The dispatch of a small vessel to the east coast for rice was successfully accomplished last year. Necessity of undertaking that shipment this year for the Company's account due to lack of rice for the garrison. The dispatch of a small pantjallang privately to the east coast to purchase some rice on the Head Merchant's own account, undertaken successfully in October past due to the scarcity of that foodstuff, leaves us at present in absolute necessity to have that voyage performed for the Company's account, since our remaining rice at the end of August consists of merely 3 lasts. Thus, beginning on the first of September, a reduction of the rations by 1/3 had to be made, supplementing them again with green katjang, which will barely last for two months. Pursuant to what was communicated in the respectful letters of 30 May of the past year, two armed vessels having been sent out against the Macassarese smugglers, the same, cruising along this coast, encountered a paduwakan commanded by the Peranakan Chinese Kan Touko, manned by 12 hands and provided with a pass from Macasser to Boneratte, at the roadstead of Tolgrita, and attacked and captured it. They brought it here on 15 June with its cargo consisting of the Honourable Company's assortment of white and blue linens and various other goods, besides 10 pikols of wax, and 4 slaves.

For the rest, this Rottinese nation lives in continuous dispute and discord among one another, and particularly the principal settlement of Termano, whose uncivilized and avaricious heathen regent Padok Daumano has become so estranged from his prospective successor Christoffel Amalo Moeda, who is a Christian and very well-behaved, that nothing good is predicted from it, the more so since the first-named is hated by most of his subjects, who would desire nothing more than that he were done away with in this or another manner, leading us not without reason to fear that it will one day burst into fire and flame among them.

Thanking Their High Nobilities for the notice once again given to us regarding the war of England with our state, as well as for sending the relevant enclosures, which shall be held in dutiful observance. The letters and gifts of the native notables likewise not having arrived this year from the chief settlement, they request Your High Nobilities to be pleased to remember them in the future. While, owing to a great scarcity of wax at present, no more than a small quantity of 28 piculs is offered to the Company along with their outgoing letters, in addition to 6 lasts of green catjang, which latter article is transferred without payment of freight. And whereas the sultan and former head of the settlement Mananga on the island of Solor, who upon the demolition of that place in the year 1773 fled to Alor with some men, has now a few days ago through one of his friends from the settlement Lamahale sent hither a letter with one picul of wax, with the request to present it to Your High Nobilities, we have accepted it, and have now let it go forward among the letters and gifts of the native kings. Touching foreign nations, we, as already respectfully communicated on 30 May of last year, received Your High Nobilities' circular letter of 20 July 1781 on 24 October thereafter from Makassar, containing the announcement of the war declared by the Crown of England against the Dutch State, together with Your High Nobilities' high orders as to how we are to conduct ourselves in that regard; we therefore highly thank you for giving notice thereof once again under transmission of the circular extract of 27 August last past with the relevant enclosures thereto, all of which have been duly received and shall serve for our observance. With relation to church matters, nothing else remains for us to note than that the Reverend Minister Johan Fredrik Rousselet is still here, looking forward with much longing to the arrival of a suitable vessel from the Banda government to fetch him, and that we respectfully request Your High Nobilities de novo to be pleased to provide us with a competent Dutch comforter of the sick, in case the native comforter of the sick Jonas Raphael Pattij could not be spared from the chief settlement. However, the massacre and total destruction of the village of Amanatung, located 4 days travel from here, committed by the malcontent pretender to the throne of Amanubang, named Tobanie; combined with those of Nenometan and the village of Waijwiko, which defected from the Company some years ago, could not be prevented. The chief merely, upon receiving the news, immediately dispatched some armed native burghers and Mardijkers to fetch from there the still living king of Amanatung, together with his son and regent, as well as some persons who saved their lives by flight and kept themselves hidden in hiding places for some time. Having arrived here on the 13th of this month, they gave such an account of their experiences as has been committed to paper by the sworn clerk, which we take the liberty to present hereby to Your Right Noblenesses. Meanwhile, the legitimate and reigning king of Amanubang, Jacobus, who resides near here, is entirely innocent of this matter, and it came to his knowledge no earlier than about the time that the report was brought to us. This king of Amanubang is virtually stripped of subjects, as most of them already some years ago withdrew their obedience from him and took refuge in the old land on the borders of the Black Portuguese in order to better feed their lust for robbery and murder under the command of the aforementioned Tobanie. If it pleases Your Right Noblenesses, you may best perceive from the Timorese letter dated 20 September 1771 what sort of subject this latter is, who, instead of fulfilling his promise of submission and of appearing in person here at Coepang as soon as he should have recovered from his severe illness (to be found in the letter of 14 September 1773), has removed himself so far from here that he has now, with his followers, become a complete neighbor of the Black Portuguese, and has strengthened himself to such an extent that he cannot easily be attacked. What means are now to be taken in hand to punish that evil, we are as yet unable to devise. The only way would be to send all the Timorese kings combined with their subjects against them, after having first provided them with a good quantity of gunpowder and bullets, and possibly also some blunderbusses; all three items which, in the present circumstances, we ourselves are all too much in need of here and too poorly provided with. And even if that were done, which we nevertheless dare not proceed with without obtaining the approval of Your Right Noblenesses, the outcome would still be, like all Timorese enterprises of that nature, that the powder and lead were fruitlessly wasted without inflicting any harm on the enemy. Indeed, experience has taught that on such occasions the land is so exhausted of cattle and other necessities of life that it takes a long time to recover, whereby not only the good inhabitants come to suffer greatly, but even the Company cannot be satisfied regarding the collection of wax, etc. Nevertheless, it is certain that if all such misdeeds remain unpunished, other regents, upon the slightest dissatisfaction with one another, will fearlessly follow that example. Meanwhile, upon the friendly summons of the chief here, the youngest brother of Tobanie, named Adonis, who was also present at the destruction of the aforementioned village of Amanatung, appeared in person on the 23rd of this month to account for himself. Having been heard on the same day in the presence of his adversaries, he could provide no satisfactory justification regarding that violent enterprise, and putting forward nothing but frivolous, irrelevant exceptions, it was resolved by us to secure him, Adonis, in the castle pending further investigation, as he appeals to witnesses who must still be summoned from afar. Departing from this subject for the present in order to make a further respectful report to Your Right Noblenesses in the coming month of September under the main heading of Native Affairs, we proceed to the dutiful notification that on 24 October last, with a paduakang from Macassar, we received Your Right Noblenesses' highly esteemed letters concerning the war declared by the Crown of England against the State, which vessel was dispatched again on the 26th with our respectful reply both to Your Right Noblenesses and to the Governor and Council of Macassar, as evidenced by the copies accompanying this. While the fortifications on the sea side have been reinforced in the best possible manner, we have not been able to succeed up to this day with regard to enlisting men for the reinforcement of the garrison; however, the First Signer has disposed the regents of the island of Rotti to let a certain number of men with their weapons come here to Coepang from each village, to be employed in case of necessity, currently already a number of 300.

Meanwhile, the regents of the island Savo have likewise been disposed so far that, following the example of the Rottinese, they would also provide some armed men, who have already been on their way with six of their vessels last month, but no more than a single one, on which the chief regent Sili Saba was present, has arrived here, and of the other five not the least report has been received to date, with the corporal and interpreter of that island, Hendrik Holliger, who upon our humble recommendation was recently promoted to sergeant by Your High Excellencies, being present on one of these vessels. The aforesaid Savunese chief regent Sili Saba, a man of 81 years, who assumed the regency since the year 1728, and has always remained equally strong, fresh, and healthy, and a faithful ally to the Company, had the misfortune not long after his arrival here to be stricken by a severe illness, wherefore, being afraid to die so young, he departed again with the utmost haste to his country, with the promise to the chief that if he arrives home alive, he will ensure that the requested Savunese warriors are made ready. We also bring to the honorable notice of Your High Excellencies hereby that the Reverend Minister Johan Fredrik Rousselet, who, as shown by our dispatched report of 20 October 1781, was destined from the government of Banda to the South-Western Islands with the pantjallang De Zeeman to conduct the church visitation, was forced by contrary winds and want to seek out this roadstead, and having arrived on 6 October, after performing the work of the Lord at this place, departed again on 29 December thereafter with the aforesaid small vessel; but after wandering for some days within this bay, as much by the ignorance of the seafarers appointed to it as by the poor sailing qualities of that vessel, which could not be tacked except before the wind, ran aground at noon on 5 January on the reef of the islet Poeloe Keira, situated 2 miles off this coast; whereupon we immediately rescued His Reverence and his wife, together with the three schoolmasters he had with him, from mortal danger by sending a small vessel, and subsequently, by force of men and small vessels, pulled the pantjallang, which had already sprung a heavy leak due to severe pounding, off the rocks with the high tide that very night and brought it to a safe place, where, having been repaired of its defects once more, on account of the north wind blowing stiffly without interruption for a long time, it could not undertake the voyage earlier than 6 March of this year, for the transport of the cargo on board for the residency of Kisser, at which time the aforesaid Reverend Minister, having demonstrated in writing the necessity of having to remain here for some time longer, we let the matter rest there, in the hope that Your High Excellencies will be as well pleased therewith as with our hiring a capable native boatswain, two helmsmen, and two ditto sailors on account of the weak crew of the said pantjallang De Zeeman, because two of the best sailors were drowned in the aforesaid accident and one died of illness thereafter, to help bring that small vessel to Kisser. Suggesting therewith for consideration that, while navigation has been obstructed by the War and surely little of that commodity is brought from other places, the Honorable Company's predicament at present would be greater than at other times, on which account His Honor requested the Members to kindly give their thoughts thereon. 77 Whereupon the two oldest Members, the Secunde Timotheus Wanjon and Ensign Evert Manneveld, were both of the opinion, as well for the considerations given herebefore, as for the necessity that lies sufficiently enclosed therein, to safely dispatch the requisition of the Honorable Company by that vessel. Yet the remaining two Members, the Chief Surgeon Anthonij Alhing and the Secretary Louis Kraijenhoff, objected thereto that they are afraid to give their consent thereto, because no authorization for such a shipment has been given by Your High Excellencies, the more so as in case of an unforeseen misfortune, which God forbid, they are incapable due to insolvency of making any compensation, etc., in case they should have to contribute thereto, and therefore judged it to be best, for the certainty of causing no displeasure, to leave the wax lying over here until next year. The Chinese, who formerly traded reasonably well to the gold mines, also now begin to slacken considerably, and those people are all going to Mampawa to trade. Formerly, twelve to fifteen small vessels went monthly to the gold mines, whereas now at best four to five depart, which also greatly diminishes the inland duties, and to all appearances will soon decay to such an extent that the expenses of the boom guards will no longer be able to be covered by them, unless Sultan Sarieff very quickly changes his principles, which until now remain the very same, in merely taking to himself whatever he can seize and catch, and seldom thinking of payment. Concerning native affairs, the envoys who in the past year returned from a lost journey turned their prows to Banjermassing yesterday. In the hope of Your High Excellencies' honored approval, we have advised the Resident there of the charge with which those emissaries are entrusted, to persuade the wife of Sultan Sarieff, if possible, to come hither, as well as to consummate the marriage of the Prince's daughter residing there with the son of a Said Heidwes, living at Trantangang. Concerning the servants, we found ourselves obliged to send over to Your High Excellencies, with the declarations given to his charge, the soldier Willem Vroomhoff of Ambrina, who, although he continues to persist in his denials, nevertheless is said to be under great suspicion of having made himself guilty of stealing and causing to be sold the Company's weapons, and intentions of desertion, etc., over and above that he has already several times been punished for scheming with the native, with whom, as now appears afterward, he has made debt upon debt, all of which are matters from which in a place like this nothing but mischief can arise, and we have thus found ourselves necessitated to have him depart towards Batavia as a prisoner, at the honored disposition of Your High Excellencies. Honorable and Severe Lords. Having successively had the high honor to receive Your High Noble Lordships' most esteemed letters of 12 March, 5 and 21 May of the current year, may it be permitted to the submissive undersigned to reply thereto most respectfully and to offer very humbly to the same such letters and papers for the Netherlands as are specified on a register formed thereof, humbly begging Your High Noble Lordships' forgiveness for having failed to do so in earlier years, caused by the fact that the departure of the vessels here usually falls in the latter part of September or beginning of October, when the humble undersigned have their hands full of work with the preparation of two sets of trade books, three sets of pay books, and two sets of lease books for Batavia, besides a multitude of other papers, and for which Your High Noble Lordships, by esteemed letters of 31 December 1779, had pleased to dispatch a clerk hither for assistance upon our request, but this person not having arrived here, we dutifully reported this by submission of 26 September 1780, with a humble request to still be provided therewith. And we thus hope that Your High Noble Lordships will favorably attribute this omission not to neglect of duty or inattention, but rather to a lack of time. East India Company in the meeting of the Seventeen. To Their High Nobilities the Governor-General and the Council of the Indies in Batavia, dated Amsterdam the 6th of November 1780. Right Noble, Valiant, Highly Esteemed, Very Wise, Provident, Discreet and Very Generous Gentlemen. Section 122. Having settled the matters concerning the office of Banjermassing, we find this a suitable place to speak of the newly established residency of Pontiana, as it is also situated on the great island of Borneo. Section 123. We then note in general that the cession made by the King of Bantam of his right and claim to the lands of Landak and Succadana can be useful to the Company if that cession results in an expansion of the Company's trade, without requiring an outlay that causes more costs than can be made good by the profits from that trade. Having been requested by Your High Nobilities' revered letter of the 12th of March of this year to inform Your High Nobilities, Valiant and Highly Esteemed, regarding such matters as Your High Nobilities, Valiant and Highly Esteemed, demand by the accompanying extract concerning the residency of Pontiana, we can thereby most submissively comply and note initially that until now very little hope presents itself that the Honorable Company will enjoy any use or advantage from this cession made by Bantam's prince, which should solely be derived from the gold and diamond trade, which here indeed falls in abundance, but is kept at such high prices by the inlanders that it is almost impossible to get at. This cannot be attributed to anything other than the Bugis who trade very heavily around this region, as this nation roams into the very heart of the mines, buying up everything at exorbitant prices. This cannot be prevented, as they go from Mempawah, Sambas, etc., through the inland rivers without appearing here, paying for a real's weight in dust gold that assays at no more than 16½ to 18 carats, ten and more imperial ducatoons, and for ordinary assortments of diamonds 7 to 8 round reals. By which practice the Company's trade is not a little obstructed, but is even forced to follow the market made by the Bugis, as otherwise nothing can be obtained. The undersigned have maintained contact with the Pangeran Syarif Qasim of Landak regarding this, both orally and by letters, and although he indeed promised to set another order in this, he nevertheless continues to sell his jewels to whoever offers him the most money, without giving the Honorable Company the slightest preference. Section 124. But whether this advantage will truly be attained through the occupation of those lands by the Company seems to us still quite uncertain. And we will therefore suspend our judgment until more experience will have been gained, both regarding the profits and revenues that will be enjoyed by the Company from trade as well as tolls, and with regard to the burdens that it would have to bear for the sake of the one and the other. The profits and revenues that this new establishment has generated in now more than four years' time are so small that not a fourth part of the expenses can be made good from them, since trade here is now completely at a standstill and therefore the tolls and leases yield nothing of note, having rendered in the most recently closed financial year of 178½ only 531 19/21 round reals. And we are not without reason [illegible] from which this year still less will accrue, considering that from the 1st of January to the ultimate of September no more than five vessels have arrived here within the river, which have brought only very few goods. Section 125. Although now Pontiana seems to have been chosen for the place of the Company's office, The district of Succadana has until now not been willing to submit to the cession that Bantam's prince has made of this land to the Honorable Company.
