This having been prepared thus far, there arrived this morning in these roads Your Right Honorable Worships' ship de Goede Trouw, with 18 dead and 55 sick, being otherwise in very good condition, whereof we hereby give Your Right Honorable Worships the dutiful notice. With respectful reference to our latest humble letter of the 13th of this month, we take the liberty respectfully to inform Your Right Honorable Worships that the bearer thereof, the Ceylon return ship Trinconomale, with that, 486. set sail yesterday. Furthermore, we may have the pleasure of communicating to Your Right Honorable Worships the safe arrival of two of your Chamber ships, namely: On the 19th of this month, Meerwijk, having departed China on the first of January, and had during the voyage one dead. Today, Christophorus Colombus, departed China in company with the first-mentioned, which during the journey hither had two dead. Both these ships are in very good condition and will, pursuant to orders, be dispatched from here with the utmost haste. The private ship Eik en Linde, returning for Your Right Honorable Worships' Chamber, being ready today to undertake its voyage, we take the liberty of presenting to Your Right Honorable Worships the short invoice of what was shipped therein at Batavia for 487. account of Your Right Honorable Worships, together with an account of what has been supplied to that vessel at this Government. We also take the liberty of presenting to Your Right Honorable Worships the duplicate of our respectful letter dated the 13th of this month addressed to the Illustrious College of the Gentlemen Seventeen. Captain Thomas Tingei, having arrived as a passenger with the stranded Genoese ship the Maria, and Thomas Friesch, mate of that vessel, having made a request to us to be permitted to cross over as passengers with the bearer hereof, we have permitted them to do so, under the most favorable construction of Your Right Honorable Worships, provided 488. the 22nd of April 1790 that they conduct themselves regarding the transport and board money according to the charter-party of that vessel. delicate service, various difficulties have arisen on several occasions, in view of the fact that the petitioner, in his aforesaid capacity as Town Major, does not hold the permanent rank among the troops of this important establishment that is so necessary for the execution of his military duties in that same service. That the petitioner has spoken and consulted about this on several occasions with the Colonel Commandant of the Regiment of Wurtemberg, the Baron von Hugel, currently commanding the garrison here, and that the latter, as well as the petitioner himself, has done so with the Governor of this Colony. That the well-mentioned Governor, as well as the aforesaid Colonel von Hugel, being fully penetrated by the well-founded nature of the petitioner's concerns as arising from an unavoidable necessity for the service of the country, the aforesaid Governor has also most willingly granted the petitioner his permission to address Your Right Honorable Excellencies in all humility in this regard. That the petitioner, by the disposition of the Right Honorable Valiant Governor and the Honorable Council of this Government, was privileged to find himself honored already in the beginning of the year 1786 with the aforesaid very confidential post of Town Major. Which appointment Your Right Honorable Excellencies were also graciously pleased to ratify; and which difficult post he dares to flatter himself to have always observed with all possible loyalty and zeal during a very critical time, and to have fulfilled the cares and duties imposed upon him, to the satisfaction of his High Superiors, to the utmost of his ability. Wherefore the petitioner has the honor to bring respectfully to the notice of Your Right Honorable Excellencies. However, before the petitioner takes the liberty to lay open his humble prayer to Your Right Honorable Excellencies, he supplicates that it may be granted to him to occupy Your Right Honorable Excellencies' precious attention for a moment with the reasons that he (under respectful correction) believes he has in his favor for the boldness that he now dares to permit himself, without prejudice to those reasons concerning the service, on which grounds the petitioner may aspire to a higher permanent rank in this garrison, and of which he holds himself assured that Your Right Honorable Excellencies will likewise be fully convinced. That the petitioner has found himself in the opportunity to acquire the military knowledge so greatly required, having had the honor to serve for nearly 14 years as an officer in various ranks in the armies of His Majesty the King of Prussia, during which time are included 5 years of a very active and bloody war, of which the petitioner still bears the marks through many wounds sustained. That after the end of this war, the petitioner left the Prussian army again and returned to his fatherland, where he was honored with the post of Major and Inspector of one of the departments over more than 20,000 men, in which post the petitioner again served for five years. That the petitioner, always inclined to try his fortune in an active military service, decided in the year 1777 to attend the war in America, where the petitioner was placed as Major in an infantry regiment, and in the following year as Lieutenant Colonel of a regiment of Dragoons. That a few months later, the Colonel of that regiment having been taken prisoner, the petitioner commanded the same throughout that entire campaign and a large part of the following one, and indeed until the time that the aforementioned Colonel Commandant was exchanged. That the petitioner, in the year 1780, left the service in America out of a distaste for the same, and returned once again to his fatherland. That thereupon the Republic of the United Netherlands, which the petitioner now has the honor to serve, having become engaged in war in the aforesaid year 1780, and the petitioner finding an opportunity to that end, engaged in its service as Captain of a company of infantry, in order to proceed with a corps for the protection of the possessions of this State to the East Indies, as the petitioner indeed undertook this voyage, namely to the very important establishment the Cape of Good Hope. That the petitioner has served here with pleasure until now, yet further not very fortunately, while the petitioner has had to experience that some officers serving here in other corps, who upon his arrival in this Government were not only junior to the petitioner, but of whom one was even no more than a Lieutenant at that time, have been favored by Your Right Honorable Excellencies with higher posts, and indeed the last-mentioned recently with that of Major, although the petitioner happens to be the oldest Captain of this garrison. Reasons why the petitioner turns very humbly to Your Right Honorable Excellencies with a humble request that it may be of your good pleasure to cast a favorable regard upon the petitioner's former and present position, and to honor him, especially for reasons concerning the military service, with a more distinguished permanent rank. Which prayer the petitioner believes he may make with all the more right, as limiting his request solely to a commission of a higher military quality, without any increase of the salaries graciously allocated to the petitioner by Your Right Honorable Excellencies, and thus without any burden to the Honorable Company. The Captain Lieutenant of the ship Meerwijk, Jan Valkenburg, having made known to us by request that through illness he found himself unable to proceed on the voyage with the said vessel; we have therefore permitted him, pending a further shipping opportunity, to remain here until his recovery; and in his place have transferred to the aforementioned ship Meerwijk, retaining pay and premium, the Captain Lieutenant of the ship 't Duifje, Cornelis van Dijk. had commissioned, in order, assisted by the master shipwright here, Meijndert van Eyk, alongside the head shipwrights of the ships Duifje and Sterreschans, Pieter de Boer and Hendrik Koopman, to go on board the aforementioned vessel the Helena Louisa, to the end of investigating there, in the presence of the Equipment Master Cornelis Cornelisz: and in the presence of the commanding officer Leendert Stoll, the damage which the often-mentioned vessel sustained during its stranding, and to keep an accurate record thereof, adding their considerations as to whether there would still be any possibility of winching the said ship from the beach again and enabling it to undertake its projected voyage to the Netherlands, as well as which means in their opinion ought then to be employed to that end; that thereupon by the said commissioners such a written report was submitted, as we take the liberty to present to Your Noble High Mightinesses in authentic copy. From which report it has appeared to us that the preservation of the aforesaid vessel the Helena Louisa is considered very doubtful by the said commissioners, and the costs which would have to be incurred on the Company's behalf would run very high, without our even then, according to the sentiment of the often-mentioned commissioners, being able to promise ourselves any certainty of a good outcome from this; thus we have, before taking any decision hereon, and nevertheless to test everything that could with any possibility be effected toward the salvage of this hull, as well as to act herein with the greatest prudence and security in accordance with the Company's interests, and thus without necessity not to burden the Honorable Company with any needless costs, resolved to authorize the undersigned, Mr. Jacobus Johannes Le Sueur and William Ferdinand van Reede van Ribehoorn, to enter into further consultation in this matter, both with the aforesaid commissioners and with such nautical experts and others as they shall deem able to serve in this matter with their elucidations, to project and devise with the same such arrangements and measures as could be put into effect with some hope of success in order to fulfill this beneficial purpose; furthermore to make a calculation, as accurate as possible, of the costs which might be expended to that end by the Honorable Company, and, in case these costs might run so high that they should judge that a public tender of this work to the lowest bidder would turn out to be more advantageous for the Company, then to supply their thoughts as to how and in what manner this tender could and ought most conveniently to take place, what means of security would have to be provided by the contractors in case they should fail to fulfill their engagement, and finally regarding this and the rest to serve this Council with their considerations and advice, which upon its receipt we shall not fail to supply to Your Noble High Mightinesses, with respectful notification of the resolution that we shall take thereupon for the greatest benefit of the interests entrusted to us. Thus, we declare that, in pursuance of this order, we repaired thither on board together on the 25th of this month, and externally found no damage to the ship other than that the rudder had been knocked off and that all its anchors and ropes had been lost, the ship listing entirely to the starboard side, and also that it then had 3 feet of water in the hold at low tide; we pumped, but the water did not diminish in the least, and also, according to the testimony of Commander Stoll, the water flowed and sank in the ship with the tide just as happened overboard, from which one must suspect that the ship sustained damage on that side toward which it was listing. We subsequently inspected the hold, but could discover nothing there because we were prevented by the water standing therein. Furthermore, we found the ship to be 4 feet in the sand forward, but owing to the breakers standing against it, could not measure the afterpart of the ship. The first thing that ought to be done here is to attempt to get the ship over onto the port side, in order to be able to discover whether the damage which it has sustained on starboard might be repaired or not; to which end two heavy anchors ought to be carried out with heavy ropes and heavy purchases, just as if the ship had to be careened, with this difference that one must exert much more force against the ground than in floating water before the ship rights itself, whereby two heavy purchases are furthermore required to prop the ship when it comes to stand upon its keel and must go over to the port side, for which is required in the first place: Four heavy anchors; Two heavy ropes; Six cable ropes for the purchases, together with Two sufficient capstans with which one must apply the force; as well as Several mast-timbers upon which the ship may rest so that it does not get further into the sand. To this comes the difficulty that the masts of the ship, although propped and provided with outriggers whereon the purchases stand, would nevertheless still run the risk of not being able to resist the force; moreover, with the ship laying over on the other side, it remains subject to the danger of being swamped with water and possibly smashed by the first rising fresh breeze; but supposing that everything had been done to the ship that ought to have been done, and all this having turned out happily, such that it is brought into that situation to be wound off the beach as far as possible, and if the ropes, anchors, etc., then still remain good, they can be employed for the heaving off of the ship; but whether the ship will still be able to be wound off the beach, no certainty can be given.

Registered 522 Patria To the Noble, Highly Honorable Gentlemen, Directors of the Honorable Company, commissioned to the Illustrious Assembly of Seventeen, representing the General Chartered Dutch East India Company at the Presidial Chamber in Amsterdam. Noble, Valiant, Highly Honorable, Highly Wise, Provident, and Very Generous Gentlemen, High Ruling Gentlemen: On the first of this current month, we took the liberty 523 to address our latest humble letters to your Noble High Honors by the return ships Meerwijk, Schaagen, and Christophorus Columbus, and let these be accompanied by their duplicate, under respectful notice that the said vessels, together with the ship Generaal Maatzuiker, destined for Batavia, departed from this corner on the 4th of this month. Besides the ships Maccasser, Hoornwech, Nieuwstadt, and Canton, destined for Batavia and China, we have today again made ready to sail the bearer of this, the ship Huisduinen, and thus enclose to your Noble High Honors a Bill of Lading and Invoice for 5 leagers of ordinary Cape wine, shipped in that vessel from this Government, along with the Account of Expenses for what was furnished to the same here, and the List of persons repatriating therewith, among whom is the Burgher Coenraad Eb, who by petition made a request 524 to us to make the voyage to Europe with the bearer of this, in order to place his young son, who is with him, in school, and at the same time requested our respectful recommendation to your Noble High Honors so that, whenever he might be inclined to return to this place, you may be most favorably pleased to permit him to do so; wherefore we take the liberty to humbly request your Noble High Honors that, whenever the said Eb, who has always conducted himself here as a good Burgher, should come to petition your Noble High Honors to return to this corner again in his aforesaid capacity, you will then be most favorably pleased to permit him this. To several persons, according to annual custom, permission having been granted by us to have their monthly wages in credit received in Europe by their authorized agents through powers of attorney, we therefore take the liberty to most humbly request your Noble High Honors to be pleased 525 to have the same paid according to the text of the memorandum accompanying this. The ordinary commissioner on deducted wages, Fredrik Gothold Holtzappel, having counted into the Honorable Company's Treasury here in the year 1788 a sum of 200 ducatoons to be remitted to the Netherlands and to be received there by Mr. Gotlob Silo in Amsterdam, having presented to us by petition that the said Silo, or his heirs, had not been able to receive the amount of that bill of exchange because the advice given by us to your Noble High Honors did not agree with the contents of that draft, and upon investigation it having appeared that in our humble letters of 15 August 1788 the draft granted for those moneys was erroneously made payable to Mr. Justus Hendrik Pfeil, we therefore most humbly request your Noble High Honors to be pleased to have its amount paid to the heirs of the aforementioned Silo, 526 and most favorably to excuse this error. The undersigned Chief Administrator having submitted to our meeting a detailed report serving in answer to the considerations which the Noble, Highly Honorable Gentlemen Directors of the Fifth Department have been pleased to make on the Trade Books of this Government, we therefore respectfully take the liberty to offer the same to your Noble High Honors in authentic copy. The undersigned, in order to facilitate the confrontation of the aforementioned cited Considerations with his remarks, will in this reply follow the thread of these Considerations as much as possible, and regarding the request of their Right Honourable Lords that in the future, when sending over the Cape trade books, the special administration books kept here shall be enclosed, respectfully observes: that the special administration books are kept by the respective administrators solely for the quantities of the Goods and Effects for which they are accountable, but that their costs are specified to them neither upon receipt nor upon the disbursement of those goods, and that thus the sending over of those Books could in no way serve to provide their Right Honourable Lords with the necessary and, when examining the Trade books, indispensable clarifications concerning the various parts of the Accounts of Equipment goods, work tools, and several others formed in the ledger, all of which consist of a large number of entries and are distinctly recorded in a note-book kept in the form of a ledger for that purpose at the trade office, and in which, when the whole amount of all such Goods as are included under the denomination of work tools is transferred to the ordinary ledger upon the forming of the New Books, as many Accounts are opened for those same tools under their specific names of adzes, hammers, chisels, etcetera, as there are items included under that main denomination of work tools or other Accounts; these Accounts thus opened in the note-book are continued monthly by transferring to their debit from the Journal all that has arrived of each sort of those Goods; 535. while into the Credit from that same Journal is transferred everything that has been disbursed of those goods, or must be written off until the end of each Financial Year, when the collective balances of all those special Accounts running in the ordinary Ledger under a general denomination of work tools or otherwise, must amount to exactly as much as the ledger demonstrates. little trouble to the keeper of the trade books; which could be prevented if the goods entered in those accounts were also booked into the general ledger without specifying their individual quantities, and, like the equipment goods, work tools, and other items, transferred under their specific denominations to the aforementioned record book, which, being supplied to their Right Honorable Worships alongside the journal and general ledger, would greatly facilitate the review of all those complicated accounts. The reflections made by their Right Honorable Worships regarding the calculation of the lead in the aforementioned books being very correct, the undersigned will only take the liberty to observe that the price for which the lead was calculated during that financial year seems to have been taken according to the cost of the remainders as of the end of August 1784, except for that part of the metal which was issued to the ships, which was calculated according to the prices for which it was written off in the previous financial year 1783/4. The same applies to the calculations of many other articles, concerning which their Right Honorable Worships could express their most serious displeasure, and which are also the reason why one can never completely rely on the true expenses of this Government as a whole, and even less so on the amount of each expense item in particular, since the undersigned, upon careful examination of both the aforesaid books and others kept before his administration and especially since the last war, has to his regret found that very often, due to the irregularity of the prices of the goods arrived and purchased and the impossibility of averaging those prices at the time of the distributions, one has had to take recourse, as is most clearly shown in the financial year's expense account, to charging one account with what was undercharged in another, or across various accounts in a preceding financial year. As a result, at the closing of the books, among many harmful appearances, it further causes that no reliance can be placed on the value of what remains in this Government at the expiration of each financial year. The certainty in which the undersigned finds himself that during the time he was permitted to hold the office of Chief Administrator and thus also that of trade bookkeeper in this Government, similar errors and the irregular charges arising therefrom are to be found in the trade books, which will certainly not escape the attentive eye of their Right Honorable Worships, compels him to bring before your Right Honorable, Valiant, and Worshipful Lords the reasons to which these are to be attributed. And in order to bring these to light with all the more clarity, he has waited with this until the trade books of the year 1787/8 should be closed, so as to prove as clear as day, both to our high commanding Masters and to your Right Honorable, Valiant, and Worshipful Lords, that no neglect of duty on his part or on the part of those entrusted with the management of the trade work, but rather the manner of bookkeeping in use in this Government, which is contrary to all rules, has always been and has hitherto remained the cause of all those bad cynosures. delivered, and according to ancient custom, not only must they be entered into the current books, but also written off for whatever of those goods were found upon receipt to be defective, broken, or deficient, as well as entering what those defective and broken goods might yield at public sale. In order to comply with that custom, after the complete delivery of those goods, one had to wait until the month of November, when they were handed over to the respective administrators, and, according to the orders, a memorandum was drawn up regarding the defects, broken items, and deficiencies in delivery. Due to the slow delivery of those goods, this memorandum could not be presented to the Council of Policy earlier than 27 January 1789, in which it was then also resolved to sell those goods publicly, as had been done on 27 Ao 1738 in order to make all possible haste. In the meantime, in order to comply with the custom, the Cashier found himself obliged to keep the Cash Account for the month of August open until the warrant for that auction was received by his Honour, and thus the Cash Account for the month of August 1788 was presented only on 23 March of this year. That account, once received at the Trade Office, was indeed immediately entered into the books, but that which must be carried out after the entry of the same—both to draw up the balance sheet, to compile the profit and loss account, yields, and otherwise, and to perform the reconciliations with the respective administrators in order to close the books finally—being a work of very great complexity, and one which is frequently hindered by the ever-increasing daily business at the Trade Office, the undersigned consequently found himself unable to bring the statement of charges for the recently expired financial year before the table of Your Right Honourable and Honourable Sirs earlier than 11 August, and to request authorization to balance the charges and profits and thereby close the books. a separate Expense Account, on which the cost of the provisions, supplies, etc. furnished to the same must be calculated, in order to subsequently be booked in the same manner in the trade Journal to the debit of the Account of expenses of Ships; but when, as has taken place for years in succession, one only gets to know the true cost of the remainders of the Company's Effects at the closing of the books on the ultimate of August of the previous year in the months of May, June, or as presently in the month of August, it is impossible that the prices of that which is furnished to the ships can be calculated on a good and fixed footing in the expense accounts, and through this it arose only in the Books of the Year 1784/5 that the Rice in all expense accounts of that financial year up to the Month of April was calculated at fully 2 guilders per Cento, whereas the 151,835 lb transferred on the first of September from the Old books to the new and there calculated at 623 guilders 13 stivers, amounted to no more than a good 8 stivers per Cento. The undersigned, trusting to have pointed out the true cause of the irregular write-offs, shall, following the thread of the Considerations of the Right Honorable Gentlemen of the fifth department, further observe, regarding the reflections made therein by the Aforementioned Gentlemen about the price of the Lead sold from the Honorable Company's Warehouse and the profits that are shown to have been obtained upon that sale; that, since Lead is an Article of good sale for the Honorable Company, as is evident from an Annual sale of Circa 10,000 lb, and one cannot dispose of it unless the receipts brought in give the greatest latitude thereto, the sold Lead ought therefore also to have been considered to belong to that which was brought from the Fatherland at Circa 11 guilders the 100 lb, and by no means to the quantities thereof purchased out of absolute necessity for the Honorable Company's establishment, or received at extraordinary prices during the War; because, if one had wished to regulate the Selling price thereof according to the Prices for which that Metal was purchased and brought in, one would then have had to increase it considerably, which for the future could not have been other than very detrimental to the Honorable Company, since the sale of the Lead, being calculated as usual at Circa 11 guilders and sold for 20 guilders, must yield a steady profit for the Honorable Company. The undersigned shall pass over in silence the reflections which their Right Honorable Gentlemen are pleased to make regarding the manner of writing off found in the Account of Glass, as he believes he has shown the true Origin of that evil, and concerning that Article confine himself solely to the reflection which their Right Honorable Gentlemen are pleased to make about the Purchase of Windowpanes, and remark therewith that that purchase occurred out of pressing necessity for the provisioning of the Honorable Company's buildings, and that in the first days of the Month of January 1785, whereas the windowpanes suitable for Extraordinary Trade were only brought to this Government on the 26th of that Month by the ship the Mentor, in order, according to the desire of the Right Honorable Gentlemen Directors of the Fifth department, and as a good arrangement also necessarily requires, to be able to make known in the Requisitions to be sent from here which sorts of Paints are on hand

are on hand, it will be necessary that the warehouse master creates separate accounts for the receipt, supply, and sale of each of those types, just as the same will have to be done in the repeatedly mentioned memorandum book, in order to be able to continue under a single designation in the General Ledger. Regarding the 800 barrels of blacking requested in the requisition made under ultimo February 1784, the undersigned cannot fail to remark that when that requisition was drafted, no more than 488 small barrels of that paint were in stock. And since that quantity appeared to the undersigned to have been sufficient for the consumption of a subsequent year, he inquired with the warehouse master about the reasons that gave rise to that requisition, and understood from him that the large remainder of that paint under ultimo August 1781 arose from the 860 small bags brought in during that month by the ship De Vrede en Vrijheid, and thus long after the drafting of the same; that in drawing up that requisition he had regarded that article in this Government as much needed and well in demand, and for that reason also believed he would not act improperly by ensuring that one would come to have a supply of it. The request made in the requisitions of 1784 to be supplied with 100 small barrels and 50 lb of blacking for the artillery was made not by the warehouse master, but by the Director of Fortifications, Mr. Philippus Hermanus Gilquin, for the use of the artillery and thus placed under those requirements. However, since various articles such as sailcloth, lead, cartridge paper, tinplate, wicks, and sewing thread, requested by the aforementioned Mr. Gilquin, have attracted similar well-founded reflections as those which their Right Honorable Worships are pleased to make regarding the requisition of blacking, the undersigned believes this to be the place to bring to the attention of Your Right Noble and Honorable Worships: that the aforementioned Mr. Gilquin has been enjoined by the undersigned henceforth to make any requisitions for articles that, although needed for the artillery, are to be found in the administration of the storekeeper, warehouse master, equipment master, and other administrators; and His Honor has been recommended, when drafting the Home Requisitions, to state to each of the respective administrators how much His Honor believes will be needed in a subsequent year of the goods belonging to their administration, who will thereafter draft their requisitions and supply to His Honor upon written warrant that which His Honor requires both for the artillery and otherwise. By this means, not only are repeated requisitions for one and the same necessities for one and the same Government prevented, but much trouble in the Honorable Company's trade books and in those of different administrations is also avoided. The large remainder of iron that was present in this Government under ultimo August 1785, as well as the requisition of 200,000 lb determined on the 12th of May of that year, having drawn the attention of their Right Honorable Worships, the undersigned will respectfully remark thereon: that the 21,250 lb of iron included in that remainder, having belonged to the extraordinary merchandise, were sold at the ordinary and advantageous price of 8 Rixdollars per hundredweight; that the remainder of 303,366 and a half lb of iron on hand for the Honorable Company's works and also for trade, mostly consisted of light, thin, and flat iron, which can very rarely be used here, and fully 30,000 lb of cast plates for plowshares, for which neither blacksmiths nor farmers showed any desire, because they were too thin and cannot be melted down so as to be used advantageously in the heavy, mostly clayey and stony soils used for grain cultivation in this region, as clearly appears from the requisition of the 12th of May 1785 and the requisition following it, since in the same nothing was requested other than heavy flat plating, square axle and plowshare iron of 10 inches wide and three-quarters of an inch thick; that the warehouse master, in stating the requisition of 200,000 lb, also took into consideration the great sale which that metal has had in this Government.

544 has, especially when one is provided with the required assortments, as will appear from the transmitted Trade Books, well over 300,000 lb of iron was written off therein and circa 200,000 lb thereof sold for the usual advantageous price, that this requisition was also primarily arranged to prevent that in times of war, when that useful metal is indispensable for the Honorable Company's service in particular assortments, one would find oneself forced, as happened in the last war, to purchase the same from foreigners at rd 10 39/48 per hundredweight or even more enormous prices. Regarding the iron sent out by the High and Mighty Lords Masters for Extraordinary Trade, one can find both in the Trade Books of this Government and in the separate Cash account of Mr. Passier that the same was sold for the ordinary price of rd 8 per hundredweight. The requisition of 12,000 lb of tobacco made in the year 1783, according to the information gathered hereon by the undersigned regarding the quality of the tobacco that can best be sold here, the undersigned will remark: that the farmers and Hottentots through owed its origin to the enormous prices that were paid at that time for that article at the Cape, all the more because one found oneself forced to purchase the same for the account of the Noble Company in the war at the most expensive rates; and thus, for the best benefit of the Honorable Company, it was thought best to requisition a large quantity thereof, and since one did not dare to dispose of the small stock, one took the most frugal course, which is the reason for the small sales in that year. Without doubt the requisitioned tobacco would have been disposed of with considerable profits, had not this country prior to its receipt been fully provided with it by private supply, as also fully appears from the requisitions subsequently sent from this Government, as no tobacco was requisitioned therein. 545 whom the same must be consumed, whether by sale, barter for calves, or provision, are generally provided with native tobacco, and thus desire no foreign sort, provided that it is pure of taste and possesses the other good qualities belonging thereto. On the reflection of the Right Honorable Highly Respected Lords Directors regarding the writing off of 2,816 gunny bags and their sale for rd 3½, the undersigned can answer little or nothing with certainty, because Mr. van Schoor, at that time Dispenser, already departed for Europe in the year 1786. However, the undersigned finds himself obliged to record: that he was informed by the Captain who returned in the year 1785 with the ship De Meermin, that all the bags brought back by him were in very bad condition; that the gunny bags cannot be used for long at all; that certainly upon its departure no new but rather half-worn bags will have been provided to that vessel, because the same only had to serve for storing the provision rice purchased at Madagascar; that annually from every administration the unserviceable goods are reported to the Chief Administrator, are examined by him, and sold at public auction in his presence; and that he therefore presumes, from the trifle of rd 3 3/8 that was obtained for those bags at the public sale held in the Castle, that he may conclude that the same were entirely worn out and decayed. Being able to make no other than similar remarks about the article of corn sacks, the undersigned finds himself arriving at that of Casks, about which he conferred with Mr. Jacobus Johannes Le Sueur, cellar master in this Government, who informed him: that the supplies from the Honorable Company's Wine Cellar are made either to the ships of the Honorable Company or to the different posts in this Government; that those to the ships go by expense account or by invoice, and that therefore the casks supplied therewith must be accounted for at the place of destination of such ships, as the same are written off in the Trade Books here; that

546: that for the beverages serving as rations at the various posts, namely the Hospital, the remote Saaijen, and other military detachments, the cooperage is manufactured at the Coopers' Shop and delivered to them for the said purposes; but that this cooperage, whether transported by vessels or by axle, is generally dragged and tossed about and mostly exposed to an almost all-devouring atmosphere, such as occurs in this climate, against which even iron cannot withstand, one can easily appreciate that little or rather nothing of such cooperage can turn out well, the less so since the necessary utensils are made from old wood, namely from empty ration barrels from the outgoing ships; that it may further be noted here: that the cooperage provided is repaired and maintained for as long as is humanly possible to keep the liquid contained before one proceeds to supply such posts with new cooperage, while the men, both at the Main Settlement and at the nearby posts, must acquire their own cooperage or other vessels in order to receive and store their rations therein. Regarding the requisition made for 3000 pieces of whole leaguer hoops, the undersigned has understood from the aforementioned Mr. Le Sueur that the prudence of making such a new requisition of them was not so very blameworthy, and that for the same reason the respective administrators, when formulating the requisitions, ought above all to take into account the circumstances of the times, in order to calculate those requisitions accordingly; that the 2053 pieces of leaguer hoops sent out under merchandise for extra sale, having heard they found very ready buyers, is quite certain, as evidenced by the profit they yielded; and that it would have been desirable that, in proportion to the 10,000 pieces of Hamburg pipe staves also sent out at that time for extra trade, a proportional number of iron hoops had likewise been added to them, in which case both those parcels would without doubt have been disposed of to the best advantage, whereas, on the contrary, when that small number of hoops was sold out, one had to experience that the prices of staves began to drop considerably, as the inhabitants were sufficiently provided with that timber from elsewhere. Regarding 547. Regarding the question of why the leaguer hoops still remaining on the books were not put to the same use as those sent for extra trade, the repeatedly mentioned Mr. Lesueur has further informed me: that the hoops on hand in the Company's Wine Cellar, as well as all other Company effects, have always been kept separate from such merchandise as was sent out upon the extraordinary requisition for trade, and that this claimed large remainder was not so superfluous. This can be seen from the list marked Sub La.
