Good Friend, With very great pleasure I have received both your letters dated the 23rd of June and the 14th of this current month, from the first of which your safe arrival in Mossel Bay became apparent to me, as did from the second the appearance there of the ships bound thither, the Meermin and the aforesaid Jacoba Johanna, whose delay in making their journey appears in retrospect to be attributable to the adversities they encountered at sea. By this, a disadvantageous delay certainly could have been caused to the execution of an expedition to whose proper completion the Company attached so much importance; but being all too convinced of your activity and zeal in attending to the Company's interests, I am hereby entirely reassured on this point and remain confident that this lost time will be made up again by your courage and zeal upon the safe arrival of the said ships. It serves meanwhile as a particular satisfaction to me as well as to the government to have further observed from your writings the extraordinary good condition which you found upon your inspection both of the storehouse and of the grain stored therein. May the Almighty God continuously grant His blessing to the further execution of this enterprise, and grant that you may be equally successful with the timber cargo in Plettenberg Bay, whither you will have already departed upon receipt of this. We cannot omit dutifully reporting to Your Noble Great Mightinesses the departure of the ship Johanna Jacoba, also chartered by Your Noble Great Mightinesses' Chamber, on 23 July, and its arrival on 6 July in Mosselbaaij, where on the 29th of the last-mentioned month it was ready to undertake its voyage to India's capital; ditto the private ship Rhynoord. Meanwhile, we have the pleasure of reporting to Your Noble Great Mightinesses the safe arrival on 29 June of the ship mentioned in the heading of this letter, which today finds itself ready to undertake the voyage to the Netherlands. We make use of this opportunity to take the liberty of supplying Your Noble Great Mightinesses with a copy of the report by the pro interim Fiscal and the Master of Equippage, along with both Chief Surgeons of this Government, containing the inquiry into whether and to what extent the authorities of the aforementioned ship Zoutman have complied with the respected orders of the High and Noble Gentlemen Seventeen, established for the preservation of the crew's health. During the writing of this, the ship Voorschoten arrived, destined from China to Zeeland, and reports having departed from Canton on 1 March in the company of Your Noble Great Mightinesses' Chamber's ship Admiraal Suffren, and having sailed out of the Sunda Strait on 19 June, without the latter vessel having been heard of there at that time. Meanwhile, the following ships have arrived in the said bay: on the 6th of July, Straalen with 6 dead and 11 sick on the 7th, Rhynoord, a Dutch private ship the first-mentioned vessel having sailed from the Texel on the 30th of January, and from here on the 19th of July continued its voyage to Bengal. We also have the pleasure of dutifully reporting to Your Right Honourable Mightinesses that the following two China return ships have safely come to anchor in the Cape roads: on the 11th of this month, the Slot ter Hooge with 1 dead and 10 sick on the 18th, De Gouverneur Generaal de Clercq with 2 dead and 11 sick on the 19th, Texelstroom with 1 dead and none sick both first-mentioned vessels sailed on the first of May last from Middelburg and Vlissingen, and the last-mentioned on the 2nd of May from Helvoetsluys, and shall be provided by us as soon as possible with what is necessary in order to dispatch the first and last-mentioned to Your Right Honourable Mightinesses' headquarters, and to have the Gouverneur Generaal de Clercq proceed on its voyage to Ceylon, just as since the 16th of this month in False Bay the aforementioned ship the Sara Hendrina has been put in a state to continue its voyage to the Netherlands, which however, due to contrary winds, has not been able to depart until now. With the aforementioned ships the Sara Hendrina and Voorschoten, Your Right Honourable Mightinesses' very venerated letters of the 3rd of March of this year have safely reached us, and what was ordered therein shall be dutifully obeyed by us. The drafts which Your Right Honourable Mightinesses were pleased to advise in the said highly esteemed letter, we shall cause to be duly satisfied upon presentation, as we have done with one on behalf of Captain Leflerc dated the 1st of March last, drawn upon us by His High Honour, amounting to 400 rixdollars, of which we were unable to find any notice either in the honoured letters received from Your Right Honourable Mightinesses or in their enclosures; yet, after due confrontation and finding it to be in conformity with the signature of His High Honour and others set thereto, we deemed we could not avoid duly honouring this draft. Upon the arrival of the aforementioned ship Rhynoord, discerning from its charter-party that it would have agreed very well with the intention of the High Commanding Lords Masters to have that vessel, if it could have found a proper cargo at this corner, return directly again from here to the Netherlands, we took into consideration whether the service of the Honourable Company did not require making use of that keel to convey the cargo of the Ceylon return ship Java from here to Europe, provided this could be done in time; yet having also considered that in the execution of this project difficulties might well be encountered which ought to be cleared away before proceeding thereto, we found it most advisable expressly to commission the interim equipment master Jan Arnold Voltelen, as well as the sea captains Christiaan van Veerden, Nicolaas Acker, Jan Kraaij, and Gerhardus Masson, to consider all the circumstances that had to concur in this matter and to report whether such a plan would be feasible or not, and in the latter case to state the reasons and causes which prevent it or make it preferable for the Masters' service to abandon it. And having thus taken into consideration that this rich cargo might just as little be dispatched or risked with the private ship Rhijnoord as with the ship Iava itself after the expiration of the aforementioned appointed time, we also found ourselves compelled to abandon this plan, and therefore to be unable to make any changes regarding our aforementioned disposition concerning the last-mentioned vessel, having thereupon ordered the skipper of the frequently mentioned ship Rhijnoord, Cornelis Tromp, in writing, to prepare himself in accordance with the terms of his charter party to set sail for the principal place of the Indies, regretting only that our sincere efforts in this matter for the welfare of the Company could not be seconded by circumstances. Having in our humble letter of 5 June dutifully given notice to Your Right Worshipful Honors of the misfortune that befell the ship Everhorn, and that we had ordered the pro interim Fiscal of this Government to conduct a proper and accurate investigation into whether and to what extent the stranding of that vessel arose through any negligence or default of the officers or anyone of the crew, and whether the said officers could and should have observed any care for the preservation of ship and cargo which might have been neglected in this instance, as well as whether they applied their diligence to have the ship in readiness to depart from this roadstead before the appointed date of mid-May; as well as that we had commissioned the pro interim Master of the Equipment Jan Arnold Voltelen to be present at that investigation together with such further nautical experts as were at hand or might in the meantime arrive here, and to supply therein the remarks, considerations, or advice serving the matter; so we deem it no less our duty to bring to the knowledge of Your Right Worshipful Honors that the said pro interim Fiscal submitted a report at our meeting of 8 July, of which we take the liberty to enclose an authentic copy herewith. From this it will appear that no proceedings can be instituted by him, the pro interim Fiscal, against the ship's officers nor against anyone of the crew in the case of nonchalance or misconduct on the occasion of the stranding of the said ship, but that they, on the contrary, applied all possible activity and assistance for the preservation of ship and cargo. However, since from the confrontation of the journal of Captain Tobiaszoon with some of those kept by the other officers of that vessel, notable differences were found to reside therein through diverse additions, and that of the Captain was filled in with another hand, which for that reason appeared very suspicious, we caused all the journals kept on board to be placed into the hands of the pro interim Fiscal, in order, with the pro interim Master of the Equipment here, Jan Arnold Voltelen, and the Sea Captains who were present, to investigate accurately whether the said journals were in all parts kept in accordance with the orders enacted in that regard and stated in truth; as well as in particular whether the said Captain Ault Arend Tobiaszoon was not provided on his voyage hither with the orders emanated by the Supreme Government of the Indies regarding the making of ship signals upon approaching this coast for such ships on which smallpox raged on board during the voyage, and consequently whether he can claim any ignorance on that point, to the end of acting ex officio in this regard as the nature of the matters should require. The report having been submitted to us by that commission, of which we likewise take the liberty to present Your Right Worshipful Honors an authentic copy, and it having appeared therefrom that the said additions are in no way to be attributed to sinister or intriguing prospects, but owe their origin solely to the illness which Captain Tobiaszoon had to endure on his voyage hither from Batavia, and thus must be considered much rather as a performance of duty than as an evil design, we have thought the testimony and presentation of the oath of the remaining

to acknowledge the other officers as valid in this matter, but with regard to the investigation of whether the frequently mentioned Tobiaszoon, upon his departure from Batavia, had not been provided with instructions and orders issued by your Right Honourable Noble Worships for the ships on board of which the smallpox is raging or has raged, we have had to accept the negative testimony of the aforementioned Captain Tobiaszoon. As far as concerns the further officers, petty officers, and common sailors of the aforementioned vessel, we have, in accordance with the order, once again declared the same employable in the service of the Honourable Company; and that accordingly the wages of the petty officers and common sailors who already find themselves employed should commence from 8 July last, at which time they were again declared employable, just as will also occur with respect to the officers and petty officers after they are further utilized in the service in the future. To the said report we take the liberty to attach a copy of the message presented to our meeting, also on 8 July last, by the pro interim Master of Equipage Jan Arnold Rollelen, the Sea Captains Christiaan van Veerden and Jan Craaij, and the master of the shipwrights Meindert van Eijk; and since it has thereby become evident not only the utterly wrecked state of the said vessel Aalschorst, but also the impossibility of being able to wind the same off the beach again other than in pieces and fragments, for which, moreover, much trouble and labor would still be required, we have judged it most consistent with the interests of the Honourable Company to sell the wreck of that vessel by public auction, as indeed was done on the 26 of the recently past month, after proper posting of notices, for a sum of rd=s 4730; and at that sale all such goods as belong to the cargo of that vessel were expressly exempted, which, being meanwhile unable to be removed from the ship, shall nevertheless remain with the Honourable Company afterwards, in order to employ such care and measures in that regard as shall be found to be proper or possible to take. The High Ruling Lords Masters having been pleased, in paragraph 595 of their Highly Honoured letter dated 8 January of the current year, to order us to sell, for the benefit of the Honourable Company, the parcel left unsold by us from the ground of the Old Hospital for the construction of a Military Academy, we have, at the session of 17 June, expressly commissioned the undersigned Chief Administrator and Cellar Master, after the posting of notices, to convert that parcel into money by public sale, as was indeed done on the 2 of this month for a sum of ƒ 11000:- Cape value. de Meermin and the vrouwe Johanna Jacoba both destined for Mossel Bay, we now have the pleasure to inform Your Right Honourable worships of the safe arrival of both of these vessels in the aforementioned bay on 6 July, and that, according to news received from Sea Captain Francois Duminy and the shopkeeper Egbertus Bergh, expressly commissioned by us for the loading of the last-mentioned vessel, on 29 of the aforementioned month of July there were loaded on board the same 3170 mudden of wheat, wherewith the skipper Simon Krijgsman was ready to proceed on his voyage to Your Right Honourable worships' capital. We hope that the aforementioned ship de Vrouwe Johanna Jacoba will have already departed from Mossel Bay and, upon receipt of this, will have arrived at Your Right Honourable worships' capital, and we take the liberty of offering enclosed to Your Right Honourable worships the invoice of its cargo together with a bill of lading executed in duplicate by the skipper Krijgsman, and consigned by the aforementioned commissioners to Your Right Honourable worships. We cannot fail also dutifully to report to Your Right Honourable worships that the aforementioned commissioners Duminy and Bergh, upon their arrival in Mossel Bay, found the storehouse and the grains established and stored there by us in very good condition, and that skipper Krijgsman, taught by experience, had to admit that all the danger which people at this capital had sought to make him believe regarding the navigation of that bay are mere figments of the brain. Our greatest pleasure will be to be able to supply Your Right Honourable worships with similar favourable reports of our undertaking to Plettenberg Bay, and we wish that the same may, through the Lord's blessing, be crowned with an equally fortunate outcome. We cannot fail also to bring to the attention of Your Right Honourable worships that an English whaler has once again appeared in Saldanha Bay, and its crew, according to the report of the corporal stationed there, did not shrink from shooting dead some sheep belonging to him and serving for his consumption. A similar vessel also called at St Helena Bay and made known to the officer on commando there that a further 14 of those whalers were to be expected, all of whom had sailed out of the Thames with him. Having previously given notice to Your Right Honourable worships in our most humble general report of matters occurring in this Government, dispatched on 14 June of this year, of the detriment that the first sworn clerk at the Political Secretariat, Johannes Marthinus Horak, had caused the Honourable Company through gross negligence in his office, as well as of the measures taken by us, both to investigate this matter and to indemnify the Company by placing his goods and effects under sequestration, we have meanwhile taken into consideration that, pending the investigation of this matter by the commission decreed for that purpose, concerning which there was uncertainty as to how long they would still be occupied therewith and what difficulties might yet be encountered therein, the aforementioned Horak could not properly continue to function in his aforementioned office of first sworn clerk, which tended to the significant detriment of the service of the Honourable Company, considering the manifold and daily duties attached to that office. Wherefore we deemed that provision ought to be made in good time, and therefore resolved in our meeting of 17 June last to suspend the aforementioned Horak provisionally from his aforementioned service with the cessation of pay and emoluments; while further, seeing the necessity that the aforementioned office should be filled as soon as possible by another competent person, we have provisionally appointed thereto the sworn clerk functioning at the aforementioned Secretariat of Policy, George Gerard Diemel, with the rank of junior merchant, and this in anticipation of the favourable ratification of the Right Honourable Lords Seventeen. However, this Diemel having passed away a few days after his appointment to the aforementioned post, we found ourselves once again necessitated to look for another capable subject to fill his place, and consequently, at our session of 8 of the just-passed month of July, provisionally invested the Bookkeeper of Artillery and Ammunition of War, George Fredrik Poetz, with the aforementioned office of first sworn clerk at the Political Secretariat, with the attendant rank of junior merchant, likewise subject to the favourable approval of the aforementioned Right Honourable Lords Seventeen.

Then with regard to the aforementioned Horak, we cannot fail to report dutifully to Your Right Honorable Worships that in our meeting of the 24th of the past month, a full report was submitted by the committee appointed to investigate to what extent and in what manner the Honorable Company has been injured by him, Horak. From this report it has become evident that the aforementioned Johannes Marthinus Horak has, in an extreme manner, made himself guilty of malversation and theft of the Company's funds, so that the Company has suffered a considerable loss of rd=s 18339: 8:- regarding the sovereign's duty on sold real estate, and likewise for the recognitions of cattle stations which were sold for a sum of rd=s 206:50:—. Thereupon, we placed an extract of that report into the hands of the Fiscal's Office, along with the relevant documents, in order to initiate such proceedings against both the person and the property of the aforementioned Horak as the nature of the matter requires, as well as to investigate to what extent the clerks of the Political Secretariat named in the aforementioned report and annexed list have also made themselves guilty of any fraud or malversations. At the same meeting, two petitions were presented by the aforementioned Horak: one signed by him alone, and the other by him, his wife, children, and closest blood relatives. Both contained a confession of his improper conduct, and both requested that the investigation thereof not be assigned to the Fiscal's Office, but that a report of what occurred be made to the Right Honorable Lords Masters, in order to plead for mercy on his behalf and await their highest disposition. We believed, however, that we ought not and could not enter into these requests, but rather deemed ourselves obliged to observe the wise and strict orders successively prescribed to us by the High Ruling Lords Majores regarding such punishable malversations, to settle matters of this nature at the place where they occur. Also, after receiving the extract of the resolution from our aforementioned meeting of the 24th of July, and upon obtaining permission from the Council of Justice here, the Pro Interim Fiscal Gabriel Exter conducted searches for the person of the aforementioned Horak that very same day, but in vain, as he had already absented himself from this capital without anyone being able to ascertain whither he fled up to now. And upon the request made by the aforementioned Fiscal to the Council of Justice to proceed against the aforementioned Horak according to law, this was not only granted to him, but Horak has already been summoned for the third time by the ringing of the bell to appear in person before the said Council. Likewise, the assistant Quist Mollerstroom, having served as a clerk at the Political Secretariat, has been summoned for the second time, as he was found during the investigation into Horak's case to have also made himself guilty of the same abominable malversations in an extreme manner. Awaiting the outcome of these proceedings, we shall not fail to supply Your Right Honorable Worships with a full report of the same, and append thereto authentic copies of all the documents that have already appeared in this case and serve to support these proceedings, as well as such as may yet be produced in time. to address the duplicate of our last letter dated 14 June last written to your Honour by the ship de Gouverneur Falk, which vessel on the 23rd of the said month set out from Baaij Fals on the voyage to your Honour's government. Having in our aforesaid letter given your Honours a detailed report of the disabled condition in which the ship Java was found upon its arrival at the roads of Simonsbaaij, and of our efforts to put that vessel in a state to be able to undertake the return voyage to the Netherlands with confidence, we cannot refrain from currently informing your Honour that we have left nothing untried to effect a project with which the interests of the Honourable Company in its present situation are so closely intertwined, but that the circumstances of the season, added to the venerated orders of our Lords Principals, have deprived us of that pleasure, and forced us to let the said vessel Java remain for the ordinary lay-time in the bay, which having now expired, we have ordered Captain Jan Craaij to depart for these roads at the first suitable opportunity, where upon his arrival we shall undertake the capital remasting and refitting of that keel, to accomplish it with the greatest speed, so as to dispatch with him the precious return cargo of which he is the carrier to the Honourable Company as soon as the season permits such. However grievous this delay is to us, we are nevertheless much more affected by the disasters that have befallen the private ship the Maria, which, having departed from Fals on the 2nd of April of this year, lost 21 men during the voyage out of the 40 heads that formed its crew, and with the remainder, of whom only five were able to perform any service, by a special disposition of Providence came to anchor on 13 August near Plettenbergsbaai, just at a time when we had dispatched the frigate ship de Meermin to that seldom navigated bay to take in a cargo of timber, and had commissioned the Captain-at-Sea Francois Dummij together with the Junior Merchant Egbertus Bergh for the loading of that vessel. These commissioners, as well as the senior officers of the said frigate ship, did not fail, upon hearing the distress guns, immediately to dispatch a craft with crew to the Maria, and on the 16th of the said month of August they succeeded in making that ship anchor inside Plettenbergsbaai, but in a disastrous condition, being thus together 133 men Being completely disabled, the body seams worked open, the pumps out of order with 6 feet of water standing in the hold, the standing and running rigging so ruined that the masts ran the danger of being carried overboard, and the crew members who had escaped death were found almost entirely consumed by scurvy. In this condition, however, the said commissioners still hoped that through the assistance which they, according to the circumstances of the place and their abilities, could offer to that vessel and its tortured crew, and indeed did provide, they would succeed in preserving the ship and its precious cargo, but fate frustrated that hope, and a fierce storm from the South-East, to which that bay lies open, arising on the 23rd of the aforementioned month of August, battered that fragile keel to such an extent that it became completely leaky and full of water, and certainly would have sunk at its anchors, had not the resolute decision of the skipper and second mate of that ship, and the vigilance of Commander Steijn prevented it by running it aground the following day, where that vessel, despite all trouble and diligence employed, is already partly shattered, and nothing of this valuable cargo has been saved except 300 packages of linens, without much With regard to that corps, we cannot refrain from reporting to your Honours that on the 5th of this month the private ship Berkshoven arrived here probability of being able to salvage more thereof, the 9 boxes and one lead box with papers, however, loaded by your Honours for the Fatherland into this vessel, having been transshipped into de Meermin and received by us, in order to send the same thither at the first suitable opportunity. Upon the request made to us by him, we have granted permission to Sera Sarabra of Cochin to depart with the bearer of this to Your Honour's Government and there to request leave to return to his country, having come hither in the year 1777 solely to attend to his father banished here, who passed away about 6 years ago. Enclosed we have the honour to offer to Your Honour, along with the expense account of the bearer of this, an invoice of adjustment for ƒ 200: — which, in the invoice of the wheat dispatched to Your Honour's Government per the ship Susanna, was erroneously calculated too low, with the friendly request to kindly have this corrected accordingly. — We wish that the bearer of this, through God's blessing, may sail safely and that the Company may always remain safely protected from such striking blows as those of which we give Your Honour notice. August, and of which the duplicate accompanying this is addressed to Your Right Honorable Excellencies per the ship Zoutman, which vessel, due to contrary winds, was not able to put out from False Bay before the 3rd of this month. On the occasion of the lingering of this vessel, we dutifully informed Your Right Honorable Excellencies in our postscript of the 27th of the said month of August of the arrival in Plettenberg Bay of the chartered Ceylon return ship Maria, as well as of the means that Sea Captain Francois Dumunij and Junior Merchant Egbertus Bergh, commissioned thither by us, had employed and still intended to effectuate for the preservation of that ill-fated ship and its precious cargo; and finally of the hopes they, the commissioners, as well as Skipper Pieter Seskes, expressed of being able diligently to dispatch everything to this roadstead, as Your Right Honorable Excellencies, if you please, may further see from the authentic copy of the letter accompanying this, written to us by the said commissioners on the [illegible] August; to which we now in like manner dutifully attach a missive addressed to us by the aforesaid commissioners and one by the said Skipper Seskes under date of the 26th of the aforementioned month, together with a report made to us by the commander of the permanent frigate ship De Meermin, Arij Steijn, from which Your Right Honorable Excellencies will be able to perceive that a fierce storm from the southeast arising in Plettenberg Bay on the 25th of the often-mentioned month so battered the said wrecked vessel the Maria that it could by no possibility, notwithstanding all trouble and diligence employed, be kept above water, and that the skipper and mate in that extreme distress resolved, for the preservation of the unfortunate crew and a portion of the cargo, to run the ship aground, which, through the vigilance of the said Commander Steijn, was then also so far successfully effected that the crew who had been on board were removed from it, without, however, more of the cargo than 300 bales of linens being salvaged, with little hope of being able to master a large portion thereof. Having received these reports yesterday, they have not only filled us with deep regret, but also spurred our zeal for the dear interests entrusted to us, to attempt everything in this grievous event that can in any way tend to the preservation of one thing or another, and we shall not fail to report to Your Right Honorable Excellencies at the first opportunity, both regarding the reports awaited from the commander, and regarding the measures effectuated by us in that respect. In dutiful compliance with what Your Right Honourable Worships were pleased to order, the chests with papers in the Sunda Strait, shipped for the Motherland by order of Your Right Honourable Worships, were removed by us from the above-mentioned vessels, landed there, and deposited at the political secretariat; and we shall not fail to consign the same both to the Illustrious College of Seventeen and to the Private Chambers according to their respective addresses, with and alongside 9 chests and a leaden rose, transshipped in Plettenberg Bay from the Maria into the Meermin and duly delivered here. By the aforementioned vessel Barbestein, Military Captain Le Clercq, having crossed over hither from Your Right Honourable Worships' capital, submitted a petition in the French language at our meeting of 19 August, of which we enclose an authentic copy, tending to be employed here in the said capacity among the Company's militia; thus, as we are qualified by no orders hereto, we have rejected that request, and hope that our conduct in this matter will be crowned with Your Right Honourable Worships' approval. In our meeting of the 19th of the past month of August, taking into consideration that the granting of building plots and lands in your districts has hitherto taken place gratis, although for a considerable time it has already been observed as a custom to have a certain percentage of money paid to the Honourable Company as a recognition for the lands and plots granted in ownership within your regions, unless their granting, for particular reasons or out of various considerations of importance, was also done gratis; the granting of the said plots in your districts properly ought only to have taken place because of the necessity that artisans, needing to be close at hand for the convenience of agriculture, might thereby have the opportunity to establish themselves upon such plots for the exercise of their trades; but that this necessity no longer exists, and it is also experienced with respect to such granted plots that in employing them one deviates from the purpose of the grant, and makes use of them also for the carrying on of trades, the planting of vineyards, and other profitable means; therefore, fairness also entails that for the future granting of the same in ownership, a proper recognition shall likewise be paid to the Honourable Company; so have we seen fit at present not only to establish that henceforth no plots in your districts shall be granted except under such a payment, Good Friend, but also that, in order to observe a proper proportionality in this matter, those who shall come to request such plots shall be bound to produce a certificate from you, insofar as any such plots are situated within your districts, from which among other things the value shall also have to appear at which such a plot shall have been appraised by you, while in such case the Landdrost remains commanded, according to his oath and duty, to observe the interest of the Honourable Company, taking as a guideline in these valuations the calculation of each morgen of fit or fertile land at 50 rixdollars, without losing sight of the more or less favorable situation of such land. of Justice having appeared to us that the Landdrost of Graaff Rijnet, Maurits Herman Otto Woeke, had made known to it that a certain Jan Jurgen Meijer, who by definitive sentence of the said Council dated 6 May 1785 was confined on Robben Island and had subsequently managed to make himself a fugitive from there, is currently staying behind the Roggeveld with the fugitive burgher Carel Kruger, alongside his brother Jacob Kruger and one Anthoni Botes, with the added request of the aforesaid Landdrost that the said Council might make the necessary arrangements regarding the dangerous consequences that could result from such harbouring of roaming fugitives; but that the repeated Council of Justice, believing that it had discharged its duty through its sentence pronounced against the said Meijer, and therefore that the issuing of any orders in this case belongs solely to this Council, wherefore it also presented the missive written to it on this subject by the repeated Landdrost Woeke, with the declaration of 19 August last annexed thereto, from which it became evident to us that these vagabonds already constitute a dangerous plot from which nothing other than the greatest calamities are to be feared, in order to prevent and check which in time, and thereby to preserve the public peace and security in the country, it has been judged of the highest importance that the necessary measures be taken in that regard; wherefore we have thought fit and understood to instruct the Landdrost to use every possible effort to ensure that the said vagabonds are captured and returned into the hands of Justice, with authority, in case of actual or violent resistance, to show no leniency toward them; and since prudence and also other unforeseen circumstances might require that the expedition to apprehend these vagrants and fugitives ought to take place with a capable escort of armed burghers, we hereby order you, whenever the Landdrost should deem it necessary, to command the required armed men for such assistance or expedition. To the said invoice we add a receipt for 103 pieces of whole and 14 pieces of half leggers, as well as 10 pieces of unserviceable keel leggers, along with the expense account and the charter party of the bearer hereof.
