Upon the notification of the Dispenser that the grain harvest in Mosselbaai turned out so poorly, that the inhabitants requested to be assisted with seed grain from the Company's magazines, the overseer Doman shall be written to, to distribute from the stock to those people, upon proper receipts, keeping 30 mudden back. And finally, it being reported by the Member of this Council, the Honorable William Ferdinand van Reede van Oudshoorn, in his Honor's capacity as Dispenser in Council, that his Honor had been informed by a letter from the overseer of the Company's grain magazine in Mosselbaai, Nicolaas Doman, that the grain harvest there had failed to such an extent due to the severe drought followed by heavy rains, that only a single farmer cultivating land there, by the name of Jan Abraham Meijer, had reported a small quantity of 70 mudden of wheat that he would deliver to the Honorable Company, and that the remaining inhabitants all requested, since they had harvested nothing, to be accommodated with a little grain from the Company's magazines in order to be able to continue cultivation, it was thereupon approved to authorize the said Dispenser to write to the overseer Doman that, in case the aforesaid Jan Abraham Meyer wishes to deliver the 70 mudden of wheat reported by him, he shall receive the same for the account of the Honorable Company; but if he chooses to keep that quantity of wheat in order to accommodate the other inhabitants in that region with it, he shall be freely permitted to do so in the present case out of special consideration; while he, Doman, shall be permitted to distribute the remaining grain that is still on hand in the magazine there, except for 30 mudden which must remain therein to be used in case of an unforeseen and unexpected emergency, under proper receipts, to be restored again in kind at a subsequent grain harvest, to those who request it, and to make the distribution in such manner as the circumstances of each person shall require. Declaration of the Independent Fiscal with respect to the numerous matters that his Honor found unsettled upon assuming his office, and request to be assisted by someone in addition to the Deputy Pieter, for which purpose he proposed Mr. Johannes Andreas Truter. By the Independent Fiscal, Mr. Johan Nicolaas Steven van Lynden van Blitterswyk, it was made known to the assembly that the nearly four-year vacancy of the office currently held by his Honor, during which time it had only been served ad interim by the Deputy Fiscal Gabriel Exter, the numerous affairs attached thereto had accumulated so greatly that his Honor, upon assuming it, still found several matters unsettled, which were, however, of such a nature that they could brook no further delay, but on the contrary demanded a speedy and immediate settlement, which his Honor testified could presently be done in the required order only with great difficulty, unless his Honor were assisted by someone in addition to the aforesaid Exter; wherefore his Honor, having conferred about this with the Governor, submitted to the consideration of the Council whether in the present case it would not be expedient and of the utmost necessity, in order to proceed with the greatest possible exactness in his Honor's aforesaid weighty post, to assign someone to the said Deputy Fiscal Exter who, alongside him, would be qualified and entitled to handle matters concerning the Fiscal office; for which purpose his Honor, if this assembly might incline to his opinion, proposed the person of Mr. Johannes Andreas Truter, as being a very suitable subject for this on account of his acquired knowledge in law, in which he had recently been invested with the doctoral dignity at the University of Leiden; and requested therefore that the said Truter might be granted such rank and capacity as was established for the office of a Deputy Fiscal according to the Company's regulations; it was, in consideration of the very plausible reasons accompanying this request of the aforesaid Independent Fiscal, deemed necessary to consent thereto for the present, provided also that no precedent shall be derived therefrom for the future, but upon the decease or discharge of the said Exter or Truter, the remaining one shall have to serve alone in the aforesaid post; and therefore approved and resolved to appoint, subject to the most favorable approval of the Honorable Lords Majors, the said Mr. Johannes Truter as Second Deputy Fiscal, with the established rank thereof.

The Honorable Governor, upon reading a certain memorandum of Colonel Gordon, has reserved the matter to himself and will make a proposition regarding it at the next meeting. The Junior Merchant Duurkoop having been permitted upon his request to remain here for some time. for the attached reasons, to appoint to the rank of Junior Merchant, while the same is to be appointed as Second Adjunct with the capacity and salary of Bookkeeper at ƒ30 per month under a five-year contract in the Company's service. After which, upon an incoming missive of yesterday's date from Lieutenant Colonel de Raymond, commanding the regiment of Luxemburg, whereby he requested that, pursuant to the 17th article of the First and the 8th of the Second Capitulation, the monthly wages of the said regiment for the coming month of April might be paid to him in advance; it was deemed impossible to accede to that request because the accounts of the aforementioned regiment have already been closed and the regiment is also embarked. A memorandum containing some propositions regarding the training corps here having been produced and read out in the meeting by the Head of the Militia, Colonel Gordon, this proposal of the said Colonel Gordon was declined and reserved by the Honorable Governor as having occurred without his Honor's prior knowledge, so that his Honor himself, pursuant to the authority competent to him, may make a proposition regarding the aforesaid recruit corps at the next meeting. Tuesday, 3 March 1789 upon inquiry all present and Further on account of the poor wheat harvest that turned out and the total crop failure of this product that took place in Mossel Bay the Schelde, without wheat, after protest by the Noble Lord Governor It having been taken into consideration that the wheat harvest this year in this country has generally turned out so unfavorably that even in Mossel Bay a total crop failure of that product took place, and one has thereby been brought to the necessity of assisting the farmers in that region with the little grain that was still on hand there in the Company's storehouses, in order to be able to continue the cultivation of that crop for the coming year, whereby one is now without any prospect of being able to obtain any more grains than what is solely and strictly required for the management of this government; so one has had to resolve, in order not to let the provision ship the Schelde, currently lying here in the roads, it was resolved to let the provision ship wait any longer for a cargo of wheat, of which return to Batavia for the present there is not the slightest appearance, and not to give the High Indian government any reasonable cause for dissatisfaction by such a delay, to let the aforementioned provision ship return to Batavia without wheat, yet loaded Friday, 6 March 1789 in the morning, all present with such products as can satisfy the requisition, and to give dutiful report thereof to their High Right Honorables, in order, if in the autumn any delivery of wheat should still happen to occur, to make the shipment thereof at that time according as shipping space shall be found to be available. Counter-protest of the Gentlemen Colonel Gordon The written petition submitted by the Military Captain Le Clercq is due to this government, thus it is that the undersigned considers himself obliged, both for himself and for his successors, to expressly protest against this informal and unlawful conduct of the aforementioned Colonel Gordon, and reserves the right to take and execute such measures against it as he shall deem necessary for the maintenance of the authority of the office entrusted to him by the aforementioned Lords Masters, and in which he therefore cannot nor may tolerate the least infraction. Desiring, the undersigned, that a record of this shall be kept, where and as it belongs. Beneath was written: Done in the Castle of Good Hope, the 6th of March 1789. Was signed: C. J. van de Graaff. Against which the Gentleman Colonel and Head of the Militia, Robert Jacob Gordon, brought in the following: That he, the Head of the Militia, in his heart was completely at ease and fully convinced that in all that he has done in this matter, there was not the least intention to diminish the authority of the Noble Governor, but solely to preserve good order, the welfare of the service, and the necessary dignity and authority of his post. And because he acknowledges himself guiltless of the least intention to diminish the authority of the Noble Gentleman, and thus much less to attack his character or of any informal or unlawful conduct, he requested that the Noble Gentleman may explain wherein these have consisted, in order to be able to answer for himself on this matter. Then, having deliberated upon the following request of the Military Captain Le Clercq, who arrived here from Batavia: To His Excellency Mr. van de Graaff, Governor, and to the Gentlemen Councillors forming the Government of the Cape of Good Hope. Mr. Governor and Gentlemen. For nearly seven months that the Sieur Le Clercq has been at the Cape of Good Hope, the High Government of Batavia could have, as it seems to him, finally cleared up an oversight or an omission that occurred regarding him, without seeking to penetrate the motive of the conduct of the High Government in what concerns him; may it nevertheless be permitted to the Sieur Le Clercq, Mr. Governor and Gentlemen, in setting before you the situation, to assure you very positively that it is a natural consequence of the excess of confidence that he placed in Batavia in the promises of the High Government, and particularly of the Governor-General, Mr. Alting, who assured him that it would be written in case it had been granted to him to go there to serve the Noble Company; this confidence arose from the little knowledge that, as a foreigner, he had of the regulations of the Company, and that, moreover, he did not believe it possible that the promises made to him would be forgotten. Separated from Holland and from his family as the Sieur Le Clercq is, he does not ask you for his wages, Mr. Governor and Gentlemen, since you have done him the honour of assuring him that, not being employed in this place, they are not due to him; but he very urgently beseeches you to be so good as to cause to be made to him the advances of funds that are necessary for him to await here the orders of the Noble Company, or to go himself to ask them of it in Europe. There exist, perhaps, regulations of the Noble Company to lend assistance to such of its servants who, by a sequence of unfortunate circumstances and without any fault on their part, should have experienced misfortunes; such regulations, worthy of the goodness of the Sovereign, would be all the wiser as the remoteness of the places would render them more necessary; if they exist, the Sieur Le Clercq asks, Mr. Governor and Gentlemen, that you will be pleased to make usage of them in his regard; if on the contrary they do not exist, he does not doubt that a Government which represents that same Sovereign and which acts in its name will have the right to take upon itself to perform an act of justice and benevolence that carries its own approval with it, and that all the more: Secondly, that the Sieur Le Clercq offers, Mr. Governor and Gentlemen, his written obligation to repay to the Noble Company, as soon as it shall have determined his destination, the funds that he will have received, if it disapproves that the advances were made to him.

If it is therefore true that by this arrangement the Noble Company cannot risk losing a single sol, the Knight le Clerc has all the more reason to hope, Governor, Sir, and Gentlemen, that you will be so good as to grant him his request; for in his capacity as a captain of infantry in the service of the Noble Company, he has reason to hope to obtain means of support either while waiting or for departure. He believes he can all the more surely expect a favorable resolution on your part, as his request seems to him just, reasonable, and not at all indiscreet. In consideration of this, may it please you, Governor, Sir, and Gentlemen, to grant the present petition, made at the Cape of Good Hope on March 6, 1789. having been rejected, it was judged that this request could not be acceded to, and that the same accordingly had to be turned down. It being further made known by the Second in Command, Johannes Isaac Rhenius, that since His Honor had already on several occasions demonstrated to the Governor the impossibility that Justice can now, since all matters in this government have increased so greatly for several years and are still daily increasing more and more, be properly served any longer by a single messenger; and the aforementioned Governor, likewise realizing the notable inconveniences that this lack entailed and seeing this very clearly, had allowed and consented that he, the Second in Command, might employ to assist the currently acting court messenger the assistant serving in the Justice Secretariat, Johannes de Wit, until such time as a firm arrangement should be devised in council for the future furtherance of the matters of Justice; which De Wit had accordingly also performed that service to the satisfaction of him, the Second in Command; wherefore His Honor submitted for the consideration of the Governor whether His Honor could now see fit to propose such an arrangement to the council; to which the Independent Fiscal also added that His Honor, likewise immediately upon assuming his office, had noticed the necessity that this be provided for, since His Honor might frequently find himself frustrated by the absence of the court messenger.

By the Secunde Johannes Isaac Rhenius it was furthermore represented how His Honor had already shown the Governor in various ways the impossibility that the work of Justice at present, since all affairs in this government have increased so greatly in recent years and still increase daily more and more, can no longer be properly attended to by a single messenger; whereupon the aforementioned Governor, likewise seeing the considerable inconveniences that this shortage entailed, had very readily consented that he, the Secunde, should employ the assistant Johannes de Wit, serving under the Secretary of Justice, to assist the currently acting court messenger until such time as a permanent arrangement should be formulated in the Council for the promotion of the affairs of Justice; which duties the said De Wit had consequently performed to the utmost satisfaction of him, the Secunde; wherefore His Honor submitted to the consideration of the Governor whether His Honor might now approve bringing such an arrangement before the Council; to which the Independent Fiscal added that His Honor had also immediately upon assuming his office perceived the necessity of this being provided for, since His Honor could often find himself frustrated by the absence of the court messenger, 251 and it also having been brought forward by Mr. De Wet as President of Commissioners, to appoint the assistant De Wit as second messenger of Justice, the Governor, that the member of the Council of Justice Van der Riet had requested to be relieved from attending to the judicial affairs of the Landdrosts of Stellenbosch and Graaff-Reinet, in executing and delivering such commissions and messages as His Honor could not have performed by any other person; while the member of this Council, Mr. Oloff Godlieb de Wet, as actual President of the Board of Commissioners for Civil and Matrimonial Affairs, likewise represented concerning these matters the inconvenience in which His Honor was often placed in his said capacity, as it not seldom happened that His Honor could be informed only at the very commencement of the meetings of that Board of the matters to be handled therein, and also repeatedly, when the court messenger had to attend to judicial commissions and was absent, had to have that meeting served by someone else as messenger; wherefore the necessity hereof being abundantly clear to the Governor and all the members of the Council; it was approved to appoint henceforth a second messenger of Justice, and to name thereto at present the aforementioned assistant Johannes de Wit, under his current contract and a reduction of salary from 20 to 14 guilders; And further, the Council being notified by the aforementioned Governor of the representation made to His Honor by the member of the Council of Justice Ryno Johannes van der Riet, that because of the private affairs which he had to undertake for the subsistence of himself and his family, it had become impossible for him to attend to the affairs of the respective Landdrosts of Stellenbosch and Graaff-Reinet arising or to be executed here—for which he, upon the request of the said Landdrosts at the time when he was still sworn clerk of the aforementioned Council of Justice, had been qualified by resolutions of this meeting of 19 July 1786 and 14 January 1787—with that exactitude and zeal that he would wish, and which the importance of those matters required, he therefore requested to be relieved thereof for the future; it was approved, however much the said Van der Riet had given this government every reason for satisfaction in the handling of those affairs, nevertheless for the motives adduced by him, to grant him his request.

Proposal of the Noble Lord Governor concerning the necessity that the military depot be provided with some non-commissioned officers. Agreed by the majority to grant, and consequently to liberate and discharge him from the further performance of the aforesaid, of which notice shall be given by extract hereof to the aforementioned Landdrosts for their information, and the said van der Riet, notwithstanding this discharge granted to him, shall nevertheless be bound to continue with the handling of the affairs of the Landdrost of Graaff-Reinet until other arrangements shall have been made in this regard by them and approved by this Council. Subsequently, it was proposed to the Council by the more-mentioned Lord Governor that the military depot here for the Indies, currently being two hundred heads strong without any officers or non-commissioned officers having been appointed to it as yet, other than only Captain Sandol Roy and the present Town Major of this garrison, Captain de Bonstetten, the first-mentioned of whom had until now held command over it; this lack of the so highly necessary non-commissioned officers in that corps, coupled with the bad and no longer sustainable footing of payment on which they had been left until now, had already given rise to very many and great disorders, from which the most lamentable consequences were to be feared. Two reports from the Lord Head Administrator Johan Isaac Rhenius. having the ownership of a certain piece of land measuring 2 morgen and situated in the District of Drakenstein, depicted in a map which he presented therewith, as well as an extract resolution of the Landdrost and Heemraden of Stellenbosch and Drakenstein, it was resolved to place this request into the hands of the Landdrost and Heemraden aforesaid for the purpose of appraisal, and following their findings, to submit a report. Whereupon was brought to the table again the representation submitted at the session of 13 February last by the Resident at False Bay, Christoffel Brand, and circulated among the members of this Council, addressed to the High-Commanding Lords Major, which representation it was approved to forward under the Honourable Company's papers to their said Right Honourable Lordships. to make duty voyages wherein the otherwise so terrible dangers of the sea are forgotten through those of wandering for months on end in wildernesses and among uncivilized savages, in order to pursue a trade for which truly free souls have a natural abhorrence, and in the execution of which one often has to contend through adversities with bloodlust, sickness, and famine: he likewise feels so very embarrassed that in this he may perhaps not be able to succeed to satisfaction, given that during the short time he has had the honor to be permitted to serve the Honorable Company in this government, that trade has not been exercised for its account, and he has thus had to conduct himself in this matter according to the following reports that have been supplied to him by others, namely; That there has never existed a fixed rule according to which those who have been employed in this government for the slave trade have been compensated, although the order on that subject established by the High Commanding Lords Masters under date 22 Novbr: 1685, and of which the copy is among the undersigned's instructive papers, dictates; that the ship officers, after they should have delivered half of the bartered slaves to the west coast of Sumatra and returned here from those voyages, enjoy for the brought-in number a premium of 10 stuivers for each slave if they brought 50 heads, 20 stuivers for 100 heads, 30 stuivers when delivering 150, 40 stuivers for 200 heads; and 50 stuivers when their remaining cargo consisted of 250 heads. That not only has this premium never been enjoyed by anyone of those still here employed in that trade, but also that no one has knowledge that it was ever credited to any of the ship officers or commissioners, to which cause may certainly have been given; that the ships which at the initial undertaking of the navigation to Madagascar and Africa's east coast were dispatched thither for the Honorable Company's account either perished or made disastrous voyages, whereby that commission was suspended for many years, until the pressing necessity to supply the shortage of enslaved persons required for the operations of the Honorable Company, which could no longer be maintained by Europeans, caused this trade to be resumed, with a prudent deliberation to which the outcome completely corresponded. Then since one has undertaken to grant the commanders of the ships destined for the slave trade the freedom to purchase and barter the enslaved persons not only at Madagascar, but also on the mainland coast of Africa; one has thereby brought a real advantage to the Honorable Company, since a ship sent out on such a voyage never returned without a good number of enslaved persons, which number then and undoubtedly has been the reason that those employed in the trade brought more slaves for their own account; than when their bartering had to take place solely at the island of Madagascar. That one knows for certain that all the previous Governors of this colony have permitted both the skippers and commissioners to trade some slaves for their own account; after the number required by this Government should first have been bartered or bought by them, but that because at the island of Madagascar, where that trade was formerly solely conducted, the demands could very seldom be met, therefore also no or few slaves were brought by those employed for their own account. That whenever that trade might sometimes turn out favorably at the aforementioned island, nevertheless no more than 20 to 30 slaves were brought for their account by the commander, two commissioners, and the further officers, together with the petty officers, since the natural yearning to return hither frequently made them forget advantages that they could have obtained through a longer stay.

That the success of that trade on the mainland coast of Africa, strengthened by the plan formed in that regard by Captain Duminie, was certainly the reason that in the year 1784 the then government of this colony decided to dispatch the ship de Meermin to Mozambique, with such cash and merchandise as were required to trade for three hundred head of slaves, a number to whose acquisition one had never dared to aspire until that time, and which was nevertheless very easily obtained by him, although the fatal diseases, treated at length by him in a memorial submitted to this meeting, were the cause that only 216 head thereof were brought in. That a second enterprise undertaken in like manner in the year 1785 must have answered much better to the expectation of Your Noble Right Honorable and Honorable Worships, when, for the Mexican dollars and merchandise laden in the frigate de Meermin according to the closest calculation for the purchase of 300 slaves, after deducting what was spent on that voyage for the search of the missing ships, Zeeduin, Overduin, and de Harmonie, 345 head of slaves were traded, and 295 head thereof were brought to this government. That the good outcome of that trade certainly brought it about that those who were employed for it brought in more slaves for their own account than had happened before, and that Your Noble Right Honorable and Honorable Worships, certainly for those very reasons, and in the firm trust that the interests of the Honorable Company had been properly attended to, did not oppose that importation. That the undersigned nonetheless, subject to correction, believes nothing to be fairer than that a proper compensation be granted to those who are employed in the slave trade, and that for the following reasons. Firstly, because for that navigation no other than permanent ships are used, which outside of this trade are used solely to sail from the Cape Roads to that of False Bay and back hither again; not allowing the commander and other officers to enjoy any of the permitted freight space that is fully due to them according to the orders of the Honorable Company, whereby they would fall into the uttermost need if such a ship were not sent out for the slave trade at least every two years, and they were thereby given the opportunity to obtain some benefits for themselves. Secondly, because as supercargoes, or those who under other names hold their place, servants have always been used whose highest wage is 30 guilders a month, being bookkeepers and assistants, among whom many, and primarily foreigners, who, because they can barely subsist on that small wage in a service that requires uninterrupted activity, without the hope of being employed in that trade through their good conduct and diligence, would certainly try to quit the service, whereby the Honorable Company would see itself more and more deprived in this Government of capable subjects, the scarcity of which already makes itself felt all too much. Thirdly, because those who are employed in that trade are obliged to incur much greater expenses than if they were destined for other voyages, as the lands they go to visit deliver none of those necessities which we, through our habits and upbringing, consider indispensable, whereby they find themselves forced to contract debts that ought to be paid upon their return. And lastly, because these voyages may and must with great justice be regarded as the most dangerous and most fatiguing, and that trade as the most hateful, that are undertaken in the service of the Company, as on which many disasters are to be feared, and in which men must trade their fellow human being, differing from him only in color, like cattle, and transport them hither as such, to be a slave there for his entire life: a trade for which many harbor an aversion, and to which they only proceed out of necessity, self-interest, or the hope of some benefit and advancement. However necessary it may be that those who carry on this trade in the service of the Honorable Company, for the fatigues they endure, for the dangers to which they are exposed, and for the heavy expenses they must incur, are made to feel compensated.

As the undersigned, along with Your Right Honourable and Honourable Sirs, also considers it necessary that a fixed rule regarding this be determined by the High and Mighty Lords Masters; so that the government of this administration might hold such as a guideline therein and thereby remain free from turning a blind eye to the most necessary matters, which in the long run could never have good consequences. The undersigned has not failed, pursuant to the commission of Your Right Honourable and Honourable Sirs, to inquire of the French merchants who have passed through here on what terms they were remunerated for that voyage; in order, if possible, according to the intention of Your Right Honourable and Honourable Sirs, thereby to get on track to devise a fixed rule in that regard for this government; but in the reports that were given to him concerning this, found such a great and wide difference that the same can never serve for that precise purpose: Some of those merchants are sent by their shipowners from France to the Indies with a cargo of European goods, to barter them there for such goods and specie as are sought after and current on the African coasts; whereupon they subsequently depart from there, and, succeeding fortunately in the slave trade, sell their traded cargo in the Antilles, and from there return back to their fatherland with a cargo of coffee, sugar, or other produce of those islands, after which completed voyage they participate for a tenth and an eighth, and sometimes even for a sixth part in the profits obtained by such an expedition on the entire voyage. Others, who are dispatched in like manner, do not share in the profits that their shipowners obtain, and merely enjoy some percentage on the sale of the cargo entrusted to them, and a certain poll-tax on the slaves traded by them! They are further compensated by a certain permission, known to them under the name of Port Permis, consisting in this: that the captain, supercargo, and officers, in proportion to their ranks, may load a certain quantity of goods for the Indies, and also may carry with them a proportionate number of slaves in return to the West Indies. But the undersigned considers that this permission, however reasonable the same may be, constitutes by far the least of the advantages of the captains and supercargoes; for as necessity generally requires that those ships call at this corner of the world to take in water, it also seldom happens that one of those keels leaves the Table Bay roadstead without the commander, under one pretext or another, still selling some slaves whom they, had they permission from their shipowners for their embarkation, certainly would not dispose of here, since for the same in America double the Cape price is to be obtained. The least advantages to be obtained in the service of the French Company in the slave trade are gained on the voyages from Mauritius to the southeast coast of Madagascar and back; however, it is known that generally the captains of the ships are left the liberty of making use of the space on board, not only to carry some slaves for their own account, but also considerable quantities of rice, since its low price in Madagascar yields good profits upon sale. The undersigned hopes, in this inquiry, to have satisfied the intention of Your Right Honourable and Honourable Sirs; and for the rest, however gladly he would wish to do so, cannot proceed to make a proposal to this assembly upon which the compensation for the slave traders in the service of the Honourable Company might be devised; but considers to have demonstrated the necessity that such take place, the constant custom that has occurred in that regard, the manner in which such is effected by the French shipowners, and that our Lords and Masters, according to the cited orders, have themselves felt that necessity, although the compensation determined thereby could never indemnify any of the Honourable Company's servants for what must be endured and suffered on those voyages. Having taken up today for resumption the most revered missive written by the Most Noble, Right Honorable Gentlemen Seventeen under the date of the 16th of May of the past year to this government, and received by the same on the 19th of December thereafter, which has since been circulated among the respective gentleman members of this Council, and upon which deliberation has had to be postponed until now because of the manifold activities with which one has been occupied during all that time; one shall not fail punctually to comply with and observe the most respected orders established therein; while this government deems it cannot refrain from expressing to Their Most Noble, Right Honorable Sirs its humble gratitude for the very flattering reflections which the same has been pleased to make with regard to the measures put into effect by us in order to persuade the Town Major, Town Majors, and Clerk of the Warehouses provisionally to remain serving in their respective posts until the critical circumstances should have ceased, or until the receipt of further orders from Your Most Noble, Right Honorable Sirs in that regard; as Their Most Noble, Right Honorable Sirs immediately thereupon followed by stating that that resolution was permitted to receive their particular approval. And since Their Most Noble, Right Honorable Sirs have been pleased, as a consequence thereof, to approve the actual appointment of the aforementioned officers in the aforesaid posts with the salaries and emoluments pertaining thereto; it has been taken into consideration by this Council that, this garrison never before having been provided with a Town Major, one could in this case do nothing better than to have recourse to such guidelines as were established nearby by the High Government of the Indies by resolution of the 23rd of August 1773, and sent in copy to this government, whereby the salary of a Town Major is determined at the pay of a Major, that is, at f 150:- per month; and as it was also taken into account that the said post of Town Major in this country especially cannot be properly discharged unless the person holding it necessarily provides himself with three riding horses and a domestic servant, which at the very least calculated here causes an annual expense to him of 300 rixdollars or f 720.- Dutch currency; so it was judged that this salary of f 150 per month could well be assigned to the Town Major of this garrison; but since in this regard one will have to await the most honored approval of the aforesaid High Lords Masters, it has been approved and agreed by the majority to grant the Town Major, in addition to the salary and emoluments which he has hitherto drawn from the Honorable Company as a captain, the aforesaid sum of f 150 per month, with the emoluments pertaining to the post of Major; while he, the Town Major, under proper security to the satisfaction of this government, shall have to bind himself, in case Their Most Noble, Right Honorable Sirs should judge that less ought to have been assigned to him, to restitute the surplus received back to the Honorable Company.
