of the Colony did not as yet permit such, it was unanimously thought fit and resolved, since those repairs for the present, on account of the inability of this Colony, could not as yet be paid for, to supersede therewith for some time yet and to await the arrival of the Reverend Minister. Extract resolution taken at the combined meeting of Heemraden and Military Officers at Graaffe Rynet on Tuesday the 3rd of June 1788. The Captain of this Burgher militia, the Valiant Adriaan van Jaarsveld, having arrogated to himself some authority regarding the reception and transporting hither of the standards, which the Honorable Landdrost maintained did not belong to him, upon which occasion some disputes have arisen, in such a manner that the said Valiant van Jaarsveld had used such expressions whereby not only the Honorable Landdrost, but even the entire Council of War found themselves insulted; and this combined meeting having been expressly convened in order to settle the matter amicably if possible, one has also succeeded so well herein that this affair has been settled and disposed of in an amicable manner to the satisfaction of all those who took part therein. The Honorable Landdrost having subsequently announced that the standards had been brought, it was thought fit that the same should be received on the 8th of July next by First Lieutenant Josua Joubert, the Second Lieutenant Nicolaas Smit, as well as two Sergeants, two Corporals, twelve Burgher Dragoons, and placed in the Drostdy. The undersigned declares by these presents to be the truth: That on the 31st of January of this year, around seven o'clock in the evening, Captain Adriaan van Jaarsveld came to my house, and during discourse that occurred asked whether they would not be able to petition the Emperor to present to him the oppressive state of the Burghers, and whether it could not happen that he took over the country. Hereupon he was answered that the Emperor had nothing to command here and in other sovereign states. Whereupon he, the aforesaid van Jaarsveld, discoursed even more, which the undersigned has not remembered. All this the aforesaid van Jaarsveld spoke in the presence of the Landdrost, the Burgher Cornelis Olivier, and the Deputy Messenger Styn. The undersigned binding himself, if required, to confirm this with a solemn oath. Cape of Good Hope, the 22nd of September 1792. Was signed: H. Hassner, sworn Surgeon. Letter D. Copy. Further, cousin, I send you a writing which we will have to do through our negligence which we have neglected, for the Drost curses us and our land and sand so much, and that he would wipe his arse with us, and the Secretary also, as is well known, and we have never hindered him in his jurisdiction, our disgrace that he has done in the meeting, and it is all known to the rulers, so I think that we will get a snub, that we have let our meeting be so dishonored, so we will use precipitation, if you find it good, please sign it too, we will arrange beforehand to sign, please, if you have, send my horse a feed, and the Hottentot back early. We, the undersigned, all Heemraden and Military Officers of the Colony of Graaffe Rynet, certify hereby upon the oath taken upon assuming our office, at the requisition of the Landdrost of the said Colony, Mr. Morits Herman Otto Woeke, to be able to bring in with grounded reasons not the least grounds for grievance and complaints about the conduct of the said Landdrost since His Honor has been functioning here as such, but rather that the said Landdrost has observed his office with much care, vigilance, accuracy, and impartiality, without self-interest and respect of persons, to the welfare of this Colony in general, and each in particular. We therefore declare all that may have been done against His Honor's office and person with words or writings, of whatever nature and manner, and by whomever named, to have been done indiscreetly, ignobly, slanderously, and in disrespect of the said Landdrost; which we have willed to confirm with our customary signatures for full credibility, and if necessary or required, to confirm further by oath. Council of Policy in the Castle of Good Hope Tuesday the 31st of January 1792 After the reading of the following Missive sent to this Council by the Landdrost and Heemraden of Swellendam P.S. It is, as one is convinced of the necessity that serious efforts should now finally be made to regulate and put in order the financial affairs of the aforesaid Colony, and that two principal requirements are demanded for this purpose, as firstly etcetera, and that secondly, pursuant to what has also been decided in the aforesaid resolutions, the accounts between the said Colony of Swellendam and that of Graaff-Reinet shall be settled, regarding what the latter has to pay to the former in accordance with the arrangements made in the year 1786, and must further contribute annually, it is resolved, while the Landdrost of the Colony of Graaff-Reinet, Moritz Herman Otto Woeke, shall be written to in the name of the Government, that he, for the final settlement of matters with the so often cited Swellendam Colony in the course of this year, whenever his official duties will best permit such an absence, shall not only have to come hither and arrange it in such a manner that, provided with the census rolls of his District, he is accompanied by two of the serving Heemraden, without their journey and its consequences causing any expenses either to the Company or to one of the aforesaid Colonies, but also to give notice a suitable time in advance to the aforesaid Landdrost of Swellendam of his upcoming presence in this capital, specifying the day when he presumptively will arrive here. 2572. 2573. After the reading of which, the more well-mentioned Lord Landdrost having indicated that His Honour, in compliance with the highly respected order contained in the above-mentioned Extract resolution, could best absent himself from here and proceed toward the Cape in the coming month of August, the Heemraden Andries Petrus Burger and David Schalk van der Merwe declared that they would accompany His Honour thither. Subsequently, the Extract resolution of the more highly mentioned Council of the 6th of January 1792, whereby it pleased their Right Honorable Worships to write to this Board to set in motion, as soon as possible, the levying of taxes on all legacies and collateral successions in this Colony, was resumed today pursuant to the resolution taken at the last session; and, having been considered with all the seriousness which the nature of the matter requires, it was approved and resolved by unanimous vote that, whereas the well-mentioned Lord Landdrost and two Heemraden were about to proceed toward the Cape pursuant to the order of the more well-mentioned Council, and they, as fellow members of this Meeting, were fully convinced of the difficulties which present themselves and prevent the aforesaid highly respected orders contained in the frequently mentioned Extract resolution from being carried into execution by this meeting, their Right Honorable Worships shall not be importuned with multiple letters and unpleasant repetitions of the heavy burdens which the inhabitants constantly bear due to the daily increasing nuisance of the Bushman Hottentots, and which have already been presented to them on various occasions; but rather to charge and hereby authorize the frequently mentioned Lord Landdrost and Heemraden, who shall accompany His Honour, to bring more closely to the attention of their Right Honorable Worships, in the name of this Board, all grievances which this meeting encounters in carrying out the frequently mentioned highly venerated order, and most humbly to request them to graciously exempt the inhabitants of this Colony from this tax. 2574. 2575. Thus it is also resolved that Likewise, there was also brought to the table by the frequently cited Lord Landdrost a note from Johan Hassolt, servant of the worthy Philip Hendrik Morkel, residing on his farm located under this Colony in the Zwagershoek, reading: I, the undersigned, confess in truth that my principal, the worthy Philip Hendrik Morkel, gave me orders not to register for this current year 1792, namely sheep and cattle. 2576. 2577. It was resolved to submit in original to Their High Nobilities, along with this Council's considerations, the aforementioned answer and annexes, together with all earlier documents pertaining thereto. Whereas one is now thereby enabled to submit to the Lords Commissioners General such considerations as Their High Nobilities have come to require by dispatch of the 7th of the aforementioned month of September, the aforementioned answer and annexes, together with all earlier submitted documents pertaining thereto, shall be submitted to the same in original; and that referring to the same documents, this Council shall further in all respect report to the same that it has found in the aforementioned answer, instead of a significant disculpation, nothing but the utmost offense in vile and improper expressions used in such a manner that from them it might with reason be deduced that the Landdrost Woeke seems wholly and completely to have forgotten what he owes both to himself and to this Council; that furthermore everything he still adduces for his excuse is far rather to be considered as an obstinate denial of acts, most of which have been established by too many unanimous complaints to be deemed completely mendacious, rather than as a justification against such gross accusations as have been laid to his, Woeke's, charge; and that although the frequently mentioned document is filled with atrocious accusations against the Secretary Mainier, the Former Secretary Wagenaar, various Heemraden, Military Officers, and other Persons, he, Landdrost Woeke, nevertheless proves so little thereof that not much credit can be given to the truth of those accusations. That he, Woeke, also recently displayed his inclination to accuse his fellow man of abominable acts in a vague manner, having, shortly after his arrival at this Principal Place, submitted to this Council the Memorandum of complaints against the aforementioned Secretary Mainier, of which mention was made in the resolution of the 18th of September last, and wherein he accuses the same of diverse facts which, if proven, would not only establish him, Mainier, as an infamous and unfaithful Servant, but also prevent him from escaping the lawful prosecution of the Judge, without likewise proving anything of all this or being able to excuse himself for not having been capable of doing so, since that complaint, undoubtedly having been drawn up at Graaff-Reinet and dealing with acts that allegedly were committed some time ago, he was consequently also in a position to provide himself with the necessary declarations to corroborate what he brought forward as required. That furthermore the assertion of him, Landdrost Woeke, of not properly receiving the orders of this Government and of that of the Council of Justice so as to be able to comply with them properly, is entirely groundless, because the Council, in order always to be certain that the letters and other papers directed to him were dispatched at the very first occurring opportunity, adopted the means proposed thereto by himself, namely to qualify the Firemaster Fredrik Heyneman to manage all matters relating to the Colony of Graaff-Reinet as Commissioner, and at the same time to instruct him to take proper care for the prompt and secure delivery of the letters departing from here to Graaff-Reinet, and experience 2580. 2581. And at the same time respectfully to submit to Their consideration whether it would not be best, in consideration of the aforementioned reasons, to remove the aforementioned Woeke from the aforementioned Colony. has shown the Council that the mentioned Heyneman has always acquitted himself of his obligation in this regard, and that even though it might have happened on occasion that one of the letters delivered to the mentioned Heyneman for forwarding might have remained lying for a few days due to lack of opportunity, or that the persons who were charged with its delivery were prevented by the swelling of the Rivers or other accidents from accomplishing this within the usual time, these cases can exist so seldom that he, Woeke, cannot excuse himself therewith for having been rendered unable to comply with the so repeated orders dispatched to him, both on behalf of this Council and of the Council of Justice, to betake himself towards the Cape, and That, however much one would have wished that Landdrost Woeke, through a zealous and faithful as well as prudent observance of his duties, would have made himself worthy of the trust which this Government placed in him, and however much one might also assume that the accusations laid against him by Secretary Mainier, as well as the Heemraden and Military Officers, together with the Reader, have possibly also been exaggerated somewhat, one nevertheless may not omit respectfully to submit to the Lords Commissioners General's consideration whether, since on the one hand it is sufficiently evident from the complaints lodged against the mentioned Woeke that he has entirely lost among the inhabitants of Graaff-Reinet the trust and respect which he, as representing the Magistracy and as an Officer of Justice, ought to have earned and carefully maintained

Friday the 12th of October 1792, in the evening, extraordinary meeting, all present. The convocation of the Council planned by the Governor for this morning at the customary hour having been unable to proceed, because most members would then have been prevented by their official duties from attending, and the meeting therefore now being convened in the evening in order to give the said members the opportunity to attend, so that they might together carefully resume the draft of a letter to be addressed to the Lords Commissioners General, in reply to the second and principal point of their highest requisitions, contained in the letter of the 13th of July last, tending to whether and to what extent, as well as under what conditions, stipulations, and precautions, a free navigation along the east coast of Africa, and further on into the Indies, could be granted to the inhabitants of this country, without the Company being prejudiced thereby in its trade. The aforesaid chief officers consist, for the first-named chief officer, of: 3 cases of white knyp, and 1 slave boy; as well as, on order for various residents of the Cape: 2 slave maidens, 1 slave boy, 2 krayangs and marked F.I.L.S. 8 pots, 1 half aam, marked 7.H., 1 case of ratan, marked I.A., 4 pots of the same, marked I.I., 4 small boxes of assorted tea, 8 pots of preserves, 1 package sealed in black and red oilcloth and addressed to Mr Bloemmaart at the Cape. And those of the Captain Lieutenant H. Weemeijer, consisting of: 20 picols of coffee beans, 300 pieces of loaf sugar, 10 canassers of powdered sugar, 15 picols of candy sugar, 4 half leagers of arrack, 20 pots with small fish, and 2 slave boys. And whereas the aforesaid Captain Keucken also came to declare that both he himself and his aforementioned Captain Lieutenant were provided with the principal items, such as rice, woodwork, sugar, and coffee, by the Commander at Batavia, Cornelis Andriesz, while the lesser or other items were procured for them by Chinese merchants whom they did not know by name: it was likewise resolved that of this declaration of the Captain, of which the Lord Commander did not fail immediately to inform the Right Honourable Commissioners General, in accordance with Their High Honours' orders established once and for all and cited herebefore, the required notice shall likewise be given to the Lords of the High Indian Government upon the first occurring opportunity, in order to serve toward such ends as the most highly regarded Lords Commissioners General may have intended herewith. Deliberation having arisen among Their High Honours as to how it indeed happens that use is made of the cooperage of the ships calling here for sending pickled greens, etc., on freight to the Indies. With orders as to how this government should act to prevent the same. After this, proceeding to the opening and reading of a dispatch from the just-cited Lords Commissioners General, received during the meeting and dated yesterday, containing that Their High Honours, having learned that it now and then happens that use is made of the casks which are on board the Company's ships without being recorded in the equipment book, for sending to the Indies pickled greens and other items which are permitted by this Council to the ship's officers to transport thither on freight, and apprehending that the orders devised by the same in their directive of the 9th of this month to prevent the same might thereby be rendered illusory, have seen fit further to enact that none of such greens or other items, which in the future shall be permitted by this Council to be transported on freight to the Indies, may be brought from the shore on board other than in casks fit for that same transport, with orders thereby to amplify the orders of this Council, pursuant to the aforesaid most revered directive of Their High Honours already established by their resolution of the 10th of this month: By extract of this resolution, notice of the aforesaid disposition of Their High Honours shall be given to the Fiscal and Equipment Master. While henceforth no goods in casks or vessels on freight shall be shipped on board unless the same have been examined beforehand by the ordinary Commissioners. It was then also understood that of this further disposition of the Lords Commissioners General, notice shall immediately be given by extract of this resolution to the Fiscal and Equipment Master of this Government, and the same, as is done hereby, are thereby ordered to be particularly attentive to what has been ordained as aforesaid, and not to tolerate that henceforth any casks or vessels filled with goods to be laden on freight be shipped from the shore on board, except those that shall first have been properly examined by the ordinary Commissioners and found fit for such transport; which Commissioners, having officiated on the appointed days fixed by this Council to have the goods to be laden on freight transported on board with the Company's vessels, when all the said goods shall be found brought together at the Jetty, shall each time, for the greater security of their findings in this matter, have to serve the Lord Commander or Chief Ruler at the time with a written report. 2608. 2609. The Equipage Master Cornelisz shall, from the requisitioned equipage goods for the ship Teijlingen, have to provide what is unavoidably needed. As well as deliver to Mr. Kuvel on the country's account a heavy rope of 17 inches thick. Presented by the titular former Merchant J. F. Kirsten, the annexed inserted petition. Vaartjes, commanding the outbound ship Tylingen lying in the Roads, had been permitted, after he had submitted his petition for necessities for the further voyage, to come ashore for the space of five days for the settlement of his affairs. And whereas the aforementioned Officer in Charge on this occasion also caused the aforementioned petition for necessary equipage goods for the ship Tijlingen to be exhibited to the aforementioned members of the Council: it has furthermore been agreed to qualify and order the Equipage Master Cornelis Cornelisz, as he is hereby qualified and ordered, to supply from what was requisitioned all such articles as he shall find to be unavoidably required. Also, upon the request made in writing thereto in service of the ship de Amazoon by the Right Honorable Abraham Kuvel, Captain at Sea in the service of the Country, and commanding as such the Frigate of war d'Amazone lying in the Roads, it has been resolved to let be provided from the Company's warehouses on the Country's account and for the service of the aforementioned Frigate to the said Mr. Kuvel a heavy rope of 17 inches thick, wherefore the Equipage Master of this Government is hereby qualified to deliver the same, provided that in any case this can be done without noticeably inconveniencing oneself or causing prejudice to the Company's interests. Right Honorable Sir, and Honorable Sirs: Your Right Honorable Sirs' humble servant, the titular former Merchant, Jan Fredrik Kirsten, makes known with due respect that about two years ago he entered into a contract with an English merchant to bring over hither from England four stallions, four mares, and three head of cattle, solely with the object of improving the breed of horses, which are not of the best sort here, and which, as is all too well known to Your Right Honorable Sirs, are not only very small, but of so weak a constitution that in order to convey a load of 1800 pounds 8 to 10 horses must be spanned, making the conveyance of the Country's products hither most expensive; That the said English gentleman having passed away on the voyage to Europe, his executors, who at the same time happen to be the correspondent of the undersigned in London, have fulfilled that contract; so that the horses and cattle are now actually here in the Roads, having been brought by the ship the Favorite. That furthermore, in order to ballast the ship, there have been loaded into the ship: bar iron, coals, steel, lead, planks, building materials, nails, some trifles for the undersigned's household, which are sent to him as a present by the said correspondent, some boxes and chests with medicines for the Cape pharmacies, shipbuilding materials, and planks; in payment whereof is requested from the undersigned: wines, brandies, butter, aloes, poultry feathers, and all such products of the Country as may be exported without being contrary to the Country's laws. Having been received and circulated to the respective Gentlemen Members of the Council for reading and resumption, a missive from the Gentlemen Commissioners-General dated the 16th of this month, whereby Their High Nobilities, since it has been brought to their highest knowledge that the Council of Justice of this Government has seen fit, by a certain apostil granted by them at the beginning of the year 1789 upon the petition of Hendrica Janssen, wife of the Burgher Jan Smit van Dillenburg banished to Robben Island, to permit the petitioner or the aforementioned Jan Smit van Dillenburg to settle by composition with the Independent Fiscal of this Government, Mr. Johan Nicolaas Steeven van Lynden van Blitterswyk, concerning such portion of the sentence passed against him on the 22nd of November 1787 whereby he, Smit, was banished to Robben Island for five years, and after the same composition to be allowed to take up residence at this Capital for the administration of his affairs until the expiration of the term of his aforesaid confinement, and that the aforesaid composition was subsequently struck before delegates from the aforementioned Council for the sum of six thousand Rixdollars, do request with the greatest haste all the documents concerning the proceedings held against the aforementioned Smit in the aforesaid case, the cited composition, and the consequences and attachments thereof; so it is, in order immediately to fulfill the dutifully described wish of the Gentlemen Commissioners-General, 2616. 2617. Committee members, but must be provided with another cheek from behind, in order to enable the aforementioned ship with the same mast to continue its voyage, it was resolved to order the Equipagiemeester Cornelis Cornelsz, as the Equipagiemeester is hereby ordered, to proceed directly to the aforementioned repair in the manner as just stated here, and to observe all possible speed in that regard. Wherefore, pursuant to the dispositions and orders contained in the said dispatch, it has been resolved: That in the future, only in very rare cases and for urgent reasons, the granting of such pensions shall be proposed to the Assembly of the Most Noble Lords Seventeen as are currently still enjoyed by the former Member of this Assembly Dirk Westerhoff, and the Emeritus Ministers Johannes Petrus van der Spuy and Remerus Harders. That upon the dismissal of the Secretary of the Orphan Chamber Tobias Christiaan Rönnenkamp, That the post of Shopkeeper and the administration of the shop shall henceforth be abolished, but left to the First Sworn Clerk at the Secretariat of Policy, George Fredrik Goetz, the post of Deputy Secretary there shall newly and forever be abolished; That that of Overseer of the Timber Magazine, upon death or vacancy, shall again have to be performed by the Overseer of the Company's Slave Lodge. While the requested considerations of the Council will be dispatched to their High Honours with respect to the establishment of a printing shop here, as well as regarding the slaves whom their High Honours intend to be employed on behalf of the Company as hodmen for the bricklayers, and the reduction to which the clerical work would be susceptible through the introduction of such a printing shop, one of the lesser heads, as matters will thereby not only be simplified and dispatched more promptly than might otherwise be expected, but also no special room or apartment will need to be maintained for the aforementioned work. And whereas the Lords Commissioners-General, in their aforementioned High Honours' much-revered letter, while professing not to be disinclined to propose favourably to the Meeting of 17 the request made by this Council to their High Honours to be provided with a printing shop on behalf of the Company in replacement of the assistants to be reduced, have come to require the Council's considerations concerning the regulations under which it is thought such a printing shop ought to be subordinated; and that their High Honours at the same time declare their utmost desire to learn whether the clerical work, to which the printing shop would bring no relief, might also be susceptible to any reduction; And their aforementioned High Honours furthermore have not wished that the Company's slaves, who, as said before, shall be used as hodmen for the bricklayers, should be supplemented by hiring other slaves from private individuals and employing them to carry firewood, but that the same must be found from the further reduction of operations which their High Honours have in view; thus, having considered what was proposed regarding the subject of the aforementioned printing shop in the letter of 19 April 1786 to the High-Commanding Lords Masters, 2638. 2639. and having considered how very much it is the duty of this Council to supply and suggest to the appointed Lords Commissioners-General all possible means that could serve to attain the purpose which their High Honours may have set themselves regarding one or another important point, after ripe deliberation it is further understood: That regarding the matter of the printing shop, repeating what was proposed to the Lords Majores, their High Honours will be informed in all deference by letter that, in the Council's view, if the said printing shop were made completely dependent upon the Government, established at the Castle in a suitable apartment, and thereby placed under the direct supervision of the Secretary of this Council with such regulations as apply in Batavia, so that nothing is made public, divulged, or distributed that is not permitted or commanded, by these means not only the press as well as the printer would be brought under proper control and could be kept there, but also the illicit use that might otherwise be feared could be made of the said printing shop could be adequately prevented. That their High Honours will further be informed that, since the present bookbinder of the Honourable Company, Johan Christiaan Ritter, happens to possess all the necessary qualifications and skills required for typesetting and further manual work of a printer, and the Council, as a reward for his demonstrated vigilance and promptness in the performance of the duties of his office, moreover would gladly see him favoured with the direction of that work as printer, should this square with the approval and pleasure of their High Honours, it would therefore suffice merely to requisition from the Netherlands the press and other necessary components to make an immediate start with the printing itself. 2640. 2641. Regarding the hiring out of Company servants here, the adjacent considerations were made by the Honorable Commissioners General; in the Shop, while the Hospital Office shall remain at the site of the present Pay Office, and the room or apartment currently occupied by the Pay Bookkeeper shall remain assigned for the use of the Head and Inspector of Pays, through which arrangement all expenses for remodeling as well as otherwise can be saved. engagement has been fulfilled, unless in very exceptional cases and for urgent reasons such is deemed necessary by this Council. Thirdly, that in case for any urgent reasons someone whose contracted period has not yet expired is permitted to enter into loan, in that case there shall have to be paid to the Company, over and above the debts of such persons to be drafted, a sum for their transport and conveyance, in order to fully indemnify Her on that account as well. Fourthly, that whereas frequently persons arrive here on the Company's ships who due to bodily infirmities are unfit for the service of the Company, and as such must be sent back to Europe, and among such there are sometimes subjects who can be employed as schoolmasters in the countryside, the drafting of such persons, provided sufficient proof of their infirmity appears from a certificate of the Chief Surgeon of the Hospital, may be permitted on the same footing as of people who have served out their contract. Fifthly, that every countryman who wishes to be provided with a schoolmaster must submit with his request a certificate from the Landdrost or Minister of the colony under which he falls, stating that he has children and no teacher; and this in order to prevent self-interested people from abusing this and, under the name of schoolmaster, sometimes seeking to obtain a tailor, shoemaker, or other artisan. Sixthly, that no one shall be permitted to be drafted as a schoolmaster unless he has previously been examined by one of the Ministers of the Reformed Religion here as to whether he harbors doctrines that might be detrimental to the youth, and has produced proof of this examination of his. Seventhly, that under a fine of One hundred rix-dollars no one shall be permitted to draft a person in his name and transfer him to another without prior written consent from the Chief Commander, and much less let him wander about under his name and carry on his own trade. Eighthly, that everyone shall be liable for the conveyance of the person whom he has drafted, and in case of death or becoming absent must give proper notice thereof to the Pay Office, and annually request to renew this loan, under a fine of 50 rix-dollars in case of negligence. Of all of which, first of all by Publication to all and everyone who is concerned therein, notice shall be given for their information and guidance, above which extracts from this Resolution, in so far as the aforesaid drafting is concerned, shall be supplied to the officials of the respective Departments and Offices, so that everyone in theirs may strictly observe and pursue the aforesaid points; while also the Fiscal and the respective Landdrosts shall be enjoined and ordered, as they are enjoined and ordered hereby, to enforce what is stipulated in the above-mentioned 7th and 8th Articles, and to fine the offenders upon discovery in the fines specified therein, in order that the said fines may be allocated and enjoyed in the manner as shall be described hereafter. 2664. 26165. it has been resolved to direct the School Commissioners of this town in an extraordinary meeting to devise by what means this purpose could be fulfilled. provided, the Council's attention has been drawn to the defective manner of instruction which the children of those country people receive in that way, since those from whom they must receive their instructions in the aforementioned manner can barely read properly, few among them write a passable hand, and almost none know as much arithmetic as those children need to know to be able to make use thereof, once grown up, in the management of their own affairs and business, to say nothing of the fact that the way of life which these tutors have generally acquired through daily conversation and association with people of bad conduct and even worse morals, can in no way serve to imprint upon their pupils those foundations of sobriety and virtue which, once well established, might otherwise serve to ground their temporal as well as eternal salvation; and it having appeared to the Council, after mature deliberation on the matter, not to be entirely beyond the reach of the efforts that one could and would be willing to make in good earnest, to erect and establish in the countryside public boarding schools, in which the children of the country people could be received, maintained, and instructed in the first rudiments of Religion, as well as in reading, writing, and arithmetic for a modest payment: Thus, in order to test on this occasion how far one might promise oneself any success in this through the cooperation of the School Commissioners, of whose zeal to replace the prevailing ignorance of youth through good instruction this Council has already experienced decisive evidence, and of the Ministers together with Church Councils, as well as the Landdrosts and Heemraden of the respective outer Districts, 2666. 2667.
