the agent of His Most Christian Majesty residing here, were brought to trial before the Council of Justice, and were fully convicted upon their own confessions of the abominable and most cruel murders committed by them accompanied by plunder, were thereupon sentenced by the aforesaid Council of Justice; namely 227. the four first-mentioned having been accordingly broken alive on the wheel at the place of execution, their right hands and heads chopped off, and placed on stakes opposite the bodies, and the fifth punished with the rope at the gallows until death, and further the dead bodies of all five aforesaid delinquents carried to the beach on the sea dunes, near the so-called Mole, where those of the four first-mentioned were laid on wheels erected there expressly and the heads and hands placed on stakes, and the body of the fifth was hanged again on a gallows already standing at that place, in order all in that manner to remain as a sign, example, and deterrent for other seafarers and evildoers inclined to such atrocious acts, until they shall be consumed by the air and the birds of heaven: while the sixth delinquent William Thoma was condemned to a severe flogging and eternal banishment from this country and its jurisdiction. Account of a horrific murder, committed here by a certain native exile who had served as a caffer. However unpleasant the narration of such unfortunate and sorrowful events may be, we nevertheless find ourselves obliged to give your Right Honourable notice of a most hideous scene of murder that occurred here recently, committed by one of the so-called caffers or properly speaking eastern servants of Justice, for which service, with the exception of a small number of Europeans, one has until now been forced to make do with the exiles coming hither from Batavia; and which murderous case occurred in the following manner: On Monday the 25th of the past month of September, when commissioners from the Council of Justice together with the Fiscal pro interim had been occupied until the evening with examining the aforementioned mutineers of the French small vessel la Rozette, and those criminal prisoners had been brought back to their place of custody, the First Provost of the Lord set order to guard the same in the irons for the then approaching night as usual, for which 228. the caffer mentioned here above was commanded in his turn by that provost, it happened that this caffer or exile showed himself entirely disobedient and obstinate against the said command, and when about to be corrected on that account by the said provost, revealed such a rage for murder as has never been heard of or witnessed in its frightful consequences as long as this colony has existed. Report of the grounding of the hooker Catwijk aan Rhijn in False Bay, together with the request to renew the prohibition against the transport hither of Eastern slaves. While on that occasion it was also requested that the prohibition of 28 September 1767 against the transport hither of Eastern male slaves from the Indies might be renewed. The hooker Catwijk aan Rhijn, which arrived here from Ceylon in the year 1785 and, having been sent to Saldanha Bay on account of numerous defects and subsequently repaired there, has since that time been retained by this government; having recently in the month of June been dispatched to False Bay for the transport of necessities for the Company's ships there during the past winter season, and subsequently to convey hither the cargoes brought there by the outward- and homeward-bound ships; having already lain in readiness on the 2nd of this month to come up hither from there with the cargo it contained, the said hooker Catwijk aan Rhijn met with the misfortune that on the 7th following, the southeast wind, accompanied by very high seas such as the Resident dispatched to False Bay declared in his report never before to have witnessed there, breaking through, struck that hooker from its anchors twice and drove it onto the rocks. The crew and the cargo already on board being salvaged for the Honourable Company. Notification having subsequently been given by the aforementioned Resident by letter of the 9th following that the day before, due to the heavy and high seas, the mainmast with all the rigging attached to it had fallen overboard and had taken part of the ship's side with it; that the mizzenmast was likewise cracked in two places; that upon the middle part of the hooker immediately striking upon a rock, having four feet of water at the pumps, the seawater had subsequently risen to between decks and washed in and out of the ship with the ebb and flood, whereby the loaded pine beams, planks, and empty leaguers had floated up in such a manner that the entire deck was lifted up by them, and the sides of the vessel were also forced apart from one another. The entire crew having been saved, he, the Resident, saw no difficulty, if the weather should permit, in also being able to unload and salvage the Company's goods from it, as they proceeded to work on this with all possible speed, and two ordinary commissioners were immediately dispatched thither to supervise the said goods; of which accident and the findings of the investigation into whether any neglect of duty accompanied it, we shall not fail to give Your Right Honourables further notice. Further notification regarding what was written by the administration at Isle de France; concerning the cargo of wheat and rice per the ship Le Fabius. Our aforementioned humble letter of 3 October last having likewise contained a preliminary report of the fortunate relief obtained for this government and this colony from Isle de France by the arrival of the ships Le Fabius and Le Consolateur, both laden for this place with wheat and rice, we find ourselves able to report further to Your Right Honourables at present, as in duty bound, that regarding the cargo of the first-mentioned ship, Le Fabius, it appeared from the letter dated 27 July of the current year addressed to this government by the administration at Isle de France that the cargo of that vessel was charged to this government at the exact same rate as the said grains had cost there, so that the cargo, consisting of 400,000 lb of wheat and 8,486 lb of rice, with the charges listed on the invoice, amounted to a sum of 82,257 livres 15 sous, and that we were to deliver the aforementioned amount to the aforementioned agent, Mr. Percheron, in bills of exchange drawn on the Honourable Company, payable three months after sight. 240. considering that such a quantity of the foul and unusable portion of the wheat was primarily to be attributed to its poor and impure condition, without being able to ascribe this to anyone's fault, and that it was consequently also not a matter about which one could make any claim against the Ministry at Isle de France, on account of whose activity and friendly vigilance in our case one, on the contrary, had every reason to be exceedingly content, it being sufficient that one was so fortunately saved thereby from a distressing shortage, the very extreme of which one would otherwise certainly have had to experience by now, furthermore that the underweight on the wheat, amounting to slightly more than 1 3/8 per cent, differs little from that which is ordinarily allowed on the Company's behalf to ship officers on such cargoes; while the short-delivered quantity of rice constituted no matter of any importance, believing therefore that in this rare case, in which there was no purpose of commerce, but solely a requested assistance in a dire shortage, one ought to overlook these matters, on which account it was also decided to write off on the Company's books the foul, spoiled, and unusable as well as the short-delivered wheat and rice. Thus we have taken the liberty, on account of the aforesaid cargo of wheat and rice from that vessel, to issue to the often-mentioned Mr. Agent Percheron here, pursuant to the above-mentioned letter from the Ministry at Isle de France, dated the 10th of this month, a bill of exchange in triplicate upon Your Right Honorable Worships, for payment three months after sight, in the amount of the above-mentioned sum of Eighty-Two Thousand Two Hundred Eighty-Seven Livres and 15 Sols tournois, as well as to the Captain of the said ship, Bidard de la Noé, in accordance with the written agreement entered into with him; of which we took the liberty to transmit a copy, together with our humble letter of 1 July of this year, by the ships 'T Slot ter Hoge and d' Africaan to Your Right Honorable Worships, for the freight money of 204 3/40 Tons of wheat and rice, at 75 Dutch florins per ton, amounting to 15,322 florins 10 stuivers Dutch Currency, also under the aforesaid date, to hand over the following four bills of exchange upon Your Right Honorable Worships, payable six months after sight, to wit: to the order of Mr. Arnous des Sausaix, merchant at Orient, a bill of exchange in the amount of Dutch Currency 5,000 florins; another ditto likewise in the amount of 5,000 florins; and to the order of the aforesaid Captain Bidard de la Noé, a bill of exchange in the amount of Dutch Currency 4,402 florins 10 stuivers; another ditto in the amount of 920 florins; totals as above, 15,322 florins 10 stuivers; and which bills of exchange we therefore most humbly request may be graciously honored by Your Right Honorable Worships with acceptance and payment.
