Right Honorable, Highly Respected, Great and Esteemed Sir: I take the liberty with all respect to inform Your Right Honorable, Great and Esteemed Sir that on the 27th, having been overtaken by a severe hurricane, I lost my main mizzenmast, as well as my fore-topmast, foresail, and foretopsail yard, and developed such leaks that by the 29th I already had 11 feet of water in the ship. However, that day the weather calming somewhat, and having thrown overboard some cannon together with all the goods lying between decks, in the gunner's room, and the run, I obtained the opportunity to reach the heaviest leak and stop it somewhat, and on the 13th ultimo I entered port here and discharged cargo here. The linens, which had all been under water, I had washed here since they were not yet rotten. The aforementioned frigate de Meermin, having been dispatched pursuant to the honored resolution of the well-mentioned Noble Lord Governor and the Honorable Council of Policy, dated 12 December of the past year, to go and survey the fairway off Caab Anguilhas, the aforementioned officers of the same were ordered to survey there, in accordance with the dispatch of the High and Mighty Lords Majores in the Fatherland, within the sector which was indicated by red lines on the chart provided specifically for that purpose, with all possible exactness with the lead, and by cross-bearings from the land, as accurately as feasible, to mark the rocks or reefs that might be discovered within the same sector marked on the chart, and furthermore to give such a report and account upon returning here as would be necessary to be able to inform the aforementioned Lords Masters with certainty regarding what their High Mightinesses have pleased to require, for the prevention of such fatal incidents as befell the China return ship Brederode at that place in the year 1785. The aforesaid frigate de Meermin having thus been made ready for this ordered expedition, on Sunday the 24th of December set sail from these Cape roads to off Robben Eiland, where from Monday the 25th of the same, due to contrary winds and calm, had to remain anchored until Friday the 29th of the same, when setting sail from there, course was set for Caap Anguilhas, and arrived on Monday the 1st of January 1787 at noon off that Cape, the estimated dead reckoning courses and distance in the 24 hours being 24 miles, the estimated latitude 35 degrees 1 minute, longitude 36 degrees 5 minutes, as well as the observed latitude 34 degrees 58 minutes. Took a bearing of the south point of Caap Anguilhas East by North and the Hanglip North-Northwest by North, which bearing comes to the latitude of 34 degrees 58 minutes, longitude 36 degrees 2 minutes, so that we found ourselves 3 minutes or 1 3/8 miles further west than the dead reckoning. We estimated then to be 5 miles from the south point of Cape Agulhas at a depth of 80 fathoms, muddy holding ground, and stood on with small sail by the wind to await the day. During the night the wind was south-southwest and west-southwest, from an ordinary light breeze to a topgallant breeze with an overcast sky, sounding every four glasses at a depth of 85 to 90 fathoms, sandy holding ground. Tuesday the 2nd of January: We had the wind with a fresh to light topgallant breeze from the west, south, east, east-southeast, southwest, west, and west by north, under a thick shifting sky with high swells from the southwest. We could see no land and therefore stood on under small sail until the sky cleared, then tacked around to the north-northwest and made sail. At ten o'clock we saw land to the north by east and north, which, however, could not be recognized because of the thick fog lying upon it. At noon, the point of Cape Agulhas bore north half east, about 6 miles distant. We then tacked close-hauled to sound and cruise again from the west side, sailing at 90 fathoms, muddy holding ground, at the estimated south latitude of 35 degrees 11 minutes, longitude 37 degrees 27 minutes, the observed south latitude being 35 degrees 13 minutes. In the afternoon we had a stiff topgallant breeze under a hazy sky. At three glasses, the point of Cape Agulhas bore north by east, about 3 and a half to 4 miles. We reduced sail in order to sound better and more properly, cruised back and forth before the wind from the north to the south, as the wind was westerly, and approached the point of Cape Agulhas to a distance of two miles until we had passed it, without discovering the reef indicated on the chart. We thus found that it could not lie so far from shore, and that the reef forming off the point of the aforesaid Cape also extended not directly to the south, but south-southwest 1/30 south from that point. We therefore tacked to 1 and 3/4 and 1 and a half miles closer to shore to take bearings and soundings there, which we continually carried on, and passed the reef to the south-southwest of the point of Cape Agulhas at 24 to 25 fathoms, foul, rocky ground. At four glasses in the dogwatch, we saw the low sandy beach in the bight of Vleesbaai, but could obtain no bearing of the point of that bay because of the fog lying upon it. We then steered back and forth, passed depths 733 of 50 to 53 fathoms, sandy ground, and bore at that time Cape Agulhas to the northwest by north, about 3 miles from us, but on account of the thick fog lying on the land could take no other bearings. At sunset, the southernmost point of Cape Agulhas bore northwest by west and the inner or northeast point of that Cape bore northeast by east, together with the point of Rio Dolce northwest by west-west. We then estimated to be 4 to 4 and a half miles from the south point of Cape Agulhas, had a steady depth of 50 to 52 fathoms, sandy ground, and the wind with a stiff topsail breeze from the west-southwest to south-southwest. And since we had now, pursuant to the orders received, surveyed with all possible accuracy both by cross-bearings and with the lead the waters everywhere outside, west of, south of, and east of Cape Agulhas at the location or the entire section A, B, C, D indicated on the chart, without having been able to discover anything other than what was already known thereof to navigation, we resolved to return here to Table Bay at a favorable opportunity. From Wednesday the 3rd to Sunday the 14th of January, we had continuous storms and contrary winds, until on the last-mentioned date in the night with a fierce east-southeast wind we came to anchor off Robben Island. However, having lain there not even a quarter of an hour on our daily and mooring cable, we were struck off the anchors by the strong winds and set adrift, and were thus obliged to put to sea again, being delayed by the southerly winds that blew steadily until Wednesday the 7th of February, when in the forenoon we safely came to anchor here in this Table Bay. This voyage being thus happily accomplished under the guidance of Providence, all seamanship was exercised throughout the same, and every possible means employed to fulfill the purpose of the expedition with which the undersigned were primarily charged, without, however, any discoveries having been made other than those already stated above. newly established colony Graaff-Reinet, namely regarding the cutting and fetching of timber at the Company's bay, for which a certain farm was reclaimed. We dutifully bring to the knowledge of Your Right Honorable Nobles, with regard to these two objects, what was reported by the Landdrost of the newly established colony Graaff-Reinet, Maurits Herman Otto Woeke, to whom had been mandated the investigation concerning the cutting of timber and the fetching thereof from Plettenberg Bay (as was cited in our aforesaid missive), that when he returned from there, it was reported and proposed by him to us on behalf of Plettenberg: That to that end there should first be reclaimed a farm of the farmer Cornelis Botha on the Pisang River, in order to station the required men there, as it is situated best and well provided with drinking water, and for their accommodation, to erect the necessary buildings alongside those that were already found on the same farm. And an extensive forest located closest to the bay was chosen, as well as a specific number of men retained, and beside the mentioned storehouse should be erected: That at an estimated one hour from the seashore, a forest commenced, provided with all kinds of timber as well as wagon and furniture wood, which covered a circumference of fully six hours of travel on horseback, and separated itself very naturally from several other similar timber forests. That in the opinion of him, the Landdrost, a good connoisseur of timber and forty to fifty men as laborers ought to be stationed there and continually maintained, both to cut the timber at the most suitable time of the year and, because of the insecurity of that bay, to load the ships and vessels that would be dispatched thither for the fetching of the timber as speedily as possible and to be able to cause them to depart from there. That also near the Company's mark or the beacon erected in the same bay, suitable sheds or storehouses should be constructed there, a report having been made by the Burgher Lieutenant van Reenen, together with two Heemraden, regarding the continuation of grain farming around Mossel Bay, in order to store the timber there under the guard of some military personnel, since it ought to be cut at least one year in advance for shipment. And that likewise six wagons together with 100 draft oxen ought to be kept there, in order continually to transport the cut timber from the forest to the sheds or storehouses. But since the Burgher Lieutenant Johannes Gijsbert van Reenen, who, as we have likewise had the honor to advise in our aforementioned letters, had been commissioned, together with the Swellendam Heemraden Hillegert Mulder and Jan Andries Holtzhuisen, to survey the grains that might still be obtained from that region to alleviate the shortage of the past year, and also to investigate the means by which the cultivation of grains in that region could be promoted, upon his return, together with the said Heemraden, came to report regarding this commission: which more than one hundred farmers on the adjacent region would have undertaken: That although no grain was to be obtained from the inhabitants there for relief in the mentioned shortage, the same, to the number of more than one hundred farmers, had nevertheless undertaken to continue the cultivation of grain around Mossel Bay, and were inclined to deliver whatever they were to harvest thereof to the Honorable Company, to be fetched annually from the said bay with the Company's ships or vessels, under deduction of the ordinary legal tithe for the Honorable Company and another 10 per cent for the freight and risk at sea, provided, a special report having been given by the mentioned van Reenen regarding the woodcutting in Outeniqualand, provided that deduction did not take place whenever they would thereby obtain less than 18 Rds for the load or the ten mudden. Which offer the said Commissioners also came to submit in their report in the name and on behalf of the aforesaid farmers, with the affirmation that the same inhabitants, in full confidence of our approval, at the suitable time of the year, which in the meantime had approached, had also already made a beginning, each according to his ability, to prepare as much land as was serviceable to be sown with the grain they still had remaining. While the mentioned van Reenen, specially concerning the cutting of timber around Mossel Bay, came to state on that occasion that the inhabitants for that purpose in Outeniqualand, whose farms were naturally not very suitable either for grain cultivation or cattle breeding, would find themselves inclined to cut the necessary timber in the various forests and to deliver it to the Honorable Company in Plettenberg Bay at very reasonable prices; and whereby it was simultaneously proposed by him, van Reenen, that in case the cutting of timber might be contracted out to those inhabitants, a large number of farms or lots, which in such case would not require so large an area as ordinary, could still be granted in Outeniqualand, and that thus many households that would then wish to settle in those regions would be able to find their livelihood from that trade.

in order to satisfy the wishes of Your Right Honourable Noble Worships, the alongside mentioned persons have been commissioned to treat with the inhabitants in the surrounding areas of Mossel and Plettenberg Bays, so that they might be able to sustain themselves, rather than, in order to find their livelihood, again departing further inland and applying themselves to the breeding of cattle, leading to a further distancing and expansion of this Colony, which as said was noted by Your Right Honourable Noble Worships yourself as very detrimental. For which reasons it was also deemed utterly necessary that proper precautions and measures were taken to cause that branch of subsistence for the inhabitants also to be undertaken and continued in such a manner as would best answer to the aforesaid beneficial intentions. Thus, after having maturely reflected upon these two objects, namely the cultivation of grains and the cutting of timber around Mossel and Plettenberg Bay, we have expressly commissioned the Captain-at-Sea and Master of Equipage Francois Duminy, the here-before-mentioned Burgher Lieutenant Johannes Gijsbert van Reenen (as knowing the regions and the inhabitants, as well as having special knowledge of agriculture), alongside the Shopkeeper of the Honourable Company Egbertus Bergh, and dispatched them overland from here, with orders and authority to proceed first to Mossel Bay, and with the inhabitants in the district there, both for themselves and for those who in time may come to possess their present places, whether in freehold or in loan, on the foundation of their above-mentioned offer, to enter into a final agreement to deliver their harvested grains to the Honourable Company in the aforesaid Mossel Bay, in order that they may be fetched from there by ships or vessels at the most suitable time of year. Under deduction of a tenth for the Company's right, and another equal tenth for the freight and risk of the sea, provided however that, whenever the price, which would have to be regulated annually for that purpose by Commissioners from the Council of Justice, should through that deduction yield less than 18 Rds. per load, or for the ten muds, the same would then take effect no further than to allow the said price to remain. And in order that the ships or vessels to be sent to the aforesaid Bay for the collection of the grains should not, by long delays there, be placed in any danger due to the insecurity of that Bay, but on the contrary might be laden as quickly as possible for their return voyage, the said Commissioners, after having struck the aforesaid agreement with the inhabitants, should investigate whether it would be necessary that one or more magazines were erected at the aforementioned Bay; and in case one might find such strictly serviceable, since the shortness of the time which was then still at hand until the coming harvest, and the manifold works underway did not allow the required workers to be taken away from the Company's service for that purpose, to contract out to private parties, for the time being, the construction and annual maintenance of a suitable magazine at such a location in the vicinity of the seashore as the aforesaid Master of Equipage should judge most suitable, both for the shipping and for sufficient security against hostile damage from the sea, keeping in view, however, that this take place with the greatest savings for the Honourable Company. And that the frequently mentioned Commissioners further should have to examine and report what further measures should be taken and put into effect to carry out the receipt and shipping of the grains there at the lowest expense to the Honourable Company, and the Master of Equipage moreover also especially what means could best serve to afford the ships or vessels to be sent thither a suitable security during their stay in the said Bay. Plettenberg Bay, and the transport of the same from there, the following should serve for their guidance and instruction, namely: 1. To investigate whether the Company's ships would not be exposed to excessive danger in the aforementioned bay, and if and in what manner that danger could best be prevented in those cases, as well as what kinds of ships would best be employed both for the loading of the timber and the navigation of that bay, and at what times of the year the same bay can most safely be navigated and visited; likewise whether the ships or vessels that would be dispatched to the aforementioned bay to collect timber might not simultaneously, if such should be convenient, visit Mossel Bay in order to load the grain in the latter-mentioned bay either before or after the loading of the timber; on all of which points the Master Attendant du Minij in particular was ordered to fix his attention, as well as to report his findings and attached considerations. 2. That after the said Master Attendant should have judged and found that the aforementioned Plettenberg Bay could be navigated with sufficient safety by the Company's ships or vessels, the aforementioned commissioners should inquire of the local inhabitants whether they were inclined and prepared to fell the timber that the Honorable Company might require and which would successively be specified to them, in the forests situated there, and to deliver it to that bay, as well as according to the instructions and to the satisfaction of an overseer to be placed over the shed to be erected, and to store it under cover in the same shed; and if they or any of them might be inclined to undertake such at most against the aforementioned prices, and also to calculate and deliver pro rata any other necessary timber not expressed in the specification mentioned hereinbefore, thereupon to enter into a final agreement with the same, so that there could be provisionally contracted out to the said inhabitants or contractors the felling and delivering of as many beams of the aforementioned various calibers as well as wagon-makers' timber as they, the commissioners, should judge to be sufficient for the full loading of a ship or vessel best and most suitably to be employed for that purpose; provided that the same inhabitants or contractors should also have to promise and bind themselves, on pain of being forever deprived of and removed from the supply of timber, to provide each time, as soon as any ship or vessel should have appeared in the bay to collect timber, as many of the people whom they ordinarily employ as woodcutters as should be necessary to serve under the overseer to be appointed, at a reasonable daily wage also to be regulated by them, the commissioners, for the prompt loading of the ship or vessel. 3. That in order to allow the timber to dry out properly for shipment, and for that purpose to be stored in stock for at least one year in such place as was best situated and should be judged and found useful for ready shipment, there should be erected a suitable shed, the construction and preparation of which, according to the specifications and layout to be provided and indicated by them, the commissioners, should also be contracted out to such of the inhabitants who would be willing to undertake such at the lowest price and for completion at a convenient time. 4. Just as also, since in the future, in order to allow the small craft that would have to serve for the shipment of the timber to arrive and load safely and easily, a suitable and convenient landing place would need to be constructed on the beach itself, the aforementioned commissioners were likewise ordered to have examined by a ship's carpenter, who had also been dispatched to the aforementioned bay to assist them, the commissioners, and to contract with the suppliers for all such timber as that carpenter should specify to be required for that purpose, in order to be delivered after the completion of the shed and stored in reserve within the same, so that as soon as affairs would permit the dispatch from here of the necessary people for that work, that timber might then be found at hand and in readiness. 5. And since by visual inspection it is very difficult to make any distinction between the best and less virtuous yellowwood, the aforementioned commissioners should likewise investigate and report what measures should be devised so that no fraud would be committed by the delivery of the latter for or instead of the former, and to inform the inhabitants or contractors of the supply that they would have to hold themselves obligated to all such orders as it might be judged necessary to institute in the future for the prevention thereof. 6. That it was also agreed with them that the slaves required for shipment would be supplied by them at 18 stx per head per day. That in case these arrangements should thus be approved, the granting of the said plots ought furthermore to take place under the necessary conditions. That in that case, the mentioned burgher Botha, in compensation for the damage he would suffer through the granting of the plots around his place, ought to be permitted to possess his place to the extent of 60 Morgen in full ownership, without payment of recognitie moneys; and that the exact same favor ought also to be granted to the aforesaid Kretzinger, whenever the plots on his place might likewise be occupied. That the shed for storing the timber had also provisionally, subject to approval, been contracted out to the burgher Jan Jacob Terling for a sum of f 15000, to be completed by the end of the month of December 1787. That an overseer and 6 or 7 workmen ought to be appointed in order to receive, sort, store, and restack the timber to be delivered. That if we should nevertheless prefer to undertake that work on behalf of the Company, the plan of the aforesaid Landdrost Woeke would then have to be followed, with a service forest; That because the heavy timber could be taken from the beach with rafts and the lighter timber with a flat-bottomed vessel and brought on board, the construction of a pier was found to be entirely dispensable, for which reason also no contract had been made to cut the timber in stock for that purpose. That to distinguish between the two different species of yellowwood, one could be branded by the overseer with the Company's mark. With further considerations added thereto by them, the Commissioners, both with respect to the means to prevent the cutting of needless timber, and concerning the matters that ought to be recommended to the overseer, and what could be granted to him as an encouragement to look after the master's interest. Just as Your Right Honorable Worships will be able to discover these things more fully, if you please, from the accompanying authentic copies of the report submitted by the above-mentioned Commissioners and the appendices belonging thereto. Which report, after the same was read individually and attentively by each of the undersigned, was resumed in our meeting of the 27th of the aforesaid month of December, and thereupon, having in the first place paid regard to the reasons and objectives why the continuation of grain cultivation around Mossel Bay had become extremely serviceable and necessary, as we have quoted at length here above, the contract entered into by the aforesaid Commissioners with the inhabitants in the surrounding area there was therefore approved by us. 780 after deduction of the tithe and freight, also stipulating the time of delivery, would tend to be an oppressive burden for the Honourable Company, and in what cases that regulation would likewise remain demanded of the more aforementioned Commissioners. For which alleged reasons, the resolution was taken by us, likewise to cause to be paid for the wheat which would be delivered by the residents around Mossel Bay in this year, the usual price of Eight Cape guilders per muid, after deduction of the legal tithe and another Ten percent for the freight by sea; but that in cases when the price would be regulated by the aforementioned Commissioners, the same deduction according to the aforesaid agreement entered into with the residents shall not take place if thereby less than Eighteen Rixdollars per load of Ten muids should remain to them. Whereof, by publication to the aforesaid residents, 781 notice having been given, they are at the same time warned to have to declare at the secretariat of Swellendam, before the middle of the past month of February, the quantity of wheat that each of them would be able to deliver in the repeatedly mentioned Bay; and whereby also the Landdrost of the said Colony has been written to, not only to let the same return be recorded at the Secretariat there, but also immediately after the aforesaid middle of February to send hither a prepared list of the registrations made. Regarding what has been remarked concerning the prices requested by the inhabitants, it was noted in that regard that, on the one hand, it could not be determined with sufficient certainty how well the cultivation of grain toward the side of Mossel Bay would progress, and that if this were to succeed abundantly, it would cause a great burden to the Honorable Company to also have the grain fetched from Plettenberg Bay, the cultivation of which it was hoped would be combined there with the felling of timber for the service of the Honorable Company; besides that, if the same inhabitants were able to find their livelihood from both grain farming and timber felling, they might easily find more pleasure in the former than in the latter, in which case a neglect of the latter, which has become an indispensable necessity, would cause great inconvenience. 787. And on the other hand, even though the agreed prices for the timber to be felled were now granted to them, partly to make a beginning with that work and thereby be speedily accommodated, and partly because idle people here might be enticed by that opportunity to move thither alongside others from the far distant veld to seek their livelihood through manual labor, one must nevertheless expect with good reason that, as the number of inhabitants applying themselves to this should grow, the possibility would also draw nearer to stipulate a lower price for the timber to be felled, even more so once the prices of horned cattle—which have risen excessively high due to the dearness of foodstuffs, and which were brought forward by those inhabitants as a second cause for the increased prices of the timber to be delivered—shall have fallen back to their former ordinary value. 788. While from the calculation submitted by the aforementioned commissioners concerning the purchase and sale of the timber, alongside their aforesaid report, it meanwhile appeared that, all expenses deducted after that purchase, an advance of 50 per cent could still always be obtained for the Honorable Company upon sale at this capital, which would at the same time be paired with the prosperity and welfare of a large number of inhabitants. If hereafter, in the event that the forests might at some point become exhausted through continual felling so that the same inhabitants could no longer find their livelihood from it, 789. and the Colony meanwhile having expanded further, as one must inevitably expect under other unforeseen circumstances, more wheat might also be required to feed the inhabitants, further means could then be devised to also take up grain farming in that region.
