When it is seen that everything has taken proper effect, that Their Right Honorable Excellencies shall be informed thereof, and Their Highest Councils orders awaited. Citizen Evert Heugh is granted permission to send the alongside mentioned refreshments, etc., on board the French ship L'Aimable Josephine. Upon the request of Mr. Le Sueur, His Honor is permitted to send some goods on freight to Ceylon with the ship Hilverbeek. Just as this, upon their request, has also been granted to the persons mentioned alongside. having departed with his congregation so far that his arrival is expected here around the 20th of this month. He is now, upon his request, again relieved of the obligation to take over the shifts of Reverend Van Lier. That Their Highest Honors also desire that at the aforementioned muster of the cited ship Hilverbeek, as well as of all other outgoing vessels, those officers and crews must be warned that the orders against the transportation of unbranded goods shall henceforth be strictly executed. That the said Right Honorable Excellencies had furthermore seen fit to promote Lieutenant-Engineer L. M. Thibault to Captain-Engineer, folio 2225 and to reappoint F. S. V. was a letter written by the mentioned Landdrost on the same subjects to this council on 20 January of this year. It was decided to place both documents into the hands of the fiscal to investigate the accusations contained therein. 13 September - folio 2314. The alongside mentioned satirical pamphlet by the Landdrost Woeke against the secretary Maynier having been produced, folio 2321. It is, after also rereading the deliberations on that document, folio 2322. Submitted justification by the Equipage Master Cornelisz regarding the lesser amount of wheat shipped in the hooker De Sterrenschans than that vessel could hold, folio 2828. and what was put forward therein in his defense being found entirely consistent with the truth. On that account his pay account will indeed be charged with the alongside mentioned sum, in accordance with the order of the Lords of the High Government. And respectfully to submit at the same time for their consideration whether it would not be best, in consideration of the aforementioned reasons, to remove the aforementioned Woeke from the aforementioned Colony. And to have the office of Landdrost at Graaff Reinet filled by someone in whom one may presume the required equity, skill, and calm demeanor. While furthermore it was thought fit to place the complaint submitted against Secretary Maynier, mentioned herefore, into the hands of the Fiscal's Office for the purpose of an investigation. to consider in an extraordinary meeting by what means this purpose could be fulfilled, and to order them to supply for that end all the considerations and advices required by the same. The Lords Principal Directors furthermore, regarding the granting of letters of freedom to servants here, having made the attached reflections, their High Mightinesses have been pleased to determine that henceforth no more letters of freedom may be granted by the government here without the prior knowledge of the Meeting of the Seventeen. Nevertheless leaving freedom to the government to grant permission in individual cases to servants to remain here without deducted pay. Their High Mightinesses agreeing in accordance with the Council's action to let the persons noted on the adjacent list remain in this Colony on the aforesaid footing. Provided, however, that in granting such concessions in the future, one must proceed very sparingly. And that there shall be supplied annually to the Meeting of the Seventeen a specific list of the persons who have thus been placed on deducted pay in the last elapsed year. Their High Mightinesses, in order to prevent such persons from wandering about this Colony in an arbitrary manner, having been pleased to prescribe the adjacent regulations in that regard. To ensure that these orders are strictly carried out by Messrs. Le Sueur and Van Oudtshoorn, as commissioners for the muster of the Company's servants on the ultimo of this month, the necessary extracts shall be delivered into their hands so that they may govern themselves accordingly, and to order the Landdrost and Heemraden of the outer districts to execute the same. for the reasons mentioned adjacent, shall henceforth have to be done by the Equippage Master. The Lords Principal Directors having furthermore desired that in the future, concerning the matter of the muster, the order mentioned adjacent must be observed and serve as a cynosure. By which arrangement many irregularities that presently take place with the muster rolls will be prevented. Their High Mightinesses having also judged it necessary for the maintenance of good order that a regulation be drafted with regard to the care over the convalescents at the Line. It was therefore agreed to issue a complete extract from their High Mightinesses' missives to the regents of the Hospital and the Line, and to order them to draft from it the desired regulation as soon as possible, as well as to compile an extract for the Captain Engineer under whose supervision the convalescents happen to be, so that, once both have been received and adopted, they can be respectfully presented to their High Mightinesses for approval. Opening and reading of a missive from Mr. Gregory, resident of his Prussian Majesty at Amsterdam, accompanied by a citation addressed to this Council regarding the soldier I. F. Schultse from the Supreme Court at Sendal. Whereupon it was decided to deliver the said citation, with an extract hereof, to the Council of Justice here for execution, in order that, once the answer is received, it may be dispatched at once to the above-mentioned Mr. Gregory.
