Tuesday the 15 Febr: 1791. — further, in dutiful compliance with the further orders of the Right Honorable Lords, with regard to the remaining outposts, each of the Gentlemen Members of this Council, individually, and at the latest within three months, shall report whether, and in what manner, the same posts can be dispensed with and converted into money for the Honorable Company, or leased out, with accurate descriptions of those posts, and further elucidations, as required by the Right Honorable Lords in previous letters. — To which end, in order to better enable the Gentlemen Council Members, each in particular, to do so, it was resolved likewise to instruct the aforesaid Gentlemen De wet and van Reede van Oudshoorn to conduct an accurate investigation in this regard, and, for the information that will need to be gathered on site regarding those posts, Extract Resolution taken in the Council of Policy In the Castle of Good Hope. on No 20. — to employ such persons as shall appear to their Honors to be the most suitable for that purpose. — Agrees. P Saure 1013 Right Honorable and Strict Sir! and Honorable, Respected Sirs. By resolution of this Council of 15 February last, the undersigned were commissioned to conduct an accurate investigation regarding the required elucidations concerning all such remaining outposts as are maintained for the Honorable Company, and regarding which disposition has been suspended by the High-Commanding Lords Major in the Fatherland. These required elucidations, upon a comparison of the highly revered letters from the Highest mentioned Lords Masters dated 2 October 1790 and the anterior of 31 December 1788, To the Right Honorable and Strict Sir Cornelis Jacob van de Graaff Governor and Director of the Cape of Good Hope and its dependencies &c. together with the further Honorable and Respected Council of Policy of this Government. - the undersigned found Copy. La B. 1034. to consist of the following: 1st To state distinctly in a separate Memorandum all the places and outposts that are maintained. 2nd To provide a specific statement of the size and situation of the aforesaid posts; as well as 3rd of the men, slaves, and livestock employed for the working and supervision of the same; 4th A more accurate calculation of the costs expended upon them, both with relation to the buildings, the wages and rations of the Company servants stationed there, and the maintenance of the slaves, as well as for the fodder of the livestock. 5th An annual statement and offsetting calculation of the grains and other products that they yield, or of the benefits of the livestock, or otherwise, that can be obtained for the Company. 6th together with a statement of the posts that could be discontinued, as well as a conscientious argument regarding each of the others separately; why the same should be maintained, and the savings that can take place in that case. Whence it pleased the Right Honorable Lords, by the above-mentioned latest, highly respected letters of 2 October 1790, with relation to this sixth or last point, to order that Your Right Honorable and Strict Sir and the further Members of this Council should comply with that, each individually and at the latest within three months after receipt of the same letter; which the undersigned are therefore obliged to leave intact, considering therefore that the Commission with which they find themselves honored in this matter must extend solely to the five preceding points; with which they, as much as the shortness of time has permitted, in so far as—given that they lack accurate local knowledge of some of those posts and places—they had to seek the necessary information, owing to the remoteness of the same, from those in whom the greatest knowledge thereof could be assumed and a faithful report could be expected, and finally in so far as they have been able to penetrate the obscure coverings with which the entire management of the outposts in the trade ledgers has appeared to them to be shrouded in order to obtain the demanded elucidations, find themselves enabled to comply, and will endeavor with all possible accuracy to

to satisfy. In answering the first point, they will specify the outposts that are maintained for the Company, intending, however, under the outposts, with the exception of the other respectively occupied bays, also to include the posts in the Saldanha and Hout Bays, as the establishment at the former belongs to a fishery and at the latter to the chopping of wood. Regarding the second point, the undersigned are obliged to note that, as none of the said outposts or places have ever been surveyed, it has not been possible for them to examine and report specifically the size or extent of the land which one might wish to consider attached to each of them. They have hereby considered that, in case this order were to be fulfilled literally, it would not be possible to supply the desired elucidations to Their Right Worshipful Honours at the appointed time, just as it has also appeared to them, subject to correction, that the size and extent of each of those posts or places will always depend on the disposition which Their Honours will be pleased to make in that regard, as, in case Their Right Worshipful Honours might see fit to destine any of them for sale, the size of each post or place for such a purpose could then also, according to discretion and for the greatest profit, be surveyed and determined from the land, which in its circumference fully belongs to the Company itself. Concerning the third and fourth points, the undersigned have indeed, with regard to the men, the slaves, the livestock, as well as various goods and tools that have been provided annually for the maintenance of the aforesaid posts, examined them accurately and, as far as possible, formed a calculation thereof, in so far as those costs were incurred and applied in the last completed full year, calculated from primo March 1790 to ultimo February 1791. But they have found themselves without the means and possibility to examine and report the costs with respect to the buildings, nor also the fodder for the livestock, because the buildings were constructed mostly from woodwork and further materials felled, prepared, and transported thither with the Company's wagons by the Company's European servants who were expressly placed or effectively stationed at such posts for that purpose; while the posts generally provided the fodder themselves for the livestock that was maintained on each of them. In satisfying the fifth point, in so far as it can be applied in whole or in part to each post or place, in contrast to the costs, there will also follow everything that the undersigned have been able to ascertain from the management that has been conducted from the very beginning regarding the same posts and still continues, or from the footing on which they are currently administered, which has served for the profit, service, or benefit of the Company. Adding to each, either a calculation of the [illegible] and other products that they yield, or the benefits from the livestock or otherwise that were obtained for the Honourable Company, or the objective or utility that one may have had in view in the establishment or continuation of each. Since, for the reasons stated above, the undersigned, despite all their applied efforts, have not succeeded in reporting on each of the aforesaid points as fully as they would have wished and as ought to have been done for the required elucidations, they will nevertheless contribute all the light they have been able to obtain, and, combining all the same points, elucidate each post or place in the following manner. On this side of the Hottentots Holland Mountains are situated the following Company posts or places, namely: 1st. Paarden Eiland, one and a half hours' walk from the Cape, at which post there is an ordinary dwelling for the Europeans stationed there, recently newly built, as well as a horse stable, simply constructed of thatch. This post serves: 1st. To graze the horses from the Company's stable that become unusable due to emaciation or other infirmities. 2nd. To place on that island the livestock of private individuals that is impounded here or there, until the owners present themselves.

The expenses incurred for this consist solely of the pay of the said two Europeans, namely: 2 Europeans, being former wagon drivers from the Klapmuts, who are now listed at the Company's stable, receive: In wages: 18 at ƒ12:—. — per month: amounts per year to ƒ 288 Board money: 2 Reals at 38 stivers per month, amounts per year to 97. 4 Total per year: ƒ379:4: 2nd, Jan Biesjes Kraal on the Diep River, two hours' walk from the Cape and half an hour from the aforesaid post Paarden Eiland. The expenses, on the other hand, consist of the following: 1 European, serving as a dairy farmer, though listed among the number of ordinary men at the post De Schuur, receives: In wages: ƒ 14 per month or 1 year: ƒ 168: Board money: 1½ Reals: 34: 4: Rations: 50: 1: ƒ252: 5: 7 slave boys: In clothing at ƒ 15: 2: 11 per year: ƒ 105:14: Rations at 21: 15: 152: 5: 257:19 Totals per year: ƒ 510: 4 4th, De Groenekloof, fourteen hours' walk from the Cape, and twenty from Saldanha Bay, is provided with some buildings, which, if not entirely, then for the greatest part, were renovated a few years ago, and serve for the utility and use of what this post yields, while the benefits are contained in the following: 1st, That the suitable lands there are sown with barley or wheat, the harvests of which have hitherto always been enjoyed by the respective Governors at the time. 2nd, That a breeding stock of horses and cattle is kept there for the Company. 3rd, That at this post one stores the salt gathered in the various pans lying between Saldanha Bay and the Groene Kloof, in order to subsequently bring the same to the Cape. 4th, Also, when the train-oil boilers are on Vondeling Island, a wagon with the necessary oxen is sent from this post to Saldanha Bay to transport the oil, which is brought by boat to the mainland, to the post in the said bay; in order that there, against the heat

Al het nut of voordeel van deeze post alleen in 't evenge¬ melde bestaan hebbende; =zullende onkosten moeten werden bereekend naa 't geen de besolding in Randzoenen, zo van gem Euro¬ „peesche opzigter over 't zout, als het onderhoud van twee slaven op dien post beschiden, komen te be¬ dragen. This post yielding no profit in itself, must only be considered as having been established for the management of the timberland, and that which concerns the cutting and hauling of firewood, both for the service of the Company and some of the qualified officials, according to an ancient custom, such as: 1 Company bread bakery the Hospital the slave lodge the Line the Governor the Secunde the other council members To which end, and also to graze the oxen that are daily yoked, there still pertain to this post to this day the field in the Cape Flats or dunes, as well as along the Steenbergen, so far as it has been brought under the following names, to wit: the Varkensvallei Vaderlandsche Rietvallei Diepe Vallei Baas Hermans Kraal Raapkraal and the Buffels Kraal 1027 Buffels Kraal Upon the first four named, the firewood is rooted out from under the ground, known under the name of dune or root wood, and on the last two, bordering on the so-called timberland, the wood of the kreupel and witteboomen, as well as the so-called sugar bushes, is cut by the men stationed at the previously mentioned post Witteboomen. In order to determine the utility or benefit which the Company derives from this post, it comes into consideration that, according to the report of the head master Rauch, approximately 4000 loads of wood are delivered annually for the service of the various establishments named above, which number of loads could well be calculated in value if they were comparable to those that private individuals deliver to private individuals and are commonly paid at four or five rixdollars; but as three of these loads from the Schuur can be equated to only one good private load, and also among that number of loads a large portion, serving for the bakery, consists of poor bundles of twigs which are worth much less, it is not well possible to calculate the value thereof. Another utility derived from the post de Schuur is the hauling of the reeds cut at the Zeekoevlei by the wagons and oxen belonging there. Furthermore, also the transport of cannon and further ammunition goods to the posts where they are required. As also the conveying of provisions to False Bay, whenever such might be needed for the ships. And finally, that in the workshops kept at this post for the other outposts situated on this side of the Hottentots Holland mountains, the wagons, plows, and other tools serving for agriculture are made or repaired. and monetized, or granted on loan, or rather ought to be retained for the Company, and the savings that may take place in that case: the said posts or places being arranged here in the exact order and sequence as they follow one another in the report which the two aforementioned undersigned Council members De Wet and van Reede van Oudtshoorn have prepared in fulfillment of the commission entrusted to them, in order to deliver the same at the next Political Council meeting that is to be held here at the Cape, accompanying this in authentic copy, and to which report the undersigned collectively take the liberty to respectfully refer further. 1. Paarden Eiland, no longer being of any service for the end and purpose for which it primarily served near the Company's horse stable due to the abolition of the said stable, whereby other suitable means can well be devised to properly keep the livestock impounded from private individuals elsewhere without expense to the Company; and it also being impossible for two men to guard the entire perimeter of the seashore there against desertion by night; while, moreover, the beach, as well as the vessels heading thither by day, are fully within view of the Citadel, wherefore this watchkeeping must merely be considered an incidental duty added to the herding of the cattle, in so far as such might be at all feasible, without however leaving any illusion that this can answer the purpose; both Europeans stationed there could very conveniently be withdrawn. But since in times of war one might very easily find it necessary to garrison this island or undertake other operations there for the defense of this place, and it is therefore not advisable to sell this island as a farm or to grant it on loan in the ordinary manner, so that it might indiscriminately fall into anyone's hands, the most proper and advantageous means with regard to this island would be that it, together with the dwelling standing there, be leased on behalf of the Company to someone from whom not the slightest misuse of it is to be feared, which would very likely yield a revenue of 100 to 150 Rnds per year: whereby it could also be stipulated that the lessee would be obligated: 1st, upon expiration of the agreed lease term, to deliver the building in the same good condition as it will be received by him; 2nd, always to give notice as promptly as possible of everything of any importance that happens along the beach there; and 3rd, at all times to tolerate that one or more military guard posts, if necessary in times of war, be stationed on the island. 2. Jan Biesjes Kraal, having served principally for the storage of salt from the pans in the Cape Flats, while use has been made of the surrounding fields as a pasture for the oxen that served for that work and the further transport of the salt to the Cape, which storage and convenience of the field would be very useful to a lessee of the said pans and would also always make that lease more profitable, it will thus be most in the interest of the Company to leave this post likewise to the lessee for that purpose and to stipulate such in that lease. While, moreover, if it is done on that footing and the trial to be undertaken in leasing out the salt pans should not have a favorable and satisfactory result, it always remains within the Company's power subsequently to make such use of it as shall be found to be more to its utility and advantage. 3. De Rietvalij, if it should please Your Right Honorable Sirs, as this place has always been at the disposal of the respective governors to make use of it for grazing a few milk cows and breeding horses, could also be left in that manner, since otherwise it would always be far more difficult for a Commander-in-Chief than for any private individual to obtain the necessary fresh butter for his table without obligating himself to one person or another; wherein it will also depend upon the favor of Your Right Honorable Sirs to determine whether the entire management of this place and the maintenance of the buildings in good condition shall be at the expense and for the account of the governor, or whether the Company shall either bear the pay of a European servant, provide the necessary slaves to the number of six or seven for that purpose, or pay for the repairs of the buildings, of which the first would be the most convenient. But if Your Right Honorable Sirs should in no way deem it fit to allow this place to continue for the use of the Governor, the same, as being otherwise of no utility to the Company itself

1036 or advantage, ought to be sold; whereby one cannot conceal that due to the great number of interested parties that would present themselves for it, this place would fetch a considerable price. 4th. Groene Kloof. If the salt that this post has produced annually had been properly recorded and had remained entirely with the Honorable Company, one must calculate that the proceeds thereof, together with the grain that up to this date has been hauled for the benefit of the respective Lords Governors, would have exceeded the expenses that have been applied on the Company's behalf to this post or place, whereas on the contrary these have now risen very far above the annual benefits. It can hardly be supposed that such a change could be introduced in this matter as one might hope for in order to obtain profits that would outweigh the expenses. A profitable lease of the salt pans situated between Groene Kloof and Saldanha Bay depending meanwhile greatly on whether or not this place is left to the lessee, this post could very suitably and to the Company's best interest be attached to that lease, with a complete abolition of the onerous establishment maintained for the Company there. And since one can furthermore determine with no certainty what outcome the leasing of the said salt pans between Groene Kloof will have, and it might later be deemed more suitable for the Society to take other means or measures in hand regarding this, whereby the lack of this post or place could then quite easily be very obstructive to that end, it will also for that reason not be advisable to sell this place for the present. 5th. Regarding Klavervallei, may it be permitted to refer to that which, in the interest of this post, had to be decided concerning a profitable sale of Ganzenkraal, and which was also executed with very good success. 6th. The Post at Saldanha Bay, remaining just as necessary as before in order to obtain prompt intelligence of what transpires in this remote but increasingly frequented 1037 frequented bay, and also to have the necessary orders executed there, the abolition or sale of the same could have very detrimental consequences. Nevertheless, the fishery of this post is burdensome and entirely useless to the Company, wherefore the same can also be abolished, so as to make the entire garrison there consist merely of a corporal and four men, of whom one ought also to be able to serve as a wagon driver, in order to maintain thereby only one wagon with ten or twelve yoke of oxen, so that the train oil, when it is transferred from the round island to the mainland, may be transported to the post and stored there. 7th. Klapmuts, which has served solely for obtaining hay for the Company's horse stables, being of no further use or advantage to the Company due to the impending abolition of the entire establishment of that stable, could therefore very conveniently be converted into money. 8th. De Rietvallei. Since henceforth all repairs of the Company's buildings will have to be contracted out, and the thatch reeds can be furnished by private individuals much cheaper than the same costs the Company through the establishment maintained for that purpose; it ought therefore necessarily to be abolished. Whereupon this section of the veld in the Cape dunes, as it has served as grazing for the proprietors of the farms at Constantia, Steenbergen, and Wynberg, and cannot be dispensed with, can be granted in loan to one or more of them, as will be best arranged with them, against the ordinary annual recognition fee of 24 Rixdollars, on the further condition that the Company, or whoever shall be authorized on its behalf for that purpose, shall always have free disposal over such portion of the reeds as shall be needed for use on the Company's buildings, to have it cut by the contractors. 9th. to always be able to make a useful and advantageous use thereof for the Company, for the levying of the ferry and passage money on the wines and grains that are brought up from the country for private individuals to the said bay instead of to the Cape, furthermore with respect to such products whose export might be subject to duties and are transported to False Bay for that purpose, or of other goods that, arriving with the ships in the just mentioned bay, are transferred to the Cape, and from which one would have to collect some import duties, in order in time to devise such arrangements in that regard as circumstances will best suggest; just as this post at the same time brings the utility that speedy reports can always be obtained at the main settlement of the ships or other vessels that show themselves in the mouth of False Bay: without it being possible, however, to obtain all the said utility and advantage thereof by maintaining only two men at this post, for which reason the expenses of the same would also come to increase whenever use might in time be made thereof for all the said purposes. 10th The Vischhoek, by the abolition of the fishermen also no longer causing any expenses, it cannot be determined with any certainty what use can be made for the Company of the buildings standing there, for if it is true that, according to the testimony of old people, this post was supposedly indebted for its establishment to some design on the whale or right whale fishery, which at certain times of the year used to be seen in abundance in False Bay, and if one can expect that the Company, following the example of the foreign nations who continue to practice whaling along these coasts, and very likely find themselves encouraged thereto by the profits obtained, would also wish to apply itself to this catch, and send out the establishment along with experts for that purpose, the buildings could be of service to that end, and in such case ought also to be maintained and repaired on the prescribed footing, but if it might be judged not compatible with the Company's management and interests to establish such a fishery, the said buildings could only be sold for demolition, from which, however, very little will be gained; unless someone still found the very cramped land in that vicinity somewhat suitable to make some useful use thereof, in which case it could be promised to the buyer that that land would be granted to him in loan in addition for a reasonable recognition. 11th The Witteboomen, being maintained principally for firewood, which has caused the establishment of the barn, with the abolition of the one the other could also be abandoned and sold, if it were possible, pursuant to the highly revered missives, to make an attempt at present to lease out or sell the Company's timber fields in parcels, which, by reason that these are found to be almost entirely stripped of wood further through the poor management in the woodcutting conducted for some years, cannot be complied with without great detriment to the Company; wherefore it would also correspond more with the Company's interests that this burden were still maintained for some years, in order in the meantime to let the young wood grow again: In which case the large establishment could nevertheless be reduced to four men, who would necessarily have to remain in order to keep continual supervision over the whole extent of the timber field; also to prevent private individuals from cutting any wood on the same, as well as to watch that through wantonness or carelessness, as otherwise often happens, the field is not set on fire and the wood ruined, and finally in order, alongside this guarding, when the time of the year brings it along, to replant the underwood and silver trees everywhere where the field is stripped, which is accompanied by little effort, in which it would nevertheless be expedient that, in order not to let such depend solely on the zeal and fidelity of such crewmen, one or more Council members were commissioned to keep close supervision and management over it. Meanwhile, it would be lamentable if the forests sorting under this Post, which can supply many types of Timber, Furniture, Wagon, and other wood, were left through the abolition of the same post as a prey to everyone, whereby within a few Years their Ruin could be expected, whereas in time, if meanwhile good supervision over the same were kept, a very profitable use could be made thereof for the Company, whether by setting a fee for that which a private individual would wish to fell, or if the Company came into the occasion of needing such wood for itself, or else that these forests were afterwards publicly sold to the highest bidder in two, three, or more parts with the land, which is of no other use than that the growing wood, which Nature brings forth thereon as if of its own accord, is constantly preserved; wherefore, for the Conservation of these forests, very precious for this Country, instead of a large establishment of the Zoetemelks Valey, there should subsequently only be maintained an overseer over those forests, with two forest rangers

The post in the Outeniqualand is, considered in itself under present circumstances, an essential burden to the Company, and maintaining it on the present footing is in every way burdensome and detrimental to it, because the few timber pieces which were previously transported from there overland by wagon to the Cape and delivered for the artillery with so much trouble and expense, are now obtained infinitely cheaper by sea from Plettenberg Bay; and that besides the retention of the European personnel stationed there, which has thereby become useless, the train of oxen and wagons, as well as the maintenance of the buildings, have also come at the expense of the Company, both of which would be gained and saved with the abolishment of this entire post; and on the other hand, a considerable profit and advantage could be brought to the Company if the buildings, with as much land adjoining them as ordinarily constitutes the size of a cattle farm, were sold at public auction to the highest bidder as freehold property, and the remaining land were again granted on loan as so many separate farms against the customary recognition of 24 Rds a year each, as were previously known there or can conveniently be done hereafter. While with regard to the timber forests which fall under this post and extend as far as the so-called Kaaimansgat, it could be recommended and assigned to whoever shall for the time being hold the oversight and management over the affairs in Mossel Bay and shall be situated nearest to it, to simultaneously keep as much supervision as possible over those forests which have already been closed, or might yet be closed, 1047. in order that no trees are felled in a clandestine manner in the same and those forests ruined. 10. 53 It having appeared upon investigation to the undersigned on behalf of the Company's slaves who have been baptized, that from of old, by express order of the respective Gentlemen Commissioners who passed through here, at first only such children as were brought forth by the Company's female slaves and were visibly of European descent, and subsequently all children without distinction whom the Company's female slaves came to procreate, have been baptized, concerning which there is also available the Letter from the High Government of the Indies dated 25 January 1664, containing the manner in which the Company's slave children were received for baptism at Batavia and a recommendation to conform to that rule here as well; from which point in time this custom seems to have established itself, and likewise, to have the same children subsequently instructed in the Christian Religion, under the overseer of the slave lodge and a school expressly established for that purpose; as appears from a Resolution by the Political Council here dated 27 May 1721, by which it was resolved that the aforementioned overseer was qualified to stand as godfather to the baptism of the said children and that, in the event of any impediments, he was to be replaced therein by the Sick Visitor of that time; just as this has remained in observance ever since, such children also being instructed in that school at the Company's expense, usually until their tenth or twelfth year, after which, remaining devoid of all further instruction, they behave just like all other heathen slaves, without in any manner following the Christianity in which they have been brought up to that point, nor being held thereto; whereby this arrangement, with whatever good and pious intention it may have been instituted, comes to serve to the shame of the Christian Religion.
