344, 345, should make some use of it for the service of the Honorable Company, especially regarding such expeditions for which the vessels permanently stationed at this Government are otherwise normally employed, it was resolved and agreed, upon the proposal of the Lord Commander and considering that of the aforementioned Colony's ships none are currently on hand, since the Meermin has been dispatched to trace the return ship 't Slot ter Hooge, and the Sterreschans sent to Batavia with goods, provisions, and men, and that one also cannot know by what time the said vessels will have returned here from the aforementioned expeditions, to make profitable use of the present favorable opportunity and therefore, with the frequently mentioned ship de Castor, to transport to False Bay all such articles as will need to be found there in stock during the upcoming winter both for the victualing and for the repair of the Honorable Company's incoming and outgoing ships, as well as upon its subsequent return to this Roadstead, on the other hand, to take in those goods which were brought there for this Government during the past bad monsoon by the successive outgoing and homeward-bound vessels that passed by, and for whose transport hither no opportunity has yet been found. This decision was reached all the more readily because, while it is of no consequence where the frequently mentioned ship awaits news of its further destination, provided only that elsewhere it is exposed to no more evident or greater danger than at this Cape Roadstead, the Master of Equipage Cornelisz, having been consulted beforehand by the aforementioned Lord Commander concerning the now approved dispatch of the same, came to declare to His Honor that he harbored no objections whatsoever against it, since a single ship can always, at all times of the year, be stationed with sufficient safety in Simon's Bay so as to have no disasters to fear any more than here at the roadstead, and he has accordingly undertaken to have the necessary measures effected himself 346, 347 Commander that the sworn land surveyor Wernich, through numerous occupations, cannot help the inhabitants in time. thought best to qualify the Lieutenant of Artillery Fredericie, upon the occupation or indisposition of the aforementioned Wernich, for the measuring of lands etc. to reassure the Government in this regard concerning this so frequently cited ship the Castor. Meanwhile, it having been made known by the Lord Commander that, from the continuous grievances and complaints of a multitude of people who, due to the numerous occupations of the present land surveyor Jan Willem Wernich, could not be helped in time with the surveying and charting of their sold and alienated places or properties, so as to have been able to make proper conveyance and transfer of such sold and alienated goods to the buyers or recipients as promptly as was often required by circumstances, and were thereby entangled in disputes and disagreements, it had become evident to His Honor that it was impossible for the said Wernich alone to perform all the work of that nature which had to be done daily both here at the capital and in the widely extended outer districts, even if he were never interrupted in his activity by indisposition or any other obstacles, and that unavoidable necessity therefore demanded that provision be made herein in one way or another to eliminate these inconveniences, it was therefore approved, upon the proposal of the well-mentioned Lord Commander, to qualify, as he is hereby qualified, the Lieutenant of Artillery Johan Christiaan Fredericie, who, as appears from a written attestation of the Lord Colonel Gilquin submitted by him, possesses in all respects the necessary skills for land surveying and chart-making, so that whenever the frequently mentioned land surveyor Wernich might be prevented by indisposition, occupation, or absence from attending himself to this or that survey which, having been requested, must be carried out, he may then act as such; on the understanding, however, that this his appointment as adjunct to the said Wernich shall cause no prejudice to his present service nor any expense to the Company, and on the condition that by him, the said Fredericie, not for the performing of surveys

Monday 20 Feb: 1792 in the morning all present surveys or the making of maps may be proceeded with, whenever it shall properly appear to him that he, Wernich, cannot attend to it or should have departed from the Cape for a considerable time. Further, from a submitted report of the commissioners for signing the paper money, having seen that once again a quantity of one thousand eight hundred pieces of four schellingen has been prepared by them, it is resolved to have the same 1200 pieces of paper currency pieces of ½ Rds entered into the trade books and subsequently into the main treasury with a sum of six hundred ducatoons. And finally, permission has been granted to Exechiel Lombard, former town surgeon at Batavia, repatriating with the ship De Zwaan, to take with him a slave boy named Fortuin, under payment of ordinary transport and board money into the treasury of the Hon. Company for the journey from here to the Netherlands and back again. The Lord Commander was pleased to communicate to the other members that his Honour had been obliged to convene this meeting of the Council extraordinarily, since there had been received by his Honour a letter addressed to the Government by the captain of the English ship The Crown lying in the roads, Robert Manners Sutton, wherein he, among other things, comes to request that one should detain here, for so long, the American vessel Fame, currently lying ready to sail, until its captain should be compelled by the authority of the Council to make payment to three subjects of His Britannic Majesty—who had been stationed as sailors on board the just-cited American vessel, but had been taken off it by him, Captain Sutton—of such claims as were made by the said sailors upon the same captain, adding that, in consideration of the imminent departure of the said American vessel, he insisted upon a speedy settlement in this matter, as he otherwise could not tolerate that the same should leave these roads, as all of this would appear in more detail to the Council from the letter itself, which the above-mentioned Lord Commander also produced along with its translation, and upon reading was found to be of the following content: Crown, Table Bay Cape of Good Hope February 1792 Honble Sirs and Sirs Finding that there were three British Seamen serving on board the ship Fame, belonging to the States of America; I had claimed them as British subjects, and have taken them out of her and demanded the Wages due to them for their services on Board the said Ship, which the master refuses to pay alledging that they have violated their Articles this by no means appears clear to me I therefore have to request Honble Sirs and Sirs that the American Ship Fame may be detained in your Port till this matter can be fairly investigated: as it strongly behoves me to see Justice done to every British Subject I meet with in foreign Ports, or else where Honble Sirs and Sirs Your most obedient, humble servant Robt Manners Sutton To His Excellency the Governor in Council Cape Town Cape of Good Hope Thus resolved and decreed in the Castle of Good Hope on the day and year aforesaid. The contents of this letter having accordingly been deliberated upon with attention, after the well-mentioned Lord Commander had further been pleased to communicate that His Honor had not failed, immediately upon receipt of the aforementioned letter—in consideration of the good understanding and close alliance currently so happily subsisting between our Republic and the Crown of England—to employ all good offices that were in His Honor's power to induce the aforementioned American Captain through friendly intercession to the payment of the claim made upon him, but His Honor's efforts in this had turned out entirely fruitless, since the same American Captain not only came to view himself as the aggrieved party, but also maintained that he was bound to no payment, because the engagement on which the claim of the aforementioned sailors was grounded was broken by them by abandoning the service of his shipowners before the end of the voyage for which they had been hired; and it was understood by the Council that on its part nothing else or more directly could be done in this matter, it was resolved initially simply to reply to Lord Sutton upon his above letter that one is forced for the aforementioned reasons to refer His Honor to the Council of Justice of this Government to obtain that justice which he comes to claim for His Britannic Majesty's subjects, and that one hopes and trusts that His Honor will preferably please to make use of that ordinary and most neutral way above all others by which the territory of the State could be violated, as one would otherwise see oneself forced to guard against that and thereby await to what extent the often-mentioned Captain Sutton will conduct himself according to this written communication of this Council and acquiesce in it. underneath: Thus resolved and decreed in the Castle of Good Hope, on the day and year aforementioned. was signed: J. 368 369 It was approved to place the thatchers of the Honorable Company who have been discharged from wages under the obligation to continue to perform their aforesaid services for the next-mentioned daily wage. The necessity to repair the roof of the Hospital in Simons Bay, for which Mr. Brandt had already caused the necessary reed to be cut and transported, but that the thatchers having been dismissed and placed off wages, this work ought to be contracted out or performed in another convenient manner, and considering that repairs of that nature, especially to the Company's buildings standing outside this settlement, would not only prove very costly, but also from time to time encounter many difficulties, it was approved and resolved, as an appropriate means to provide for this both in the present case and in all future cases hereafter, to place the thatchers discharged from wages out of the service of the Honorable Company under the obligation to repair and renew, at all times and wherever such may be required, the thatched roofs of the Company's buildings, whether standing at this principal place in False Bay or at the unsold outposts, for which they, as long as they shall be employed for that purpose, shall receive a daily wage of Rds. 1 /8:-, being the price which is paid by the inhabitants both to them and to slaves qualified for that work, and this payment in the present case shall be made upon a certificate from the said Mr. Brandt, which in the future, regarding the buildings at the Cape or those of the outposts, must be granted by the Overseer of the Artisans' Quarter, countersigned by the person under whose administration those buildings belong; provided that, if the said thatchers should come to refuse these services demanded of them in the most reasonable manner, or claim higher pay, they shall be drawn back into the service of the Honorable Company in order to be sent, having served out their contracted time, to the Fatherland, and if not, to Batavia. 370 371 Upon the resumption of the documents concerning the proceedings instituted by the pro interim Fiscal Deneys against the Commander Valkenburg. 372 373 was in Saldanhabaay, delivered to the Captain of a French merchant ship that was also anchored there at that time various goods which belong under the designation of equipage goods and provisions, the details of which are specified in the documents annexed hereto. Furthermore, it appears particularly from the private declaration of Captain Dupin and some of his subordinate officers that the aforesaid goods and effects were indeed sold by Commander Valkenburg for such prices as are stated by the designation of those goods, without however the said Dupin and his associates, any more than the deponents of the remaining declarations, having specified whether the equipage goods and provisions sold and delivered in the manner aforesaid belonged to the hooker ship the Sterrenschans, or whether the same were the Commander's own property; although it is true that the Sous-Lieutenant Jan Seybels Eelders, upon swearing his declaration annexed hereto under No. 4, testified that the boat sold by the petitioner Valkenburg to Captain Dupin belonged to the hooker ship the Sterrenschans, but on the other hand, the petitioner's brother, in response to Article 14 of the questions put to him, annexed hereto under No. 5, declared that the same boat was by no means the ordinary ship's boat, giving as the reason for his knowledge that the ship the Sterreschans is entitled to a boat of six oars, whereas the one sold was constructed and pierced for nine, while the deponent under No. 3, being the Lieutenant of that vessel, Iohan Iacob Carstens, declares not to know whether the provisions belonged to Commander Jan Valkenburg or to the Honourable Company. The Undersigned, finding the matter thus situated, has then furthermore examined the report mentioned by the petitioner in his request and annexed hereto in copy under No. 6, of two sea captains expressly commissioned by the Right Honourable and Valiant Lord Governor Van de Graaff, from which it has appeared to him: 374 375 that the hooker ship the Sterrenschans was inspected on 13 May of this year, and thus after it had returned from Saldanhabaay to this roadstead, by the Sea Captains I. Bakker and D. Muller, and both the condition of the equipage goods themselves and the inventory were properly examined, and that in such a manner that they, the commissioners, raised not the least difficulty in candidly declaring that at that time everything was found complete according to the inventory. Yet, however much it might appear to follow from this at first glance that the equipage goods sold by the petitioner must be regarded as having belonged to him exclusively, the Undersigned nevertheless understands on the other hand that, the aforesaid examination having taken place after the sale of the aforesaid goods, it may very easily have happened that the petitioner at that time, fearing prosecution, replaced the missing and traded goods, and thus brought everything into a state to undergo the ordered examination; which latter circumstance, if it could be proven, would certainly bring the petitioner under the terms of the laws framed regarding the matter of equipage goods for the commanders of ships. For that by the Edict of the High and Mighty Lords Majores dated 21 May 1670, as well as by the Edict of this Government of 12 February 1732, the letter of the prohibition does not expressly determine any punishment when commanders of ships sell equipage goods, etc., belonging not to the Company but to themselves, is evident from the determination of the penalty, which, besides dismissal and arbitrary correction, consisting of a fourfold compensation for that which was alienated, cannot very properly be applied to cases in which the Honourable Company suffered not the least damage. 376, 377, The officers of the ships shall be bound properly to manage and look after their equipment goods, as well as to keep a pertinent record of what has been consumed, and to hand over the remainder each time to the respective equipage masters, and subsequently, when it shall be thought fit to regulate that, and whoever has alienated any equipment goods to his own profit, or might presume to sell any thereof, shall be subject to corporal punishment. Yet notwithstanding the literal violation in the case at hand, if not entirely unproven, would at least be very difficult to prove, the undersigned, subject to respectful correction, is nevertheless of the opinion that the acts charged to the petitioner never cease to tend to the considerable detriment of the Honorable Company, which is also why it is generally forbidden to the Company's servants to trade in goods that belong to their administration. To which public prosecutors, although in the previous century it was forbidden that they might settle by composition any crime, of whatever nature, because thereby The undersigned therefore judges that the petitioner always remains within the terms of having acted contrary to the interests and the intention of his masters, and that he thus, however much confidence one has sought to bend and palliate this with in the arguments of his petition, can never be regarded as entirely unpunishable, however much the undersigned must also testify to encountering very great obscurity and uncertainty in the laws known to him regarding the determination of a condign punishment, which, as can be gathered from the aforesaid, stems from the obscurity with which the nature of the act is surrounded. Having thus presented the principal circumstances both of law and of fact, it finally remains to determine whether the matter in question is subject to composition, yes or no. The famous Professor Voet expresses himself in this regard as follows: though 378, 379 though frequently not only entirely innocent persons were subjected to extortion, but rich people were also enticed, as it were, to commit crimes, as being able to atone through transaction not with their skin, but with their money or purse, according to the Ordinance on Justice of King Philip of the year 1570, Article 13. Afterwards, however, composition was permitted to the officers for certain crimes, just as many serious crimes are settled with the permission of the sovereign or of the Chamber of Accounts representing the sovereign; especially when the crime with which someone is charged is indeed probable from strong presumptions, but cannot be proven by complete evidence as clear as the sun at midday, Professor Voet citing several distinguished doctors of Roman law in this respect. Master Pieter Bort, on Criminal Matters, Book 2, Title 9, Part numbers 2 and 3, says that in order to avoid lengthy proceedings, trouble, and expense, one may enter into submission, and that the Attorney General, with the approval of the Court, is also empowered to do so, all by virtue of Article 27 of the Court's Instruction; the said Mr. Bort adding hereto at number 4: That the Court permits the Attorney General to do so when it finds from the information of the Attorney General that the crime is subject to composition; Number 5: Or, even if not subject to composition in itself, that the case is nevertheless very doubtful due to a defect of proof. Since the case in question therefore not only cannot be brought into the class of enormous crimes, but moreover, in so far as the nature of the act is concerned, is subject to doubt and suffers from a defect of proof, the undersigned, with the favorable indulgence of Your Right Honorables, deems it permissible to declare that the request of the petitioner may be granted without any difficulty, especially since the Honorable Company, as far as is evident, has suffered no damage, and in so far as the petitioner did not act in accordance with the intention of his masters.

After the reading of this, the respective Gentlemen Members of the Council having been asked for their honors' opinions by the Governor, the following written opinions were submitted by the Gentlemen Le Sueur, Gordon, and Van Rheede Van Oudtshoorn: Colonel Gordon is of the opinion that, since Captain Valkenburg has now gone and was gone before the government had received the documents of his trial and composition which he, the Colonel, read with astonishment, those documents ought to be forwarded to the Gentlemen Masters and the High Indian Government. That concerning the composition for two thousand rixdollars, he still thinks as stated in his previous opinion regarding the departure of Captain Valkenburg; that it now clearly appears it should not have been allowed, all the more so since Captain Valkenburg states in his petition to the Council of Justice that he is innocent and only compounded to be released from protracted lawsuits. That the pretense of Captain Valkenburg upon his return from the Saldanha Bay, that he had lost the boat and heavy cable in stormy weather, and had wanted to have the same written off by the Chief Administrator, but that this Gentleman did not wish to permit this without first having sworn statements of that loss and refused such writing-off; the statement concerning the cable having arrived subsequently, while the required statement concerning the loss of the boat could not be produced, which places that entire history in plain daylight. That also the intention of the government has not been fulfilled at all, because the matter has not been investigated now as ought to have been done, as appears from the documents; while at present Captain Valkenburg is far from here. Without wishing to enter into how far matters of the nature with which Captain Valkenburg has been charged are susceptible to composition, against which however the oath taken by the fiscals appears to raise objections, I, meanwhile leaving the accountability to the Council of Justice, will conform to the proposal of the Governor, yet at the same time insist that all the documents, although appearing to me not very sufficient to serve for complete elucidation, be respectfully forwarded to the High and Mighty Gentlemen Masters by this ship opportunity, in authentic copy, redacted and signed by two members from the aforesaid Council. 416, 417, In a previous advice the undersigned considered that the composition was proof of the crime confessed by him, Valkenburg; for although in the petition presented by the same to the Council of Justice, great care was taken to avoid everything that could have brought the slightest semblance of a confession of guilt to light, and on the contrary offers other reasons why he gladly wished to have the matter declared civil and composable; it nevertheless does not take away from the fact that the request to be allowed to compose cannot have arisen from anything else than from a complete conviction of the crime, from the awareness of the punishment prescribed for it, and from the fear of undergoing that punishment, wherefore that request can thus not be regarded as anything other than a confession of the crime, however much they managed to make him evade the same, surely because, if the defendant had confessed the committed act in its aggravating circumstances to the judge, the latter would thereby have become more observant and would certainly have investigated how far the complainant's interest was mixed with the committed acts, and would most certainly then have deemed himself incompetent to let him escape corporal punishment by means of a certain monetary fine. The investigation having been assigned to the interim fiscal not only with the purpose of, if the aforementioned Valkenburg could be convicted of the crime, then having him punished according to merit, but also having had as its purpose to be informed by that careful investigation of the circumstances that accompanied the matter; the undersigned must express his astonishment that from the day these inquiries were demanded of the fiscal office, being the 29th of June last, until the day that the frequently mentioned 418, 419, Valkenburg forestalled the Fiscal Office by petitioning the Council of Justice that his case might be declared civil and composable, although constituting an intervening period of more than four months, no other inquests are seen to have been obtained than two declarations, and a single questioning of the accused's own brother; which latter the undersigned, in order to get at the truth, certainly would not have preferred, if he could have obtained more impartial declarations, even if it were only from the common crew of the ship De Sterreschans, for which abundant opportunity presented itself: while the declaration of the Captain of the Burgher Force Johannes Gie has, moreover, remained unconfirmed and unsworn, and as such was placed with the documents. The undersigned leaves it in its place whether the intervening composition did not make a more careful investigation unadvisable; be that as it may, this is certain: that, pursuant to the solemn promise made to the Lords Majores, the Council, and consequently also each member, whenever he is aware of anything regarding the matter, is obliged to supply their high honors with those elucidations that are at all possibly obtainable on that subject, in order to enable the High Authorities to judge what is substantial regarding the complaints brought forward by the Burgher War Council against the Independent Fiscal Van Lynden, who has departed from here, and the persons involved therein; and in order to contribute thereto on the part of the undersigned, as far as is in his power, lest possibly the documents to be sent over from the Council of Justice might cause some doubt in judging the crime whether or not committed by him, Valkenburg, he shall only briefly cite here what was brought to his knowledge a few months ago by the present Lord Governor, to wit: 420, 421, to wit: That, when the aforesaid Valkenburg had returned to the roads with the hooker ship De Sterreschans, which had been dispatched to Saldanha Bay to collect some wheat, surely upon the information that will have been supplied to him that complaints were about to be brought against him regarding the sale of some equipment goods from his ship, the same immediately did not fail to come and request the Lord Governor, then Chief Administrator, that, since before his departure to the said Bay the boat of his ship had been knocked away from behind the same by a south-easterly wind, and having come ashore at Robben Island, was smashed there, and on that occasion one of his cables had broken, which he had not been able to recover with the anchor, since he had no buoy on the rope; these items might be supplied to the inventory of his vessel, or rather written off from the same. That the Lord Chief Administrator, for particular reasons, namely because he had learned indirectly that the aforementioned Valkenburg had sold the boat and the rope in Saldanha Bay, being unable to agree to the request made, had nevertheless promised to condescend thereto if only a sworn declaration from the other ship's officers could be produced by him, Valkenburg. And that this declaration not having been able to be produced by him, Valkenburg, the inventory was consequently not supplied with this reported loss. The Lord Governor, being able to remember this very well, the undersigned therefore requests that His Honor may be pleased to confirm this declaration further in the resolutions of this Council as being in accordance with the pure and upright truth.

422 423 which has been given to Their Right Honorable and Greatly Respected Worships by almost every shipping opportunity, that one would only be engaged in properly handling the affairs of this Government, and especially because one aimed solely, with that promised report, to show. If one is now to give credence to the report of the two Sea Captains whom the repatriated Governor Van de Graaff appointed to accurately inspect the equipment and inventory of the ship de Stervenschans, and who state in their report to have found the same complete according to the inventory, then it goes without saying that the Commander Valkenburg, certainly regarding the sold goods as lost, wrote them off the inventory; the more so as the commissioners did not specify which equipment goods they found, but only that the goods on board agreed with the inventory, and thus also that he, Valkenburg, in making the aforesaid request to the Chief Administrator, had the intention of enriching himself with the Company's goods, were it possible, if he had not already done so previously. If, on the other hand, one prefers to attach the truth to this deficit, then it goes without saying that the boat and the rope went missing through the said Valkenburg, because the ship's authorities were unable to testify in that regard to that which the Chief Administrator, pursuant to the Company's orders, came to demand. Much as it was the undersigned's unavoidable duty to submit privately here that which was known to him of the case of Commander Valkenburg, he finds himself no less obliged on this occasion to remind Your Honorable Worships not only of the aforesaid solemn promise to provide Their Right Honorable and Greatly Respected Worships with further reports, both on the representation of the Burgher Military Council itself and on the accusations thereby laid against some persons, but also of the assurance that aimed to disabuse Their Right Honorable and Greatly Respected Worships regarding the accusations made by Governor Van de Graaff 424 425 inflicted upon the inhabitants of this Colony, as if through the writing of the Military Council the ruinous fire of false Patriotism was about to erupt in the same; wherefore the undersigned also believes that this Council is bound to fulfill that promise and assurances even now with the utmost speed. Undoubtedly the ad-interim Fiscal, by executing the order given to him, would have best enabled the Council to inform the High Authorities with all accuracy about this matter, especially if, not being ignorant of what had occurred, he had added to the report regarding the result of the investigation demanded of him such considerations as he, ex officio, might have been able to make concerning the accusations appearing in the frequently mentioned writing. The undersigned therefore hopes that this Council, as soon as possible, will work with all well-meaning zeal in order, as far as each of us is capable, jointly to fulfill our so often mentioned promise and to disabuse the Illustrious Meeting of Seventeen of the harmful ideas that Their Right Honorable and Greatly Respected Worships may have conceived against this Country and its inhabitants. The undersigned requests that these remarks, declaration, and advice of his may be placed alongside the aforesaid documents furnished by the Council of Justice and respectfully transmitted to the High Commanding Gentlemen Masters. All which advice having been resumed with the greatest attention, it was declared by the Gentleman Commander that it was true that his Honour, shortly after the return of Commander Valkenburg, had communicated both to the Gentleman Van Reede van Oudtshoorn and to the other Gentlemen that he, Valkenburg, had not been able to produce the sworn statement of the ship's officers required according to the regulation, confirming that the heavy rope and the ship's boat reported by him as lost had truly been lost, but that he, Valkenburg, after the lapse of some time, had complied with that requirement with respect to the rope, without adding thereto a statement that the boat in question had been lost. After which declaration, both regarding the documents received from the Council of Justice and the advice now presented, having been maturely deliberated, and thereby considered that although the Council is now informed of the manner in which the settlement for a sum of 2000 rixdollars was entered into and concluded by the said Valkenburg with the Ad Interim Fiscal Mr. Jacob Pieter Deneys, these documents are nevertheless not sufficient, even concerning this single point, to inform the Gentlemen Majores according to promise as to the truth of the accusations made by the Burgher War Council both against the Independent Fiscal, the Gentleman Van Lynden, who has departed from here, and against several persons appearing in their writing; and furthermore that necessity now demands more than ever that this solemn promise be fulfilled with the greatest speed, and that this Council, in order to place itself in a position to do so, had already by resolution of the 29th of June last requested the said Ad Interim Fiscal properly to examine all the documents submitted by the Burgher War Council, in the firm confidence that from such an investigation and the considerations which the Ad Interim Fiscal could and might have added thereto, it would have appeared to what extent the accusations made were well-founded or not. 428, 429 The said Ad Interim Fiscal to be ordered anew, after a careful investigation, to provide the Council as soon as possible with his considerations and report. Gordon, Le Sueur, and Van Reede Van Oudtshoorn. A request having been made by petition by the Portuguese Supercargo Juan Perreira Leite to be permitted to purchase here and ship on his vessel Maria a quantity of four thousand Mudden of Wheat, it has been approved and agreed, in view of the fact that such a permission would not fail to cause the grain—which has fallen back from Rd=s 36. - the load of 10 Mudden to Rd=s 32. — the load—to rise in price, and yet so as not to entirely deprive the local and residing inhabitants of the benefits that the sale of the produce ought to yield him, to grant the aforementioned Supercargo Leite an export of One Hundred Fifty Mudden of Grain. In fulfillment of what was demanded of Mr. Gordon by various resolutions of this Table, the following Report was submitted by His Honour. 438, 439, the requested explanations regarding the true size or amount of the remainder of the cash remaining here as of the last day of August 1790 in the sum of ƒ222520:18: and the difference existing thereabouts against the presumed size thereof up to ƒ266329:11:— as well as a precise statement of the amount on the canceled date of 15 January 1791 of the paper money still circulating here, amounting to the sum of rixdollar 722957:30. – It having not been possible for them at that time, nor afterward, to comply with what had furthermore been assigned to them by the same resolution of 3 August 1790 regarding the drafting of the monetary requisitions, since the extraordinary occupations in the respective departments made it impossible to prepare the extracts required for that purpose, upon which they believed to have all the less reason to insist, mainly because the unexpected departure of the Württemberg Regiment, and also in part the consultations held for saving cash in the expenditures, had made it unnecessary to send off a requisition for cash in the past year 1791. Presently, however, the undersigned have been enabled, in accordance with the draft plan received from the Fatherland, to draw up a rough calculation of the required cash for the year 1792/93; which they have the honor to submit herewith, with the addition of the separate calculations of receipts and expenditures relating thereto for the year 1791/92. They have found that, assuming it will most agree with the intention of the High Commanding Lords Masters to continue for the present, until the Company's circumstances are better remembered, to send out cash for this Government, largely to continue to make use of the introduced paper money in the expenditures; and that for the year 1792/93 no cash will need to be requisitioned: but that even as of the last day of August 1793, when that which is still to be received upon the allocations of the most said Lord Superiors to the amount of ƒ161653:13 may meanwhile have been brought in, there will remain in cash for the following year a sum of ƒ278815:16.— Then, since the lack of small change or fractional currency in this Colony, as experience shows more and more, especially with regard to the common servants and the poor community, how badly that paper money 440 N. 441, [illegible] to bring the dubbeltjes and sesthalfs into circulation alongside the whole guilders, caused this Council on the date of 20 December last to resolve respectfully to request the Most Said Lords Major to be permitted to continue issuing the small amount of dubbeltjes that is sent out at their Netherlands value, or that, in order to remove the disadvantage that would arise therefrom for the accounts, half, quarter, and eighth guilders might be sent out, the undersigned have found it most necessary to add to the aforesaid calculation only a most humble request that the Most Said Lords Seventeen may be pleased, either under the ƒ161653:13 still to be sent from previous allocations, or by way of a new allocation, to let this Government receive as soon as possible: In half guilders . . . . ƒ5000:—:— In quarter guilders . . . ƒ10000:—:— In eighth guilders . . . . ƒ5000:—:— Whereupon one may trust that, barring unforeseen events, the credit of the paper money hitherto preserved in this Colony at equal value to the silver money or cash, can also be maintained further in the same esteem.
