1255. walnut stocks, around the trigger guard, ought to be somewhat sturdier, because this wood, due to this hot and dry climate, is more inclined to split than in Europe, and thus the buttstocks easily break off through the handling of the musket. That the Honorable Governor gave him great hope after some time, since he had received news that, for the time being, twelve hundred muskets, as had been requested, were already boxed and lying in readiness to be sent here, this certainly having been prevented by the impending war, since nothing further has been heard of it. The undersigned has therefore additionally to observe here that, since there is now a stronger garrison here and a nursery of soldiers is to be obtained, one ought to have in stock here in the armory, in this important government, calculated according to the necessary strength of the garrison and the burghers, at least six thousand good muskets, identical to those of the infantry of the State. The undersigned, having had the honor, on the occasion of the presence of the Honorable Commissioner Boesses in our Council, to reiterate his concern about the very poor condition of the infantry weapons in this government, and having requested that, for a speedy provision herein, and for his own cover and accountability, the same might be inserted into the minutes and sent to the Lords Majors, has the honor to submit this now in writing, beginning with the following sketch of matters, namely: That when he assumed the post of interim Head of the Militia in the month of March 1780, he inspected the weapons and found them in a very poor condition; that he presented this to the then Right Honorable and Honorable Lords, the Honorable Governor van Plettenberg, Copy. 1257. the Honorable Governor van Plettenberg, urging the procurement of good muskets, precisely like those of our Dutch infantry regiments; however, with the slight and in this country most necessary improvement, namely: that the walnut stocks ought to be somewhat sturdier around the butt, because this wood, being more inclined to split in this dry and hot climate than in Europe, the buttstocks thus easily break off through the handling of the musket. The Honorable Governor gave him after some time great hope for obtaining the necessary weapons, since they had written to him from Europe that, for the time being, twelve hundred such muskets as had been requested were already boxed and stood ready to be dispatched here with the first opportunity; that this must certainly have been prevented by the impending war, since nothing further has been heard of it. The undersigned also has to observe here that, since there is now a stronger garrison and a nursery of soldiers is to arrive, these requested muskets are too few, and one ought to have in stock in this government at least six thousand good muskets, just like our Dutch infantry; since the garrison must not only be well armed, but in time of attack there should always be a number of good muskets in reserve, because there is then no time to repair damaged muskets. And since the preservation of the Colony depends on it, the undersigned cannot urge too strongly to obtain good muskets quickly; and shall to that end, and so that our Lords and Masters should not be further deceived, also mention here that when the first recruits for the nursery came ashore with their muskets, he inspected those weapons and found that the new musket from 1258. Zeeland of 1786 cannot be counted among the good weapons, not to say anything stronger of it; and will take the liberty to put one of these muskets and some others in a crate to be sent over to our Lords Majors, from which the difference will be clearly apparent, and it will be found that the new musket marked E has almost no butt, thus has no proper shoulder-rest and is too short; likewise the barrel is also too short, so that the man in the rear rank will often injure the one in the front rank in action, and that the stock as a whole is so weak that one will not be able to use these muskets for long. The further defects appear from the statement of the Master of the Armory annexed hereto under Letter F. The musket Letter A is a musket from the ship Holland and on the whole a sufficient and good infantry weapon; however, it would be much better if it were an inch longer in the butt, and that the ramrod were not so round and so thin at the front, but just like that of our battalion musket, marked L a B; because that fills the caliber and thus the entire cartridge, whereas the soldier, in rapid loading, if the ramrod is too thin at the front, frequently breaks the cartridge to pieces, and the ramrod then gets between the barrel and the cartridge, so that it takes great effort to get the ramrod out of the barrel again. The fourth musket, marked Letter D, was brought by the ship Leviathan and gave the undersigned much pleasure; everything being strong and well made, with an excellent lock, and the breech plug screw, by the new idea of the stop plate for the ramrod, very useful and ingenious; and one can say that this musket lacks nothing except that the butt is about an inch too short and somewhat too light, and were the barrel and bayonet each

That the mentioned flintlocks were taken apart by me, the undersigned, and found that there were many barrels of which the breeches were chopped through or filed, and the alloy of the barrels is hard and steel-rich iron, and thus subject to bursting, just as 3 pieces also burst during an ordinary proof. below stood Cape of Good Hope, the 13 April 1787. was signed J: F: Heydenreijd Agrees, J: Vr first secretary Lettr: The following calculation for an officer's tent is, if the Flemish linen is 1½ ells wide: 10 breadths at 2½ ells high for the inner wall 4 ditto at 6 ditto high for the upper inner canopy or 18 ditto at 2 ditto high for the outer wall marquee 19 ditto at 4 ditto ditto for the outer canopy or marquee If good thick sailcloth is ¼ ell wide, then there is needed for ground-valances at the bottom of the outer edge: 16 ells and 9 ditto for the inner edge ditto blue linen for valances on the upper marquee 44 pieces of guylines, each 5 fathoms long This is the calculation which is very necessary and serviceable in these regions for a medium officer's tent; one could also have them made here, in order to give them the proper shape for this climate. However, because of the dangers that accompany voyages along these coasts, the service of the Company always requires alert and capable seamen to command such a frigate; and the aforementioned Captain Lieutenant Barendse, who on the journey here with the undersigned Governor became known to His Honour particularly as a knowledgeable and vigilant officer, and who for this reason was placed as commander on the aforementioned frigate, has not only on his various completed voyages given further proof of such qualifications for naval service, and given general satisfaction to this government, but has also already acquired a most necessary experience of these coasts and the winds prevailing along them, without there being any opportunity to place anyone else as Commander on the said frigate to whom it could be entrusted with peace of mind; so that this government, through the loss of such an individual, would find itself in no small embarrassment, since the aforementioned frigate the Meermin is the only vessel that is currently at hand here, and necessity all the more demands that the duties for which it must be continuously used are always carried out as quickly and actively as possible; on account of all of which the requests that the said Barendse had previously made repeatedly to be allowed to sail home were each time turned down by the undersigned Governor in the most suitable manner. 1277. it appears that the officers of the aforementioned vessel have in no way made themselves guilty of any neglect of duty, and on the contrary, by them, as well as by the rest of the crew, everything was done that could serve for the rescue and salvage of the ship and goods, so that if there were still anyone who had been at fault or in default, it must solely be the commander of that hooker ship. And although in that regard the said nautical experts, in their remarks among others which, having been answered, it would be unnecessary to cite here, seem primarily not to approve that the said commander, for lack of the necessary anchors, did not long beforehand seek to get on board an anchor located in False Bay, notwithstanding that the same was too heavy for his vessel, in order to make use of it as much as possible in time of need, it is nevertheless not regarded as if the wreck of the ship had been caused thereby or could have been prevented, while, in order not to smash the ship to pieces on its own anchor, a third anchor could no longer be employed; the frequently mentioned nautical experts declaring much rather that the wreck of that vessel is especially to be attributed to the continuous furious storm winds having blown at that time in False Bay, whereby the parting of the cables was caused, and that it is very possible that, even assuming all possible seamanship had been employed on the part of the commander, the ship nevertheless could not have been saved. anchors in heavy weather necessarily had to find itself in great danger: thus it was submitted by him, the examinee, as his excuse against this, that he believed he was lying with his ship very safely in Simons Bay, and had deemed it unnecessary to use this precaution, adding that he had written for suitable anchors, but could not obtain the same because of the impossibility of sending them, considering that at that time no ships sailed from here to False Bay. Whereupon the examinee was asked in the second place why, since the impossibility of obtaining anchors at that time was well known to him, he had made no use of an anchor lying in the said bay with a weight of 3000 lb, especially as he, the examinee, upon his departure from here had taken along an anchor cable of 20 inches which was suited precisely for an anchor of this caliber; which was answered by the examinee by saying that that anchor was much too heavy for his ship, and that he could not get any carpenters at the post in False Bay to saw an anchor stock for the said anchor; which, however, was contradicted by the undersigned Master of Equipage, who maintained that he could produce evidence to the contrary. Then finally, being asked in the third place why, when he had already lost two anchors, he had not let go the third one present on board, even though it was also unsuitable, in order to try whether it might happily, falling with one arm into the ground, possibly still have served to preserve the ship; to this it was answered by him, the examinee, that he certainly would have done so, but when he heard that he was already aground with his ship, he had not dared to undertake this, out of fear of then breaking the ship to pieces upon his own anchor, and thus, even if he had had the heavy, above-mentioned anchor on board, he could nevertheless, for reasons he had alleged before, have made no use of it. Against which it was advanced by the examiner that he, the examinee, should have seen to getting the said heavy anchor on board long before, in order to be able to make the necessary use of it in time of need, as far as circumstances would permit; yet the examiners declared to be of the opinion that the wrecking of this ship is principally to be attributed to the continuous and raging storm winds blowing at that time in False Bay, through which the breaking of the ropes was caused, which also ought to be taken into no small consideration in this matter; lastly adding as an excuse for the examinee that it is very possible that, even assuming all possible seamanship had been employed on that part by the master of that vessel or the examinee in this matter, this ship nevertheless could not have been saved. Which aforesaid the undersigned examiners testify to have investigated and examined to the best of their knowledge and understanding, being ready to confirm the same in more detail if required. That shortly after noon, the wind having blown so violently from the South-East and East-South-East with hollow and high surging seas, that on account of the flying gales breaking through more heavily from time to time, it was decided to drop the damaged bower anchor (of which one arm had broken off during the last heaving in of the anchor at home), but that at half past two o'clock the mooring anchor having parted, their ship was immediately driven upon it and, with the bow turning swiftly around to the South, first struck ashore there on the reef rocks jutting out on the side of the house of the burgher Willem Huiter, they having been unable, because of the violent winds and the swift headway of the ship, as well as because the rudder, as aforesaid, was already detached from the post, to put on any sails or to get the ship's head to the North, four feet of water at the pumps already being noticed in the ship at that time. As for the state of the crew, one could by no means be certain that any refreshments would be obtainable for the men on St. Helena, because in a time when few ships came there, and the English ships even called at the Cape for refreshments, nothing was to be obtained there except a few leaves or greens called watercress. And since the English shipping, particularly to China, was now so heavy that from there alone, around the time one expected to arrive at St. Helena, one could find or expect a number of twenty to twenty-five ships of that nation alone, without even being able to make an estimate of the other ships of that nation, nor of other nations. Secondly, if one were to risk sailing past False Bay and call at St. Helena, and could then obtain no refreshments for the crew there, which was regarded as certain, one would then, from the aforementioned report of the Chief Surgeon, certainly assume to be exposed to a rampant scurvy spreading among the crew, accompanied by its detrimental consequences, which could result in not being able to count on having called at a refreshment station and thereby being placed under the necessity of having to seek another port again with that same purpose, which would result in incalculable harm. All of which dangers could probably be prevented by calling at this our own port, being assured that everything we needed could be obtained there in sufficiency to be able to continue our voyage further (with God's help). 1296. Whereupon the members, considering everything maturely and deliberating with one another, judged unanimously that, although the Honourable Company forbids the calling at the aforementioned bay, it nevertheless permits it when weighty reasons advise or compel us to do so. Concerning the report submitted in this regard by the Senior Merchant Le Sueur, who here acted in the office of Fiscal, transmitted herewith, from which it appears that the suspected persons, remaining in their persistent denial during the proceedings held against them, had committed the theft of the aforesaid money chest with the help of others, no trouble nor means would be spared to investigate this matter further along that trail. We now take the liberty, regarding the outcome of the proceedings conducted thus far against the aforesaid soldier, as well as three other common soldiers of this garrison who have rendered themselves suspect as accomplices, duly to bring to the knowledge of Your Right Honourables: that by the aforesaid Senior Merchant Le Sueur there has been submitted to us such a report as we have the honour to present herewith to Your Right Honourables in authentic copy, and from which it is evident: That upon a careful investigation into this altogether intricate and obscure matter, nevertheless so many vehement, pregnant, and probable indications had manifested themselves against three of the above-mentioned persons; that, whereas despite all those strong proofs they could not be brought to any voluntary confession, but had sought to save themselves with all manner of far-fetched and futile pretexts, he, Senior Merchant Le Sueur, ex officio and on legal grounds, had deemed that he might proceed against them to closer examination, which demand the Court of Justice here had also granted to the extent that the aforementioned three persons were brought to a certain degree of the strappado; but that these delinquents persisted in their stubborn perseverance in their denial, and the full execution of the demand having been suspended pursuant to the further decision of the aforementioned Court of Justice until further indications should be added, he, Senior Merchant Le Sueur, for lack of others who appeared to him sufficiently qualified to make a demand for torture, had found himself compelled—since this matter appeared to him to be so constituted that in time discoveries might arise that could bring it into fuller daylight—to apply by memorial to the repeatedly mentioned Court of Justice, with the request that the aforesaid three tortured persons might, for the purpose aforesaid, remain confined on Robben Island, while the fourth had been sent to Batavia by resolution of the said Court; which request was accordingly complied with; and we take the liberty respectfully to refer to the said report, which, with the judicial inquiries belonging thereto, is now also transmitted to the presiding chamber for which the ship Den Arend has sailed out. And whereas at the beginning of the past year, when it had been perceived that an attempt had been made by means of a false key to open the front door of the Company's small treasury, but this undertaking having failed, the key had remained stuck in the lock, the undersigned Governor had then immediately given orders, in addition to a sentinel who, standing by the inner gate of the Castle, at the same time kept guard both over the small treasury and over the vault in which the money chests from the Company's ships are stored, furthermore to have a sentry deliberately placed in front of the adjoining doors of both these rooms, but notwithstanding these precautions taken, it has now been found that, very apparently through the corruption of this sentinel and the use of false keys, the theft of the aforesaid chest with Mexicans was carried out, although immediately after the discovery of this theft, upon the aforesaid money vault being examined by us in person, nothing could be detected on the two locks of the door thereof. the commissioners shall also remain obligated to be present at the storing away of such chests, and to lock the aforementioned compartment, as also the inner door, which shall subsequently have to be sealed by them each time, after which one of these two commissioners shall keep in his possession the key to the fixed lock of the inner door, and that of the padlock of the outer door, while with the other commissioner shall remain the key to the padlock of the inner door, and that of the fixed lock of the front door, provided also that they, the commissioners, regarding the bringing ashore and storing away, as also upon the reshipment of the money chests, shall have to deliver their report in writing both to the governor and to the Chief Administrator, so that it may thus also be verified with greater ease whether the aforementioned established order has in this respect been observed and complied with in all parts by them, in order that they, the commissioners, may be held entirely accountable in case any disadvantage concerning the aforementioned money chests should arise through their neglect. Upon the proposal of the undersigned Governor, it having been understood to be necessary that the state of the Artillery and Ammunition of war in this government be kept secret at all times, and that this objective could by no means be achieved as long as that state, alongside the supply of ammunition, as currently happens, is made known in its various entries in the ordinary trade books; the undersigned Secunde and Chief Administrator Johannes Isaac Rhenius, together with the senior merchant and dispenser Tobias Christiaan Rönnenkamp, were commissioned for this purpose, to investigate and report the manner in which that state, in order to remain secret, could best be separated from the trade books, without thereby losing the relation which, so far as is inevitable, they ought to maintain with the same books: and upon the considerations submitted in this regard by the aforementioned commissioners in our meeting of the 14th of June last, having presented their considerations regarding the manner in which the state of the artillery and ammunition of war could, in order to remain secret, best be separated in its various entries from the ordinary Trade books in such a way that the connection which that state ought to have with the same books would by no means be lost, as was reported in writing by the aforementioned commissioners; of which we take the liberty to present to Your Right Honourable an authentic copy alongside this: The resolution was thereupon taken by us to conform thereto, and that consequently, upon the closing of the Trade books on the ultimo of this month of August, the three accounts which represent the aforementioned state shall be reduced to one main entry, subsequently to continue running under the name of Account of Ammunition: and that upon the formation of the new trade books, starting primo September next, a beginning shall have to be made to keep the entire state of the Artillery and ammunition of war separate in such manner as the second clause of the aforementioned Considerations dictates, for which purpose we have subsequently qualified and appointed one of the ordinary clerks of the Trade Office, by name George Fredrik Goetz, and taken him under oath of secrecy, there having also been assigned to him for that work a separate room in the said Office, yet so that, in accordance with the third clause of the aforementioned Considerations, all of this remains under the supervision and direction of the Trade bookkeeper, who has likewise been qualified for that purpose, without the aforementioned appointed ordinary Clerk being thereby excused from the usual Office duties: and that finally, also in accordance with the fourth article of the aforementioned Considerations, annually upon the closing of the books a Secret Commission shall be appointed to report on the finding of the remaining stocks. To the Noble Lords Directors of the General Dutch Chartered East India Company at the Presidial Chamber, Amsterdam, Patria. Noble, Honorable, Highly Esteemed, Very Wise, Provident, and Most Generous Lords, Commanding Lords. Under date of 28 June past, we had the honor to write to Your Noble High Mightinesses with the return ships Vreedenburg and Beverwijk, which two keels having set sail from False Bay for the Netherlands on 1 July thereafter, there subsequently appeared in the said bay, successively on the 3rd and 13th of that month, the Company's outbound vessel Hinlopen, with 4 dead and 12 sick, and the chartered hooker ship de Vlugge Trekvogel. Of these two keels, the ship Hinlopen having departed for Bengal on the 29th of the said month of July, the Vlugge Trekvogel also now lies ready to proceed on its voyage to Ceylon. Having received by the aforesaid ships Hinlopen and the Vlugge Trekvogel Your Noble High Mightinesses' honored missive of 6 January of this year, containing notice of the capitulation concluded with the Duke of Württemberg for the raising of a regiment of troops in the service of the Company to serve in relief of the Regiment de Meuron stationed here in garrison, as well as what arrangements had been made by Your Noble High Mightinesses by virtue of the authority granted by the High Noble Lords Seventeen, both for the transport of the first battalion of the aforesaid Württemberg corps to this place, and that of the Meuron Regiment to Ceylon to serve in relief of that of Luxemburg stationed there in garrison; we have, in accordance with Your Noble High Mightinesses' honored order, already made such arrangements as we have deemed most convenient for the reception of the said Württemberg troops and the re-embarkation of the Meuron troops. Just as we shall by no means fail dutifully to comply with what was ordered therein, both with relation to the cleaning and purifying of the vessels with which the Württemberg battalion shall be brought over and the lodgings where the Meuron troops have been housed here, as well as with regard to the soldiers stationed under the last-mentioned regiment who, instead of letting themselves be conveyed to Ceylon, shall desire their discharge. We have furthermore also, in accordance with Your Noble High Mightinesses' aforementioned instruction, forwarded thither the letter received therewith under packet volant for the Governor and Council at Ceylon, together with a copy of Your Noble High Mightinesses' aforementioned missive to us, and at the same time given them communication of Your Noble High Mightinesses' aforesaid arrangements, and what orders had already been set by us here, both to receive the Württemberg troops and to re-embark those of Meuron; except that, as we were not aware of the number or the size of the vessels that would be assigned to the aforementioned transport, and the Meuron Regiment at present consisted of 1139 heads, while the Württemberg battalion coming over with those vessels, according to Your Noble High Mightinesses' instruction, on the contrary would be only 900 men strong, we thus had not been able to inform the aforementioned ministers at Ceylon with certainty whether the entire regiment would be able to be re-embarked on those vessels, although we flattered ourselves that we would be able to arrange this with the distribution of the greater number over all the vessels. There being found on the ship Hinlopen 28 barrels of copper doits and a small chest of gold bars, and it having appeared from the received bills of lading that the aforesaid 28 barrels of doits were destined for Batavia and the small chest of gold for the Ceylon government, we have had both unloaded from the said ship Hinlopen, and have forwarded the barrels of doits via the ship de Batavier to India's capital, and the small chest of gold via the aforementioned ship de Vlugge Trekvogel to Ceylon. When the ship den Arend, equipped by Your Noble High Mightinesses, having appeared here in the roadstead on 8 December of last year, had set sail for Batavia on 13 January thereafter, we had the honor, in our humble letter of the 29th of the last-mentioned month, to inform Your Noble High Mightinesses that when the money chests belonging to that vessel were to be transferred from shore back on board, it was discovered that one of them was missing. And that since the Adjunct Fiscal Gabriel Exter, administering the office of fiscal, found himself prevented by illness from acting in that matter, the undersigned Senior Merchant and Member of our Council, Mr. Jacobus Johannes le Sueur, had been expressly authorized to administer the office of fiscal in this matter, and in that regard to perform everything that was consistent with the duty of that office, in order that the missing chest and the money might be recovered.
