9 November, folio 2922 While the Lord Dispencier Van Reede Van Oudtshoorn has been requested in the meantime to draw up the draft of the conditions under which the contracting out of the bread could best be effected. All these documents, once received, will then not only be complied with immediately according to Their High Excellencies' orders, but at the same time a statement will also be supplied to the very same regarding the reduction in overhead and servants that the aforesaid contracting out may entail. Folio 2923 On the occasion that the time for the payment of the office tax fixed approaches, it being taken into consideration that the collection of that revenue has now become almost entirely impossible. Folio 2925 And that, even if one could remove the obstacles that present themselves against it, the aforesaid inconveniences which the delivery of that payment notoriously must entail would nonetheless not yet be removed thereby. Folio 2927 It is resolved that before proceeding to any determination concerning the levy of the aforesaid revenue, it shall first be submitted for consideration to the Lords Governor-General and Council whether it would not be best to abandon it entirely. Folio 2922 And in its place to conduct a general review of the posts which are regarded to be lucrative, in order to find, from the retrenchments which the same could undergo, not only an equivalent for the Honorable Company, but also an improvement of subsistence for the subaltern servants. A request having been made by the alongside-mentioned persons to the Lords Commissaries-General that the place of Gerhardus Munnik, requested in ownership, might remain for the grazing of their cattle, Folio 3293. Thus, since the proposals made thereto by his Honor seemed to the Council in every way to be very suitable for reaching the objective envisioned in this matter, it was resolved to grant it in the manner noted alongside. 18 December Since there are in the Armoury some cartridge pouches sent hither by the Zeeland Chamber of a completely different make than the usual ones, samples thereof shall, in accordance with the qualification of the Lords Council and Governor-General, be sent over to the Assembly of Seventeen to prevent any such from being received here in the future. Reading and resumption of three Missives written by Their High Nobilities to this Council, Their said High Nobilities having for the adjacent mentioned reasons found it equitable that regarding the grievances of the Inhabitants concerning the matter of Agriculture, provision be made; Likewise also entirely necessary that in this Colony there always be laid up in stock a supply of Wheat for one Year; As this was also the objective of the Council's proposals described alongside here, upon which the aforesaid dispositions of Their said High Nobilities in this respect are grounded; And Their said High Nobilities having moreover been pleased to send to this Council an arrest of warning against the splendor and Pomp in vogue; With further qualification to lease the Company's Garden in False Bay to the Resident there for the adjacent mentioned sum, with the contracting of the Supply of the necessary vegetables to the same; It is thus understood, since against the prescribed disposition no other considerations than those mentioned alongside have presented themselves, to put all of the same into execution according to the letter. To that end, not only shall, in the manner as described alongside, an inspection be taken by the adjacent mentioned architects appointed thereto of the buildings that are destined for the storage of the quantities of Wheat which will henceforth have to be kept in stock; In order that, if those buildings are found spacious and strong enough, the necessary repairs to the same are to be taken in hand forthwith; And that of these, the adjacent mentioned be placed at the disposal of Commissioners from the Council of Justice until such time as they will be able to provide themselves with their own storage places; Yet the remainder, for the service of the Company's own operations, shall remain under the administrator who shall have the direction over the Company's Grain Magazines; To the end, as is said before, that the allotted and here-alongside further described stock of Wheat may be stored therein; As well as that henceforth there shall be incorporated into the Baking ordinances the alterations ordained and regulations made concerning the same by the Lords Council and Governor-General. While for a more regular receipt of the Wheat being brought up, the necessary arrangements shall be made yearly, but for the present time the adjacent mentioned footing in this regard will have to be observed; And of this product no exportation shall be permitted or any shipment made to the Indies until after all the Magazines spoken of alongside shall have been filled; The price of a Load of Wheat being fixed at ƒ 35: - from which nevertheless the tithe will be deducted, of which tithe the Commissioners from the Council of Justice will have to bring the revenue monthly by ordinance into the Company's Treasury.
