to make liable, who have also steadily entered them as such, but through a well-devised precaution have never closed their books before those goods, even if sometimes received together in the months of December or January, were received, in order that the defects and losses which such goods might suffer during that transport from Baaij Fals to here, would not be charged to their account. Section 32. That this course of action, customary until now, has been the reason that in preparing and closing the trade books of the most recently ended financial year 1787/8 one has not been able to proceed properly, as various goods destined for this Government by Your Right Honorable Worships were brought to Baaij Fals, and for their transport to the main settlement, for lack of other suitable vessels, one could use none other than the small vessel the Helena Louisa, with which the last of those goods were brought to this roadstead in the month of November last. Section 33. That the protracted delivery of those goods, and the delay in unloading them, caused by the necessity of serving the passing ships of the Honorable Company preferentially with the country boat, were also reasons that the memorandum concerning the defective and broken goods brought into Baaij Fals could not be drawn up earlier than in the month of December, and that the public sale of those defective and broken goods could not be held earlier than at the very end of that month. Section 34. That all this has rendered it impossible for the undersigned Cashier to close the cash account for the month of August until after he had received the warrant of the public sale held on 27 December last, the amount of which, following an old custom, had to be entered into that cash account. Section 35. That due to this conflicting arrangement, the cash account for the month of August 1788 was received at the Trade Office only on 23 March of the current year, and that the undersigned Chief Administrator, despite all his dutiful and well-intentioned efforts, has consequently found himself unable to bring that ordinary trade work into such a state as is required to send it to the Fatherland, as only after that cash account is posted can thought be given to forming the profit account, which must be followed by the demonstration of the incurred charges and our necessary authorization, as well as settling the debit entries of the preceding accounts at the General Office; all of these being tasks that require uninterrupted diligence, and which, as well as the confrontation with the respective Administrators, the drawing up of the yield statements, along with many other highly necessary duties, must be carried out by the Trade Transferor alone, who, in spite of all applied zeal and diligence, has not been able to master that work until now. Section 36. However plausible the reasons and motives brought forward by the said Chief Administrator may be, and however much we remain assured that the delay of the trade work is not attributable to any dereliction of duty on his part, we nevertheless did not dare to proceed with waiting any longer to make a dutiful report to Your Right Honorable Worships of the state of affairs in this Government, under the respectful assurance that we shall exert all our sincere efforts to have the trade work brought into readiness as soon as possible, in order to transmit it to Your Right Honorable Worships with one of the private return ships still expected, at which time we shall also take the liberty of providing Your Right Honorable Worships with a separate report concerning the same. Section 37. On this occasion we have taken into consideration the harmful consequences that would result for the service of our Masters from such a continuous handling of affairs, and on the proposal of the undersigned Chief Administrator have decided to authorize him henceforth to enter all goods sent here for the service of this Government both by Your Right Honorable Worships and by the High Indian Government and received in Baaij Fals into a separate account under the heading of diverse goods in Baaij Fals, which goods, whether in part or in whole, must remain running under that account until they, having arrived at this roadstead, are delivered to the respective administrators, and are then specifically entered into each separate account. This arrangement having appeared to us one of the principal means to allow the work at the Trade Office to proceed regularly in a permanent manner, we also flatter ourselves that Your Right Honorable Worships will be pleased to approve our conduct in this matter. Section 38. Pay Books. The transmitted pay memorandum, which accompanies this as usual, yielding no particularities, we shall under that head only inform Your Right Honorable Worships that, according to annual custom, we have granted various persons permission to have their accrued monthly wages received in the Fatherland by means of power of attorney, therefore requesting Your Right Honorable Worships.

departments, in order to report each from his own whether one could obey this very revered order with the ordinary number of Clerks, or whether the same ought to be augmented for that purpose, and in that case to state accurately how large that augmentation should be for each of them in proportion to these increased duties. Paragraph 47. Whereupon the Chiefs of the respective secretariats and offices have informed us in writing of the impossibility of executing that revered order with the number of Clerks currently serving, and that that number needed to be increased at the Political Secretariat by 6 Clerks at the Judicial Secretariat by 3 Clerks at the Trade Office by 5 Clerks at the Pay Office by 4 Clerks Whereby an increase of 18 Clerks would arise, which would have no small influence on the increase of the burdens of this Government, whose reduction is at all times recommended to us with so much emphasis by Your Right Honorable Nobles as well as by the High Indian Government, so that we have not dared to proceed to that increase of Clerks, and have resolved to request the necessary authorization from Your Right Honorable Nobles for that purpose. Paragraph 48. Regarding the Foreign Nations, we have the honor to communicate to Your Right Honorable Nobles that the whaling navigation of the English along these coasts, instead of diminishing, increases so considerably from time to time that in the month of January thirty-six ships lay anchored at the same time in St. Helena Bay, and in the past four months more than one hundred of those whalers arrived there and departed again, without, however, daring to come ashore or to commit any hostilities against the weak garrison that the state of the garrison permitted us to place there. Regarding the Head Role of Servants, we shall have the honor to report to Your Right Honorable Nobles that the undersigned Independent Fiscal represented at our meeting how, through the almost four-year vacancy of the office held by him, during which time it was only served ad interim by the deputy Fiscal Gabriel Exter, the manifold duties attached to that office had accumulated so greatly that His Honor, upon assuming it, still found several matters uncompleted, which were, however, of such a nature that they could now suffer no further delay, but on the contrary demanded a speedy and immediate dispatch, which he testified could now very hardly take place in the required order unless he were assisted by yet someone besides the aforesaid Exter; wherefore he, having conferred about this with the undersigned Governor, submitted for our consideration whether it would not be expedient and of the utmost necessity in the present case, in order to be able to proceed with the greatest possible exactitude in his aforesaid weighty post, to add someone to the said Deputy Fiscal Exter who, alongside him, would be qualified and authorized to handle the matters concerning the Fiscal office, for which, should we lean toward his opinion, he came to propose the person of Mr. Johannes Andreas Truter, as being a very suitable subject for that purpose on account of his acquired knowledge of the law, in which he was invested some time ago with the doctoral dignity by the Leiden University; and requested accordingly that the aforementioned Truter might be granted such rank and capacity as was established for the office of a deputy Fiscal according to the Honorable Company's constitution; so we, in consideration of the plausible reasons that accompanied that request of the aforesaid Independent Fiscal, have resolved to consent thereto for the present, provided that no consequence can or may be drawn therefrom for the future, but that upon the decease or discharge of the said Exter or Truter, the remaining one shall have to serve alone in the aforesaid post, and it is therefore resolved by us, under the high and favorable approbation of Your Right Honorable Nobles, to appoint the said Mr. Johannes Andreas Truter as second Deputy Fiscal with the rank of Junior Merchant pertaining thereto, while the same Truter was accepted into the Company's service with the capacity and pay of Bookkeeper at 30 guilders per month under a five-year contract. This having been dealt with, as we trust, which our bounden duty under the respected orders of Your Right Honourable demands of us, our greatest pleasure would consist in being able to supply Your Right Honourable under the main section of addenda with some pleasant news, whereas the same now, to our deepest regret, must serve for the dutiful communication that in the night between the 16th and 17th of this current month, near the so-called Zwarte Klip at the east corner of False Bay, the private return ship Het Drietal Handelaars, returning from Batavia for the Chamber of Delft and commanded by the master Sanklijn, which departed from Batavia on the 25th of February and sailed out of the Sunda Strait on the 8th of March, ran aground. The first report that we received of this fatal event was from the Resident in False Bay, who at the same time reported to us that the master Jan Klein had presented himself in Simons Bay on the 17th of this month at 6 o'clock in the evening, and gave notice that his ship had run aground at two o'clock this night due to the breaking of the ropes, and that the keel upon his departure from aboard was still tight and had taken in no water, for which reason he, the master, thought that when the wind changed and one could unload some goods, there would be much prospect, by running out heavy anchors and cables, of being able to turn the ship off the shore; but that he, the Resident, had told the said master Klein to betake himself back on board his vessel as soon as possible, in order to pay proper attention to the cargo entrusted to him. Alongside that report, we received a very obliging letter from Mr. Frijkenius, Captain of the State's warship De Beschermer, who likewise informed us of that sad occurrence, with the notification that his Honour had found the master Klein with a portion of his crew on the beach and had ordered them to return to their vessel, his Honour further assuring us that the next day he would go to the beach and send the launch of his ship aboard to investigate whether it was possible to run out heavy anchors and get the aforementioned stranded vessel afloat again. Upon receipt of this fatal news, the undersigned Governor immediately ordered the Master Attendant Cornelis Cornelisz to betake himself to the place where that vessel was stranded, in order there to investigate and carry out everything that could be employed for the preservation of that ship and cargo. The Master Attendant, having departed thither, sent us the next day, the 18th of this month, the dismal news that the stranded ship already had 15 feet of water at the pumps, as well as that the keel was already broken, and that Messrs. Frijkenius and Claris were of the same opinion with him that it was impossible to bring the ship off the shore again, and that there was therefore nothing left but to attempt to salvage the cargo from it. The truth of this is so well known that I may rest assured in relying on Your Right Honourable, High and Well-Born Lordship's own knowledge in that regard. It is no less known to Your Right Honourable, High and Well-Born Lordship what heavy and continuous services No 12 Ehenius 868 services the artillery corps must perform here, and as it is a general custom in Europe to grant the artillerymen not only a higher salary than the other troops, but even extraordinary allowances under the name of per diem money when they are employed on extraordinary works; and the artillerymen of the Cape of Good Hope not only enjoy none of these prerogatives, but their junior officers—although their presence here must be judged utterly indispensable by anyone who knows and keeps in view the true interest of the Honourable Company—remain moreover deprived of the lawful salary that has of old been allocated to their ranks with as much economy as necessity, this seems to me utterly to contrast with the known equity of our Lords and Masters; and therefore I would dare to hope from their High Mightinesses' justice, and not without reason presume, that if Your Right Honourable, High and Well-Born Lordship would be pleased provisionally, subject to further approval from the aforementioned Lords Majors, to grant these recently promoted officers of the artillery the ordinary salaries and emoluments, this would be followed by a desired approval. The Artillery Corps here having already increased to the considerable strength of 300 privates, and being about to increase still daily, if the same is to be able at any time fully to fulfill the salutary purpose for which it is intended, good order and, be it said with respect, humanity itself seem to require that care be taken in time to be able to extend to all its personnel, in case of emergency, a certain and prompt assistance when, through the imminent and manifold dangers to which they are exposed in the performance of their duty, even in times of peace, they are brought into the unfortunate circumstances of not being able to dispense with immediate assistance. The ordinary personnel of the hospital here being constantly occupied by a considerable number of sick, which in dangerous times will likely not decrease, and being prevented from exercising their service in extending the necessary medical assistance far and wide to all detached posts of the artillery 58 with that promptitude which circumstances frequently require, it would be unmerciful, yea cruel, to make the survival of the wounded artillerymen depend on the uncertainty of such extension, and to allow those who have already shed a part of their blood in the service of the Honourable Company wilfully, for lack thereof, to 867 perish. However, while the petitioner continued to await the disposition on this his most humble petition with the utmost respect and submission up to now, he has meanwhile had to experience that his daily increasing severe attacks of headache and the weakening of his memory perhaps caused thereby, to such a degree as was necessarily required for the performance of that office of secretary, lest he be the cause of neglect in the Master's service, forced him, when at the beginning of the past year 1788 the office of Cashier fell vacant through the decease of the titular Senior Merchant Gerhardus Hendrik Cruijwagen, to request the same; to which, subject to the highly favorable approval of your Right Honorable Sirs, he was subsequently provisionally commissioned, also continuing as Member of the Council of Policy. It is with the utmost respect that Your Noble Right Honorable's most humble and faithful servant Christoffel Brand of Cape of Good Hope most submissively takes the liberty to bring to the attention of Your Noble Right Honorable: how the petitioner, on 14 January 1755, as soldier at the pen at 9 guilders per month, under a five- year contract, was accepted into the service of the Honorable Company here, and on 2 September of the same year was promoted to assistant with 20 guilders monthly, as No. 12 1st 874 as such, owing to the expiration of time, on date 17 September 1768 under a new contract of five years was increased in salary to 24 guilders per month, and thereafter, namely on 15 October 1765, with a third contract of three years to Bookkeeper at 30 guilders per month, as well as subsequently, on 25 April 1774, was advanced to Postholder in False Bay, and that with the rank of Junior Merchant. While the petitioner in that office, through the favor and kindness of Your Noble Right Honorable, was still in the aforementioned year 1774 appointed as effective Junior Merchant with 40 guilders per month, he now finds himself, pursuant to Your Noble Right Honorable's venerated letter of instructions, preserving rank and status, discharged as Member of the Council of Justice, to which he was appointed by resolution of the Lord Governor and the Honorable Political Council of this Government dated 13 July 1785, so that the petitioner also thereby obtained the title and rank of Merchant, with which Your Noble Right Honorable pleased to favor the members of the said Council of Justice. - That the petitioner thus, having already had the honor to serve the Honorable Company for over four and thirty years in various employments, during that long time many matters, concerning the administration of the Colony in general as well as the service of the Company in particular, have passed through his hands, so that, said under Your Noble Right Honorable's favorable interpretation, he dares to flatter himself with having acquired the required experience and capacities to be able to properly serve his highly venerated Lords and Masters in a superior office as well: While with respect to the satisfaction he has always given to his respective rulers, the petitioner takes the liberty to refer to the favorable reports and recommendations which, both upon his appointment as Resident of False Bay, as at the time of his promotion to Member of the Council of Justice, were made and submitted by the Lord Governor and the Honorable Political Council to Your Noble Right Honorable. - And whereas through Your Noble Right Honorable's honored disposition taken with regard to the Lutherans residing in this Government, the office of Dispenser, among others, has also become vacant once again, upon its provisional filling, to the petitioner—considering himself to have been considerably prejudiced by the choice in this matter having fallen upon the fellow Merchant, Mr. William Ferdinand van Reede van Oudtshoorn— it was reserved by the aforementioned Lord Governor and Council, according to their resolution of 5 June of the past year, that 12 along with the aforementioned Mr. van Oudtshoorn and the Warehouse Master Salomon van Echten, who has likewise come to apply for the aforementioned office of Dispenser, he may make further petition to Your Noble Right Honorable for obtaining the repeatedly mentioned office of Dispenser, and the seat in the Council attached thereto; thus the petitioner, making use of this favorable concession, very respectfully takes the liberty hereby to present to Your Noble Right Honorable the grounds and motives that the petitioner finds himself compelled to lay open for the favorable judgment of Your Noble Right Honorable in support of his aforementioned position, consisting of this: That the petitioner, as cited above, having been in the Company's service ever since the year 1755, and consequently being ranked among the oldest servants in this Government, has thus served the Company more than eighteen years longer than the aforementioned Mr. van Oudtshoorn; since the same Mr. van Oudtshoorn was only appointed as Bookkeeper by Your Noble Right Honorable in the year 1772, and arrived here in that capacity in the subsequent year 1773: That the said Mr. van Oudtshoorn, after his arrival, having been employed by the then Lord Governor van Plettenberg as his private secretary, on that account, as the petitioner is informed, imagines to have held an office of Junior Merchant before the petitioner, and thereby to have obtained precedence over the petitioner, which however is very erroneous, since Your Noble Right Honorable, after the decease of the Junior Merchant Nicolaas Ley, never granted the status of Junior Merchant to those who served as private secretaries, as it by no means pertained thereto; it being on the contrary a proven truth that, upon the petitioner's promotion to Postholder in False Bay, the title of Junior Merchant was granted to him, and he thus already from that time had that rank above Mr. van Oudtshoorn, and also retained it, when it pleased Your Noble Right Honorable, upon favorable recommendations of the Government here, to favor the petitioner, at the same time as Mr. van Oudtshoorn, as Junior Merchant with the salary pertaining thereto; however, with regard to the said Mr. van Oudtshoorn, out of special consideration, as appears from the highly respected missive of Your Noble Right Honorable dated 19 October 1774, written to the aforementioned Government, 875 then comes 12 G

Het is met de uijtersten Eerbied, dat uwer wel„ Edele Hoog: Achtb: aller ootmoedigst en trouw Dienaar Christoffel Brand van Cabo de Goede: Hoop, op het onderdanigst de vrijheid neemd, onder het oog uwer wel Edele Hoog Achtb: te brengen: hoe den Sup:t op den 14 Ianuarij 1755 als Soldaat aan de penne af 9 ter maand, onder een vijf jaarig verband, in den dienst der E Comp: alhier aangenomen, en den 2: September desselvigen Iaars tot adsistent met ƒ20 maandelyks bevordert weesende, als No: 12 le 874 als zodanig vermits tijds Expiratie in dato 17 7ber: 1768 onder een nieuw verband van vijff Iaaren tot ƒ 24 p:r maand in Gagie verhoogd, en daarna ofte wel op den 15 october 1765 met Een derde verband van Drie Iaaren tot Boekhouder à ƒ 30: 's maands, mitsgd:s vervolgens sub 25 April 1774 tot Posthouder in de Baaijfals is geavanceert geworden, ende zulks met de Rang van ondercoopman„ Terwijl den Supplt op die bediening door de Vunst en goedheid van uwer wel Edele Hoog Achtb: nog in den voorzijden Iaare 1774 tot Effectief ondercoopman met ƒ 40 p:r maand aangesteld zijnde, zig thans ingevolge uwer wel Edele Hoog Achtb: gevenereerde aanschrijvens, behoudens rang en qualiteit ontslagen vind, als Lias des Raads van Justitie, waar toe bij besluit van de Heer Gouverneuren E: Achtb: politicque Raad deezes Gouvernements de dato 13: July 1785 was benoemd geworden, invoegen den Supl:t den Titul en Rang van Coopman, waar meede uwe wel Edele Hoog Achtb: de Leeden des gem: Raads van Justitie hebben gelieven te begunstigen daar door dan ook heeft verkreegen. - Dat den Suppl:t dus nu bereids d'Eere hebbende gesad d' EComp:e ruim vier en -dertig Iaaren in diverse Emploijen te dienen geduurende dien langen tijd, veele zaaken, zo wel het bestuur der Colonie in 't gemeen, als den Dienst der Maatschappij in 't bezonder Concerneerende, door deszelfs handen zijn gegaan, zulks hij onder uwer wel Edele Hoog Achtb: gunstige welduidinge gezegt, zig durs flatteeren, de vereischte Ervarentheid en Capaciteiten te hebben verkreegen, om ook in een Superieure Ampt deszelfs zeer geve„ nereerde Heeren en Meesteren behoorlijk te kunnen dienen: Terwijl ten opzigte van 't genoegen dat altoos aan zijne resp„e Gebieders heeft gegeeven, den suppl:t de vrijheid neemt zich te beroepen op de favorable berichten en voordragten, dewelke zo wel bij deszelfs aanstellinge tot Resident der Baaijf als, als ten tyden zijner promotie tot Liat des Raads van Iustitie, door den Heer Gouverneur en E Achtb: politicque Rade aan uwe wel Edele Hoog Achtb zijn gedaan en gesuppediteerd geworden. - Ende ten aanzien door uwer wel Edele Hoog Achtb: g'Eerde dispositie met be„ trekking tot de, ten desen Gouvernementen zich bevindende Lutheranen genoomen, het dispenciers-Ampt, onder anderen ook wederom vacant zijnde geraakt, bij dies provisioneele vervulling, aan den suppl.t, als vermeinende door de in desen op den meede Coopman d' heer William Ferdinand van Reede van Oudtshoors gevallene keuse, merkelijk te zijn ge„ prejudiceerd, door wel opgem:e Heer Gouverneur en Raad volgens derzelver besluijt van den 5 Iuny des voorl: Jaars dere 12 is gereserveerd gelaaten, om nevens voorn: Heer van Oudtshoorn en den Pakhuismeester Salomon van Echten; denwelken al meede om de voorsz: bediening van Dispencier heeft koomen tet Solliciteeren, aan uwe wel Edele Hoog Achtb: ter obtenue van het meergemelde Dispenciers-Ampt, en de daaraan verknagte Sessie in den Raad, nader verzoek te mogen doen; zoo neemd den supplt van dese gunstige Concessie gebruik maakende; zeer respectueuselyk de vrijheid, mits desen aan uwe wel Edele Hoog Achtb: voor te dragen de Fronden en motiven, die den Suppl:t zich genoodzaakt vind, tot stavinge zijner voorsz: Sustenue, aan uwe wel Edele Hoog Achtb: ter gunstige beoordeelinge te moeten openleggen hier inne bestaande: Dat den Suppl:t gelijk voorwaards is aangehaald, al t' sedert het Iaar 1755, in 's Comp: dienst staande, en gevolgelijk onder de oudtste Dienaren, ten desen Gouvernemente komen te sorteeren, hij dus de Maatschappij over de Achtten Iaaren langer als opgem: Heer van Oudtshoorn heeft gedient; als zijnde denzelven Heer van Ouatshoorn, eerst in den Iaare 1772, door uwe wel Edele Hoog Achtb: tot Boekhouder aange Steld, en in 't daarop gevolgde Iaar 1723 in die qualiteit alhier aangekomen: Dat ged=te Heer van Oudtshoorn naar zijn arrivement door den doenmaligen Heere Gouverneur van Plettenberg, als desselfs geheimschrijver zijnde g'Employeert geworden, uijt dien hoofde /:zoo als den Suppl:t is onderregt:/ vermeund voor den suppt eene bedienige van ondercoopman bekleed, en daardoor den voorrang van den Suppl:t verkreegen te hebben, zulks echter zeer abusief is, aangezien uwe wel Edele Hoog Achtb: naar het overlijden, van den Ondercoopman Nicolaas Ley, aan den geene die als Geheimschrijvers hebben gefungeert, nimmer de qualiteit van Ondercoopman als daartoe geenzints staande, hebben verleend; zijnde & daar en tegen eene beweezen waarheid dat aan den Supl:t bij desselfs bevorderinge tot Posthouder in de Baayf als den Titul van Ondercoopman zijnde toegevoegd, hij dus bereids van dien tijd af dien Rang boven den Heer van Ouatshoorn gehad, en ook behouden, wanneer het uwe wel Edele Hoog: Achtb: op favorable voor„ schrijvens der Regeringe alhier heeft gelieven te behaagen, den suppl:t te gelijk met den Heer van Oudtshoorn tot Ondercoopman, met de daartoe staande besoldinge te begunstigen;
