Right Honourable Sir and Honourable Sirs, or that otherwise the pension granted to him on their behalf will be attached for this purpose. Having been submitted on behalf of the aforementioned Mr Gilquin, the report demanded by resolution of 31 January last, concerning the gunpowder stored in the tool room of the Battery Amsterdam. Such supplement being demanded, if it should not be readily met by the said authorized agents under one pretext or another, as well as for the reimbursements which the Company in the Netherlands in due time may deem to have to claim from him, Mr Gilquin, in one way or another, without any form of legal process, the pension which His Honour upon return to the Fatherland will come to enjoy on their behalf can and may be attached and withheld. Subsequently, having also read the report inserted hereafter, likewise submitted by the same Colonel Gilquin, whereby he complies in the following manner with what was required of His Honour by the resolution of 31 January last: To the Right Honourable Sir Johannes Isaac Rhenius, Governor of the Cape of Good Hope and its dependencies, together with the Honourable Council of Policy. Having received an extract resolution taken in the Council of Policy, under date 31 January last, upon an incoming memorial from the Commis of the Magazines, in which he makes known his predicament in being able to keep the gunpowder already on hand well and dry, and where he will place that which is still expected, having already been obliged, with the prior knowledge of the Colonel of Artillery, to make use of the tool rooms of the Battery Amsterdam for the storage of a quantity of gunpowder, although these rooms are too close to the ordnance and thus are by no means arranged as powder magazines, nor can they be judged suitable for that purpose; Ordering Your Honour, the undersigned, forthwith without resumptione to devise and put into effect the necessary arrangements immediately, whereby one might in the best possible manner be secured against any unexpected disaster which might arise from the gunpowder that is stored in such a dangerous manner in the tool rooms of Battery Amsterdam, a work that has cost such immense sums, in the vicinity of the ordnance; and subsequently, to proceed with greater certainty in that matter, to cause to be shipped on the first occurring occasion to Batavia, or preferably to Ceylon, as it would come very opportunely in the present unrest there, all the surplus gunpowder that might be on hand and is stored in the aforesaid manner, in the above-mentioned dangerous way, outside the specially constructed powder magazines. As well as, in order to enable the Council to determine the quantity of gunpowder to be so shipped, to submit as soon as possible, distinctly and specifically, how many powder cellars and magazines are presently found on hand in this government; what quantity of powder they can contain, each separately and consequently all together; and what use is presently made of the aforesaid magazines and cellars; as well as how large the stock of gunpowder currently on hand happens to be, and with how much less, according to the present arrangement of the garrison, one might on the other hand manage to suffice, without exposing oneself to calamities through the surplus or losing sight of the safety of the place by keeping an insufficient quantity. The Council in the meantime by no means wishing to be responsible for the events that might result from the accumulation of the supply in such an imprudent manner as is described hereinbefore, having been entirely ignorant of it, but on the contrary having left the accountability in that regard for the account of the one with whose prior knowledge direction was held and on whose order

1726 the tool room of the Amsterdam Battery has been converted into powder magazines: the undersigned has immediately, in obedient compliance with the above Resolution, examined with the requisite attention what means or arrangements could be devised to prevent any unexpected accident that might arise from the dangerous placement of the gunpowder in the tool rooms of the Amsterdam Battery, and has not been able to devise any better means than to carefully ensure that the adjacent cannon is not fired for as long as the aforementioned gunpowder must remain in the tool rooms of the Amsterdam Battery, in which case the proximity of the artillery cannot increase the danger. Therefore, he has ordered that, in case it should become necessary to engage with this battery, the adjacent cannon casemates closest to the tool rooms should be properly provided with their coverings. Considering, however, that these rooms were not built as powder magazines, and what is no less worthy of consideration, that this work is partly unusable for as long as it remains laden with that gunpowder, since the cannon casemates adjoining the tool rooms would be inactive or idle in case we were surprised or suddenly attacked by an enemy, whereby this principal part of our strength against a hostile naval force would be prevented from acting in its full power: the undersigned can thus assure Your Honorable Worships that, since he built this battery so that it could be used in its entirety against all enemy warships here, no more agreeable orders could be given to him than to restore it to its former usability and activity, to which he can also add that no better means could possibly be devised to achieve that end than, in accordance with Your Honorable Worships' order, to have all the surplus gunpowder stored here outside the powder magazines expressly constructed for that purpose sent on the first available occasion to Batavia, or rather to Ceylon, as it will come in very handy during the present unrest there; wherefore he has also read this part of Your Honorable Worships' orders to the Clerk of the magazines for his governance. As far as the distinct and specific statement of the powder cellars and magazines is concerned, the undersigned has the honor to report to Your Honorable Worships that according to the statement of the Clerk of the Magazines, there is contained: in the great powder magazine of the Castle: 70750 lb in the large magazine behind the Line: 105250 lb in the same with its portal behind the Chavonnes Battery: 75823 lb on the Chavonnes Battery: 21½ lb in the two small powder magazines of the Amsterdam Battery: 30300 lb in the two tool rooms or corner casemates of the Amsterdam Battery: 29568 lb in the magazine under Battery Imhoff: 10589 lb in the small magazine on Battery Charlotte: 418 lb Brought forward: 322719½ lb in the powder chambers at Fort Knokke and the New Battery: 723 lb There are also filled cartridges at the following posts, to be immediately at hand on occurring occasions: in the magazine behind the Chavonnes Battery: 1464 lb on the Chavonnes Battery: 1832 lb in the Amsterdam Battery: 2150 lb in the Castle: 4457¾ lb on Imhoff for salute shots: 924 lb in the magazine under Imhoff: 363 lb on Battery Charlotte: 5024 lb in the powder chamber of Fort Knokke and the New Battery: 6465 lb in the laboratory: 78 lb Total sum: 346199 lb. From which specific statement Your Honorable Worships can not only see what powder magazines are currently at hand in this Government, but also how much powder each separately, and thus all together, can hold, since they are all so full that scarcely enough space is left over to carry out the necessary work in the magazines or powder cellars during powder-turning or other labor.

One can also perceive from the same how much gunpowder is currently on hand in barrels in the various cellars or magazines, as well as at all other posts in cartridges, in order to be able to act directly therewith; it being further noted in this regard concerning the Battery Amsterdam that, besides the above-mentioned powder in barrels and in cartridges, a considerable quantity of filled cartridges for the infantry of this garrison is placed in one of its casemates. Your Honorable Worships also desire to know with how much less gunpowder one could suffice according to the present establishment of the garrison, without exposing oneself to calamities through a surplus, or losing sight of the safety of the place by keeping an insufficient quantity. To this question, no answer can be given with sufficient certainty, at least not so as to reassure Your Honorable Worships in all foreseeable events. Here, by order of the Honorable Governor van de Graaff in the year 1786, it was determined by a Military Commission how much gunpowder would be required with a full garrison to mount a complete defense, and it was found that one could demand no less than one million pounds for this purpose; which quantity, if I am not mistaken, was then also requested by the Honorable van de Graaf in a general requisition from the Fatherland. If one now assumes that through a reduction of about 2000 men of the Württembergers, the remaining troops of this garrison, consisting of regular infantry, artillery, and militia, would need about half as much ammunition of war to mount a proper defense as was determined by the said Military Commission and subsequently demanded by the Honorable Governor, then a considerable quantity of this indispensable war ammunition would still come to be lacking, especially if one considers that in time of emergency the artillery requires much. seeming that from the said Memorial anything in the least could be elicited to the detriment of the undersigned; since the military laws and subordination also entail that when a Clerk of the Magazines receives any orders without the knowledge of his chief, with regard to the placement or displacement of gunpowder, he must immediately give notice thereof to the Chief of Artillery, so that the latter, knowing this, could have the men necessary for this purpose commanded, etc.; so that from this prior notice not the slightest ground for inculpation with respect to the undersigned can be deduced; besides that the Clerk of the Magazines would have immediately given Your Honorable Worships all further elucidation, if such had been asked of him. Meanwhile, setting too high a value upon Your Honorable Worships' approbation regarding my conduct maintained during the 13 years which I have spent in the service of the Honorable East India Company to be insensible to it, I shall as briefly as possible submit to Your Honorable Worships what the reasons were why some casemates of the Battery Amsterdam were employed for the storage of this dangerous combustible material, not doubting that Your Honorable Worships, properly informed thereof, will not only clear the undersigned of all blame, but will also have the necessary proofs handed to him in this regard. The determination of one million pounds of gunpowder to mount a complete defense having been made by a Military Commission, and approved by the Honorable Governor, our yearly requisition of gunpowder was accordingly increased by His Honor's orders, and this resulted in a considerable quantity of gunpowder being successively imported here from the Fatherland, which from time to time became too large to be stored in the available powder magazines; for which reason the undersigned had early considered the necessity of maintaining some of the

734, 735 to point out some of those magazines to the Honorable Lord Governor, and succeeding in this to the extent that a large powder magazine was constructed behind the Line: as this was still not sufficient for the ever-increasing supply of this combustible material, the undersigned repeatedly urged the Honorable Lord Governor to construct new powder cellars, without His Honor wishing to commit himself to this for the time being or being able to arrive at an affirmative resolution, and subsequently, gradually noticing that our garrison was about to be reduced rather than increased, I advised the Honorable Lord to request our High Authorities provisionally to suspend the extraordinary supply of gunpowder until we should have obtained the required storage place for it. Meanwhile, as our provision of gunpowder was constantly augmenting with all incoming ships, the Commissary of the Magazines was finally obliged to declare frankly to the Noble Lord Governor and to me that there was no longer any storage space available for the gunpowder, and that absolutely some means had to be provided. Hereupon the Honorable Lord Governor sent word to me through the Commissary of the Magazines that the corner casemates or so-called tool rooms of the Battery Amsterdam would provisionally have to be put in order to store the arriving powder therein, unless I knew of some other or better place to be able to store it properly. Since, over and besides the ordinary powder magazines, which were already overloaded and thus could not contain more, no other facility was to be found in this Government where the gunpowder could provisionally be stored more safely, both with respect to the guard-keeping military against external force and with respect to the solid vaults against lightning, I immediately, with all haste, had the corner cellars or so-called tool rooms of the Battery prepared as much as possible, 737. had them prepared so as to be able to place the gunpowder therein, and the same was subsequently also, with my prior knowledge, brought into it in such quantity as can be seen from the above specific statement. For the rest, I cannot let pass unnoticed, and I hope that this delicacy of mine will not be misunderstood by your Honorable Worships, that the Battery Amsterdam is said here to have been built at immense costs; for, not knowing with what intention one has made use of this energetic word, and fearing that after my departure from here this might perhaps, by ignorant or ill-intentioned people who might happen to read this Resolution, be made subject to a wrong interpretation, I very urgently request to be allowed to know from your Honorable Worships what they intended thereby, so that no anxiety may remain with me regarding this, or that in any case I may still have the necessary time to be able to vindicate myself. 743, Mr. Gilquin in the aforesaid report having requested to be informed what the Council meant by the passage mentioned beside appearing in its resolution of 31 January last. It was resolved, however little obliged, nevertheless out of special consideration for the person of Mr. Gilquin, to make a declaration thereon in the manner mentioned beside. — to use the freedom to proceed immediately to such a levy and in the meantime to give timely and requisite notice of this intention both to the Fatherland to the High Commanding Lords Masters and to the High Government of the Indies and the Government of Ceylon. 746, 747 could be promoted, and that deficiency prevented, about which complaints have long been made and which in this respect has existed among us until now, namely: that many parents were unable to let their children learn scarcely anything more than reading and writing, without being permitted to think further of such a schooling as is strictly required for a civilized education, and by which they might in time bring their children to such a station or profession as their inclination was most directed toward and for which their rational faculties seemed eminently suited, unless they came to the decision to send them away from here at an early age, which on account of the enormous costs that accompany this was generally impracticable for most. Scholarchen have not failed to attend to this subject with that attention which the interest required that Your Right Honorable Worships have always been pleased to place in this matter, being fully convinced within themselves that nothing is of greater importance than that something might be sent out, by which the very deficient state of affairs that exists in cultivating the knowledge of our youth and forming them in due course into useful members for the promotion of the general welfare, might as far as possible be redressed. But not the least difficulty that always occurred to us was where to find a fund from which the necessary costs could be defrayed, while finding no capable teachers for the youth in these regions, one would have to endeavor to obtain them from elsewhere. Having repeatedly turned our thoughts to this, it seemed to us the only means to try whether the good residents might perhaps be willing to contribute something from their side, by which one could obtain such a capital of which the interest would annually suffice for the expenditure that would have to be made in this regard. Following this plan, Scholarchen have seen to their astonishment how readily 748, 749 a great number of our inhabitants were inclined thereto, each of whom bound himself by way of subscription to supply a certain sum, which calculated together amounts to a sum of nearly sixty thousand Cape Guilders, which sum they trust will shortly be augmented to some extent, since there are still several who will probably follow that same praiseworthy example. This difficulty having thus been cleared out of the way, the undersigned have considered that they ought not to delay in drafting a plan according to which, in their view, the required improvement could be put into effect in the most appropriate manner, in order to satisfy by that means, as far as possible, both the intention of Your Right Honorable Worships and the desire of those who have subscribed to the promotion of this wholesome purpose; and it is this plan, which they formed to that end, that they take the liberty herewith respectfully to present to Your Right Honorable Worships, with the request that, in case it should receive the approval of Your Right Honorable Worships, it may favorably please the Council to transmit the same, together with this our request, to the Right Honorable Gentlemen and Masters, with urgent entreaty, both in the name of the Scholarchen and of the residents of this region, that it may please Their Right Honors to honor this as necessary as useful institution with their highest approval, and to appoint such persons as we might need for the teaching, when they shall be presented to Their Right Honorable Worships, granting them a suitable rank, though without salary or emoluments, and to grant them free passage, to which the undersigned understand that the favorable recommendation of Your Right Honorable Worships, on which they humbly insist, would be able to contribute uncommonly much. first principles of the Latin and French languages may be taught, in order by that means to employ the years that are most suitable for it as much as possible, the schoolarchs have deemed it necessary simultaneously to request Your Honorable Worships, as they hereby solicit, that Your Honorable Worships would meanwhile be so good as to: A. Nominate such persons as Your Honorable Worships shall deem fit for the collection and administration of the monies that have been subscribed for, because upon the demise of one or another of the subscribers, it would otherwise prove difficult to collect the exact sum in due time, it being always possible to pay back that money in case, unexpectedly, it should not please Their Right Honorable Worships, the Gentlemen of the Board of Directors, to ratify the above-mentioned request with their highest approval. The schoolarchs would well wish that a beginning could already be made with the institute itself, it being well understood in so far and entirely and in such manner, that it were permitted to them to propose to the council such persons as might teach the first principles of the above-mentioned languages, who would need to be appointed no more than provisionally, in order that in case of disapproval they could be employed again in their former services, so that the youth would at least profit from this, that in that intermediate time they could lay the first foundations thereto, which subsequently would always be of much [benefit]. 3. Concerning further the rank, it would particularly oblige the undersigned if Your Honorable Worships could see fit to direct matters in such a way that the Rector, upon his appointment, might obtain the rank of actual Junior Merchant, the Conrector that of titular Junior Merchant, the French and Dutch Masters that of Bookkeeper, in which case we believe, under correction, that the distinction which ought to take place in this respect would be sufficient. does not permit to be wild, with which the wisest of mortals also fully agrees, when he impresses upon all parents to teach the boy the first principles according to the requirement of his way, stating the advantage of such an education primarily in this, so that when he grows old, that is, having come to years of discretion, he may not depart from it. 52. That our schools are generally in such a poor condition that even our youth can barely read, spell, write, and grasp the principles of arithmetic with any degree of thoroughness, not to mention singing and instruction in the truths of the most holy religion, which is what primarily matters, is by no means to be blamed on the inattention of our Government. Indeed, early on, the attention of their Honorable Worships fell upon this subject, as appears from the ordinance of the school regulations prescribed to the schoolmasters in the year 1714 under the administration of the Extraordinary Councillor of the Dutch East Indies, the Honorable Governor Maurits Pasques de Chavonnes, in which their Honorable Worships explain themselves, among other things, in the following manner: And so that for the building up of a good colony and the well-being of a country it is of no small importance that the youth be well educated from childhood on, and instructed in the fear and true knowledge of God and all good arts and practices of virtue, for which it is especially necessary that the same be well provided with competent and God-fearing teachers, and that those be barred who wish to teach otherwise than is taught in the Reformed Church; on which occasion also a very laudable regulation was established, to which schoolmasters were obligated to adhere on pain, if doing otherwise, of being dismissed from their school service; from which one consequently sees how much the Government in that time already sought to provide for the deficiency which the youth suffered at that time. This point also by no means escaped the attention of their Honorable Worships in the course of time, as appears from the extract resolution taken here in council on the 14th of February 1743 during the stay of the Governor-General, His High Nobility the Lord van Imhoff, containing a plan of appropriate measures for the prevention of godlessness, carelessness, and ignorance, principally in the outer districts; which then also had the consequence that later, namely in the year 1769 in the month of August, a further resolution was taken henceforth to entrust no one in the outer colonies with the teaching of virtue, except after having first been examined and approved by ministers, not to mention at present any further resolutions in this regard taken at a later date. Furthermore, the schoolarchs are also by no means to blame that things are not better with the schools at present; they have already lamented this deficiency for a long time past and even now think of it with the greatest grievances for themselves, as they foresee only too clearly what will become in time of the inhabitants of this so blessed colony if some redress is not yet made in this regard in good time. Indeed, it was with that aim that the schoolarchs recently, in the year 1782, drafted a regulation according to which the licensed schoolmasters of this town would have to conduct themselves in the keeping of their schools. Which they respectfully submitted to the Honorable Worshipful Council of Policy, who were favorably pleased to approve the same completely in their supreme meeting of the 9th of April of that same year, from which time the aforementioned regulation was then also introduced. However, how little was brought about by this for the improvement of the schools, however wholesome this new arrangement was in itself, is proven by the little progress that our youth still makes at present, which in fact is even now as slight as before. No, if one desires to know the true cause of the poor condition of our schools, one can certainly look for it nowhere else than in the character of the schoolmasters themselves, persons never trained for such offices, barely able to write more than a tolerable hand, often not deficient in poor spelling, and arithmetic frequently understood at best up to the rule of three; for lack of more competent material, one has often been forced to entrust the teaching and upbringing of the youth to them. What can one now expect from the labor of such people? Indeed, nothing but everything deficient, it being utterly impossible that anyone could thoroughly train someone in something that he either does not understand himself, or at least knows only very deficiently. 53. At least, if someone is to deserve the name of a good schoolmaster, he ought, in our opinion, first to be a man who has had a good upbringing himself, for how shall he instill in the youth early on to show their superiors proper respect, not to despise their inferiors, to give everyone his due, etc., if he does not know the value of these duties himself, and lacks that civility, so that he cannot provide others with a good model of genuine politeness in his behavior. Secondly, such a person must have been trained from his youth for the office of schoolmaster; for all trades that one takes in hand without having learned them seldom succeed. Thirdly, he ought to be thoroughly instructed in everything in which he is to give instruction to others; he must, for example, understand spelling according to the rules of grammar, be experienced in being able to write a truly masterly hand, and in singing he should have made such progress

773 7. 7¾ Which was fully approved and shall be sent over in authentic copy to the Lords Superiors for approval. attending divine service, and compelling them to learn at an early age to participate therein actively and attentively, to which end it might perhaps not be unserviceable that the Masters of the three schools, without properly being obligated, be required to appear in church once a week, on Tuesdays or Mondays, with their pupils who are above 12 years of age, where the children should be instructed and questioned on the Catechism about which a sermon was preached the preceding Sunday; this would encourage parents to send their children to church. Obliging the schoolmasters to instruct the same on Mondays concerning what they themselves had heard in church, on which occasion, for encouragement, one could also make such an arrangement regarding the seating which the children would then occupy, that the Masters make those who had performed best sit either in front or behind on the next occasion, in proportion to their merit, which, however minor this measure may seem, often causes the greatest ambition among the youth. And so, after the aforesaid representation and plan had been examined with the required attention, and the last-mentioned document was moreover found to be best arranged in all respects according to the local condition of this country, it was resolved to send both the aforementioned representation and the just-mentioned plan, under favorable recommendation of this Government, in authentic copy for approval to the High and Mighty Lords Masters. And so that everything may serve to further encourage zeal, we will 6thly leave it to the judgment of others whether the distribution of prizes to the youth who are judged best in learning should not properly take place publicly in such a manner as occurs in the Netherlands and in other places at the promotion of the Latin Schools, namely in the church in the sight and hearing of everyone, this being, as experience teaches, the best encouragement that can be devised for the children. 774 776 They are likewise authorized provisionally to set everything in motion. to send, and in the meantime: To authorize the School Commissioners themselves to collect and administer the funds for which subscriptions for the establishment of the said institute have already been signed, in order to render an accounting thereof annually upon the submission of the accounts of the Poor Fund, in the same manner as takes place in an entirely satisfactory way with respect to the funds belonging to this fund. Likewise to permit the aforementioned School Commissioners to make a beginning with the institute itself, and to nominate to this Government such persons as they shall consider to possess the required abilities to be able to provide the necessary instruction in the first rudiments of the above-mentioned subjects. To grant authorization to the said School Commissioners, as their request states, to choose and appoint 2 or 3 competent men in Europe to look out for the necessary individuals who will be needed in due course for the further instruction of the youth, should the plan find favor with the Lords Superiors, and to nominate them to the High and Mighty Lords Masters, so that the persons thus to be chosen and appointed, provided no objections exist against them, shall be favorably recommended to the said superiors. Regarding the matter of the rank that the Rector, Co-rector, and Masters shall hold, to leave the arrangement deferred to the Lords Superiors, yet respectfully to solicit Their High Mightinesses to pay special regard in this matter to the proposal of the School Commissioners, since the ranks proposed therein would be most compatible with the various ranks in which both the Honorable Company's servants and the principal citizens in this Government are classified. The undersigned Pay Bookkeeper and Trade Transfer Clerk, having been commissioned by Your Honors by resolution of 13 July 1793 to trace and investigate the point of the charges for blankets etcetera with all exactitude, have performed this with all accuracy, and found that the blankets, straw mattresses, and cushions issued in the year 1787 by the then Chief Surgeon of the Honorable Company's Hospital, Pieter Domus, which were issued by him to various posts on the order of the Honorable Governor van de Graaff, as appears from the entry book of the Hospital, without any mention being made in the same of charging these articles to the pay account, nor that any entry was made at the Trade or Pay Office by those who received the frequently mentioned goods against a receipt (remaining in the possession of the aforesaid Chief Surgeon Domus), by which it might appear to which men the frequently mentioned necessities were issued. Subsequently, we asked the Captains Schultz, Van Baalen, and Kuchler, as well as the Auditor Exter, the reasons why the beds and blankets received by them against a receipt were not charged to the pay account of the recipients, and received from each of them the written answers annexed hereto in all respect under numbers 1, 2, 3, and 4, to which we take the liberty to refer for the sake of brevity. And to the persons mentioned alongside, their respective requests, as noted here, are granted. the tariff it had contained came to trade, on the proposal of the frequently mentioned Lord Acting Governor, it was resolved provisionally to unload the aforementioned brought-in coffee and ebony and store it in the Company's dispensary, in order subsequently to send it to the fatherland with the expected return ships, which will provide the necessary space for it by delivering some goods for this Government. Likewise it was resolved, upon a written petition of required medicines for the mentioned small vessel submitted by Mr. Jan Swinnas Loncq, commanding the national brig the Mercuur, to place the aforementioned petition into the hands of the First Chief Surgeon of this Government, in order to supply from it everything that can be spared with any possibility without their own inconvenience. Lastly, upon the requests also made in writing by the undermentioned persons, the following was granted, namely: To the Captain of the Danish ship the Juliana Maria lying at the roads, to be allowed to export, out of the requested quantity of 300 muds of wheat and some barley as feed for his poultry on board, 150 muds of wheat together with the entire quantity of barley. To the Burgher Fire Master Johan Godfried Mocke, to be allowed to use in hereditary lease, under payment of the ordinary annual recognition fee, a certain piece of land measuring three morgen two hundred fifty-four square rods and forty-six ditto feet, situated adjacent to his freehold land at the Black River in this Cape district. The Lord Governor was pleased, after the resumption of the resolutions taken on the 16th and 23rd of this month, to open today's business by communicating to the other Gentlemen Members that the Burgher Councillors, in the name of the grain-farming rural inhabitants, had now also made urgent representations to His Honour, not only regarding the tax of the tithe which the aforesaid farmers are bound to render to the Honourable Company as a recognition, and the manner in which the same must be paid in money at the Patrol Guard, but also concerning the arrangement which has recently had to be made, for the conservation of the salt pans situated near the Rietvallei, in the public roads passing over the Paarden Eiland, with an accompanying urgent request that, on the matter of the tithe, a reduction proportioned to the present unfavourable circumstances of the Colony might be made, and, with regard to its collection, in order to remove a multitude of inconveniences, the facility might also be introduced whereby the payment of the said tax might henceforth be made, at the choice of each individual, in produce as well as in cash, and that, concerning the route which the coming and going wagons must now keep past the salt pans pursuant to the aforesaid new regulation, that alteration might also take place so that, in the future, the so-called lower road might again be used, seeing that it had always been free and open to everyone. Which requests of the aforesaid Burgher Councillors having been deliberated upon, it was resolved with respect to the first part thereof, in view of the lack of authority which the Council deems itself to have, in a time when the Company's finances—if one wishes to preserve the Company—far from being able to bear any diminution, must on the contrary be supported by all possible means, to grant the least reduction in the payment of a recognition that has already for so long been paid on the present footing, to provisionally decline the aforementioned reduction in the payment of the tithe, but, on account of the extremely oppressive circumstances in which the Colony presently How this will be dealt with further. finds itself, nevertheless to present the matter in every way favourably to the Right Honourable Lords Commissioners-General upon their arrival, and in the meantime to make such lasting alteration in the collection of this tax that henceforth everyone shall have the liberty to make payment in produce received by the Honourable Company as well as in money; of which the necessary notice shall henceforth be given to the public for their information, and in the meantime, in order to keep everything free from confusion, to issue such orders that if anyone coming forward with any produce shall have declared to the clerk his wish to pay the tithe due in kind to the Company, the clerk, after having kept an exact record of such person and the quantity of his delivered wheat or other grains, shall send him, under the escort of a soldier from the Patrol Guard, whom he may request each time for that purpose from the officer or sergeant on duty there, to the grain magazine, where, such person having discharged his obligation, proof of receipt shall be given to him, whilst subsequently, on a monthly basis, a specific list must be delivered to the Trade Office, both on behalf of the Lord Dispenser and through the aforesaid clerk, of all such persons as shall have discharged their payment of the tithe by paying in kind in the manner stated hereabove, in order that, by the confrontation of these lists with one another, it may be detected whether any fraud might have been committed in this matter.
