Fine could not proceed to False Bay, as his presence was required here at sea for some time. While regarding the said Lieutenant van den Bogaerd as well as the Boatswain Gerrit van Os and the Boatswain's Mate Hendrik Poggel, their Right Honorable High Mightinesses will be most submissively informed that, having found themselves implicated in the case of the said Captain Swart, after everything had been restored to the necessary order and quiet aboard the vessel 't Zeepaard, Lieutenant van den Bogaerd was released from arrest, and the Boatswain van Os and Boatswain's Mate Poggel were released from the irons in which they were held at 't Huys te Spijk; and while the first and last mentioned, having continued their voyage to Batavia in their respective capacities, but the Boatswain van Os out of service, they, together with the said Captain Swart, subsequently appeared before the court at the said Indian capital. With the further addition that we have had to learn with sorrow from the letters of the High Indian Government dated 5 May 1786, that Their Excellencies, far from approving our conduct in the case of the said Captain Swart, considered it entirely badly handled, with such further orders and commands as the said letters contain; copies of which letters of the High Indian Government, as well as the accompanying report, will be sent to Their Excellencies for their Right Honorable High Mightinesses' further elucidation. And regarding the clarification which their Right Honorable High Mightinesses come to desire, both concerning the conduct of the Captain at Sea Francois Duminy, from which arose the assumption that Foulle Pointe was the only place on the Island of Madagascar where suitable slaves could be traded for the Honorable Company, and regarding the authority which the head of the French nation at the same place appears to have had to tax that trade, as well as further upon that which appears in the following paragraphs 13, 14, 15, 16, and 17, which must serve for the elucidation of their Right Honorable High Mightinesses with respect to the slave trade on Madagascar and Mozambique as well as regarding the navigation under the flag and passport of the Portuguese, it has been thought best to require of the said Captain at Sea Duminy, who was employed in that trade and possesses the most knowledge and experience of it, a detailed report, with the considerations which he shall find can serve the matter; While the Chief Administrator Johannes Isaac Rhenius has been requested to prepare such an account, drawn up in a merchantlike manner, as must serve not only to demonstrate how much the slaves traded at Mozambique cost the Honorable Company, but also to make a comparison of the costs which the Company has borne, calculated in like manner, upon the importation of the slaves from Madagascar, in order hereby, with the addition of the further necessary considerations of this Council, to be able to answer the points proposed by their Right Honorable High Mightinesses in the said paragraphs 12 through 20. And with regard to the difference in the prices of the slaves which were purchased from the French ship Le Telemacque and the Portuguese ship L'Estrella d'Africque, their Right Honorable High Mightinesses will be most submissively informed that although from the nature of the slaves of which the one and the other of those two cargoes consisted, no preferable distinction was to be found, the said difference was caused because the slaves of Le Telemacque were for the most part sick and their outward appearance

the satisfaction taken by them in the measures taken regarding those bays, which their Honors regarding the defense matters here had been a great honor to this government, had lost prestige, and therefore it was not deemed advisable to purchase the entire cargo nor even the largest portion thereof, for which one had all the more reason, seeing that shortly beforehand the cargo of L' Estrella d' Afrique had been purchased and sold off again, their Honorable High Mightinesses having taken the occupation of the remote bays, the sale of a large number of slaves in such a short space of time could very easily cause their price to fall so much that one would have been left with a portion of them, who, as usually happens with imported slaves before they have become accustomed to this climate, are very subject to mortality: wherefore from that cargo only the healthy, young, robust, and most handsome were selected, which the captain would part with for no lesser price than that of 120 Spanish dollars each, one, for the aforementioned reasons, found such a price as that to be entirely reasonable, since among these assorted slaves there was not a single one on which no profit was anticipated, as also the Lord Governor considered it no less an honor, the trust which their Honorable High Mightinesses were pleased to place in His Honor, for the attending to that which pertains to the defense matters of this place, also gave to know that in the memorial regarding no profit was anticipated, while the captain, having to keep the remainder, had much loss to expect, just as of the remainder since that time daily have died here, and very few have been left. Further, it shall be testified to their Honorable High Mightinesses that it has served this government as a great honor, the satisfaction which their Honors have been pleased to take in the measures taken here, both to obtain information with the requisite speed concerning everything that might occur along the eastern coast, and for occupying the four bays extending thither, which had been entirely devoid of guards. so one would let no opportunity pass to bring some relief to the Company in the bearing of burdens, and whereof the strongest assurance shall be given to their Honorable High Mightinesses, pertaining to the said defense matters of this place, also gave to know that in the memorial regarding the said defense matters, which His Honor had now brought to an end and would have the honor to transmit to their Honorable High Mightinesses at the first suitable opportunity, among other things, as His Honor trusts, it is demonstrated in a satisfactory manner of what importance Robben Island ought to be considered, both in the unhoped-for attack on the Cape and the defense of the sea. And it shall further be testified to their Honorable High Mightinesses that this government, most deeply penetrated and convinced of the growing burdens of this Government on the one hand, and the necessity on the other hand that the financial capacity ought to be united therewith, lets pass no means nor opportunity by which some relief in those burdens can be brought to the Company, and that we hope that their Honors will have obtained the proofs thereof, both from the profitable slave trade conducted, and from the advantageous sale carried out of the land of the old Hospital and other house lots; but that, seeing these temporary profits can by far not be sufficient for that purpose, but one feels the urgent necessity that the Company in the long run ought to be accommodated through equitable ways in the bearing of the burdens, their Honors will please to rest assured that, being mindful of the means that must continually serve thereto, one also applies all diligence to finally arrive at that peaceful and fortunate moment, that those means, of which we have taken the liberty to propose some to their Honorable High Mightinesses in our humble separate letter of the 19th of April of this year, might successively be introduced and put into effect. 292 To instruct the alongside mentioned Mr. Isaac Rhenius, together with the Messrs. Mr. Jacobus Johannes Lesueur and Tobias Christiaan Ronnenkamp, to examine and collect with all possible accuracy the documents, as well as to investigate what further is required to elucidate Their Honorable High Mightinesses on the requisition in paragraphs 34 and 35, as well as the memorial belonging thereto; in order that Their High Mightinesses may find themselves provided, as nearly as possible, with that which appears still to be lacking therefrom for the settlement of the account currently outstanding between the Crown of France and the Company. The approval which Their Honorable High Mightinesses have been pleased to grant in § 36 concerning the gratitude shown to the Knight de Peinier having been found extremely agreeable, the remark made by Their High Mightinesses will always be kept in mind, in order to avoid in the future giving any reasonable grounds for discontent to persons of similar merits who have not been treated on the same footing; although it had been considered here with respect to the said Mr. de Peinier that one could not properly dispense with it, since His Honor's presence at this place did not result in expenses to the Company, as was observed here during the stay of General de Suffren, and the gratitude shown to the aforementioned Mr. de Peinier also by far did not result in such costs for the Honorable Company. And the Chief Administrator was requested to pay attention that the order given by Their Honorable High Mightinesses in the 38th paragraph be constantly complied with, regarding the transmission of accurate accounts, as well concerning the supplies to the Country's ships as of that which shall be received for the sick of the same. 293 Their Honorable High Mightinesses will be very respectfully thanked for Their High Mightinesses' disposition by which this place has already been provided, on behalf of the Amsterdam Chamber, with a necessary quantity of fine cardboard, together with the ink and stamps. has become the report of the procedures against the guilty parties of the committed beach robbery near the Danish ship Nicobar, and the judicial documents relating thereto shall be transmitted. In order to allow the Company to enjoy the most and best fruits of this branch of its trade, further careful deliberation has taken place, also taking into further consideration the reflections made in this regard already at the meeting of 14 June of last year; and which, together with the manner then deemed best to secure that branch of the Company's trade for it, we took the liberty to propose to their Right Nobly High Honors in paragraphs 14 to 19 of our Respectful Letters dated 1 July of the same year. And it has been found that for the present no other or better means can be devised for this purpose, and that one must therefore respectfully continue to refer to the same proposal. For which reasons failure occurred in reporting the outcome of the held procedures against the guilty parties of the beach robbery committed near the Danish ship Nicobar, their Right Nobly High Honors further pleased to make known that one ought not to have neglected to report what the outcome of the same procedures had been, pardon shall be most respectfully requested for the neglect committed therein, as being caused by the fact that one has hitherto remained unable to add thereto a requisite notification concerning the consequences of the appeal lodged by Jacob van Reenen, also involved in that matter, against the sentence passed against him by the Council of Justice here; copies of the procedures and the documents belonging thereto, as well as the sentences passed both against the said Jacob van Reenen and the other accomplices in the aforementioned case, shall therefore be obtained from the Judicial Secretariat and transmitted to their Right Nobly High Honors. However, the aforementioned appeal lodged by the said Jacob van Reenen, he is serving the term of the sentence passed against him here, and furthermore remains deprived of all civic dignities. And in regard to their Right Nobly High Honors expecting a more specific elucidation concerning the Surgeons-Major, the appointment of a third practitioner in the Hospital etc., their same Honors shall be respectfully served with the alongside mentioned report and the reasons that gave occasion thereto. Namely, a more specific indication of the reasons which in our opinion serve to demonstrate that neither in the appointment of a third practitioner for the Hospital, nor in that of a Surgeon-Major along with two Under-Surgeons for the Garrison, were any costs caused to the Company that could have been spared without substantially harming it in other respects, as appears more fully in the 53rd, 54th, and 55th paragraphs, it was taken into consideration that since at the appointment of the third surgeon for the hospital that increase in the Company's ordinary troops had not yet been anticipated, the necessity of which was encountered shortly thereafter, and which, in order to achieve a better treatment of the sick who—as there is hitherto no other means at hand for housing them—must be served in two distinct buildings separated far from each other, a third surgeon was appointed for the Hospital; a few months later, however, when this third surgeon had passed away and the necessity thereof had been demonstrated by the head of the militia, Mr. Gordon, it was decided henceforth to separate the sick of the garrison from those brought in with the ships; for which purpose, as well as for the service of the garrisons in the widely remote eastern bays that gave occasion to the aforementioned increase of the aforesaid Company's ordinary troops undertaken here subject to approval, the appointment of a Surgeon-Major and two Under-Surgeons took place, and since then the post of third practitioner in the Hospital has also been left unfilled; notice of this shall accordingly be respectfully submitted to their Right Nobly High Honors.

298 farther order no Company's servants may be granted passage from here to the Netherlands on national ships, having come to whether this should also apply regarding qualified persons, the honored intention and purpose of the Right Honorable Lords will be requested in more detail in this regard. On the proposal whether the Company's troops here could be put on the footing of a regiment, to demand report and consideration from the Lord Colonel Gordon: To establish that no Company's servants shall be permitted to depart as passengers, outside of naval service, to the fatherland on national ships or frigates of war, which order will always be strictly observed. In this respect it has been taken into consideration that the very same reason which moved the Right Honorable Lords to issue the said order regarding servants, also applies to burgher inhabitants, who, likewise finding themselves restricted in baggage according to the rank they held, might, when crossing over as passengers to the fatherland on national warships or frigates, similarly make an abuse of the transport of prohibited goods. It has therefore been deemed necessary respectfully to request of the Right Honorable Lords that Their intention and purpose may likewise be learned in more detail, according to what Their Right Honorable Lords further deemed necessary to establish, whether the same order shall also extend to the burghers. It was also thought proper to demand from the aforementioned Mr. Gordon, as Commander of the Company's militia, with delivery of the capitulation concluded regarding the Württemberg Regiment, a statement of His Honor's considerations on the question proposed by the Right Honorable Lords in paragraph 65, whether the Company's regular troops in this Government can also be brought onto the footing of a regiment, and whether for that purpose the organization of that of Württemberg could be followed, or whether another footing should apply in that regard; in order to obtain thereby the necessary elucidations through which the Right Honorable Lords, as duty requires, can be answered concerning this subject. 306 Report regarding the appearance of an English ship in St Helena Bay and orders that have already been issued by the Honorable Governor on this matter. A report having been communicated by the Honorable Governor, received by His Honor from the burgher Jacobus Laubscher, residing at St Helena Bay, stating that on the 29th of the past month of July, an English merchant ship had again arrived in the said Bay, without however mentioning the name of that ship, and that he, Laubscher, having spoken to and notified the captain of that vessel that he had to depart from there, the said captain had nevertheless answered him that he had not come out of distress or to do harm, but as a friend, with the intention of fishing for right whales, and that having obtained his cargo, he would depart immediately to club seals on one of the islands lying in those parts, named by him Pekewino. Whereupon it was taken into consideration that when in the month of March of this year likewise two ships had appeared in the aforesaid Bay, Saturday the 25th of August 1787, in the morning, all present. which were suspected to be of the English nation, who stayed there for some time and from whose maneuvers it was gathered that they had no other design than whaling, it was indeed understood at the meeting of the 28th of the said month of March to let the matter rest for the present with the order previously already given by the Honorable Governor to the aforementioned Laubscher, and subsequently also communicated to the nearest burgher veldwachtmeester for his information, not to allow anyone from the ships that might arrive there to go inland, as well as to prevent any provisions from being brought to them and that they might receive nothing other than drinking water; that furthermore, concerning the report since given of this to the High Commanding Lords Masters, the orders and instructions requested from Their High Mightinesses ought to be awaited, and to what extent or not the aforesaid fishery, as long as it might still be undertaken by foreigners outside the closed and occupied bays, should in the future be prevented. 307 An officer with a commando of soldiers shall immediately be sent thither, which orders shall be given to the same. However, since it is to be gathered from the aforesaid report that the fishery is being undertaken with the said ship inside the Bay, which at least ought not to be permitted, and that communication is also taking place between the same and the inhabitants, from which many kinds of irregularities might arise, besides the fact that the report itself happens to be very deficient; So it has been deemed best and resolved upon the proposal of the said Honorable Governor, while awaiting the aforesaid venerable orders and instructions of the aforementioned Lords Majores, to immediately dispatch a military officer with some men to the aforesaid Bay and, for lack of other accommodation there, to have them take up their lodging at the house of the aforementioned burgher Laubscher, to whom will then also be paid in fairness whatever shall be supplied by him for rations to the aforementioned soldiers. The said officer shall be instructed in writing that upon the arrival of any ship there, or also if the aforementioned ship might still remain in the said Bay and any people from it come ashore, the officer will have to warn them in a friendly manner that they are not permitted to come and refresh in the Bay there, much less to fish; that whenever any provisions or refreshments are desired by them, they will have to proceed for that purpose to the Cape Anchorage or to False Bay, furthermore admonishing them to depart from the Bay there as quickly as possible. A similar request from the Assistant von Brast having however been refused. Proposal of the Lord Governor to also contract out to private parties the construction of the still unfinished part of the Hospital. mortgage, the outstanding debt remaining on the granted mortgage deed shall continue without reduction; and by the said principal debtor, by separate deed of the bench of aldermen, it must be promised and accepted to pay the said interest of six percent annually on the seven now matured capital sum, commencing from the first of this current month of August, while the said guarantors shall intervene in the same deed of the aldermen, both for the security of the capital and for the interest to accrue thereon. And since by the assistant with suspended salary Carel Gustaaff von Brast, likewise by petition, a similar request had been made with respect to the second installment of the three plots of land bid in by him in the past year, which installment amounts to a sum of ƒ3066:- Cape currency, but it was found that the said mortgage has since been burdened by private individuals with a sum of ƒ18000:-, it was resolved that the said request cannot be granted, but that the said amount of the second installment must therefore be paid and settled by him, von Brast, without failure. Furthermore, it was made known by the Lord Governor that since the completion of the section or wing of the new Hospital contracted out to private parties for construction in the past year, it had been experienced that the use which must now be made of that part for the quartering of the expected Württemberg troops creates so much more necessity to hasten the execution of the instructions received in the past year from the High and Mighty Lords Majores by dispatch of the presiding Chamber of Zeeland dated 28 July 1785, with the reasons adduced thereto. to proceed for the present with the completion of the Hospital under construction, since on the one hand the defective lodging with which one has hitherto had to manage for the sick daily causes the very disadvantageous consequences thereof to be felt; and for the rest one also continually meets with a lack of space and storage in every respect, while it is not advisable to take off the laborers, who are continuously employed on the most necessary fortifications and other works, and to make them work on the said Hospital; and on the other hand, the pine timber received in stock for the aforementioned Hospital, having continuously had to remain exposed to the open air and rains for about a year already due to a lack of storage, if no use were made thereof shortly, would lose all its quality so as to be employed later in any buildings. That His Honour, therefore, having taken into consideration the necessity that the further construction of the aforementioned Hospital, both to obtain the lacking lodgings for the sick and troops and to protect the Company from the damage it would have to suffer through the expected deterioration of the aforesaid timber, be progressed with as soon as possible, had entered into consultation with Colonel Gilquin as director of the Company's Buildings and Fortifications, and that the very same Director, fully agreeing with His Honour regarding the aforesaid persuasive reasons for the further construction of the Hospital, and also that no Company laborers could be taken off the current and further necessary works, Which being taken into consideration. the said Colonel Gilquin was also of the opinion that, since with the part of the said Hospital contracted out in the past year and since completed, it had been found that the same work on the Company's behalf could neither have been performed with greater speed nor with less cost, the quality thereof was also encouraging to proceed on an equal footing. 319 Wurtemberg troops, one would find oneself under the necessity to construct an encampment of huts for the service of the said troops or of the Meuron Regiment, which method in the recent war, concerning the French auxiliary troops, was found to result in enormous costs to the Company; that it nevertheless would have been desirable, before proceeding anew to a contract of that nature, to have been able to learn whether such had met with the approval of the High and Mighty Lords Majores. Furthermore, that since the Most High Lords Majores have themselves already found it necessary to give order and instruction for the completion of the aforementioned Hospital, and it is also daily experienced that the same building can no longer be dispensed with without continuing in the costs that increase more and more to find the necessary accommodation for the troops, it is therefore unanimously judged to be to the greatest service and interest of the Honorable Company that the same ought not to be postponed; and that as there is no possibility at hand for this without taking the workers away from the fortifications and other necessary works, and also no other means remains to complete the said Hospital than by contracting it out to private individuals, to which one finds oneself all the more compelled to proceed since otherwise, upon further delay in making use of the European timber received for that purpose, the same timber, having constantly to remain exposed to the rains and the heat of the sun to the great detriment of the Honorable Company, would spoil to such an extent that it would be impossible to employ it any longer for any buildings. 320 The aforementioned Messrs. Right Honorable, Valiant Sir and Honorable Sirs, The undersigned petitioners show with the utmost submission to Your Right Honorable, Valiant and Honorable Sirs, being your very humble servants, that to their greatest sorrow they must take the liberty, however gladly they would have considered it their bounden duty to obey the very venerated order of Your Right Honorable, Valiant and Honorable Sirs according to the posted placard dated July of this year concerning cattle grazing in the dunes of the Cape district, with a penalty of fifty rixdollars for whoever should violate the aforementioned order by the pasturing of cattle overnight in the aforementioned dunes and flats, etc. 321 Yet because it is impossible for the second undersigned to make use of the dunes without letting cattle stay overnight there, due to the far distance of his places situated at the Wynberg, and he nonetheless cannot dispense with the aforementioned dunes, unless there would result from this a considerable damage among his draft oxen, for the reason that no pastures are to be found in the vicinity of the said places, the second undersigned having already had these dunes in use for more than eight years without being disturbed in the peaceful possession thereof. Furthermore, the other petitioners, by reason of the aforementioned posted notice, likewise have the most just reasons to complain, since the possessors of the places: Mr. Jacobus van Reenen, Jan Daniel Weeser, the Valiant Gerrit Munnik, Willem Kirsten, Pieter Laubscher's kraal, Jan Biesjes Kraal, possessed by the widow of Thomas Fredrik Dreyer, Mrs. ten Damme's kraal, the Honorable Johannes Albertus Meyburg, and Adriaan van Brakel, all have kraals in the dunes, and flats lying near the dunes. Marthinus Holtman as well as keeping their herds of oxen in the dunes for longer. And finally, concerning the wood carters: whenever they are well paid to drive loads to and from False Bay, they leave this main town during the winter deprived of the delivery of necessary firewood, and go and station their entire herds of oxen at the lands and Zeekoe Valley dunes, where they are not permitted to graze. For in earlier days, it was permitted to the wood carters to chop the necessary firewood at Baas Harmens Kraal, and not in the dunes, for which they paid one guilder to the Company for every load and were required to have a permit. And since the aforementioned Baas Harmens Kraal was reclaimed by the Honorable Company, the said carters have been exempt from this surcharge and permit. And in the first place, that the possessors of the estates situated along and behind the Wynbergen, Steynbergen, etc., may enjoy this privilege at the sand and Zeekoe dunes to keep their cattle there, just as the wood carters do in the great dunes; and furthermore, that each of them has been assigned the dunes for that purpose, claiming even now that they cannot subsist, paying no further surcharge and permits, and instead of 6 or 8 guilders Cape currency now receiving 14 to 15 guilders for every load of firewood. Therefore we, the joint petitioners, on account of the unreasonable grievances of the wood carters, and also for the reason that the previous owners of the petitioners' places formerly had cattle stations, have felt compelled and constrained to turn to Your Right Honorable and Worshipful Honors with the most equitable request that it may please Your Right Honorable and Worshipful Honors. which has been placed into the hands of the Commissioners from the Council of Justice, with its determination he shall have to be satisfied. On the other hand, to grant also to the further petitioners of Rondebosch and the estates situated around there, having no privilege, that privilege and prerogative which, as aforesaid, other co-owners of Rondebosch, Wynberg, and the estates situated around there, lime burners and brickmakers, are already enjoying, likewise to be permitted to burn lime and to chop wood for that purpose, and to keep their oxen in the dunes, and at the same time to be permitted to use the manure at the disposal of their estates; whereas the joint petitioners, being deprived of this, face enormous and considerable damage through the loss of oxen due to lack of fodder, and could be rendered entirely unable to transport their produce, which for the greatest part must be transported with oxen and wagons to this main town. Thus, after deliberation, it was approved, before deciding thereon, to place a copy thereof into the hands of the Commissioners from the Council of Justice of this Government, in order to serve this Council on its contents with their report and considerations. For lack of a return cargo for the Goede Verwagting, the same shall be forwarded to Batavia after its unloading. Rhenius, R. J. Gordon, J. J. Le Sueur, P. P. de Wit. Monday the 10th of September 1788, all present. According to the charter party received, concluded between the Noble Gentlemen Directors of the presiding Chamber of Amsterdam on the one part, and the shipowners of the Dutch private flute-ship the Goede Verwagting that arrived here on the 5th of this month on the other part, it being also stipulated: that the Gentlemen Charterers shall be free to have the aforesaid ship sail on from the Cape of Good Hope to Batavia or Ceylon, and from there to have it return back here again via the said Cape, with regard to which the skipper must conduct himself according to the orders of the Government of the Cape; Thus it is in accordance with the further contents of the aforesaid charter party, as one currently does not yet find oneself in a position to let the aforesaid ship return to the fatherland with products of this country, and nor are there goods on hand here with which the said flute-ship the Goede Verwagting could be reloaded in return for the Netherlands after the discharge of the goods it brought for this Government; therefore, upon the proposal of the Gentleman Governor, it has been deemed best and resolved for the greatest service of the Honorable Company to forward the said flute-ship the Goede Verwagting after its discharge to Batavia, and to that end have it laden with all such goods as can be gathered for the said Indian capital; Of which resolution a proper declaration shall be granted to the skipper of the repeatedly mentioned flute-ship the Goede Verwagting, Thijmen de Sweed. Because The skipper of the Jonge Frank, Jacob Veire, assisted with crewmen upon his request. Tender of the hospital postponed for a few days. A request having been made by petition by the skipper Jacob Veer, commanding the also present chartered Dutch private ship the Jonge Frank, to the effect that, owing to the lack of a sufficient number of seafaring crew on his vessel, caused by the loss of five men of his crew deceased on the voyage hither from Batavia, and that an equal number of invalids will have to be left behind at this place, he may be assisted with a number of 12 seafaring sailors; So it has been understood to grant the same to the aforesaid Skipper Veer, on condition that the shipowners shall pay to the crewmen with whom the aforesaid ship the Jonge Frank shall be assisted, the same monthly wages as they earned with the Honorable Company; while to those who have completed their contracted term, with the pleasure and approval of the High and Mighty Lords Mayors in the Fatherland, the customary premium shall be granted; but with respect to all those whose contracted term has not yet expired, the granting or not of the premium is left deferred to the Most Highly said Lords Mayors. Considering that it has come to knowledge that among those who would be inclined to take on the building and construction of that part of the Hospital which, according to the resolution of the 4th of this month, is to be contracted out to private parties, there are those who, due to the short time still remaining until the day of the public tender, have remained unable to form an adequate calculation of the amount for which they could offer to undertake that work; and it being taken into consideration that the greater the number of bidders for that contract is, the more likelihood there will also be of effecting the public tender to the greater benefit of the Honorable Company, and that it is therefore necessary to remove all obstacles in that regard; so it has been found good, in order not to disadvantage the Honorable Company through haste in this matter, to postpone the frequently mentioned public tender for a few more days, and thus to have the same take place, in such manner as the aforesaid resolution of the 4th of this month entails, on Monday the 1st of the coming month of October. The Chief Surgeon Domus, discharged from the service at his request, with the rank of former member of the Court of Justice. The aforementioned petition, together with the map or diagram annexed thereto prepared by the surveyor. Concerning which matter it was made known by the Honourable Governor that, whereas around that part of the aforementioned land requested by the said de Haan, which extends south-eastwards along his garden land, although in itself completely useless and infertile, and also unable to be of service or use to anyone other than the petitioner, certain objections against its granting had been brought before His Honour by some of the neighbours, His Honour had made all amicable attempts to remove the same objections, in order that the aforementioned de Haan might be accommodated with that piece of land for the realignment of the dilapidated and largely collapsed wall on that side of his garden; but that all this having remained in vain, the frequently named de Haan nevertheless maintained that the aforementioned objections brought forward by the neighbours would not be found sound enough to deprive him of obtaining the aforementioned land, if such should otherwise accord with the pleasure of this Council. After which, having taken into consideration the petition submitted in writing by the burgher Jan Jacob Meijer, requesting to be permitted to retain at interest from the Honourable Company, against the usual annual interest of six per cent per annum, such sum of 9668 Cape guilders as he would now have to pay for the second instalment of the purchase monies for his two plots purchased last year from the grounds of the old hospital, but which, due to the well-known general scarcity of ready cash, he is completely unable to perform; it was, after deliberation, thought best to grant that request in the exact same manner as was granted at the session of the 4th of this month to the fellow burgher Gideon Rossouw, considering that not only the aforementioned mortgaged property itself is found to be entirely unencumbered beyond the purchase monies and is constantly attaining greater sufficiency by means of the buildings currently being constructed thereon, but also that the sureties have been found to be fully satisfactory for that purpose.
