As the remaining stocks are sufficient to carry out repairs with them on such floors as are paved with that sort of stone, and through the new arrangement to saw stones on Robben Island for the benefit of the Honorable Company, the new floors will have to be manufactured from those, this requisition has therefore been deemed unnecessary. 1 inch 12 G Yet although the undersigned have on this occasion examined the requisitions of the respective Administrators with all possible exactitude and accuracy and formed from them the aforementioned statement of all such items and quantities as cannot be done without for the year 1793, they nevertheless cannot assure Your Right Honorable that a guiding principle could flow from this, by which the administrators might regulate themselves in the future when making their requisitions, since the undersigned have found that they will never have a firm basis for making their requisitions from Batavia, unless it should please the High Indian Government to send annually as speedily as possible to this Government, in such manner as takes place in the Fatherland, an answered requisition, or a statement of what will be fulfilled upon the requisition. Thereby each administrator would be enabled, as of the last of February of each year, to calculate the consumption of the various items in the past year, in order to determine from that the consumption for the ten months of the current year, and, with the addition of one fifth or for another two months, to find what the supplies for the following year will be. By this means, after having subtracted the remaining balances of what must be expected from Batavia upon the requisition of each current year, it will appear what the balance of each required article will amount to calculated as of the last of December of the year for which it was requisitioned, and at the same time how much one will need to maintain the supplies as in the past and current year. 1804 1805 The report submitted thereof by Their Honors has been converted into a Resolution of the Council, pursuant to which the requisition now to be dispatched will be drawn up according to the statement made in that report. Upon attentive review of which it has appeared to the Council that the requisition of required items for this Government has been calculated as closely as possible in accordance with the reduced establishment in this Government and the cessation of the supplies of various items formerly provided to the qualified and lesser servants of the Honorable Company, it has therefore also been resolved to convert the aforementioned report of Messrs. Le Sueur and Van Rheede Van Oudtshoorn into a Resolution of this Council, as the same is hereby converted, and consequently, pursuant to what is attached thereto, it shall be done. Despatch from the Commissioners-General containing authorization for the supply of the provisions mentioned aside to the ship 't Slot Capelle. The Batavia requisition is to be framed according to the statement made, to be dispatched thither with the utmost speed, with a humble request to the High Indian Government not only to fulfill the said petitions entirely, but also henceforth to have such an answered requisition sent hither annually with the utmost speed as indicated in the aforementioned report, in order to be enabled thereby in the future, when drawing up the requisitions, strictly to follow everything that ought to be observed regarding this essential point. 1812 1813 With due respect, Your Right Honourable and Honourable humble servant Jan Roelofse de Groot, commanding the chartered Dutch ship the Drie Gebroeders stranded in False Bay, makes known: That misfortune having willed that the aforementioned vessel had to be run aground in False Bay, said vessel is sinking daily deeper into the sand and is presently becoming so full of water that the petitioner sees no possibility for himself, due to these inconveniences, to get the cargo out of the same, as well as to be able to have the defects that are appearing on the ship repaired, especially not at the place where the ship presently lies, because, even if there were any possibility of doing so, the materials that would be required for that work would not be obtainable at hand there, and has therefore also judged it unnecessary that that ship should again be hauled off the beach and brought into afloat water. That Your Right Honourable and Honourable have likewise been fully convinced thereof, as it has pleased the same to grant the petitioner liberty to sell that ship to the benefit of his shipowners and insurers. However, as the petitioner would gladly wish to have some security by which he could be enabled to properly account for himself to his aforementioned shipowners and insurers, these are the reasons that cause the petitioner to take the liberty to turn with fitting respect to Your Right Honourable and Honourable with the request that it might please the same to appoint a commission of nautical and shipbuilding experts who shall carefully examine the aforementioned ship the Drie Gebroeders lying stranded in False Bay as to whether the above-mentioned inconveniences stated by the petitioner are in accordance with the truth, and if so, whether they might then be able to indicate the means to have the cargo lifted from the above-mentioned ship, 1814 1815 maritime experts examine and survey the damages that are found to be on the ship the Drie Gebroeders formerly commanded by him. The said De Groot also having made request that he might be permitted to have the rigging of the aforementioned vessel transferred from False Bay to this place on the Company's ship the Castor. As well as whether the said vessel can be repaired thereof and in the meantime the cargo can be unloaded. lifted, in order that the petitioner, by obtaining a copy of the report thus to be submitted by the aforementioned commission, might properly legitimize himself therewith. Thereupon it was resolved to expressly commission the Captain of the ship Gouda present in False Bay, Anthony Francois Steffers, together with the commanders of the packet boat the Vlyt and the ship the Castor, Francois Moser and Godfried Smitskamp, to proceed on board the said ship the Drie Gebroeders in order, assisted by the master shipwright Meindert van Eijk, in the presence of the Senior Merchant and Resident of False Bay, Mr. Christoffel Brandt, and the Master of Equipage Cornelis Cornelisz, in the presence of the skipper De Groot, to inspect with the utmost accuracy the damages that are presently found on the said ship, and to investigate whether that part of the cargo which is still on board could be unloaded, as well as whether by that unloading or by the application of other means the said vessel could again be brought afloat, and subsequently in condition to put to sea, adding in that case their considerations as to how the one and the other could best be accomplished, the said commissioners being required to keep pertinent notes of their proceedings in this matter and to submit a written report thereon. 1826 1827. had assisted the court-martial therein, and whereupon the humble subscriber, after having held some further discussions on that subject, on the one hand because he himself was of the opinion that the conduct of Mr. Van Lynden did indeed give reason to present the fair grievances of the community to the government, and on the other hand out of friendship connecting him with the said Captain of the reserve of Breda, finally upon his repeated persuasions, and under the aforesaid sacred assurance of secrecy, agreed to do the Court-Martial that favor, while he, Van Breda, further gave the undersigned to understand that Citizen Ensign Nelson would clarify the matter further for him to that end and hand over the necessary annexes, who then, together with the Lieutenant of the Burgher militia Horak, a very few days thereafter presented himself to the undersigned and apologized that he had until then not been able to hand over the known necessary papers to the humble subscriber, as they were not yet all in readiness; but that he hoped soon to find himself in a position to do so, adding, as did Horak, that they were very pleased that the undersigned had allowed himself to be persuaded to do the court-martial such a great service and favor, by which the subscriber would not only greatly oblige them, but also the entire Colony, under the most solemn assurance, and for which they also pledged their word of Honor, that it would never come to light or evaporate that the undersigned had lent his personal assistance thereto. A few days thereafter, the cited Ensign Nelson did indeed hand over to the undersigned a very extensive draft containing the grievances and complaints which the Burgher Court-Martial believed it should bring to the attention of the Government regarding the Independent Fiscal Mr. Van Lynden, with the 1828 1829 relevant annexes belonging thereto, and from which he then also made no objection to drawing up such a document as was desired of him, namely for the reasons alleged in the Note attached hereto and principally also because he flattered himself that through the presentation of such a writing and the vigorous intervention of the Government that entire affair could have been remedied, the agitated minds settled, or perhaps even the parties reconciled and satisfied. 1840 1861. and we shall not fail, in order that the aforementioned Gentlemen Commissioners General may arrive at a final decision in this matter, to communicate the outcome of the further inquiry into the complaints against Mr. van Lijnden as soon as that outcome shall be available. The more aforementioned Their Right Honorables the Council having also pleased to order that through the ship's officers proper record and accounting of what is consumed on their vessels shall henceforth be kept, in order that the replenishment of the necessary victuals for the further voyage may take place thereafter as aforesaid, and having acted in the same case pro and contra, as both of the aforementioned have drafted writings so directly opposed to one another, which circumstance will render him entirely condemnable; wherefore we shall not fail, once the aforementioned further inquiry is completed, to qualify ourselves with its outcome, and to give dutiful communication thereof to Their Right Honorables, in order thereby to enable them to make a final decision on the matter in question, and to make such disposition regarding the frequently cited de Nys as in their supreme wisdom they shall deem proper. And whereas, besides this article, in the just-cited much-respected letters it was also mentioned, among other things, that experience has shown the Gentlemen Commissioners General how necessary it has become that the captains or commanders of the Company's ships be admonished to pay proper attention with regard to the accountings of their ship's victuals and equipage goods, to the end that they no longer neglect the very serious statutes which have been established in this respect by the administration in the Netherlands, and which are annexed to the various orders given to the ship commanders for that purpose; wherefore Their Right Honorables, without prejudice to all orders issued in that regard, at the same time order this Government to command the commanding officers of the Company's ships calling here in the most serious manner henceforth to keep pertinent record of whatever shall be consumed on the vessels under their command, and in particular to show most clearly upon their arrival here with how many victuals they departed from the Netherlands or from other places, as well as properly to demonstrate that the rations during the voyage were issued in accordance with the regulation of 8 December 1790, in order thus under this Government to replenish what is lacking according to that arrangement as determined by the said regulation, whereby it also particularly must be observed that the Company's ships departing from the Netherlands are victualed with everything for 4 months, with the exception of certain boiled provisions and beverages, which are only provided for 22 weeks; and that with respect to the beverages it should also be kept in mind with the added warning that henceforth what was supplied in excess, particularly with respect to beverages, will be charged to the account of whoever acted contrary to these supreme orders. And whereas the Gentlemen Commissioners General have further indicated being of the opinion that the low price fetched for the last sold wet coffee beans should be attributed to the fact that they were not first washed like the previous ones; It is therefore resolved to inform both the Commercial Bookkeeper and the respective Administrators of these matters, and to place an extract from that resolution into the ship's boxes of passing ships for the strict observance of the officers. not to calculate their consumption in any more generous measure than is permitted by the frequently mentioned regulation, as such and other excess allowances would no longer be tolerated but remain for the account of those who in this regard acted contrary to Their Right Honorables' intention; while finally it should be notified to the captains or commanders of the Company's ships that they will be required to keep such a consumption book from which it becomes fully evident that the consumables both taken along from the Fatherland and received at the Cape or elsewhere are accounted for at the Main Settlement; It is therefore furthermore resolved that of all these above-described dispositions of Their Right Honorables, the necessary extracts for their information and guidance will be dispatched immediately to the Commercial Bookkeeper as well as to the respective Gentlemen Administrators whom this might in any way concern, and that in so far as these orders concern the officers of the Company's outward- and home-bound vessels, an extract from this resolution will likewise be placed in the ship's box immediately upon the arrival of any ship at this Government, with express orders to the officers to conduct themselves strictly and without the least deviation in accordance therewith. Petition of the Company's butchers, tending to request an advance on their supplies with a sum of Rds 25000 — out of the cargo of the ship De Drie Gebroeders, as it was deemed advisable for a further test to dispose of it unwashed to the highest bidder, and Their High Mightinesses having declared to be of the opinion that the low price obtained for the said coffee must be attributed to the fact that this coffee, unlike that sold previously, had not been purified again of all saline particles, with the added order that, in order to leave nothing untried under the present circumstances of the Honorable Company that could serve to bring it some benefit, before proceeding to dispose of the entire quantity of salvaged coffee beans present there in Bay F, first another five wagonloads thereof should be brought towards the Cape, in order to be able to sell the same once again at public auction, properly washed and dried in fresh water just like the first ten loads brought up, so as to know with certainty from this repeated trial whether it would be more advisable to continue with this washing and drying here, or whether it would be more advantageous to simply dispose of the entire lot over there. Thus it is understood that, to satisfy Their High Mightinesses' aforesaid manifested desire, another five wagonloads of the aforesaid wet coffee salvaged from De Drie Gebroeders shall at the earliest opportunity be brought here in order, after initially being rinsed and washed in the same manner as the first lot, to be sold at public auction for a further trial, and that to carry this out immediately, just as before, the Storekeeper Van Reede Van Oudtshoorn will be requested and authorized, as he is hereby requested and authorized, to submit a report in writing de novo after the execution of the matter, so that a final decision may be taken thereon. Meanwhile, the following petition presented by the Company's contracted butchers was read, containing a request 1846 1847 to be accommodated, on account of the reasons more broadly described therein, with a sum of 25000 rds from the Company's treasury, as a deduction against the monthly delivery of meat made for the Company's distribution. Right Honorable Sir, Honorable Sirs, Very respectfully make known Your Right Honors' very humble servants, the undersigned contracted butchers of the Honorable Company, the Brothers Van Reenen, that the petitioners in their butchery business, for the purchase of livestock from the country people living very far inland, require a very substantial sum of cash money; because by such people, on the promissory notes passed for this, the purchase monies are for the most part demanded before the purchased livestock is brought to this capital. That in the meantime it often happens that through the frequent raids of the Bushman Hottentots, the livestock being brought up is attacked, and major parts thereof are snatched away from the petitioners, whereby the petitioners suffer enormous damage. That serving as proof thereof to Your Right Honors is the annexed notarial declaration of the sailors Hendrik Hefner and Johan Paul Nauman, granted on loan by the Honorable Company to the petitioners, from which it appears that on the 11th of June 1848 1849 Whereupon it was resolved to let them provisionally advance an amount of Rds 10,000, provided the offered security is posted. — last past, a band of about three hundred of the same Bushman Hottentots, mostly provided with muskets, gunpowder, and bullets, robbed the petitioners of a very substantial number of six thousand wethers and two hundred fifty-three cattle, etc. That the loss of such a large number of livestock can by no means serve the petitioners to delay payments, but that the petitioners are thereby even forced to have their servants purchase anew as much livestock as is required for the customary delivery. That the miserable scarcity of money currently prevailing in this Colony not only leaves the petitioners entirely unable to pay for the purchased livestock in ready cash, but moreover the petitioners are put in danger of being dragged into court by lawsuit upon lawsuit on account of non-payment, whereby the petitioners' credit among the country people would be completely destroyed. 1862 1863 The time for the farming out of the country's general revenues and income approaching, the necessary placards shall be posted as soon as possible. hereby immediately to conduct an exact inventory, not only among the bakers themselves, but also among such persons with whom one can with good reason suppose some stock to have been stored, of all the wheat found both in the houses and in the lofts of the inhabitants, and to inquire at the same time what, moreover, may have been gathered for the account of the aforesaid bakers in the environs of this town, and how much biscuit and flour they still have on hand in addition, as well as what quantity of wheat is usually ground and baked into bread by them monthly, taken on average over time, in order to accommodate the coming and going public therewith, to the end that, the report of the commissioners from the Council of Justice having been submitted hereupon, it can be seen from all this whether the aforesaid scarcity of wheat is real, or merely feigned in pursuit of some private aim, in order that it may be resolved in conformity with these findings as the circumstances and the nature of the matter shall require. It being taken into consideration herewith that the time is now again approaching to farm out the country's general revenues and income. Thus, after the honorable Commander had made inquiries as to whether the Honorable Commissioners General might have any plan in mind in this regard which ought to bring about this or that change in the conditions of the tender, but Their High Honors had not yet seen fit to order any alteration on that subject, it was consequently resolved upon their highly honored qualification to have the necessary placards posted everywhere as soon as possible, according to custom, in order to notify each and every person in good time that the aforesaid farming out, according to custom, will take place on Ultimo August next. Likewise, upon a memorial submitted by the Commis of the Warehouses Hendrik Willem Rietz, who was commissioned to examine the signal cannons in the countryside, it was approved to provide 67 1/3 feet of Jaty timber of 10 inches high and 6 inches thick, in order to make therefrom the four carriages required to place thereon the cannon that are to be erected at the Picqueniers Cloof, the Witsemberg, the Bokkekraal, and the Potteberg, for the better notification of our inhabitants in case of enemy attack. Finally, the petition below, submitted by the Captain of the Burgher Cavalry Johannes Hendrik Munnik, being produced. After having first, pursuant to the request of the Gentlemen Regents of the Hospital, been amplified with the condition that the contractor shall henceforth, in addition to the wood for the ships, on the same conditions, also have to deliver the required root wood for the laboratory in the hospital, which amplification it was deemed fit to resolve upon all the more readily on this occasion because, the wood having been paid for under the contract at three Rixdollars per load, while for a similar load from private individuals for the service of the aforesaid hospital one had to pay 3½ Rixdollars, it has clearly appeared from this that contracting for this fuel is in general infinitely more profitable than the aforesaid purchasing by the load from private individuals that has taken place hitherto. The Lord Commander having subsequently been pleased to make known that the minister Helperus Ritzema van Lier, who has for some time found himself in so frail a condition that recently, due to weakness in the sight of the entire congregation, amid the efforts still to perform the duties of his calling himself, he collapsed in the pulpit, had urgently requested His Honour as well as this Council that, in consideration of these his sickly circumstances, the service here at the main settlement might, until his recovery or restoration, be observed for him by the Reverend Manger, whom the High and Mighty Lords Masters were recently pleased to send out for the church of Graaff-Reinet, but who has not yet been able to find any opportunity to proceed to his aforesaid congregation; so this was deliberated upon, and it having been taken into consideration that it may still take a considerable time before the wagons which are expected from Graaff-Reinet for the transportation of the said Manger can arrive here, and he consequently until then very conveniently, without neglect of his own service, can observe the turns of duty of the said Van Lier here at the main settlement, it was understood by the majority of the Council to accede to the aforesaid request of the oft-mentioned Van Lier, and therefore to direct the minister Manger by letter that he shall henceforth, instead of the oft-mentioned Van Lier, regularly perform the ministry of preaching here until he finds himself in the opportunity to undertake his journey to Graaff-Reinet, just as notice of this decision shall likewise be given by letter to the consistory for its information. Upon a very considerable requisition of glass panes made by the Overseer of the Artisans' Quarter, in order to replace therewith the broken ones in the Company's buildings, the said Lord Commander having ordered a specific inspection of all the panes that are broken in the guards, quarters, and lodgings of the military, and it having appeared from the report submitted by the officers commissioned for that purpose that in the aforesaid military quarters not only were 1,637 panes of different sizes found broken, but in addition 9 window frames were also entirely destroyed, which, insofar as it concerns the auxiliary troops, there is reason to assume occurred mostly in a wanton manner, since one is informed, among other things, that the soldiers belonging to the De Meuron depot, who recently departed for Ceylon on the ship De Schelde, upon the evacuation of the quarters in which they were housed, maliciously and deliberately smashed the window panes; it is therefore, in order to protect the Company in future from the damage that has been inflicted upon it hitherto by such disorderly conduct, upon the proposal of the oft-mentioned Lord Commander, deemed fit to resolve that all the said panes shall indeed this time be provided again on the Company's account, and the frames properly repaired therewith, but that the one hundred panes deliberately smashed by the De Meuron soldiers shall be compensated for at cost price to the Company directly by the officer commanding the De Meuron depot.

Report of maritime and shipbuilding experts who have inspected the defects on the ship De Drie Gebroeders. for this voyage, at the purchase costs thereof, shall have to be reimbursed on behalf of the Regiment to the Honourable Company, just as the necessary warrant to that effect shall immediately be sent to Captain Zorn, who commands the depot here; while henceforth all window panes that shall be broken in any building whatsoever, and by whomever occupied, consequently warehouses and magazines as well as houses, dwellings, barracks, and guardhouses, shall be charged at retail price against the wage accounts of such administrators, commanders of the various corps and depots, or residents of the lodgings and houses, to whom the responsibility thereof belongs in the first place, provided however that they shall remain free to seek recovery thereof from such of their subordinates in the service of the Company by whom the aforementioned window panes shall have been broken. Lastly, there was also read the following Report, submitted by such commission of maritime and shipbuilding experts as was appointed by resolution of the 21st of this month in order to carry out the required investigation regarding the possibility of repairing the defects of the ship De Drie Gebroeders, stranded in False Bay, and of being able to unload the remaining cargo from that vessel. To the Right Honourable Sir Johannes Isaac Rhenius Senior Merchant and Governor of the Cape of Good Hope and its dependencies, etc. etc. In order to comply with the highly honoured order dated 21 July, sent to us by Your Right Honour, to proceed on board the chartered private Dutch ship De Drie Gebroeders, in order, assisted by the Master Shipwright Meyndert van Eyk, in the presence of the Senior Merchant Christoffel Brand and the Master Attendant Cornelis Cornelisz, in the presence of the Captain Jan Roelofs de Groot commanding the aforementioned vessel De Drie Gebroeders, to inspect with the utmost precision the damage which is presently found on the said ship, and to ascertain whether that part of the cargo which is still on board could be unloaded, as well as whether by that unloading, or else by the application of other means, the said vessel could be brought afloat again and subsequently in a condition to put to sea, adding in that case their considerations as to how the one and the other could then best be accomplished; in answering thereto, we have the honour to report to Your Right Honour that we, the undersigned, have today proceeded on board the aforementioned ship and found 1880 1881 that the above-mentioned vessel had worked itself 2¾ feet into the sand, and being able to discover no defects externally, but guessing that the ship must have suffered great damage bottom along the floor from striking the Romans Rock; thus when one had it free and could pump it dry /: which however cannot be done without great cost and time :/ and subsequently, the ship having been careened, one would only then be able to judge whether it was repairable here or not, since it happens to be so leaky that the water stands halfway to the upper deck. However, to accomplish all that has been alleged here before, it appears to the undersigned that the only thing that could be done to that end would be, at spring tide and low water, to lash as many empty, good leagers as possible all around the ship in clamps in order, if possible, to lighten the ship, and then, with as many pumps as could possibly be placed, which would first have to be sawn to the required lengths, to pump the ship dry, for which a large number of crew will also be needed to pump continuously from all the pumps and to get the cargo out, subsequently hauling the ship higher onto the beach in order to plug the damage and leaks as far as possible; and then there must be a ship here against which the said vessel, after it has been retrieved from the beach, could be careened, subsequently bringing the floor above water in order then to be able to judge whether it was repairable here or not. 1882 1883 However, whether all those efforts will be able to answer the intended purpose, the undersigned dare give no certain assurance thereof; the more so since the captain of the aforementioned vessel is of the opinion, although one can presently discover nothing of the defects while it is under water, that in his estimation the ship has been completely broken to pieces on the bottom, and even that he, together with his officers and some of his crew, saw pieces of the keel and stem floating up upon striking the aforementioned Romans Rock, and at the time when it was dry between decks, the same nevertheless sprang up at that moment and sagged down in the middle, which indicates that some beams in the hold must be broken to pieces, for which reason the said captain thinks that the keel and floor timbers of the frequently mentioned vessel will have come entirely apart from one another. 1888 1889 It is also resolved to grant the said qualification to the Resident of False Bay and the Pay Bookkeeper for the delivery of those men, with orders to this Government to issue the necessary directives in order to give effect to the aforementioned disposition of Their High Excellencies. Consequently, it is further understood to notify both the aforementioned Pay Bookkeeper and Resident Brand hereof by extract of this resolution, in order to consult with one another concerning the men who can most conveniently be spared, and having regulated what is necessary in this regard, then to ensure that the delivery of the same men to said Lieutenant Claris takes place immediately. Mr. van Reede van Oudtshoorn presents a report from the Commissioners from the Council of Justice concerning the survey taken of the grain held by the bakers. Subsequently, Mr. Van Rheede Van Oudtshoorn, in his capacity as president of the Commissioners from the Council of Justice, having submitted the report below and the appendices belonging thereto, containing together the result of such investigation as was carried out by the said Commissioners in compliance with the resolution of this Council of July 27th last with regard to the ordered survey of the grain of the bakers. that their entire supply actually amounts to no more than a good 1600 mudden of wheat. Accordingly, the Gentlemen Commissioners-General will be replied to regarding their esteemed dispatch of 26 July last, now notifying them of the aforementioned findings in the manner noted on the side. And from that report, together with the memorandum annexed thereto, it having now appeared to the Council to its utmost surprise that the entire quantity of wheat, flour, and biscuit currently remaining among the bakers, taken together, actually amounts to no more than a good 1600 mudden, and that they, on the contrary, jointly require monthly 2600 to 2700 mudden of wheat to keep their trade going and to provide the inhabitants with bread, so that the entire supply of wheat, flour, and biscuit, according to a rough calculation, would suffice for a period of only eighteen days; it was understood that the Gentlemen Commissioners-General shall now immediately be informed of this in all submission, and their High Noble Honours shall at the same time be replied to with the required respect regarding their esteemed letter of the 26th of the recently passed month of July, inserted into the aforesaid resolution of this Council of the following 27th: That when, at the meeting of the just cited 27th of July, the representation addressed to this Government by Commissioners from the Council of Justice was tabled for deliberation, as an accompaniment to the petition in question presented to them by the privileged bread bakers, the Council, neither from the confused writing of the aforesaid bakers nor from the representation of the Commissioners from the Council of Justice themselves, could or should have inferred that any shortage of bread was genuinely to be feared at this capital place; partly because every single one of the citizens of this place who applies to earn a living by baking bread is, upon obtaining permission to do so, placed under the obligation pursuant to the 2nd Article of the ordinance to provide himself in timely fashion with a sufficient quantity of grain, and at the same time, under penalty of a fine of one thousand guilders, not to cease or discontinue his trade as long as the permission requested and obtained by him remains in force; and otherwise because the Commissioners from the Council of Justice, far from having ever made any representations to this Government concerning an anticipated scarcity, on the contrary have always reported favourably on the petitions made successively both by those same bakers and by other inhabitants to be permitted to export some wheat, flour, and biscuit, whereas the said Commissioners, if even the slightest appearance of a shortage had arisen and had come to their knowledge, ought to have considered themselves bound and obliged to bring this to the knowledge of this Government in timely fashion, in order to enable it to make proper provision therein, had not this Government perceived from the aforesaid dispatch of their High Noble Honours that it had already appeared even to them as if a sufficient quantity of grain was not on hand here to supply the inhabitants with bread continuously until the time that the new supply would be brought hither. That however much the Council felt assured that in general no shortage of bread in the Colony was to be feared, seeing that on the one hand the harvest of the preceding year turned out quite favourably, and on the other hand all possible circumspection had been used in granting permissions for export, this Council nonetheless found itself obligated by the above-cited circumstances to suppose the possibility that the capital was sparsely supplied with wheat, and therefore, in order to be able to report to their High Noble Honours with the greatest accuracy what the true situation was, directly commissioned and ordered the Commissioners from the Council of Justice by resolution of 27 July to make such an immediate and exact inventory of the wheat in the possession of the bakers and other inhabitants, as was more broadly described in the said resolution.
