It has after deliberation been resolved, while giving notice of the Council's utmost displeasure to the said Landdrost Woeke by extract hereof, not only to order and instruct him de novo to come hither and to arrange it in such a manner that he be present in loco on the first of July next without fail, in order, among other things, to be able to account in person for this his thoroughly reprehensible conduct, but also, in order to remove all pretexts by which he might attempt to evade compliance with this order, at the same time to qualify and most strictly order him to transfer the management of affairs in the meantime during his absence, just as is customary on such occasions in Stellenbosch and Swellendam, to the Secretary Maynier; while, in order meanwhile no longer to abandon the administration of ecclesiastical affairs in the Colony of Graaff Reijnet to the arbitrariness of the often-mentioned Landdrost Woeke, but to ensure that everything regarding this is brought into the requisite order, the minister Manger, who arrived here some time ago—concerning whose destination no reports have indeed been received, but who has meanwhile himself testified to have been sent out for this Government, and specifically for the aforementioned Colony of Graaff Reijnet, of which notice was also given to the church council here by the Reverend Classis of Amsterdam—shall have to depart thither with the first opportunity, to provisionally perform the service there for as long until some written instruction regarding His Reverence's person shall have been received from the High Commanding Lords and Masters, to which Minister Manger, consequently, immediately upon his arrival there, all ecclesiastical matters must be handed over, and the church and other parsonage buildings vacated for him, in order to make use of them for the purpose for which they were destined at their construction; just as the said Minister Manger on his part, after his arrival at Graaff Reijnet, together with elders and deacons, shall immediately have to take over the same affairs and buildings from the Landdrost and heemraden who until now have been charged therewith, in order from now on, together with the said elders and deacons, just as in the other parsonages, alone to have and exercise the management and administration thereof. And whereas the said Honorable Governor was thereafter pleased to produce a report submitted to His Honour, in which two officers of the artillery, specially commissioned to that end by Major Visscher, specifically specify the weight of each of the barrels of gunpowder that were brought hither from False Bay per the ship the Castor and had been stored there on board the small vessel the Zeenimph until their transshipment into the said vessel; from which it appears that on 41 small barrels of 50 lb. each a surplus was indeed found of 269 lb. of gunpowder, but that on the other hand also on 114 other barrels of 100 lb. each, 499 lb. were found short, so that subtracting the surplus of the first small barrels from the shortage on the latter large barrels, a deficit still remains of 230 pounds of gunpowder on a quantity of 13,450 lb. which all the same barrels together ought to have delivered; it is, since outwardly nothing could be discovered on the said barrels and consequently it cannot be perceived to what these deficits and surpluses must be attributed, resolved to have the aforesaid report sworn to by the commissioned officers who performed the re-weighing, and subsequently to have the missing 230 pounds of gunpowder written off in the trade books. After all this, having been presented by the Captain of the Burgher militia Hendrik Oostwald Eksteen, Pieter's son, the following request, tending to be permitted to obtain in ownership from the Honorable Company, against an appraisal for a sum of money, the so-called Zandvalleij situated on this side of Muijzenburg: To the Right Honorable Johannes Isaac Rhenius, Governor of the Cape of Good Hope and the dependencies thereof, etc. etc., together with the Honorable Council of Policy there. 1180. 1181. to be able to make some useful use of the land valley situated nearby there at the foot of the Muizenburg mountain range, that he consequently has observed with all accuracy for some years, both the manner in which the same valley is frequently exceedingly filled with water, and the manner in which that water completely discharges itself into the sea, leaving nothing to the eye other than a barren land covered with duckweed, which, even if art could force nature to cause it to remain permanently dry, would not be able to provide anyone in the world with a field for labor and cultivation; that thus the petitioner has arrived at the idea that no other useful and advantageous use can be made of the said valley than to lay it out and adapt it for the breeding of fish, for which its situation happens to be particularly favorable; that the petitioner, having considered the convenience which he might draw from such an undertaking for his numerous household, has also on the other hand taken into consideration whether there is a possibility to undertake this fruitfully; that this possibility indeed presents itself, but that some years of labor and considerable costs will have to be expended before one will be able, by means of dikes and sluice gates, to control the water that collects in the land valley during winter in such a way that the valley maintains the necessary fullness throughout the entire year to sustain a sufficient quantity of fish living therein; that however the petitioner, both from the conviction of the possibility, and to show how gladly he wishes to employ everything in his power to lend a hand in the land of his birth, that everything which might serve to that end, has resolved to employ and spend with all zeal and readiness all the costs, trouble, and labor required for the execution of the project he has in mind, if only he might cherish the hope that he or his posterity will be able to have some more useful and advantageous enjoyment thereof; Reasons for which the petitioner turns with fitting respect to Your Right Honorable and Honorable Worships, humbly requesting to be pleased to grant him the aforementioned Zandvallei in property, as and in such manner as the same is situated and bounded by nature, in order to establish a fishery there, he being, although never or ever any use can be made of the same valley for the Honorable Company, nevertheless prepared to pay to the same in recognition thereof such sum of money 1782. 1183. Having been assigned for investigation to Commissioners from the Council of Justice, as Your Right Honorable and Honorable Worships shall think fit to determine, trusting that the very same, in making that determination, will be pleased to take into consideration both the uncertainty of the success of the petitioner's projected enterprise and the heavy costs which he will be necessitated to expend on it. Thus it was deemed best, before finally disposing of the said request, first to obtain the considerations and advice, both of the Lord Resident of Baaifals, Christoffel Brand, and of the College of Commissioners from the Council of Justice, to which end the aforementioned request shall be supplied to the same with the accompanying order, not only to take an accurate inspection on the spot itself whether by the aforementioned damming of the water no obstruction would be caused to the ordinary passage to the said Baayfals, or damage to the ordinary wagon roads leading thither and going both through and along the same Zandvallei, but also particularly to investigate whether any well-founded complaints could be brought in by the neighbors of the aforementioned Eksteen or by the public against the grant of the aforementioned valley, since it is by no means the intention of this Council to defer to the petitioner's prayer to the prejudice of other private persons, much less of the general public. 1184. 1185. Furthermore, on the request of the Widow Vlotman to be exempted from the lord's duty for a purchased plot. Thereupon was also read another request submitted by Wilhelmina Maria Hartog, widow of the late burgher Antony Vlotman, in the following words: Right Honorable Sir and Honorable Sirs, Johannes Isaac Rhenius, Governor of the Cape of Good Hope and its dependencies, etc., etc., etc., together with the Honorable Council of Policy of this Government. fallen outside the said disposition, to request the Honorable Philippus Albertus Meijburg, who had bound himself in this case to act as surety, to kindly perform this good service for her. That the said Mr. Meijburg, by bidding in the said house and erf for the sum of ƒ 7900:-, demonstrated that he was willing to comply with the petitioner's request, his Honor thereby being obliged to sign the conditions of sale as purchaser, and trusting that the petitioner, for whom this great service was performed, would take good care that he, Mr. Meijburg, would not be prejudiced thereby. That the petitioner, to her heartfelt regret, must discover that the transfer of the frequently mentioned house and erf will first have to be made to him, Mr. Meijburg, and subsequently to her, which will oblige the petitioner to pay double duty, something which the narrow circumstances of the petitioner render her utterly unable to do. Reasons for which the petitioner turns herewith to your Right Honorable and Honorable, with humble prayer that it may please your high honors to view what has been presented with a favorable eye, and consequently to permit that the transfer of the house and erf in question may take place directly to the petitioner, bypassing Mr. Meijburg. It has been approved upon the same to grant the request of the petitioner conditionally in this manner: That namely the transfer of the house and erf in question, purchased by the Captain of the Burgher Dragoons at Stellenbosch Philippus Albertus Meijburg pursuant to her statement in the said village for her account at the public sale held by the fellow burgher Marthinus Bijleveld, may indeed be conveyed directly to her, the petitioner, without the aforesaid transfer first needing to take place initially to the frequently mentioned Meijburg, provided that there shall be exhibited to the Commissioners who shall officiate for this purpose a declaration or public confession made by him, Captain Meijburg, under offer of oath, that he did not bid in the said house and erf for himself, but actually on commission for the petitioner in this matter; which declaration must then subsequently also be filed with the minute of the aforesaid instrument in order to always serve as proof in this matter. Likewise, in the same manner, upon the below-mentioned request of Captain Johannes Masson. Right Honorable Sir and Honorable Sirs! To the Right Honorable Sir, Johannes Isaac Rhenius, Governor of the Cape of Good Hope and the jurisdiction thereof etc. etc. etc., together with the Honorable Council of Policy. Captain Johannes Masson, commanding the return ship de Standvastigheid lying in the roadstead, reverently submits: That the firewood which he received at Batavia and which was to serve for his voyage to the Netherlands, has been found to be so old and rotten that the entire supply has been virtually exhausted, both due to the long voyage and the large quantity which for the said reasons he was forced to consume daily; For which reasons the petitioner respectfully turns to your Right Honorable and Honorable with a humble request to be pleased to have him supplied with the necessary firewood for the return voyage. Below stood: Which doing etc. Was signed: Ss. Masson. It has been approved to grant the requested replenishment of firewood, and it is understood to authorize the Trade Transporter Casparus van Eerten to make the requested replenishment of the required firewood for the petitioner's aforementioned vessel, on condition that the petitioner shall likewise produce a declaration in the customary form, executed by the upper and deck officers of the just-mentioned vessel de Standvastigheid upon the requisition of him, Captain Masson, from which the truth of the assertion in the above-mentioned request shall become sufficiently apparent. Against which, the written petition for equipment goods for his aforementioned vessel under his command, submitted at the same time by the said Captain Masson, has been placed in the hands of the Equipment Master Cornelis Cornelisz for the purpose of examination and subsequently to supply thereupon all that which he shall find inevitably must be delivered in order to qualify that keel for the voyage at hand. Batavia Popkens, addressed to this Government, containing several complaints and grievances, both against the management of affairs conducted by Captain Gerrit Scheeler, and that actions had therein mostly been taken contrary to the orders of the Honorable Company without the concurrence of the ship's council, and after reading of the said document and deliberation over its contents, it was deemed best and consequently decided, before ruling thereon, to place the same into the hands of the Captain at Sea Gerrit Scheeler, with orders to account for the matters appearing therein to this Council as soon as possible. Was undersigned: Thus resolved and decreed in the Castle of Good Hope, on the day and year aforesaid. Requesting the Council's advice on what measures ought nevertheless to be put into effect on account of this. It had been declared to the same Commission that more than three months ago, two persons of the crew on the River Thames aboard the aforementioned ship Middlesex had suffered from the smallpox; that the said Captain Rogers, by this candid disclosure, had certainly wished to demonstrate how averse he was to exposing this Colony to any danger for the sake of self-interest, in case the Government might believe it had reason to fear it (as the certificate cited above also points out in detail); that after, of the said two persons, one had recovered and the other, in delirium, had jumped overboard and drowned, thereupon not only were all precautions taken against the further spread of that dangerous disease on the ship, both by throwing into the sea the clothes, beds, hammocks, and chests of those same infected persons, and by using other appropriate preservatives, but since then no symptoms whatsoever had actually appeared among the crew, although many had not yet had the smallpox, wherefore he also assumed that there could now be no reason for any further anxiety; but that his Honour the Commander, notwithstanding this reassurance and assertion on the part of the aforementioned English Captain Rogers, nevertheless believed he could not avoid taking the advice of the Council as to how one should conduct oneself in this matter, and whether out of precaution against the transmission of such a most dreaded disease, some measures ought to be taken in hand and put into effect. 1212. 1213. And after the deliberations on the aforementioned question had circulated for a considerable time with all that attention which the nature of the matter came to require, and it was also thought best by the Council to temporize for some time yet before making any arrangements concerning the aforementioned forward ship the Castor, in the hope that in the meantime one means or another will present itself by which one will be able to rescue oneself from the present embarrassment without frustrating the designs which the High Authorities might have with the just-cited vessel, it was resolved provisionally to deploy for the said expedition only the aforesaid frigate the Meermin, whose keel accordingly will have to depart from here at the first opportunity for False Bay in order, after the discharge of the goods and provisions which it is to convey thither has taken place, to be fitted out in such a manner that it will not only be able to take in at Mossel Bay the 1060 Muids of Wheat present there, but will also be able subsequently to complete the missing cargo in Plettenberg Bay with all such light wagon-maker's and other small timber as, above the aforesaid quantity of 1060 Muids of Wheat, will still conveniently be able to be stowed in the hold, for which purpose the bulkheads standing in the ship which served for the Corn sent from here to Mauritius will have to be moved and arranged in such a manner that the aforesaid Wheat will come to lie in the middle of the hold, while the Timber which is to be loaded afterward will be able to be stowed fore and aft in the ship, 1118. 1219. While on the aforementioned point the advice of the Cape Church Council will first be obtained. The account submitted by the Governor, provided by the officers on the return ship the Vrouwe Agatha concerning what occurred on board with 5 natives. it was likewise resolved to place the aforesaid missive of the Stellenbosch Church Council into the hands of their Reverences for the aforementioned purpose, with the added request and order of this Government to report what the constant practice has always been regarding this matter, and which rule consequently should also henceforth be followed by all the other churches, in order that a uniform standard may be observed everywhere within the jurisdiction of this government. The Governor subsequently having been pleased to produce a detailed account provided by the superior and petty officers of the Batavian return ship the Vrouwe Agatha lying in the roads, at the requisition of the skipper of that vessel, Hermanus Pieter Murk, containing everything that occurred on that vessel with such five natives as came on board that ship at sea on the 14th of February last; and since it not only appeared from that account that two of the aforesaid five persons remained behind, because the other three, having been driven off from the ship with the prau in which they were by a violent storm that arose, and subsequently drifting in the open sea, ran aground to the north on the 11th of March following, and in their fury killed the boatswain's mate, but also that the coming of the aforementioned craft on board the frequently mentioned vessel had some purpose prejudicial to the interest of the Company

1230. 1281: Which is hereby approved. After reading a report submitted by the commissioners concerning such equipment goods as have been ceded under surety to the Heemraad Munnik. While upon resumption of a report submitted by nautical experts who examined the defects of the return ship Straalen, It was approved to have the goods provided to him charged at the redemption price. which, upon inspection, was found according to the present arrangement to show the true state of that poor fund at a glance. Also, upon the request of the burgher Steedele, the child adopted by him, mentioned alongside, is favored with the burgher right of this place. one morgen of land situated around the Bokkerivier behind the Hepe River shall be placed in the hands of the Landdrost and Heemraden of Stellenbosch for the purpose of examination and valuation, in order to subsequently obtain a final decision after the report has been received; just as, in the meantime, final disposition having been made concerning some other petitions, it has been granted: To the Senior Merchant and former head of the general pay office at Batavia, Cornelis Dinkelaar, who arrived here on the ship Horssen but remained behind due to indisposition with suspension of his salary, to be allowed to continue his voyage to the Netherlands with the ship Straalen lying at the roadstead, taking with him his wife, two children entrusted to their care named Ian Daniel de Iong and Martin Ludwich Wegener, as well as a free woman named Christina Glazina and three slaves, with the resumption of his salary counted from this day; provided that for the aforesaid free woman Christina Glazina, as having been engaged in his service only here, while permission for the passage of the remaining servants was already obtained at the aforementioned capital, he pays into the Company's treasury the customary transport and board money calculated from this corner to the Netherlands and from there back again here. To the burgher Iohannes Wilhelm Steedele, to be allowed to adopt and keep with him a certain youth named Rudolph Nuport, being 12 years old, and having arrived here in the past year among the recruits of the Regiment de Meuron as a soldier, pursuant to the permission obtained for that purpose from the officer commanding the depot of the aforementioned Regiment; to which end, upon the petitioner's urgent plea, the burgher right of this place has been granted to that child. Commissioners General, it is understood that the same is fully approved, and the said gentlemen are thanked for their trouble taken. Messrs. Gordon and De Wet having drafted and submitted, pursuant to and in fulfillment of what was requested of their Honors by resolution of the 1st of this month, such further order and regulation as in their view ought to be observed in case the expected Right Honorable Messrs. Commissioners General should happen to land in False Bay; thus, considering that the same regulation has been found in all respects adapted to the available means and in accordance with the circumstances in which one finds oneself, it has now also been decided to accept the aforesaid draft of the just cited Messrs. Gordon and De Wet with kind expressions of thanks for the trouble taken, and by this to hold it as adopted, in order to distribute it as soon as possible to all and sundry whom it may concern, both by extract and by verbal notice of the respective messengers of this Council, for strict observance and guidance. After resuming the resolution taken by this Council on the 27th of the just expired month of April, and the point concerning the deployment of a second ship to Plettenberg Bay to fetch the heavy timber found in stock there, occurring in the same resolution, being taken up again today, and the inevitable necessity having now been more closely considered in which one will most likely find oneself of having to make absolute use in this matter of the present ship the Castor, however much one remains equally ignorant of both the destination of that vessel and of the Gentlemen Masters' intentions regarding the same; it has then also, in the aforesaid apprehension with respect to the said vessel the Castor, now been further resolved that on the upcoming departure of the packet boats the Star and the Snelheid, also lying in the roads, on whose dispatch from here work is being carried out with all possible diligence, the High Governing Gentlemen Masters shall be informed in all respect of the aforementioned apparent employment which one will have to make of that ship to make the aforesaid voyage to Plettenberg Bay, with the addition of mentioning 1252. 1253. but to have the same properly examined beforehand by a commission of naval experts. A report having been served by the pro-interim Fiscal De Neys concerning what happened to 5 natives who were found on the ship the Vrouw Agatha. mention of the presumptive time when that vessel can be dispatched from False Bay for the aforesaid purpose and when it can also be dispatched back here again from the just cited Plettenberg Bay, in case such timely notice might be of any use to the most noble rulers in one case or another; while in the meantime, in order to be accurately informed of the present state of that ship with regard to its condition and soundness during the further final deliberations on the actual deployment of the aforementioned vessel the Castor for the so often mentioned expedition, so that it can be kept in mind during the same deliberations, a special commission of nautical and naval experts shall be appointed as soon as possible to go on board at the first opportunity, and in the presence of the captain of that vessel, Ian Iobst Droop, as well as before the Master of Equipage, to examine with all possible accuracy whether the condition in which the same ship finds itself would allow it to be used in this matter, without having to bear any well-founded reasons for concern that the aforesaid vessel would be too fatigued by such an expedition to be employed afterward, without needing significant repairs or rebuilds, again for the conveyance of a cargo of goods for the account of the Honorable Company itself, or on freight for the inhabitants to the Fatherland or also to Batavia. In compliance with the Resolution adopted by Your Honorable Worships and the Honorable Worships on the 27th of April last, pursuant to which there was handed over to the undersigned Fiscal ad interim a certain private account or relation from the officers of the private flute-ship the Vrouw Agatha, chartered by the Honorable Company, concerning what occurred with two natives who remained behind on board the said flute-ship from a certain vessel or so-called small prahu, in order to conduct a precise inquiry into all the circumstances of this case, so that, in the event it should be found that the officers had made themselves guilty of one thing or another from which some action ought to flow, not only might he properly perform his office and duty against the same, but also furnish to Your Honorable Worships and the Honorable Worships the requisite report of his findings in all their circumstances. And whereas it has appeared to the undersigned, under humble correction, that the aforesaid two natives, having merely brought some turtles on board, had to remain there by chance, as the aforesaid relation states in detail, without anyone having been in a position to set them ashore elsewhere, The undersigned caused the said officers to appear before commissioners from the Honorable, Worshipful Council of Justice here, and, after having examined them, drew up a relation of the whole course of the matter, which, having been duly sworn to, the undersigned takes the liberty of presenting herewith to Your Honorable Worships. 1256. 1257. and that, furthermore, the slaughter committed by them upon the boatswain's mate Rosemyer while shouting amok, and the wounding of some of the ship's crew, quite naturally could have had no other consequences than that from the side of the ship's officers, thought had to be given to means by which the ship could once again be placed in safety; for which the circumstances offered no other opportunity than to shoot one of the natives out of the mast, into which he had fled, in order to prevent further mishaps, and to place the other in irons, who, notwithstanding the precautions taken, nevertheless finally died as a result of his own malice. Thus the undersigned makes no difficulty in declaring to Your Honorable Worships in this official capacity that he has found nothing in the aforesaid case whereby either the master or any other officers of the cited flute-ship the Vrouw Agatha could be considered subject to any action of the Fiscal's Office. Meanwhile, the undersigned cannot fail to implore Your Honorable Worships' and the Honorable Worships' particular attention to that which the native who had been placed in irons declared after his apprehension, according to the entry on the tenth page of the said relation, from which it is very easily deduced to what danger the Honorable Company's ships are exposed by allowing such vessels on board, whether Your Honorable Worships and the Honorable Worships might deem it necessary on this account to take such measures in this regard as may be suited to prevent these calamities in the future. 1238. 1259. It was resolved to fully absolve the officers of that vessel from all further legal claims on that account. Yet for the aforementioned reasons it was thought fit to furnish both the Fiscal's report and the relation of the circumstances of those natives to the High Government at Batavia at the first opportunity. It being noted that the Fiscal ad interim has declared in that report that, after having instituted the required inquiries, he found nothing in the aforesaid case whereby either the master or further officers of the cited ship the Vrouw Agatha could be considered subject to any action of the Fiscal's Office, it was then also resolved to rest in the aforesaid declaration of the Fiscal, and consequently to wholly absolve the just-cited officers from all further legal claims regarding what happened on board the vessel under their command with the said natives. Yet since both in that report itself and in the relation also inserted above and appertaining thereto, there appears, among other things, the very remarkable declaration of the native who had been in irons, made after his apprehension, to the effect that not only had he been assigned to a pirate prahu manned with 50 hands wherewith he had helped overrun two three-masted ships, on one of which 50 and on the other 20 Europeans had been stationed, but that he had also, together with his other companions, come on board the aforesaid vessel the Agatha with the deliberate intention of likewise making himself master of that vessel in the aforesaid abominable manner, for which purpose they had indeed hidden with them in the small prahu with which they had come to the ship the necessary murderous weapons; and it consequently being of the utmost importance that Their High Mightinesses, the Lords of the High Indian Government, be fully informed of all these particulars, in order to be able to determine the requisite measures so as, by a strict prohibition against the

The report submitted by the Pay Bookkeeper Matthiessen concerning the Servants stationed in this Government having been found insufficient. allowing such native vessels on board, or to take other appropriate measures to secure the Company's vessels in the future against similar attempts, it has likewise been deemed fit and accordingly resolved, under transmission of authentic copies of both the Fiscal's report and the relation provided at his requisition by the officers of the frequently mentioned vessel d'Agatha, to furnish at the first occurring opportunity to the aforementioned Their High Noble Lands a succinct account of the just-cited confession of the aforementioned native who was involved, and to simultaneously implore their Right Honorable Grand Worships' special attention to it. Subsequently, another written report having been presented by the Honorable Commander, addressed to this Council by the Pay Bookkeeper Clement Matthiesen, accompanying such lists of the general number of Seafarers, as well as persons drafted and placed on reduced pay from among them, who were found present in this Government on the date of 6 January of this year, and who were required of him on that day to be sent to Batavia, in order to serve as proof to Their High Nobles that, during the present shortage of people at the aforementioned Capital, no other or greater number of people have been detained here than the number absolutely required for the turnover of this Government, in addition to such sick and convalescents who could by no means have been sent aboard ship, as well as such cripples and maimed persons with whose maintenance one would only have been overburdened, without being able to derive the least service from them owing to their incapacity, in case one had not rid the Company of those people by means of the aforementioned write-offs and levies: so it is, seeing that 1262. 1263. It is resolved to require the along-mentioned further from him. upon close inspection of the said report and the just-mentioned lists annexed thereto, it has appeared that the aforementioned general number of Seafarers could not have been found and drawn up otherwise than from and according to the uncertain statements of those who have the management or command over the various departments and posts at which any seafarers are employed, without being able to be verified or confronted against the Pay Books, since it is not otherwise than in the month of June of each year that it is entered in and made known by the same Books at which posts the respective Servants happen to be assigned and perform service, so that the same statements, far from serving the purpose for which they were required, might on the contrary give the well-mentioned Gentlemen of the High Indian Government quite opposite ideas, resolved to have the same lists filed away at the Secretariat and now, for the better elucidation of the matter, to require de novo hereby: First, from the Pay Bookkeeper Matthiessen, that on the occasion of the General Muster at the end of next June, alongside the Roll which is submitted annually thereof, he shall also submit similar lists drawn from the Pay Books of this Government as the present ones happen to be, with this distinction however, that in those lists it will not be necessary to mention the men who belong to the permanent establishment of this Government, because they are always designated distinctly enough in the aforementioned general Muster Roll, but that on the other hand, besides the Seafarers, there must also be included in the same new lists all other Company Servants not belonging here or placed on reduced pay or drafted, whether 1264. 1265. they appear in the books as Officers, Soldiers, Craftsmen, Gunners, or under whatever other designation. 2) From the Gentlemen Regents of the Hospital, a specific statement containing the Names, birthplaces, and Capacities of all such disabled persons as shall be found under the just-mentioned date of the end of next June still actually suffering in that house, or walking about the same as sick, with mention of the time when and the ships from which they entered the said Hospital, whereby it must also be distinctly indicated which of them happen to be actually present, and which others on the contrary happen to stay outside the same Hospital on leave or in any other manner; and lastly 3) From the Captain Lieutenant Engineer Thibault, who under the just-mentioned regents of the Hospital has the supervision over the convalescents at the Line, a similar nominal list of all the men assigned there under his orders in that capacity, with mention of the time when each of them was sent to the said Line, at what work and at what place they are employed, as well as in what condition of performing service they happen to be; all the same documents having been received, it shall then be further considered by what means it will be best to manage so that, as often as circumstances might require it, one can be pertinenetly informed both of the number of men left behind here from the outgoing and homeward-bound ships, as well as of the place of their stay, and the state in which they happen to be with regard to their health.

1272. 1273. shall have been set aside, with the sinister intention of keeping the High Ruling Lords Masters ignorant of its singular contents for a very long time, just as by the aforesaid management that goal has indeed actually been fully achieved, considering the very same document up to the present day has not been dispatched to the motherland, whereas it would nevertheless have been of the utmost importance that it had become known to their Honorable High Mightinesses as soon as possible, not so much because of the more important contents (as thereby the answering of the points and passages with which the Highest mentioned Rulers were principally concerned was deliberately elucidated) as well as because from the confrontation of this paper against the very ample Memorial exhibited in Council by Him, Lord Van Lynden, on the 28th of June of the Year 1790 concerning the matter of customs, and subsequently only dispatched to the Motherland on the 28th of January of last year, it would evidently have appeared to the Very Same Highest Rulers how glaringly self-interest has outweighed the interest of his paymasters in the case of the more mentioned Lord van Lynden, since he, Lord Van Lynden, in the just mentioned Memorial, when it was a matter of saving his own revenues, knew how to display a local knowledge which one would hardly have dared to presume in the most experienced and oldest inhabitants of this country, and to build upon the same a chain of redress measures for the Company's financial state, which, however chimerical and utterly impracticable in reality, nevertheless presented themselves to His Honor's inventive mind as very possible and easy to introduce, to such an extent that he, Lord Van Lynden, dared to propose these same measures to the mentioned High Rulers as the only suitable ones; while now, when it was solely a matter of indicating and pointing out to the Company, in its present oppressive circumstances, some more appropriate resources for the restoration of its ruined affairs, the very lack of local knowledge and the fear of an opposition from the side of the inhabitants, which would have to result in nothing less than the loss of the entire Colony, served him, Lord Van Lynden, as a pretext to evade the desire of his High paymasters and Masters, and to hold before the eyes of the same rulers, with very energetic expressions, the impossibility of being able to introduce any new taxes or impositions here on their behalf due to the aforesaid apparent resistance from the side of the inhabitants. Thus it is, for all the aforesaid alleged, unanimously resolved to send the mentioned paper of the Fiscal Van Lynden after all by the first occurring opportunity to the motherland and thereby most urgently to pray the Lords Majores to be pleased to direct their precious attention for a moment upon the same, in order 1274. 1275. Right Honorable Sir, Honorable Sirs, The undersigned, having learned from the secretary of this Colony that, during his last stay at the Cape, he had registered for himself the place named de Seeven-Fonteinen situated behind the Renoster fontains bergen, take the liberty, since the said place is an asset of the Colony, to reiterate their requests successively made by humble letters of 1 March 1790 and 11 July 1791 to Your Right Honorable, to be allowed to sell the same place publicly to the highest bidder for the benefit of this Colony, in order to be able to pay off part of its debts with the proceeds thereof. Whereupon it was reflected how entirely absurd it would be, based on the erroneous premise of the said Landdrost and Heemraden that the place de Zeven Fonteinen situated behind the Renoster Fonteins Bergen would be an asset of that Colony because it had the usufruct of it, to now permit them to sell the said place to the highest bidder for the benefit of the aforementioned Colony, whereas already on 19 August last, pursuant to the own proposals of the aforesaid Landdrost and Heemraden made by missive of 11 July prior, it was resolved by this Council to issue the cited place on ordinance against payment of the usual annual recognition to the first person entitled thereto, as this would best serve the Company's interest. For that reason, both in consideration of the aforesaid reasons and also because the Council, under the present troublesome circumstances of the Honorable Company already alleged herefore, had no authority whatsoever to grant any concessions that would be to the detriment of the Company's finances, as would be the case here if one were to defer to the request of the Landdrost and Heemraaden aforesaid, it was not only resolved to decline and reject the aforesaid request, as it is hereby declined and rejected, but also to entirely approve the registration of the so often cited place de Zeeven Fonteinen permitted by the Honorable Commander to the secretary of the aforesaid Colony Graaff Rynet, Honoratus Christiaan David Maynier, with authorization to and request of His Honor, upon being petitioned for this, to immediately grant the same place on ordinance to the aforementioned Maynier. Right Honorable Sir, and Honorable Sirs, With due respect and submission, Abraham à de Haan, Burgher and Lessee of the salt pans in the Cape Flats, makes known that, having brought his grievances under the notice of Your Right Honorable some time ago, regarding both the pasture granted to him pursuant to the lease conditions and the pans wherein much damage is caused to him by malicious persons, this then resulted in those complaints being accurately investigated by one of the Honorable Members from Your Right Honorable Assembly and found to be in accordance with the truth. That thereupon, without causing the slightest prejudice to anyone, the pasture on the Eyland was determined to the satisfaction of the petitioner; furthermore, it was the intention of Your Right Honorable that no one should be permitted to cause any hindrance or damage to the petitioner therein, any more than in the salt pans, wherefore it was most strictly prohibited to graze both the road on the Eyland and through the Salt pans.
