1107 1108 The chartered ship sent on to Batavia. Insertion of the alongside-mentioned statement and account etc. submitted by Mr. De Wet as outgoing vendue master. sustained from a firearm, rendered him unable to assume the command over a company of burgher dragoons, vacant by the resignation of the cavalry captain Christiaen George Maasdorp, and to which he, as the senior officer with the rank of lieutenant, held the primary claim; requesting therefore to be excused from the same, but that he might merely be granted the rank next to the junior captains of the aforementioned burgher cavalry; while the Honorable Governor informed the Council that the petitioner had orally declared to His Honor that he was nevertheless ready at all times, should necessity require it, at least in so far as his defective hand would permit, in any event to render his service; taking all this into consideration, it was approved and agreed to excuse the aforementioned Van Reenen from burgher service, granting him the rank of captain. It appearing from the charter party of the privately arriving ship Berkshoven that it was left to the local government either to return the said vessel directly from here to the Netherlands, or to cause the same to sail on to Batavia or Ceylon, regarding which one would have to declare oneself within eight days after the arrival of that ship; taking into consideration that there is currently no cargo on land here, it was approved to let the aforementioned ship Berkshoven proceed on its voyage to Batavia, and to issue a written order to that effect to the skipper Harmen Ruurds. G. demet N T: O: R: V: Oudshoorn Was by the Secunde memorandum of Johannes Isaak Rhenius, together with the members of this council, Mr Jacobus Johannes Lesueur and William Ferdinand van Reede van Oudshoorn, as expressly qualified for this purpose by resolution of the 9th of this month, submitted the following memorandum of considerations regarding that which shall be performed by the commissioners of the private ship the Maria, which was wrecked in Plettenberg Bay, in their said commission. After the gentlemen commissioners named, and Saure, as newly appointed commissioners to Tuesday the 16th September 1788 In the morning. Extraordinary meeting, all present the 1120 shall be handed over. 1121 1122 Plettenberg Bay shall be provided with a written commission from the government, which will enable them to take over the goods of the wrecked private ship the Maria in the aforesaid bay from its commissioners present there, Messrs Duminy and Bergh, insofar as these have already washed ashore, the undersigned submit for consideration whether it would not be necessary that the following be observed with regard to those linens. 1. That when the pieces, after their sorting according to the inventory, have been taken over, one should subsequently continue to further rinse what has not yet been rinsed and to store it high away with the previous goods, which likewise shall serve to be done with that which in the course of time may yet be cast onto the beach by the sea; and it is proposed for rent and for the carrying of the packages as well as of the linens, that no more money be spent than that for which Messrs Duminy and Bergh have agreed to it, unless one could negotiate a moderate price for it to the benefit of the Company. 2. Since the colored linens, merely dried, run very great risk of rotting again if packed in that manner, the undersigned judge that they will likewise need to be washed, the more so because that which has lain in seawater never becomes dry. 3. It shall be necessary that the done linen 1123 1124 linen be laid out to dry in the sun once more for a couple of hours before it is rolled and baled, as experience has repeatedly taught that, if this does not happen, or if the least moisture is present, the packed linen soon comes to rot. 4. Care should be taken that the goods are accurately sorted, packed type by type, in order to prevent all confusion in this regard. 5. The undamaged, salvaged linen ought to be employed for the inner wrapping, and the same will, just like the good linen, first have to be rinsed in fresh water before it is used for the aforesaid purpose. 6. After the packages have subsequently been bound with rope or cord, the outer wrapping must be made of the gunny in which the linen was washed ashore: putting the old marks on the inside, one can then mark on the clean or outer side the numbers of the packages, the quantity, and the sorting of the goods. 7. If there should happen to be linens among the mass that are unknown to the gentlemen, a small swatch of linen should then be taken from each bale, and this, being marked just like the package, is to be kept with the invoice. 8. Since it is not apparent that one will have as much gunny in hand as will be needed in proportion to the quantity of linen for wrapping, the shortage could very easily be supplied from the sails of the wrecked ship, which do not run too high in price, the the No 1125 1126 which could be purchased for the Company, and cordage could likewise be obtained from them for binding the packages. 9. The new sailcloth and cord are provided only to be used in case of extreme necessity, and if these are not used, or if a portion of them remains left over, they shall have to be brought back to the Cape, as well as that portion of sail yarn that shall remain. 10. All care shall have to be taken that, once the packages are brought into order, they undergo no leakage in the warehouses; to prevent which, an accurate inspection should be held in rainy weather. 11. The nails and further carpenter’s tools are also provided in case one might need them, if the warehouse standing there in Plettenberg Bay should not be large enough to lay all the goods therein, in order to erect a wooden shed with them for the storage of the remaining goods. 12. All precaution shall have to be taken that the goods are not stolen, and it is therefore most necessary that they be brought under lock as quickly as possible, or be handed over to the military guard if this cannot happen quickly enough. 13. Resumed: Having read a memorandum of remarks submitted by the commissioners recently returned from Mossel Bay and Plettenberg Bay, the sea captain Francois Duminy and the shopkeeper Egbertus Bergh, concerning what the commissioners sent thither in their stead, Jan Fredrik Kirsten and Jan Pieter Fauré, were to observe with regard to the handling of the goods salvaged from the ship Maria, wrecked there, the said memorandum reading: The undersigned commissioners over Mossel and Plettenberg Bay, having happily brought to an end the commission with the execution of which they had the honor to be charged by Your Right Honorable and Honorable Sirs, and with regard to the salvaged goods from the cargo of the Ceylon return ship Maria, wrecked in the last-mentioned bay, having made such arrangements before their departure from there as they have had the honor duty-bound to bring to the knowledge of Your Right Honorable and Honorable Sirs in their last respectfully sent letter of the 8th of this month, returned here some days ago. And the Governor having then placed in their hands copies of such instructive papers as have been drafted for the observance of the commissioners who have since departed for the countryside, with orders that, as a change of circumstances might also make a change of measures necessary, they should provide their considerations as to what alterations should be made in the aforementioned instructions and what other measures might serve to be put into effect for the best service of the Honorable Company in relation to the goods already salvaged or still to be salvaged. They take the liberty, in dutiful compliance with the aforementioned desire of Your Right Honorable and Honorable Sirs, to state herewith that, basing their opinion on the knowledge of the locality which they have obtained through experience, they judge that the commissioners, after their arrival, having taken over the administration of that part of the warehouse in which the linen is stored from the upright Needing, to whose accountability it was placed by the undersigned in the manner prescribed to them in their commission, will have to observe the following: 1. Immediately after their arrival, to have the few still unrinsed unbleached and white linens washed out, and 2. To do the same with the colored ones, not so much because the undersigned consider this to be very necessary, since those linens, after being stored in the warehouse, having been closely inspected by them repeatedly, both in warm, clear and in rainy, damp weather, were always found, if not drier, then just as dry as the rinsed white linen, but because the gentlemen council members who drafted the instructions deemed it necessary, it being better in precautions to do slightly too much than too little. 3. When the washing has ended and the washed goods have been stored again, in accordance with the instructions of the above-mentioned gentlemen, to have all the linen unfolded once more and exposed to the air to dry it thoroughly. Since that drying can only take place around the bay, and experience teaches that with the slightest wind from the sea, even in the clearest weather, the air is damp the whole day through, and furthermore mostly a large part of the morning and evening is beset with fog and vapors, it ought to be observed in this regard that this drying should only take place on those days when the wind blows offshore, and never otherwise than from ten o'clock in the morning until four o'clock in the afternoon, in order thereby to prevent the goods brought out of the warehouse for drying from being stored inside again while still damp, as would otherwise be the case, and the time and labor thus being wasted uselessly. 4. On the occasion of this re-drying, to stack the linen lightly upon one another again, not only according to its sorts, but also separating the damaged from the undamaged, just as it is now found, and to let it lie in that manner until Your Right Honorable and Honorable Sirs will have finally disposed over the use that will be made of it. 5. If Your Right Honorable and Honorable Sirs decide to have the entire quantity of the aforementioned linens packed and brought over hither, and to that end those receiving them should literally follow in this everything prescribed for their observance in articles 5, 6, 7, 8, and 9 of the above-mentioned instruction, observing only that the outer packaging of the packs or bales preferably be made from the gunny that served for that purpose, and the binding likewise be done with the same coir lines that were employed for it, just as the gunny was expressly salvaged for the aforementioned use; and this because the gunny lets through less dampness than canvas, and coir lines do not cause as much discoloration as Dutch cordage, thus preserving the packed linen.

But it being resolved to dispose of a parcel of these linens in Plettenberg Bay, since it is apparent that the same, consisting mostly of such assortments as are very much in demand among the country folk, will yield much money there, to pack first and by preference the finest, best, and least damaged part; and when this has been done, if it should be found that more remains than the quantity determined for sale by Your Right Honorable and Worshipful, subsequently also the coarser and damaged, making in both cases the packs no larger than 30 pieces each. For the security of this warehouse, to continue only those measures which the undersigned themselves have devised and put into effect, the doors having already been locked, and a portion of the necessary military force having been present and active long before their departure from there; not to incur any disadvantageous expenses, but to observe the greatest economy in everything, as the unavoidable expenditures and costs will already weigh heavily enough upon the Company; and consequently not to proceed with the construction of sheds or other buildings, as that part of the timber warehouse which has been partitioned off for the storage of the linens is not only sufficient for it, but even large enough to contain all that has already been salvaged or shall still come to light from other articles and must be stored under cover; while for the lodging of the military guard, which, with the reinforcement departed from here, consists, besides the officer, only of a sergeant and eight privates, the small wooden house standing near the aforesaid warehouse, which belonged to the burgher Tarling and which the undersigned have purchased for the aforesaid use on account of the Honorable Company for a sum of 30 rixdollars, is provisionally sufficient. The truth of this is so well known that I can confidently refer to your Right Honorable's own knowledge in that regard. It cannot be unknown to your Right Honorable what heavy and continuous services the Artillery Corps must perform here. And as it is a general custom in Europe not only to grant the artillerymen higher pay than the other troops, but even extraordinary bonuses under the name of daily allowances when they are employed on extraordinary works, and the artillerymen of the Cape of Good Hope not only enjoy none of these prerogatives, but their junior officers—although their presence here must be judged absolutely necessary by anyone who knows and keeps in view the true interest of the Honorable Company—moreover still remain deprived of the lawful pay that of old was assigned to their ranks not so much out of generosity as out of necessity, it seems to me that this absolutely contrasts with the well-known equity of our Lords and Masters. I would therefore dare to hope from their said justice, and presume not without reason, that if your Right Honorable would be pleased provisionally, subject to the further approval of the highly mentioned Lords Majors, to grant to these recently promoted persons of the artillery the ordinary salaries and emoluments, this would be followed by a desired approval. 1195 1196 The Artillery Corps here having increased to the considerable strength of 300 men, and being still set to increase daily, if the same is ever to be able fully to fulfill the beneficial purpose for which it is intended, good order—be it said with respect—and humanity itself seem to require that timely provision be made to be able to extend sure and prompt assistance to all servants thereof in case of need, when, through the imminent and manifold dangers to which they are exposed in the performance of their service even in peacetime, they are brought into the unfortunate circumstances of being unable to do without immediate help. The ordinary servants of the hospital here being constantly occupied by a considerable number of sick—which in dangerous times will likely not diminish—and being hindered from carrying out their service in providing the necessary remedies far and wide to all detached posts of the artillery with that promptness which circumstances often require, it would be unmerciful, indeed cruel, to make the survival of wounded artillerymen depend on the uncertainty of that provision, and to see those who have already shed part of their blood in the service of the Honorable Company perish deliberately for lack of it. 1195 1198 Therefore, I take the liberty once again to petition your Right Honorable, while the opportunity presents itself, to remedy that presumptive deficiency here by proposing to your Right Honorable the person of Palla, who is currently unemployed and according to the testimony of everyone who knows him is held to be very skilled in surgery, in order to appoint him, pending the high approval of our Lords and Masters, on a suitable salary as Surgeon Major with the artillery of this government.
