The ship's boat of the return ship Neerlands Welvaren was retained here for use in the Mossel Bay. The frigate the Meermin was not only provided with a heavy anchor and rope, as well as an increase of crew, but concerning the fact that in the Plettenberg Bay there are no means at hand to assist the frigate the Meermin with any equipment goods in the unexpected events that might require such, the same frigate, above the aforesaid ship Avenhorn, on his made request, was permitted to remain over here with suspension of wages. Upon the submitted written report of the Captain at sea and Pro Interim Equipage Master Johan Arnold Voltelen, as the boat of the ship Avenhorn, which must be used for loading that vessel in the Mossel Bay, is not in proper condition for this, it is deemed best to keep the ship's boat of the return ship Neerlands Welvaren for that purpose for the aforementioned ship Avenhorn, also taking into consideration the necessity adduced for this by the said Equipage Master. To Captain Lieutenant Pieter Malet Junior: Furthermore, upon the request made by petition by the Captain Lieutenant of the aforementioned ship Avenhorn, Pieter Malet Junior, it was granted to him to be provided, besides the four ordinary anchors and four ropes belonging thereto, with another anchor of a weight of 2000 and 2200 lb, together with a heavy rope of 16 inches and also with some running rigging, in order that upon the return of this vessel it shall be delivered up here by the authorities or accounted for, according to whether or not use shall have been made of the one or the other. Just as it was also found good to reinforce the last-mentioned vessel for that expedition with 20 men above its crew, so that it can be loaded in the aforementioned Plettenberg Bay so much the better and with the necessary dispatch. Monday the 28th of April 1780. In the forenoon, all present. Likewise, under suspension of wages, the commander of the vessel the Helena Louisa was permitted to cross over to the Netherlands. And once again the command of the said vessel was entrusted to Captain Laurens Smit at the wages of Captain Lieutenant. On account of his sickly condition, for the recovery of his health, he is permitted to remain behind here, provided that on that account his wages must be suspended from this day forward. doing so, whereby 18 such as drum major, drummers, fifers, and report writer, note: thus by far not one thousand, as one assures me that one thinks us to be strong in the fatherland, could be put on the same footing and strength as the regiment of Wurtenberg presently keeping garrison here. On the first point, the undersigned has the honor to answer: that that appointment was made because the arrangement in the hospital here with regard to attendance was extremely defective, namely that due to the situation of this corner, daily many sick being brought from the ships, and the number of the Honorable Company's servants having increased greatly, could thus no longer be served by the ordinary servants appointed in times of less business; that even outside the garrison, it is presently impossible, with the servants now at hand, properly to attend to the sick, which is of so much concern both to humanity and to the Honorable Company; and secondly that surgeons necessarily must be with a troop requires in my view no explanation, for who will march out with the troops in case of attack and dress the wounded; yet this elucidation becomes void if the Gentlemen Majors wish to place the national battalion on the footing of that of Wiertemberg, since surgeon majors and assistants of the requisite competence will then be appointed, Doctor H. Le Sueur being presently appointed chief physician in the Company's hospital. Regarding the second point, concerning the increase of the present battalion to two or more battalions according to the capitulation of the regiment of Wartemberg, he will leave this to the wise and prescient judgment of the Gentlemen Majors, since from the important papers which the undersigned in the year 1784 had the honor to produce in council, and thus to transmit to our high superiors, it is as clear as day that at least six thousand good regular troops are necessary for the defense against this extensive attack, since it is certain that no enemy must be expected here to wish to ruin the Cape, but rather to establish and maintain himself against those who would wish to drive him out again, and that he therefore would come with no small force. If then the Gentlemen Majors decided upon the aforementioned increase and chose not to send out those troops all at once, the so-called pépinière could be employed as they arrived to the best benefit of the service, provided that fresh and strong men were sent out for that purpose, as has now been done for some time; nor should one then recruit the battalion from that pépinière as is done now, or one would have to permit a double number to be taken from each ship, since that entire pépinière presently consists of only 208 men, note: although the levy established for this corps has existed since 20 November 1786, of which the simple reason is that many men leave the battalion, both for civil and other posts, besides the annual discharge to Europe. Since the establishment of this corps, I have had them drill twice a day before my door, and after they acquired proficiency, had them do duty alongside the battalion, and out of them kept the battalion complete according to orders from Europe, so that the expectation of the high government at Batavia according to their honored missive concerning that pépinière on the present footing cannot be well answered. If then, in the manner mentioned, the battalion were increased to two or more according to the pleasure of the Gentlemen Majors, and one wished to keep a sufficient recruit corps at this corner, to be sent further to the Indies if necessary, good officers and non-commissioned officers should be placed with it, and those troops should be disciplined and paid just like the other militia here, since they do the same service. I also take this opportunity to have the honor to propose once more in council, in order to bring to the attention of our high superiors, the incongruity that through the new establishment of the present Court of Justice, where previously the head of the military was the presiding member and the oldest captains had a seat, now no military man is present, while military offenses are judged and sentences are even passed to run the gauntlet on the parade ground before commissioners from the Court of Justice, where this incongruity is too great and too conspicuous, since the greater half of the garrison here is treated purely militarily; and finally to add to this that the Gentlemen Majors may be most urgently requested to have the clothing for the garrison sent out as quickly as possible, according to the requisitions; and specifically that everything is on one and the same ship, namely for the complete lining, breeches, and waistcoat etc., since we sometimes see the kersey spoil from moths because one has no lining, buttons, thread etc. to finish them, we having been in the greatest embarrassment most of the time since the beginning of the past war, so that I even had to have many breeches and waistcoats made for the battalion. After the reading of which, the said Mr. Gordon insisted that the same document might likewise be sent in copy to the commanding Lords Major, with a presentation of the remarks made regarding the judgment of the Council of Justice over military offenses, as well as the request made concerning the dispatch of uniforms for the garrison; upon which it was resolved to comply with this. And whereas the chartered ship the Agatha appeared here in the roadstead on the 29th of the past month of April, while from the letter received with it from the Most Noble and Right Honorable the Directors of the Zeeland Chamber, dated 29 November 1787, it has further appeared that that vessel will not have to sail on further to Ceylon, as had been seen from their previous letters of the 2nd of the just-mentioned month, but that it is destined to return from here back to the Netherlands, as the charter party of that ship also entails, yet at present no goods are on hand with which the said vessel can be loaded here, and moreover the grains are not more abundant than was required to supply the Indies and to serve as a provision for this government, and also as for the wines that could be sent, a suitable number of casks is no longer on hand or in stock with which the export thereof could be risked and that vessel loaded. A, that the petitioner finds himself stripped of his reputation and dignity to be counted among the corps of officers, since the Noble and Honorable Captain Kuvel did not shrink, as appears from the aforesaid annexed declaration sub Litt. A, from declaring the petitioner to be the leader of a rebellious crew, and furthermore, in the presence of the whole crew, for a worthless or incapable fellow, with threats that if he did not hold his mouth, to take him into his sloop ipso facto, and to lock him in irons to likely punish him as a criminal, and furthermore declaring an entire crew to be rebels, without giving hearing to any person or accepting any complaints; which had the consequence that most of the crew seemed to turn malicious and said they would not unload the ship. The petitioner makes bold to say, if the Noble and Honorable Captain Kuvel had undertaken such a visit once more, a dangerous revolt could then likely have resulted. 525 Captain Kuel standing in his boat with a raised arm and beating his chest at intervals, threatening the crew on his word of honor, saying, "Your blood will be mixed with it," and claiming, "There are so many people here at the Cape, there lies my ship, and there lie so many other ships, even if you were 300 men strong, we will force you nonetheless." The ship's crew wishing to speak in between, but the Right Honorable Captain Kuuel refusing to listen to any reasons or grant a hearing, but persistently calling the crew rebels, and turning to our Captain Tobiaszoon with a raised arm and an unusually fierce voice, saying, "You fellow, you are the one to blame, if you were a real man this would never have happened." Our Captain Tobiaszoon hereupon answered the Right Honorable Captain Juwel, "Am I to blame for it, for what reason can you address me so insultingly?" and wishing to speak further, but the Right Honorable Captain Kuwel, with far-reaching, honor-robbing threats, ordered our Captain Tobiaszoon to be silent, with these words, "Silence, fellow, or I will take you directly into my boat," and further continually held forth many threats to the crew without being willing to grant any the slightest hearing to anyone, whereby finally a large portion of the sailors shouted that they wanted to unload. decision thereon what has been elucidated to the Lords Majors, as well as to the high government in Batavia. And after deliberation it was approved to enter for apostille upon the same, that upon the request made hereby by the petitioner, copies of that petition and its appendices shall be transmitted both to the high-commanding Lords Majors in the Fatherland and to the high Indian government; it being also deemed obligatory to respectfully inform the said highest Lords Majors and high Indian government in due time, both for elucidation on the permissions of that petition and on the request itself, that we have only been able to dispose thereon in the manner aforesaid in view of the fact that the honorable and valiant Captain Kuwel, commanding the country's frigate of war De Valk, had already departed from here on the 13th of the past month of April, and thus more than fourteen days after the matter about which said Tobiaszoon makes grievance in his petition would have taken place, without the same Captain Tobiaszoon having found it advisable to bring forward such a grievance in the meantime, and by which one was also prevented from requesting the well-mentioned Captain Kuwel on his honor's side for elucidation and information thereon; although we find ourselves obliged to remark in that regard that from the confrontation of the petitioner's request and the annexed declaration of the officers, the often-mentioned Captain Tobiaszoon appears very suspect, as exaggerating the matter of how the same occurred. Then also regarding the question which the often-mentioned Captain Tobiaszoon presents in that petition in a manner very poorly reconciling with the respect due both to the well-mentioned Captain Kuwel in the character he held here and to this government, namely whether the more well-mentioned Captain Kuwel carried out that step out of his own authority, or rather by order of this government; which, however, because no accounting thereof needed to be given to him, Captain Tobiaszoon, was deemed unneedful to answer, the highest-mentioned Lords Majors and high Indian government will be informed: that the Acting Master of the Equipage, having reported from a letter written to him by said Captain Tobiaszoon on 26 March last from on board, in what manner the crew of the ship Avenhorn resisted the unloading of that vessel, with the complete design of thereby forcing this government to grant freedom that they might come ashore, which manner of acting, as serving as a bad example to others, was nonetheless understood to be not advisable to use indulgence in; besides that the medical committee also found objection to still permitting the crew to come ashore; the Lord Governor thereupon immediately sent the said Acting Master of the Equipage on board that ship, both to make inquiry into the reasons that were brought forward by the common crew against the unloading according to the writing of said Captain Tobiaszoon, in order to properly remove the same if such were according to truth, and to hold before them their duty and to admonish them to the unloading of the ship; but that the often-mentioned Acting Master of the Equipage, who immediately betook himself on board for this purpose, because in the meantime it had become evening, had to execute this commission in the dark, and upon his return reported orally that of all that had been asserted in the letter of Captain Tobiaszoon, as being desired by the crew and as lacking to them, nothing had been claimed by them, but that they had unanimously insisted upon the freedom for the officers to be allowed to go to the shore, without which they refused to put out their hands to the unloading of the ship; without that which he, the Master of the Equipage, had employed to bring them to their duty having had the least effect, or that the principal spokesmen could be discovered by him in the dark; that this matter having been brought very early the following day to the deliberation of the council by the well-mentioned Lord Governor, one realized at that time that the ascertained impossibility of discovering the principal ringleaders or spokesmen among the men and lifting the same from the ship, in order thereby to bring the rest more easily to their duty, would bring with it the necessity of taking the entire crew of commoners off the vessel by the strong hand and taking them into custody; but that the dangerous consequences which might result therefrom advised much more that as long as any other means could still be tried, such an extreme step ought much rather to be avoided; and that consequently the decision was taken to request the well-mentioned Captain Kuwel to employ his character and good offices in this matter, and to betake himself for that purpose on board the aforesaid ship Avenhorn, as well as to put into effect, for the speedy halting and quenching of the beginnings of mutiny manifesting themselves among the crew in the aforesaid manner, such measures as his honor should judge suitable and most capable; that this request was made to the well-mentioned Captain Kuwel and was agreed to by his honor,

That although the respect for the authority applied by the well-mentioned Mr. Kuvel, when the crew had already shown their unwillingness to such an extent and it could be expected that they would not so easily be brought back without coercive means, gives much reason to doubt whether the more-mentioned Captain Tobiaszoon indeed at the beginning, when this began to manifest itself among them and was easier to quell, exerted his utmost duty to stop the same, and one might well suppose that the hope of obtaining by this means liberty to come ashore, on which he had persistently continued to insist, may have held him, Tobiaszoon, back therein, nevertheless the unfortunate fate whereby the same Captain Tobiaszoon, alongside the other crew members of the mentioned vessel Avenhorn, found themselves then still deprived of the aforesaid liberty, on the one hand, and on the other hand the difficulty of convincingly convincing 539 540 convincing him of this, have been reasons why, since the matter had been terminated in such a fortunate manner, we have deemed it permissible to let the matter rest as it was. While the petitioner, intending, with the approval of the Right Honorable and Worshipful Lords of the Directorate of the Dutch East India Company, to further export or transport the said wines upon arrival there to such place or places whither he has destined the same, Your Right Honorable and Worshipful Honors further urgently supplicates to graciously propose to the highest mentioned Lords of the Directorate that this re-exportation may be granted to him, the petitioner, notwithstanding that he, the petitioner, is in all cases prepared to submit to whatever their Right Honorable High Worships might otherwise please to dispose in this matter or prescribe to the petitioner. To the Prussian agent Muller and the Meuron Captain Sergeans permitted to depart for the Netherlands with the ship Dordrecht. Likewise, on the petition also presented for this purpose by the former Captain in the Meuron Regiment, Charles Louis Sergeans, who, pursuant to instructions from the High Indian Government dated 27 April 1787, arrived here on the ship De Jonge Franke in order to await the opportunity for the further continuation of his journey to Europe, permission is granted to sail over to the Netherlands with the aforementioned vessel Agatha under the same payment for board and passage money as just stated. made, and also a benefit from the said voyage would remain for the underwriters, it was shown to him, the skipper, that however high the insurance might run, since Mosselbaaij, in whatever time of the year it might be navigated, could never be considered more dangerous than the roadstead of Colombo, whither the ship nevertheless may be sent, and the present time of the year, on the contrary, makes the said Mosselbaaij little less safe than the Baaij Fals itself; besides which, the government, before proceeding to cause that bay to be navigated, had caused it to be surveyed accurately, as well as that, while no full reliance can yet be placed on the charts of that bay, Captain Francoijs Duminij, having frequented the same bay and thus knowing it well, could be ordered to put in there beforehand with the ship De Meermin, which is about to depart for Plettenbergsbaaij, and to apply all possible diligence and assistance toward the speedy loading of the ship; from all of which it is by no means to be suspected that the premium of insurance would come to amount to more than that for the voyage of the ship from Batavia to Ceijlon, without, in such a case, any other freight money or average having been stipulated in the charter party. Then the said skipper Krijgsman, having deliberated on this and entering further into negotiations from both sides toward an accommodation regarding the aforementioned conditions proposed by him, it was found, after a calculation made—that since the wheat in Mosselbaaij, by deduction of the tithe for the Lord's right and ten per cent for the freight by sea, currently costs the Honourable Company no more than 18 guilders for the 10 mudden, whereas, on the contrary, the mudden of wheat sent from this Bay to the Indies cost 24 guilders upon their receipt in the Company's warehouses here after deduction of the tithe, so that for the freight money, average, and what further follows here, no higher price shall be applied to the first-mentioned wheat, the quantity of which according to the most certain information received will amount to at least 3000 mudden, than that of the latter—in order to lose no time in this, one had to conclude, to agree, and to accord with the said skipper Krijgsman during the meeting: That the aforementioned ship must be ready at the beginning of the upcoming month of June to proceed from the bay, properly ballasted and laden with such goods as shall be deemed appropriate to send along with it, to Mosselbaaij, in order to take in there, on behalf of the said Company, wheat and other products of this country up to the full and proper cargo, and thus laden, to sail from there with the first suitable opportunity to Batavia, where the said cargo will have to be unladen and delivered. That this voyage for taking in the said cargo in Mosselbaaij shall be calculated to last the time of two months, commencing on the day of departure from the Baaij Fals until the full lading of the ship in Mosselbaaij; for which there shall be paid, for each of the two hundred twenty-two lasts that make up the size of the ship, eight guilders per last, together with ten per cent ordinary average for each of the said two months, to be enjoyed upon return in the Netherlands; and the said two months shall be considered to be earned upon the departure of the ship from Mosselbaaij. If unexpectedly (which God forbid) the ship should happen to perish on the voyage from the Baaij Fals to Mosselbaaij, the aforementioned freight moneys shall be considered to be half earned, and may be enjoyed as such. That the ship in the Baaij Fals shall be additionally provided, on the Company's behalf, with a heavy anchor and cable, in order to be able to make use of them if necessary in Mosselbaaij; but the said anchor and cable may not be used except in the case where weather and wind should require letting go the third anchor; and in case this necessity should not arise, or if having had to use the anchor and cable thereby, they should not happen to be lost, both anchor and cable must be handed over in Mosselbaaij to the commissioners there. If it should happen that, contrary to expectation, the ship should be detained in Mosselbaaij for its full lading longer than the said two months, fifty guilders shall be paid to the skipper for each day that the ship shall have been detained longer. Besides which it is also expressly conditioned that if the owners or bookkeeper of the ship should find it necessary to have the ship insured for the said voyage to Mosselbaay, and the premium of insurance in such case should happen to be higher than the premium of insurance for the inland voyage for which the ship coming to the Indies may be employed, that higher amount of the insurance moneys shall then be made good and disbursed by the Honourable Company upon return in the Netherlands to the said owners or bookkeeper. From the very esteemed letter of the Right Honorable Lords Seventeen, dated 8 January of this year, received with the ship Beverwijk on the 27th of the past month of May and in the meantime circulated among the members, it having appeared to be contrary to their high intention and purpose that the titular merchant and secretary of the Orphan Chamber, Tobias Christiaan Ronnenkamp, as an adherent of the Augsburg Confession of Faith, was granted the title and rank of senior merchant and the administration of the office of storekeeper, whereas according to the previous letters of the then presiding Chamber of Zeeland dated 28 July 1785 the status of senior merchant was granted to the storekeeper as a member of the Council of Policy, and thus both the status must be regarded as a consequence of holding a seat in the Council, and holding a seat in the Council of Policy is in turn inseparable from the post of storekeeper, and that it therefore goes without saying that if, contrary to their Right Honorable and highly esteemed expectations, the aforementioned Ronnenkamp had not been made to step back entirely into the status and post in which he was previously, such would still have to happen immediately upon receipt of the aforementioned letter; thus, in dutiful obedience to the same, their Right Honorable and highly venerated order and letter, it had to be resolved to dismiss the aforesaid Ronnenkamp from the office of storekeeper and hereby restore him again to his former post as secretary of the Orphan Chamber, with a seat in the Council of Justice according to the seniority he previously held; and it was therefore, as a consequence thereof, also approved to have the present secretary of the Orphan Chamber, Christiaan Ludolph Neethling, likewise step back again into his former office as secretary of the said Council of Justice. Verbal declaration of the member and secretary of this Council, the gentleman O. G. de Wet. While in the meantime dismissing from the vendue master's office, and from which point of view one may also by no means doubt that it will please the high commanding Lords Majors to consider the conduct of this Council, whenever the decision must fall there, in order to continue the said gentleman further as a member of the same, it is nevertheless resolved, in order to leave entirely to the said Lords Majors the disposition which their high Lordships shall be pleased to make in regard to the said gentleman upon his aforesaid request made, unanimously approved to dismiss the said gentleman from the post of secretary, and likewise from the vendue master's office, and in the meantime, awaiting the said disposition of the high commanding Lords Superiors, to allow His Honour to continue in his present seat in this Council, as well as provisionally to appoint him as Cashier in the place of the deceased, by the high Lords Majors appointed Senior Merchant, the gentleman Gerhardus Hendrik Cruijwagen. Subsequently, after mature deliberation, in view of the necessity for the speedy filling of the said secretary's office in this Council, it was resolved to invest provisionally therewith the junior merchant and present Secretary of the Council of Justice, Mr. Cornelis van Aerssen, and likewise provisionally to appoint him to the administration of the vendue master's office, all subject to the gracious approval of the most highly mentioned Lords Majors. Further, upon the petition submitted by the Sailor Jacob Willigend: Shage, having served the Honorable Company since the year 1774 and having arrived in the year 1786 in the aforesaid capacity of Sailor on the Twee Gezusters, requesting to be discharged from the Company's service and placed in burgher freedom; in consideration of the fact that he is married here, and that not only his wife's family, but also the Burgher Councilors themselves have repeatedly made representations to the Lord Governor on behalf of the said petitioner as a person of very good conduct who, with the saddler's trade practiced by him, can be of great service to the burghery; it was approved to discharge the said Willigem from the Company's service and to place him in burgher freedom, on such footing as it shall please the High and Mighty Lords Masters to determine further. to take advantage of the first suitable wind in order to turn the bow toward Mossel Bay, departing simultaneously when that vessel leaves False Bay to sail out from there with the said Foequas. But in the event that the skipper of the aforementioned ship the Johanna Jacoba, in order to have suitable security regarding Mossel Bay, should desire to remain united with the said frigate until making that bay, he, Captain Duminy, shall be required to satisfy that desire, and thus to assist the skipper either by sailing ahead or by any other suitable means for the safe navigation into that bay. That, having arrived in Mossel Bay, he shall immediately have to go to work to load the said vessel the Johanna Jacoba with such wheat and other grains for transport to Batavia as are found there and can conveniently be loaded into it, according to the convention entered into with the skipper Simon Frygeman. That, whereas the loading of that ship must take place with all possible speed and without the slightest delay, to the end that the frigate the Meermin should not be prevented from her further voyage to Plettenberg Bay, not only such supernumerary crew members as are placed expressly on the frigate the Meermin for this voyage, but also all further crew members of that frigate who can be spared without necessarily neglecting ship's duties, must be employed toward the said speedy loading. That, the said ship the Johanna Jacoba having taken in such wheat and other products as are mentioned above, the skipper shall have to sign a bill of lading for them, which bill of lading shall be enclosed and addressed by him, Captain Duminy, as well as sent across the said bay along with an accompanying letter to the High Indian Government. That thereupon the aforementioned frigate the Meermin shall also, without the slightest delay, turn her bow toward Plettenberg Bay and there take in as much of the timber stored in that bay as can conveniently be loaded into that frigate to her full lading; laden with which timber that frigate must return to this Table Bay without any loss of time or letting the least suitable opportunity pass by. For which loaded timber, he, Captain Duminy, or—if the master Ary Steyn should command that vessel for the return voyage hither—the latter, shall have to sign the bill of lading. That the aforementioned Captain Duminy, both for the safe anchoring of that frigate in both the aforementioned bays, and to have the same depart from Plettenberg Bay before Primo September, must exercise all diligence, care, and attention, and not expose the frigate to any danger through a longer stay in Plettenberg Bay. That, not only regarding the transactions carried out in Mossel Bay, but also regarding what shall have occurred in Plettenberg Bay for the loading of the frigate, and regarding the conduct of the entire voyage, Captain Duminy shall be ordered to keep an accurate record and journal, and to deliver the same upon return here, along with an appended report containing both the loading of the ships and the further findings regarding the aforementioned bays; which report must be illuminated by his considerations regarding what should subsequently be observed for the speedy loading and safe lying of the ships in the aforementioned bays, as well as the manner in which the vessels ought to be moored there. That it shall further be pointed out to him, Captain Duminy, how greatly the interest of the Honorable Company demands that this expedition be completed with all possible speed, and that he shall therefore have to exert every effort to meet that objective. And it is understood to be left to the prudence of the oft-mentioned Captain Duminy whether, after the full loading of the frigate the Meermin in Plettenberg Bay, to continue to hold command of her and thus return with her, or rather to return hither overland; in which latter case the command shall have to be handed over again by him to the previously mentioned master Ary Steyn. Thus, after this matter was attentively deliberated and it was taken into consideration that the present circumstances of the Company, more than ever, required that all possible diligence and labor be applied to put such a precious return vessel in condition for the continuation of its voyage as speedily as possible in this already so far advanced season of the year, it was accordingly approved and resolved to appoint a commission for the examination thereof, namely the Sea Captain and pro interim Equipage Master Jan Arnold Volsch, together with the fellow Sea Captain Paulus Kroon, commanding the ship De Gouverneur Falck, and Axel Land, commander of the ship Beverwyk, to commission them to inspect and examine, assisted by the Master of the Shipwrights Myndert van Eyk in the presence of the Captain of the return ship Java, Jan Kraag, as speedily and as accurately as possible, the defects found on the latter vessel, as well as what repairs are necessarily required thereto; likewise how and in what manner the same can be executed in the speediest manner possible, and what time will be needed for this before the said hull will again be in condition to undertake the further voyage to the Netherlands; and also to authorize the said pro interim Equipage Master, after the aforesaid examination and findings, without letting any time pass by sending the report hither and awaiting further orders here, to set all hands to work with the greatest possible speed in the meantime, in order to repair the defects of the aforesaid vessel from what is available in stock in False Bay and thereby put the ship in condition for the speedy continuation of the return voyage; and likewise to order the Resident in the aforesaid bay to cause to be provided, from the ship's equipage goods brought there from the Fatherland, all that shall be needed for such work.
