150 132 having knowledge and experience of the fairway in the bays of the Island of Ceylon, to request their report and considerations whether the said ships, upon their presently pending departure from here, will be able to turn their prow toward the frequently mentioned bay of Trincomalee; whereupon by the said sea captains was also submitted the following report: To the Honorable, Valiant Sir Cornelis Jacob van de Graaff, Governor and Director of the Cape of Good Hope and its dependencies, etc., etc., etc., together with the Honorable Council of Policy. Pursuant to and in compliance with the honored order of Your Right Honorable, Valiant and Honorable Sirs to the undersigned, assisted by the captains at sea of the present Ceylon return ships de Draak, P: Riebe, and Doggersbank, A: Tim, and together with Captain M: Bosman commanding the outbound ship de Schelde, and C: In 't Anker, having last commanded the ship de Paarl laid up here by resolution, to serve as a report, that we, with respect to the departure of the transport ships of the Regiment Meuron and the present season, judged whether they could make Trincomalee, as by dispatch of 28 December 1786 by the Most Honorable Lords Seventeen it was calculated that around the beginning of September of the past year, as well as by further dispatch by the Honorable, Grand, and Right Venerable Lords Directors of the Presidial Chamber of Amsterdam dated 6 January 1787 it was further calculated that with the departure of those vessels that would convey the said regiment to Ceylon, it would turn out so that they will be able to turn their prow toward Trincomalee. 152 153 Thus it is, if Your Right Honorable, Valiant and Honorable Sirs might now deem it proper, that the ship authorities be ordered that from Cape Comorin they must set their course for the little limestone bank lying before Caltura to make their landfall, as well as expressly to strictly recommend taking care not to approach the shore too far north of Point de Galle, in order not to get into danger of being embayed on the coast of Ceylon; likewise, approaching the bay of Galle, to show the windward signal for the pilots, which signal consists of the Dutch flag at the mizzen yard and one gunshot, after which, having received the same, they fire 2 gunshots as a signal that they have the said pilots on board, who subsequently pilot them into Trincomalee, they being obliged on that route not to pass the coast near the Basses closer than in 30 fathoms. Yet, since it is an established practice that the Honorable Company ships / the more so among persons who are unfamiliar with this coast / being destined from Colombo, Galle, or other places on the island of Ceylon to the bay of Trincomalee, are always provided with a pilot. - As the roadstead of Colombo may by order not be called at until the end of August, these ships would therefore have to fetch the pilots from Point de Galle, and thus, if they did not get them on board windward of Galle, anchor before that bay until those pilots were with them, which in the first place is not without danger of losing their anchors, but also uncertain, since the ships during the west monsoon run daily danger, due to the strong southward-running current, of falling to leeward south of the harbor, and being south of it during the monsoon would have much trouble working back up against it, and thus find themselves under the necessity of having to seek the bay of Trincomalee without pilots, which has fairway requiring a pilot for an inexperienced person. 154 155 It was resolved to hand over to the commanders of the ships serving for the transport of those troops an extract hereof with insertion of the report for their guidance and information. Thus it appears necessary to us, subject to favorable consideration, that these ships first call at Tuticorin, from where, as vessels daily sail back and forth to and from Ceylon, news can reach Colombo in two days, and thus they can have the pilots from Colombo there within 8 days; as well as orders where the Ceylon administration would see fit to have the said troops disembarked, the more so because at this time of year they can always make Trincomalee from there under sail and make hardly the slightest detour. Herewith the undersigned hope to have complied with the honored intention of Your Right Honorable, Valiant and Honorable Sirs, which may serve as a humble report. 158 –159 shows that he, the petitioner, finding himself under the necessity, due to the destination of his vessel under his command to return back to the Netherlands, to remit from here to Mr. Johannes Borkelmans in Zeeland a sum of rijxd=s 3449: 33 and to Mr. I: F Hessen, also in Zeeland, an amount of rijxd=s 1600: he, the petitioner, has also caused the customary registration thereof to be made in the Company's Treasury here. That the petitioner, however, being apprehensive that if, with respect to the sum of money registered for remittance, a distribution or apportionment should occur, and he would thereby be able to transfer less than the aforesaid sums of money, this, in addition to the damage he has already suffered through the discontinuation of the further voyage to Batavia, would cause him very significant disadvantage; he therefore finds himself compelled most humbly to request of your Right Honorable, Highly Esteemed, as he takes the liberty to do herewith, that to prevent his, the petitioner's, significant damage, and in consideration of the fact that the cause of this is the dispatch of his vessel under his command to the Netherlands, which was not foreseen by him, the aforesaid sum of money for remittance by bill of exchange to both specified persons may be fully accepted into the Company's Treasury. And since the High Indian Government has pleased to write to this government that Their High Excellencies have permitted Colonel Commandant Mr. d'Hugonet, and Colonel and Second du Bas, and Captain La Roche, who has been appointed Major, all belonging to the regiment of Luxemburg, to cross over with the aforementioned ship Avenhoorn to this government, and from here to depart further to Europe with a ship of their own or another nation, the Governor made known that, because the said officers were forced to share the fate of the other shipmates of the aforementioned vessel Avenhoorn and along with them had to remain deprived of the liberty to come ashore at this place, without it yet being possible to determine for now when and under what precautions the aforementioned ship shall be allowed to return to this roadstead, His Honour having attempted to obtain passage for their Honours on one of the French ships that called here on their way to Europe, and had this succeeded, to give notice thereof to the same, so that, in case their Honours had been inclined to make use of such an opportunity, the transfer of their persons and baggage could have taken place when such a ship passed Robben Island; but that Mr. Troubles, Chargé d'Affaires of the French nation here, had declared that, despite all the efforts made for that purpose, he had not been able to obtain such passage on any of the ships that called. It is resolved to give them notice by letter of the opportunity for passage on the ship de Draak. Reappearance of two ships in St. Helena Bay without showing their flags, equipped for whaling. The Lords Majors will be informed thereof. And therefore, having taken into consideration that on the Ceylon return ship de Draak, which it is estimated will be able to undertake the voyage to the Fatherland toward the middle of this month or slightly later, a suitable opportunity is available for the passage of the said Mr. d'Hugonet and companions, it has been approved to give notice to the said Mr. d'Hugonet by a letter, both of the aforementioned lack of opportunity on the ships of the French nation and of the said present opportunity on the ship de Draak, so that His Honour may avail himself thereof, adding that it is doubted whether another such favorable opportunity will occur again this year, and that His Honour should declare himself hereupon as soon as possible, so that in the contrary case others might be accommodated therewith; while, also if His Honour should decide to depart further with that vessel, the officers will be ordered to take him, Mr. d'Hugonet and companions, aboard off Robben Island. Since the first of January of this year, when three ships anchored in St. Helena Bay, another two ships having arrived there on the 23rd of the same month, without either the former or the latter having shown their flags, and it also being reported in the report concerning this by the military guard stationed in the said bay that the same ships were occupying themselves there with the catching of right whales, and thus very probably had been equipped again for this fishery by the English nation, without however anyone from there having come ashore yet, it was understood to inform the Lords Majors of this.

even at those hours at which the petitioners were permitted to make use thereof, having at least frustrated the petitioners from being able properly to benefit from the right granted to them; because whenever the petitioners, due to the meager flow of the water in the said ditch, had to conclude that this was caused by some obstruction or other in the watercourse, which the upper-lying proprietors must tolerate across their land, they were never permitted to enter those gardens, or to send their slaves for the aforesaid purpose, in order to remove those impediments by clearing them out, which was entirely the same for the petitioners as if they did not belong to the privileged at all, whereby they were not a little injured in their vegetable cultivation; the petitioners, however much entitled in this matter, yet being very averse to troubling the court with continual lawsuits, have therefore already been busy for some time devising a means whereby such unpleasantries could be averted, and they might remain unprejudiced in the use of the water so necessary for them at all times, wherein they believe they have succeeded to such an extent that both objectives could be satisfied, but as this will necessarily have to depend on the favorable disposition of Your Right Honorable and Worshipful, the petitioners therefore make bold most submissively to address themselves to the supreme fatherly care of your land, with most respectful representation that it may please Your Right Honorable and Worshipful most graciously to grant the petitioner to place a small sluice gate in the ditch along which the water from the Company's water mill is led out to the aforesaid four gardens, namely that of the aforementioned van Nierop and Frank, and that of the petitioners, in order to open the same at the hours appointed for them, and that Your Right Honorable and Worshipful would furthermore graciously be pleased to add the permission to dig and brick line a watercourse from the aforesaid ditch onto the strip of land lying outside the wall of the Honorable Company's garden along the gardens of the aforesaid fire warden Frank and the first-signed petitioner, so as to lead the water along it, up to the latter-mentioned garden, and subsequently across the same to the garden of the second undersigned. Upon request of the Church Council of this place, the youth Christiaan Tim is placed as a sailor on the frigate De Meermin. A request having been made by the Church Council of this place that, on account of the dissolute conduct of the youth David Christiaan Tim, aged 13 years, who is under their guardianship, and who refuses to let himself be restrained by such corrections as have been within their power, the same might be taken into the Company's service and placed on the frigate De Meermin; it has been approved to agree thereto, and consequently to take the said Tim into the service of the Honourable Company as a sailor at 7 guilders per month, to have him serve as such on the said frigate De Meermin. And that furthermore, especially when one considers this slave trade, as we trust can be undertaken with good success, as a trade from which the Company can draw its advantage or at least a considerable relief in the burdens of this Government, even more preference is to be given to the Madagascan than to the Mozambican slaves, as the first sort is generally much more ingenious and capable of being quickly employed in agriculture and even in trades and handicrafts than the latter, and therefore also most sought after by the farmers. That, to be sure, concerning the trade, neither at Mozambique nor at Madagascar can one ever be assured of the success of the voyage, since it also depends much on the slaves remaining alive and healthy to make the voyage turn out more profitably; but that since from the preference given to the Madagascan above the Mozambican slaves, a more advantageous sale of the former is therefore to be expected, and consequently, in our opinion, the supercargoes could well be given the freedom, in order to overcome the burden of the voyage expenses, to keep in mind during the slave trade that a larger cargo of the same, though somewhat more expensive, is more suitable to bring profit to the Company than a and N smaller

While the aforementioned Lieutenant Colonel and Major, after having given a detailed account of their unfortunate situation and lost health at Batavia, and having made some remarks about the cessation of the smallpox on the ship Avenhoorn on which they find themselves, make known that they have very many and necessary affairs to transact here, likewise mistakenly interpreting the outcome of the precautions taken concerning the passage for them on the French ships, and requesting to be allowed to come ashore here; but that, such not being granted, they would be compelled to accept the proposal to continue the journey on the ship De Draak, although they imagine that their misfortunes would not yet be ended on the aforesaid ship De Draak, because on it, as they had been told, there was an officer who had been driven out of the regiment of Luxembourg; upon all of which they request a favorable decision from this government, and that they may be informed thereof in time. The Governor having pleased hereafter to communicate to the meeting and to present for consideration the written request addressed to His Honour by Charles Louis Sergeans, former Captain in the Swiss regiment of Meuron, who arrived at this place on the ship De Jonge Frank in the past year by order of the High Indian Government to await here the opportunity to proceed with the voyage to Europe, and under recommendation to pay as much regard as possible to his request in order that this government might remain free of any difficulties, reading as follows: Luxembourg your 226 227 At Cape of Good Hope 6 February 1788. The undersigned, formerly Captain in the regiment of Meuron, finding himself under the necessity of proceeding to Holland to appeal a judgment rendered against him in his affair with the Baron van Reede, takes the liberty of begging His Excellency the Governor to grant him copies of all the papers relating to this affair as well as the declaration of the Fiscal on this subject, it being his intention to neglect nothing to regain all his rights without his absence being able to harm his advancement in any way. Of Your Excellency, The most humble and most obedient servant, signed Sergeans Your Excellency And it having been taken into consideration thereupon, that very easily an improper use could be made of such authentic documents concerning the case between the aforementioned former Captain Sergeans and the repatriated Junior Merchant Barend Hendrik van Rheede van Oudshoorn, and that on that account it would above all not be advisable to place them in the hands of the said Sergeans now during his presence at these places, where the persons involved therein as well as their next of kin reside, without however the party whom he intends in his petition being able to be addressed any further in court here, whereas one has always been carefully mindful, to prevent improper talk and interpretations which might tend to injure the honor and reputation of the family of such a rank as that of the said Junior Merchant van Rheede, which might be taken from the unconsidered and unfounded accusation of the said Sergeans, 228 229 it was deemed proper to send copies of the sought documents and resolutions mentioned therein to the said Lords. And consequently it was understood to reject the request of the said Sergeans for cause. The request of the attorneys of Mr. Barend Jacob Artois will be accommodated as much as possible. to keep that matter from public exposure, it was thought best to send copies of all the aforesaid documents with the resolutions relating thereto to the High Lords Masters over in the Fatherland, in order that whenever the said former Captain Sergeans might address the same and their Right Honorable and Respected Lordships might think fit to have these copies delivered to him, such could still happen according to their highest pleasure; it being therefore understood to reject the request of the said Sergeans to obtain such copies here, with the issuance of an extract hereof so far as necessary, with the addition that the reason and justification for this refusal will be sent and rendered to the most mentioned Lords Masters. And since from an authentic copy of the deed submitted by the Governor to the Council, whereby the said former Captain Sergeans was ordered to leave the aforesaid Swiss regiment of Meuron and this colony, it appears that the said affair between him and the Junior Merchant van Rheede was the cause of this, it was likewise judged necessary to send the highest mentioned Lords Masters an authentic copy of the same deed. And upon the submitted petition of the former Second Chief Surgeon here, Coenraad Nelson Senior, and the Assistant Coenraad Nelson Junior, in their capacity as general attorneys of the repatriated Burgher Lieutenant, the Valiant Barend Artois from here, tending to request that, on account of the reasons adduced thereto, they might be permitted to remit the small remaining amount here of their said principal to the sum of eight thousand ducatoons, with this counting by Company bills of exchange at the same time to him

to convey, it was approved, considering that the registration of the funds that each person desires and intends to remit into the Honorable Company's treasury this year is not yet closed, and it therefore cannot yet be determined to what extent the total amount to which this Government has limited itself for drawing bills of exchange will reach, and consequently, based on the findings and further circumstances, to accommodate the request of the petitioners as much as possible; Whereas, on the contrary, it was resolved to reject the petition presented by Lieutenant Jacques Louis d'Aubertin, who was discharged at his own request from the Luxembourg regiment and is repatriating on the ship Doggersbank, requesting to be granted two months' salary here for the continuation of his voyage, provided that he has nothing due to him from the Honorable Company, and that he has already received in Ceylon what could serve him to pay for this voyage. Also, on the proposal of the aforementioned Honorable Governor, since the expiration of the period up to which the price of seven schellingen per half aam of lime delivered by him to the Honorable Company was granted to the burgher Jan Hendrik Jacobus Vos by the resolution of 1 November 1786, and as this building material can thus far be obtained at no lower price, it was deemed best to continue with the payment of such price, while at the same time authorizing the engineer officers, having supervision over the fortifications and other buildings, to receive the lime at the same price from anyone who shall provide the best and most proper delivery thereof. Furthermore, to fill the command of the frigate ship De Meermin, as it will shortly have to be dispatched in order to bring closer the provisions for the ships expected in False Bay, it was deemed best to appoint once again as commander the Captain-Lieutenant of the laid-up ship De Paarl, Arij Steijn. After which, the Secretary and Member of this Council, also Member of this assembly, the Honorable Oloff Godlieb de Wet, presented to the table a memorial, with the request for a favorable decision on the same and its insertion into today's resolution, offering in the meantime to withdraw from the meeting during the deliberation, which insertion was granted. Memorial to the Right Honorable Sir Cornelis Jacob van de Graaff, Governor and Director of the Cape of Good Hope and its dependencies, etc., etc., etc., together with the Honorable Council of Policy, submitted by the undersigned. The undersigned Member and Secretary of this Council, having continually been kept busy with the burdensome and in all respects troublesome affairs which have occupied this Government during the time he has had the honor of serving the aforementioned office, and a continuous exhaustion which this has caused him having made him experience for a considerable time that his health, that precious treasure of human life, was being increasingly undermined thereby, he has frequently found himself obliged to complain about this to the Right Honorable Governor, and at the same time very insistently to request that, since he accepted the aforementioned office only upon the persistent persuasion of his Right Honorable and under protestation that he, owing to his then already weak health, considered himself little suited to perform the same properly in the long run, his Right Honorable might be pleased to release him from it at the first opportunity that might arise in the vacancy of any office, provided it was in any way suitable to the character of Member of the Council. to fulfill, but to suspend the disposal of the same until the receipt of the highly revered missives from the High Governing Lords Majores in the Fatherland, in order to learn in advance in what manner it would have pleased their High Mightinesses to dispose with respect to the undersigned's appointment as Member and Secretary of this Council; from which the undersigned, although he must otherwise praise this manner of proceeding by the said Governor as wise and prudent, nevertheless foresees for himself nothing other than that in case their High Mightinesses the Lords Masters should approve this appointment of his, however much this would certainly serve to his particular honor, it would have to be his fate to continue even longer in the same office. And the undersigned having to testify with candor that, both through the daily increasing severe attacks of pain in the head, his habitual ailment, and through the weakening of memory, he finds himself unable to continue any longer in his present office without exposing himself to neglect and omission in the service, which in one respect or another would cause prejudice to the Honorable Company and always sorrow to him; so he takes the liberty very ardently to request that he may be discharged from the aforesaid office and from the service of the Honorable Company, unless your Honorable, Valiant, and Right Honorable Lordships might judge that his presence on this Council could still be of some service or use; in which case he is heartily prepared and inclined to continue assisting as a fellow member on the same. 237 240 241 in the same, which had to form the material of the business of this assembly, and which since then had somewhat fallen behind due to the increasing weaknesses and decline of capacities of the late Secretary Bergh; having immediately turned his thoughts to proposing in time a useful subject for the assistance of this old and worn-out, worthy minister, in order to be able to replace him in that weighty office in the event of an unexpected death, his eye had fallen upon the said Mr. de Wet, as one whose abilities had appeared so evidently in the various weighty posts which he had always observed with so much probity and to the satisfaction of this government; in which choice his Honorable and Valiant was to his particular satisfaction, and was also so fortunate that he had to testify openly always to have had the utmost satisfaction in the rewarded zeal, fidelity, and untiring diligence and labor of the frequently mentioned Mr. de Wet, in the handling of matters attached to that difficult post, and of which both the resolutions of this Council worked out with so much knowledge and policy, and its voluminous letters and other documents successively supplied to the Lords Masters, irrefutably present the most undeniable and, for him Mr. de Wet, so flattering proofs. That his Honorable and Valiant therefore also for those pressing motives, however much his Honor judged Mr. de Wet as a Member of this assembly entitled to present himself as a candidate for any vacant office suitable to a member of this Council, nevertheless judged himself obliged to put to the consideration of the Members whether, since each 241 2 243 of them had learned by experience how very much the occurring affairs in this government multiply from day to day and at the same time become more difficult, for the handling and processing of which especially a competent hand was required, for which suitable subjects are so sparsely available, it would indeed square with the service of the Company that this assembly, before and until they were assured of having a competent successor at hand for the frequently mentioned Mr. de Wet, should comply with one of the two requests of his Honor; and therefore proposed to insist on this point with Mr. de Wet and to request his Honor most kindly not to leave this Council in embarrassment in this so delicate situation by withdrawing his so useful service from them, but rather out of a known inclination and zeal for the service of the Honorable Company to let himself be moved by this solemn entreaty of the Council to continue in an office in which he had always given so much satisfaction to the government, at least until such time as the further disposition of their Honorable High Mightinesses the Lords Seventeen with respect to the office of Secretary regarding his Honor should have arrived; wherefore his Honor also at the same time offered for consideration to leave the office of Cashier unfilled until that time, and to assign the provisional performance of the same to two commissioners. It was deemed proper to also authorize the Commissioners for the Supply at Plettenberg Bay to proceed with the contract, having noted the prices for which each piece of timber could be obtained here at the Cape, without, however, having stated the cartage which usually must be paid separately here, and which, according to their testimony, amounts to precisely as much as the prices fixed for the timber loaded on each wagon. That accordingly, the said master wagonmakers have testified to the undersigned that if their aforementioned prepared list were increased for freight charges by an amount equal to that stipulated for the timber itself, they, the masters, could then undertake to deliver the specified timber pieces to the Honourable Company here for such prices as they have stated in their aforementioned note, with the cartage calculated separately. Wherefore, the undersigned, believing they have fulfilled the intention of Your Right Honourable, submit this as a dutiful report. and all of this having been meticulously and with all attention in that regard weighed and considered by us, we have unanimously, saving reverence for better judgment, judged that the aforementioned vessel Avenhorn could quietly come to anchor here in the roads towards the middle of next month, March, without one needing to be fearful of any further contagion, if Your Highly Honorable would be pleased to order and cause to be observed the following in that regard, as well as to command a precise and strict compliance with the same upon everyone whom it may concern: Firstly, that no one of the crew or passengers, whoever he may be, may as yet come ashore, nor may anyone from the shore go on board, to which end naval officers ought to be placed on the craft that will be employed in unloading that vessel, in order to keep a watchful eye that during the unloading no one from such craft presumes to cross over on board the ship, and none from the ship into those craft, and especially that no effects whatever, however small and of whatever nature and quality they might also be, are transported therewith and brought ashore, in order thereby to cut off all communication until such time as Your Highly Honorable will be pleased to take other and further measures in that regard; further, that the enslaved persons aboard, and in particular those who have suffered from the aforementioned illness and have convalesced from it, will still have to remain in quarantine on Robben Island for some time.
