1253 1254 humble petition, to obtain a small portion of unusable, misshapen, or sheer, washed-out and deformed Company's land, situated adjacent to and between their properties, in order to make such alterations upon the same as may serve to enclose the otherwise unrestrained rush of water against the encroachment of stray cattle, and to preserve their land that has been made serviceable with diligence and expense. That it may further favorably please Your Right Honorable and Esteemed Honors to grant to the petitioners the said portion of Company's land, indicated by an entire line on a map produced herewith, prepared for that purpose by the surveyor on the orders of the Right Honorable Governor. If it could not be granted in freehold, then to grant it in leasehold; or, if Your Right Honorable and Esteemed Honors would be pleased to dispose in favor of the petitioners, to grant this portion of land, which is otherwise useless and unworthy of being walled in, favorably in full freehold against payment into the Company's treasury of a certain sum of money proportional to several years of leasehold fees. Whereby they, with all the more security for the costs to be incurred by them, will endeavor to apply their means in order to afford passers-by a better view and to bring some embellishment to this district. Referred to the Commissioners for the purpose of a report, together with a petition of the burgher Schaumbé. Which, after resumption, it was approved to refer to the College of Commissioners from the Council of Justice, in order to make such arrangements, as well with the petitioners as with all other interested parties, as shall be deemed necessary, both for repairing the road running along their farms, and for the further maintenance thereof, and according to the findings to provide this Council with a report. And further was read a petition submitted by the burgher Andries Godlieb Schaumbé, reading: To the Right Honorable Sir, Cornelis Jacob van de Graaff, Governor and Director of the Cape of Good Hope and its dependencies, etc., etc., etc., together with the Esteemed Council of Policy. The burgher Andries Godlieb Schaumbé takes the liberty to inform Your Right Honorable and Esteemed Honors how the petitioner, as appears from the diagram drawn by the surveyor annexed hereto, having had a certain strip of land measured by the surveyor, amounting to two morgen, situated below the so-called Cattrijntjes Drift of the Berg River at the Paarl, subsequently made a request to the Landdrost and Heemraden of Stellenbosch to obtain the same. And whereas, as appears from the extract resolution of the aforesaid Landdrost and Heemraden, also annexed hereto, the aforesaid piece of land 1256 1257 1258 can be granted without prejudice to anyone, the petitioner turns to Your Right Honorable and Esteemed Honors, humbly requesting that it may favorably please Your Right Honorable and Esteemed Honors to grant the same aforesaid strip of land to him in freehold, he being fully prepared to submit himself to the condition determined by the Landdrost and Heemraden not to keep more than two horses there for his use. After which reading it was approved to refer the said petition to the Landdrost and Heemraden of Stellenbosch and Drakenstein in order to assess the requested piece of land in accordance with the resolution of 19 August last, and to submit the necessary report of this proceeding. As also was presented on behalf of the burgher Johannes Bernhardus Buijs the following petition: Right Honorable Sir and Most Esteemed Gentlemen! To the Right Honorable Sir Cornelis Jacob van de Graaff, Governor of the Cape of Good Hope and its dependencies, etc., etc., etc., together with the Esteemed Council of Policy. The burgher Johannes Bernhardus Buijs having made a request to obtain a certain strip of land for a house lot, situated at the Paarl, near the farm of the burgher Isaak Minnaar, 1259 1260 and from the report of the Heemraden, the Esteemed Pieter Gerard Wium and Hendrik Louw, who carried out an inspection in that regard, as appears from the extract resolution annexed hereto, it having been established that the same could be granted without anyone's prejudice, the petitioner takes the liberty to turn to Your Right Honorable and Esteemed Honors, requesting that you may have the goodness to grant him the said strip of land in freehold, the petitioner binding himself always to leave a proper passage to the so-called Paarl Mountain, and to keep no more than two riding horses there, and also to have the aforesaid strip of land measured in the presence and at the discretion of the aforesaid Heemraden. It was approved likewise to refer the same for the aforesaid purpose to the Landdrost and Heemraden of Stellenbosch and Drakenstein, and at the same time to have the requested piece of land measured in their presence and according to their discretion. to grant a certain house lot, of a length of 60 and a depth of 24 feet, situated in the land granted by the Honorable Company to the aforesaid Colony of Swellendam, and this under the assumption that the grant of the said lot will cause no prejudice to the Colony. And likewise, a request having been made by the burgher Christiaan Welman to be allowed to hold in perpetual quitrent a piece of land measuring one morgen adjacent to his lot situated at Drakenstein, it was approved to grant this to the petitioner, provided that the same shall beforehand be measured in the presence of the Landdrost and Heemraden there. Just as furthermore was granted to the Lieutenant of the burgher cavalry of Graaffe Reijnet, Willem Louw, upon his request made to that effect and the produced permission thereto from the Landdrost and Heemraden of the aforesaid Colony, to have in ownership the lots situated there on the Colony's land and known under No 9 and 10, provided he pays therefor to the Colony's treasury of Graaffe Reijnet the aforesaid sum of forty rds. Lastly, the Cellar Master Mr. Jacobus Johannes Lesueur having exhibited such a report as was required of his Honor by resolution of this Council dated 10 Junij last, to clarify the reflections which the High Commanding Lords Masters, in their most highly respected letter of 8 Jannuarij of this year, were pleased to make regarding the shortage of cooperage that had existed here in the year 1785, because of which it had at that time been impossible to prepare the wines serving for the loading of the frigate ship de Negotie, which report was accompanied by 3 annexes, the literal content of which is as follows: To the Right Honorable, Highly Esteemed Mr. Cornelis Jacob van de Graaff, Governor and Director of Cabo de Goede Hoop and its dependencies, etc., etc., etc., together with the Honorable, Respected Council of Policy. Right Honorable, Highly Esteemed Sir, Honorable, Respected Sirs! It has pleased Your Right Honorable and Esteemed Council to cause to be handed to the undersigned fellow member of this assembly, in his capacity as Cellar Master, an extract from the most highly respected missive of the Right Honorable, Highly Respected Lords Directors delegated to the Illustrious Assembly of Seventeen, dated 8 Jann: of this year, and likewise by extract resolution of 10 Junij last to require of the same—as having testified in the meeting that through lack of the necessary cooperage he was unable to prepare those wines that were to serve for the loading of the frigate de Negotie—such an accurate report as could enable this government to render to the most highly aforesaid their High Esteemed Honors such an accounting as their Honors have pleased to require concerning the non-loading of the aforementioned chartered frigate de Negotie with native produce, especially corn and wine, with the addition of the necessary clarifications on the points contained in the aforementioned venerated letter. The undersigned, before serving Your Right Honorable and Respected Council with his humble considerations in dutiful observance of the most highly respected requirement of the High Commanding Lords Masters, must submit that during the deliberations of this Council regarding the dispatch of the aforementioned frigate de Negotie, while he did raise the shortage of the leagers required for that purpose as a substantial difficulty in sending that vessel to the fatherland with a cargo of wine, Your Right Honorable and Respected Council will please recall that on that occasion he gave in consideration to Your Right Honorable and Respected Council, as a no less serious difficulty, whether it would accord both with the interests of the Honorable Company and the true and lasting interest of the colonists if one were to ship the surplus wines, just as they were brought in by the winegrowers and scarcely racked off into clean casks, without them having lain in the Company's warehouses for some time according to their varieties, since such young and raw wines, with the sole exception of the so-called red steen and madeire wines, in the humble opinion of the undersigned will never fall into favor, and Cape wines having thus once been brought into discredit, can never or at least not for a long time be held in esteem again, and the colonists, however much they

1267 1268 having been able to enjoy a momentary advantage, but that even the Company might possibly have remained deprived forever of a branch of trade that could otherwise become of some consideration. The undersigned also takes the liberty to refer to his memorial submitted on 11 October 1786, accompanying this under Letter A in copy, wherein he believes to have demonstrated clearly enough what difficulties, according to his humble views, present themselves to bring the project—to relieve the colonist of his surplus products with regard to the wines—to a desired execution with success, not indicating at the same time the means to effectuate this in time. Your Right Honorable and Honorable Sirs even had to be more hesitant to execute this expedition in that manner, because one was still uncertain as to which varieties of Cape wines could be sent to the Fatherland with any favorable prospect, and particularly whether one might forward the wines just as they were delivered by the wine growers on an upcoming occasion for shipment. It is certainly for this reason that Your Right Honorable and Honorable Sirs sent over a small cargo of wines by the chartered fluyt ship De Vreede in the year 1785, to serve as a sample in case it might please Their Right Honorable High Mightinesses to take regard of it, and to have Their High revered orders on that head issued to this government, without this having had any further consequence. Their Right Honorable and Great Mightinesses, the Directors at the Presidial Chamber of Zeeland, pursuant to the resolution of the High Commanding Lords Seventeen, among other arrangements with respect to the affairs of this government, by letter of 28 July 1785 to this government, were pleased to give the qualification, so favorable to this colony, and to order to receive and store, on certain terms for the account of the Honorable Company, all such products of the country (among which also the wines) which the colonists might still have left over after the Company should be provided for its ordinary turnover and that which they could have consumed either by passing foreign nations, so that they could be sent to the Fatherland on an upcoming occasion; yet may the undersigned be permitted to doubt whether Their Right Honorable High Mightinesses are well informed of our local situation, and that they are thus certainly unaware of how tightly provided one is here with the necessary storage spaces for so large a turnover; indeed, even that, as appears from the report submitted to this Table by the undersigned under today's date regarding the employment of the warehouses, for the storage of wines and other beverages for the ordinary turnover they are even scarcely sufficient. The further, so necessary carpentry work on the 1269 1270 Hospital, already too long in hand, and upon whose completion one so eagerly and with good reason longed, the no less necessity to carry into execution the projected plans for the better fortification of this so important possession of the Company, were certainly causes that prevented Your Right Honorable and Honorable Sirs from proceeding for the present with the construction of more warehouses, both for the storage of the wines and of the grains, for which one also still had to await the most respected approval of the High Commanding Lords Superiors on the proposals presented to Your Right Honorable and Honorable Sirs in the year 1786 by the Purveyor and the undersigned for the construction of a building that would be most suitable for the use of both. And however much Your Right Honorable Sirs have tried to remedy somewhat the deficiency that generally prevailed regarding the necessary space in this government by purchasing some suitable buildings of private individuals offered at the time, this has nevertheless not answered the purpose in all parts; for one was obliged to surrender to the purchaser of those buildings, the wine merchant Van den Berg, three warehouses of the repatriated Purveyor Van Schoor, which were being used on lease, the lower part of which served for the storage of the wines while the lofts were at the disposal of the Purveyor; thus the undersigned, by

That the mast timber of 2 palms brought here by the ship De Vrede in the past year 1787 was, upon inspection thereof, found to be on the outside entirely good and sound, yet upon sawing through that within the circumference of one and a half inches on the outside alone there was good wood, and the rest down to the heart was utterly rotted, so that the same can be used for nothing; thus one has been obliged to resolve to have the said mast timber written off in the trade books, and to have it sold as defective by public auction. The Surgeon of the Colony of Graaff-Reinet, Carel Philip Zastrom, having furthermore requested, with submission of an extract from the resolutions taken in the meeting of the Heemraden there on 3 March last, whereby permission was granted to him for this purpose, to be permitted to have in ownership a plot of land belonging to the aforementioned Colony and known under No 29, for the sum of twenty-five rixdollars to be paid to the Colony Treasury there; this request was granted to him. Right Honourable Sir To the Right Honourable Sir Cornelis Jacob van der Graeff, Governor and Director of the Cape of Good Hope and its dependencies, etc., etc., etc., together with the Honourable Worshipful Council of Policy. presently 1361 1362 presently existing magazines would further be required for that purpose, to charge the undersigned, in his capacity as dispenser, to furnish a further report thereon; so the undersigned, in dutiful execution of the aforesaid required of him, has the honour to say in that regard that, since he could not know by his own experience, on account of the short time that he has been appointed to this administration of his, what one would need in wheat for a full year, he having consequently been obliged to take his recourse to the books of the past year, from which he extracted that of the 30799 muds that were purchased from the farmers, there were consumed of the same for the general turnover of the Honourable Company at this place and for the provisioning of its ships that were in Table Bay and False Bay, item for the fourteen ships of war of the State that passed by here, 17892 muds, while the remaining portion was sent to the Indies; from which determined number of 17892, 2000 muds were issued as rations to various posts instead of rice, it is most apparent that one will have to continue doing so annually, since the provision ship ordinarily being sent hither from Batavia is by no means capable of bringing for this government all the rice which is required for the burdens here that have increased from time to time, and the consumption therefore being to be determined at not much less than 18000 muds, it consequently follows from this that, if one wishes to have a year's supply of this in stock, another 18000 muds are necessarily required for that purpose, which 36000 muds, added to the approximately 16000 muds that one needs for shipment to India (where according to custom the demand for Batavia was set at 750 lasts or 13875 muds and that for Ceylon at 1850, together making 15725 muds), it speaks consequently for itself that the Company's magazines ought to be replenished with 51 to 52000 muds of wheat, both for general use and for shipment to the aforesaid establishments, before one can count on being stocked for one year for this government, to the exclusion of the Indies; however desirable it might be, the more so in consideration of the daily increasing personnel and the troops currently present, that one could arrive at that quantity determined hereabove as soon as possible, so that the Company, in the event of a bad corn harvest (which God forbid), would not again be exposed to paying exorbitant and unheard-of prices, to which it was exposed not long ago, the undersigned nevertheless doubts whether one will be able to reach that determined stock all at once, seeing that in the case of an opulent crop by the farmers, of the 80000 muds, more or less, that are harvested by them and transported Capewards, certainly 35000 muds are requested both by the privileged bakers for the continuation of their trade and by other private inhabitants for their own domestic consumption; which difficulty, however, does not take away that, if not in one, one would be able to arrive at that determined quantity of 51 to 52000 muds in two good years, which the undersigned, subject to respectful correction, also believes would serve the Company's interest most, as having to purchase it all at once, one would encounter very great difficulty in buying the same before the determined time of twenty-four months after deduction of the legal tithe. The undersigned, flattering himself with this to have dealt with all that was required of him with respect to the quantity of wheat, how large that stock ought to be for an upcoming year, will now subsequently proceed, having determined the space that is presently available, to further state to Your Right Honourable and Worshipful Council what storage space would be lacking and would further be needed for the surplus that he will be obliged to lay in upon obtained authorization from Your Right Honourable and Worshipful Council. 1367 1368 Lord Governor Rijk Tulbagh built, which measure 142½ internally in length and 16 1/3 in width, the upper storeys being several inches wider due to the recessing of the walls, and a loft of the double warehouse standing beside the residence of the Lutheran minister, which formerly belonged to the burgher surgeon Jacobus Johannes vanden Bergh and was purchased from him for the service of the Honorable Company, the length of which amounts to 201 ¾ and width 41½ feet, in which three magazines, according to calculations made, the quantity of 20000 mudden and on the aforesaid loft 5000 mudden of corn can be stored; that although in the aforementioned warehouses no more can be stored at one and the same time than the already determined number of 17000 mudden, because it must be preserved with care against turning rancid as well as against the weevil and other harmful insects, which in this hot climate merits no small attention, the undersigned nevertheless finds himself enabled to receive therein all the grain that one is obliged to store for one entire year for this government as well as for dispatch to Batavia and Ceylon to the amount of circa 34000 mudden in total, since the collection does not take place at one and the same time, but successively over the course of several months, and meanwhile there is an opportunity to be able to ship that which is required from the Indies, which measure brings it about that the remaining space is sufficient for that portion which must be retained for the service of this government for the current year. 1379 1380 With respect now to the second point, namely the location that would be required for the 18000 mudden that one would wish to keep in stock for one year, the same is to be determined at not much less than another three warehouses, each of three storeys high, like those presently standing on the Sea Street for the storage of wheat, which could however be a few feet shorter, since in the previously mentioned three magazines 20000 mudden can be stored, and in those to be constructed only 18000 mudden need to be laid down; while the construction thereof should best take place either on the grounds of the so-called old spinning-house, or else on that part of the unbuilt land that extends towards the newly made canal running past the Lutheran church, since those places are the most convenient, and the magazines there would not be so exposed to fire in the event of an enemy attack as a large part of those presently on hand, which are located close to the sea. And since for the turning over and processing of a quantity of 18000 mudden of corn more than ordinary, in proportion, personnel will also be required, the undersigned has likewise examined what workforce he would need for this, and it has appeared to him that if one wishes to continue preserving that stock as well as is customary, to do the ordinary work at hand, there must necessarily be added to the people that the undersigned dispensier actually has at his disposal for that purpose, one European bottelier and twelve slaves, since the former serves to act as supervisor, and the latter must be kept for the processing of that grain. 1381 1382 Trusting herewith to have complied with the honored intention of Your Right Honorable and Honorable Sirs, the undersigned further submits this as a humble report. European woodwork, what the reasons were that, having the same on hand, it was sold at that time, while immediately after that sale, by a new extraordinary requisition, the embarrassment for similar building materials for the uncompleted Hospital had been made known, the undersigned, in dutiful obedience to that very venerated order, will have the honor to state in this regard that, since the woodwork received for extraordinary trade had already been disposed of by public auction, and during the sale of the grounds of the old Hospital as well as of two blocks of land lying unbuilt, everyone, for lack of wood, was afraid to provide themselves with a piece of house lot at that sale, your Right Honorable and Right Worshipful Sirs, in order to meet the scrupulousness of those people in that regard and at the same time to ensure that more money was raised for the said lots, were pleased by a resolution taken to that end to order the undersigned in his capacity to sell by public auction a portion of wood that had been requisitioned in the Netherlands and actually received both for the service of the Government and to be ceded for cash to private residents; and the undersigned maintains, if he is not mistaken, that the reasons for this were the following: 1. Because everyone needing such at that time, it was anticipated that more than ordinary profits would thereby be gained for the Company. 2. Because one could well dispense with the same for the space of a year, seeing that the artisans for the greatest part were deemed necessary for the construction and repair of the urgently needed and present batteries, and for that reason could not be employed on the buildings at the same time. 3. Because meanwhile, not being able to be used, for lack of a suitable storage place, it would, by the continuous rains and penetrating air, if not entirely rotted, certainly for the greatest part have become spoiled. But with regard to the requisition that was dispatched shortly thereafter to their Right Honorable and Worshipful Sirs in Europe, to be supplied anew with that portion of wood, or rather of those assortments of the same which, for reasons aforesaid, had been sold, may the undersigned be permitted to say, subject to respectful correction, that this has erroneously been stated as if the same should have had to serve for the further completion of the repeatedly mentioned hospital and not for the service of the Government in the letter drawn up by their Right Honorable and Worshipful Sirs, as appears from the copy of the requisition annexed hereto; for, with the exception of the few pine planks of 2½ and 2 inches, none of that woodwork having been intended to be employed for that capital building, the embarrassment was made known at that period which there actually was at that time of heavy timber for the Hospital, and which deficiency, mentioned in the ordinary annual requisition of the year 1785, was subsequently supplied in the month of March 1787, thus about three-quarters of a year after the dispatch of your Right Honorable and Worshipful Sirs' most humble letter to the Illustrious College of the High Noble Lords Seventeen, and was erroneously placed. After which, a representation was read of the field chaplain of the Württemberg regiment, Jean Frederic Spenlin, submitted, reading as follows: Memorial addressed to His Excellency the Governor and to the Noble Political Council of the town and of the Cape of Good Hope by Jean Frederic Spenlin, this 1. Novbr 1788. May I be permitted to approach the assembly of these illustrious men, within whose circle important deliberations take place regarding the welfare of the state, public happiness, the prosperity of families, and the well-being of the individual. I do not step forward to alarm their tribunal with complaints; no one has done me injustice. Nor do I come to ask for favors. I am content; the man who does not study the art of being happy will never be happy. Nobler interests urge me to entreat you, Gentlemen, to be pleased to lend an ear to my proposition, the object of which, I dare say, has been found among all civilized peoples and in the most flourishing states worthy of public attention and deliberations. This object contains observations on the education of the youth of this Colony. It will suffice to cite in a few words the advantages of a good education. The well-educated and well-instructed man becomes, according to circumstances, an inexhaustible source of happiness in himself; he enjoys a thousand pleasures unknown to others; in prosperity he is moderate, equitable, benevolent; in adversity he has resources to parry the blows of fortune and to repair its injustice. A friend of humanity, he wishes to be useful to his fellow men; an enlightened man of good sense and knowledge, he can render them service, etc. But that is not all. The advantages that result from a good education, and particularly from public institutions where the mind and heart of youth are formed, are not confined to the individual, but extend much further. A good husband, a good father, a good son, a good citizen, a good merchant, a good soldier, a good magistrate; whatever he is, he is good; whatever he does, he does it well; wherever he is, he is in his place. These institutions can have a prodigious influence on the totality of social happiness, on the entire happiness of the State. It is through them that the first citizen down to the last receives their fundamental grounding; it is through them that the national character is decided, which makes the political constitution more or less perfect, and the government more or less defective, despite the best laws. It follows from this that, in order to make a State flourishing, happy within, and respectable without, one must begin by forming the heart and mind of its individuals according to a uniform, well-conceived, and well-sustained plan; that is to say, in educational institutions directed by enlightened, educated, and experienced persons. Allow me, Gentlemen, to explain this principle with my usual frankness. I have long been making observations on the good burghers of the Cape with all the impartiality and attention of which I am capable. I would have a thousand reflections to make on that, but as it is a thorny subject, especially for a foreigner, I will pass over all that. What I have to say concerns the good youth of the Cape. Most of this youth has received from nature good dispositions of heart and mind, a sufficient dose of good sense, genius, and good talents, which only await the hand of a skillful master to make of them whatever one wishes. It is the justice that I render them with pleasure, and this praise is all the less suspect since I have too republican a mind, too proud a soul to flatter anyone. 1395 1396 I have sometimes given myself the innocent pleasure of flying into the future on the wings of imagination. I saw the good inhabitants of the Cap well-bred, well-instructed, industrious, hardworking, attached to their mild government, submitting without reluctance to wholesome laws, seeking their happiness in the public good, respectable internally and externally, setting an example for other colonies. If it was a dream, it was at least a very pardonable dream for a man who, knowing the world, feeds on chimeras only rarely and in order to forget the miseries of humanity. But that could become more than a dream; that could be realized, at least in part. And how? Will you allow, respectable magistrates! Will you allow, good and honorable citizens of the Cap! Will you allow, young people, the delight and hope of your parents and of your country! Allow me to tell you the whole secret in a few words: Aid nature; second its views; favor its intentions; take advantage of its dispositions. The rest will adjust itself. "But," you will say, "this is nothing new; we have known it for a long time, we practice it." Parents, I do not doubt at all that as well as, or better than I, you know it, that you practice it. "But the practice! The practice!" Everyone agrees that it has been very difficult until now. Let us come to the subject: 1. There are fathers of families who are themselves ignorant of the existence, the utility, and the necessity of the various sciences, which one cannot do without falling into the barbarism of a savage nation that knows no other happiness than that of drinking, eating, and sleeping. They seek to rid themselves of these chains as soon as they find the means of earning their living without this thankless and exhausting trade. They leave their status as schoolmaster, looking upon this past time as the Israelites looked upon the slavery of Egypt.
