the first undersigned having received news from the west of the Indies, both from Bengal and from Bombay, and from reports received here through American ships from the French Islands, being assured that a considerable number of French privateers were already cruising in the Indian seas as well as off the Sunda Strait, where they have taken the ship Willem de Zwijger as well as a private brig, and that on the 26th of December last four large privateers of 40 guns, 12- and 18-pounders, had sailed from Mauritius to the said strait, there were many reasons to fear that these would prevent or delay the dispatch of the ships from Batavia; wherefore he also proposed, and by a majority of our council it was resolved on the proposition of the first undersigned, to fix the sailing date of the said ships for tomorrow, and this also because those ships cannot be detained any longer without becoming unfit to make the voyage, since the last has lain here for more than 16 months and the first for practically a year, without it having been possible to provide these vessels here with double sheathing; and that the aforesaid vessels departing at this time will arrive in Europe in a season in which it may be assumed that the fleets of the allied powers will be able to keep the seas there clear of French privateers—which according to reports are even rarely found there now—if indeed there are no ships that may be or could have been sent to cruise for them. Section 23 At the said meeting of the 31st of March last, the first undersigned informed us that all the aforementioned outbound ships, with the exception of the Vrouwe Agatha, which had not yet arrived at that time, were being made ready under his orders to be able to continue their voyage to the Indies at the first command, but that he could not refrain from proposing to us, as we then also resolved, to detain all of the same vessels for the present until some news should have been received here from Batavia, of which we had been deprived since the 4th of December, and in the event of the continued absence of such news, to send the same ships if necessary to False Bay towards the 25th or 26th of this current month of April; since, as already said hereinbefore, there was sufficiently reliable information that the French had dispatched four large ships from Mauritius to Batavia on the 26th of the month of December last, besides a large number of privateers that were already cruising there and had possibly undertaken something detrimental at that place, or were otherwise cruising off or in the Sunda Strait, to which it had to be attributed that the packet boat the Expeditie—which, according to the news via the private vessel the Dankbaare Africaan, which had departed from Batavia on the 8th of December and arrived here on the 8th of February, was to be dispatched from the principal capital of the Indies hither a few days thereafter—had not yet appeared. Section 24 But, Honorable and Most Respected Sirs! However great and in every way our anxiety was over the lack of news which we had eagerly awaited from Batavia, just as great was our joy when, upon the arrival on the 10th of this month of the English vessel the Prince William Henry, although not from ministerial sources, yet from reports to which full credit must be given, we were able to learn that not only had the French achieved no further victories over the Company's ships, but that, on the contrary, two of their largest privateers, namely one of 36 and one of 26 cannons, along with several others, had been brought into Batavia, and moreover that by the State's frigate the Amazone, an armed Company's ship, and four armed English Company ships, all the remaining French privateers had been driven out of the Sunda Strait and were furthermore pursued by the said four English ships; and likewise that five Batavian return ships, along with the vessels arrived there from China, the Nagelboom, the Schelde, and Berkhout, were to be dispatched from the principal capital of the Indies on the 25th of February. Section 25 Relieved by this agreeable news from the greatest perplexity, and also from the conviction that in Batavia one had in future not as much to fear from the French in the Sunda Strait and the seas of the Indies, we deemed that we could not fail to have all the aforementioned eight outbound ships continue their voyage to Batavia, for which the sailing date has been fixed for tomorrow.

fleet under the command of Captain Jan Joachim Milfaart, to whom we have prescribed to dispatch with the utmost possible speed to India's Capital, and thus their sailing day, alongside that of the return ships, is set for tomorrow. Section 26. The command over the aforementioned eight vessels that will depart in a fleet, having been assigned by the first undersigned to Captain Jan Joachim Milfaart, commanding the ship de Zeelelie, as being according to his commission since the year 1736, and thus the senior captain at sea, he as well as the other captains and skippers are most earnestly ordered and commanded to strictly observe said orders, to keep their departure from this roadstead combined until their arrival at Batavia, and if separated from one another, to make every possible effort to rejoin the fleet, on pain of being held liable and accountable for deviations from this order and for the consequences that might arise therefrom to the detriment of the Company. Section 27. By the same orders, all skippers and commanders are instructed to put their ordnance, small arms, and everything belonging thereto in proper order before their departure from this roadstead, and subsequently to maintain them during the voyage, as well as to drill the crews as much as will ever be possible in the handling of the ordnance and small arms, so that in case of hostile attacks, which God however forbid, they may be able to offer a courageous resistance; under the promise that those who on such occasions bravely discharge their oath and duty shall be rewarded for it, but that cowardice or negligence on the contrary shall not remain unpunished. Section 28. Furthermore, all the commanders of the ships departing for Batavia are commanded by said order, in the event—which God forbid!—that they might be taken by the enemy, to throw all Company papers overboard, preparing all of them in the meantime in such a manner that they must sink. Section 29. In order to place all outward-bound Company ships in a state of proper defense, the first undersigned had all the ordnance, small arms, and ammunition located there inspected by the Master of the Equippage Jan Arnoud Voltelen, the Captain of the Artillery George Coenraad Ruchler, and Master of the Armory Johann Fredrik Heijdenreich, and received regarding this examination the Report of which we take the liberty to present Your Right Honourable with an authentic copy, with the respectful communication that all that is specified therein as necessary has been furnished to those ships. Section 30. From the said Report, as well as from the accompanying authentic copy of the petition addressed by Captain Jan Joachim Milfaart to the first undersigned, Your Right Honourable will, if you please, be able to perceive that the ship de Zeelelie, being equipped with only fourteen pieces of ordnance of 6-pounder shot, would not be able properly to defend herself in case of a hostile attack, and consequently absolutely needed some 8-pounder pieces to be in the necessary state of defense. However, since through the provisions of cannons that successively had to be made to passing Company ships, no other 8-pounders were on hand than those placed upon the forts and the so highly necessary signal posts, the undersigned, before deferring to the request of Captain Milfaart, also requested the report of Colonel and Chief of the Company's Militia here, Gordon, and Major Fisscher, as to whether there would be a possibility of releasing and supplying cannons placed upon the batteries for the benefit of the Company's vessels that lack them, without causing any substantial, necessary prejudice or hindrance to the defense of this place; whereupon a report was submitted to him by both officers, an authentic copy of which is annexed hereto, and from which Your Right Honourable will be able to see not only that solely the urgent necessity to put a richly laden vessel into a proper state of defense in these perilous times can justify this provision, but also that our own defense will permit no further provisions of this nature, whereas even to properly defend the most dangerous landing places at this roadstead and elsewhere, it was necessary to be provided with 8-pounder cannons; wherefore we also respectfully request Your Right Honourable to reflect favorably upon our requisition made in this regard under today's date and to have the same fully supplied as soon as possible, or to forgive us that henceforth we can no longer permit any provisions of ordnance.

and we have caused the hold in the aforesaid ships to be replenished with some Netherlands products at a time when we may be attacked at any moment and the preservation of this Colony is of the greatest importance, while at the same time six 8-pounder cannon have now been furnished to the aforementioned ship the Zeelelij, which were taken from various posts and replaced there, as there was no other way, by three-pounder cannon. § 31 Of the space found in some of the eight aforementioned outward-bound ships, we have made use to send to India's Capital, partly in fulfillment of last year's requisition and the rest in anticipation of the demand for this year, which will likely have been lost with the packet boat the Expeditie; the following Cape products, namely: Per the ship the Geertruijd en Petronella: 200 Leagers of wine 4765 Mudden of Wheat and 18551 lb Butter the packet boat the Expeditie having departed from Batavia according to the news received, but not having arrived here up to now. and for which reasons [illegible] so your Right Worshipfuls will note the sale of Zeeland and the debris of Sterreschans per the ship Vredenburg: 75 Leagers of wine and 2200 Mudden of Wheat together with some freight goods. § 32 We must also not fail respectfully to inform your Right Worshipfuls that by the just-mentioned last vessel the news was brought here that the Company's packet boat the Expeditie departed from Batavia on the 18th of December last without having arrived here up to now. § 33 In conclusion of this section, we will dutifully inform your Right Worshipfuls that the wreck of the Company's stranded return ship Zeeland was sold at public auction for 1450 rixdollars, and the debris of the hoeker ship the Sterreschans for 303 rixdollars. § 34 Proceeding to the Section: Delivered Cargoes, we shall have the honor to bring to the knowledge of your Right Worshipfuls that at the unloading of the ship Drechterland, it was found that in two packages of haniqas which were found open, and were thus counted, there were 5 pieces fewer than the Invoices and Bills of Lading dictate, which haniqas we have caused to be charged to the pay accounts of the officers of the ship Drechterland in the following manner: 5 pieces of haniqas missing, with 1 capital advance: 148 guilders Netherlands money, Indian money: 179 guilders 8 stivers at 66 stivers per ducaton, 44 3/33 ducatons at 80 stivers. Hereon 25 percent increase: 44 guilders 17 stivers. Total: 224 guilders 5 stivers. Due for the account of the Captain 2/3: 149 guilders 10 stivers. Lieutenant 1/3: 74 guilders 15 stivers. As above: 224 guilders 5 stivers. § 35 The officers of the packet boat 't Haasje not having delivered a crate which, according to the received Invoice, ought to have contained 10 copies of treatises on the Nautical Almanac or Longitude, and 10 copies of treatises on the sextant and octant, we have given notice thereof to the High Indian Government, with the request that if the said crate should be found during the unloading of the said vessel, they will then be pleased to send it hither at the most advantageous opportunity, or else, if the said crate should not be in the vessel, then to have the ship's officers charged for its cost in accordance with the orders. § 36 Under the Section of: Purchase and Sale, having nothing to report to your Right Worshipfuls, we shall, under that of: Products, respectfully inform your Right Worshipfuls that the grain harvest has again turned out most favorably this year, whereby we shall consequently find ourselves enabled, when the space in the outward-bound ships permits, to fully satisfy the requisition for Wheat for this year expected from Batavia. Under the Section of: Domains, this section yielding nothing for discussion, we shall have the honor to note that by the undersigned Bookkeeper of the Country's Revenues, there was submitted to our meeting of the 17th of February last the statement of accounts of all the branches of Revenue in this Government for the financial year 1792/93, from which it has appeared to our pleasure that all the same have amounted to a sum of 149217 rixdollars 37 stivers. And we shall not fail, when the Trade Books have been brought into readiness, to send the same, together with the just-mentioned statement of accounts and other Books and Papers appertaining to the Trade Books, to your Right Worshipfuls at the first occurring opportunity. § 39. With regard to: Financial Matters, we will respectfully advise your Right Worshipfuls that we have taken the liberty under the date of 15 March last to draw upon your Right Worshipfuls several Bills of Exchange to be paid after the conclusion of the autumn sales of this current year, the amounts of which, in conformity with the regulations, calculated at the value of ducatons at 67 stivers each, amount to the sum of 7980 3/4 ducatons.

rd11391. 33. or ƒ267340. 1. has been paid into the Company's Treasury. § 40 Likewise, under date of the 15th of this month, we have granted upon Your Right Honourable Excellencies various drafts payable after the conclusion of the spring sale of 1795, of which the amount, calculated in the value of ducatoons at 67 stuivers each, amounting to the sum of 39599 ditto, which is paid, amounting to rd55273 3/48 or ƒ132656:13:— Dutch Current, has been paid here into the Company's Treasury. § 41. In order to avoid all prolixity regarding all these drafts, we have caused the accompanying Memoranda to be drawn up, to which we respectfully refer, with the humble request that Your Excellencies be pleased to accept the said drafts and to cause them to be paid on their respective due dates. § 42. At our meeting of the 4th and 5th of March, we were occupied with the collection of the official dues for the past year 1793, and we may report to Your Right Honourable Excellencies in this regard that, having been paid by the Secretary of our Council, alongside the Fiscal ad interim, the Secretary of the Council of Justice, the Secretary of the Orphan Chamber, and the widow of the deceased Fiscal de Neijs, there has been raised a sum of rd9033:— as Your Right Honourable Excellencies will be able to find recorded in our aforementioned Resolutions of the 4th and 5th of March. § 43. Concerning the Company's Buildings here, of which mention ought to be made under the section of Carpentry and Repair, we shall respectfully refer to the detailed report submitted by the delegated members of our Council and furnished to Your Right Honourable Excellencies along with our separate letter of today's date, wherein Your Right Honourable Excellencies, among other things, will be able to find the dilapidated condition in which the Equipage Storehouses and annex buildings are found. § 45. With regard to these buildings, the first undersigned Commissioner over this Government gave us to know at the meeting of the 30th of November that upon his visual inspection of the same, he had found that all of them were in a very dilapidated condition, and particularly the so-called Rope Storehouse, of which practically all the beams and planks, both on the first and second stories, were entirely crumbling and rotten, such that those buildings will have to be completely renewed; that he therefore had also ordered the overseer of the Artisan Quarter, as the most urgent necessity, to allow such repairs to be made to the Rope Storehouse as would preserve the same from collapsing, and to examine and state in what manner the said Rope Storehouse could be placed in a condition to still serve for the storage of the goods previously and until now deposited therein. Having considered the materials specified in the accompanying authentic copy of the report of the said overseer for the shoring up and provisional repair of the aforementioned Rope Storehouse, we have had them supplied and have thereby put it in a condition to be used for the present for the designated purposes. § 46. Under the section of Fortifications, we shall dutifully inform Your Right Honourable Excellencies that the present sorrowful circumstances having made it most necessary to put in a condition to hold off the enemy in the best possible manner and according to the limited means we have at hand such of our bays in the vicinity of this capital where the enemy might possibly attempt a landing with some small force, the first undersigned has, near the batteries of 8 pieces, being 4 of 24 and 4 of 8 lbs, as were erected there with the prior knowledge of the Lords Commissioners-General, caused a second battery to be thrown up for 6 pieces of heavy ordnance, which cross-fire with each other, as the first mentioned was not sufficient to sweep the ships that should attempt to sail into the bay on the opposite side; furthermore, he has caused one battery to be constructed in Camps Bay and three batteries in Hout Bay, whereby these bays can be completely defended; and as all this has been done at very little expense, as will fully appear from the statement which we shall furnish to Your Right Honourable Excellencies as soon as we find ourselves able to do so, we flatter ourselves that it will meet with your highest approval. also respectfully report that Colonel Gordon conducted various experiments in the month of September last to fire glowing shot in just as easy a manner as cold shot, and submitted three reports thereon to our meeting of the 21st of the said month, of which we take the liberty to present authenticated copies to Your Right Honourable Worships, adding that on all batteries both at this principal place and elsewhere, the necessary furnaces and further apparatus have been made in order to be able to operate from them with glowing shot. Paragraph 49. In relation to matters of war, we shall respectfully bring to the knowledge of Your Right Honourable Worships that the two French vessels, Le Penn and La Levrette, brought in here by the packet boat De Star, of which we gave knowledge to Your Right Honourable Worships in our latest humble letters of the 15th of October anno passato, have been sent by us to Hout Bay, in order to remain anchored there during the forthcoming winter season, or until further orders. Paragraph 50. The captains of the said captured French vessels having made known to the first undersigned Commissioner over this Government that, although they had sailed under the French flag, they were nevertheless native Americans and thus subjects of a state with which the Republic of the United Netherlands is in friendship, requesting on that account to obtain permission to depart for their fatherland on a North American vessel; so we resolved, in our meeting of the 15th of October last—considering that granting that request would relieve the Company of the maintenance of those people, without being able to cause anything disadvantageous, since after the capture of their vessels they ought to be considered as discharged entirely from the service of their shipowners, and thus again as subjects of a state with which the fatherland stands in peace and friendship—to permit both captains to depart for their native country, and we let this be accompanied in duplicate by the passports and further papers belonging to both vessels brought in here. Paragraph 51. We further take the liberty to present herewith to Your Right Honourable Worships the requisition of necessities for this Government for the year 1795, with a humble request that the same may, by order of Your Right Honourable Worships, be fulfilled as soon as possible and in its entirety. Paragraph 52. Above all, we must request Your Right Honourable Worships to be pleased to have the petitioned iron sent hither, as there comes to be a total lack of it, so that we have found ourselves obliged to unload 260 bars or 8620 lb of that metal from the ship Vredenburg, while we have already previously been forced to make successively some minor purchases of assortments that were highly necessary and not on hand, and we foresee that this Colony will soon be entirely destitute of iron. Even so we must humbly request Your Right Honourable Worships to be pleased to ensure the fulfillment of our requisition of staves, headings, and hoops for cooperage, of which there is likewise an exceedingly great scarcity among the inhabitants; because both from the lack of cooperage for storing the harvested wines and from the lack of iron for manufacturing ploughshares, picks, spades, and other tools, the residents will find themselves in the absolute impossibility of continuing their agriculture or harvesting the fruits thereof, and we may not, without violating the loyalty that we owe to Your Right Honourable Worships, conceal our apprehension regarding the sad consequences which such a want might have. Little less great, Right Honourable Worshipful Sirs, is the lack of blacksmith coal, of which we have unloaded 10 7/36 hoeds from the packet boat 't Haasje, which departed for Batavia, both to be able to keep the most essential works going, and because the said small vessel found itself too heavily laden to undertake the voyage to Batavia with safety. Section 57. Having arrived at the main section of Domestic Affairs, we shall respectfully inform Your Right Honorable Worships that the school commissioners of this city have progressed so far with the collection of the moneys provided by a multitude of inhabitants for the establishment of the Public School, that the purchased house has been put into good order, that the rudiments of the Latin language are already being taught, and thus a beginning could be made with the institution in its entirety and according to the plan sent to Your Right Honorable Worships, if the required Masters were at hand; to obtain them, the said School Commissioners have appointed their general agents in the Netherlands, and we may therefore not omit to request [illegible] to grant such facilities to the representatives of the school commissioners for sending competent schoolmasters hither, whereby the good objectives intended herein may be attained as speedily as possible, the more so because both those who have provided the fund for the establishment of the public school, and all others who had intended to have their children instructed there, are dissatisfied that no further progress has yet been made herein, although we can by no means blame the school commissioners for this delay. Section 58. As a consequence of this delay, we must consider the request made to us by petition by the person of Jan Jacob de Ziegler, in order, according to the plan submitted by him therewith, of which both we hereby offer an authentic copy to Your Right Honorable Worships, to be allowed to establish here a school for 12 youths from 8 to 12 years of age, to instruct the same in the Dutch and French languages, Geography, History, and in the first rudiments of natural science and mathematics. Section 59. The first undersigned Commissioner over this Government, according to what has been recorded in this regard in our resolutions of the 4th and 5th of March last, having judged it necessary, before taking a final decision hereupon, to demand a report from the school commissioners of this city as to whether there might be any well-founded reasons which ought to restrain us from granting the requested permission to instruct twelve youths from 8 to 12 years of age in the aforesaid sciences, or which might necessarily bring the same into doubt; we then also, after the school commissioners had complied therewith, upon the proposition of the first undersigned at our meeting of the 22nd of March last, resolved to grant the said de Ziegler the consent and permission to hold the requested school for twelve children according to the presented Plan, until such time as the school commissioners shall be enabled and have had the opportunity to bring the Public School, according to the drafted Plan previously adopted and approved by us, into such order that therein also the French and the aforesaid sciences may be taught. Section 60. The butchers contracted with the Company having brought complaints to us that all the stock-breeding inhabitants had been led into the mistaken belief that the privileged Burgher butchers were not placed under the same obligation, namely to facilitate, by appropriate means devised by the Right Honorable Lords Commissioners General themselves, the said stock-breeding inhabitants in properly paying their arrears of recognition moneys henceforth regularly; we first, at our meeting of the 31st of August last, took the resolution to commission the Messenger of the Court of the Colony of Drakenstein to disabuse the aforementioned stock-breeding inhabitants of this mistaken notion, and subsequently, directly after the first undersigned had assumed the authority of this Government, namely on the 4th of September of the past year, commissioned thereto the former Secretary of the Colony of Graaff-Reinet, Jan Jacob Fredrik Wagener, who was furnished by the first undersigned with such a Commission as is inserted in our resolutions of the 13th of September. Section 61. The said Wagener having acquitted himself of this Commission properly and having submitted thereon at our meeting of the 4th of February last a very ample and detailed Report, furnished with various Appendices, of which authentic Copies accompany this dispatch, Your Right Honorable Worships will be able to perceive therefrom that all stock-breeding inhabitants are very eager to pay their arrears of recognition moneys to the Company, if the means thereto were facilitated to them according to the instructions of the Right Honorable Lords Commissioners General, wherefore we, upon the reports received from the said Wagener, have already at our meeting of the 13th of December last taken such resolutions as are recorded in our resolutions of that date. Paragraph 63. We fear that this would become all too prolix were we to expatiate in an account of all such transactions as pertain to the domestic management of this Government; however, having acted in all this not otherwise than in accordance with the interest of the Company following the established orders, and our proceedings herein having been noted down in our resolutions that are dispatched together with this report to Your Right Honourable Excellencies, we shall, in that regard, respectfully refer to the same resolutions. Paragraph 64. Under the heading of Company Servants, we shall initially inform Your Right Honourable Excellencies that the Fiscal ad interim Mr. Jacob Pieter de Neijs having died on 20 November last, the first undersigned, pursuant to the power and authority granted to him by the Right Honourable Lords Commissioners-General, provisionally and subject to their highest approval, has nominated and appointed to that post the titular merchant and secretary of the Board of Orphan Masters Willem Stephanus van Rijneveld, and to fill the vacancy of the latter, again as secretary of the Orphan Chamber, the bookkeeper and secretary of Stellenbosch and Drakenstein Jan Pieter Faure, to be replaced as such by the Assistant at the Political Secretariat Jan Wege. And whereas, through the appointment of the said Rijneveld, a seat had become vacant on the Council of Justice, the first undersigned has provisionally filled the same, in the manner just mentioned, with the Bookkeeper of the Company's Equipment Magazines Petrus Johannes Truter, and in place of the latter, again appointed as Bookkeeper in the Company's Equipment Magazines the Assistant at the Trade Office Andries Stockenström. The Trade Transferrer Casparus van Eerten having made a request to us by petition to be discharged from this his service on account of his advanced age and weak memory, we have deferred to that request and placed him, retaining his rank of junior merchant, on discontinued pay, while to fill the post of the same van Eerten, the first undersigned has again provisionally appointed as Trade Transferrer the senior Assistant at the Trade Office Henricus Coens Vogel, with his current pay and emoluments, and likewise, subject to the esteemed approval of the Right Honourable Lords Commissioners-General, with the recommendation of the quality and pay of junior merchant attached to that post. The Naval Captain François Duminij having been discharged by the Right Honourable Lords Commissioners-General from the command of the permanent frigate ship the Meermin, we may not fail to inform Your Right Honourable Excellencies respectfully that the first undersigned has appointed as Commander on that vessel the Captain-Lieutenant Jan Pieter de Beer, and that in accordance with the orders a commission has been appointed to hand over the frigate ship the Meermin with its appurtenances and dependencies to the said de Beer. the first-undersigned further respectfully informs your Right Honorable and Highly Esteemed Sirs that, in substitution of the said Stanhoffius, provisionally and on probation for the execution of the office of Secretary at Graaffe-Rijnet, the Assistant Iacobus Vercueil, placed on the written-off pay roll, has been qualified, enjoying the salary and status of Bookkeeper. We further take the liberty respectfully to inform Your Right Honorable and Highly Esteemed Sirs that the first-undersigned, at our meeting of 9 January last, communicated that, in consideration of the fact that the service of the National Battalion had in these times become considerably burdened, and that a good portion of the officers consisted of worn-out people grown grey in the service of the Company, who on that account certainly also merited that some relief be granted to them in their service, and likewise of the necessity to arouse emulation among the lower military ranks under the present concerning circumstances, he had deemed necessary the appointment of two ensigns to the said National Battalion in order to exercise the service of ensign in all respects without expense to the Company; and that for this purpose he had named and appointed the Cadet Sergeant Hendrik Oostwald Wilsenach and the Cadet Hendrik Lesueeur, who have already served the Company 10 and 8 years respectively, and this under their earning pay of ƒ12 per month and board money of 28½ stuivers, without any allowance of whatever name. We have, upon his proposal made in this regard, authorized the pay examiner accordingly. The first-undersigned Commissioner over this Government having made known to us at our meeting of the 4th of February last that the High Indian Government, by honored dispatch of 10 August 1792, when they granted him his discharge as Director of Souratte and permission to repatriate while retaining his rank, were also pleased favorably to allow him to continue enjoying his salary as director, being ƒ 180 per month, until his arrival in the Netherlands, as was also communicated to us by letter from the Surat Ministers of the 31st of December following; we have, upon his proposal made in this regard, ordered the head and examiner of paysheets to open an account for him in the pay books of this Government, commencing on the 1st of January 1793, his account at Souratte having been closed as of the 31st of December 1792. Passing on to the main section of Strangers and their ships, we shall initially respectfully inform Your Right Honorable and Highly Esteemed Sirs that the person of Antonij Watering, who arrived here with a French ship in the year 1791, subsequently married the daughter of a Burgher, and was favored with the Burgher rights of this place by the Most Honorable Commissioners-General, requested of us in the petition accompanying this in authentic copy on the 27th of November last to be allowed to proceed from here with the small English ship Elisa to England, and thence subsequently to the Netherlands. In consideration that the journey of the said Watering was primarily aimed at helping to promote the interests of this Colony by means of free trade, in which he had associated himself with other Burghers, and that his request to depart from here with an English ship must primarily be attributed to the lack of opportunity to depart for the Netherlands with one of the Company's vessels at that time, we permitted the said Watering to depart from here with the said vessel, upon the express condition, however, that upon safe arrival in England, he immediately proceed to the Netherlands.

while the petition of the supercargo of the American small vessel the Drie Gebroeders, addressed to the first undersigned to be allowed to convert his cargo into domestic products here, England, within the period of two months shall depart for the Netherlands, and for the fulfillment of this obligation imposed upon him had to provide, as appears from the accompanying document, sufficient sureties who have bound themselves that, in case he should not fulfill this and should not present himself within two months after his arrival in one of the cities of the Republic where the Company has its chambers, they shall pay into its treasury here, for the benefit of the Company, a sum of one thousand rix-dollars. Paragraph 74. At our meeting of January 4th last, there was produced by the first undersigned the petition, accompanying this in authentic copy, addressed to him by the supercargo of the North American small vessel the Drie Gebroeders, to obtain permission to convert here his cargo of Bourbon coffee beans brought from Mauritius then here was rejected by the first undersigned for no insignificant reasons. into wines, brandies, and other products of this colony; and we were asked by the said Commissioner for our views and advice whether, since on the one hand he considered himself informed of the great scarcity of coffee in this colony, and on the other hand of the abundance of wines, brandies, and other products, use should not be made of this means to provide a profitable outlet for the country's products in exchange for a necessary article. Paragraph 75. Fully convinced of this necessity, which we all must acknowledge, the first undersigned would certainly also have granted the request of the said supercargo, had he not discovered, from the inquiries he caused to be made, that the declarations made by the latter were not to be considered free from suspicion; wherefore he also communicated at our meeting against of January 7th last that, upon serious consideration whether in this matter the promotion of the essential interest of the inhabitants of this country could set aside the very least fear or the slightest suspicion of giving cause, through the aforesaid, that the French nation in their Eastern possessions, notwithstanding the order for special vigilance to the contrary given by Their High Mightinesses and communicated to us by Your Noble Greatly Esteemed, might not be provided from this colony with such indispensable necessities of wines and brandies for them as they can obtain nowhere in all India except from this colony, and against which no sufficient security could be obtained, he had deemed it necessary in this matter to let the interest of the fatherland, its possessions, and allies prevail over their interest, notwithstanding his inclination to prevent the ruin and the said supercargo was only permitted to unship as many coffee beans as shall be required to defray the purchase of necessary provisions; whereas, in contrast, a similar request made to the first undersigned by the captain of the American small vessel the Benjamin of the inhabitants of this colony; and consequently he had caused the aforementioned supercargo to be notified that there might not be discharged from on board the said American small vessel the Drie Gebroeders more than thirty bales of Bourbon coffee beans, or as much less as should be required to defray the purchase of such necessary provisions as he indispensably needed in order to pursue his stated destination to Boston. Subsequently, and indeed on January 11th of this year, a request having been made to the first undersigned by the captain of the North American small vessel the Benjamin to be allowed to purchase here and load for transport to Boston 10 leaguers of common wine, brandy, 30000 lb of aloe, and 1000 ox hides, as for no insignificant reasons, upon the arrival here of the Consul the Chevalier Charles de Degrom per the Tuscan ship the Marchand Toscan, and at the same time to be allowed to bring ashore from his cargo, in payment for those articles, 300 to 400 bales of Bourbon coffee beans, we cannot omit dutifully reporting to Your Noble Greatly Esteemed that the first undersigned, taking into consideration both the cargo with which that vessel had arrived here and the articles requested by its captain, could not have the very least suspicion that he could have any destination other than to North America, has seized this opportunity to provide the colony with coffee beans, and consequently permitted the captain of the said ship to unship 300 to 400 bales of Bourbon coffee beans here in order to take in return the stated articles and no others. to whom we have conveyed by extract from our resolutions that we could not admit him here as such. to bring to your knowledge that on 8 Jannuarij last per the Tuscan ship le Marchand Toscan from Mauritius there arrived here the Chevalier Charles de Pelgrom, who exhibited to the first undersigned his commissions or dispatches by which he was nominated and appointed by His Imperial Majesty and by His Highness the Grand Duke of Tuscany as Imperial and Tuscan Consul General in the Indies, dated, the first-mentioned on 2 November 1787 and the last-mentioned of His Royal Highness on 26 December 1788. §78. After examination of these commissions, we have brought to the knowledge of the said de Pelgrom by extract from our resolutions taken in that regard on 9 Jannuarij 1794, that it is beyond our power to receive or admit anyone into any public character in this colony without the special order and qualification of Your Right Honourable Excellencies; that we would, however, with particular attention always show all that assistance to the ships of His Imperial Majesty and His Highness the Grand Duke of Tuscany which is customarily given to ships of those powers and states that are allies of the Republic or between which and her a happy peace and good understanding subsists, and that we would finally render unto the person of the Chevalier de Pelgrom those regards which we customarily show to all foreign persons of distinction. §79. Some days after his arrival, the said Chevalier de Pelgrom presented to us by a very ample letter to freight his said ship le Marchand Toscan for the account of the Company, in order to be employed by us under his neutral flag for the conveyance to Ceylon and other possessions of the Company of all such foodstuffs as are customarily sent from this Outpost to the Indies, with the request that, if this offer should not suit our convenience, he then be permitted to sell his imported cargo of Bourbon coffee beans here, or to exchange it, in order to convert the same into products of this country, so as to provide, with this cargo, Ceylon as well as other possessions of the Company and those of the English with wheat, wines, and other produce of this colony, whereof there might probably be a great shortage in all establishments in the Indies due to the obstruction of navigation, which one has particularly had to fear for the island of Ceylon, since per the said ship le Marchand Toscan the fatal news was brought here, to our particular regret, that the ship Willem de Vierde, dispatched thither from Batavia for the conveyance of rice and other necessities, was captured in the Sunda Strait by a French privateer and brought into Mauritius. §80. The first undersigned, after having gathered all possible information, subsequently declared in our meeting that by virtue of the authority granted to him by the Right Honourable Commissioners-General by secret resolution of 28 Augustus last, whereof on this occasion he gave overture concerning the proposals made by the Chevalier de Pelgrom in his aforementioned letter, he would act in such manner as the interests of the Fatherland, those of the Company, as well as of this colony and its inhabitants should require. Upon serious consideration of the said proposals, the utmost urgency appeared to the first undersigned to cut off no opportunities from the inhabitants whereby the abundance of products in which this colony finds itself owing to two successive rich harvests of grains and wines might be disposed of; and a very pressing request having been made to him in this regard by the Board of Burgher Councillors, in the petition accompanying this in authentic copy, the first undersigned has therefore also granted to the said Chevalier de Pelgrom permission to convert the cargo of coffee beans imported here per the Tuscan ship le Marchand Toscan into wines, brandies, wheat, flour, and other domestic products, in order to be dispatched from here with the aforementioned vessel to Ceylon and other establishments of the Company and those of the English.

Sea Captain Jacobus Arkenbout, who commanded the stranded China return ship Zeeland, having submitted a request to the first undersigned to repatriate with the ship Drechterland while retaining his wages, we have deferred to that request as entirely consistent with the orders given to us by the Right Honorable Lords Commissioners-General in their highest resolution of the 7th of August anno passato. The said Arkenbout having further requested to be allowed to sail home on the said vessel as second captain, we have deferred to that request, considering that granting that request, especially in the present delicate circumstances, may serve for the well-being and security of the richly laden ship Drechterland, without the Company incurring the slightest disadvantage thereby. As well as to the bookkeeper Krauth and to the chief surgeon Wijnand de Swarts. Section 87. After this had been prepared thus far, it was reported by the trade employees that of the cargo of the ship Leide there had to remain on board the same a portion of the saltpetre and the sappanwood which had served as ballast, as they had not dared to discharge the said keel of its ballast in the False Bay, together with various freight goods and consignment goods from the Gentlemen of the High Indian Government, as well as the unpermitted goods which by order of the Right Honourable Gentlemen Commissioners General were seized from the ship's officers and paid to them, and we have caused bills of lading and invoices of these various items to be drawn up accompanying this, and have given notice thereof to the Right Honourable Gentlemen Directors of the Chambers of Delft and Rotterdam respectively. It also having been found that there was still some ore on hand here to be sent to the Fatherland, we have caused the same, packed in five hides, to be loaded onto the ship Leide, consigned to the Right Honourable Gentlemen Directors of the Chamber of Zeeland. Right Honorable Worshipful Sir, and Right Honorable Worshipful Gentlemen, The undersigned, having summoned before them the officers of the Honorable Company's outward-bound ships Constantia and Kromhout, in order to ascertain separately from those of each ship whether each of them had properly complied with the highly respected orders stipulated by Their Right Honorable High Worships, the Gentlemen Seventeen, pursuant to Their Highest resolution dated 2 April 1774; so it was affirmed by them, upon the interrogation put to them article by article, that they had complied therewith in all respects, at least as far as circumstances permitted during their voyage; and consequently, as appears from their ship's resolutions kept on board and shown to the undersigned, that everyone whom it concerned had taken all possible care for the preservation of the ship's company and the recovery of the sick, and had not failed to put into effect, as far as was practicable, the means prescribed to them by the aforementioned honored decree. However, with regard to that specific point of the aforesaid resolution of 2 April 1774 containing the order that crew members who fall ill during the stay of the ships in the roadstead shall immediately be sent ashore; the officers of the first-mentioned vessel declared that they had been rendered completely unable to comply with that order; to prove which, they submitted that when, before the departure of the ship, two crew members had been reported as disabled and unfit to perform any duty on account of being severely ruptured, with an accompanying request to be permitted to send them off the ship, this was nevertheless not granted, but on the contrary, the Directors commissioned for the muster who were on board at that time ordered to keep both those crew members on board and to employ them in the lightest work, such as sweeping the deck or something similar, while furthermore efforts had to be made to cure them; which aforementioned declaration agreed with that made by the officers of the ship Kromhout, who also, with regard to the point cited above, alleged as reasons for not observing the order established therein that a sailor on their vessel at 11 guilders, named Gerrit van der Son of Rotterdam, despite the affliction found upon him, consisting of a rupture, on account of which he was declared unfit for any service on board and reported as such, nevertheless by the express order of the Gentlemen Directors of the Hoorn Chamber, for which the last-mentioned ship had sailed out, had to remain on board, with the stipulation that he was to be appointed provost; which order had also been followed, the said van der Son having been employed as provost. necessity had found to consume such provisions for their sustenance that were for the most part spoiled, whereby rot having also arisen in the humors, a great number of the ship's crew were attacked by scurvy or other diseases, and were suffering therefrom; which unpleasant situation probably would not have been to fear if the necessary precautions regarding the victuals had been taken in time, the spoilage of which had already been partially discovered on the Dutch roadstead, where among others seven to nine barrels of sauerkraut, cucumbers, and gherkins—being indeed the principal items that were to serve for the preservation of health on board—were entirely spoiled; while they had not failed to give immediate and necessary notice of that discovery, regarding which circumstances the captain of that vessel, Cantes, had addressed himself by missive to the Lords Directors of the Chamber of Delft, without this having had the desired success, as the Lords Directors of the said Chamber had, by rescript, emphatically made known their displeasure over such a writing. After which declaration having been made, the chief surgeon of the Honorable Company's ship Cromhout, explaining himself regarding the cause of the manifold number of sick within that vessel, also testified that, according to his opinion, this was to be attributed to nothing other than the spoiled victuals that the ship's crew had been forced to consume, as among other things, while still on the Dutch roadstead, by the so-called dock laborers who had the oversight of the victuals, not only salted meat instead of fresh meat, but meat that was even stinking and spoiled had been delivered, while the bread was for a large part spoiled, without the necessary notification of that finding having brought about that any redress was made on that account. And furthermore, declaration was made by the chief surgeons of both aforementioned ships that they had received from their captains everything that could in any way serve for the recovery of the sick, without anything of what they had requisitioned for that purpose having been withheld from them; while they otherwise had perceived no notable peculiarities regarding the medicines to be applied to the sick, and that with respect to what had otherwise been administered to the sick for their cure, they had found the most benefit and help from the use of acids. Pursuant to Your Right Honorable's most esteemed orders, to report whether there would be any possibility to supply and provide from the cannons placed on the batteries for the benefit of the Honorable Company's vessels, which lack the same, eight pieces of 16-pounder cannons without causing any substantial damage or hindrance to the defense of this place, the undersigned have the honor dutifully to report on this, that they first checked and examined the placement of the eight-pounders in this so extensive defense, and of which such a notable number are stationed for signals on the mountains in the country, and have found To the Right Honorable Sir A. In compliance with Your Right Honorable's highly honored orders, the undersigned went to the Rope Warehouse of the Equippage Wharf, in order to inspect there what would be required to put the aforementioned warehouse, in which several beams (both on the first floor and under the flat roof) are rotted, in such a state that it can still be used as a rope warehouse, without rebuilding it, in the least costly manner; and has the honor to report hereon: that on the first floor there should still be placed 10 to 12 pieces of round timber, and one could make use here of the unassessed topmasts or yards which are present in the Equippage Wharf from stranded ships; five to six spars would be required for this, according to their length.
