But whereas Their High Excellencies, for the proper elucidation of the assembly of 17, require a specific statement of the items that are required for the establishment of a printing house, the bookbinder Ritter shall immediately have to supply to this government such a statement concerning that which is spoken of above, while the sending of the required reports regarding the paperwork will be further urged, and They likewise look forward with eager anticipation to the Council's considerations regarding the reduction of the paperwork. to the person who will in time succeed him in the aforementioned post, who will thereafter be at liberty to make those payments himself, or to have the same made by one of the subordinate heads under his authority, provided he remains in all cases responsible and accountable for the latter: But since the more highly mentioned Gentlemen Commissioners-General, in order to elucidate the Illustrious Assembly of the Seventeen in that regard with the required precision upon the necessary report of the Council's considerations concerning the conditions under which a printing house could exist here in the service of the Government, also come to require a specific statement of what items, and to what quantity, would be required for such a printing house, as well as whether any additional staff of servants or otherwise, and which ones, would be necessary for that purpose, over and above a person experienced in printing and typesetting, for which the bookbinder Iohan Christiaan Ritter has been proposed to the same; while Their High Excellencies likewise continue to look forward with eager anticipation to the Council's considerations concerning the reduction of that part of the paperwork to which no relief would be brought by a printing house, the aforementioned bookbinder Ritter will meanwhile be required, as he is hereby required, to submit immediately a statement concerning the printing house, of everything that has been required above with regard to the printing house, while at the same time the prompt submission of the reports regarding the paperwork from each and every person concerned therewith, demanded by the resolution of the 25th of the repeatedly mentioned recently passed month of October, will be further urged upon the respective Gentlemen Administrators, Heads of the Offices, and Chiefs of the various departments, as is done hereby. 1722 2882. 2883. The aforementioned Gentlemen Commissioners-General having been pleased to order the immediate withdrawal of all Honourable Company's slaves who are in service with private individuals, and that no such use may any longer be made of the exiles, nor of any servant as a pass-walker. With the understanding, however, that the Chief Ruler together with the members of the Political Council may henceforth each remove one of the Company's common wage-earners from its service and take them into their own. The so frequently mentioned Gentlemen Commissioners-General, upon the information supplied to Them that, pursuant to an old custom and the concessions granted for that purpose by the respective Chief Rulers, various slaves of the Honourable Company are in service with some of the Gentlemen Members of the Council, with the ministers and their widows, both here and in the outer districts, and with some lesser qualified servants, and that a similar abuse also exists with regard to the so-called pass-walkers; having been pleased further to authorize and order this Council immediately to withdraw all such slaves of the Honourable Company as are in the service of others, whoever they may be, and also immediately to abolish the keeping of pass-walkers in private service of the Company's servants, and the employment in that same service of exiles from Robben Island; regarding which They state they have reasons to assume that gross abuses have likewise crept in, and therefore recommend the same to the particular attention of this Council; generally interdicting at the same time that never or ever shall any private service be enjoyed either from the Company's bondservants, or from any of its servants, or from exiles maintained at the expense of the Company; with the understanding, however, that in order to take equitable regard of the Council's request to be allowed, instead of the aforementioned pass-walkers, to remove a few persons from the service of the Honourable Company for the service of the respective members of the Council, it will be permitted to the Governor or whoever shall hold authority here, together with the members of the Political Council, but to no one else, henceforth each to use in their private service one person removed by them from the service of the Honourable Company.

It is therefore in conformity therewith resolved to reclaim and take back, indistinctly, all slaves and exiles currently in the service of any private individual, whosoever he may be, by the Overseer of the Lodge. And concerning the aforementioned exiles, additionally to enjoin the aforementioned upon the Fiscal. As well as to charge the Head of the Pay Office with the supervision that the order against employing furloughed men is not violated. use, provided this is done without any expense to the Company, and such person is paid by the holder; it is, in order to ensure that the aforesaid dispositions (as Their High Mightinesses state they expect) are immediately put into execution, further resolved to authorize and order the Overseer of the Company's Slave Lodge, on behalf of this Government, immediately to demand and take back into the aforesaid Lodge from the aforesaid private individuals, indistinctly whoever they may be, all the aforesaid Company's bondsmen and exiles currently in the service of private individuals, in order that they may henceforth work on the public works alongside the other slaves residing here, until other dispositions concerning them shall have been made; and likewise to enjoin the Fiscal to have all the convicts belonging to Robben Island—for whatever reason (other than in furtherance of the Company's interests) they may have been brought from there to here, or in whose service they may be—returned to the said Robben Island at the earliest opportunity, and further to ensure that never at any time shall any of these exiles again be employed for purposes so contrary to the circumstances in which they find themselves and so directly running against the Company's interests as those for which they have been used up to the present day; while in like manner the Pay Bookkeeper is ordered and instructed to see to it that, with the exception of the fixed number assigned, as stated above, by the Lords Commissioners-General themselves to the Lord Chief Commander and the other members of the Council of Policy, no Company servants, under the name of furloughed men or under whatever other designation, shall be employed by anyone, whoever he may be, in his 2886. 2887. Item the country estate Rustenburg situated at the Ronde Boschje; could best be leased to private individuals. — regarding the contracting of the supply of wines, their High Nobilities' requisition will be complied with in the manner as mentioned aside. — While, in order to likewise accomplish this with regard to the Company's garden here, as well as the country estate at the Ronde Boschje, the Gentlemen Lesueur, De Wet and Van Reede van Oudtshoorn have been requested to be willing to take upon themselves the drafting of the conditions. — which their High Nobilities are inclined to leave for the use of the Governor, or whoever shall hold authority here at the time, wherein it should be kept in view that no shortage of vegetables comes to be suffered for the Company's establishment, as well as a similar draft upon which likewise to lease the aforesaid country estate the Ronde Boschje, together with a statement of the posts and establishment which could be dispensed with and abolished through both of these; it is thus resolved that with regard to the conditions drafted by the Gentleman Le Sueur, in order to conduct thereafter the contracting of the supply of wines, brandy, and vinegar which the Honorable Company comes to require, taken from the minutes and with due respect, there shall be supplied to the Gentlemen Commissioners-General those few amplifications and alterations with which it has appeared necessary to the Council that the draft of the said Gentleman Le Sueur be improved in order to be in every way practicable and to correspond fully with the Company's true interests; while, in order to be able to fulfill dutifullly their High Nobilities' requisition likewise with regard to the leasing of the Ronde Boschje, as well as the plots in the Company's Garden here whereof mention was made more fully just now; It has further been approved to kindly request the same [illegible] De Wet; the last-mentioned Gentlemen being thereby requested, as they are requested by this, among other things also to stipulate from the lessee of the plots in the garden that he will provide the Company with the required vegetables both for its establishment here and for the passing and repassing ships according to provisions to be made in that regard against fixed prices, 2890. 2891. Letter from the Gentlemen Commissioners-General concerning the accusations brought against Captain de Sandolroy. by which provisions the different seasons shall also need to be kept in view, while all the same Gentlemen will further please observe, upon the report of their proceedings in this matter when these shall have attained their conclusion, to supply this Council with a specific statement of the posts and establishment which can be dispensed with and abolished through both of these. — After this, there being opened and read a second Letter from the Gentlemen Commissioners-General, received during the meeting and written under the 31st of the recently expired month of October, whereby their High Nobilities, giving to understand that, now that their highest selves have further examined the administration maintained in this Government with regard to the accusations brought into this Council already on the 6th and 13th of February 1789 by written memorials by Colonel and Chief of the Militia Gordon against Captain de Sandolroy on account of the management and administration maintained by the same over the military depot, or so-called nursery, then present here, as otherwise, their High Nobilities have not been able to see other than with much displeasure that the investigation of those accusations, which by Colonel Gordon were rightly regarded as of the utmost importance for the military service and good order, after a lapse of time of three years has not yet been brought to sufficient effect, and of which the principal cause must be sought in this: that one has deviated in a very strange manner from the usual path which the constitution of the Government prescribed, namely, to have those accusations investigated and decided by the competent judge of the aforementioned Sandolroy, and has proceeded to the appointment of a commission, which

Their High Mightinesses, having been pleased to take the adjacent disposition with regard to the aforesaid matter, it is resolved, in dutiful compliance therewith, to send over to Batavia at the first opportunity all the pieces and documents relating to the aforesaid accusations, after the same shall have been properly drawn up in legal form, along with and besides the aforementioned Sandolroij, which has wrought nothing else than, by the bringing in of contradictory advices, to produce an uncertainty that has ended to the grievance of all interested parties and in total inaction, rendering a decision regarding the manner in which the final and definitive investigation into the case concerning Captain de Sandolroy, which has been dragged out for so long, shall now be further effected and settled, ordering this Council to send the aforementioned Sandol Roy to Batavia by the first suitable shipping opportunity, with notification to the High Government of the Indies of the disposition taken by Their High Mightinesses in his aforesaid case, in order that the diverse accusations subsisting against him may be investigated there by the Court of Justice and final judgment rendered therein; so it is also, pursuant to and in fulfillment of the aforesaid highly honored order of Their High Mightinesses, ordered to the Adjunct Fiscal, Mr. Johannes Andreas Truter—on account of the affinity of the pro interim Fiscal of this Government, Mr. Jacob Pieter Deneys, with the aforesaid Sandolroy, whereby he was prevented from proceeding with the investigation that had been entrusted to him in this matter—as the said Adjunct Fiscal is hereby ordered, to draw up in legal form before the Court of Justice here, in so far as this can be done and may not already have been done, all the pieces and documents relating to the aforesaid accusations brought against the aforementioned Sandol roy, both by Colonel Gordon here and by some men of the Pepiniere at Batavia, in order that, being properly inventoried, they may be sent over at the same time with the said Sandolroy at the first opportunity to the aforesaid main place of the Indies, until which time the Council had further resolved to have the arrest of the so often mentioned Captain de Sandolroy announced at his house, 2894. 2895. he being meanwhile not permitted to go outside the houses of this town, on pain of being placed under closer restrictions in case of contrary action. Having been in an erroneous understanding that Colonel Gordon on his own authority had caused the repeatedly mentioned Captain Sandobroij to be placed under arrest, having been disabused thereof— yet the Lords Commissioners-General, upon the notice which the Lord Commander immediately gave them of this resolution taken, having been pleased to find it good to use some consideration towards him, Sandolroy, in this regard, by ordering that he shall merely not be permitted to go outside the houses of the Cape, on pain of otherwise being placed under closer confinement in his arrest, in conformity therewith that change was subsequently resolved in the disposition first taken, that the house arrest that had first been determined shall now be converted into a restriction not to go outside the Cape, of which restriction the aforesaid Lord Commander has been requested, as His Honour is requested hereby, to have the requisite announcement made by the Adjutant to Captain de Sandolroy at the rising of the meeting, for his information and strict observance, with further notification of the Council's intention to place him under closer confinement in case he should venture to exceed or transgress the same. Submitted report of maritime experts on the defects that present themselves on two cables of the ship Castor, as well as on the mooring cable and the mizzen topmast of the frigate Meermin. As the best bower cable of the Castor may still serve as a spare cable for that vessel, it shall also have to be used as such for the keels, but for the mooring cables of the mentioned vessels, as well as for the topmast of the Meermin, being fit for nothing else, others shall be provided. To have this recorded in the Council's resolutions, with the insertion of an extract of this passage from their highest missive and desire, furthermore: that with this, this matter shall have to be and be held as settled, without this Council having the power on that account to allow any further notes or insertions of advice, from whomever it may be, into its resolutions; it is therefore finally resolved on this matter to supply an extract hereof to the aforementioned Mr. Gordon, and for the rest to comply strictly with what the Lords Commissioners-General have been pleased to order in that regard. Therefore, in fulfillment of the orders of Their High Excellencies, the small vessel shall be handed over to the said Vos at the first navigable weather by a commission expressly appointed, while the formal transfer thereof must take place within the period of 6 weeks. — to make use, with greater zeal than had been displayed by them on this occasion, of the means opened for the revival of the prosperity and welfare of this Colony; and not only in the presence of the Lord Commander did they express to the said Vos their highest satisfaction with the thoroughly commendable manner in which he led the way for his fellow Citizens in this matter, but they also ceded and relinquished to him, Vos, the aforementioned small ship the Helena Louisa on the aforesaid offered conditions and for the offered sum of f 14400, with instructions to the Lord Commander to give the requisite notice thereof to this Council, and to notify it thereby of Their High Excellencies' desire that, consequently, proper handover and subsequently the formal transfer and conveyance of the said small ship should immediately be effected in due order; so it is, in order dutifully to follow and comply with the orders of the Lords Commissioners General at the earliest opportunity (the Lord Commander having been greatly thanked for the communication given), resolved that, by a commission to be issued by the aforementioned Lord Commander, the Master of Equipage Cornelis Cornelisz and the Sea Captain Christiaan van Veerden shall be commissioned to make handover, at the first navigable weather, of the said small vessel with its appurtenances and dependencies according to the existing inventory, to whomever the said Vos shall see fit to authorize in his name to receive it; this having been accomplished, the aforesaid formal transfer shall subsequently, within the prescribed period of 6 Weeks, be executed by two Members of this Government in the Company's name before the secretary of this Council, likewise according to the regulations established therefor. The Zeenimph having been acquired by the Burgher Commissioner of Civil and Matrimonial Affairs Hendrik Iohannes Thersen for a sum of fifteen thousand guilders Indian valuation. And their High Right Honourables having consequently come to require a Draft of Conditions upon which the aforesaid contracting should take place, with and alongside the Council's considerations on the Simplification of the dispensary. During the committee work on the aforesaid points, the alongside-mentioned objections were raised by Colonel Gordon against the substitution of cash money for the rations in kind hitherto enjoyed. Wherefore it had to be resolved, before complying with their said requisitions, first to require from the Resident Mr. Brand a Plan according to which one could contract out the Supply of the rations for the Military in False Bay. A missive submitted to this Council in order to serve as Considerations regarding the first-mentioned matter, and with respect to the latter, to forward to the Same, the sooner the better, a Draft of Conditions upon which the aforesaid contracting could immediately take place. Yet, upon the attentive consideration of the aforementioned plan for the simplification of the Dispensary, objections arose with Colonel Gordon as to whether the detached soldier, being paid in money for the ration which he previously enjoyed in kind, would indeed be able to purchase the aforesaid Rations in False Bay for that money in sufficient quantity; and it being furthermore necessary first to have a general and specific calculation of how much the said Rations, as they are still enjoyed in kind by the Company's ordinary wage earners, would cost if, following the proposal of Mr. Van Reede van Oudtshoorn, the domestic Products are set at market price, the European with 25 percent advance, and the Indian at the prices for which they are disposed of here on the Company's behalf, before establishing anything definitive in this matter. It is therefore resolved, before proceeding to arrest any Considerations on the aforesaid plan of Mr. Van Reede Van Oudtshoorn for the reduction of the establishment in the Dispensary, in order to have the same serve to answer this point from their High Right Honourables' most highly revered Letters, initially to demand and instruct, as is demanded and instructed hereby, the Resident of False Bay, Christoffel Brand, to design with the utmost possible speed and subsequently submit to this Council such a plan as he, the Resident, shall judge would be best to contract out the provision of the rations of bread and other Articles to the military Command stationed at the post in False Bay, as those articles are currently enjoyed there by that Command; and to the Trade Bookkeeper Casparus Van Eerten, to draw up simultaneously and with the same speed such a calculation of the cost of the Rations as are still enjoyed by the Company's ordinary servants, as spoken of here above; while in the meantime Mr. Van Reede Van Oudtshoorn is also requested, as his Honour is requested hereby, to be pleased to charge himself with drafting the Conditions according to which the Supply of the Bread required by the Honourable Company for its establishment could be contracted out in the most suitable and most advantageous manner. 2922. 2923. And from the Trade Bookkeeper Van Eerten a calculation of the cost of those rations, as they are still enjoyed by all the Company's ordinary Servants. While the Dispenser, Mr. van Reede van Oudtshoorn, has been requested in the meantime to be pleased to form the draft of the conditions according to which one could best carry into effect the contracting out of the bread. All these documents having been received, then not only shall their High Right Honourables' orders be carried out immediately, but there shall also be transmitted to the Same a statement of the reduction in establishment and Servants which the aforesaid contracting may bring about as a consequence. On the occasion that the time set for the payment of the Office Tax is approaching, so that the raising of that means has now become almost entirely impossible. All these requisitions having been complied with, the Council shall not fail to hasten to supply the Commissioners-General with the Considerations required of it and mentioned more broadly here above regarding the Simplification of the dispensary and the Conditions upon which the supply of the required bread for the Company's establishment could be farmed out, as well as the required statement of the reduction of Offices and establishment which, on account of the aforesaid reduction of the administration of the dispensary, the abolition of the Company's Bakery with its appurtenances, and the abolition of the cellar, will be able to take place; regarding which reduction of offices the aforementioned Mr. Van Oudtshoorn alongside Mr. Le Sueur are likewise requested to provide the requisite statement. And that, even if one could remove the obstacles that present themselves against it, the besides-mentioned inconveniences that the performance of that payment notoriously must entail would still not thereby be taken away. commissioners will be appointed to conduct the collection, having taken into consideration how there now present themselves, more than before, a multitude of obstacles which must give well-founded reason to fear that the Council's goodwill to give proof to the High Ruling Lords Masters of their readiness to cheerfully assist the Company in its oppressive circumstances with a part of their and the further servants' means, through the actual introduction and performance of a tax which was to apply only to the Company's servants, even if one had had to give up introducing any taxes or levying recognition in which the remaining inhabitants would have participated with them, such as those on legacies and collateral successions and of the 50th penny, will fall short, due to the aforesaid insurmountable impediments, mainly consisting in and deriving their origin from the unprecedented shortage that presently prevails in the Colony, not only of gold and silver, both minted and worked, but also of papers of credit introduced by the Honorable Company to take the place of money in the absence of ringing coin, and in which, nevertheless, according to the determination thereof made by the placard, the satisfaction of the said recognition would have to take place. And having at the same time considered that, even if those obstacles were removed so far that, by the embracing of this or that means proposed by this Council to the Lords Commissioners General, the aforesaid scarcity, or rather the almost formal lack of money, could be provided for so far that the few servants who fall within the terms of having to raise and pay the office tax might thereby be enabled to procure what is necessary for the performance of those payments, 2926. 2927. Resolved and decided that before proceeding to any determination concerning the levying of the aforesaid revenue, it shall first be submitted for consideration to the Lords Commissioners General whether it would not be best to abandon it entirely. payments, nevertheless the inconveniences that will notoriously have to result from the raising of that office tax will not thereby be removed, since that money, flowing immediately back again in great part along that way to the place from where it was brought into circulation with so much hesitation, while the remainder, along other channels and ways which the present circumstances of matters and times come to indicate as if of themselves, likewise withdraws thither just as quickly, the same lack of money, which is presently felt to so great an extent that one is even utterly embarrassed how to settle with one another concerning the smallest necessary daily expenses that cannot be dispensed with in the households, would thus also within a short time present itself anew with all its difficulties. Thus, after maturely considering what in this matter might best and most accord with the true interest of the Company and of this Colony, it was unanimously resolved that before proceeding to the determination of the place where the receipt chest shall be placed, and before appointing the commissioners for the receipt of this revenue, consequently before notification of this all shall be made to the interested parties, the Council's reflections concerning the actual levying of the office tax in the present moneyless time shall be submitted for reflection to the Lords Commissioners General, and it shall at the same time be submitted to their High Nobilities for consideration whether it would not be better to entirely abandon the demand of this revenue, since the advantage to result therefrom would be but short-lived, and moreover, in consideration of the small number of persons in this Government who fall within the terms of being able and obliged to perform the same,

And in place thereof to conduct a general review of the posts that are reputed to be lucrative, in order, from the retrenchments which the same might undergo, not only to find an equivalent for the Honorable Company, but also to find an improvement of livelihood for the subordinate servants; the Council trusting that their High Mightinesses, by this exchange, will find the twofold advantage whereof mention was made here alongside; to waive that which will not be very considerable, and to substitute in place thereof a general review of the posts which are reputed to provide their holders with ample means of subsistence, in order initially to retrench from the same, and retain for the Honorable Company, as much as they shall deem proper, so as to serve as an equivalent for the loss of the office-money, and subsequently, from that which may then still be regarded as superfluous, to grant a more generous salary to the clerks of the respective offices and certain other subordinate servants, whose incomes are not only not proportionate to the assiduous and arduous labor which they are obliged to perform, but even fall far short of being sufficient to procure for them the most indispensable necessities of life; the Council trusting that the Lords Commissioners-General, in embracing this arrangement, to say nothing of the favor to be shown to the servants who would have had to provide the office-money in particular, and to the collective inhabitants of the colony in general, will find a twofold advantage for the Company, to wit: that the increase in income arising from these retrenchments will be permanent and lasting, whereas the office-money, with all its inconveniences, would produce only a temporary increase of revenues; and that, by thus adequately remunerating useful subjects, one might preserve them in the service, so as gradually to train them to acquire the necessary abilities to occupy such posts in the Master's service as they may aspire to, and for which they must often be employed; whereas, on the contrary, the insufficiency of their present means of subsistence now causes them to look forward with impatience to the end of their contracted term, in order, not so much out of aversion to the service as, like was said before, on account of the impossibility of subsisting, to leave the service again as soon as possible, and successively leave their places once more to newcomers. 2930. 2931. The Regents of the Hospital having submitted the report required of them by resolution of 8 May last, both concerning the laboratory workers who were not found present and the invalids, etc. Corporal of the fortification workers, a man among the convicts, and masons to replenish those missing, in order to bring the number of these craftsmen to the established quota of 20 persons, to be nominated to this government for appointment, all nevertheless at the wages and emoluments corresponding thereto in accordance with the Company's standing orders. By the Regents of the Hospital, with whom, pursuant to the publication of 15 November of the past year, all such persons residing in that house who were known as laboratory workers at the hospital but were not found present in that house on that date, were required to report themselves; and from whom subsequently, also by resolution of 8 May of this year, it was required to provide to this Council, by the last day of the following month of June, a specific list of all such invalids who were actually in the said Hospital on the last-mentioned date, along with a distinct indication of which of these members were at that time still outside on leave or in any other manner; and that, on that occasion, Captain-Engineer Thiebault, who under their Honors has the supervision over the convalescents at the Line, should likewise provide a nominal roll of all the aforementioned convalescents, with an annexed mention of the service being performed by them; the following report having served with respect to the aforementioned points: To the Right Honorable Johannes Isaac Rhenius, Administrator in the Government of the Cape of Good Hope, together with the Honorable Council of Policy. The honored intention of Your Honors having been fulfilled with respect to the required lists, the undersigned will have the honor to report to the same that, of the persons mentioned in the aforementioned publication, some have returned to the hospital, of whom, since 1 January last, 4 have had their wages stopped, 7 have been discharged, and 2 mustered out to the Line, 9 sent to both Batavia and the Fatherland, 1 has absconded, and 2 have died; and the remainder named in List No. 1, being either married and settled here, or rendered unable by incurred ailments to be of any service to the Honorable Company, the undersigned take the liberty of petitioning Your Honors to look favorably upon the requests appended to their names, with the exception of Jacob Jannicke, who will be able to perform his service as a sailor on one of the return ships; and that Pieter Laurens Oekens and Ian Stoman, having already served out their time long ago, should pay four months' wages, which they can be calculated to earn on the voyage home, as a small compensation to the Honorable Company for the loss of their services; while Corporal Mosinot, having not properly served out his time, in addition to the two months' advance wages which he received in the Fatherland, shall have to pay into the Company's treasury a sum of 150 florins Holland currency for the expenses of his transport here. The undersigned further have the honor to submit herewith, under Nos. 2 and 3, two lists of incapacitated invalids still being maintained at the hospital, of which a copy of No. 3 has been delivered to the fourth co-undersigned in order, in his capacity as Pay-Bookkeeper, to take care that they are distributed and sent to Europe on the return vessels in accordance with orders. Meanwhile, they simultaneously request Your Honors to dispose favorably of the petitions of the unfortunates mentioned in List No. 2, as they are enabled to make their living through the charity of various residents. The Regents, having also carried out Your Honors' honored orders through the Commissioners of the month with respect to the convalescents placed at the Line, have dispatched 50 men of them on their voyage to Batavia per the ship Teylingen, placed 32 of them on the ships present in the roadstead, and transferred 5 to the National vessel de Comeet; on which occasion some persons who, according to List No. 4, were stationed at the Line, presented themselves to the aforementioned Commissioners of the Month with requests for the petitions placed next to their names.

It having been declared by the mentioned Captain Van Dijk that he was permitted by the High Government to transport hither 27 lasts of rice and sugar, without any mention thereof having nevertheless been made in the letters; It is, with the approval of the Commissioners-General, resolved to require from him a further declaration in writing on this matter, under offer of oath, whereupon he shall be granted the free disposal over the imported rice and sugar. From various merchants, such as Christians, Javanese, Moors, Chinese, and others, who conduct trade therein, of whose declaration the Captain, whereof the Administrator was not unaware, must immediately inform the Commissioners-General; and that by the first occurring shipping opportunity, pursuant to the order issued by Their High Excellencies, the required notice will have to be given to the gentlemen of the High Indian Government. However, since the mentioned Captain Van Dijk has furthermore testified in like manner that the aforementioned gentlemen of the High Indian Government, upon his departure from Batavia, permitted him to transport hither in his aforementioned vessel under his command 27 lasts of sugar and rice, without however a single word having been mentioned to the said Captain concerning the aforesaid permitted lasts, either in Their High Excellencies' honored missive received by that vessel or in any other papers, so that in this matter one must solely rely on the aforesaid testimony of the said Captain and on the knowledge that the commanders of all ships voyaging back and forth from one place in the Indies to another are allowed certain specified permitted lasts; and the so often mentioned Captain in the meantime having earnestly come to request that he may freely dispose of that specified number of 27 lasts in so far as the same may be found in sugar and rice in the ship; it was finally, upon this subject, with the knowledge and approval of the Commissioners-General, further resolved to require from the aforementioned Captain Van Dijk a further declaration in writing regarding this matter under offer of oath, and when that shall have been provided to the satisfaction of the Administrator, then to permit him, the Captain, as in that case is hereby done, the free disposal over his imported sugar and rice, without anything else or more having to be paid therefor than the import duty of 5 per cent on the net purchase price. After reading two missives from the Commissioners-General, whereby the Council's considerations are required upon the four petitions presented to them mentioned aside, with communication that the assistant Faure was employed in the service of their commission; It was resolved that with regard to the received petitions, Their High Excellencies' desire shall be complied with as soon as possible, and in the meantime the salary of the mentioned Faure shall be written off from the day of his discharge. Lastly, there having been produced two missives from the Commissioners-General dated the 5th and 6th of this month, requiring the Council's report and considerations upon four different petitions, respectively presented to them by the Master of Equippage of this Government, C. Cornelisz; the former Captain of the Burgher Militia, Albertus van der Poel; the Church Council of the Reformed Congregation here; as well as by A. E. 2968. 2969. the necessity that the same Bakers be assisted from the Company's stock with wheat, until a start shall again have been made with the carting in of the produce of the new Harvest. And it being found therewith that in the Company's magazines there is still on hand a stock sufficient for the aforementioned upcoming harvest. — Upon which Request, having been attentively deliberated, and having taken into consideration that the same reasons for fear of frightful consequences which moved the Lords Commissioners-General; to qualify the Council by their most respected Letters of the 7th of August, more broadly mentioned in the resolution of the 10th thereafter, to have issued from the Honorable Company's Magazines to each of the Burgher Bakers, for the then already existing shortage of Wheat at this Main Settlement, as much wheat as they should require at that time to be able to continue their trade until they would be relieved from their embarrassment by new supply from the Country Folk, present themselves again at this time; so that one would expose this Main Settlement to the uttermost Confusion if one should not anew, pursuant to their urgent prayer, assist the aforesaid Bakers from the Company's stock to such an extent that with that assistance they might suffice in providing the Inhabitants with the required Bread, until the harvest time, which presently prevents the Farmers from bringing in any further supply of their Products, having passed, a start shall again have been made with the carting in of wheat of the new crop; and furthermore it being considered that, according to the statement made by the Dispenser, Mr. van Reede van Oudtshoorn, currently more than 5000 Mudden of Wheat are still found in the Company's Magazines, with which not only the Company's establishment in this Government can be abundantly supplied until the upcoming harvest shall have taken place, but also that, even without its own inconvenience, a certain quantity of that stock may be delivered to the petitioners for the aforesaid purpose. It has therefore also for that reason been approved and consequently resolved, in so far 2970. 2971. It is therefore resolved to grant their request, the quantity of wheat to be ceded not being permitted, however, to surpass the number of one thousand mudden in all. Resumption of a representation of the Burgher Military Council with an Extract from their minutes held on the 7th of this month. to defer to the aforesaid request of the petitioners, to be accommodated from the Company's Magazines, in consideration of the reasons more broadly mentioned in the above Request, with as much Wheat as each of them should require according to the extent of his trade to be able to await the bringing in of the corn of the new Harvest, that the aforementioned Mr. Dispenser shall be qualified, as His Honor is qualified hereby, to deliver at market price to each of the petitioners, in proportion to his need, as much Wheat as shall appear possible to be delivered to them by apportioning it among all the petitioners, in order, with respect to the entire quantity of Wheat thus to be ceded, to remain within the limit that the Honorable Company itself does not fall into embarrassment thereby, and in any case that the distribution shall not proceed further than at the utmost a quantity of One Thousand Mudden in all. — The said Mr. Dispenser, in His Honor's capacity as President of Commissioners from the Court of Justice, being further qualified, whenever a specific statement of the stock still found on hand with each Baker, both of corn and flour as well as Biscuit, could be of service or should be necessary to him in this matter, immediately to cause such an inventory to be carried out, in order to be able to make use of it for his information.
