We shall spare no effort and miss no opportunity to realize such profits as may in some measure offset these necessary expenditures, which have been caused by the turnover that has increased so uncommonly over several years. Meanwhile, their Right Honourable Worships will be respectfully requested to make known their intentions regarding the points that were proposed on behalf of this government for increasing revenues, of Junior Merchant, by order of your Right Honourable Worships, Surgeon Domis. At the same time, being fully convinced of the necessity to remedy our situation as far as possible, we assure them that this government will never lose sight of this essential point of its particular duty. Nevertheless, it grieves us deeply that the ever-increasing and most necessary augmentation of the garrison for the defense of this important establishment, which is indispensable, offers little hope that any reduction in expenses can be brought about. Indeed, the Lord Commissioners Vaillant, Verheul, and Gravestein themselves had to acknowledge the necessity of having even more buildings constructed here on the Company's behalf, and have also reported this to His Serene Highness. Therefore, to convince them that these increased expenditures are solely caused by the greatly increased scale of operations, their Right Honourable Worships will be humbly requested to cast their eye upon the general representation of the expenses of this government now being sent over. From this, one may rest assured, it will be crystal clear to their Right Honours that savings here are being dutifully observed as far as is at all possible. From the 26th, the desire of their Right Honourable Worships is observed concerning the discharged former chief surgeon of the hospital, to have him return to the rank that belongs to him according to the capacity he held in the Company's service. To this, it will be respectfully replied that because he, Domis, in his long years of service rendered to the Honourable Company, has always given the greatest reasons for satisfaction to his respective masters, it was thought permissible—when he requested his discharge from the service and thereby renounced the claim he could have made to enjoy some retirement pension—to grant him a rank that his predecessors had always held upon their discharge from the service until the year 1786 in accordance with the orders, and about which none of the political servants in this government showed any signs of displeasure. However, upon receipt of the said esteemed letter, in dutiful compliance with the orders contained therein, this council has immediately reinstated him, Domis, to his turnover rank.

That the petitioner, upon his appointment as first head surgeon, just as his predecessors, was also favored with the rank next to the serving burgher councillors, as this had at all times taken place in this government until the introduction of the new rank list, by which he was equated with the junior merchants of the Honorable Company. That the petitioner, upon his request to be discharged from the service of the Honorable Company, on account of his nearly forty years of service, might have deemed himself somewhat entitled to request at the same time the enjoyment of the retirement pension which the Honorable Company has allocated to those who have worn themselves out in its service; but that he, through his own means, mostly acquired by inheritance, found himself in a position to live without that benefit, and thus did not wish to burden his masters, but rather preferred that Your Right Honorable, Valiant and Honorable would assign him, for his few remaining days, a rank which he had been deemed worthy of, and which he believed to have made himself worthy of through his zealous efforts for the interests of the Honorable Company, its servants, and inhabitants of this colony; and it was also surely for these reasons that Your Right Honorable, Valiant and Honorable, by your favorable resolution of 17 September 1787, were pleased to grant him the rank next to the junior member of Justice, which was also never disputed him by anyone. Having received the most favorable approval of the High and Mighty Lords Masters concerning various most necessary, yet provisional appointments and promotions among the officers of the artillery and engineers, Their Right Honorable Highnesses shall be most humbly thanked for this, both on behalf of this Council and on behalf of the officers promoted thereby, whose pay and emoluments, pursuant to the favorable disposition of the Lords Masters, shall be reimbursed from the day of their provisional appointment, which was the 4th of April of the past year. As a consequence thereof, Captain Lieutenant Hendrik van de Graaff shall be paid the ordinary monthly emoluments due to him for performing the duties of adjutant, and likewise to Surgeon Didier Pallas shall be granted, since the 4th of April of the past year, his pay of ƒ 30 per month along with the emoluments pertaining to that rank. From the latter missive, this Council having also noted the satisfaction of the Right Honorable High Lords Majors regarding the augmentation of the Artillery Corps from the 300 men of which it consisted to 396 men, and it having been considered that this government had superseded that augmentation because it was understood from the missive of Their Right Honorable Highnesses of the 8th of January of the past year that they were greatly displeased regarding the augmentation of that Corps to 300 men; it is therefore understood, since this difficulty has now been fully removed, that this increase may no longer be delayed, and it has consequently been resolved to authorize Colonel Gilquin to successively recruit the men lacking from the Artillery Corps up to 390 men from the recruits arriving from time to time. 808 809 Secondly, the above having been performed, they are filled with small beer, into which beer, as a precaution against spoilage and for its preservation, one legger, and sometimes even more, as time and circumstances require, of genuine and pure Constantia wine is added and mixed; and when that beer, after having lain in them for about a month, is poured out of them, such casks are rinsed again with clean water, dried, and provided once more with a fresh scent of sulfur. Lastly or thirdly, those casks are filled with pure and unadulterated Constantia wine, for which two leggers annually, and even more as the circumstances of the times require, are necessary; and after they have lain with that wine for three weeks, and sometimes even a month, they are drained just as before, rinsed with fresh and clean water, and on top of that they are left open with the bung for two days and thoroughly dried out, being then once again provided with a good sulfur scent, and stored away until such time when the Constantia wines must be racked for the Honorable Company; when of utmost necessity it is again required that those casks be filled with fresh water, in order to examine which of those casks, in the intervening time, have been gnawed through by the worms, which are very fond of that wine, and which such casks must then be repaired again; and after a most exact examination, the casks, having once again become cork-dry as mentioned above, must then be aired in such manner as is required when tapping into them the Constantia wines that are to be shipped.
