855 they, on the contrary, can all take part in the supply to the Company, which occurring, of which there is no doubt, because wood-chopping is the favorite profession and virtually the only livelihood of almost all those people, they consequently, in order not to lose that trade and their aforementioned livelihood, will soon be obliged to contract with the Company; from this it will further arise that, while for the country people the matter only changes in form, that this change is even to their advantage, and the inhabitants of the Cape have the additional benefit of being relieved from the excessive prices of the timber, the Colony will gain thereby that the residents of the countryside, in order to be as close as possible to the center of trade of the Company and in the vicinity of the forests, joining together in narrower settlements, the land will thereby be better inhabited. While the growth of suppliers for the Company will bring about that, the project being properly underway and the upper hand having thereby been obtained, while it will be able to propose to the aforementioned suppliers, as often as circumstances might require, other conditions and lower prices, with the well-founded prospect that the competition of so many participants will cause the same to be accepted without much resistance, it can at the same time give to its affairs that extension which shall be deemed advisable and for which the same shall be susceptible. And that the forests, which, reckoning from Mosselbaaij, lie along the entire East Coast, and besides at the just-mentioned Bay also terminate at a greater or lesser distance at the Plettenbergs, Kromme Riviers, and Zwartkops Riviers Bays, etc., having divided them into sections, so far as the same are known, according as nature itself visibly indicates that separation, as well as the unknown ones in thought and into as many parts as it is supposed that navigable places will yet be found under the jurisdiction of this Government, then, beginning the felling from below upwards, one allows the first section to be exploited as long as stock is found therein, or until such time as one begins to perceive that what still remains therein is nothing but young growth and immature trees; and closing such a section, one transfers the woodcutting to the second section, as well as the business of the Company to another adjacent Bay, and so on from one Bay and section upwards to the other, until one judges that one must not remove oneself further from the Capital; whereupon, returning to the place where one first made a beginning, which very apparently will not need to happen in the first 50 or 100 years, one will find the new growth as well as the young trees again in their full maturity and thus also once again a new supply, and in this manner reach the objective that one has proposed to oneself in this matter. 857 856 Yet, since it will largely depend on the manner in which one proceeds in the utilization of the wood whether one will be obliged sooner or later to change place, and the Company might possibly dread the costs with which the relocation of its business every 25 years must necessarily be accompanied, however much those costs might be of greater importance, and in their consequences would otherwise bring great benefits to the Company and the country; and in order to be able to find a supply in the same place for that much longer, one ought to make some use of all the wood that is good for anything, one should in the course of time, in making the requisitions, not limit oneself to such articles as have up to now been contracted out, but as a trial could also requisition, both for the consumption of the Company itself and for trade with the inhabitants, woodwork for doors, windows, lintels, wagon beams, and felloes for wheelbarrows, palisades, etc. etc., for which the planks that have cracks in the heart and the trees that, having been felled for beams of a certain length, have rot holes or other defects within the specified length, as well as most tops or branches of the trees, all of which currently still remain unworked and consequently are also lost, can be employed; which, being found to be in demand, the purpose in this matter will then also be fulfilled. Then, as one meanwhile observes that matters, guided by circumstances, have already progressed as it were of their own accord in the proposed order to such an extent that, the forests around Mossel Baaij being exhausted, the Company has thus already in the first instance had to establish its business higher up in Plettenbergs Baaij, and that, this last-mentioned region also yielding no more supply and one not choosing to relocate its magazines further up, it will again in the vicinity of Mossel Baaij

seen find new provisions to pursue their trade, and that those depleted forests therefore ought not to be destroyed any further, they should consequently be closed immediately. Even for the service of the Company, as having at present no further need of it at all, no more timber should be felled in the forest that it has reserved for its service near the post in Outeniqualand to the exclusion of others. However, the inhabitants of the outer districts, in so far as they require anything for their farms, shall be permitted, upon an authorization from the Right Honourable Lord Governor, to continue to fell and transport from there as much wood as they might need for their own use, and no more, in the Outeniqualand forests that have hitherto remained open. This is on condition of first handing over the aforementioned authorization, not as has happened up to now to the respective Landdrosts, but to the undersigned, in order that they may ensure that the wood granted to those people for their own convenience is not brought hither and used to carry on further trade to the greater destruction of the forests. For this reason, all the same forests should then also be placed and remain together under the immediate direction now of the undersigned, and subsequently of whomsoever after them this operation may be entrusted to. Despite a piece of coarse ship's biscuit having been found near one of the aforementioned bales, from which one must deduce that the theft was committed by someone from the ships' crews who, despite a sentinel being posted at the warehouse both by day and by night, skillfully managed to sneak into it through one of the windows and subsequently escape from it again in the same manner without being discovered, the undersigned were not able through investigation to trace the perpetrator or find out where the stolen linen, which in itself is of very little value, may have gone. That, as the success or utter failure of the now so successfully completed loading of the linen depended on the preservation or loss of the flat-bottomed vessel, and the commissioners, being so destitute of all requisite means as one must inevitably find oneself in such a remote place, did not dare to risk that vessel and place it in the greatest danger to load the three pieces of cannon taken over for the account of the Honourable Company from the skipper of the often-mentioned wrecked vessel Maria, which your Right Honourable and Respected Honors explicitly pleased to order the dispatch of hither in the extract of your resolution provided to the undersigned for guidance; these pieces, therefore, in spite of the aforementioned order, had to be left behind this time. 866 860 and that, since the small wooden house which the undersigned bought last year from the burgher Talling for the shelter of 4 common soldiers and a sergeant, who were summoned by him from Mossel Bay to Plettenberg Bay to guard the aforesaid salvaged goods from the Maria, can now, both because of its own poor condition and because the military detachment there presently consists, through the deemed necessary augmentation, of one officer, sergeant, corporal, and 9 common soldiers, no longer serve the aforesaid purpose, nor can those men remain accommodated any longer in the timber shed, where they are presently still lodged under shelter with their weapons and provisions, while the timber work, as it cannot presently be stored in the remaining space, must partly remain exposed to the sun and the rain; or the people from the crews of the ships sent ashore to serve there for the speedy loading of the same, who, having been exposed to the severity of the winter season and forced to camp in the open air during all the time of their arduous service for two consecutive years, because of which, as was naturally to be expected, many of them have continually become incapacitated, can no longer be treated on that footing without absolute necessity, the less so since the means to provide for all this in a very inexpensive manner for the Company are at hand, and the undersigned have therefore been obliged, with the prior knowledge of the Noble Lord Governor, to order the necessary lodgings for the soldiers stationed at Plettenberg Bay and the sailors serving ashore there in such a manner that the same, through the arrangements made by the undersigned, will cause no other costs to the Company than the wages and emoluments of two craftsmen, together with the necessary ironwork and some further small items of little importance, in order to have those 861 A structures erected as soon as possible according to the available means, and have had to retain 6 of the convalescents of the line placed on the Jonge Frank in the frequently mentioned bay, in order to be used there for some time as helpers for the aforementioned work. All of which the undersigned hope will be approved by your Right Honorable and Worshipful Honors for the reasons given; they further take the liberty of presenting herewith to your Right Honorable and Worshipful Honors a specific list of such timber works as have been successively supplied from the warehouse from the stock laid up there and consumed for the service of the Company, with the request that these timber works may be written off in the trade books here by order of your Right Honorable and Worshipful Honors. Just as they also, in accordance with their duty, urgently request that, in order to fulfill the beneficial objective of your Right Honorable and Worshipful Honors, namely that the interest of the Company be advanced in this new branch of trade, while keeping in view a fair livelihood for the suppliers and, for the weighty reasons existing therefor, a reduction in the price of timber works for the inhabitants in general, a fixed footing be determined according to which the delivered timber must now, and henceforth always until circumstances might demand a change, be sold, with the fixing of the prices of each item separately. Patria Right Honourable, Valiant, Highly Esteemed, Most Wise, Prudent, and Very Generous Gentlemen, High Commanding Gentlemen, We take the liberty of presenting herewith to Your Right Honours the duplicate of our respectful general report of affairs dated the 15th of the recently passed month of July, addressed to Your Right Honours per the ship de Pollux, which therewith embarked on the following day on its voyage to the Netherlands. In the meantime, the two following packet boats have safely arrived again in the roadstead of False Bay, namely: on the 24th of July the Maria Louisa, having sailed on the 27th of May from Punto Gale, and currently made ready again to undertake the return voyage to Ceylon; and on the 28th of the same month Het Haasje, which was dispatched from Batavia on the 21st of May last and sailed out of the Sunda Strait on the 25th of that month. Upon the arrival of that vessel, we received a report from Lieutenant Jan Wilting, which we take the liberty of presenting to Your Right Honours in an authentic copy, and from which Your Right Honours will be able to learn of the terrible murder committed on board that vessel by two slaves upon the Captain, the Lieutenant, and a sailor, which murder would certainly have had even more dreadful consequences had they not been prevented by the courage of the Boatswain and the prudent conduct of Lieutenant Wilting and the entire crew, by killing the vile murderers and placing the remaining slaves on board into secure custody, as is extensively demonstrated in the aforementioned report. It is, Right Honourable Gentlemen, in consequence of that thoroughly deplorable event that we found ourselves compelled to delay the dispatch of the aforementioned packet boat beyond the day determined by Your Right Honours in the regulations until today, since we had to replace the murdered officers with others, as well as have the goods left behind by those men unloaded in order to be turned over to the Curator ad lites for administration, and we were also simultaneously under the necessity of having the surviving officers come to the Cape so that the Fiscal Office could conduct the necessary investigations concerning the murder committed. Subject to the highly favourable interpretation of Your Right Honours, we have, in place of the commander, again placed in that capacity on the aforementioned vessel Captain-Lieutenant Francois Johannes van den Broek, left behind here from the ship Dordwijk due to indisposition, while we have promoted Second Lieutenant Jan Wilting to Lieutenant, and the Boatswain, both as a reward for the courage shown by him and in consideration of the fact that, in order to bring the said packet boat hither, he had to perform the duty of Lieutenant, advanced in his place to Second Lieutenant, hoping that these arrangements may receive the highly favourable approval of Your Right Honours. Before the receipt of those pleasant tidings, the undersigned Governor had already appointed a commission of sea captains to carry out what had been so laudably anticipated by Resident Brand, and further to examine the damages sustained by the said ship the Zeenimph during her stranding; this Commission, in fulfillment of the second part of their instructions, submitted a report to us dated the 8th of this month, which we take the liberty of presenting to Your Right Honorable and Worshipful Lordships in authentic copy, and from which Your Lordships will be able to see the defects found on that vessel, which mainly consist in the loss of almost all the davits, sails, and ropes, as well as an anchor, together with the breaking of the longboat and the yard, so that according to the opinion of the aforesaid Commission, the said vessel will necessarily have to be careened before undertaking her projected voyage to the Netherlands, in order to carry out the necessary repairs, which would have to take place in Simons Bay before mid-September on account of the expected southeasterly winds. The possibility that this might be accomplished prompted the undersigned Governor, upon receipt of that report, immediately to give orders for the repair of the often-mentioned vessel, on which, during caulking, it was found that the wood around the bolts on the port side is so rotted that they had virtually no hold, as appears from the report made on this matter by Lieutenant Coerse, which we also take the liberty of presenting to Your Right Honorable and Worshipful Lordships in authentic copy; whereupon the undersigned Governor again ordered the aforementioned Commission to inspect it and report how these newly discovered defects could also be repaired as quickly as possible; which was again complied with by this Commission in the report that we also present to Your Right Honorable and Worshipful Lordships in authentic copy, and from which Your Lordships will be able to observe that the discovered damage turns out to be of little importance, and can cause no hindrance to the careening of that vessel in Simons Bay, with which we shall accordingly proceed with all vigilance and dutifully report to Your Right Honorable and Worshipful Lordships at the first opportunity on what further concerns that vessel and her cargo. Furthermore, we respectfully submit this to accompany the aforesaid packet boat Het Haasje, presenting the lists of persons repatriating thereon, the brief invoice of what was shipped therein at Batavia, and the account of expenses for what was supplied to her here. The trade books of this Government, which we were unable to include with our respectful general report of affairs, will be properly closed and ready within a few days to be supplied to Your Right Honorable and Worshipful Lordships, which we shall do by the very first shipping opportunity, as we did not dare depart from the explicit orders given to us on behalf of Your Right Honorable and Worshipful Lordships regarding the departure of those vessels so far as to make the bearer of this wait a few days for those books. At the second glass in the morning watch, the Right Honorable Valiant Captain J: A: Bugee, who was on deck and had the watch, heard a shouting in the steerage or fore-cabin, not knowing what it meant, while Messrs. W: H: Berendonk, J: Witting, and R: Weijger lay asleep in their bunks; the Captain, as the men on watch testified, went below at that shouting to ascertain what was going on; having gone down a few steps, that gentleman was mortally wounded, whereupon he directly went back above and said to the men, "All hands, for we have amok running in our ship," and spun around once or twice, whereupon the men caught hold of him and brought him to the quarterdeck; he began to sink down and very swiftly received the sleep of eternity. All hands having been called, the crew, encouraged by the Boatswain Albert Schut, defended themselves with handspikes down through the hood of the steerage to oppose those amok-runners or rather murderers, but in vain, for they kept themselves hidden in corners of the steerage, and whenever the Boatswain wanted to go below with the crew, they attacked him from the corners with drawn weapons so as likewise to take his life, and the Boatswain also did not yet know how many there were of those running amok in the steerage.

Checked Frouwenfelder I Wilting, had the Carpenter make 2 Coffins of mill planks for the deceased, and had the 2 dead bodies dressed in clean clothes, and towards the afternoon placed in the coffins, laid some Ballast Balls in the Coffins and waited thus until the sun should go down, rendered still all officer honours to the 2 dead bodies, and kept the flag flying at half mast the entire day, and at Sunset cast the 2 dead bodies overboard, commending them in the Name of God the father son & holy ghost Amen - - - Amen Let this be an End to this sad day they could not well keep the dead much longer, because of the Faintness of the Ship as well as the impending Voyage whereby they were subject to putrefaction, and perhaps might cause painful Sicknesses. 9 JGoetz No 5. 1 923 In pursuance of Your Honourable Most Worshipful's honored order of the 5th of this month whereby we the undersigned are commissioned, in order to examine the ship de Zeenimph which ran aground on 6 July last in Simonsbaai, in the presence of the resident Cl Brand and Master of the Equipage C: Cornelisz:, to ascertain what damage the aforementioned keel sustained during the grounding and according to those findings to keep pertinent notes, as well as if possible to winch the same off the beach, we the undersigned commissioners have betaken ourselves on that account to Simonsbaai, in order to comply with the honored orders of Your Honourable Most Worshipful. Whereupon on our arrival there we found the said vessel already to have been winched off the Beach that same morning by the Resident Mr. Brand, and brought to a suitable anchorage in the roads in Simonsbaai; then wishing to fulfill the first part of our Commission, we proceeded today on board the oft-mentioned vessel, and duly examined the damage which it sustained and found it to consist of the following, namely: That the gunwale above on the port side is shattered by the falling of the masts. Four heavy cables cut and a bower anchor parted and found unfit. Rigging through the cutting of the masts together with the sails and spars mostly indeed entirely washed over by the sea and lost the remaining sails that were used for the Tents and for salvaging the Cargo, completely weathered by rain and wind etc., and with holes, are found partially unusable. Therefore the said keel is judged not to be in a state to make the projected voyage to Europe without first having to be careened in order to effect the necessary repairs, which here in Simonsbaai, because of the S: E: winds expected between now and mid-next month, will have to be carried out. High Commanding Gentlemen: The undersigned members of the Council of Policy in the Government of the Cape of Good Hope find themselves compelled to take the liberty to come and weary Your Right Honors in your most weighty occupations, and to approach the illustrious Meeting with this their most humble address, in order to give Your Right Honors through the same a sketch of the critical circumstances in which they find themselves in their above-mentioned offices, both by the arbitrary and, in our view, wrongful conduct of the Lord Commander of this Colony. Which would have caused us to hasten this step already, had we not been restrained by several weighty considerations: especially how exceedingly disagreeable and painful reports of such a nature from a Company establishment of such essential importance must fall upon the High Commanders, particularly at a time when your most wise and so weighty deliberations to preserve that essential pillar of the state edifice of the Republic plunged through so many fateful occurrences, through no fault of its own, into a state of distress from its complete downfall, ought not to be interrupted; indeed, what influences disagreements among the Members of the government might have upon every individual in this Colony. Yet, Most Honorable Gentlemen, they have considered that the matter was of such a nature that they would fall short of their solemn duty and their oath, and that remaining silent any longer would become a crime. And it is for that reason that we most respectfully believe we may take the liberty to petition Your Right Honors that the interruption they thereby cause to those so weighty occupations may be interpreted for the best, in consideration that the motive is solely a true zeal for the service of Your Right Honors and a cordial desire to promote your interests.
