530 531 being deadly weak, was asked in the presence of the assembled Heemraden whether he had set fire to the house of his master; and upon this having been confessed by him with yes, and indeed that this was done intentionally by him in order to have his master outside the house, for the purpose of taking his life, as he further confessed having achieved his objective by making his master come outside through the fire that had broken out, and having inflicted two wounds upon him, as well as several wounds upon his son Josias, with which he had found himself satisfied and appeased, and only by inspiration of the devil having also inflicted a stab upon the son of his master named Dirk; whereupon I, seeing the aforementioned prisoner slave Abraham visibly declining in strength, by virtue of the resolution passed by the Right Honorable Lord Governor and Honorable Court of Justice on the date of 22 July 1728, and sent for observance to the Landdrost Pieter Laurens as the secretary at that time, having with the Heemraden present judged the crime of the imprisoned slave Abraham to be worthy of death, shortly after six o'clock caused the aforementioned slave Abraham to be broken on the wheel here in front of the prison in the presence of Heemraden with the blow of mercy, and of all this drew up a proces-verbal as detailed as time permitted, of which I take the liberty of letting Your Right Honorable receive an authentic copy herewith, while I have sent the original with the gathered reports to the Honorable President as well as to the Honorable Court of Justice, in the expectation that Your Right Honorable will please view with a favorable eye any defect occurring in the execution and carrying out of the aforementioned matter in the aforementioned verbal. Of all which I give dutiful notice to Your Right Honorable, who with the greatest respect takes the liberty to call himself, Right Honorable Lord, Your Right Honorable's most humble servant, signed H. L. Bletterman. Friday, 24 January 1794. In the past night, around the stroke of twelve o'clock, the house of the Lieutenant of the Burgher Militia Matthias Hoffman being found on fire, it appeared from the gathered reports that the above-mentioned Hoffman was dealt a stab with a knife on the right side of the neck and a ditto small one on the left side by his slave Abraham of Madagascar; that the son of the aforementioned Hoffman, named Josias, was dealt a stab in the left shoulder blade by the same Abraham, about a hand's breadth deep, furthermore two slight wounds of which one across the right shoulder and the other below the navel, as well as another two wounds in the left hand, and that finally he, Abraham, also gave a stab with the knife to the third son of the mentioned Hoffman, named Dirk, on the top of the left arm; and that from all the further circumstances presented to the undersigned, as was presumed by the mentioned Hoffman and both his aforementioned sons, the house was intentionally set on fire by the aforesaid Abraham. That the above-mentioned slave Abraham, having been discovered here in the mountains above the dwelling place, was taken prisoner and subsequently, having become deadly weak through the inflicted shot and two wounds to the head, had to be carried hither, as he was also conveyed here in that manner, it was found on him that the pars articulationis et radicis and ulna with the muscles lying thereunder of the left arm were crushed, presumably by a shot of hail, furthermore on the head two wounds, 534 536 of which one was found on the lowest part of the skull bone near the temporal edge, with a fracture of the underlying bone, and the other on the left side near the squamous suture with injury to the musculus temporalis, both of which first-mentioned wounds were found to be absolutely deadly by the surgeons Sr. Petrus Franciscus Melchior Briers and Jan Christiaan Nielen; that the aforementioned prisoner slave Abraham, then being asked in the presence of the first-signed Landdrost and the co-signing Heemraden present, whether he had set fire to the house of the above-mentioned Hoffman, the same Abraham answered yes, and indeed intentionally to have his master, the aforementioned Matthias Hoffman, outside the house in order to take his life, because the same had demanded of him, Abraham, that he should greet the said Hoffman whenever he came home; just as he confessed to having set fire to the roof of the house from the outside above the kitchen, and subsequently had gone to the side of the front door to wait for his master there, but that his son Dirk had come out first, he, the prisoner, as if tormented by the devil, had inflicted a stab upon him, and subsequently went up to the above-mentioned Josias Hoffman, who shot off the lower part of the prisoner's left arm with a musket loaded with hail, upon which he, while wrestling, inflicted several stabs with the knife upon the same Josias, without knowing how many, because he, the prisoner, says that the aforementioned Josias was the cause of his master having treated him in such a manner as striking him on the head with the stick. Which missive having been deliberated upon with all the attention required by the weight of the matter related therein, and having therein principally considered that, although the conduct observed by the Landdrost and Heemraden in executing the slave Abraham is entirely in accordance with the resolution prescribed for their observance by the Lord Governor Noodt as President of the Council of Justice and the said council on the 22 July 1728, and consequently is free from reprimand, nevertheless the altered circumstances of this Colony in a period Abraham period 8. 538 539 soonest notice to be given to the Council of Justice, the office of the Fiscal, and the same notification period of more than seventy years in general, and especially the very great expansion of this Colony whereby magistracies have had to be established in the most remote districts, seem to require that this order, which in any case ought to have been issued by the body of the government, be revoked and rendered of no effect, the more so because in the remote regions sad misfortunes for slaves and Hottentots could arise from it, and in a well-ordered society, according to the rules of humanity and even those of strict justice, it must be preferable to let a guilty person partly escape his well-deserved punishment, the sensation of which is taken away from him by the pain of wounds inflicted by himself or others, rather than to have a single individual punished by subordinate officers and civil judges with different or heavier punishments than would sometimes have been imposed on him by the Council of Justice, without having been tried before his competent judge and by the same condemned to the loss of his life with that solemnity which must make criminals feel the justice of their punishments and arouse a deterrent against evil deeds in others; so it is that it has also been unanimously resolved by the council to revoke, annul, and render of no effect the aforementioned order issued by the Lord Governor Noodt as President of the Council of Justice and the said council on the 22 July 1728, to which neither the Political authority nor the High Indian Government has ever attached its sanction, and it is hereby annulled and revoked; and of this resolution the soonest notice shall be given both to the Council of Justice, the respective Landdrosts, and the office of the Fiscal, to the Landdrost and Heemraden of Stellenbosch and Drakenstein, and likewise to those of the to Colonies

To write to the Landdrost, expressing the Council's displeasure, to report with all speed what there is to this matter. The Cashier, Mr. Bergh, having addressed the following petition to this Council. Districts of Swellendam and Graaff-Reinet, so that they will henceforth conduct themselves strictly in accordance therewith and without the slightest deviation. Hereupon the Honorable Commissioner informed the Council that a few days ago an undertaker had made known to His Honor the passing of the Secretary at Graaff-Reinet, Jacobus Hanoeffius, which is said to have occurred several weeks ago already, without His Honor having received any notification regarding this from the Landdrost of that district up to now; and it was resolved thereupon to write immediately to the said Landdrost, expressing the Council's displeasure, and ordering him to report to the Council with all speed what there is to this rumor, under serious recommendation to take diligent care in every respect that report is made of everything that occurs in his district, without any neglect, by him to this government or to the Chief Magistrate, in accordance with his duty and obligation. Furthermore was read the following petition addressed to this Council by the Cashier, Mr. Bergh. To the Right Honorable Abraham Josias Sluisken, Ordinary Councillor of the Netherlands Indies and Commissioner over the Government of the Cape of Good Hope and its dependencies, etc., etc., etc., together with the Honorable Acting Governor and the Honorable Councillors of Policy. When the Commissioners-General, by their dispatch of 16 March 1793, were pleased to write and instruct the Council that for all movable goods auctioned at public sale in this Government, proper vendue rolls written on stamped paper should be drawn up, it was indeed resolved on the 20th following that, in order to enable the Vendue Master, Sequestrator, Secretary of the Orphan Chamber, Trade Transferor, Curator ad Lites, and Vendue Master of the Loan Bank dutifully to comply with this charge, there should be delivered to them successively against receipt from the Company's Treasury as many stamps as they would require from time to time for preparing the aforesaid vendue rolls, and that the amount thereof would subsequently have to be paid by them into the said Treasury of the Honorable Company, as the same vendue rolls would be paid and discharged, with the exception, however, of the Trade Transferor, who could suffice by stating on the lists of sales held on the Company's account the amount of the stamps used by him for those vendues, in order that this amount, together with the proceeds of the goods sold, be transferred into the Company's aforementioned Treasury. However, on that occasion it was not considered that, since the accounts of the stamps sold in the first and last six months of each financial year are drawn up twice a year, namely at the end of February and at the end of August, a final deadline should be set within which everyone to whom any stamps were issued pursuant to the aforesaid resolution should properly account for them and pay for those sold; because, in the absence of the necessary provisions, this would among other things also result in stamps sold in the first half-year not being able to be brought into the February account, and those disposed of in the last six months not into that of August. 542 543 vendues in which it

That however much the aforementioned ad interim Fiscal has convinced the Suppliant of his absolute lack of authority to grant any connivance in this matter, and the Suppliant in himself can never disparage the strict enforcement of the Placaats, and therefore has also, pursuant to the same, satisfied the incoming duties demanded of him, the Suppliant nevertheless, on the aforementioned footing and manner, has not been able to proceed to the unloading of his repeatedly mentioned vessel without, with respect to the repeatedly mentioned 33rd article of the Placaat concerning private navigation and trade, having laid open his, as he respectfully trusts, equitable objections to Your Right Honorable and Honorable Lordships, namely: 1st. That the Suppliant cannot know whether the cargo of his ship has undergone any spoilage. 2nd. That the vessels which are employed to unload and transport the cited goods to shore may easily meet with some accident on this so dangerous roadstead, and through the loss of the goods laden in those vessels, substantial damage would be inflicted on the Suppliant, in both of which cases it would be exceedingly harsh that the Suppliant should nevertheless be forced to perform the payment of the incoming duties on his entire cargo. Now, as the Suppliant respectfully trusts that since Their High Noble Lordships the Lords Commissioners General have in every respect demonstrated evidence of truly promoting the flourish and prosperity of this Colony and its Inhabitants, and have also manifested Their High inclination to facilitate Private Navigation, as having to cooperate in particular toward those ends, and to encourage everyone thereto; on that account, Their High intention in issuing the aforementioned Placaat can never have been to make the Shipowners or owners of ships in both aforementioned cases pay the incoming duties 550 551 duties on Goods which they have not enjoyed, and the consequence of which would also have to be that, in case one or another private Ship with its entire Cargo should happen to run aground here in the roadstead, which may God however forbid, the Shipowners or Owners would notwithstanding remain bound to the payment of the incoming duties. whereupon it was resolved concerning the payment of the import duties on goods brought in by such vessels, and likewise on damaged goods, to determine the same, and to give notice thereof to the Fiscal office, upon the thorough reasons adduced by the captains of the depots of the regiments de Meuron and Wurtemberg. Vessels destined for private navigation and trade being exempted from paying the fixed import duty before unloading, it was approved and understood to determine, as is determined hereby, that upon the arrival of vessels used for private navigation and trade, their shipowners or those to whom the vessels might be consigned shall indeed be required to deliver under seal to the Fiscal of this Government the cargo manifests of those bottoms with their true purchase costs, which details shall be duly kept secret under seal by the said Fiscal; but that the payment of import duties shall not need to take place before the complete unloading, and not otherwise than on such goods that shall have been brought ashore intact and undamaged. However, in order to prevent all frauds in this matter, the owners of private vessels shall be obligated and bound, whenever any goods might be brought ashore damaged or spoiled, to give direct notice thereof to the Fiscal office in order to examine the same damaged goods; while regarding the shortfalls that might be discovered on the goods brought in upon their landing, a specific written statement must be made by the shipowners to the Fiscal, in order to support the same statement with solemn oaths if required. After all this, the Noble Lord Commissioner was pleased to inform the Council that the military captains Johannes Torn and Johan Christiaan Fredrik van Haghel, respectively commanding the depots in this Government of the regiments de Meuron and Wurtemberg, had already demonstrated to his Honour some time ago that the greatest part of the common soldiers belonging to their depots, namely 39 men of the first-mentioned corps and 18 men of the regiment of Wurtemberg, are employed both for the garrison service and on the quarter guards, performing their service in the exact same manner as the soldiers of the National Battalion, without enjoying anything else for this other than their pay and board money; with the request that their said subordinate men might be placed on an equal footing in the enjoyment of service allowances with the soldiers of the National Battalion. Which request having been deliberated upon, and it being considered that, for lack of opportunity to send the recruits of both aforementioned regiments to their places of destination, use had to be made of them in order to soften and lighten as much as possible the heavy duties of the weak garrison here; and furthermore that, since those men through no fault of their own are retained to perform equal services as the soldiers of the garrison, the request to grant them the same service allowances as these enjoy is not only completely consistent with all rules of equity, but also entirely in accordance with the contents of the capitulations concluded and closed with the Company, according to the respective articles of which they are entitled to everything the National soldier enjoys, in so far as they shall be used for the garrison service; it has therefore been unanimously resolved to grant to the aforementioned common soldiers of the depots of the regiments de Meuron and Wurtemberg the same service allowances as must be enjoyed by the soldiers of the National Battalion during the present war, pursuant to the orders given by the Most Noble Lords Commissioners-General. Whereupon it was decided to place the said petition in the hands of the Burgher Councillors of this City, with orders to serve the Council with their consideration and report whether and to what extent the request made therein by the petitioner to take her son Albert Dell—who, upon her solicitations made with great urgency, was recently discharged from the Company's service and placed in his burgher freedom—back into the service of the Company in his former capacity of Sailor and to send him away from here, ought to be granted. The burgher Godfried Ifland having requested by petition to discharge his female slave named Spasie of the Cape from slavish servitude and to place her in freedom, this was permitted to him on the condition that he shall not only pay the determined sum of 50 rixdollars to the Diaconate poor of the Reformed church, but also provide the required security that the said female slave shall not become a charge to the mentioned Diaconate within the period of 20 years. The apothecary in the Company's Hospital, Fredrik Smith, having requested by petition to establish a pharmacy at his own expense and in a house to be rented for that purpose for the convenience of the residents and inhabitants of this Colony, it was, in consideration that this request of the said Smith is not only based on the permission granted to all his predecessors since time immemorial, but also that no other means of subsistence is to be found for him to supplement his small salary and emoluments than the establishment of a pharmacy, approved and understood to grant him the requested permission for the establishment of a pharmacy, as the same is hereby granted to him. Hereafter it was submitted by the Lord Officer in Charge that, pursuant to the authorization of the Honorable Lord Commissioner, his Honor had caused the attics of the house in which he resides at this Castle to be covered with sailcloth, and had caused both the attics and the other woodwork situated therein to be painted by the house painter Lucas Stokbroo, with the request that the account of the expenses incurred for this purpose, handed over to his Honor by the mentioned Stokbroo to the amount of 195 rixdollars 3 skillings, might be paid from the Company's Treasury; and upon examination of the said bill, and considering that the repairs carried out were deemed necessary by the Honorable Members of the Council who examined the Company's buildings, as appears from the report submitted by their Honors and inserted into the resolutions of 31 October last, it was approved and understood to have the aforementioned bill in the amount of 195 rixdollars 3 skillings paid and settled to the said Stokbroo. The stock of olive oil on hand having been entirely distributed, it was approved and consequently decided to have butter issued as rations to the Company's vessels instead of olive oil, calculated at 4 pounds of butter for one jug of olive oil. Finally, it was approved, in view of the fact that the apportionment of the monies entered into the Company's Treasury for remittance to the Netherlands could not yet be made, to postpone both countings of the monies for fourteen days respectively, meaning that the funds for the remittances payable after the conclusion of the autumn sale of this year must be brought into the Company's Treasury before 15 March next, and those which must be paid after the conclusion of the spring sale of 1795 before 15 April next. 588 589 monthly wages recently went to the Garrison Office here and then learned with the greatest sorrow that their accounts have been charged for the ropes found short from the aforementioned cargo, the first-signed with ƒ168 and the second-signed with ƒ80. Since this touches the undersigned most deeply and they are inwardly convinced that the shortage of the cargo is not to be attributed to them, they take the liberty most humbly to submit to the Right Honorable and Honorable Sirs that this shortage can be attributed to nothing other than the poor quality of the sacks. The said sacks were made from the coffee sacks of the return ships discharged here on account of average, which through leakage were already for the most part rotted; thus these sacks were assembled together from various patches, because one had to cut out the best parts, in order to serve for this in lack of others. The first-signed did indeed object here, at the taking in of the cargo for False Bay when he likewise received peas and beans in the same sort of sacks, on account of their poor quality, stating that he would not and could not be responsible for any shortage, but received the answer then that no others were at hand; also in fact, upon delivery in False Bay, some muids of peas and beans were indeed found short. The Right Honorable and Honorable Sirs being pleased favorably to take these adduced reasons into consideration, the signers respectfully trust that the Right Honorable and Honorable Sirs will find no difficulty in releasing them from the aforementioned charge. The undersigned can likewise not 590 591 be released from the charge thereon. and to the Company's contracted butchers: upon their request made to that end. refrain from taking the liberty to submit to the Right Honorable and Honorable Sirs with the greatest respect how hard it would fall upon them, without fault or doing of their own, to have to forfeit several months' wages, since they enjoy nothing else, or can have anything else for their subsistence. The undersigned trust that the Right Honorable and Honorable Sirs will graciously be pleased to pay such regard to this representation as shall be judged proper according to their Highest wisdom and equity. Dn Which request having been attentively deliberated upon, it was resolved, considering that the Messrs. van Reede van Oudtshoorn and Brandt found themselves fully convinced that the sacks which, for lack of better ones, had to be used to load and discharge the ship de Meermin were very poor and damaged, and that the shortage occurring in the grain taken in by them in Mossel Bay and delivered here must therefore be imputed to the bad condition of those sacks far rather than to neglect of duty by the said Commander de Baer and Lieutenant Herklots, and consequently decided to consider the charge imposed upon them on account of those shortages, more fully described in the resolution of this Board of 23 October last, as null and void; thus their pay accounts, both the pay account of the Commander de Baer and that of Lieutenant Herklots, having been drawn up, shall be released therefrom, and the deficiency delivered shall be written off to profit and loss. Subsequently, there was read a petition for the establishment of a school, addressed to this Council by Jan Jacob de Ziegler, residing here, accompanied by a plan drawn up by him for the establishment of a school for twelve children, all of which reads as follows: To the Right Honorable Lord Abraham Josias Sluysken, Ordinary Councillor of the Dutch Indies, as well as Commissioner over the Government of the Cape of Good Hope and the dependencies thereof, etc., together with the Honorable Lord Commander and the Noble Lords Councillors of Policy. Noble and Right Honorable Lord and Honorable Lords, With due respect, your Right Honorable and Honorable humble and obedient servant Jan Jacob de Ziegler, residing here, makes known that the petitioner would gladly wish to establish a private school in this capital for some young people, in order to instruct them in the Dutch and French languages, as well as in some useful sciences. That the petitioner has, for this purpose, formed a Plan as to how this school shall be established, which Plan the petitioner respectfully takes the liberty of annexing hereto. Children accepted into this institute must at least be able to read their mother tongue fluently, and also already be able to write down something that is dictated to them without a copybook model. 3. Since the experience of all times teaches that beatings and other violent means, with which school pedants commonly seek to gain respect and attention from their pupils, far from achieving this goal, frequently tend much more to fill young hearts with hatred and aversion, both toward the person of the teacher and toward the very things they must learn, the undersigned will banish all such unnatural tyranny from his school, and instead endeavor to instill in his disciples love and respect toward his person, as well as a well-regulated ambition, as the sole and most powerful means to make his lessons succeed with youths of a noble disposition and uncorrupted heart. And to the end of keeping that so useful motive of ambition constantly active within them, he will use a kind of merit table upon which he will daily record the marks of diligence or inattention and insolence, it being possible for parents at the end of each week to have this table fetched from him and, according to it, reward or punish their children. 6. In order to be able to fulfill his duty all the better, and consequently to the considerable advantage of those children who are entrusted to him, the undersigned will limit their number to no more than around twelve, and each of his disciples shall pay annually for the aforementioned instruction 200 Rijxdaalders Indian valuation, and this in four terms, of which three months must always be paid in advance. F. van Reede van Oudtshoorn Anthonij Berrangé After reading of which documents the Noble Lord Commissioner asked the Lord Commander and the gentlemen members of the Council for their opinions as to whether the nature of the request made did not require that the aforementioned petition be placed in the hands of the Reverend Scholarchen of this City, in order to serve their considerations and report thereon; with which proposal the Lord Commander having conformed, the Lord Lesueur advised that because previously the considerations or reports of Scholarchen were never required to grant permission for the keeping of French Schools, his Honour therefore also thought that the Noble Lord Commissioner and Council could decide directly on the request of de Ziegler, without requiring the report of the Scholarchen thereon. The Lord de Wet expressed his Honour's sensibility concerning this difficulty in being able to properly instruct the children and to form them into useful members of end Society 604 605 Society, that also until now no Schools are found here in which such instructions are given as that for the practice of which the establishment of a School is currently requested; that however much the plan for the improvement of the School system in general and the establishment of a Public institute in particular proposed by the Scholarchen of this city, approved by the government and generously favored by the High Noble Lords Commissioners, could also serve these in every way weighty and for all right-minded parents very important ends, it was however known to Heaven when this institute could be brought to such perfection as to wait for this moment for their education, which once neglected cannot be regained, without neglect of the tender obligations that rest upon all Fathers towards their children; that also the school for the establishment of which permission was currently requested had to be considered not as a Public, but as a Private School; and that his Honour therefore, for these and other reasons, thought that the petition of the aforementioned could be decided upon without requiring the report of the Reverend Scholarchen of this City. The Lord van Reede van Oudtshoorn was of the opinion that because the school which de Ziegler had requested to be allowed to establish could not tend to the prejudice of the Public School, his request could be granted under the condition that he shall teach no Latin in his school. Furthermore, proceeding to the receipt of the office fee, the Lord Governor declared beforehand that which is mentioned alongside. whether the report of the Scholarchen ought to be requested. Mr. Bergh, advising, declared to be of the opinion that, as the public Institute had not yet been established, and his Honor thus, with many other inhabitants, found himself in the greatest embarrassment to have their children properly instructed, favorable disposition could therefore also be made upon the request of De Zuijler, although his Honor was not against placing the petition into the hands of the Scholarchen for the purpose of a report; since both the petition and the Report could then be transmitted either to the Illustrious assembly of Seventeen, or to the High Noble Lords Commissioners General, with the request that Their Honors’ final disposition regarding this might be obtained. After all these opinions had been delivered, it was declared by the Noble Lord Commissioner that his Honor, as not being able to agree with the opinion of the majority of the Gentlemen of the Assembly with respect to whether or not to demand the report of the Scholarchen regarding the aforementioned petition, found himself for reasons compelled to postpone the final disposition regarding this to a further occasion. Pursuant to the resolution of this Table of 4 February last, the necessary notices having been dispatched and preparations made to cause the payment of the office fee for the past year 1793 to be rendered by those who are bound to pay it, before proceeding to the receipt itself, it was declared by the Lord Governor that his Honor, ignorant of what would fall to his share from the sale of the sea passes, had also not been able to make an exact determination of what was to be paid by his Honor for the office fee, but that his Honor had calculated this as closely as possible, and undertook 608 689 What Mr. Le Sueur made known in this regard. the Noble Lord Commissioner having undertaken to bring the objections of the Lord of Oudtshoorn to the knowledge of the High and Noble Lords Commissioners-General, and after the request of the Lord Le Sueur for a postponement of the payment of the office tax for the deceased Secretary Rönnenkamp was granted. His Honour, however, considered that this would be a real hardship for him, since His Honour, in his previous post of Dispenser, was simultaneously Administrator of the Company's Granaries, and thus His Honour did not change posts, but only, by having the administration of the Dispensary removed from him, remained Administrator of the Company's Granary, an office which he has already held since the year [illegible], and the Noble Lord Commissioner has undertaken to bring these well-founded objections of the Lord of Oudtshoorn to the knowledge of the High and Noble Lords Commissioners-General, in order to learn Their High Honours' intention in that regard, with the Lord of Oudtshoorn in the meantime only taking the oath that a pure fourth part of his income from the past year is paid by His Honour, without promising to perform that payment for two further subsequent years. And with regard to the payment of the office tax, notice was further given by the Lord Lesueur, as President of the Orphan Chamber, that the Orphan Masters were for the time being unable to satisfy the office tax which must be paid by them as executors of the estate and inheritance of the late Secretary of the Orphan Chamber, Tobias Christiaan Ronnenkamp; since various estates have had to remain unliquidated, from which the salary must be brought to the benefit of the estate of the said Ronnenkamp, and it has also not yet been possible to appraise that which must be reimbursed from that estate, with the request that this payment might thus be postponed until the general report on the state of the Orphan Chamber shall have been received; which request being found equitable and accordingly granted. Subsequently, the payment of the office tax was made into the locked chest placed for that purpose in the Council Chamber by the Lord Commander, together with all the members and the Secretary of the Council; and likewise by the ad interim Fiscal Willem Stephanus van Rijneveld and the Secretary of the Court of Justice Johannes Andreas Truter; and after this payment, the customary oaths, as stipulated by the Placard on the office tax, were taken by each of them. After this, there appeared at the meeting the titular Merchant Cornelis Cruijwagen as one of the testamentary executors of the estate of the late ad interim Fiscal Mr. Jacob Pieter de Neijs, who handed over to the Noble Lord Commissioner an account of the income which the said De Neijs, since the first of January of the past year until his death, had enjoyed by virtue of and in consideration of that office, both in salary, board money, and emoluments, as well as on account of the stipend granted to him by the High and Noble Lords Commissioners-General and that which had been received by him from the Company's treasury for the collection of customs, amounting together to a sum of 4039 Rixdollars, with the request, since these items constituted his only income, to be permitted to deposit into the chest a pure fourth part thereof, namely 1009 Rixdollars and 6 stuivers; and, after examination of the said account, it was unanimously resolved to accede to that request, and accordingly the said sum of 909 Rixdollars and 6 stuivers was deposited into the chest by the said Cruijwagen. 6. 14 63:5 The citizen De Haan having indicated that the buildings standing at the Post de Groenekloof had been brought into proper condition by him. And Bergh to be commissioned to examine the same, as well as the other buildings standing there, in order to provide this Council with a report thereof. entered in the previous year to be credited to the Head Office at Batavia. After all this had been thus dealt with, the Noble Lord Commissioner informed the Council that the citizen Abraham de Haan, as lessee of the Salt Pans, had indicated to His Honour that the buildings standing at the Company's Post de Groenekloof, to the repair of which he had bound himself according to the resolution of this government of 27 September last, had been brought into proper condition, and in this regard it was resolved to commission the Honorable members of the Council Christoffel Brandt and Egbertus Bergh, as their Honours are hereby commissioned, to proceed to the Company's aforesaid Post and there examine whether the repairs to the buildings standing there have been fulfilled by the said De Haan according to what he had bound himself to do, and also which buildings are located at that Post and in what condition they happen to be, in order to provide this Council with a report on all of this. The Noble Lord Commissioner was also pleased to communicate to the Council that the roofs of the Company's Slaughterhouse, the adjoining dwelling for the Bookkeeper, and a part of the cooper's shop, which according to the report of the Gentlemen Van Reede van Oudtshoorn and Bergh submitted concerning the inspection of the buildings and inserted in the Resolutions of last, were already found in a very bad condition, had worsened from day to day to such an extent that it would be irresponsible to leave them in that condition, especially since, if left without repair, they would run the risk of collapsing entirely in the upcoming bad monsoon due to the continuous rains and storm winds; and considering that the required repairs 616 617 being, for the said reasons, Mr. Le Sueur qualified under His Honour's supervision to have the roofs of the Company's slaughterhouse and a part of the cooper's shop provided for. of the customs collected by the Fiscal, to have it entered both into the Cash office and into the trade books. to the said roofs are of too little importance to put them out to public tender, it was approved and resolved to qualify Mr. Le Sueur, as His Honour is hereby qualified, to have these repairs carried out under His Honour's supervision in the most economical manner possible by private individuals, and when the same shall have been properly executed, to make a report of His Honour's actions in this matter to the Council. Hereupon was resumed the itemized account of the customs duties collected by the late ad interim Fiscal Mr. Jacob Pieter Deneijs as well as by the present ad interim Fiscal of this Government Willem Stephanus van Rijneveld, from which account it appeared to the satisfaction of the Council that since the month of May of the previous year until the last of February last, a sum of 9513 Rds. 5 stivers had been collected for incoming and outgoing duties; and it was resolved to have the said sum entered both into the Cash office and into the Trade Books of this Government. 618 619 at the Political Secretariat: to have declarations regarding Company matters executed. assistant Michiel Coenraad Gie, who had been put on suspended pay, having been taken back into service in his capacity at the request of Mr. de Wet with thus it was communicated by the Noble Lord Commissioner had made appointments. to demand from officials who enjoy no pay from the Company that they do this work without payment, and on the other hand a burden for the Company to pay them for it, it was approved and understood to order and authorize the sworn clerks at the Political Secretariat, while the sworn clerks are authorized to have executed before them all declarations regarding matters concerning dead slaves, deceased livestock, and all other declarations concerning Company matters, or in any case where its interests will be involved, as they are hereby authorized and ordered to do. Mr. de Wet, as Bookkeeper of the General Revenues of the Land, having made a request to the Noble Lord Commissioner to place the assistant Michiel Coenraad Gie, who was put on suspended pay, in the Office of the Land Revenues, in such a manner that this placement or appointment would not come to serve as any burden to the Company, and that His Honour, having been willing to defer to this, had re-engaged the said Michiel Coenraad Gie, who was written off, into the service of the Honourable Company in his former capacity of assistant under a new five-year contract with the pay of ƒ24 per month, the pay of ƒ24 per month, in consideration of the fact that the same Gie had served out a contract of five years with the pay of ƒ20 at the Trade Office; and in order not to make this appointment serve in any way as a burden to the Company, there will be reimbursed and repaid to the Company annually by the end of August, pursuant to the offer made by His Honour, that which will have been received by the said Gie from its treasury in pay, board money, and emoluments. Furthermore, the Noble Lord Commissioner was pleased to communicate to the Council that His Honour, upon the request made in this regard by the Bookkeeper of the Hospital, Arnoldus Maasdorp, had dismissed the said Maasdorp from this his office, that His Honour, besides the aforementioned, and 620 621 and to write out the paper money of 60 rixdollars, in place of the assistant Watermeijer, had authorized for that purpose the assistant Bartels. Whereupon it was decided to order Colonel Gordon to provide such a return. His Honour communicated that the burgher captains had requested His Honour to be provided with some muskets for the aforementioned purposes. and placed him again, under his earned pay and running contract, as ordinary clerk at the Political Secretariat, while His Honour, to fill the place of the said Maasdorp, had appointed on trial as Bookkeeper in the Hospital the assistant at the Hospital Office, Martinus Eckert, with the pay of ƒ30 per month and under a new contract of three years. Further, the Noble Lord Commissioner gave notice that the duties which the assistant at the Orphan Chamber, Andries Godfried Watermeijer, performs there, render him unable, pursuant to the order of this administration contained in the Resolution of 19 March of last year, to write out the cardboard currency from 60 rixdollars to 40 rixdollars; and that His Honour had commissioned for that purpose for the future the assistant at the Orphan Chamber, Hendrik Cloete Mr. Bartels, of which notice will be given by extract hereof to the commissioners for the signing of the said currency. Lastly, it was communicated to the Council by the Noble Lord Commissioner that the captains of the Burgher militia had requested His Honour to be provided with a sufficient number of good and suitable muskets for the benefit of the young burghers being enrolled annually, in order to be used both for the annual exercises and for the defence of this Colony; and, considering that there is no other opportunity in this Colony to provide the Burghers with muskets than to requisition them from the Netherlands, it was approved and understood to enjoin and order Colonel Gordon, as Chief of the Company's Militia in this Government and President of the Burgher Council of War, as His Honour is hereby enjoined and ordered, to report to the Council how many muskets are judged to be required in order to have a sufficient supply thereof to provide the Burghers, both here and in the outer districts.
