Copy Right Honorable Sir! Honorable Sirs! To the Right Honorable Sir, Cornelis Jacob van de Graaff, Governor and Director of Cabo de Goede Hoop and the jurisdiction thereof, etc. etc. etc., along with the Honorable Council of Policy. No. 16 Copy 154. The assistants assigned to the Pay Office, finding themselves in embarrassment due to the cessation of the bonus of five rixdollars per month enjoyed by the clerks since the year 1783, have requested in writing to the undersigned, in his capacity as Pay Bookkeeper, to make the necessary representations to Your Right Honor and Honorable Sirs in this regard, being convinced that the clerks under my direction cannot live on their salaries and emoluments and have little time left to earn anything from private parties outside the service, because of the greatly increased pay-related work and the number of clerks not being increased pro rata; for in the year 1779, the number of servants in this government was 1656 persons, with twelve clerks assigned to the Pay Office, and in the year 1789, when their number amounted to 3209 persons, sixteen assistants served in that office, not to mention the clerical work that the foreign regiments and their depots cause for the aforementioned office. Thus, I take the liberty to present to Your Right Honor and Honorable Sirs, with due respect, a copy of the aforementioned document addressed to me, with a humble plea that it may please the same to cast a favorable eye upon the condition of the aforementioned clerks, and in view of the meager benefits which, apart from the fixed emoluments, are attached to the Pay Office, and to prevent this office from being entirely deprived of capable individuals, to make such a decision and disposition regarding this matter as Your Right Honor and Honorable Sirs shall deem serviceable and useful. Few or no private benefits are attached to the Pay Office; our so-called pot-money currently amounts at the very highest to ten rixdollars a year for each assistant, whereas in contrast, that of the other offices amounts to five or six times as much. A bonus of five rixdollars having been enjoyed by the clerks since the year 1783, granted by the repatriated Right Honorable Lord Governor Mr. Joachim van Plettenbergh and the Honorable Council of Policy, presumably in consideration of the excessively high room rent and the expensiveness of necessary needs, we have, to our greatest sorrow, upon the receipt of our emoluments on the first of this month of June, experienced that this bonus, so necessary for us, indeed we dare say indispensable to our existence, has ceased, and, as we have been informed, by order of our High-Ruling Masters; and the reasons that gave rise to this extraordinary allowance still existing, may it be permitted to us to present our grievances with due respect to Your Honor, as Head of the Pay Office, in the following points: Agrees. We must be decently dressed every day, and because of the scarcity of remittances to Europe and the resulting heavy exchange loss, items of clothing and linens are even more expensive than they were during the war. Room rent is and remains very high, and none of us can obtain lodging below ten rixdollars; likewise, washing is very expensive, and because we must be provided with clean linen every day, we cannot have the laundry done for less than three rixdollars a month. From the three points cited above, the necessity and embarrassment into which we have been brought by the cessation of the aforementioned bonus will appear most clearly to Your Honour, and that we venture to make a remonstrance against the decisions of our most revered masters not as unwilling and obstinate servants of the Company, but are compelled thereto by necessity and embarrassment, of which the following calculation will convince Your Honour even more. In the nomination of the 10th of this month, which I had the honour to present to Your Right Noble Born Worship, both for filling the vacant officer positions of the Artillery Corps and for organizing the same according to the establishment that had been determined by the Lords Military Commissioners, Captain Lieutenant Rutz could not be included, since the project of the aforementioned Lords Commissioners did not extend so far, so that promotion was stalled for him, and he would now find himself the first Captain Lieutenant of the entire Corps; although he is of one and the same seniority with the Captain Lieutenants now advancing, and is therefore equally senior in this capacity. 158. the petitioner having entered the service of the Honorable Company in the year 1762 as third surgeon, and having been stationed on Java upon arrival in India, where he served as surgeon until the year 1765; subsequently appointed chief surgeon in the year 1770, and as such made five voyages for the Honorable Company, during which time the petitioner had the honor, under the eye and to the satisfaction of his respective masters, of administering the hospital ship in Texel, and on the same successfully restoring to health thirty-six persons who had been transferred thereto from the State's ship the Venus, afflicted with putrid fevers; furthermore, the petitioner was married here in the year 1784, and remained with suspension of wages, and in the same year was appointed by Your Right Honorable and Honorable Sirs to his present post as second chief surgeon, and as he flatters himself to have served therein for the period of six years now, to the satisfaction of Your Right Honorable and Honorable Sirs; how hard it therefore falls upon the petitioner to learn that someone who has scarcely been in the service of the Honorable Company for half the time, and has contented himself with a post considerably easier and more lucrative than that of the petitioner, and also as far as is known to the petitioner made not the slightest attempt, upon the departure of chief surgeon Domus and the subsequent appointment of the now deceased Lesueur, to assert his claim thereto, now seeks to dispute the petitioner's seniority on the grounds of a slightly longer service in this Government, the petitioner leaves to the discreet judgment of Your Right Honorable and Honorable Sirs, and therefore takes the liberty once again, on the grounds of the reasons cited above, to recommend his person to the favorable protection of Your Right Honorable and Honorable Sirs; with humble prayer that it may please Your Right Honorable and Honorable Sirs to favor him, the petitioner, who so often during the indisposition of the first chief surgeon has observed, and still observes, both those posts as first and second, with the post of first chief surgeon and resident director of this Hospital, now fallen vacant. That the petitioner believes, during the time he has had the honor to serve the Honorable Company both at sea and in this Government, that he has always acquitted himself as an honest and faithful servant, and in particular has had the pleasure of being able to satisfy Your Right Honorable and Honorable Sirs in the office occupied by him. 161. had to address Your Noble Right Honorables in person with two different petitions, praying that it might please Your Noble Right Honorables, in consideration of his long years of service, favorably to grant him, the petitioner, employment again at this distant corner, etc. That it pleased Your Noble Right Honorables, upon the first petition, to restore the petitioner to the capacity and rank of Merchant Titular already held by him here, with permission to return to this government to await employment. That upon the second, it was granted by way of apostil that the petitioner was permitted to depart hither with the ship Macassar for the Chamber Enkhuijsen, and that the Governor and Council at Cabo de Goede Hoop would be requested to provide the petitioner with employment according to his seniority and merits. That the petitioner, provided with both of these so favorable decisions of Your Noble Right Honorables, having happily arrived at this roadstead with the aforesaid vessel Macassar on 29 April of this year, and having thus far remained deprived of the salary and emoluments that are customary enjoyed by servants who are reinstated in function by Your Noble Right Honorables, had therefore resolved to address himself by petition to the government of this place, of which petition he has the honor to attach an authentic copy hereto; but meanwhile believing that his seniority in the service of the Honorable Company, together with the services which he, the petitioner, has rendered to the same and which are not unknown to Your Noble Right Honorables, moreover strengthened by the aforesaid favorable apostils of Your Noble Right Honorables, would give him, the petitioner, a lawful claim to the seat still vacant among the servants on behalf of the Company in the Council of Justice here, he, the petitioner, applied in person to the Noble Governor and the Gentlemen Members of the Council of Policy, soliciting that he might be favored with this post. the Illustrious meeting of 17 Gentlemen wrote to your Honors under date of 23 October, and 3 December of that same Year, to transfer into the Honorable Company's Treasury everything that might already have been collected by him on account of the customs since assuming the fiscal office, and furthermore to collect with all possible vigilance for the account of the Honorable Company all such customs revenues as are usually received for import and export duties, as well as with regard to the slaves, the import duty of 10 rixdollars per head stipulated in the above-cited letter of the High Commanding Lords Masters of 23 October 1789, of which he, the memorialist, is enjoined to keep accurate record in order to render proper account to this Council upon the expiration of each month, as well as to transfer the moneys received by him into the Company's Treasury, all, if necessary, under oath. An order, Right Honorable Gentlemen, which the memorialist, since the interest of the Lords Masters is directly advanced thereby, has taken upon himself with doubled readiness, and will always execute with all exactitude; yet which has also at the same time caused the memorialist to see, and even now already experience, that thereby not only has the lucrative nature of the fiscal post been taken away, but that post is moreover deprived of any means of subsistence, and left entirely destitute. It is abundantly known to your Honors, indeed even to the entire public, that the fiscal office is a post to which, not counting the continual occupations and great responsibility, manifold unpleasantries are also attached, which, especially when an honest and well-minded conscience wishes to observe and not lose sight of the infallible rules of sworn duty and conscience, make the administration of that office from time to time increasingly weighty and difficult. The undersigned will nevertheless endure this in the Masters' service, and will endeavor to make himself worthy of the trust which your Honors have been pleased to place in him. Yet he also at the same time takes the liberty, in the hope of a favorable interpretation, to submit for your Honors' consideration that neither in this Government, nor in the other Establishments of the whole of the Indies, is a post found without it providing at least the necessary maintenance to the incumbent thereof; indeed, that it has never been the intention of either the Lords Masters or of your Honors to cause their servants to labor in critical and exacting posts without any proportionate remuneration. Therefore, the memorialist also humbly implores your Honors' favorable disposition in his regard, so that he, the memorialist, may not alas experience his affairs and interests falling into arrears to the noticeable prejudice of his household and family, or that it may otherwise please your Honors, upon an occurring vacancy, to cast a favorable reflection upon him, the memorialist offering in such a case his person and humble services to simultaneously administer the fiscal office, should your Honors see fit to allow him to continue in the function thereof, until such time as the High Commanding Lords Masters shall have finally disposed of the matter. On this occasion, the memorialist cannot fail to bring to your Honors' very honored notice that it has been a constant custom for years past that the fiscal in office has provided and paid monthly out of his private purse to the Company's under-bailiff six rixdollars, to the second four, and to each servant of Justice One, or together an amount of twenty rixdollars; partly out of the conviction that they cannot possibly subsist on the wages paid to them by the Honorable Company, and partly to prevent those people from being necessitated by want to take their refuge in evil practices and unpermitted means to subsist and live; that in addition to this, each Justice servant, of whom there are ten, is also given annually in the exact same manner one coat, waistcoat, breeches, hat, two pairs of shoes, and two pairs of stockings, the tailoring costs of which are likewise financed and borne by the fiscal, as are also the clothes for the native servants of Justice known under the name of Caffers, for which they receive the fabric from the Honorable Company's warehouse; as is also provided once a year to the quartermaster and the ten rowers of the shallop that is employed for judicial commissions and the mustering of the ships, namely to the first-named two shirts, two pairs of stockings, and two pairs of shoes, and to the latter One shirt, one pair of shoes, and One pair of stockings; the memorialist respectfully requesting that it may please your Honors to take a favorable disposition in this regard as well, making so bold as to add hereto that the above-cited subordinate posts and Servants of Justice cannot possibly live and subsist without that allowance, and that if they should unexpectedly have to do without it, a door will be opened for them to attempt and undertake unlawful means, or to look after the services in which they are placed with indifference, if not to neglect them entirely. to address Your Honors per the private ship Oostzaandam, mentioned in the heading hereof, which, having departed from here on the 27th of the aforementioned month, was overtaken the following day by a heavy storm from the northwest, whereby its stem became loose, the partners gave way, and the bowsprit also loosened, in order to properly repair all of which damages Captain de Vries took the resolution to return to these roads, where that vessel arrived safely on the 9th of November last. Upon the return of the said ship, we immediately appointed a committee of nautical experts to examine the condition in which the ship itself and its cargo were found, and we respectfully offer Your Honors enclosed an authentic copy of the report submitted to us by the said committee, from which Your Honors, if it pleases you, will be able to observe that, although that vessel had sustained some damage, the cargo nevertheless remained free from it and was in very good condition, wherefore we solely, pursuant to the charter party, rendered to Captain de Vries all the assistance requested by him directly, and his ship is now once again in a condition to undertake the voyage to the Netherlands, where we hope and wish that it may arrive as speedily as it does free of misfortune. Upon the return of the aforementioned ship Oostzaandam, we demanded back all the dispatches given to it from Captain de Vries, and, since there was no earlier opportunity to do so, handed the same back to him, in such manner as they are recorded on the register accompanying this. With respectful reference to all that we have taken the liberty to communicate to Your Honors regarding the measures taken by us to have the ship de Stervenschans serve for the transport of a cargo of wheat to Batavia, we shall now respectfully report to Your Honors that we learned with no small surprise from the undersigned storekeeper how it was reported to him by the ship's officers that their vessel, in which only 2886 mudden of wheat, rye, and barley had been loaded, could take in no more wheat or other grains, as it had become fully laden, with the added request that, since it appeared to him highly suspect and incomprehensible how a ship of 137 feet long, 34 7/6 wide, and 20¼ feet deep, which moreover had been built expressly for carrying cargo, and had therefore also been assigned to Batavia under the assumption that a considerable quantity of local produce could be shipped with it in satisfaction of the Batavian requisitions, besides the few barrels of pickled vegetables and small items that would be sent with it, could load no more than the aforesaid small number of 2886 mudden of grains, whereas the small ship de Meermin, which measures only 115 feet in length over the stem, is 31 feet wide, and 19 feet deep, had carried hither from Mosselbaaij in the past month of August a much larger quantity of 2987 mudden of wheat, rye, and legumes without being anywhere near fully laden, a precise investigation might therefore be conducted into what it could be attributed to that we found ourselves so very disappointed in this our expectation; and since it appeared to all of us as well as to the undersigned storekeeper of the utmost importance that it be properly clarified why a ship that was assigned to Batavia expressly for the transport of so considerable a quantity of wheat as it was estimated to be able to contain according to ordinary calculations, could not hold the wheat thus calculated to make up that cargo, we appointed a committee of sea captains to take an exact survey, in the presence of the officers of the said ship Stervenschans, of how far apart the bulkheads into which the grain was poured stood from one another in the ship, how wide the hold was, and to what height the grain was loaded therein, and to state whether and what reasons there were why that ship, so much larger in its dimensions and infinitely better built for loading than the frigate de Meermin, could have taken in less grain than the last-mentioned vessel. Yet since the aforesaid commissioners, in the report of which we take the liberty of offering Your Honors the authentic copy, excused themselves for not having been able to fulfill this our instruction, and we were thus rendered unable to judge whether any wheat other than the aforesaid 2886 mudden had been loaded into the aforementioned ship, we requested the High Indian Government upon the arrival of that vessel at Batavia kindly to ensure that no wheat is discharged from it privately that might possibly have been loaded into it illicitly. We felt all the more obliged to make this request to Your Honors because Captain Lieutenant Christiaan Smit, to whom we assigned the command of that vessel in place of Captain Lieutenant Jan Valkenburg, who requested his discharge from us, and about which we shall further elucidate Your Honors in the continuation hereof, made a request to us by petition to be allowed to load the ordinary permitted lasts for his own account, and we permitted him to ship eight lasts for himself in the vessel under his command, provided that this would not prejudice the shipment of the Honorable Company.

We may also have the pleasure of informing your Right Honorable Worships of the safe arrival at this roadstead of the following three outward-bound ships, namely: On 22 November, the Jonkvrouwe Sijbilla Antoineta with 0 dead and 0 sick Huisduinen with 3 dead and 11 sick 22 December, Roosenburg with 6 dead and 15 sick and since these vessels were otherwise found to be in good condition, the first two mentioned were successively dispatched from here to India's capital on 16 and 30 December, for which the ship Roosenburg will also be made ready by tomorrow. We cannot omit dutifully communicating to your Right Honorable Worships that on 12 December and the first of this month there also safely arrived at this point the Batavian return ships: Tekelstroom with 2 dead and 5 sick de Eenparigheid with 2 dead and 10 sick and of which the first mentioned still belonged to the return fleet of last year, and the last mentioned happens to be the advance ship of the fleet which, under God's guidance, we are expecting here in this newly commenced year. With regard to the ship Java, we find ourselves obliged to bring to the knowledge of your Right Honorable Worships that upon the arrival of that vessel it was reported by the officers that they had sustained some damage to the mainmast, wherefore a commission of nautical experts was immediately appointed by the undersigned Commander in order to examine with all possible exactitude the aforementioned defects and to indicate the manner in which the same could be repaired with the utmost speed; and your Right Honorable Worships will be pleased to perceive from the report of that commission accompanying this in authentic copy that the fishes of the aforementioned mainmast were found on both sides under the masthead to be water-damaged and rotted, and that in order to allow the ship Java to continue its voyage to Batavia, a cheek had to be applied against the back of the mainmast, which cheek was taken from the stores of that vessel. The provisions ship Zoutman having been unloaded of its goods brought for this government, a commission of nautical experts was likewise appointed by the undersigned Commander to examine with all accuracy the defects that were found on that vessel and to indicate the manner in which the same could be repaired with the utmost speed, from which commission we have received a written report, of which we respectfully enclose the authentic copy herewith, and from which it will appear to your Right Honorable Worships that, although the defects on that vessel were not found to be as great as had been imagined upon its arrival in Baaifals and at this roadstead, they nevertheless required considerable repairs, principally a new bowsprit, a new foremast, a new trestletree, and new tops; all of which repairs, besides those which the commissioners otherwise stated in their report, we are having carried out with all possible speed, in order thereby to enable the aforementioned ship Zoutman to take in the cargo of wheat and other Cape products which, in satisfaction of the requisitions made from Batavia, we have intended to ship therein. petitioned goods; but since among them there appeared some articles which, among others, were not at hand, and yet were most urgently required, we have been obliged to proceed to discharge from the Batavia cargo of the ship de Jonkvrouwe Sijbilla Antoinetta, both for the use of the ship Zoutman and for various necessities for the country boats and the further general operations of this Government: 12 pieces of assorted wheel hawsers, 6 barrels of pitch, and 6 barrels of tar, as well as for use in the blacksmith shop, 21¼ hoed of forge coal. The undersigned cellar master having informed us on that occasion that, due to the successive extraordinary provisions made of various assortments of casks, both to the ships that had not been planned in the Fatherland for the transport of troops, but were nevertheless fitted out and employed for that purpose here, and to the aforementioned ship Stervenschans, not only the stock of leggers and aams that this Government had on hand has been completely exhausted, but that we were even forced for the aforementioned purpose to discharge a quantity of 78 leggers from the ship Zoutman, which necessarily, after the said vessel is again made ready for its return voyage to Batavia, ought to be restored to the same, while we moreover also ought to be supplied here again for general operations, we have further been obliged to discharge from the cargo of the ship de Sijbilla Antoinetta: 100 whole legger staves, 50 whole aam staves, to be employed for both purposes. The lack of the most necessary articles from the Fatherland increasing more and more in this Government, we have found ourselves for some time past obliged to purchase the necessary paper and pens at excessive prices from private individuals, until, upon opening the invoice of the ship Rosenburg, we perceived that some paper had been shipped in the said vessel for Batavia, of which we have therefore discharged: 30 reams of large and 20 reams of small size, under respectful notification to the High Indian Government both of this and of the previously mentioned discharges, and assurance that upon receipt of those articles from the Fatherland we shall not fail to replace the same in equal quantities. With relation to the aforementioned ship Texelstroom, we shall take the liberty respectfully to bring to Your Right Honorable Worships' notice that upon its arrival, it having been reported by the officers that the rudder of that vessel was damaged and that during the voyage a leak had also been discovered in the stern, we immediately appointed a commission to carry out a careful inspection of these damages, and we also present enclosed to Your Right Honorable Worships an authentic copy of the report submitted to us by them on their findings, which shows that that vessel ought to be provided with an entirely new rudder, and that it is also required to caulk the ship completely before it can be dispatched from here; we have therefore ordered the master of equipment to carry out the specified repairs as soon as possible and at the same time demanded from him a specific statement of the timbers and other articles necessarily required for that purpose, as well as to what extent the same might be at hand both in the Honorable Company's equipment warehouse and in the timber warehouse, in order that what is lacking may be discharged in time from one of the outgoing ships, or, in case such goods should not be found among their cargoes, may be purchased from the present foreign vessels or from private individuals. The statement thus demanded from the master of equipment having been made, it has appeared to us from the reports also accompanying this in authentic copy that, besides the articles required for the aforementioned repairs and at hand with the Honorable Company, there was also principally required a spar of 24 inches for the rudder stock, along with a cheek, and that the said spar was to be found neither in the Honorable Company's warehouses nor in any of the ships present, but that the required cheek was on board the ship Huisduinen, so we have once again seen ourselves obliged to discharge the same therefrom and to authorize the master of equipment for the purchase of the necessary spar. Since, pursuant to Your Right Honorable Worships' revered orders, the entire Regiment of Wurtemberg had to be sent on from here to the Indies, we consider it our unavoidable duty respectfully to inform Your Right Honorable Worships that those orders have been dutifully fulfilled, and we present enclosed to Your Right Honorable Worships a specific list of all the men belonging to that corps who have been sent from here both to Batavia and Ceylon, wherefore there remain here as yet of that Regiment only 54 men, including officers, non-commissioned officers, and privates, of whom, as appears from the certificate of the surgeon residing here accompanying this, besides the 2 lieutenants and 2 privates already placed aboard, no others can be sent to Batavia by the ship Rosenburg, since all the remainder find themselves incapacitated for that purpose by indisposition.
