Having submitted a request seeking, on account of his frail bodily constitution, to be discharged from his aforementioned office, and that upon the same discharge, since he is the oldest Lieutenant among the burgher infantry, the rank of Captain might provisionally be conferred upon him, it was resolved to grant the said Bunding provisionally his aforementioned discharge in the usual manner. Likewise, by the burgher Jacobus Hugot and Elisabeth du Toit, widow of the late fellow burgher Philippus du Plessis, the following petition and an attached declaration were submitted: To the Right Honorable Cornelis Jacob van de Graaff, Governor and Director of the Cape of Good Hope and the dependencies thereof, etc., etc., as well as to the Honorable Council of Policy of this government. Respectfully show your Right Honorable and Honorable Sirs' very humble servants, the undersigned burgher Jacobus Hugot and burgheress Elisabeth du Toit, widow of the late burgher Philippus du Plessis, both residing on the other side of the Breede River, near the Wagenbooms River, that the petitioners, having noticed some time ago that the burgher Jacob Marais, son of Ignatius, had submitted a request to the Landdrost of Stellenbosch, Mr. Hendrik Lodewijk Bletterman, and the Honorable Heemraden, that there might be granted to him, Marais, a piece of land for an erf at the said Wagenbooms River, near the public wagon road, in order to pursue his blacksmith trade there; that the petitioners, being the most interested parties because of the consequences that must inevitably arise therefrom, did not fail to demonstrate to the aforementioned Landdrost and Honorable Heemraden, in the most respectful and at the same time convincing manner, that there is an outspan place at this river, having only a small extent of pasture, where on the eastern or upper side the petitioners and on the western or lower side the petitioners' farms must subsist, which also becomes very weak in the summer and does not allow the use of even a fifth part; that, however, all the wagons, both those coming through the Hex River from the countryside and those from Swellendam traveling over the Roodezand towards the Cape, outspan there, and thus have need of both water and pasture for their livestock; that, moreover, experience has already taught how greatly an outspan place is harmed and its adjacent neighbors plunged into daily difficulties when erven on outspan places are requested and granted; considering that many people, who with large herds of cattle usually arrive on one day and move on the next day, then under all kinds of groundless pretexts not only remain staying for several days at such places, but often leave a portion of their cattle there until their return from the Cape; matters, Right Honorable Sir and Honorable Sirs, tending to the utter ruin not only of the outspan place itself, but also of the pasture of the adjacent neighbors; that this, furthermore, is not an unfounded fear, but based on actual experience, is only too well proven by the still recent example of the burgher Gerrit Hendrik Catenbrink, who, having obtained an erf on the outspan place of the Breede River, only a half-hour's ride from this Wagenbooms River, practiced the aforementioned abuses with this burgher Catenbrink to such an extent that the Landdrost and Honorable Heemraden, due to the incessant complaints of the surrounding neighbors, decided to have the cattle found with the said Catenbrink driven to the pound; of the authenticity of which the petitioners take the liberty, as of a recent event which already began in the time of the late Mr. Daniel van Ryneveld and only a few months ago resulted in the aforesaid consequences, to appeal to the Honorable Board itself, which the petitioners trust will not contradict this event known to so many burghers. Yet, Right Honorable Sir and Honorable Sirs, however clear and convincing this may be, indeed, even as daily experience points out as if with a finger that the increase of the country's inhabitants considerably increases the transport of produce, and consequently the larger number of livestock required for this seems to demand a more unhindered pasture for refreshment, the petitioners must nevertheless see with heartfelt sorrow that no regard seems to have been paid by the Landdrost and Heemraden to their repeated and, as they subject to correction believe, well-founded objections, but that the erf requested by him was granted to the aforementioned Marais; from which the petitioners can expect no better prospect than the one just cited concerning the burgher Catenbrink; the petitioners taking the liberty, in proof hereof, to present to your Right Honorable and Honorable Sirs the declaration annexed hereto, signed by the burghers Nicolaas van der Merwe, Hendrik van Heerden, and Petrus Jacobus du Toit, from which the truth of what has been brought forward by the petitioners is most clearly established.

52 3 Resumption of a letter from the Clerk of the magazines Rutz with the decision taken thereon. Notwithstanding this, it will afford me great honor and satisfaction if my humble abilities in continuing to discharge the functions attached to this important post can convince Your Right Honorable Noble Sir as well as the said Lord Colonel Gilquin more and more of my zeal and readiness for the Company's service, to which end I shall most gladly continue to employ every effort and diligence. However, because it would be unreasonable, on account of the greater difficulty and heavier duty that I would voluntarily take upon myself at the request of Your Right Honorable Noble Sir with the approval of my Chief, to burden me with a more extended and extraordinary accountability, I therefore request in that case to trust in that oath which I have taken as an officer of the artillery and which I as a man of honor always strive to keep, and thus to leave me on the same footing as my predecessors have of old been considered, without demanding of me any greater or further accountability. And it having been taken into consideration that it would by no means be sufficient to release the said Rutz from the accountability thereof, since on the request of the Lord Governor made at the meeting of the 11th of December last regarding the necessity represented thereto, he provisionally continued by his Honor's persuasion in the said function of Clerk of the magazines without the enjoyment of any benefit; because one cannot impose such an accountability upon others who find themselves outside the administration of the artillery and ammunition, the aforementioned Lord Governor has therefore been pleased to take it upon himself further to persuade the said Rutz of the necessity that, in performing the aforesaid function of Clerk of the magazines, he also remains bound to the proper accountability thereof in the meantime. Furthermore, on a letter concerning this addressed to the aforementioned Lord Governor by the Count of Rechteren, commanding the State's ship of war the Princes Louisa, and produced by his Honor at the meeting, it has been approved to permit the person of L: I: Bellingwond, who has already for some time been under written-off pay, to engage as second writer in the State's service on the aforementioned ship of war. And likewise, to the assistant Johan Ernst Lodewijk Ruijsh, upon his request made thereto by petition, permission has been granted, for the settlement of his private affairs, retaining his rank with suspension of pay and taking with him the permitted baggage, to return from here to the Netherlands at a convenient opportunity, either on the Company's own or on chartered ships. Jacobus Johannes Lesueur and Tobias Christiaan Ronnenkamp, regarding the requisitions made by the Most Noble Lords Seventeen in paragraphs 34 and 35 of their highest letter dated 28 December 1786, to be provided with what is missing for the settlement of the account with the Crown of France; concerning which it was assigned to their Honors by resolution of this Council of 7 August of the preceding year, to trace and collect with all possible accuracy all such documents as well as to investigate what further is necessary to elucidate their Most Nobles thereupon, the following report was submitted regarding this: Right Honorable Sir and Honorable Sirs, Your Right Honorable and Worshipful Sirs having been pleased, by resolution of 7 August last, to instruct the undersigned to trace and collect with all possible accuracy the documents, To the Right Honorable Sir Cornelis Jacob van de Graaff, Governor and Director of the Cape of Good Hope and its dependencies, etc., etc., etc., together with the Honorable Council of Policy. 60 61 which could enable the Most Noble Lords Seventeen to settle the account that might exist between the Crown of France and the Noble Company, with respect to supplies that had taken place reciprocally, as well as to investigate what further might serve to elucidate their Right Honorable Worships upon their highest requisitions contained in paragraphs 34 and 35 in the most respectfully received letter to this government under date of 28 December 1786. They now have the honor respectfully to report to Your Right Honorable and Worshipful Sirs that, after a painstaking investigation of the documents at hand, they have brought together as much as they believe will enable Your Right Honorable and Worshipful Sirs, if not to comply in all parts with the revered requisition of the Lord Masters, at least to shed some light for their Right Honorable Worships for the aforesaid purpose. They considered they would best achieve the objective if they limited themselves to the following documents: 1. The provisions of victuals, rations, etc., to the auxiliary troops of His Most Christian Majesty, both during their stay here and for their further onward voyage to Mauritius. 2. That which was provided at the requisition of the Commissary of the Navy, Mr. Percheron, to the King's squadrons and other necessities for the expedition to the Indies, and that which was delivered against this to the Honorable Company both by the said Commissary and by the government of Isle de France. 3. The sale of the ship Batavia. And finally, 4. The employment that, on behalf of and at the request of the French, one was obliged to make of these and those of the Company's ships. With regard now to the 2nd Point, the undersigned take the liberty of offering herewith to Your Strictly Right Honourable and Honourable Sirs under Letter D a formal account drawn from our trade books of everything that was delivered both by the Honourable Company to the French and by them to the Honourable Company; it will fully appear to Your Strictly Right Honourable and Honourable Sirs therefrom that the same balances with a bill of exchange of 125000 rixdollars drawn on the Royal Treasurer of France and, pursuant to the resolution of this government of 9 December of the year 1783, sent to the Lords Masters annexed hereto under Letter E; thus in this regard nothing is to be claimed from either side; there standing open only the amount of f 5735:8:12 for which the ship Batavia, as appears from the Extract Resolution annexed hereto under Letter F, was ceded to the French, it being unknown here whether that amount has been paid to the Honourable Company, since that purchase, pursuant to the contents of an cited Extract Resolution, took place solely subject to the further approval of their Right Honourable and High Worships; together with the account for some cannon and other ammunition of war sent hither by the government of Isle de France at the request of the well-mentioned Lord Governor van Plettenberg and brought by the hooker ship Catwijk aan Rhijn, to which was attached an invoice of its costs in case the Honourable Company might decide to retain one thing and another here after the end of the war, which is also accompanying this in copy under Letter G. And as no disposition has yet been received in response to the letter written by the said Lord van Plettenberg and the Lord Lecim de Hacker to their Right Honourable and Great Worships, the Lords of the Secret Committee, dated 22 November 1781, herewith under Letter H, wherein dutiful notice was given of the receipt of the above-mentioned war gear, with the request to further order the acceptance or restitution of the same, this matter has thus remained undetermined. And proceeding herewith to the third point, namely the sale of the ship Batavia, and at the same time to answer both the first article of a certain Memorial sent hither by the Lords Masters to obtain Elucidation, and § 34 of their most highly revered missive of 28 December cited above, the undersigned shall set down that the French King's frigate L'Indiscrète, having been sent hither in order to transport to Mauritius a number of 250 soldiers remaining here, belonging to several regiments serving in the Indies, sailed from these roads on 12 January 1783, but shortly thereafter, namely on the 15th of the same month, having been forced to seek out this Bay again, and having thereupon, upon close examination, been found irreparable and entirely unable to keep the sea, the aforementioned Lord Commissioner Percheron addressed himself to this government, requesting in the name of his King that one of the Honourable Company's ships lying at the time in these roads might be ceded to him in order to transport the aforesaid troops as well as the victuals purchased here for the King's Squadron in the Indies, as can be seen from the memorial presented by him to this government, pursuant to the attached Extract Resolution under Letter I; whereupon they, pursuant to the said resolution and for the reasons and motives cited therein, ceded to the said Lord Percheron the ship Batavia, which had had to return severely disabled from its ill-fated voyage to Mauritius, with the few spars remaining on her as well as old and worn-out sails, cordage, etc., and that for the sum noted here of f 5735:8:12, after both the said bottom and the said goods had been accurately inventoried and appraised by nautical and other experts expressly commissioned from both our side and the French, as is most clearly evident from the copy accompanying this of the signed Inventory, certified under Letter K by the personal signature of the aforementioned Commissioner of the King, the Lord Percheron, albeit subordinate to the reverenced approval of the High and Noble Lords Masters; and that ship subsequently, having been re-rigged by the French, both by stepping into her the masts of the previously mentioned frigate L'Indiscrète, since broken up, and by carrying out other heavy repairs, undertook the voyage to Mauritius in accordance with her further destination, and all this without expense to the Honourable Company, according to the clear contents of the most humble letter from this government to their Right Honourable and Great Worships, the Lords Directors and further plenipotentiaries through the Extraordinary Meeting of 17 April 1783, accompanying this under Letter L. 76 71 of the French, the undersigned have found no other examples than that of the hooker Katwijk aan Rhijn and the ships De Morgenster and Herstelder, which first-mentioned vessel, at the instance of Mr. Commissioner de Chevreau, was assigned to His Honour for the conveyance of some provisions and other necessities remaining behind here for the Islands, as may otherwise be gathered from the accompanying extract Resolution of 30 May 1781 Litt. M; yet one has not been able to discover, either from the same or from any other retroacts, that this occurred upon any conditions, this being apparently attributable to the manifold occupations with which one was overwhelmed on all sides at that time by the first news of the war; then the same, upon its return from Mauritius, was subsequently granted, together with the two first-mentioned ships De Herstelder and Morgenster, according to the conventions concluded between the often-mentioned Mr. van Plettenberg and Percheron, likewise accompanying this in copy marked O and P, to the last-mentioned for the transportation of necessities without determination of any freight charges, except only that by the third article of those agreements it was conditioned that if those vessels, calculated from the day of the signing of those conventions, should meet with any disasters, whether through the sea, capture by the enemies, accidents of fire, or otherwise, he, Mr. Percheron, bound himself to compensate the Hon. Company for those misfortunes with the payment of such sum as those ships had been appraised at pursuant to the content of that same article, and that the same, according to the sixth or last article, might not in any manner of way be employed by the ministry of Mauritius for any other expedition or voyage; to which last article, without doubt, the highest attention was paid by the French through a further employment of all three of these ships. And whereas this will surely occupy the attention of the High and Mighty Lords Masters, the undersigned have thought it necessary to add to their report the expense accounts of what the aforesaid vessels, and the crew that was upon them, during the time that they were in French service, have come to cost, both in maintenance and monthly wages, quoted Q, R, S; from which it will appear that the expenses of the hooker ship Katwijk aan Rhijn, calculated from 12 July 1781, when it was handed over to the French, until the first of October following, when it turned its prow back hither from Mauritius with a cargo of artillery and other ammunition of war, have amounted to a sum of ƒ4474:9:-, and when it was lent a second time until its return . . . ƒ10889:12:8; of De Morgenster . . . ƒ26061:12:8; of De Herstelder . . . ƒ10979:18:-; thus together in a sum of ƒ52405:12:-. V, with further orders to proceed from there to this corner of the earth to take in some requested necessities; as this vessel then also returned to that island with a cargo of provisions, without it appearing that the same or the two vessels mentioned before were in any private service of the French. The Governor having been pleased to communicate to this Council, and to submit for deliberation, a further letter addressed to His Honour by Colonel Pierre Fredrich de Meuron, dated the 16th of this month, reading as follows: Governor, The decision of the noble Council of Regency of 19 December last was not delivered to me until the 5th of this month, and that of 8 January only on the 14th. The delay in the offices is all the more prejudicial to me as the time I have to spend in this Colony is very short, and I require a suitable amount of time for the translation of the matters in question. As the first matter is of consequence, I beg Your Excellency to distinguish the article of the 46 stuivers, which I repeat, from that of the repair of the arms. The first is a consequence of the Capitulation, flowing from Articles 6 to 18 with a precision that no circumstance can alter. I beg Your Excellency to have sent to me an extract of the resolution of 10 April 1781. And as in the decision of 19 December it is stated that the noble Council of Regency will send to Europe the reasons I allege to solicit this sum, as well as the reasons for which it is refused to me, I hope Your Excellency will find it just that these reasons be communicated to me, in order to defer to them if they are conclusive, or to reply to them if they are susceptible to it. The other is a consequence of the order of 26 June 1786, which our Lords and Masters have not approved. If I treated this matter lightly in my letter of 10 December, I thought Your Excellency would have appreciated the manner in which I made the request. If Your Excellency deigns to cast an eye on the nature of this claim, you will see that without the order of 26 June 78 79 At the Cape of Good Hope, 16 January 1788. I should not be in a position to make it. Though the Gentlemen Directors have pronounced on the principle, they will not be able to refuse the consequence, especially upon representing it to them in the clear light of which it is capable. If these tools are necessary for the Company's storehouse, I am ready to have them returned against a receipt stating that these items were furnished to us here by the Company, so that we may obtain the same at Ceylon. If I obtain the same advantage, which I solicit, I will make a receipt for them that will be sent to Ceylon to certify that these items belong to the noble Company. is adduced. It having been approved, upon request of the said gentleman, for reasons stated on the other side, to keep a record hereof. And thereupon by the member and secretary of this council, Mr. Olof Godlieb de Wet, with regard to the complaints made by the said Colonel de Meuron concerning the slowness alleged in the beginning of the aforesaid dispatch with which the resolutions of this council were delivered to His Honor, it having been made known: that although His Honor had indeed drafted the said resolutions immediately, yet, besides the manifold matters transacted and resolved in the meeting of the 19th of December last, the voluminous dispatches to the high commanding Lords Majors sent off in the beginning of this month with the ship De Jonge Jacob had caused him, the Secretary, a fullness of business which could sufficiently serve as an excuse, if thereby some few days' delay had arisen in the dispatching of the aforesaid resolution; that of this resolution, however, no extracts could nor might be dispatched by him before its resumption and approval, for which purpose the same were promptly and dutifully handed over to the Lord Governor, without the often-mentioned Colonel having shown to him, Mr. de Wet, in the least any desire for the speedy obtaining of the aforesaid extract; and for which said resumption the well-mentioned Lord Governor likewise declared that, through unavoidable, difficult occupations, he had not been able to break off the time sooner; it is therefore, upon request of the said Mr. de Wet, approved—in order that the aforesaid complaints of the Lord Colonel de Meuron might not bring about any perception contrary to the satisfaction which His Honor has always been allowed to learn from this council, which was given to him with the speedy dispatch of the matters concerning his office—to keep this record hereof. It being noted, regarding the subsequent supposition concerning the article of the 45 stivers and that of the repairing of the guns, that although at the deliberation held on that account in the meeting of the 19th of December last both of these articles were indeed regarded as distinct subjects, they were nevertheless understood to be alike only in this, that the demand made by the Lord Colonel could be granted by this council neither in the one nor in the other. While it being furthermore considered that the resolution of this council dated the 10th of April 1781 does not concern the regiment of Meuron, and that therefore no extract thereof could be granted to the said Lord Colonel, nevertheless such an extract shall have to be transmitted to the highest-mentioned Lords Directors of the Chamber of Zeeland, and to him, the Lord Colonel, in so far as His Honor does not yet find himself provided with the decision dated the 4th of March 1783 speaking of the surplus assigned to the soldiers of the said regiment, an extract thereof should be issued. Furthermore, upon the written notice given by the skipper of the private ship de Mentor hired by the Honorable Company and currently repatriating, Jochem Millaart, that on the journey hither from Batavia the second mate and surgeon of that vessel passed away, and that he moreover would be forced to leave behind four of the rest of his crew as invalids in the hospital here; as well as upon his request made therewith to be assisted with two other persons of the said capacities and three experienced sailors, it was deemed good to assign to him the chief surgeon Otto Hendrik Eenhuijsen and the ordinary lieutenant Luduwich Haak, both having been stationed on the Ceylon return ship de Paarl laid up here, as well as three able sailors in addition. All of whom shall have to obtain their pay from the owners of the said ship de Mentor. Thus it appears, following that the Honorable Company henceforth seeks to form a branch of trade in Cape wines, as clearly indicated by a recently publicly posted advertisement on behalf of the Honorable Company, giving rise to the thought that the petitioner, along with all other residents, will see their wine trade utterly ruined, for the reason that the Honorable Company will demand the best wines from the wine farmers, and thus this trade, being the only product of this region, will fall away of itself, which even for the present must be regarded as highly necessary for the Honorable Company for this remote corner in these changing times. And it was unanimously judged that the first part of that request cannot be refused, but that nevertheless, for the attainment of the petitioner's intention proposed in that petition, no favorable recommendation can be granted, because if the said Lords Masters should proceed with the plan to collect the products on the Company's behalf and to send out the requested cooperage for that purpose, this is considered by us to serve as a far more suitable means to relieve the inhabitants of their surplus products than that a single person should have it in his power to treat them arbitrarily in many respects regarding this to attain his own advantage, or to leave them in embarrassment, without furthermore having any certainty at hand as to how long he would be able to continue with the purchase and dispatch of the surplus wines, and whether he would also find himself in a position to buy up from the inhabitants all such wines at reasonable prices as they might be able to deliver; which, having caused a delay in the plan of the Lords Masters, would deprive the inhabitants to their irreparable disadvantage of the benefit that they meanwhile could have drawn therefrom, as they continually give expression to their strong desire to be relieved of their present surplus wines in accordance with the orders of the Most Noble Lords Masters, an action in which one is presently prevented only by a lack of the cooperage required for that purpose. they could and should least have expected, with the onset of the coming winter monsoon, there will be more stock of one thing and another on hand there than can be taken in by a large ship, they therefore take the liberty to duly inform Your Right Honourable and Honourable Sirs hereby of the good success of their efforts exerted thus far, with the added very urgent request that the necessary measures may be put into effect in good time in order to have that wood fetched from the aforesaid bay and transported hither at the turning of the monsoon, as being the most convenient time, upon which the undersigned, although they are unaware of what predicament the government finds itself in regarding the necessary vessels for the ordinary operations of this government, as the specified number of three has already for a considerable time been reduced to a single ship (the Meermin), must insist most strongly; in the first place, because this enterprise thereby reaching its complete conclusion, this will encourage not a little the people who have taken part in it, and secondly, to prevent such damages as are to be feared, if that wood (the warehouse not yet being constructed) would have to remain exposed to the heat of the sun and rain for the greatest part of a full year. And since the contractors in this matter, by preparing the quantities of wood undertaken by them, are about to comply with the contents of the aforesaid contract, which obliges the undersigned in their capacities as commissioners to an equal fulfillment of the agreed conditions insofar as the same have been ratified by Your Right Honourable and Honourable Sirs, and the contracting for this year, in case it should be decided to prolong the often-mentioned contract, must take place at the earliest opportunity, they likewise request not only the required authorization to be able to proceed thereto, but also at the same time to be informed whether and to what extent it is judged by the government, taking into consideration the circumstances of time and affairs, that extending or not extending this supply would accord with the interest of the Company. Which is the more necessary for them, as it can reasonably be foreseen that if one allows everyone in future to deliver as much as he might be capable of and inclined to, the stock in the coming year will be considerably larger than now, since such people as have already taken part in that enterprise are preparing themselves to pursue the same with all their might, and others will certainly be enticed to participate in it as well, without however being able to hope upon any well-founded prospect that one will meanwhile be better equipped for the transport than at present; and if the necessary means thereto become available and it should accordingly be decided by Your Right Honourable and Honourable Sirs to have the collection of the wood, which will then lie in stock, take place yet in the coming winter, care must be taken that the flat-bottomed vessel, which is required for the embarkation, be prepared in time at the Company's equipment yard, in order to be sent with that same ship that will be dispatched to Plettenbergsbaaij for the transportation hither of the aforesaid wood. as well as another or second demand of articles which will serve for trade, all with precise specification and expression of the length, width, and thickness of each piece, so that these demands may likewise be compiled together by the undersigned in order to be able to determine the entire mass, which, having to be proportionate to the means available for fetching the same, may thus, according to the circumstances of time and matter, be contracted out either in its entirety or only in part. Finally, the undersigned urge strongly that it may be determined by your Right Honourable Sirs at what prices one may contract out the timber required for the artillery department, which remained unvalued in the preceding year; to enable the government to do so, they have taken the liberty of annexing hereto for consideration a comparative calculation of the prices for which the country people have offered to make the delivery of this article, with those for which the Company's master wagonmaker of the trades quarter and another burgher wagonmaker, according to a calculation handed to Mr. Gilquin, have judged that the same, the costs of transport per axle to the Cape deducted, could be obtained here at the main settlement itself, as well as with respect to the cheeks or brackets for the gun carriages with the net purchase cost of such brackets in the motherland. As it has appeared from the report regarding the arrival of the provision ship Avenhorn that smallpox raged on the same during the voyage hither, it was found good to grant that request to the said Bode Jurgens. Wednesday the 23 January 1788, in the forenoon, all present. From the received report regarding the arrival of the provision ship Avenhorn, laden for this government, it having appeared that during the voyage hither smallpox raged within that vessel, and it therefore being judged necessary to put into effect all such means and measures as, under the assistance of the Almighty, may serve to keep this Colony preserved from the contagion of the said disease, which is exceedingly ruinous to it; and it being feared not without reason that while devising these means and measures a single step of incautious communication could render entirely fruitless all salutary precautions and safeguards that might otherwise serve thereto; it is therefore judged utmost necessary to order the officers of the aforementioned ship Avenhorn by a letter to weigh anchor immediately upon receipt of the same, and to proceed with the ship to the usual anchorage under Robben Island, and there remain until further orders shall be sent to the said officers there; and that, just as was done in the preceding year concerning the ship De Eenparigheid, the sick shall provisionally be brought ashore there in a secure manner, and the ship shall be supplied with the necessary refreshments. Whereby it is also thought fit to interdict that no one shall presume, for as long as the said vessel remains lying at the said Island or this prohibition shall not have been lifted again, to proceed with fishermen's jolly-boats or other craft to the aforesaid Island, much less to sail on board that ship, on pain that whoever acts contrary to this shall be punished corporeally or otherwise according to the findings of the case. Whereas the Most Noble Lords Seventeen, by their most revered dispatch of 28 December 1786, had previously been pleased to instruct this government that the Regiment de Meuron should be transferred to Trincomalee, as it had been thought that the four ships which were to transport the first battalion of the Württemberg troops hither, and which were to serve again for the conveyance of the said Meuron regiment to Ceylon, would arrive in False Bay, and that the same would then have been able to depart from here for Ceylon at the beginning of the month of September last; And also the Most Honorable Lords Directors of the Amsterdam Chamber, by a further communication, stating that the said ships should take on the Meuron troops for the said transport not in False Bay, but in this Table Bay, reckoning that with the time of their departure from here it would turn out such that those vessels would have to direct their course to the said Bay of Trincomalee; As well as having been observed from a letter written by the said Most Honorable Lords Directors of the Amsterdam Chamber, dated 6 January 1787, to the ministers at Ceylon, and enclosed under flying seal to this government, that they will be expecting those ships at Ceylon in the aforementioned Bay of Trincomalee; And it therefore being judged necessary to require of the Captain at Sea and provisional Master of Equipage Johan Arnold Volsteedt, and also the Captains at Sea Pierre Fredrik Riebe, Abraham Tien, Matthias Bosman, and Cornelis In 't Anker, as experts on that bay, a report regarding the navigation to Trincomalee.
