both what has been delivered by the Honorable Company to the French, and by the latter to the Honorable Company: it will fully appear to Your Respected and Honorable Worships therefrom that the same is closed with a bill of exchange of 125000 rd=as drawn on the Royal Treasury of France, and sent to the Lords Masters pursuant to the resolution of this government of 9 Decembers of the year 1783, annexed hereto under Letter E: thus in this regard there is nothing to claim from either side; there standing open only the amounts of ƒ3305:22 and ƒ57358:12, for which the ship Batavia, as appears from the extract resolution annexed hereto under Letter L, was ceded to the French. It being unknown here whether that amount has been paid to the Honorable Company, since that sale, pursuant to the contents of the just-alleged extract resolution, took place solely subject to the further approval of their Right Honorable Worships, together with the account of some cannon and other ammunition of war sent hither by the government of Isle de France at the request of the aforementioned Lord Governor van Plettenberg, and brought by the hooker ship Katwyk aan Rhijn, to which was attached an invoice of its cost, in case the Honorable Company might decide to retain the one and the other here after the end of the war, which also accompanies this in copy under Letter E. But since to the letter written by the said Lord van Plettenberg and the Lord Secunde Hacker to their Right Honorable High Mightinesses the Lords of the Secret Committee, dated 28 Novb 1781, annexed hereto under Letter A, in which dutiful notice was given of the receipt of the above-mentioned implements of war, with the request to further order the acceptance or restitution of the same, no disposition has yet been received, this matter has thus remained undetermined; And proceeding herewith to the third point, namely the sale of the ship Batavia, and also to answer both the first article of a certain French memorandum sent hither by the Lords Masters to obtain elucidation, and § 34 of their most honored, highly respected letter of 28 DeCbr above cited, the undersigned will set down that the French King's Frigate l'Indiscrete, having been sent hither in order to transport to Mauritius a number of 250 soldiers remaining here, belonging to various Regiments serving in the Indies, having sailed from this Roadstead on 12 Jann: 1783, then shortly thereafter, and indeed on the 15th of the same month, being forced to put into this bay again, and thereupon, upon exact examination, being found irreparable and totally incapable of keeping the sea, the aforementioned Lord Commissioner Percheron addressed this Government, requesting in the name of his King that one of the Company's ships lying here in the roadstead at that time might be ceded to him, in order to transport the aforesaid troops, as well as the victuals purchased here for the King's Squadrons in the Indies, as can be seen from his Memorandum presented to this Government according to the annexed extract resolution under Letter S, whereupon the same, pursuant to the said resolution and for the reasons and motives alleged therein, ceded the ship Batavia—which had had to return very disabled from its dispatched voyage to Mauritius—to the said Lord Percheron, with the few spars remaining on it, as well as old and worn sails, rigging, etc., and that for the sum noted herebefore of ƒ57358:12:—, after both the said vessel and the said goods had been exactly surveyed and valued by express commissioned sea and other experts, from our side as well as the French, as appears most clearly from the copy of the signed inventory accompanying this under Letter KK, accredited by the own-hand signature of the aforementioned Commissioner of the King, the Lord Percheron, all nevertheless subject to the venerated approval of the High and Mighty Lords Masters; and that ship having subsequently been re-rigged by the French, both by placing therein the masts of the previously mentioned, but since dismantled Frigate l'Indiscrete, and by performing other heavy repairs, undertook, pursuant to its further destination, the voyage to Mauritius, and all this without expense to the Honorable Company, according to the clear contents of the most humble letter of this Government to their Right Honorable High Mightinesses the Lords Directors and further plenipotentiaries by the Extraordinary assembly of 17 April 1783, accompanying this under Letter E. Concerning now the last point, namely the employment that has been made of various ships of the Honorable Company in the service of the French; the undersigned have found no other examples than of the hooker Katwijk aan Rhyn, and the ships Morgenster and de Herstelder: which first-mentioned vessel was placed at the disposal of his Honor at the insistence of the Lord Commissioner de Cherreau, for the transport of some provisions remaining here and other necessities for the Islands, as can be gathered from the accompanying Extract Resolution of 30 May 1781 under Letter M; yet one has been able to discover neither from the same nor from any other past records that this occurred on any conditions: this being apparently attributable to the manifold occupations with which one was overwhelmed from all sides at that time of the first news of the war; but the same upon its return from Mauritius afterwards, together with the two first-mentioned ships de Herstelder and the Morgenster, pursuant to the conventions made between the repeatedly mentioned Lords van Plettenberg and Percheron, likewise accompanying this in copy lettered N, O, and P, was granted to the last-mentioned for the transportation of

of supplies, without stipulation of any freight charge, save only that in the third article of those agreements it was conditioned that, if those vessels, calculated from the day of signing those conventions, should meet with any disasters, whether through the sea, capture by enemies, accidents of fire, or otherwise, he, Monsieur Percheron, bound himself to indemnify the Honorable Company for those accidents by payment of such sum as those ships had been appraised at in accordance with the contents of that same article; and that the same, according to the sixth or last article, might in no manner whatsoever be employed by the ministry of Mauritius for any other expedition or voyage. Against which last article, without doubt, the French have committed the greatest breach through a further employment of all three of these ships. And as this will surely occupy the attention of the high-commanding Lords Masters, the undersigned have deemed it necessary to append to this report of theirs the expense accounts of what the aforesaid vessels and the crew that was upon them, during the time they were in French service, have come to cost in terms of maintenance as well as monthly wages, quoted 22: Re:s s:, from which it will appear that the expenses of the hooker ship Katwyk aan Rhyn, calculated from 12 June 1781, when it was surrendered to the French, until the first of October following, when it turned its prow hither again from Mauritius with a cargo of artillery and other ammunition of war, amounted to a sum of ƒ 4474:9:— and when it was lent once again, until its return, ƒ 10889:12:8 for the Morgenster ƒ 26061:12:8 for the Herstelder [illegible] thus together a sum of ƒ 52405:12:— While finally, in answer to the contents of the fifth and sixth articles of the aforementioned memorial, it serves for humble report that the ship Amsterdam, which ship as well as the Morgenster was designated to be used according to the request of the French for transport, but for which they later declined, as appears from the Resolution of 7 June 1782 annexed hereto under Letter S, departed for Mauritius together with the Indiaan, for greater security under the convoy of Monsieur General de Bussy, in accordance with the resolution of this government of 15 April 1782 under Letter 21. And the sloop Elisabeth was dispatched to Mauritius by the government of Ceylon solely at the instance of the Nabob Hyder Ali in order to convey a letter from that prince to the Governor de Souillac, as appears from a missive from the Governor and Council of the said island to this government, added hereto as an extract under Letter V, with further orders to proceed from there to this corner to take in some requested supplies; as indeed this vessel returned to that island with a cargo of provisions, without it appearing that the same or the two ships mentioned above were in any private service of the French. The undersigned, flattering themselves to have complied hereby with the honorable intentions of your Right Honorable and Right Worshipful Sirs, take the liberty to let this serve as a humble report. No. 6 Extract of the Propositions and Demands made to Monsieur the Baron de Plettenberg, Governor for the Honorable Company of Holland of the Cape of Good Hope, by Mr. Cherreau, Commissioner for His Most Christian Majesty, to the effect of treating with him relatively to the articles detailed below. Letter A. Article Fourth. All the rigging and fittings that are in the warehouses of the Company, and which can be spared, shall be delivered to the vessels of His Majesty at a reasonable price; and concerning the troops, they shall be given lodgings, rations of bread, meat, wine, peas, beans, and other foods as circumstances and time will allow to procure for them. The officers shall have, in place of rations, one piastre per day, and Messieurs the commanders two piastres, to board at their own choice. The men of the troops who are landed sick, and those who become so afterward, shall be lodged, treated, and fed like our own, and all these expenses, as well as the maintenance for provisions and subsistence of the troops and officers, shall be at the expense of the Dutch Company. As for the crew of the vessels, they shall be furnished the necessary rations of bread, All the arrangements announced above on the part of the French Government must in these first moments suspend the alarm and anxieties that the news of the War has spread among the inhabitants of this Colony. The resolutions that will follow are at the same time unequivocal proofs of the good friendship and intelligence that reign between the Courts of Versailles and that of Their High Mightinesses. The considerable expenses and extraordinary costs that this relief will occasion for the security and preservation of this precious Colony will be of small consideration.

wine, and other foodstuffs, are supplied, as to those of our own, the officers who shall be obliged to remain ashore, whether on account of illness, or because the service requires it, shall have one piastre, and the Captains two piastres per day for their subsistence; but the sick of the said Squadron who shall be brought ashore, shall be at the charge of His Majesty, and in case the recovery of their health should allow them to serve, they shall then be employed and fed like the other sailors ashore, if they cannot return to the French vessels. if the success of our united arms and of our respective resources can make our true enemies repent of the excesses to which their excessive ambition and the intoxication of their fortune have led and brought them in this war. Mr. Chevreau has the honor to assure the Governor that the intention of His Most Christian Majesty and of his Minister is that all the costs of armaments, equipment, maintenance, and pay of the Squadrons and land forces announced for this expedition, including the supplies of effects, tackle, and apparel which will be furnished to them here from the warehouses of the honorable Company of Holland, are and will continue to be at the charge and for the account of the French government: the only articles which merit consideration and for the execution of which the Baron van Plettenberg will surely give his orders for delivery with satisfaction, as he has already shown, concern signed B: S: the lodgings, provisions, and treatment in the hospitals which the French troops and the seamen employed on the King's vessels will require during the entire time of the stay they will make at the Cape of Good Hope. The resources and means which abound here in this regard are today the reward and the most tangible example of the activity and industry of its honest inhabitants. Mr. Chevreau attaches to the present article the statement or estimate of the quantities of the moment of provisions and rations to be furnished for the Staff and troops, whether of land or sea, expected from Europe, and for which the purchase and provisioning are henceforth necessary, and must be made at the expense and for the account of the honorable Dutch East India Company. Article 6. Article Six. Criminal Justice is agreed upon, and as regards Civil Justice, the principle Actor sequitur forum Rei shall be followed. signed: I: V: J: The request concerning the general discipline must not omit to anticipate further that it is possible that during the stay which the French troops will make in this Colony, it may happen that despite all the severity of the most exact military discipline, there will arise some disputes, brawls, offenses, or other crimes whatsoever which will require acts of severity and exemplary punishments; consequently Mr. Chevreau begs the Governor to pronounce henceforth that the guilty parties, whoever they may be, but forming part of the men maintained and in the pay of His Most Christian Majesty, shall be remanded and sent back to the jurisdiction of the Corps where they happen to be employed, in order to be judged and punished according to the information gathered, the witnesses heard, and according to the exigency of the cases. Extract Missive written by the Noble Lord Governor and Council at Cape of Good Hope, to the Right Honorable Lords Directors, and further plenipotentiaries appointed by the Extraordinary Meeting of the Most Noble Lords Seventeen. dated 12 April 1783. The French King's Frigate l'Indiscrète, which was sent out solely to transport to Mauritius a number of 250 soldiers belonging to various Regiments serving in the Indies, having sailed from this roadstead on 12 January of this year, but having been compelled on the 13th following to return here, the same was thereupon found irreparably damaged and entirely unable to put to sea again, whereupon Commissioner Percheron, by his Memorial accompanying this in copy, most urgently requested of us in the name of his King that one of the Company's ships lying in the roadstead might be transferred to him, in order to transport the aforesaid troops, as well as the provisions purchased here for the King's Squadron in the Indies, whereupon, considering that, in addition to the reiterated orders received in this regard from Your Right 658 Right Honorable Sirs, the Lords of the High Government of the Indies instructed us by missive dated 18 October of the preceding year to render all assistance to the French in the present time without intermission, we therefore, for the purpose aforesaid and for the service of His Most Christian Majesty, ceded the ship Batavia to the aforesaid Mr. Percheron, to which we the sooner proceeded because that vessel had been so severely battered in the storm—by which it was forced to return to this roadstead from the expedition to Mauritius—that it could by no means be loaded anymore for ordinary operations, and thus in that respect being of little or no further use to the Honorable Company, could conveniently be spared. The said vessel in that condition, with the spars remaining upon it, as well as old and worn sails, cordage, and other equipment, having been accurately surveyed and appraised by sea and other expert persons expressly appointed, all together was valued at ƒ 57358:12, as appears from the inventories drawn up thereof and likewise accompanying this in authentic copy, and the said vessel was ceded to the French at that sum, subject to the further approval of Your Right Honorable Sirs, and taken over by them; whereupon the masts of the decommissioned frigate l'Indiscrète were placed by them into the mentioned vessel Batavia, and having been almost completely newly equipped, calked, and thus at no small expense put into condition to fulfill their purpose, the same now lies ready to sail to depart for Mauritius. Furthermore, it having been made known by the French Commissary General, Mr. Chevreau, that when the wheat and other goods remaining here, as well as those purchased for the King's account, should be shipped in the hooker Catwijk aan Rhijn, which has been provided to the said Mr. de Chevreau to convey the aforesaid wheat and other goods to Mauritius, there would then still remain space in the said vessel, with the request that, in order to be able properly to fill the space where the aforesaid wheat is to be stowed, he may be accommodated with the required quantity for that purpose, which would therefore amount to between 800 and 1000 muds; it has been resolved to let the said quantity of 800 to 1000 muds of the aforesaid grain be supplied to the French from the Honorable Company's warehouses, for the purpose as stated, at the ordinary price of ƒ 78:— per mud. That the Hooker, the Catwijk aan Rhijn, of the burden of about 500 tons, belonging to the Dutch Company, currently anchored in this Bay, shall be delivered to Mr. Percheron to load it as he shall deem fit for a voyage to the Isle de France. No. 6 66 L:G Account of that which the Honorable East India Company has defrayed for the equipping of the hooker Catwijk aan Rhijn, as well as for the payment of the earned monthly wages of the crew stationed thereon, since 12 June 1781, when it departed from here for Mauritius in the service of His Most Christian Majesty, until 1 October 1781, when it departed from there again bound hither in the service of the Honorable Company, namely: The victuals, equipment, and various other goods provided to this vessel to make this voyage have amounted, according to its expense account and as appears from the trade journal of 1782/3, page 295, to: ƒ 2189.1.8 The remainders of the provisions for its voyage from the Netherlands hither consisted of: 515½ lb meat appraised at: ƒ 141.12.- 575½ lb bacon: ƒ 143.15.- 49 lb butter: ƒ 14.10.- 165 cans olive oil: ƒ 104.-.- 308 cans vinegar: ƒ 61.16.- 150 cans geneva: ƒ 93.15.- 20 cans arrack: ƒ 10.-.- 15 lb candles: ƒ 4.10.- Total: ƒ 573.12.- To Mr. Percheron was paid, as appears from the journal of 1782/3, page 413, for firewood delivered to this vessel at the Island of Mauritius: ƒ 360.19.- Together: ƒ 3123.12.8 The above-mentioned provisions, beverages, and goods were consumed and used on board this vessel from 12 June to 14 November 1781, being 5 months and 2 days; thus, the maintenance of that ship during this voyage cost the Honorable Company ƒ 616.10.- per month, calculating for 3 months and 19 days, that is until 1 October 1781, that it was in French service.
