1986 1987 We the undersigned Senior and Petty Officers on board the Honourable Company's ship Gouda declare at the request of Captain A. F Steffers, commanding the said vessel. That since 27 April last, when our gin provided on the Company's behalf was consumed (for the reason that we were laden with 17 men more than had been provisioned for) by the aforementioned Captain, from his own cases of gin carried on freight, one dram of gin daily has been distributed to each man of the crew until today, when we arrived at these roads, and in addition nine and nineteen-twentieths cases of gin have been consumed, and that expressly for the preservation of the health of the said crew. That furthermore, our provisions in general (because of the aforementioned excess burden of men and the long journey) were not sufficient for so many mouths, and thus had to be distributed very scantily, the bread being so reduced that we could distribute no more than one pound of the same to eight men per day; wherefore the multiple-mentioned Captain, on the 18th of this month, sailing at the estimated south latitude of 37 degrees 10 minutes and longitude 28 degrees and 10 minutes, upon meeting an English East India Company ship named The Dux of Bucelingh, Captain Jks Wall, purchased one thousand pounds of bread and one sack of peas. In testimony of the truth, we deponents have confirmed this with our customary signatures, being prepared, if so required, to renew and reinforce the same with a solemn oath. Dykman Boatswain's Mate Fredrik Sembel Steward I. de Vries Sailmaker Cornelis Limburgh Second Carpenter Willem Van Bruggen Master Cooper Pieter van Overeen Cook Carl Gotfried Frietsche Ship's Corporal Christoffel Vieser. 1988 1989 Thus, taking into consideration that from the said account and declaration it appears that the said Captain Steffers, both because 17 heads more were placed on board his said vessel than the keel was provisioned for upon departure from the Fatherland, and because of the long duration of the journey, was not only forced to spend 78 of those Spanish reals on the purchase of 1000 lb of bread and one sack of peas from an English Company ship named the Duke of Buceligh, which he happened to meet at the south latitude of 37 degrees 10 minutes and longitude of 28 degrees 10 minutes, but was also furthermore obliged, for the preservation of the people's health, to furnish to the crew 9 7/10 cases of his own gin laden on freight, as this is all further confirmed by the confrontation of the notes of the provisions supplied for the voyage with the consumption lists kept on board, made at the Trade Office; it has been judged entirely reasonable, and consequently it has also been decided to allow the said Captain Steffers, in the first place, to suffice with paying out the 22 Mexicans still remaining in his possession, and on the other hand to reimburse him for the supplied 9 7/10 cases of gin from the Company's treasury, as the Lord Cashier is hereby qualified to do so with an amount of 148½ Rix-dollars in paper currency. 1990 1991. News having been received by the State's warship the Havik that smallpox has manifested itself in Mauritius. It is therefore resolved that, in order to prevent contagion, no ships coming from that island, or from Bourbon, or from Madagascar, shall be allowed communication with the shore or with the roadstead, except after having been expressly admitted. News having been brought here by the State's warship the Havik, which arrived at this roadstead yesterday and, coming from Batavia, called in passing at the outer roadstead of Mauritius, with the alarming tidings that the smallpox, so greatly dreaded for this country, had manifested itself under the said French Government, the Lord Officer in Charge was pleased, after summarizing and confirming the resolutions taken on the 15th of this month, initially to direct the attention of the Council to the danger in which this Colony would find itself placed, should all proper precautions against the transmission not be employed in time; and since, upon the proposal made in that regard by the well-mentioned Lord Officer in Charge, deliberation was then entered into as to the means by which the contagion could best be Tuesday, the 25th of August 1792 Forenoon, all present prevented, it was understood, after so important a matter had been maturely deliberated upon, that nothing better could be devised for this purpose than to prevent all communication between the shore and such ships as might in any way be held suspect, until the necessary assurance should have been obtained that there is nothing to fear from them; it was then also resolved that no ships arriving here from Mauritius, Bourbon, or Madagascar, where this disease is likewise known to be prevalent, shall be allowed any communication with the shore, except after the necessary inspection has been carried out on board and further information obtained, and that prohibition has been lifted in respect of each ship by a resolution of this Council; wherefore, without prejudice to putting into effect the ordinary measures customary on such occasions, not only shall the authorities of such arrived ships 1992 1993. be warned by the Master of Equipage, while the Fiscal shall have to watch most strictly that there is no violation in this regard. The English Captain Henry Bond having requested the export of the aforementioned small quantity of wheat and barley, the same has been granted to him. Of which the authorities of the arrived ships shall be notified on behalf of this government, and thereby interdicted from holding in the meantime any communication with other vessels lying in the roadstead, whether of our own, or of their own, or of other foreign nations; but also the Fiscal shall be charged, as he is most expressly charged hereby, to watch most strictly that there is no violation in this regard, but that these our salutary orders, framed for the welfare and preservation of the good inhabitants of this country, are strictly observed in all respects. Subsequently, having read a letter written to this Council by the Captain of the English East India Company ship Royal Admiral, anchored in False Bay, Essex Henry Bond, whereby he requests permission to be allowed to export 15 mudden of wheat and an equal quantity of barley, it has been taken into consideration that the aforesaid small quantity of wheat must serve for the use of the convicts who, with the said vessel, are being transported on behalf of His Majesty the King of Great Britain to the new settlements of the English in the South Sea, it was approved and resolved to grant the requested permission for the export of the specified 15 mudden of wheat to the said Captain Bond, as it is granted to him hereby, under the condition, however, that the same shall not be purchased here locally, but in False Bay or in the countryside, and transported directly from there on board; in regard to which the aforementioned Fiscal is likewise enjoined to maintain supervision, so that by doing so everything may be managed whereby the scarcity of wheat currently prevailing in this area might in one way or another increase to the inconvenience of the inhabitants themselves.

1994 1995 And whereas the stone staircase at the Company's storehouse near the Lutheran Church has collapsed, another of wood shall be erected in its place. Because the aforementioned stone staircase's collapse is attributed to its faulty design and construction, the aforementioned investigation shall be conducted thereafter. And since the stone staircase that was constructed a few years ago at the Company's storehouses standing near the Lutheran Church, in order to have free communication from outside with its upper floors, has now recently collapsed for the second time, the aforementioned communication has thereby been cut off, so that if one wishes to restore it, either the said staircase must be rebuilt or another of wood must be prepared; thus, considering how much more costly the repair of the stone staircase, as faultily designed as it is, would come to stand the Company than the making of an entirely new one of wood, which need therefore not be less durable and provided with the necessary requirements; It is therefore resolved not to have the aforementioned collapsed stone staircase erected again, but on the contrary to have it demolished; and while one will attempt to employ the dressed stones and quarry rocks from which it had been raised elsewhere to the benefit of the Company, to have another staircase of wood assembled in its place, for which purpose the necessary timber will accordingly have to be supplied from the Company's magazines. But considering, as stated above, that the collapse of the aforementioned staircase is attributed to its faulty design and construction, and this circumstance makes it necessary that a proper investigation be conducted regarding this, in order that, if it is found that the person who had the supervision over that work is truly the cause of the damage which the Honourable Company comes to suffer in this matter, that damage may be recovered from him, it has at the same time been approved to commission and instruct the Engineer Thibault, as he is commissioned and instructed hereby, to examine and report precisely, alongside experts to be associated with him, in what respect the work was designed against the rules of art, and to what 1996 1997 Memorandum from the Lord Chief Administrator regarding the delivery of the wheat brought hither from Mossel Bay with the Helena Louisa. While the wet and spoiled 139 mudden mentioned therein shall be written off, an accounting shall be demanded from the master of that vessel, Ian Drewis, as to how that spoilage occurred. extent such gave rise to the collapse, as well as who held the supervision over it, in order that, this report having been received, a further resolution regarding this may be taken as the circumstances of the matter and the interest of the Company shall require. After this, the below-standing memorandum was produced by the previously cited Lord Governor in His Honour's capacity as Chief Administrator regarding the delivery of the wheat brought over hither from Mossel Bay by the brig Helena Louisa. Memorandum of the below-described wheat as brought hither from Mossel Bay per the brig the Helena Louisa; according to the annexed declaration of the commissioners, namely: 1260 mudden of wheat, received according to the invoice, whereof 1121 mudden good, thus 139 mudden entirely wet and spoiled, consisting of 462 half bags and small sacks. 240 pieces empty gunny sacks. underneath stood: In the Castle of Good Hope, 25 August 1792. was signed: I. Rhenius Thus, whereas it appears from the declaration also submitted therewith of the commissioners who assisted at the unloading that of the aforementioned wheat 462 half bags and small sacks, making 139 mudden, were found to be entirely wet and spoiled, it is resolved to have the said spoiled wheat immediately thrown into the sea by the said commissioners, and furthermore to demand from the master of that vessel, Ian Drewis, as is demanded from him hereby, a written and satisfactory accounting of the causes whereby that spoilage occurred to the aforementioned wheat on board the said vessel under his command, in order that, according to the findings of the matter, disposition may be made thereon. 1998 1990 Being meanwhile upon a petition tending thereto. However, Your Right Honourable and Right Worshipful Honours, by resolution of the 3rd of April last, thought fit to decline this request, and to order the undersigned to take careful watch that he, Steydler, should not evade his well-deserved punishment, as well as to have the aforesaid declarations re-examined and sworn to, in order subsequently to submit the same again immediately to Your Right Honourable and Right Worshipful Honours; That the undersigned, in dutiful obedience to this order, also had the three first-mentioned declarations re-examined and sworn to on the 25th of the same month of April, but concerning the last, which was executed by the burgher Iohan Silbertus Dell, was not able to fulfill the intention of Your Right Honourable and Right Worshipful Honours; seeing that the same Dell, notwithstanding all efforts made, could not be discovered, and, as the undersigned was finally informed, has probably left this Colony quietly on some foreign ship. That in the meantime, concerning the matter itself, it has appeared to the undersigned that since the said Iohannes Jacobus Steydler is currently under arrest for his breach of the peace, no more fitting use could ever be made of the declarations which the undersigned has the honour to present to Your Right Honourable and Right Worshipful Honours with this his report, than by cumulating the charges against him, Steydler, appearing therein, with those concerning which the undersigned is proceeding against the same before the Honourable Worshipful Council of Justice, by which means the intention of Your Right Honourable and Right Worshipful Honours to have him receive a condign punishment shall surely be fulfilled in the strictest sense: at least so far as the forging of seditious designs is concerned; for regarding the disrespectful conduct of the same Steydler towards the adjutant 2008 2009 adjutant I. H. Heydenreich, sentence has already been passed by the court-martial itself, pursuant to the 51st Article of the Instruction Book, as can be established from the letter of complaint: by which sentence the matter must therefore also be regarded as concluded to that extent. That the undersigned furthermore, with relation to the wife of the burgher Petrus Rens, being the third person accused by the court-martial, has obtained two declarations annexed hereto under No. 5 and 6, of which especially the latter expressly contradicts the account of the burgher messenger Weesberg, annexed to the letter of complaint under LK, and since, by these declarations, if not the contrary is most clearly established, the matter has nevertheless become entirely doubtful; it has appeared to the undersigned, subject to respectful correction, that no action can be brought against the said wife of the burgher Petrus Rens with sufficient grounds. That finally, concerning the complaints against the attorney Jacobus Van Leeuwen, the undersigned has the honour to furnish Your Right Honourable and Right Worshipful Honours, under No. 7, 8, and 9, three declarations from which, upon their re-examination, it will be established that the said attorney, in his conduct appearing therein, entirely lost sight of the respect that every individual owes to the lawful functions of all public officials and colleges, and that consequently the Burgher Court-Martial, considered as such, had rightful cause to complain of the conduct of him, Van Leeuwen, who in his capacity as attorney ought to have known his obligations better in that respect. Albert Dell being present, the Burgher Jan Steidler and Christiaan Ernst Rens had entered, both of which persons, as the appearer could observe, were intoxicated, and had addressed the appearer together with the said Dell asking them to sign a paper. That the appearer at first thought that the paper presented to him by Steidler for signature was a lottery, but afterwards, upon Steidler reading it aloud, became aware that the contents thereof were to gather fifty persons together on that day and then proceed to the Honorable Ruling Commander, in order to request whether the Burgher Petrus Rens, who had been placed in the Burgher Guardhouse, might be released, and upon refusal of the said Commander, to proceed to the officer on guard duty; the appearer, in order not to involve himself in difficulties, refused to sign that document and rejected the matter. Appeared before me, Johannes Daniel Karnspek, sworn Clerk at the secretariat of Justice of the Castle of Good Hope, present the witnesses named below, Dina Heyns, of competent age, who, pursuant to the appointment of the Honorable Court of Justice of this Government dated 25 June last, and at the requisition of the merchant and interim fiscal Mr. Iacob Pieter Deneys, declared it to be true: That in the month of November of the past year 1791, without being able to determine an exact date, at the house of the Burgher Petrus Rens, where the Appearer resides, the Messenger of the Burgher Watch, Johannes Ernestus Weesberg, had arrived; who, since the said Rens was not at home, communicated to his wife and made known in the presence of the Appearer that he came to summon her husband on behalf of the Military Council for the upcoming Wednesday; whereupon the wife of the said Rens said that her husband was not at home, and at the same time requested the said Messenger to sit down, also asking him the reason for this summons, to which the said Weesberg answered with a shrug of his shoulders, and then departed from there without saying anything further. That several days later, the said Weesberg, again having arrived at the house of the said Rens in his absence, delivered his message just as before, to which the wife of Rens answered that her husband was across from the house of Jan Mosterd, in a warehouse; the said Messenger left there again, at which time the wife of Rens, while the said Weesberg was exiting the house, said to him: "My husband did say that he must be summoned in writing," to which statement the said Weesberg gave no answer and shrugged his shoulders. That again several days later, on a Wednesday, the said Weesberg once more went to the house of Rens, and made known to him, Rens, who was then at home, that he was summoned on behalf of the Military Council; to which the oft-mentioned Rens responded by saying that he could deliver the very same message he had given him before; upon which answer the oft-mentioned Weesberg went away, while he subsequently, in that same week on a certain morning, came for the fourth time to the house of Rens; and on the porch before he entered, having understood from the widow of Jan Mostert, being the mother-in-law of the said Rens, that her son-in-law was not at home, immediately departed again without saying anything or entering the house. judgments delivered on the last court day, and at the requisition of the Merchant and pro-interim Fiscal Mr Jacob Pieter Deneys, declared it to be true: That on Thursday the 10th of November ao 55, the Appearer, finding himself in his aforesaid capacity before the council chamber of the Honorable Council of Justice aforesaid, was asked by his fellow attorney Jacobus Vercueil whether the council of war had no power to deport a sergeant, since some had wished to dispute this with him; whereupon the Appearer had answered the said Vercueil that the said council of war could indeed do so, subject to the approval of the Honorable Political Council. That on the 16th following, on the occasion when the Burgher Council of War was assembled, the Burgher Petrus Hiebner said to the Appearer: "God, there stands Van Leeuwen under the steps of the guardhouse talking with Daantje" (denoting their fellow Burgher Daniel Hiebner); whereupon the Appearer, going with the said Hiebner toward the guardhouse, the said Van Leeuwen came toward them with raised hands; and when the Appearer asked the said Van Leeuwen the reason for his joy, the aforesaid Van Leeuwen answered: "They have been duped with the case, I gave them all the papers to present, and I will act for the sergeants, and that council of war will have to deal with me, for that is inadmissible, what kind of management is that, but I will get them." That after this conversation, the said Petrus Hiebner invited the said Van Leeuwen to go along with him to his house; and having arrived there and being seated, the said Van Leeuwen, in the course of conversation, said: "I gave the Sergeants Rens de Iongh and Daniel Hiebner papers to read before the council of war, and told them that they must request an appeal." Whereupon the Appearer asked the said Van Leeuwen how he could do such a thing, seeing that in the council of war everything had to be decided summarily and without written pleadings, and that the council of war according to its regulations would not accept the papers. To which Van Leeuwen substantially replied: "Well, then they can stick them in their hats and read them out like that, that is what I told them, and Daantje will do it well enough, but the other two are not so eloquent. Is that a council of war, who authorizes those fellows, with eight or nine of them sitting there, to condemn, when the assembly must consist of forty persons? And I am certain that not one of those fellows will be able to understand that document I gave to Hiebner, for they are far too stupid for that, and moreover those sitting there are interested parties and brothers. It is a retorsio injuriarum being done to the sergeants, and a despotic council of war and manner of proceeding that the sergeants do not have to endure. I will plead the cause of the sergeants before the council of war, I will show that I am there, I openly declare it, even if I should have to leave the country on that account. They will have to deal with me, and I will write to the Burgher Rights of Europe about it, just as I have already sent a letter to Europe regarding the Nelson case, for I am a burgher at heart and I will show it." Whereupon the Appearer had answered that he too was a burgher, but nevertheless would not praise injustice; upon which Van Leeuwen had further added to the Appearer: "Then take up their cause before the council of war, I am standing up for the sergeants and will wager my last drop on it; I will have those fine gentlemen summoned and present papers that will give them something to chew on, I can take on all of them." The Appearer then having answered him that if he, Van Leeuwen, wished to summon a collegiate body, he must have veniam agendi; the said Van Leeuwen thereupon repeated that (as he expressed himself) he needed no veniam agendi against those fellows, and that they should beware that he did not have President Gordon summoned: "but that little Captain Mulder and those other little captains and little lieutenants I will have summoned, all together, including those two brothers-in-law and three brothers; they are all good friends, so they can easily condemn someone, but I will certainly teach those fine gentlemen otherwise, for all those good friends were sitting there, and the other officers were not present. Is that a way to act? But I will give them something else to experience. Appeared before the undersigned commissioned members from the Honorable Council of Justice of this Government, the burgher Petrus Johannes Hiebner, of competent age, who, at the requisition of the Merchant and Pro Interim Fiscal, Mr. Jacob Pieter Deneys, declared it to be true: That the deponent, on a certain day in the past year 1791, shortly after the usual annual burgher exercises, without being able to specify an exact time, being at the residence of the attorney Jonas Albertus Van der Poel, where the owner and co-resident of the said house, being the burgher Jacob Wild, was also present together with the chief surgeon in the service of the Honorable Company, De Baus, and the attorney Jacobus Van Leeuwen; which last-mentioned, while the conversation turned to what had occurred a short time before between some officers of the burghery and certain burgher sergeants, had made it known that he would take on the case of those sergeants free of charge. And upon this being answered by the aforesaid Van der Poel that he would not interfere in the matter at all, the said Van Leeuwen had further said: I can well see that you are on the side of the burgher officers; these statements having been repeated at least three or four times. That subsequently, on a certain day in the month of November, the deponent, being in the company of the attorney Van der Poel intending to go to his house, and having come near the burgher watch-house of this town, had noticed standing there at the foot of the steps talking together his brother Joachim Daniel Hiebner along with the above-mentioned Van Leeuwen; while the same Van Leeuwen, when the deponent continued on his way with the said Van der Poel, had joined them, and immediately opening the conversation about the above-mentioned case regarding the burgher officers and sergeants, had said, among other things while laughing, that he had handed to the aforesaid Hiebner, the deponent's brother, a note which he, upon appearing before the Burgher War Council, had to place in his hat and thus read aloud; the said Van Leeuwen further adding in substance: I have put so much into it that those stupid fellows, denoting thereby the members of the War Council, cannot understand it anyway. That furthermore, the said Van Leeuwen having arrived with the deponent and the aforesaid Van der Poel at the deponent's dwelling, the same conversation was resumed over a glass of wine, during which Van Leeuwen, striking his chest, had exclaimed that he possessed a burgher's heart. Just as the aforesaid Van der Poel for his part also declared himself for the burghery, stating that he also had burgher blood; whereat the attorney Van Leeuwen further, when Van der Poel had said that one of the burgher non-commissioned officers had been placed in the so-called Donkergat, used the following expressions with respect to the Burgher War Council: Mr. Gordon I shall certainly leave out of it, but Captain Mulder and those other petty captains and petty lieutenants, who are all brothers or brothers-in-law, thus together one family, and who moreover together make up nine members, whereas otherwise forty members should be present, I shall certainly get hold of; adding further that he had already written, or would still write, about that conduct to the civil authorities in the Fatherland, just as he had among other things already dispatched a letter concerning what had occurred regarding the burgher ensign Nelson. While he, Van Leeuwen, lastly speaking of the burgher captain Hendrik Oostwald Eksteen, had also said: I have at times, saving your reverence, written for that rascal, but henceforth I shall damn well refuse to do so, and furthermore, when I speak to him, I shall tell him to his face that I don't give a damn about him, saving your reverence. It is therefore resolved, that with respect to Sergeant Hielner, the verdict of the Council of Justice shall be awaited; And with regard to I: I: Steijdler, the charges against him shall be accumulated with those for which he has already been prosecuted by the aforementioned Fiscal. While as regards the wife of the Burgher P: Rens, it will rest upon the declaration that no action can be brought against her. — He, having been reduced to sailor, shall be sent to the Netherlands with the accompanying letter to the Meeting of 17. Yet the Attorney van Leeuwen having to be considered as a most harmful subject for this colony. — to await regarding the persons concerning Sergeant Hiebner such judgment as the Council of Justice shall deem necessary to pronounce for the preservation of peace and good order in the Colony, as well as the due respect for the character and authority of the Commander-in-Chief, - and with respect to the Burgher Iohannes Jacobus Steyjdler, to embrace the proposal made by him, the ad-interim Fiscal, namely to accumulate the facts appearing from the testimonies obtained against him with those for which he, the Fiscal, is already prosecuting the same Heydler before the aforementioned Council of Justice, in order that such a peace-disturbing subject may thereby also receive a condign punishment for all the excesses and crimes committed by him - as well as likewise to acquiesce in the declaration made by him, Fiscal Deneys, that no action can be instituted against the wife of fellow Burgher Petrus Rens, - but concerning the Attorney Van Leeuwen, considering that not only in this matter regarding the court-martial, but also in several other cases, he has displayed his disposition to allow himself to be used as an instrument to undermine the authority of those public officials and bodies, setting aside the respect which everyone, as he the Fiscal very rightly says, owes to the lawful functions of all public officials and bodies, and thus to place it in jeopardy, so that he must be regarded as a most harmful subject for the tranquility of this Colony; to settle the matter politically, subject to the approval of the Right Honourable Lords Commissioners-General, in order to avoid all tediousness and to set an appropriate example to such dangerous subjects as soon as possible, and thereby depriving him of his present capacity, as he is hereby deprived thereof, to enlist him in the service of the Honourable Company for 2048 2049 entirely settled; of which decisions notice shall be given to the Court-Martial, in order to hold the matters in question therewith as settled. And whereas the Commander, I: P: van der Walt, has come to requisition some necessities for the service of the commando against the Bushman Hottentots, it was stated that on the last day of the recently expired month of July there were found remaining in the Company's magazines no more than 775 mudden of beans and 518 mudden of peas, while in the meantime not only has the consumption during the last twelve months amounted to 952 mudden of beans and 1262 mudden of peas, but furthermore the distribution of these items, and indeed especially of the peas because of the small stock of rice, will henceforth be considerably greater than before, it was deemed advisable and consequently resolved to urge the farmers by the posting of notices to supply peas to the Honorable Company, and at the request of the aforementioned Lord Dispensier to notify them thereby that a start will be made with the receipt from the first of October next. And whereas it appeared therefrom that among other papers were also two original missives written by Their High Noble Honours under dates of 20th April and 29th May last to this Council, containing various points that required a prompt dispatch of business; so, having immediately entered into deliberation regarding the same, it was then also resolved: Tuesday the 28th August 1792. Tuesday That 2066 69 2067 The Javanese priest Abdul Rassiel being missing in the Bay of Anjer, a preliminary report thereof shall be made to the well-mentioned Their High Noble Honours as noted alongside. While, according to the circumstances of this case, upon the arrival of the said ship Maccasser in the roads here, the necessary inquiries shall have to be undertaken by the Fiscal. That concerning the Javanese priest Abdul Rassieb, whom Their High Honours and Right Worships were pleased to send hither, riveted in irons on board the first-mentioned vessel under cover of the first-mentioned missive with the aforementioned ship Macasser, to remain confined here, the said Their High Noble Honours shall be informed in all deference by the first occasion that it has been reported by the ship's officers of that keel with respect to that exile: that, when they were lying with their aforesaid vessel under their command in the Bay of Anjer, the same exile, on the 28th of April 1792, in such an adroit manner, had managed to free himself from the irons in which both his hands and feet were shackled, that none of the crew noticed it, and consequently he will presumably have jumped overboard and drowned, seeing that all inquiries made after his person on the one hand had turned out fruitlessly, while on the other hand the depth of the water and the strong current at the place where they were anchored left no likelihood that he could have escaped; just as this all appears more fully from the declaration submitted regarding this by the upper and deck officers of the aforementioned keel, to which, while transmitting an authentic copy, one will take the liberty in all deference to refer, until, upon arrival of the aforesaid vessel Macasser in this roadstead, the Fiscal shall have been given the opportunity, as he is hereby expressly ordered, to make such a careful investigation into the aforesaid matter as is demanded by the weight that Their High Noble Honours at Batavia might attach to this event; after which one will not fail to supply the very same Lords of the Supreme Indian Government with such further report as one likely, through the findings of him, the Fiscal,

Likewise, similar extracts of the passage speaking of the discovered rock in Sundas Strait, together with an exact copy of the sounding, shall be placed in the ship's chests of the outgoing vessels. The Dispenser will also have to ensure that the meat for the service of the ships is salted better in the future. to come to be in that situation. — That meanwhile, from the last-mentioned letter, an extract of the passage concerning the condemnation of the Master of the Equippage Cornelisz to the compensation of ƒ 60. on each of the 68 lasts of wheat that, upon examination, were found to have been offloaded short in the hooker ship Sterrenschans, which that keel could have taken in with proper consideration in the placement of the bulkheads to be transported from here to Batavia, and therewith a copy of the report submitted in that regard by the Commander at the said main settlement, Andriessen, shall be delivered into the hands of the said Master of the Equippage Cornelisz, with the order, in case he has anything to put forward for his excuse in this matter, to submit his said apology and accounting in a sufficient manner at the first opportunity. That the Dispenser will also have to consider as his dutiful observance the recommendation of their Honorable Grand Mightinesses to take the necessary care that the meat provided for consumption on the ships be henceforth better salted than was done with regard to two such barrels given along with the ship Java, of which Their High Honors make mention, and were found to be completely spoiled; - but whereas 2070 2071. with notice given of the declaration made by his Honor, authorization shall be requested from the Lords Commissioners General to be permitted to have a sufficient quantity cured and laid in at the best time of the year— or else Their High Mightinesses' recommendation for an ample shipment of meat and pork from the fatherland. In order to enable him to do so, the same Dispenser has on this occasion brought further to the attention of the Council how insufficient all precautions to prevent such spoilage will always have to be, as long as one will be compelled to follow the order of the Lords Masters contained in the letter of 31 March of the past year, namely not to lay in any new stock before one has issued and consumed that on hand, since the literal compliance with this order must constantly bring about that the largest quantities of meat, both for the supply of this Government itself and for the provisioning of the passing and arriving ships, will have to be cured in the middle of the summer, with the request that of this, for his discharge in due time, notice might be given to the Lords Commissioners General, whether Their High Honors, upon consideration of the aforementioned inconvenience, might see fit to ordain such a change in this matter whereby he, the Dispenser, might be put in a position to be able to vouch for the soundness of the meat; - so it has likewise been resolved that from this communication from the Gentlemen of the High Indian Government, occasion shall be taken, in accordance with the aforementioned request of the said Dispenser, not only to implore the particular attention of the Lords Commissioners General to the impossibility in which one finds oneself to preserve the meat from spoilage as long as the above-mentioned order regarding the laying in of new stock only when the old has been consumed must continue to hold with regard to the salted meat and pork, but also most earnestly to pray Their High Mightinesses favorably to support with their most influential intercession the request made by this Council to the Lords Masters for an ample shipment of meat and pork from the fatherland.

Showeth with due respect and fitting decency, the Church Council of the congregation adhering to the unaltered Augsburg Confession in this Government: — That from time to time various manumitted slaves of members of their congregation present themselves to be received upon profession of faith, as three of them have again made application to the petitioners for that purpose. — That for the relief of the maintenance of the Diaconate poor of the Reformed Church, fifty Rixdollars are paid for each of all slaves before they can obtain their freedom, and moreover sufficient surety is provided that the same, within the fixed term of twenty years, shall not become a burden to the said Diaconate poor, nor apply to the same for any maintenance. — Which has taken place since the congregation of the petitioners was established, without any arrangement having been devised to this day whereby the petitioners might be accommodated for the subsistence of such needy manumitted persons received into their church; whereas nevertheless a certain draft plan produced by the Church Council of the Reformed congregation together with the petitioners on 23 January 1781 to the then Governor and Your Honours, and approved by the same, dictates in Article 1: "All members shall be maintained by the church of which they have become members," and in Article 2: "All manumitted persons, whether having belonged to the Reformed or to the Lutheran, shall be maintained without distinction by the Reformed Church, under the condition, however, that they are not members of the Lutheran Church; and being such, they shall be regarded as is stipulated in Article 1." That it also not infrequently happens that several aged persons, living both at this capital and in the outer districts, having fallen into indigent circumstances, upon the mere assertion that they belong to the congregation of the petitioners, without being able to produce an attestation or other proof thereof, apply to the petitioners for maintenance, whereas the petitioners nevertheless are obliged to support none other than those who are registered in their membership book. The petitioners boldly leave it to the well-known equity of Your Honours whether it is not fairness itself that he who bears the burdens should also enjoy the benefits that help sustain those burdens. For which reasons the petitioners with all due respect take the liberty to turn to Your Honours, humbly supplicating that it may be Your Honours' good pleasure to grant them that, for all manumitted persons, both those who have become members of their church and those who in time may yet become so, the paid 50 Rixdollars and surety may be paid out in their favour, since by such persons becoming members, the Reformed Diaconate is relieved of their maintenance; and that the Church Council of the Reformed congregation may be enjoined to maintain all such needy persons who are not known to the petitioners as members out of the revenues to which all denominations contribute according to custom in our republic.
