received report concerning the enlistment of a regiment of Württemberg troops by the Honourable Company, which is stationed here, and that the regiment shall serve for the relief of Ceylon. the acceptance of his funds into the Company's treasury for remittance to the fatherland, whenever he might subsequently find himself in a position to return thither, may remain unimpaired. We have found ourselves obliged to inform Your Right Honourable Sirs of all the foregoing with regard to the esteemed orders of the Lords Majors and the arrangements arising therefrom for this government; whereby we also simultaneously take the liberty to add the report that we have received both from their Right Excellencies the Lords Seventeen in their aforementioned letter of 28 December of the past year, and by a letter from the Honourable Directors of the presiding Chamber of Amsterdam dated 6 January of this year, concerning the concluded capitulation with the Duke of Württemberg for the establishment of a regiment 1800 men strong in the service of the Company; and that the vessels with which the first battalion of that regiment, consisting of 900 men, are to be brought hither, shall here have to take in and transport to Ceylon the regiment of Meuron, to serve for the relief of that of Württemberg; furthermore, that the departure of those vessels was regulated in such a manner that they could enter this Table Bay, and that consequently by the middle of this month of August arrangements should already be made by us such as would be judged most convenient here for the reception of the Württemberg troops and the re-embarkation of the Meuron troops. Likewise we must not fail to inform Your Right Honourable Sirs that request has been made to us by petition by Mr. Hendrik Lieve Crap, who arrived here on the French vessel La Venus according to reports, to depart as a passenger from here to Bengal on the aforementioned ship Hinlopen. We have granted that request to the said Crap, subject to the payment of the established transport and board money, because not only had no written notice been received from the High Commanding Lords Majors showing whether he had obtained permission to come over to this government, but also the singular arrival of the aforementioned Crap on a French ship—from which he, according to a received report from the resident there, had himself put ashore by a sloop in False Bay near the Company's garden, without the said French ship subsequently appearing in the said bay—makes one doubt such an obtained permission all the more; and that since the necessity therefore existed that he, for lack of an opportunity to the fatherland, would have had to remain over here until the arrival of the return ships of the coming year, it was judged better for more than one reason to grant permission for his departure to Bengal on the ship De Surcheance, now lying ready to depart, than to let him stay at this place. The bearer of this, the aforementioned ship De Surcheance, setting out to continue the voyage to Batavia, Your Right Honourable Sirs may, if it pleases you, see from the specification subjoined below the number of crew members with which that vessel is to depart from here, namely: Sailed from the Netherlands: 239 heads. Arrived at the Cape: 2 deceased. Relieved at the Cape through illness and otherwise: 16 and 29 sick. Departs with: 212 heads. Concluding this herewith, after having commended Your Right Honourable Sirs' highly respected persons and the important trade of the Honourable Company to the protection of God, we remain with due respect, Right Honourable, Valiant, Highly Respected Sirs.

Colombo Per the Dutch chartered ship De Vlugge Trekvogel Very Generous Sir and Noble Lords, Your Noble Great Right Honourables' very humble and obedient servants, was signed: C. J. van de Graaff, J. P. Rhenius, R. J. Gordon, J. J. Le Sueur, O. G. de Wet. In the margin: In the Castle of Good Hope, the 6 August 1787. Valiant, very wise, prudent, To the Noble Lord Willem Jacob van de Graaff, Extraordinary Councillor of Netherlands India, as also Governor and Director of the Island of Ceylon and its dependencies, together with the Council there. Noble, stern, valiant, wise, prudent, very discrete Lord and Friends. Our last letters of the 12th previously having been sent to Your Honours with the ships the Leviathan and the Pollux, which sailed from here to Ceylon on the 19 May past, there appeared on the 13th of the recently elapsed month of July in False Bay the ship De Vlugge Trekvogel, chartered by the Honourable Company, which departed from Texel on the 23 February past and, being destined for Your Honours' government, is currently lying ready to sail for the continuation of its voyage. This is therefore serving as a convoy for that vessel, into which has been shipped here a small chest with 20 bars of gold, which was brought here from the fatherland with the ship [illegible], in order to be forwarded with one of the first ships departing for Your Honours' government, the bills of lading whereof being enclosed herein. The Illustrious Assembly of the Seventeen has pleased to write to us in their most respected letters of the 28 December last that a capitulation has been concluded with His Highness the Lord Duke of Württemberg for the raising of a regiment in the service of the Company; that the first battalion of that regiment, consisting of 900 men, would be sent hither with ships that have been chartered, which simultaneously will have to take in the Regiment of Meuron, keeping garrison here, in order to convey the same to Your Honours' government for the relief of that of Luxemburg. Therewith, the Noble Great Right Honourable Lords Directors at the presiding Chamber of Amsterdam, by virtue of the authorisation of the most mentioned Lords Seventeen, have written to us by letter of the 6 January of this year that the departure of the vessels for the transport of the aforementioned Württemberg Battalion has been further arranged in such a manner that they will be able to put in at Table Bay here, and that we will have to make the necessary arrangements which we would judge to be the most suitable for the reception of the Württemberg and the re-embarkation of the Meuron troops; with the further recommendation for the cleaning of the vessels that will serve for that transport before the Meuron Regiment is transferred into them, further adding thereto that with the time of the departure of the vessels that will convey the Regiment of Meuron to Ceylon, it will turn out in such a way that those vessels will have to direct their bows towards Trincomalee; as their Noble Great Right Honourables likewise provide Your Honours with information concerning this by their letter accompanying this one. In every way obeying the aforesaid very respected instructions, we have already issued the necessary orders here, both to receive the Württemberg troops and to re-embark those of Meuron, and to have the latter properly provisioned for the voyage to Your Honours' government. However, as the number or the size of the vessels that will be designated for the more-mentioned transport is unknown to us, and the Meuron Regiment consists of 1,139 heads, whereas the Württemberg Battalion coming over with those vessels, on the contrary, is only 900 men strong, we cannot inform Your Honours with certainty whether the entire Regiment will be able to be re-embarked upon those vessels, although we flatter ourselves that we will be able to arrange this somewhat with the distribution of the surplus over all the vessels. The well-mentioned Noble Great Right Honourable Lords Directors at the presiding Chamber of Amsterdam having also pleased to order us to have the necessary copies made of their most mentioned letter to Your Honours and to send the same to Ceylon as soon as possible, and thereby leaving the freedom to add thereto such remarks as we might think could serve, according to the circumstances of time and matters, to the greatest service of the Company and for the promotion of their Noble Great Right Honourables' aim in this, to which end the same letter of their Noble High Honourables was enclosed to us under flying seal; we, because the aforesaid ship arrived here only on the 3rd of this month, have found ourselves completely deprived of the opportunity to add anything more for Your Honours' inspection now, except that the aforesaid Regiment of Meuron, during the time of their garrisoning here, has conducted itself in all propriety, and that military discipline has likewise always been well maintained among them, to this being appended the Capitulation of the same Regiment, and the further documents belonging thereto. Regarding the prolongation requested by Your Honours of the furlough granted to Lieutenant de Goupelière, belonging to the aforesaid Regiment of Meuron, further for Your Honours' information, upon receipt of Your Honours' letter of the 20 November of the past year, with delivery of an extract therefrom, communication thereof was given to Major de Meuron as presently in the absence of the Lord Colonel de Meuron holding the command of that Regiment here, who nevertheless declared thereupon in a letter addressed to us, and likewise accompanying this in copy, that since the

the expiration of the aforesaid leave of Lieutenant de Goupeliere without the same having rejoined the regiment, the Major had given notice thereof to the said Colonel, and having requested his orders in that regard, consequently could not enter into the requested extension; Whereupon, however, it was made understood by the undersigned Governor in our meeting of the 18 May last, that not only had the said Lieutenant de Goupeliere, who had appeared to His Honour to be a person of great skill in engineering, been encouraged by His Honour, because of the lack of men of that science in Ceylon and the benefit that could consequently be enjoyed from him for the service of the Company there, to transfer to that government for some time, but also that it had most clearly appeared to His Honour from the received plans of the said Island, upon which that Lieutenant, according to information which the Governor received from the Governor of Ceylon, had worked alongside others, and from what further was to be done there, besides what Your Honours had declared thereof, that the more often mentioned Lieutenant de Goupeliere would still be needed there for the service of the Honourable Company for some time; Whereupon it being taken into consideration by us that the number of officers of the aforesaid regiment here still happened to be large enough in proportion to the privates to perform the service with the same, and that the interest of the Honourable Company, without causing any prejudice to the regiment, could much better be obtained from the service of the said de Goupeliere on the Island of Ceylon than here, we had therefore, already before the receipt of the news of the departure of the same regiment to Your Honour's government, taken such a resolution whereby the leave for the same de Goupeliere, since the time that the same expired, has been extended for another two years, and of which notice has then also already been given to the Lords Majors and the approval of the same leave requested. While the just-mentioned ship de Surcheance is still delayed here by contrary winds, this gives the undersigned resident of False Bay the opportunity to bring to the knowledge of Your Right Honourable and with dutiful obedience, that just before evening the ship Berkshooven has safely come to anchor in Simon's Bay, commanded by the master Pieter Bensen, which, according to the report of the said master, had departed on the 8 May from Your Right Honourable's principal place and on the 12th ditto from the Sunda Strait with a crew of 39 men, whereof the captain of the just-mentioned vessel, Hans Matthysen, on the 21 May, alongside four other persons, came to pass away during the voyage, the ship and crew being for the rest found in a very good state. Just as we shall by no means fail dutifully to comply with what was ordered therein, both with relation to the cleaning and purifying of the vessels with which the Württemberg battalion shall be brought over, and the quarters where the Meuron troops here have been housed, as well as with regard to the soldiers stationed under the last-named regiment who, instead of letting themselves be transferred to Ceylon, shall desire their discharge. to act in that matter, the undersigned Senior Merchant and Member of our Council, Mr. Jacobus Johannes Le Sueur, was expressly qualified to perform the duties of the Fiscal office in this case and therein to observe everything that pertained to the duty of that office, to the end either to recover the missing chest and the money, or to indemnify the Honourable Company, as well as in any case to prosecute according to the merits of the case whosoever might be guilty thereof through intent, neglect, or carelessness. Afterwards, owing to the possession and the excessive spending of Spanish reals done by one of the soldiers of this Castle, a strong suspicion having arisen against the same that he, on the occasion of having found himself stationed on sentry duty in front of the apartment in which the said money chests were stored, had committed the theft of the aforementioned money chest with the assistance of others, no effort or means were spared to investigate that matter further along that trail. And we now take the liberty regarding the outcome of the proceedings held up to now in this matter against the aforementioned soldier, as well as against three other common military men of this garrison, who have rendered themselves suspect as accomplices, dutifully to bring to the notice of Your Noble Grand Right Honourables that there has been submitted to us by the aforementioned Senior Merchant Le Sueur such a report as we have the honour to present herewith to Your Noble Grand Right Honourables in authentic copy along with the relevant judicial inquests, and from which it is evident that upon a careful investigation into this altogether intricate and delicate matter, so many vehement, pregnant, and probable indications had nonetheless come to manifest themselves against three of the abovementioned persons, that since the same, notwithstanding all those strong proofs, could not be brought to any voluntary confession, but had sought to save themselves with all sorts of far-fetched and futile subterfuges, he, Senior Merchant Le Sueur, ex officio and on grounds of law, had considered himself entitled to proceed against the same to sharper examination. Which claim the Court of Justice here had also granted to such an extent that the aforementioned three persons were brought to a certain degree to the torture, but that these delinquents persisted in the stubborn perseverance of their denial, and the complete execution of the claim having been suspended in accordance with the further disposition of the aforementioned Court of Justice until further indications should be forthcoming, he, Senior Merchant Le Sueur, in the absence of others that appeared sufficiently qualified to him to administer further torture, found himself compelled, as this matter appeared to him to be so constituted that in time discoveries might arise which could place the same in full daylight, to address himself by memorial to the aforementioned Court of Justice, requesting that the aforementioned three tortured persons might remain confined on Robben Island to the aforementioned end, while the fourth was sent to Batavia by decision of the said Court. The private ship named in the heading, De Jonge Franck, which, projected as a return ship for Your Noble Grand Mightinesses' Chamber, departed from Batavia on 2 May last and from the Sunda Strait on 10 May, and furthermore appeared in this roadstead on 14 August following, currently lying ready again to proceed on its voyage to the Netherlands, we therefore let this serve as an escort to that vessel and to transmit to Your Noble Grand Mightinesses authenticated copies of reports provided by the senior and deck officers of the above-mentioned ships Surcheance and Pieter Lautens regarding the cleaning and keeping clean of those keels, along with which also goes the muster roll of the Regiment de Meuron stationed here in garrison, under date of 1 July of this year. Of which arrived outward-bound vessels, the ship Het Slot Capelle having on this date received its dispatch for Batavia, is to be followed within a few days by the ship Constantia; while the ship St. Lourens, still tarrying in False Bay, which had to be detained for so long beyond the ordinary time for the recovery of such a considerable number of brought-in invalids, who since its arrival have still increased daily, only awaited the arrival of the frigate De Meermin, in which the provisions for the said ship St. Lourens were laden. Which frigate De Meermin, having come over here with goods from False Bay, was already dispatched thither for the aforementioned purpose on the 4th of this month, and having arrived there on the 5th thereafter, the said ship St. Laurens was thus also dispatched today, in order to be able to proceed on its voyage with the first favorable opportunity. The ship Veere, which is also partly laden for this government, as soon as it shall have been discharged of those goods, will likewise be dispatched at once to Batavia. Communication was given in our meeting of the 25th of August last by the said Governor regarding this matter, and it having been taken into consideration that when in the month of March of this year two ships had likewise appeared in the aforementioned bay, which were suspected to be of the English nation, and which remained there for some time, from whose maneuvers it was deduced that they had no other intention than the whale fishery, it was then indeed understood that matters could provisionally be left to rest with the order already given at that time by the Governor to the aforementioned citizen Laubsche, and subsequently also communicated for his guidance to the nearest citizen Field Sergeant in that vicinity, to allow no one from the ships that might arrive there to go inland, and likewise to prevent any provisions from being brought to them so that they might obtain nothing other than drinking water; and that furthermore, following the report given thereof to the High-Commanding Lords Major, the orders and instructions requested from their High Mightinesses ought to be awaited as to how far the aforementioned fishery, as long as it might still be undertaken by foreigners outside the closed and occupied bays, should also be prevented in the future, just as we have had the honor dutifully to inform Your Right Honorable Worships of all this in our letter of 12 May past; but since from the aforementioned report it was to be gathered that with the said ship they undertook the fishery inside the bay, which at least ought not to be permitted, and that there was also a communication between the same and the inhabitants, from which many kinds of irregularities might arise, besides the fact that the report itself turned out to be very defective: We have therefore, on the proposal given by the repeatedly mentioned Governor, carefully considered and consequently resolved, while awaiting the aforementioned venerated orders and instructions of the Lords Major, to dispatch a military officer with some men immediately to the aforementioned bay, and, for lack of other lodging there, to have them take up their residence at the house of the aforementioned citizen Jacobus Laubsche, to whom shall also be paid in all fairness whatever shall be supplied by him in food provisions to the said officer and men: And the officer has hereby been ordered in writing that upon the arrival of any ship there, or also if the aforementioned ship should still remain in the said bay and any people from the same come ashore, the officer shall have to warn them in a friendly manner that they are not permitted to come into the bay to refresh, much less to fish; that if any provisions or refreshments are desired by them, they will have to betake themselves for that purpose to these Cape roads, or else to False Bay, furthermore admonishing them to depart from the bay there with the greatest speed; but that in so far as any ship arriving there and having no intention of whale fishing might have a lack of drinking water in order to be able to leave the bay again, the officer, under a close supervision of the soldiers, shall only allow them to bring a few water casks ashore and fill them, and meanwhile cut off all communication by which, beyond that most necessary drinking water, they might be able to provide themselves with the slightest provisions; That therefore the officer shall also first explain to them in an amicable manner that they are not permitted to come ashore there; and if they should nevertheless attempt to do so, to prevent it, yet proceeding as much as possible with prudence in order not to employ the utmost violence for that purpose; And that the repeatedly mentioned officer finally shall have to report to the Governor on whatever occurs there in the best practicable manner with the greatest speed; Which provisional measures put into effect we therefore hope may meet with Your Right Honorable Worships' honored approval, just as we have also dutifully dispatched a report regarding this to the High-Commanding Lords Major. Stellenbosch together with Heemraden of Stellenbosch and Drakenstein To the titular Merchant and Landdrost Hendrik Lodewijk Bletterman Having today reviewed the petition tending to allow the sale of the piece of land mentioned therein, situated in the village of Stellenbosch, for the reasons set forth in the said petition, and divided into nine pieces of lots in accordance with the annexed map, to the highest bidder for the benefit of the Colony's Treasury; And whereas your Honor at the same time makes known how by or on behalf of the burghers Cornelis Smuts and Johannes Albertijn, as each having become owner by purchase of a part of the farm adjoining the aforesaid piece of land, some objections were brought against the sale or the building upon these lots, which from the said number of nine border closest to their land, concerning which your Honor however submitted to us at the same time their considerations and counter-arguments, adding that the aforesaid Smuts and Albertijn had been ordered to submit their interests in this matter to us; And which objections were indeed submitted in writing by the said persons and taken into consideration by us, we have therefore thought it best and resolved, in consideration of the fact that the aforesaid piece of land has already for a long time served for the general use of various Stellenbosch villagers, and that the revenues of this Colony and that of Drakenstein have been markedly reduced by the establishment of the Magistracy of Graaff-Reinet, to permit your Honor, for the relief of the Colony's expenses, of the nine lots into which the cited piece of land is found divided according to the aforesaid map, to sell publicly to the highest bidder for the benefit of the Colony, for the time being, four such lots as are marked thereon from No. 1 to 4 and are furthest removed from the lands of the said Smuts and Albertijn, and are situated along the main road from the stone bridge to the village; yet we have suspended the disposition with regard to the five remaining lots of the measured piece of land until such time as one shall have the opportunity to obtain further and more satisfactory information regarding the objections and interests brought forward by the frequently mentioned Smuts and Albertijn against the sale or cultivation thereof. Favorable Providence having so blessed the current year's season for the grain crop that one cannot recall any precedent for it over the past twenty years, we derive from this so far, at least for the present, the hope and expectation that, if no further adversities arise concerning the crop, an abundant harvest will be at hand, and that we shall thus, to our particular satisfaction and joy, be enabled to supply India's capital therewith in due course according to obligation. Meanwhile, we can inform Your Right Honorable Worships that such a favorable outlook has encouraged many country people, who are accustomed to holding a stock of wheat for themselves, to deliver this supply daily to the Company's warehouses, which will easily bring it about that, by the first upcoming opportunity, we shall send off a hundred lasts, more or less, of it for Batavia. Furthermore, on the day before yesterday, 29 7ber, there arrived in this roadstead the national frigate of war Orange Zaal, commanded by the Right Honorable, Strict Sir Captain Ian Reynbende, mounted with 14 pieces of cannon, which sailed from the Maas on 6 May of this year, and subsequently lay in the port of Brest from the 13th of that month until 13 June thereafter, being also destined for Batavia. Also on the same 27 8ber, the French private ship L Auguste, Captain Michel Sinon, chose to put in here, which, having steered hither from the island of Bourbon on 29 August past, confirmed further and with certainty the above-mentioned news that the ship de Paarl had already sailed from Mauritius in the month of May, and that the national ship Princes Louisa and the Company's vessel de Draak were likewise to depart from there at the beginning of the coming month of October. Right Honourable, by postscripts of our letters of the day before yesterday having advised the arrival here of the English convoy under the command of Captain in the King's service Arthur Phillip, it having furthermore specifically come to our knowledge that the said Sir Arthur, who in the last war commanded a ship of 74 guns in the Indies, has been chosen as Governor of the colony for the establishment of which the aforesaid convoy is departing, while a Lieutenant Governor accompanies His Honour, and that Botany Bay, situated at the southern latitude of 34 degrees and 25 minutes on New Holland, is destined for the founding of this colony; as well as that 200 troops, intended to serve as the garrison of the aforesaid bay, are on board those ships, alongside 600 convicts, who, as well as a very large number of embarked women, will serve as colonists; furthermore, that they have provided themselves in all other respects with everything that must serve this enterprise; thus we thought it our duty not to fail to bring further communication to Your Right Honourable of these particulars that have come to our knowledge, of which we therefore acquit ourselves herewith.
