Note regarding the objections brought forward by the bread bakers concerning the 4th Article of their Baking Ordinance, and decision to exempt them therefrom and to set the stipulation thereof of 40 rds per load for the present at 30 rds per load. to be provided with an ordinance, provided, however, that he, van Wielligh, shall be bound and obligated to state to Commissioners from the Council of Justice, at the times appointed for that purpose, the quantity of wheat that he will need annually for the baking of bread for private individuals; and that he must also state every three months to the said Commissioners the quantity of wheat that he will have baked for the benefit of private individuals, in order subsequently, upon the expiration of each year, to swear to these returns under oath before delegated members from the Council of Justice, all in such manner as has been proposed by the aforementioned Commissioners in their said representation. Then, with regard to the objections brought forward by the burgher bakers concerning the contents of the fourth Article of the present Baking Ordinance prescribed by the Right Honorable Commissioners General, it has been taken into consideration by the Council that most certainly every baker must have been unaware of the contents of his Baking Ordinance when they stated in the month of June last to Commissioners from the Council of Justice how much wheat each of them would come to need for the continuation of their trade, since the ordinances that had to be granted to them in accordance with the orders of the Right Honorable Commissioners General as of primo January of the past year for the period of six months, as well as those whereby they are permitted to bake from primo July last to ultimo June next, were not delivered to them at the proper time, but were only delivered to them together in the course of the month of September; thus it has also been decided to exempt the burgher bread bakers, for the duration of their present Baking Ordinance, from the obligation to pay for the additional required parcel, whenever they might need more grain than stated by them to Commissioners from the Council of Justice, with a one-third augmentation, or at 40 rds per load; consequently, the wheat that each of the bakers shall come to need for the continuation of his trade until ultimo June next must be delivered to him at the stipulated price of 3 Rds the muid, or 30 Rds the load; and furthermore, in the future, such regard shall be paid to the contents of the aforementioned fourth Article of the Bakers Ordinance as this Government, in accordance with the circumstances, shall find to be proper. And furthermore, on the proposal of the aforementioned Commissioners from the Council of Justice made in their said report, it has been approved and understood to approve in its entirety the use of the road situated between the Castle and the Rondeboschje, and accordingly the aforementioned Commissioners shall be authorized, as they are authorized hereby, to put the so-called lower or bottom road with the utmost speed into such a condition as is required to be able to use it during the summer months; and in order to afford them the opportunity to do so, they shall be permitted to level the small battery of one piece of cannon cited in their report, and they, the Commissioners, shall be obligated, when the said lower road is in proper order, to give notice thereof to the Government, which shall then, concerning the use of both roads leading to the Rondebosch, make such regulations by publication and affixing of notices as Commissioners from the Council of Justice have requested. And whereas from the aforementioned report it has further appeared necessary to have constructed in one of the grain magazines ceded by the Company to the Colony a small apartment or little room of wood, where the Bookkeeper of the said Magazines will be able to perform [illegible] to report thereon subsequently to this Council.

40 41 as also regarding the remainder, being 68 bags of straw for the horses of the Stellenbosch pickets, which had been purchased on account of the Honourable Company; and to grant in full ownership, according to that valuation, the strip of land indicated at that inspection and appraised by the Commissioners, to Commissioner Kirsten. To perform the necessary clerical work and at the same time to preserve all the papers belonging to the said administration, it has been resolved to qualify and authorize the aforesaid Commissioners, as his Honour is authorized and qualified hereby, to have private individuals construct, at the least possible expense and on account of the Company, a small wooden office or room in the corn warehouse standing next to the Lutheran church, in order to be used for the purposes just specified, and to deduct the amount thereof from the profit on the corn. It having also appeared from the further report to the Council that in the warehouse just cited there are still 68 bags of straw to be found, out of a larger quantity purchased in the past year for forage for the horses of the Stellenbosch pickets on account of the Company, it has in this regard been agreed to further qualify and order the Commissioners, as they are ordered and qualified hereby, to sell the said straw publicly in the most suitable manner for the account and to the benefit of the Company. It having appeared from the report annexed to the beside-mentioned report, and likewise inserted herein, of the deputed members from the College of Commissioners, that the plot of land situated in False Bay, requested by the former burgher Commissioner of Civil and Matrimonial Affairs, Jan Pieter Kirsten, pursuant to and in fulfillment of the resolution of this Table of the 22nd of November anno passato, was measured by the sworn land surveyor in their presence and subsequently appraised at a sum of Three Hundred Rixdollars, it has been resolved to fully conform with what has been performed by the Commissioners in this matter, and consequently the said plot of land shall be knocked down to the aforementioned Kirsten in full and free ownership, provided that a sum of Three Hundred Rixdollars is paid by him to the Company for the acquisition thereof. 42 43 the Honourable Lord Commissioner, having reasons for the beside-mentioned, has been pleased to leave the disposition concerning the examination of the land requested by Burgher Ensign Nelson deferred. thus it has finally been resolved to place the persons listed in that report who show themselves unwilling to pay the carriage tax into the hands of the Fiscal in order to compel them to the payment thereof. the Honourable Lord Commissioner, it has been resolved to assign once again to the overseer and station personnel in Saldanha Bay the customary rations. and the Honourable Lord Commissioner has been pleased to leave the disposition concerning the report of the deputed Commissioners on the examination of the land requested by Burgher Ensign Coenraad Nelson deferred, until his Honour should have obtained such information in that regard as his Honour might deem necessary to gather. Lastly, it having also appeared from the frequently mentioned representation that the Burgher Ensigns Michiel Pentz and Sebastiaan Valentin van Reenen have thus far not effected the payment of the carriage tax enacted by the Most Honourable Lords Commissioners-General by the Placard of the [illegible], it has in this regard been resolved to order the ad interim Fiscal, Willem Stephanus van Rijneveld, to compel the two said persons by legal means and ways to the payment of the carriage tax owed by them. After this, it was made known by the Honourable Lord Commissioner to the Council that the post-holding Sergeant in Saldanha Bay had demonstrated to his Honour the impossibility, both for himself and for the station personnel in the said Bay, of purchasing, for the board money provided to them, such provisions and beverages as had previously always been provided to them, with the request that, instead of the board and ration money assigned to them in the month of March last, the customary rations previously enjoyed by them might once again be granted; and upon the proposal of the Honourable Lord Commissioner, and in consideration of the impossibility for the named men to obtain the necessary provisions and beverages in Saldanha Bay for their board money, it has been approved and agreed to grant that request, as the same is granted hereby.

and the three-monthly Report of the Equipage Master shall be sent both to Patria and to Batavia. The Commissioner communicated to the Council that the Chevalier de Pelgrom, having produced to His Honour at the meeting the report kept by the Equipage Master during the last elapsed three months concerning his duties on the Company's ships, and understood the same report to be sent both to Patria and to Batavia in accordance with the orders. Lesueur W: F: van Reede van Oudtshoorn Mi: Praesent S: V Soetz Secretary signed /. /signed/ The Honourable Lord Commissioner gave notice to the Council that the Chevalier de Pelgrom, arrived yesterday on board the Tuscan ship Le Marchand de Toscane, had shown to His Honour his commission or dispatches by which he was appointed and installed by His Imperial Majesty and by His Highness the Grand Duke of Tuscany as Imperial and Tuscan Consul General in the Indies, the first mentioned dated the 2 November 1787 and the last mentioned from His Royal Highness dated the 26 November 1788, with delivery of copies of both in the French language, which aforementioned Honourable Lord Commissioner produced to the meeting. Thursday the 9 January 1794 in the forenoon, present the Honourable Lord Commissioner together with the Lord Administrator and the Lords Members Lesueur and de Wet, absent the Lords Gordon, van Reede van Oudtshoorn, Brandt, and Bergh. Which having been deliberated upon, it was approved and agreed to cause to be brought to the notice of the aforementioned Chevalier de Pelgrom by the Secretary of this Council, with delivery of an extract of this resolution, that it is beyond the power of this Government to receive or admit anyone in this Colony in any public character without special orders and authorization from their High Superiors; that however, with special attention, all that assistance shall constantly be shown to the ships of His Imperial Majesty and His Highness the Grand Duke of Tuscany which is customarily given to ships of those Powers and States which are allies of the Republic or between whom and her a fortunate peace and good mutual understanding subsists; and that finally, there shall be accorded to the person of the Chevalier de Pelgrom those regards and military honours which the government customarily shows to all foreign persons of distinction; but that the Government, although contrary to its own inclination, cannot condescend to the request made by the said Chevalier de Pelgrom, namely to send at his expense on board the aforementioned ship Le Marchand de Toscane a guard of a sergeant and six men in order to watch there against all disorders, in view of the inconveniences to which such may be subject; but that the necessary order shall be made here that no one from the crew of the said ship shall come or be allowed ashore unless they are provided with a written order to go ashore from the repeatedly mentioned Chevalier de Pelgrom, or the officer whom His Honour shall authorize for that purpose. After this was read a report addressed by the Landdrost and Heemraden of Stellenbosch and Drakenstein to this Government concerning that which was demanded of them by the resolution of this Table of the 31 October last past, regarding a certain plot requested in ownership by the Burgher Willem Marais, reading as follows: To the Right Honourable High Respected Lord Abraham Josias Sluijsken, Ordinary Councillor of Dutch India and Commissioner over the Government of the Cape of Good Hope and the jurisdiction thereof, etc. etc. etc., together with the Right Honourable Respected Lord Administrator and the Right Honourable Lords Councillors of Policy. Your Right Honourable High Respected and Honourable Respected having been pleased, by extract resolution of the 31 October last past, to demand of us a statement of how much should be paid to the Honourable Company for the acquisition of a certain plot requested by the Burgher Willem Marais, of the size of two morgen net, situated in the district of Drakenstein, we shall, in dutiful compliance therewith, take the liberty to bring to the knowledge of Your Right Honourable High Respected and Honourable Respected: that already on the 2 February 1784, upon the request of the aforementioned Marais, after an inspection had been made of the plot requested by him, an extract resolution was given whereby permission was granted to him to petition for its ownership to the then Right Honourable and Gallant Lord Governor and Honourable Respected Council of Policy; the aforementioned Marais, however, (as far as we are informed) having been prevented by various inconveniences from being able to petition for the ownership of the same plot earlier than only recently, wherefore, before appointing a committee from our midst for the valuation of the aforementioned plot, we have found ourselves obligated, Your Right Honourable

In the Meeting of the Board of Heemraden at Stellenbosch on 6 January 1794. it was decided to enjoin the said Landdrost and Heemraden to proceed with the valuation, unless he, Marais, could show that he made the request for the land before 10 September 1788. respectfully to submit to the Right Honourable and Honourable Sirs, that since it was only decided by the government on 10 September 1788 that in future a certain recognition fee must be paid to the Honourable Company for all plots of land requested in freehold ownership, and that consequently, before an extract is granted by us to request such plots in ownership, the same shall be valued by us, whether it might also not please Your Right Honourable and Honourable Sirs to grant the aforementioned plot in ownership to the aforementioned Marais, like all plots requested before the aforementioned year 1788, without payment of any recognition fee to the Honourable Company, while we, however, in case Your Right Honourable and Honourable Sirs should disapprove of our proposal, will immediately have the aforementioned plot inspected and valued. While, upon the request made to us already on 6 September 1790, the land requested by the said Engelbregt, to the extent of one morgen, was measured in the presence of a commission from our midst by the sworn land surveyor, after the report was made by the said commission, the aforementioned one morgen was valued at a sum of twenty-five Rixdollars, and an extract from our resolution dated 1 August 1791 was granted to the aforementioned Engelbrecht for this, in order to be able to petition the government for the ownership of the same one morgen of land, we therefore assume that an error must have been committed by the said Engelbrecht in the statement of his petition. 56: 57: Citizen Engelbregh was granted a strip of land in ownership. Resolution, on the proposal of the Honorable Lord Commissioner, to fix the firewood rations, as well as to have another 40000 coins of 12 and 6 stuivers stamped and signed by the servants mentioned alongside. Thus it was resolved to have all the common seafaring men paid in the same manner and in the same way as the soldiers. The Master of Equipage having demonstrated to the Honorable Lord Commissioner the irregularities that notoriously must arise from the manner of paying wages to the common seafaring men. and in exchange to grant in ownership the plot of land specified in the aforementioned request, measuring one morgen, situated under the District of Stellenbosch, and this upon payment of a small sum of 25 rixdollars, at which it was appraised by the Landdrost and Heemraden. Hereafter, the Honorable Lord Commissioner gave notice that, pursuant to the resolution of this Government of December 27 last, the firewood was remeasured by the fathom and found that 2½ fathoms, which is the fixed monthly ration for a large ship, amounts to 90 loads; wherefore it was resolved to determine the supply of firewood, as of now and for the future, at thirty-six loads per fathom. The 40000 pieces of cardboard coins of 12 stuivers each and an equal number of 6 stuivers each, the stamping and signing of which were resolved by the resolution of [illegible] last, having now been stamped, signed, and put into circulation, it was approved and agreed to have another forty thousand pieces of each of the mentioned coins stamped, in order to be signed by Junior Merchant Exter and Bookkeeper Wentzel and put into circulation. Subsequently, the Honorable Lord Commissioner gave notice that the Master of Equipage Voltelen had demonstrated to His Honor the irregularities which, both at the Equipage Yard and aboard the permanent ships, notoriously must arise from the manner in which the wages earned by the common seafaring men are paid, because this payment being made in so-called good months or every four months, the sailor immediately squanders what he receives in debauchery and consequently must again suffer want of various necessities; thus, after deliberation on how this could best be provided for, it was unanimously resolved to have all the common seafaring men, both at the Equipage Yard, on the permanent ships, and elsewhere stationed here, paid in the same manner and in the same way as the soldiers, 73 58: 59: 73 The following request of the citizen Fredrik Kannemeyer. namely by handing over monthly to the Master of Equipage or other officers what has been earned by them, in order to be disbursed by them to each of them; those who are encumbered with wage assignments, and thus according to the orders can only receive one month's pay every four months, shall receive monthly one-fourth part of that month's pay, and both the Master of Equipage and other chiefs shall be obliged to have the common seafaring men sign properly for the receipt of that money. Writing by the Field Sergeant Petrus Pienaar to the Honorable Lord Commissioner, its contents, to be permitted to exchange the specified mirrors for the requested products of wine, ox hides, and aloes, but not until he shall first have posted sufficient security to the satisfaction of His Honor, to the amount of Five thousand Rixdollars, to serve as surety that he shall not himself transport, nor cause to be transported, the products to be laden here as aforesaid to any enemy places, and particularly not to Mauritius or Bourbon, nor transship them at sea onto other vessels, in which case the aforesaid sum shall be forfeited to the benefit of the Company, and which bond must remain in effect until he shall have demonstrated with legal proof that the said cargo has been brought into and unloaded in a friendly port. Lastly, having been read a writing addressed to the Honorable Lord Commissioner by the Field Sergeant in the district of Stellenbosch, Petrus Pienaar, containing an account of the depredations that the Bushmen-Hottentots continually commit in the distant districts, with an offer to be permitted to conduct commandos against the said natives at his own expense in order to take them prisoner and, upon payment of 15 Rixdollars for an adult and 10 Rixdollars for children under seven years of age, to deliver them to the Company here; Consideration thereof by the government. It was, upon considering that the bounty determined by resolution of this Council of July of the past year for every Bushman-Hottentot taken prisoner of war by the Commando dispatched at that time by order of this Government, was not intended to capture a large number of the said natives and trade in them, but solely as a philanthropic precaution to prevent the unnecessary shedding of human blood, and that even these good intentions would be corrupted and cause the greatest disorders and confusion if the inhabitants were permitted at their own pleasure to undertake expeditions to capture those creatures and thereby seek a means of livelihood, 76. and resolution to write to the Landdrost of the aforementioned district regarding this matter. approved and resolved to instruct and order the Landdrost of Stellenbosch and Drakenstein, Hendrik Lodewijk Bletterman, to convey to the aforesaid Field Sergeant Petrus Pienaar, in the most serious terms, the Council's particular displeasure regarding the plan formed by him to incite these people, through an arbitrary arming of himself and others for their own defense, to the perpetration of even more hostilities, and to profit from the capture of the natives of this country and establish a trade that is prohibited by the laws of the land and would also be most detrimental to this Colony; with order and command to the repeatedly mentioned Pienaar to abandon this intention of his forever, and to conduct no Commandos against the Bushmen-Hottentots unless his own safety or that of the collective inhabitants should demand it, or unless orders to that effect are given to him by or on behalf of his superiors; but on the contrary, in accordance with his obligation, to see to it that when the repeatedly mentioned natives leave the Christians and their possessions unmolested, not the slightest harm is done to them either, but on the contrary that they are protected by him against all wantonness and harassments that unmerciful and malicious inhabitants might wish to commit against them, on pain of incurring, if acting contrary to his duty in this matter, the indignation of this Government and not escaping its severity over it. Monday the 13th of January 1794. In the morning. Present: the Honorable Commissioner, together with the Honorable Commanding Officer and the Honorable Members Le Sueur, De Wet, Brandt, and Bergh, absent the Gentlemen Gordon and Van Reede van Oudtshoorn. Pursuant to the resolution taken by this government at the meeting of the day before yesterday, the letter mentioned therein, addressed to this Council by the Chevalier de Pelgrom, Consul General throughout the Indies for His Majesty the Emperor and the Grand Duke of Tuscany, was read once again today. After this reading, it was communicated by the Honorable Commissioner that His Honor, by virtue of the authorization granted to His Honor by the Most Honorable Commissioners-General by secret resolution of the 28th of August last, and which His Honor was pleased to disclose on this occasion, will act regarding the proposals made by the Monsieur de Pelgrom in his said letter as the interests of the Fatherland, those of the Company, as well as those of this Colony and its inhabitants shall require, and shall subsequently give communication to the Council of His Honor's decisions and actions in this matter. Next was read a written report addressed to the Honorable Commissioner by the Master of Equipage Jan Arnoud Voltelen, containing his findings on the requisition of supplies made by Captain van Eps on behalf of the ship Drechterland, said report reading as follows: To the Right Honorable, Highly Esteemed Sir, A. The just-mentioned Captain van Eps having noted in his requisition, among other things, that a cable as well as some running rigging had become unfit for use, and this statement having been found entirely in accordance with the truth upon careful inspection made by the Sea Captains Theunis Groen and Johannes Arkenbout in the presence of the Master of Equipage, it was resolved to allow, over and above the aforementioned supplies, also one cable and 6 assorted hawsers to be furnished to the ship Drechterland. Hereupon the Honorable Commissioner was pleased to inform the Council that the former Heemraad Gerhardus Munnik, who by resolution of this Board of the 27th of March 1792 was permitted to fish up the goods that might still be found in the wreck of the China Return Ship Middelburg, burnt and subsequently sunk in Saldanha Bay, on condition that he should deliver all the goods he might succeed in retrieving to the Company, enjoying two-thirds of their value, had communicated to His Honor some time ago that he had salvaged from that wreck, in addition to some porcelain, also: 4 pieces Cannons of 8 lb, and 1 ditto of 4 lb For which reasons His Honor, in view of the great embarrassment in which one finds oneself in this Government regarding 8-pounder pieces, in order to place the ship Dregterland in a proper state of defense therewith, had ordered that the said cannons should be brought hither by the ship Drechterland.

Nothing could have astonished me more than the trifles which have been brought against me to render a harmless expedition fruitless, the true purpose of which ought to tend to the benefit of the Dutch East India Company and be a substantial, humanitarian service which I would wish to render to its establishments at Ceylon and Cochin, by causing to reach them in a secure manner some most necessary provisions and necessities of which they undoubtedly must be suffering a shortage. I immediately formed the project to bring aid to those places, and I had to assume that the Government here would not only lend me a helping hand in this, but even accept this proposal with pleasure. I have therefore brought with me the elder Sansoni, citizen at Colombo, and a nephew of Mr. Stevens, Shahbandar of the said place, with whom I have been acquainted for more than six years through 102. 103. through correspondence. Yet, since the said Chevalier de Pelgrom has further offered to this Government to dispatch the said ship Le Marchand Josean for his own account and risk from here to Ceylon and other Dutch possessions, as well as the English establishments, in order to provide them with all such necessities as cannot well be dispensed with under present circumstances, and of which, through the capture of the said ship Willem de Vierde, there will probably namely whether one might and could place complete trust in Mr. Pelgrom that, through the purchase of products of this Colony and the shipment thereof, he could have no other objectives than those stated by him, namely that, instead of causing the same shipment to serve for the provisioning of the Company's establishments and of those of the allies of the Republic, to supply therewith the islands of Mauritius and at Ceylon, and through the danger of French privateers possibly in all possessions of the English, be a shortage, this offer had been taken into consideration by the undersigned, along with the request resulting therefrom to enter into barter or trade with the inhabitants of this place for realizing the brought-in coffee into wheat, wines, and other products of this country; and in this regard, on the one hand, the following two difficulties came into consideration: to Bourbon 6

Meanwhile, the second of the raised difficulties falls away as a matter of course, since the unavoidable obligation of this government requires supplying the Company's establishments and those of the allies with domestic products, and certainly no surer means can be found than to use the neutral Genoese flag for that purpose, in preference to that of Holland and its allies, as regarding the former alone there exists the impossibility that the same will not be respected by the French, whereas the latter are held by them to be utterly hostile; that one ought therefore either to halt entirely the transport of products to the Indies, or in that transport give preference to neutral flags, and then primarily to the Genoese, which, as shown by the permitted departure of the ship Le Marchand Josean from Mauritius, has remained respected; and that even if, contrary to all rights and laws as well as contrary to all precautions required by the self-interest of the Knight de Pelgrom, the same ship Le Marchand Josian should unexpectedly be taken by the French and brought to Mauritius, the delivery of 300 Leggers of wine, and possibly 50 to 60 Lasts of wheat and some flour, for two colonies as populated as those of Mauritius and Bourbon and provided with so many ships, could certainly bring about little or no progress in the undertakings of the French; thus, on the other hand, he, the Commissioner, taking into consideration with all attention required by the great weight of the matters, the advantages that the granting of this expedition may bring to the interests of the Company in general and to those of the colony in particular, and indeed: Firstly, Firstly, because if, as has just been said here, the export of all domestic products to the establishments of the Company and those of its allies were forbidden, this colony would very quickly be plunged into the uttermost crisis, since the inhabitants and planters, brought beyond the possibility of making use of the means granted to them by the High and Noble Commissioners-General to dispose of the products of agriculture, the sole source of livelihood for this land, by the sad circumstances of the war and partly by their own precarious condition, would, for lack of consumption of wines and wheat as the principal products of their fields, of both of which large harvests have been and are to be gathered, become unable to collect and store the fruits of their toil, and thus also unable to pay the interest on the capital which almost all of them owe, as well as to purchase the necessities for the continuation of their agriculture and for the clothing of their families and slaves, in which case even the favorable provision made by the High and Noble Commissioners-General regarding the shortage of specie could have very harmful effects and, driven by despair, cause the inhabitants to turn to principles that could become ruinous for the Fatherland, its Company, and this colony, as the Burgher Councilors of this City have undeniably argued in their petition of the 14th of this month; Secondly, that if, upon the granting of that expedition, it were expressly stipulated that the ship must sail directly to Ceylon, and specifically to the capital Colombo, the ministers there would be enabled to provide themselves with such domestic products as they may come to need, in order to provide for the shortage in which they will probably find themselves, without subjecting the Company to expenses and costs through the purchase of articles here and their transport, concerning which

120 121 Lastly Firstly whose necessity this Government would always have to judge by conjecture, and: That the abundance of Bourbon coffee beans that will thereby arise in this Colony will very likely enable this government to purchase a considerable quantity thereof for the account of the Company against the price determined by the Patriotic Demands of 6 stuivers the pound or perhaps less, through the shipment of which to the Netherlands, for which sufficient space will be found in the ship Dregterland, a sought-after return and substantial profits can be brought to the Company; for all which weighty reasons, and especially considering that the rejection of the last-mentioned request made by the Chevalier de Pelgrom could hold the undersigned accountable in the highest degree to the Lords Majors for not having wished to make use of the favorable offer made by a man vested with a public character of one of the allies, in order to provide for the want in which the important Island of Ceylon may very probably find itself, it was then also decided by him, the Commissioner, to write further in reply to the Chevalier de Pelgrom that this Government will allow him to sell his aforementioned coffee here, and for the proceeds thereof to purchase in turn the products of this country desired by him, under these express conditions: That whereas the unavoidable duty of this Government requires, pursuant to the strict orders of the Sovereign, to ensure that no provisions or anything else can be transported from here to the enemy or to Isle de France and Bourbon, the Council embraces the offer made by his Honor to remain here until the return of his aforementioned ship as a sure guarantee for the conduct of his captain, however much this Government would otherwise gladly testify to rely completely upon the assurances of a man of his rank, 122 123 his Honor having also added thereto a missive written in answer to the said Mr. de Pelgrom, and character in the service of His Imperial Majesty, whose interests in the present war are so closely tied to those of the State of the United Netherlands; Secondly, that the repeatedly mentioned Mr. Pelgrom shall give the necessary direction to his expedition so that, in order to give the preference to the Ministers at Ceylon to purchase the cargo in case they should require the same or a part thereof, the ship shall call first of all at the aforementioned Island, and specifically the main office of Colombo, likewise as a consequence of the offer made by his Honor; With the further addition that he, the Commissioner, had seen with pleasure the further proposal of him, Mr. de Pelgrom, namely to hand over to him the instructions to be given by his Honor to the captain and supercargo of his aforementioned ship, in order to have them sworn to by them before a judicial committee, and that he fully embraces the same: Honorable Sir, We have duly received the address directed by your Honor to the government of this Colony, dated the 9th of this month. Sluysken Subsequently, by the Honorable Commissioner, there was presented to the table a Request addressed to this government by the Burgher Councilors of this City, reading as follows: To the Right Honorable, Sir Abraham Josias Sluysken, Ordinary Councilor of Netherlands India as well as Commissioner With due reverence, the Burgher Councilors of this City make known: That they have learned that by the Gentleman presently residing here, Chevalier de Pelgrom, Consul General of His Imperial Royal Majesty the Grand Duke of Tuscany, with his vessel Le Marchand Toscan, which has been brought to this roadstead, a cargo of Bourbon Coffee and other indispensable necessities for this Country, the same would be well inclined to cede them to the inhabitants here by way of exchange, Right Honorable Sir and Honorable Sirs over the Government of the Cape of Good Hope and the Jurisdiction thereof, etc., etc., together with the Right Honorable Lord Governor and the Right Honorable Councilors of Policy, over and 128 129 and to accept in payment thereof a Cargo of Cape Wines, ox hides, etc., etc., in order to be transported to Ceylon or any other Dutch or English Establishments. That the Petitioners continuously take into consideration the bitter circumstances in which the Colony and Inhabitants presently find themselves, for, no matter how much they had cherished the flattering prospect of being able to operate fruitfully in obtaining those advantages to which a door had been opened for them by the favorable decree of the Lords Commissioners General, they nevertheless up to now, due to the unfortunate war with the French having intervened, see themselves not only deprived of all those advantageous prospects, but also, based on the tidings received of the progress which the French, alas!, are once again making in the Indies with their vessels equipped for war and privateers, to the notable prejudice of the Netherlands East India Company, must firmly establish that one will also soon see oneself deprived here in this place of the most indispensable necessities from the Indies, and that, through the lack of exportation of our Country's Products, the total ruin of the Inhabitants of this important settlement would rapidly become the consequence thereof, if this were not provided for in one manner or another. That the Petitioners, it is true, realize the utmost necessity that in these times of war it is not only watched over that one sends no supplies to one's own enemy, but even ensured that all supplies, indeed as much as possible, are cut off, just as they—however disadvantageous such may be, considered abstractly or in itself for this Colony— have seen with pleasure the prudent measures taken in regard to the American ship De Drie Gebroeders; yet with them, on the other hand, must also always come into serious consideration all those well-founded reflections which, Netherlands And 130 131 in the present circumstances of the times, and the distressful prospects of this Colony, demand the earnest consideration of all who take any genuine interest in the Welfare of the Inhabitants. That this consideration naturally having to limit itself to two principal matters, namely: the peace and tranquility of the good Inhabitants, as being presently happily established, yet which might unhoped-for be disturbed by the consequences of poverty and want, since being overloaded with Products they have no opportunity to export the same with success; and the means of subsistence, or at least the embracing of all such opportunities as frequently occur unexpectedly through the wise decrees of Providence to promote their advantage and welfare without any principal difficulties that should otherwise be an impediment thereto; the petitioners therefore, now that the opportunity presents itself to meet this need, have been unable to omit, without nevertheless wishing to anticipate the deliberations of Your Right Honorable and Honorable Sirs in this matter, reverently submitting for consideration to Your Right Honorable and Honorable Sirs both the aforementioned unfortunate situation of the good Inhabitants of this Country—in seeing themselves, on account of the war with the French having intervened, completely and utterly deprived of the opportunity to take effectively in hand the means established by the Lords Commissioners General for the promotion of the bloom and welfare of this Colony—as well as the dreadful prospects which more and more present themselves for the future, the consequence of which will soon be that one would see oneself here completely destitute of Indian necessities, which therefore will also not a little contribute to making the condition of the needy Inhabitants more fatal.
