The members being assembled together, the Captain, as president, read to them the decision which the Right Honorable Lord Count van Rechteren had taken in settling what was requested of His Right Honorable Lordship concerning the boatswain Wijnand Mooij of Dordrecht and his mate Claasake Dirksz of Amsterdam, consisting in this, that His Right Honorable Lordship deemed it most convenient to make an exchange, by placing the aforementioned boatswain on board His Right Honorable Lordship's ship as boatswain and his mate as quartermaster, and in return handing over to us his boatswain named C. D. Meijer of Folmerdingen and quartermaster Simon van Leeuwen of Gouda, so that on this vessel the former may perform his service as boatswain and the other as boatswain's mate, of which notice shall also be given to the Honorable Respected Lords Directors at the presiding Chamber of Amsterdam. Copy We the undersigned officers, all stationed on the Honorable Company's ship the Paarl, declare at the request of the Captain at Sea commanding thereon, Cornelis In't Anker, that during the unloading of the ship we proceeded into the hold, and there saw by the watermark that the same has stood over ten feet in the middle of the ship above the ceiling planks, whereby we found that all the saltpetre had melted, the one hundred thousand pounds of coffee were completely black, burned, and spoiled, about two hundred bales of cinnamon were damaged, some less and others more, and all the packages, except for 62, are still soaking wet, along with forty-two bales of cotton yarn and several of the cardamom bales, also a good quantity of pepper; it was also found upon taking up the bilge that the same was full of pepper up to the very top, which was also all spoiled; but as much pepper was already pumped out at sea, we cannot, or only with great difficulty, judge what the total quantity is, whereas we also had the best dried and taken in again, but the bad rejected and cast into the sea; which aforementioned we attest to be the pure and sincere truth, being prepared, if required, to confirm the same at all times with an oath. Whereas the Captain of the Honorable East India Company's ship the Paarl, arriving here on the 13th of this month in a deplorable condition, requested me, the undersigned, during the unloading of his vessel, to come on board there to inspect the cargo, I was glad to grant him this, in order to also be able to provide this report: that upon entering the hold I found that all the packages of linen, except for 62, had been under water and are still soaking wet, and that all the coffee is spoiled, and also that all the saltpetre had melted, the water, which was still visible by the watermark against the hull, having stood approximately ten feet in the hold, whereby also much pepper is wet and spoiled, the quantity of which, however, cannot well be determined, but has been placed by the aforementioned Captain into the hands of the admiralty here for his accountability, which, having examined the same, had it, along with all the coffee, thrown into the sea; further attesting that the Captain has conducted himself here in every respect with all scrupulousness in negotiating the expenses to be incurred for unloading and reloading, warehouse rent, washing of the linens, repairs of the ship, and otherwise, since everything here at present is enormously expensive, and has spared no effort toward the speedy continuation of his voyage, the preservation of his damaged cargo, and the proper provisioning of his vessel, and was compelled to purchase a ship lying here on the beach for the sum of ninety thousand livres, because no masts or rigging were to be obtained here, in order to take the rigging from it, as the rigging could not be had without the ship; however, he resold the wreck with the bowsprit still remaining in it and some goods of little use to him for the sum of twelve thousand livres; which aforementioned is fully known to me, wherefore I could not refuse to give this testimony thereof, since I myself have been daily an eyewitness to the efforts he has made, as a man of honor and ambition, to regard the welfare and benefit of his lords and masters. The cargo of the Ceylon return ship de Paarl. With the Dutch private ship Mentor, which departed from here for the Fatherland on the 31st of January last, we had the honor to write to Your Right Honorable High Mightinesses, under date of the 26th of the same month previously, after which the duplicate was subsequently dispatched under cover of our humble advisory letter of the 1st of this month of February, attached hereto in copy, with the national ship of war the Princes Louisa, which continued its voyage to the Netherlands on the 4th of this month. Now lying ready to sail is the private ship de Vreede, chartered by the Chamber of Middelburg, which, according to what was advised in our humble letter of the 5th of the aforementioned month of January dispatched with the ship de Jonge Jacob, had to be employed to transport the cargo of the Ceylon return ship de Paarl, which cargo, as specified herewith, consists of: 147837 lb Maldives Cowries 16650 lb Bima Sappanwood 198399 lb Malabar Pepper 1600 bales of fine Cinnamon, and 76 bales of Cardamom, of which bales of Cinnamon and Cardamom some have become more or less wet and damaged by seawater, and the largest portion of the bales is entirely spoiled; 1 small case with 12 lb Cinnamon Oil 61 packs of Linens 502. Further report concerning the condition of the aforementioned ship de Paarl, which was found as follows according to the report of nautical experts: 357 pieces of linens without marks, however found dry and undamaged on the outside; 67 bales of Cotton Yarn, on the exterior of which likewise no moisture or decay could be detected; 1 box with medicinal seeds for the Hortus Medicus at Amsterdam. There have further been shipped from here into the aforementioned ship de Vreede: 654 bales of Bourbon Coffee Beans, purchased for the Honorable Company from the French ship L'Auguste; 60 leaguers of Cape wine of various sorts; 40 whole aams of Cape wine of various sorts; all more fully specified on the Bill of Lading Invoice drawn up and sent herewith. wales and fashion timbers, which must hold the entire stern in its proper structure, are all separated from one another; the floor timbers or straps, which also belong to the strongest structure of a ship, are dry-rotted; the bolts are loose; and all the counter timbers have departed by nearly 3 inches from the neck beam. That under the main chainplate, where a ship must exert its greatest strength and also suffers the greatest strain, the wales on both the starboard and port sides are all shattered and burst apart from one another, and also the wales in the curve of the bow, where a ship suffers greatly from pitching, are broken straight through. That the stem, being joined to the straps of the inner and outer hull, has entirely pulled out of its rabbet, and furthermore the straps forward in the bow, as well as all the hanging knees in the hold, being dry-rotted, almost all the bolts were found to be so loose that one can drive them in and out with an ordinary claw hammer. That these aforementioned defects were unanimously declared by the aforementioned Committee to be of such a nature that the ship has thereby been found here to be irreparable and completely unfit, to wit, for any transport from this roadstead; and that even in the opinion of the shipwrights who assisted this Committee, the ship would not be deemed worthy in Holland itself to expend upon it those costs and the labor required for it. That, likewise, if the delegates had not discovered sufficient defects to enable them with complete peace of mind to declare that vessel irreparable, because, with the ship now lying still, several parts close up, and it had been thought fit to let that ship, after some repairs, continue its journey from here, the captain appointed thereto down to the lowest crew members would nevertheless oppose departing from here with that ship, as they all, thanking God's goodness, testified to having arrived here miraculously, and had no wish to endure again such dreadful circumstances as that ship, when it came out to sea again, would surely present to their eyes beyond any repair, especially through working loose, as they had sufficiently had to witness on the journey hither. And it being clearly established from this that, in addition to the defects which were discovered to the aforementioned delegates upon the examination and which they have already found to be irreparable, others of no less importance may still have remained hidden from them due to the closing up again of the parts that had worked loose, while the ship is now lying still, which would however inevitably reveal their effects when working at sea, and could cause such scruples to the officers along with all the rest of the crew that, after whatever repairs might be applied to it, they would not be inclined to put to sea again with that vessel; we have therefore, for those reasons, had to resolve to have the repeatedly mentioned vessel De Paarl broken up here, and subsequently to employ the still serviceable timber for any necessities, both on the batteries and otherwise in the service of the Honorable Company, as well as letting the unusable timber serve wherever it may best be of use on the Company's account. But whereas from the report submitted previously by the delegates who were engaged in having the cargo of the aforementioned ship De Paarl transferred into the aforementioned ship De Vreede, it has appeared that among the packages of linens of the transshipped cargo there are still a number of 357 which, as specified hereinbefore, were found unmarked but dry and undamaged on the outside, and must contain the linens which the ship's officers, according to their sworn deposition given at Isle de France, had washed and dried there, without any further accounting or explanation being obtainable from the said officers concerning this matter other than upon opening the said packages; for which reason it was also deemed necessary that one of them be present at the unloading of the aforementioned cargo from the ship De Vreede in the Fatherland, in order to be able to render a proper accounting in that regard; we have therefore, for those reasons, likewise thought it best to have the aforementioned Captain Cornelis in 't Anker, retaining his rank and wages, repatriate with the aforementioned vessel De Vreede for the purpose of rendering such an accounting. The aforementioned four ships are already ready to sail for the transport of the Meuron troops. To the end that the repeatedly mentioned Captain In 't Anker may address himself further to the same Most High Authority for the satisfaction of that sum, we can furthermore, with respect to the ship de Draak sailing from here to the Netherlands, now also dutifully give further report to Your Honorable Noble Highness: that this vessel, pursuant to the advice given in our aforementioned humble missive of the 5th of January, having been examined by seafaring and ship carpentry experts expressly commissioned for that purpose, it was confirmed by the same commissioners that the few defects found on the said ship de Draak were not of such consequence that this vessel could not proceed on its voyage to the fatherland with peace of mind, so that the same is likewise to be dispatched from here as soon as possible. In the meantime, we take the liberty of sending Your Honorable Noble Highness an authentic copy of the aforementioned report herewith. Of the Swiss Regiment Meuron, which has been in garrison here, 510. The appearance of five ships in St. Helena Bay, which are said to be English and outfitted for whaling. 846 men of the Regiment van Meuron, both officers and privates, having already been progressively embarked since the beginning of this month on the ships Josephus the Second, the aforementioned Johanna, de Drie Gebroeders, and 'T Fortuyn, destined for their transport to Ceylon, these vessels now lie ready to sail to proceed with those troops to Ceylon at the first convenient opportunity. Another and further petition presented to us by the same. In our humble letter of 2 November of the past year, sent by the Dutch private ship den Onzekeren, we brought, among other things, to the attention of Your Honorable Noble Highness the request made to us by the local burger and wine merchant Jacobus Johannes van den Bergh, on the occasion of the presence of the chartered private ship de Goede Verwagting, to be allowed to ship some wines from here to the fatherland on freight for his account on that vessel; however, as the said van den Berg was not inclined to conform to all such conditions as had been prescribed to him by us, and under which his aforementioned request could have been granted to him subject to the respected further approval of Your Honorable Noble Highness, this project had consequently remained without any effect. The aforementioned burger Jacobus Johannes van den Bergh subsequently having presented to us again such a petition as we have the honor 512. whose contents, although obscure and unintelligible, were nevertheless understood; for the aforementioned reasons no letter of recommendation could be granted, but the transmission of the same could not be refused. to present to Your Honorable Noble Highness, enclosed herewith in an authentic copy; we, finding the contents of that petition obscure and unintelligible, nevertheless understood from what was in that writing that the aim and request of the petitioner was that the same petition, as well as what had previously been submitted by him concerning the chartering of the chartered ship de Goede Verwagting, might be transmitted to Your Honorable Noble Highness, with the addition of our favorable recommendation; wherefore we judged that the first part of that request could not be refused, but that, however, to achieve the petitioner's intention proposed in that petition, no favorable recommendation could be granted, because, if Your Honorable Noble Highness should continue with the plan to have the products collected on the Company's behalf and to send out the requested cooperage for that purpose, this was considered by us to serve as a much more suitable means of relieving the inhabitants of their surplus products than that a single person

Company, has been placed in civic freedom since the year 1779; and has settled here, and through good fortune and prosperity in his enterprises currently displays the outward appearances of one of the wealthiest inhabitants of this remote corner. We also deem it our particular duty to bring to the knowledge of Your Right Honourable that for some time here in this place there have been found dispersed among various individuals some printed copies of the civic grievances, and the justifications rendered thereupon by the Company's servants at this Government, alongside the letters and further documents which have been sent to Your Right Honourable, both secretly and separately, concerning that matter and other affairs affecting this Colony and this Government, and written hither by the same; from which one now perceives again that 515. among such restless minds as constantly crave an opportunity to stir up divisions, material and cause for new disturbances is being sought; although we spare no effort nor care to thwart these harmful consequences through all possible endeavors, hoping therein to be permitted to attain the salutary objective of the preservation of peace and unity among the inhabitants. a petition concerning this from the Lutheran church council is transmitted herewith. A copy thereof having been requested by the Reformed church council, which, after reading that petition, might be found pertinent and fitting to the matter: since a petition has been handed to us by the Lutheran church council containing a statement of the severity and grievance that was contained for that denomination in Your Right Honourable Highnesses' missive, and a humble request that the same missive might be altered and softened, we take the liberty of attaching the same herewith and very humbly referring to its contents. Meanwhile, a petition has also been presented to us by the church council of the Reformed congregation here, in which they indicate that they have been reliably informed that in the first projected petition of the so-called Great Lutheran church council, several expressions appeared that were very insulting and defamatory to them, and that, since they were ignorant as to how far and in what manner these offending expressions had been mitigated or omitted in the recently submitted petition, of which, for their peace of mind and for the protection of their good name, they wished to obtain further knowledge, they therefore requested to be permitted to receive a copy thereof. However, since the aforementioned petition of the Lutheran church council was addressed not to us, but to Your Right Honourable Highnesses yourselves, and was only left unsealed so that we might take note of its contents, on which grounds we did not consider ourselves qualified to furnish a copy thereof, we have informed the said Reformed church council accordingly by letter, adding that we were nevertheless in a position to bring their Reverences, regarding the cause and reason for which they desired a copy thereof, the reassurance that in the said petition not the slightest expressions were used that injured their Reverences in any respect, and that if anything of the kind had appeared therein, we would always have been ready to reject such a petition and would never have permitted it to be transmitted to Your Right Honourable Highnesses among the Company's papers. Thus the petitioner, with the tenderest emotion and sorrow, makes known that he has not been able to arrive at an agreement in an enterprise so weighty, urgent, and tending to the general prosperity of this Colony, by reason of what your Rigorous Noble and Honorable Worships have been pleased to approve in the mentioned extract resolution, the mentioned 12 articles, and especially the latter part of article seven alongside Eleven and Twelve being entirely unacceptable for the Petitioner, to be able to enter into, to condition, and to stipulate them. The petitioner maintains, subject to favorable interpretation, that he knows no better than that he, together with all other residents of this region, has the right freely to trade with the produce of the land of this region, except at present for grain, flour, fat, butter etc., it being all too well known to the petitioner that by the wise orders of your Rigorous Noble and Honorable Worships it has pleased you to prohibit their export, but other land produce, and especially that principal product, namely our Cape wines, confirmed by the lease held by your Rigorous Noble and Honorable Worships, granted as the foreign lease, hence free export of wines to foreign nations. The petitioner presumes that, in consequence of his request being rejected by your Rigorous Noble and Honorable Worships alongside the Right Noble and Highly Honorable Gentlemen Directors, what could the consequence be if, under favorable acceptance, the petitioner were to entrust in good faith on credit to one of the foreign nations a cargo of Cape wines to bring the same to market in the fatherland! What could result from this, other than that at such public sales one would look upon this advantage of the foreigner with nothing but jealousy, and there would be no small complaint about this so excellent African product, that the same might not be brought by our own nation, where it is tacitly left to a foreign lease at this corner of the world to convey it to foreign nations as they see fit; that if consequently the Honorable Company were to form a branch of trade from the Cape wines, the petitioner fears considerable expenses for the Honorable Company such as for warehouses, cooperage, the necessary slaves, and further loyal servants, a substantial capital for the purchase of wines in cash, both at the Cape and in the Fatherland; the petitioner fears a bad outcome confirmed by his own experience, because the petitioner, being a privileged wine buyer, without calculating any wines, merely in warehouses, empty cooperage, slaves for that establishment, calculated cheaply as it currently is, amounts to and possesses fifty-six thousand Rxd:s, thus it appears, if the Honorable Company henceforth seeks to form a branch of trade in Cape wine, as appears recently from the advertisements publicly posted on behalf of the Company, which clearly gives reason to think, that the petitioner, together with all other residents, their wine-buying businesses will utterly perish, for the reason that the Honorable Company will demand the best wines from the wine farmers, and thus this trade, being the only product of this region, will fall away of itself, which even at present must be regarded as highly necessary for the Honorable Company for this corner of the world in these changing times, the petitioner, subject to favorable interpretation, praying your Rigorous Noble and Honorable Worships kindly to remark upon this by way of an annex. The petitioner finds himself compelled to turn to your Rigorous Noble and Honorable Worships, and with sorrow to make known the present decline of his affairs, not only of the petitioner, but also of other residents of this Colony, subject to favorable interpretation, the scarcity of money, which cause the petitioner most humbly shows that for the trading residents living within the limits of this Government the expenses in a year amount to at least more capital than all outgoing products, together with the capital coming out of the Company's treasury, and thus many securities and no money in this country, and other causes besides. Secondly, the wine farmers living outside this Government with their extensive vineyards, the considerable high cost of cooperage, and the great lack thereof, cannot conveniently harvest their God-given growth and then still have no sale for wine, which is the true cause of a very low price of the wines, so that privileged wine buyers, having no prospect of any sale and daring to purchase few wines, also causes damage to the Honorable Company, and the receipt of little recognition duty. The petitioner, subject to favorable interpretation, most humbly shows a small part of redress, asking to be excused for having cited too little or too much. Cabo de Goede Hoop, to have as many bundles of staves for leaguers as this country requires to have, then the petitioner assumes, in consequence of our Cape wines, many sorts of sought-after profits would arise in the Fatherland, which would then be a considerable benefit for the Honourable Company. For the petitioner having been informed that the Cape at present produces eight thousand leaguers of wine, and for want of no lack of cooperage could, four years from date, yield sixteen thousand leaguers, and much better wines than at present and which need not be inferior to those of the island of Madeira, which is corroborated by experience, through the petitioner who has the honour to be a native-born Dutchman, and out of love for the land of his fathers, and this very renowned Colony of the Honourable Company, would dare to undertake this voyage, whereupon the outcome could then be, that the vine-grower in this region, instead of complaining, would plant his vine with joy, the burgher sell his goods, the Honourable Company receive considerably more recognition money, and equalise our income with the expenditure, and the profits which foreign nations derive from our products would remain among our own inhabitants, and yet other benefits, all of which would tend to our advantage and the desirable lustre of the Honourable Company's important assets at this corner of the world. from the aforementioned boards, could reasonably have brought upon themselves by way of exception; whereas the Lutherans, both at Batavia and elsewhere in the Indies under the jurisdiction of the Company, meanwhile not only continued to enjoy the privilege of being eligible for all the respective boards, of which examples were abundantly at hand, but Your Right Honourable Worships yourselves, in the year 1785, had been pleased to appoint as effective members to the highest Court of Justice of all the Indies, the Council of Justice at the aforementioned principal seat, Mr. Carel Saxe and Mr. Hendrik Iacob Duurkoop, who in the preceding year had merely been co-opted into that board by the High Government; and that it would thus also be extremely harsh and grievous for the petitioners in case one wished to proceed immediately to the execution of the aforementioned orders, that out of consideration thereof, as well as on account of the zeal and fidelity with which the Lutherans who have had or still have the honour to serve the Honourable Company have constantly sought to distinguish themselves in their respective services, it might please [the Government] to suspend and defer the execution thereof until Your Right Honourable Worships should have decided upon a most humble petition, which the petitioners would take the liberty to present to the Government in order to be transmitted to the Fatherland among the Company's papers. — That the aforementioned petition, after having been taken into earnest consideration by the Government, did not indeed have that favourable outcome which the petitioners, taking into account the circumstances of time and affairs, as well as the essential interest of the Company itself, might have promised themselves therefrom, since it was judged that the petitioners' request could not be granted on account of the strictness with which Your Right Honourable Worships had renewed your orders; the dismissal of the oft-mentioned Ronnenkamp and Neethling not only took effect, but Junior Merchant Matthiessen and Burgher Councillor Bletterman, who in the meantime had also been appointed members of the Council of Justice, having also had to vacate this board at the same time, the aforementioned exclusion was thereby immediately put into effect; but that it was nevertheless permitted to the petitioners to bring their representations to the attention of Your Right Honourable Worships, as well as to deliver to the Government for that purpose such petition as they would wish to send to Your Right Honourable Worships, in order to allow the same, accompanied by all such considerations as the aforementioned Government might judge useful and proper to the matter, to reach Your Lordships; Wherefore the petitioners, in their capacity, taking advantage of the aforementioned favourable concession, in all submission take the liberty hereby to turn to Your Right Honourable Worships, humbly begging that Your Right Honourable Worships may graciously be pleased to take into consideration, regarding the petitioners' reasonable grievances: That in this matter all religious zealotry, which might have served to the detriment of the service, having always been carefully avoided, or rather not even having occurred to mind, the thought that a Colony subordinate to, or belonging to, the sovereignty of the commonwealth of the free United Netherlands, in which the most extensive tolerance existed, any difference in religious notions between denominations that mutually call each other Brothers, could render the one less suitable than the other to look after the interest of the Motherland, together with those of their very own and the Land of their habitation; this blessed harmony and agreement not only brought about happy times for the Company's part, and peace, prosperity, and welfare in the Colony, but, concerning religion itself, so much tolerance that both denominations gradually, through marital alliances as well as otherwise, having become most closely bound to one another, the Lutherans have made no objection to readily having their children instructed in the Reformed Religion and become members thereof, nor the Reformed to fully attesting, without the least scruple, that they would have done the same had the Lutheran religion been the predominant one. 542 have obtained a public and free exercise of religion, on the same footing as that which took place in the Republic itself, as well as in Batavia: That, these limitations principally having the aim of preventing all substantial disadvantages which the dominant Church might suffer from such a permission, the supplicants have not only submitted themselves most willingly to them, but, content with their lot, have since also sought to avoid even the semblance of anything that could in any way smack of an intention to prejudice that church in anything, with the aim, on the one hand, of thereby fostering more and more the mutual good understanding and brotherly love so well-befitting Christians, and, on the other hand, of rendering themselves through that course further worthy of Your Noble, Right Honorable Graces. Yet, although the supplicants have succeeded in maintaining, with the members of the Reformed Church in general, down to the present day, the most desirable tolerance, such that notwithstanding there happen to be two distinct churches here in this place at present, one would externally not be able to think otherwise than that they both belong to one and the same denomination; nevertheless, to their particular grief and sorrow, they have had to experience that some minds prejudiced against them have brought the sincerity of the supplicants' zeal, fidelity, and attachment to the service of Your Noble, Right Honorable into suspicion with the same; this has been for the supplicants of that 543 most unfortunate consequence, that they thereby have come to lose, as unexpectedly as utterly undeservedly, not only that precious confidence of Your Noble, Right Honorable, which the supplicants had so greatly exerted themselves to be allowed to preserve, but at the same time also to be deprived and stripped by Your Noble, Right Honorable of the aforesaid considerable prerogative of being allowed to hold a seat in the political and judicial colleges of this government. That this dismissal also took place at a time when, throughout the entire known Christian world, people are striving as if in competition to introduce Tolerance more and more; that even in France, which Kingdom formerly produced the bloodiest scenes of persecutory zeal through superstition and also had to suffer its fatal consequences, serious efforts are now being made to procure in the future for the so-called Huguenots, the victims of that blind zeal, on solid grounds, an etat civil or civil existence; and that their High Mightinesses also, on the 8th of January of this year, have granted to the Roman Catholic inhabitants and residents of the Meierij van den Bosch, just as the Cape of Good Hope and further possessions of the Company falling under the generality, the privilege of also being eligible to be elected to the Government there. At a time when the Petitioners were striving with all their might, by aligning themselves with, or better adhering to their duty, to set an example to others to put an end to those civil divisions which have so miserably tormented this government for a considerable time; from which nothing but the most frightful consequences could be foreseen, and must still be feared, since animosity and hatred have been rekindled and stirred up again in more than one way. Your Right Honourable Noble Sirs will be better able to judge how dejected and disheartened the Petitioners are when they describe their painful condition; overwhelmed with grief, even the land in which they live, and which was formerly so dear to them, has become odious and hateful to them, since, being now marked as persons who have forfeited the trust of their highly respected Masters, their shame confronts them there at every moment. And since a state so contemptible, so humiliating as this, in an Age so enlightened as that in which we now live; as Your Right Honourable Noble Sirs will very easily understand, must be unbearable for Men of Honour, ambition, and loyalty, as the Petitioners boldly dare to repeat that they are in every respect; that the same, should it continue, would have the most detrimental influence on the Prosperity of this Colony and notoriously, by repercussion, also on the interests of the Company; and the Petitioners trust, from what they, in all humility, have taken the liberty to allege herebefore, as well as from the Considerations which they have reason to establish will also be supplied to Your Right Honourable Noble Sirs by the Government accordingly and in conformity with the truth, that it will have evidently appeared to Your Right Honourable Noble Sirs that they have not deserved such treatment as they are undergoing.
