Friday the 25th of July 1788. In the forenoon, all present. Reward offered for the one who shall discover the author or poster of that infamous pasquinade. Which libel is placed in the hands of the fiscal office for investigation. Further decided how the large treasury and such made. Deviated. Whereas during the past night in different places here several copies of an infamous, completely defamatory pasquinade have been posted, whereby, among others, even some members of this Council are slandered in a wicked manner with foul and malicious lying language; it is therefore approved and understood, in order to prevent all further disorders of that nature and for the preservation of peace and quiet in this colony, to promise and set a reward of one thousand rixdollars for the one who shall manage to discover the author, writer, or poster of that libel, in such a manner that the same falls into the hands of justice and can be convicted of the deed, while the discoverer's name shall be kept secret if desired; furthermore, this libel shall be placed into the hands of the Fiscal Pro Interim here, Gabriel Exter, in order to initiate such proceedings, both against the same and against the author thereof should he be discovered, as the nature of the matter shall require, and furthermore everyone shall be interdicted and forbidden to keep this writing in their possession or to divulge it, on pain that against those who shall be found to have contravened this, action and proceedings shall likewise be taken with the full severity of the laws. Whereafter, it having been reported by the Senior Administrator Johannes Isaak Rhenius that the alterations to the cellar in which the money chests brought in by the Company's ships are stored, pursuant to the regulation made thereof on the 31st of July of the preceding year, were ready; it was taken into consideration that the room approved thus far as the large treasury came to be very damp, and thus not suitable for the preservation of the paper coin species, whereupon it was approved to maintain the said large treasury henceforth for the storage of the money chests brought here with the Company's ships, while on the contrary the aforesaid money cellar shall be employed as the large treasury. Underneath stood: Thus resolved and decreed in the Castle of Good Hope, on the day and year aforesaid. Was signed: C. J. van de Graaff, J. I. Rhenius, R. J. Gordon, J. J. Le Sueur, O. G. de Wet, W. F. v. R. v. Oudtshoorn. Tuesday the 29th of July 1788. In the forenoon, all present. Request of the Senior Administrator Rhenius to be excused henceforth from signing the cardboard coin species. And decision to divide the same signing into the aforementioned three classes. Whereas the Senior Administrator Johannes Isaak Rhenius, having been expressly commissioned, alongside the titular merchant and Secretary of the Orphan Chamber Tobias Christiaan Ronnenkamp, and the Junior Merchant and Shopkeeper Egbertus Bergh, by resolution of the 14th of February of the past year, to sign the cardboard coin species sent hither by the High and Mighty Lords Majors, gave to know that his manifold duties, both in the administration of justice and the discharge of his other offices in this government, rendered it entirely impossible for His Honour to continue executing this task, wherefore His Honour requested that such provision might be made in this regard as should be deemed most convenient by this Council and would be found necessary to achieve the aim intended with the introduction of these new coin species; therefore, in consideration of these pressing reasons, it is approved and understood to excuse the said Senior Administrator from signing the aforesaid cardboard, and to divide the further execution thereof into three classes: under the first of which, the pieces from 60 to 30 rixdollars inclusive being placed, the signing thereof shall be assigned to the member of this Council Mr. Jacobus Johannes Le Sueur, the member of this Council of Justice Carel Mappa, and the Junior Merchant and First Clerk of the Commissioners from the Council of Justice Oloff Marthine Bergh; while the pieces from 25 to 10 rixdollars belonging to the second class shall be signed by the member of this Council Oloff Godlieb de Wet, the member of the Council of Justice Ryno Johannes van der Riet, and the Bookkeeper and Sworn Clerk of the Orphan Chamber Johannes Gysbertus Blanckenberg; just as the signing of the third or last class, under which the pieces from 6 to 2 rixdollars fall, shall be demanded of the member of this Council Mr. Willem Ferdinand van Reede van Oudtshoorn, the Junior Merchant and Shopkeeper Egbertus Bergh, and the Bookkeeper in the Company's Warehouse Arend de Waal; furthermore, the stamping, as well as the numbering, lettering, and dating of the said coin shall take place under the inspection of the aforesaid Senior Administrator, by a clerk to be expressly appointed for that purpose, in such manner as was determined in the said resolution of the 14th of February 1787, and with the addition of the value of each of these species respectively, also as on the back of the same.

Petition of the burgher Lieutenant Rudolph Johannes Laubscher. was decided in the same year, to be continued by the bookkeeper in the Company's slaughterhouse Benjamin Zeijdles, while otherwise the unsigned draft shall thus remain under the custody of the repeatedly mentioned Head Administrator. After which was read the following petition submitted by the Lieutenant of the burgher dragoons at Stellenbosch Rudolph Johannes Laubscher, reading: To the Right Honorable Cornelis Jacob van de Graaff, Governor of the Cape of Good Hope and its dependencies, etc., etc., etc., together with the Honorable Council of Policy. Right Honorable Sir, Honorable Gentlemen, Your Right Honorable and Honorable, humble servant, the Lieutenant of the Stellenbosch dragoons Rudolph Johannes Laubscher, shows with the greatest respect that the petitioner would gladly wish to have in perpetual quitrent a certain piece of land situated adjacent to his old land and farm at Hottentots Holland, measuring one morgen and fifty square roods; wherefore the petitioner takes the liberty to turn to Your Right Honorable and Honorable Gentlemen with the humble request that the said piece of land may be granted to him in perpetual quitrent, Your Right Honorable and Honorable Gentlemen being able to see from the statements annexed hereto, if it pleases them to inspect, to what extent and on what conditions the widow of the late former Heemraad Willem Morkel, owner of the adjacent farm, has permitted the petitioner to request the said piece of land from Your Right Honorable and Honorable Gentlemen. And likewise, it having been requested by petition by the master of the ship Rhijnoord, chartered by the Honorable Company, Cornelis Tromp, that on account of the death of one-third of the ratings of his crew during the voyage from the Netherlands hither, he may again be provided with as many crew members according to the charter party of that vessel, as well as that such an amount of money may be advanced to him before his departure from here out of the Company's treasury as the incurred expenses for ship and crew shall amount to, for which he undertook to sign the required vouchers, it was agreed to grant both requests to the petitioner. Petition of the sworn surveyor Johan Willem Wernich to request discharge from service. Furthermore, upon the petition presented by the Secretary of the burghers Johannes Adrianus Vermaak, it was approved and agreed to discharge him from his aforementioned post, retaining, however, his rank next to the junior ensign of the burghers. The petitioner further requested that it might please their Right Honorable Sirs to forward this request, supported with their highest favorable recommendations, under the Company papers, to the High Governing Lords Masters. Underneath was written: Which doing etcetera, was signed: J: W: Wernech Which request having been deliberated upon, and taking into consideration the satisfaction which the petitioner has always given in the performance of his said post, both to this government in general and to every resident here in particular, it was resolved and agreed to forward this request to the High Governing Lords Majores with favorable recommendations concerning the petitioner's person, and a respectful request that their Right Honorable Sirs may favorably please, in succession to his predecessor Christoffel Hieronimus Leiste, to grant him the rank and status of junior merchant. And it furthermore having appeared from a received report of the Board of Landdrost and Heemraden of Swellendam that the account of the Landdrost, placed in their hands on the 7th of this year for the purpose of resumption, had been inspected by the Heemraden, and consequently, upon inspection of the new buildings, it was found that everything had been constructed in conformity with the account, but had suffered some damage due to heavy weather, of which, however, the Landdrost had undertaken to effect the funding of the repair at his private expense, and that furthermore the said Board, in case this should be fulfilled and decided upon, would approve the aforesaid account, it was resolved to leave the decision regarding this postponed 1004 1006 as well as of the report of the appointed committee regarding the examination of the journals kept on the Avenhorn, etc. until such time as a further and complete report concerning this shall have been submitted by the aforesaid Board. After which, having been read a report from the Committee appointed on the 8th of this month to examine, together with the interim Fiscal and the interim Master of the Equipage, the journals kept on board the ship Avenhorn, which was stranded here, as well as to inquire whether the captain of that vessel on his voyage hither was not furnished with the orders issued by the High Indian Government regarding the displaying of signals upon approaching this coast, for such ships on which smallpox had raged during the voyage, which report reads as follows: From the Right Honorable Sir Cornelis Jacob van de Graaff, Governor and Director of the Cape of Good Hope and its dependencies, etc., etc., and the Right Honorable Council of Policy of this Government. Right Honorable Sir, Right Honorable Sirs, By the extract of your Right Honorable Sirs' highly revered resolution dated 8 June last, the undersigned interim Fiscal, having been delivered the ship's journals kept by the officers on board the ship Avenhorn which was driven ashore, together with the interim Master of the Equipage and the sea captains who are currently present, being further ordered, 1006 1007 on account of certain actual discrepancies that were found to reside in the said journals, besides that of the captain having been filled in by another hand, to investigate accurately whether these journals were kept in all parts in conformity with the orders established in that regard and recorded according to the truth, as well as in particular whether the captain on his voyage hither was not provided with the orders of the High Indian Government concerning the displaying of signals upon approaching this coast with ships on which smallpox has raged, and whether he can with reason claim any ignorance on that matter, in order to direct official measures as the nature of the matters shall come to require. The undersigned, in dutiful compliance with those highly honored orders, have summoned before them both the captain and the other officers of the aforesaid vessel, and after having compared and examined the journals against one another, interrogated each one separately. Whereupon the captain declared that he had always been accustomed, and had also never failed, to keep his journal himself, except during this voyage of his hither from Batavia, since he was prevented therefrom as much by his sickly physical condition as by the many difficulties encountered by him at the beginning and throughout the entire voyage; wherefore he, the captain, had caused his journal to be kept by one of his officers, and he himself from time to time made the additions, which however were of no great importance and according to the instructions were absolutely not in the

The undersigned Colonel Commandant of the regiment of Wurtemberg has had the honor to present a Pro Memoria dated 5 June to request, as for the past, the restitution of rent for the site of the company funds amounting each month to 20 Rds, counting from the month of January, and for the future, orders or positive arrangements in what manner and on what footing the Noble Company intends to have the repair of arms continued, if this is in the interest of the service, either by assigning a suitable site or by fixing the amount of rent for each month. Upon this the undersigned has received the resolution of the Noble Council dated the 24th current, and summarizes the following proposals: 1st. They consent to have our artillery repaired at the sites destined for the repairs of that of the Company. 2nd. They refer the matter of the infantry arms to the decision of the gentlemen Directors regarding restitution. 3rd. They wish that the undersigned have the repair of arms continued with zeal. The undersigned takes the liberty thereupon to represent that it is he who has been obliged to disburse the rental costs himself, as there is no regimental fund for any purpose whatsoever, since it draws absolutely nothing but the salaries of the officers and soldiers effectively present. He submits with great pleasure to the decision of the gentlemen Directors, as the Noble Council finds difficulties in having this sum disbursed for the service of the Company restituted; but as for the future, the undersigned does not see himself in a position to continue the work if they do not deign to defer to his request, either to give a suitable site or to fix a rent, or declares at the same time that the regiment does not intend to evade the costs of repairs of the infantry arms, having an obligation to have them repaired themselves, since the said arms belong to the Company commanders, seeing that the Capitulation assigns to the Captains, Company commanders, under title of cleanliness and repair of arms, the sum of 45 f. c. at 64 stivers the remainder, and reserves only to make representations to the gentlemen Directors on the insufficiency of this sum, and to request from them an augmentation proportioned to the exorbitant dearness of the relevant articles. deliberated thereon with the resolution, taking into consideration that that request is in no way contrary to the Capitulation of the aforesaid regiment, it was approved and understood, provisionally and until the highly esteemed decision of the high-commanding Lords Majors concerning the repairs of the arms of the Infantry of the aforesaid regiment shall have been received, to have a place prepared to allow the said repairs to proceed in the meantime, while the disbursements which his Honour was obliged to disburse in the meantime for rent for a workshop required to that end, shall be reimbursed to the often-named Colonel van Hugel from the Company's Treasury. From the received letter from the Court of Justice it having appeared that the Landdrost of Graaff Reinet Maurits Herman Otto Woeke had informed it that a certain Jan Jurgen Meijer, who by final sentence of the said Court dated 6 May 1785 was confined to Robben Island, and subsequently managed to flee from there, was now staying behind the Roggeveld with the fugitive burgher Carel Kruger, alongside his brother Jacob Kruger and a certain Anthonij Botha, with the accompanying request from the aforesaid Landdrost that the aforesaid Court might make the necessary provision regarding the dangerous consequences which could result from such a sojourn of roaming fugitives; and that the aforesaid Court of Justice, believing it had discharged its duty through its sentence pronounced against the said Meijer, thus the issuing of any orders in this case belongs solely to this Council, wherefore it also came to submit to this Council the letter written to it on this subject by the frequently named Landdrost of Graaff Reinet, with the annexed depositions, in order to dispose thereof as it should deem necessary; the said letter, upon its resumption, was found to be of the following content: Right Honourable Sir, Honourable, Most Worshipful Gentlemen. 1031 1032 further approved the representation submitted by the members of the Council of Justice, that said vagabonds be apprehended and returned into the hands of justice, with authority, in case of active or violent resistance, to show no leniency toward them; and whereas unforeseen precautions might require that the expedition to apprehend these vagabonds and absconders should be carried out by a suitable escort of armed citizens, it has likewise been deemed proper to order the respective boards of landdrosts and councils of war to command the necessary armed men for such assistance or expedition whenever the landdrosts deem it expedient. The members of the Council of Justice having submitted the following representation: To the Right Honorable, Stern Sir Cornelis Jacob van de Graaff, Governor and Director of Cape of Good Hope and the dependencies thereof, etc., etc., etc., together with the Honorable Political Council of this government. 1037 1838 aldermen in Batavia, however modest they may be, and although they form the second court of judicature there, are nevertheless respected by a guard, the undersigned, not only in their private capacity but even when on commission, enjoy no slight honors at all, and are thus regarded by the public as private persons of the lowest class; even when they, on commission and thus in their official capacity, represent the full council and consequently those very persons in whose name Justice administers law, pass by a guard, not even the slightest notice or respect is shown to distinguish them from others; whereas on the contrary, a military officer presenting himself at that very same moment before such a guard is immediately distinguished from the common multitude, in contrast to the undersigned. Of this, Right Honorable Rigorous Sir and Honorable Worshipful Sirs, the undersigned had yet another striking proof on the last-mentioned Saturday the 9th of this month, when the judicial commission, having convened to carry into execution the sentence passed by our council regarding the scandalous lampoon found in this settlement, had proceeded from the place of justice, attended by a military command, to Your Right Honorable to make a proper report thereof; and subsequently returning to the Council of Justice still remaining in the Castle to deliver an account of their proceedings, on which solemn occasion, although the arms were indeed presented by the respective sentinels to the small command, nevertheless, 1039 1040 the judicial commission, however much they there truly represented the Sovereign in the absolute sense, once again, without the guard having paid them the slightest honor, had to proceed to the body of their college like private persons. 1843 1044 And the request made by petition from the burghers regarding the granting of plots and lands in the outer districts free of charge having been kept under consideration, the said petition is held for circulation in advice. After which, a request having been made by petition by the burgher Johan Jurgen Gemele, praying that it might please this Council, since there was not found present at the political secretariat such a map as was drawn up on the 5th of February of the year 1666 of a certain place belonging to him, named Roodenburg, and situated at the Rondeboschje, on the occasion of the grant to the first owner of that place, and to which map the subsequent successive transfers of the same referred, therefore to approve a map which has now been drawn up anew by the sworn land surveyor Johan Willem Wernich of the aforementioned place, and which was annexed to that petition together with a declaration by the said Wernich; it is resolved and understood to grant this request to the petitioner and to deposit the same map at the political secretariat in place of the missing one, as well as to issue a new form of title deed thereof. And further taking into consideration that the granting of plots in the outer districts, and at a distance from this Cape settlement, has hitherto taken place free of charge, although for a considerable time it has been observed that for lands outside and plots within the Cape that are granted in ownership, unless their grant was made free of charge for particular reasons or out of this or that consideration of interest, a certain amount of money had to be paid to the Honorable Company as a recognition; the grant of said plots in the outer districts ought only to have taken place because of the necessity that existed for the craftsmen, for the convenience of the farmer who was subsequently to be there, to have the opportunity to establish themselves on such plots for the exercise of their trades; but, this necessity no longer existing, and it also being experienced with regard to such granted plots that in their use one deviates from the purpose of the grant, and also makes use thereof for the opening of trades, the planting of vineyards, and other profitable means; therefore equity also entails that for the grant of the same in ownership, some proper recognition should henceforth likewise be paid to the Honorable Company; it is resolved now not only to establish that henceforth no plots in the vicinity of the Cape nor in the outer districts shall be granted without such payment, but also that in order to observe a proper proportion in this matter, those who come to request such plots shall be bound to produce a certificate from the Landdrost and Heemraden insofar as all such plots are situated under one of the outer districts, from which, among other things, the value must appear at which such a plot shall have been appraised by them, whilst the respective Landdrosts in such cases are enjoined to observe the interest of the Honorable Company according to their sworn duty, and to take as a guideline in this appraisal the calculation of each morgen of suitable or fertile land at 30 rixdollars, without losing sight of the lesser or greater favorable situation of such land; and that concerning the plots under this Cape district, whenever no objection against the grant thereof occurs, the appraisal must be carried out by Commissioners from the Council of Justice in the presence of the Independent Fiscal of the Government. 1442 1047 1048 After which, the burgher Johan Jurgen Hamman having requested by petition the ownership of a certain strip of land situated close to his place under the district of Stellenbosch, in size one morgen and five square roods: which piece of land is granted to him, the petitioner, provided he pays for it such recognition to the Honorable Company as the same shall be appraised by the Landdrost and Heemraden of Stellenbosch and Drakenstein, and further submitting himself not to keep more livestock on it than two riding horses. As also a request having been made by the burgher Thomas Knoetzen for a certain piece of land situated at the Hottentots Holland under the district of Stellenbosch, in size 2 morgen and 284 square roods, and 112 square feet; the decision on this petition is postponed until it shall have been reported by the Landdrost and Heemraden of Stellenbosch and Drakenstein whether the grant of this piece of land can take place without prejudice to the petitioner's neighbors, and at the same time the value shall be stated at how much the same is appraised by them; to which end a copy of this petition is placed in the hands of the said Board. 1055 1056 it was approved to place a copy thereof into the hands of the Landdrost and Heemraden for the purpose of a report August 1787 to desist that the petitioners therefore most respectfully submit to the highly wise judgment of your Right Honorable and Honorable Esteemed whether ever weightier reasons could be found than those which the petitioners have had the honor to present in their previous request to your Right Honorable Esteemed, with renewed supplications that it may please your highest favorable pleasure to declare the petitioners' complaint equitable and well-founded, and accordingly to protect them from the damage and inconveniences which would inevitably arise from the granting of an erf on the said outspan place, and that the Honorable Board may be written to, in order to order the burgher Jacob Philip Marais to vacate the outspan place, so that the same it was approved and understood to place a copy of this request into the hands of the Board of Landdrost and Heemraden of Stellenbosch and Drakenstein in order to report thereon and with submission of the resolution concerning this taken by the said Board under 6 August 1787 remain free and unhindered for the service of the wagons passing and repassing there, and the petitioners without being prejudiced by such an erf. ƒ. 1061 1662 Whereas the petition submitted and sent hither by the junior merchant van der Woord, together with the aforementioned report on the fairness of these minor proceedings, would have to be submitted by each of them to the high government. As also there has been sent to this Council by the said High Government of the Indies, under date of 28 December of the recently past year, a request presented to Their Right Honourable Excellencies, along with two pay accounts of the junior merchant Lambert van der Woord, the intent of which request being to be exempted from a certain tax on him for hospital dues already accrued to the amount of ƒ49: 4: with orders to conduct an inquiry into this matter and to inform Their Right Honourable Excellencies how the case stands, there has therefore been submitted the following report by the pay bookkeeper here, Clement Matthiessen: Lambregt van der Woordt of Vlissingen remained here on 29 December 1782 as a sailor without formal account; subsequently, on 1 July 1784, he was placed at the pay office as a soldier clerk, and also on that date was debited with ƒ 54:18 for hospital dues, having served as aforesaid until the month of July 1785, at which time he applied to the Honourable Severe Lord Governor of this place, presenting a letter from his father whereby it was made known to him that he had been appointed junior merchant by the High Governing Lords Major, and on that ground requesting to be discharged from the said service. This was granted to him by the said Honourable Severe Lord Governor, however under the express condition of finding a suitable opportunity as soon as possible to continue his voyage. 1063 1064 Which will be transmitted to Their Right Honourable Excellencies. Appointment of a town midwife. But since, instead of complying with this intention, he began to reside in the Bay and continued to carry on his private affairs, and seemingly made little effort to depart, and as he had remained on the books of this government with retention of salary since July 1785 in anticipation of a suitable shipping opportunity to proceed on his voyage to the capital of the Indies, the undersigned pay bookkeeper dutifully gave notice thereof to the Honourable Severe Lord Governor at the closing of the books on the ultimate of August 1786; and by His Honourable Severity, considering that he had now already had fourteen months time to look for an opportunity to depart, and that he could thus continue for so long at the expense of the Company, and taking into consideration that if he were provisionally placed on discontinued pay he might well remain here altogether, it was deemed best to write off his salary post at the pay office, and consequently his earned monthly wages from the ultimate of August 1786 until 14 February 1787, being the day of his departure, were written back in favor of the hospital. the burghers Jan Michiel Elzer, Johan Jacob Meijer, Jacobus Arnoldus van Reenen, the last-mentioned through his brother Willem van Reenen, qualified for this purpose, contracted butchers to the Honorable Company in this matter, how that we come to experience that according to the respected order of the Right Honorable Lords Seventeen, dated 8 January 1788, and pursuant to a Council of Policy resolution here dated 10 July last, there provisionally ought to be refunded into the Company's treasury by the undersigned, awaiting the highest further order thereof, a sum of six hundred eighty-two ducatoons and four stuivers, or one thousand twenty-three rijksdaalders and 4 stuivers, being such monies as for the 49108 pounds of fresh meat delivered on the various dates by the undersigned, at one stuiver per pound, which were delivered by the petitioners to the country's passing warships Goes, Juno, Holland, Lynx, and Beschermer. The petitioners believe themselves to be aggrieved herein, for which reasons, while the petitioners come strictly to hold themselves to the stipulated literal contract of the first of February of the year 1784, as well as the placard affixed to that end, both of which dictate nothing other than to deliver meat and live cattle to the Honorable Company's ships passing here, against the prices stipulated and agreed thereto, just as the petitioners are also bound and obliged to satisfy the same, so consequently in contrast to this, we petitioners maintain, under wiser correction, to be able to persist that the aforementioned contract may also be fulfilled by the Honorable Company. The petitioners assume, Right Honorable, Respected, and Esteemed Lords, that the Lords Captains of the country's warships, both presently here and with the Lords Majores in Europe, have constantly complained about this, but then the petitioners must also maintain that in the year 1786 at the present time, when the aforementioned ships lay anchored in both bays, both in Table Bay here and in False Bay, a resolution will certainly also have been taken or disposed that the meat, since the petitioners were in no way obliged to deliver fresh meat against the price agreed thereupon with the Honorable Company to the Honorable Company's ships, and furthermore still more reasons, while in the aforementioned year 1786 a great shortage of provisions came to result, also in the aforementioned time the livestock, with the transport and loss hither and around, rose in cost and to date still remains so, just as certain and sure the petitioners are assured that by the aforementioned Esteemed Council it will have been disposed that the aforesaid delivered meat had to be paid at three stuivers the pound out of the Company's treasury, since it lies in reason and is clearly implied therein that the Honorable Company would not have made payment thereon up to three stuivers the pound in case no disposition had taken place. And finally, as proof that the petitioners have never wished to depart from the literal contract, Your Right Honorable, Respected, and Esteemed Lords will be able to observe from a certain request dated 22 December 1784, exhibited in this Esteemed Council of Policy, wherein the petitioners had already complained about the private Dutch vessels chartered and sailing for freight under foreign flags, whereby the petitioners were informed by the then Honorable Governor Mr. Joachim van Plettenberg, currently repatriated, that everything that was outside the contract would be paid extra to the contracted butchers, in such a way as would best appropriately take place. This has also appeared in the aforementioned year 1786 aforesaid, that for lack of bread the Honorable Company supplied the garrison instead with meat, and paid for that out of the Company's treasury two and a half pounds calculated at two stuivers per pound, although between here in this place and False Bay it thus makes a notable difference, since the public and the residents of the bay itself have paid three stuivers for a pound of meat from the year 1784 to date, and then there is still a great difference between the extra delivery to the Honorable Company, which we petitioners consider, and much to those who are excluded from the contract. Wherefore we petitioners are necessitated and forced to turn to Your Right Honorable, Respected, and Esteemed Lords, with our most humble request that the already approved brokerage as well

Your Right Honorable and Worshipful Sirs will easily understand that under such conditions almost everything must be lost. Indeed, nothing at all has been saved of the saltpeter, coffee, pepper, etc., and nothing worth mentioning of the cinnamon.
